Seamus Byrne's withdrawal leaves four people in the race

The Rothesay entrepreneur says despite winning an appeal of his early disqualification from the race, he ran into another problem with the rules and has now formally withdrawn from the contest.

"I resigned my application because I was non-compliant," Byrne said in an interview. "I am very frustrated that I have to resign my application, because I'm a great candidate.

"I will do well for the province of New Brunswick in the future. This is the beginning of my political career. This is not an end." 

Extension granted

Byrne was initially disqualified after he failed to sign up 50 Liberal members and pay a $30,000 entry fee by the May 2 deadline.

The party said those errors could not be "rectified" and so did not give him the 48 hours set out in the rules to try to fix them.

Byrne appealed that and a party committee agreed with him and on Tuesday gave him the extra two days to get the signatures and the fee. 

He found the 50 Liberals, "but when I tried to pay the $30,000 fee, it had to be in the form of cheques from donors," he said in a statement. "This was an oversight on my part."

His withdrawal leaves four people in the race: former Tobique-Mactaquac MP T.J. Harvey, former cabinet minister Donald Arsneault, current Shediac Bay-Dieppe MLA Robert Gauvin and former Brian Gallant adviser Susan Holt.

They are running to succeed Kevin Vickers, who was acclaimed leader ahead of the 2020 election and led the party to defeat. Vickers also failed to win the Miramichi riding where he was running.

'It's a very complicated process'

In an interview Byrne, who touted his "business acumen" as a candidate, would not describe the exact issue with his entry fee cheques.

He would only say it had to do with bank account requirements, Elections New Brunswick rules and a "lack of information and lack of communication" from the Liberal Party. 

"The regulations, stipulations, requirements — it's a very complicated process that you have to pay constant attention to when you're applying for candidacy," he said. 

"I'm new to the game. A lot of the things, all of the things involved in the process, are new to me."

The Liberals are scheduled to elect their new leader Aug. 6.

Rothesay businessman Seamus Byrne failed to meet requirements he contends are too onerous

Rothesay businessman Seamus Byrne says the rules imposed on those who want the job are too onerous for someone like him.

"I know one thing. I know that this process is not democratic," Byrne said in a telephone interview, during which he equated his own campaign with the future of the province.

"I know this process is flawed. And me not being green-lighted is probably the worst thing that can happen to New Brunswick at this point in time."

Under rules released in February, leadership candidates had until May 2 to submit the signatures of 50 card-carrying Liberal members willing to endorse them.

"No one has the time to do that," Byrne said, despite acknowledging he'd been planning to run for the leadership since January 2021. "They didn't give me enough time to get this thing accomplished."

He said he asked the people he signed up if they were Liberal supporters but did not ask them for proof they were party members.

Details being sorted out, says association president

New Brunswick Liberal Association president Brian Murphy said on Thursday that four candidates had met the threshold for approval as candidates.

He didn't identify them, but they are former MP T.J. Harvey, former MLA Donald Arseneault, current MLA Robert Gauvin and former Liberal candidate Susan Holt.

"There's some fine details that need to be sorted out with the fifth applicant. It may work out. Time is getting close to the end," said Murphy, who emphasized a steering committee was vetting the candidates and he had no role in it.

"I gather that there are still negotiations, meetings and times to rectify one of the applications that was put in."

Under the leadership race rules, a candidate whose application was "incomplete or deficient" would have 48 hours to correct it.

Byrne said he was told Thursday that the two-day extension had elapsed and he was not approved. He can appeal that decision to a party committee.

"I'm in this process where a three-person committee decides on my fate and that's it," Byrne said. "That's the fate of New Brunswick. And it's a shame."

Byrne, whose uncle Ed Byrne authored the landmark Equal Opportunity report that guided major reforms by Premier Louis J. Robichaud in the 1960s, said his family "has been Liberal since the dawn of time, literally."

Despite that, he argues the requirement for 50 signatures from party members put him at a disadvantage, because he lacked the profile of a sitting MLA who can easily gather a large number of Liberal supporters.

"For a guy like me, to ask people to come to Tim Hortons and sign a piece of paper, who's going to do it? Who's going to support John Doe?"

Byrne was travelