Alberta set to vote on rejecting equalization, premier says it's about leverage
EDMONTON — Albertans will cast ballots Monday in a referendum that is technically about rejecting equalization but has morphed into more of a Prairie festivus airing of grievances.
“(This) is not about partisan politics,” Premier Jason Kenney has said at various times in recent days, when asked about the referendum question.
"This is about whether or not Alberta should push hard to get a fair deal.”
It’s symbolism, he said, but also a bargaining chip.
“The point of it is to get leverage for constitutional negotiations with the federal government about reform of the entire system of fiscal federalism, which treats Alberta so unfairly,” he said.
The question is straightforward for voters, who are also heading to the polls in municipal elections: Should the section of the Constitution enshrining the principle of equalization payments be removed?
Equalization sees some tax money collected by the federal government redistributed from wealthier provinces to lower-income ones to ensure a basic level of service for all.
Kenney has said Alberta has concerns over billions of dollars its residents pay, while provinces such as British Columbia and Quebec obstruct oil and pipeline projects that underpin that wealth.
Alberta Finance Minister Travis Toews estimated the provincial contribution at $20 billion a year in a public letter this week. It was signposted by the phrases “more unfair,” “clearly unfair,” “fundamentally unfair,” “lack of fairness” and “fight for fairness.”
Political scientist Jared Wesley, the lead on a recent University of Alberta survey on referendum voting intentions, said the poll suggested the Yes side remains in the lead. But he said a disturbingly high percentage doesn’t understand how equalization works (44 per cent), wrongly believes Quebec gets the most per capita (85 per cent), and fails to understand Ottawa does not need provincial buy-in to change the equalization formula (62 per cent).
“I don’t blame Albertans for being confused,” said Wesley. “They’ve been fed a lot of misinformation by governments in this province for a lot of decades, and that’s showing up in our research.”
Wesley said it’s a muddy referendum question designed to deliver “strategic ambiguity” for the United Conservative government as it seeks broad leverage.
But leverage, he said, is not what you think you have. Rather, it’s what others think you have.
He said the rest of Canada is seeing a province that has received generous federal COVID-19 funding, has called in the military to rescue its COVID-19-ravaged health system, and has seen Ottawa literally buy the Trans Mountain pipeline to help its oil industry.
“As much as the premier and Yes supporters are out there saying, ‘we want a fair deal,’ the rest of Canada doesn’t look at it that way,” said Wesley.
“I’ve called this the festivus referendum,” he added, referencing the fictive secular holiday made famous in the TV sitcom “Seinfeld,” when family members gather around a metal pole to swap festering complaints.
Bill Bewick, head of Fairness Alberta, a group stumping for a Yes vote, said critics confuse the message being sent with the more important principle of sending a message.
He said equalization is profoundly unfair to Alberta and that a referendum is a legal, practical, effective method for Albertans to get Ottawa’s attention while providing a handy release valve for those who would otherwise seek more radical alternatives to make their voices heard.
“(The vote) is people speaking and expressing their displeasure.”
Bewick said a Yes vote from Alberta could push other provinces to pressure the federal government for meaningful changes to improve the equalization formula for all.
“It can get the ball rolling,” he said.
Some Yes supporters, including ousted UCP backbencher Drew Barnes, worry that with Kenney’s low popularity numbers the No vote will get a boost from those who want to send a message to the premier.
“There is no question that the premier has failed our province on a variety of issues,” wrote Barnes in an open letter on social media.
“He is the least popular premier in Canada for good reason. However, on Oct. 18th I would encourage Albertans to focus on the bigger picture.”
University of Calgary economist Trevor Tombe, who has taken the No side in recent debates with Bewick, said Alberta already has the power to discuss its equalization concerns with Ottawa.
But he said the referendum question — on its face — is a dismaying rejection of long-held Alberta values toward fellow Canadians.
“Alberta (through its government) has always and consistently supported the principle of equalization,” said Tombe.
“It’s unfortunate that Kenney is asking us to reject it.”

Referendum Questions
Albertans are being asked two questions in the referendum vote on October 18, 2021. Both referendum questions allow for a ‘yes’ vote or a ‘no’ vote and are binding on the provincial government, based on the majority of votes cast.
The two questions are:
Question 1: Equalization
- Should section 36(2) of the Constitution Act, 1982 – Parliament and the government of Canada’s commitment to the principle of making equalization payments – be removed from the constitution?
Question 2: Daylight Saving Time
- Do you want Alberta to adopt year-round Daylight Saving Time, which is summer hours, eliminating the need to change our clocks twice a year?

How is Progress Alberta funded?
Progress Alberta stays afloat by patching together funding from a variety of sources like foundations, unions and our own supporters. Recent legislative changes restricting donations from labour unions have pushed us to rely more on support from individual, small donors, like the monthly subscribers to the Progress Report. Is Progress Alberta a PAC?
PAC isn’t a term that has an actual definition in the Alberta system, but Progress Alberta did register as a third party advertiser in the 2019 provincial election. In the past two years we have shifted direction away from campaigning and advocacy work and are not planning to conduct similar campaigns in subsequent elections.

How can I write for the Progress Report?

This election is fake.
Jason Kenney's Senate "election" is a scam.
We don't elect senators in Canada. The Prime Minister appoints them. So this fall, when you vote, you aren't electing the next senator at all. You're just picking who Jason Kenney will write a reference letter for.
Alberta has "elected" ten people like this already, and the only times any of them actually got into the Senate were when a conservative Prime Minister was in power who wanted to stack the Senate with more right-wingers. The election has no legal force. It's made-up. It's fake.
So why's he doing it?
Elected senators and equalization are two classic right-wing issues in Alberta. Conservatives love them. Running big province-wide campaigns on them is an excuse to get the UCP talking heads on TV to talk about something that isn't Jason Kenney's brutal mishandling of COVID-19, that isn't how his government is gutting our health care, education, and public services, and that isn't Kenney's total failure to get Albertans back to work.
And the real kicker is the timing: this scam "election" and referendum are happening on the very same day as municipal elections across the province. That's the big hope from the UCP: that conservatives will get whipped up about these two pet issues they love and then show up big time to elect right-wingers to city councils and mayorships all over Alberta.
This scheme is already getting pumped up with your money. A minister announced on June 14th that $10 million was already being set aside for it. They're already changing the law so that cabinet ministers can campaign on it. And they're already pulling the caps off election finance limits so that the wealthy can have a free-for-all with dark-money PACs and big advertising campaigns.
But we can play this game too.
We can't stop Jason Kenney from abusing the powers of government and the public purse to run this right-wing voter-engagement scheme of his but that doesn't mean we can't turn it against him.
Alberta is not the conservative hellscape so many people think it is. There are more of us than there are of them, actually. And the Campaign to Elect Duncan Kinney for "Senate" is going to get all of us to those municipal elections. It's going to get all of us talking about real issues that really matter, like decolonizing, decarbonizing and democratizing this country.
And just think about how mad he'll be.
We're all sick of Kenney. We're sick of his arrogance, his his corruption and his cruelty.
Nothing is going to stick in his craw more than a lefty coming out on top in his little game. Imagine the day he'll have when he has to recommend, for lifetime appointment to the Senate, someone he absolutely loathes, and someone who fights against every rotten thing that Jason Kenney stands for.
That candidate is Duncan Kinney, and this fall, let's elect him as Alberta's next senator. (But not really.)
Former Deputy Premier Doug Horner running for Senate, former NDP MLA Annie McKitrick running for Mayor, UCP MLA Recall law MIA
Former cabinet minister Doug Horner is planning to run in Alberta’s Senate Nominee elections happening on October 18, 2021. The former Deputy Premier and Finance Minister quietly announced on his LinkedIn page that he is collecting signatures to make his candidacy official.
“I have also thought long and hard about the idea of running as a candidate with the endorsement of a political party,” Horner wrote on LinkedIn. “I believe that the Senate should have a strong degree of independence as well as representing Albertans and not parties, as such I will be going as an independent.”
“In my view the Senate can serve a very important purpose to review, advise, and give input to the Federal Government on legislative initiatives from the perspective of their experience and representation of their regions,” wrote Horner.
Horner was first elected as a Progressive Conservative MLA after unseating two-term Liberal MLA Colleen Soetaert in Spruce Grove-Sturgeon-St. Albert in 2001. He was re-elected in 2004 after facing a spirited challenge from Liberal Ray Boudreau and re-elected by large margins in 2008 and in 2012 in the redistributed Spruce Grove-St. Albert district.
Between 2004 and 2014 he served as Minister of Agriculture and Rural Development, Minister of Advanced Education and Technology, Deputy Premier and Minister of Finance.
He placed third in the 2011 PC Party leadership, with most of his votes shifting to help Alison Redford defeat frontrunner Gary Mar on the the third ballot. He resigned as an MLA in January 2015 after he was dropped from cabinet by Jim Prentice.
Horner is the scion of a genuine Western Canadian political family dynasty. He is the son of former Deputy Premier Hugh Horner, nephew of former MPs Jack Horner, Albert Horner and Norval Horner, and grandson of Saskatchewan Senator Ralph Horner. Drumheller-Stettler United Conservative Party MLA Nate Horner is his first cousin once removed.
The Conservative Party of Canada has already announced its endorsement of lobbyist and former United Conservative Party president Erika Barootes, UCP activist Pamela Davidson, and Canadian Ukrainian Free Trade Agreement Association president Mykhailo Martyniouk in the Senate Nominee elections. While he has not yet formally endorsed Barootes, Premier Jason Kenney was spotted at a Calgary Stampede event wearing one of her campaign buttons.

By Adam Soos October 15, 2021Sir John A. Macdonald described the Senate as a sober second thought which would serve to curb democratic excesses. Legislation in Canada generally emerges from the House of Commons, where elected officials put forth bills which are then voted on by the elected members of parliament. If the House votes in favour of a bill, it must then pass through the Senate before it becomes law.
The Senate has many of the same issues as the House of Commons, including a lack of regional representation for the West, but senators, unlike elected politicians, are not subject to party whips or party politics to the same extent as a Member of Parliament, so they can often speak more freely on legislative concerns.
As such, an Albertan senator that advocates for Western values can be an important voice in Ottawa.
Alberta is the only province that holds elections for Senate nominations.
The results of these elections are not binding on the Prime Minister, as senators are formally nominated by the Prime Minister and then confirmed by the Governor General. The upcoming Senate election on Monday will very much serve as a litmus test in determining whether Justin Trudeau will respect the Albertan nominations, or if he will disregard the will of Albertan voters and nominate a Liberal Party ally instead.
There is currently one vacancy for Alberta, but a second seat will become available this month due to a retirement.
Albertans will be able to vote for up to three nominees from an extensive list of candidates, two of whom will become senators if Justin Trudeau respects the mandate of the vote.

Great way to kickoff the Mad Maxime NB tour! We had Education minister
Dominic Cardy walk by and a fiery exchange ensued where he ended up
saying that YOUR children are in fact not yours and property of the
province. Credit to Nicholas Pereira for checking him on that

Education Minister Dominic Cardy was involved in a heated exchange
with People’s Party of Canada leader Maxime Bernier and his supporters
on Friday in Saint John, N.B..
In the exchange, Cardy can be seen speaking in French to Bernier and
then walks away. He is then yelled at and sworn at for his policies
around masking and vaccination for children in the province.
“They are not the states children,” shouted Saint John-Rothesay PPC
candidate Nicholas Pereira. “That is absolutely against everything
…You are a piece of s***.”
“He doesn’t even have children,” yelled another, who is off-camera.
“You are absolutely disgracing parental rights. You are a human rights
violator,” Pereira said.
Cardy said he had a meeting in Saint John and was leaving with a
friend to meet up with his girlfriend and his colleague before leaving
for the weekend when the exchange happened.
“I figured I’ve been given the luck over my life to stand up to
bullies and political extremists in a bunch of different countries,
I’m not going to stop here at home,” Cardy said in an interview.
Cardy said he is OK following the exchange, with found him clapping
back, with “what I’m looking forward to is watching your political
collective be utterly annihilated in the election coming up in the
next few weeks.”
When asked why not just walk away?
His answer was simple.
“Confronting them, I think, is an important part of being an elected
official in 2021, in a democratic country,” he said. “If we’re going
to be serious about defending what we’ve got then you’ve got to stand
up and speak for it. They’re too used to be able to intimidate people
by filming them and swearing at them all the things that are a part of
their pretty limited repertoire of political persuasion tools.”
“They don’t work on me.”
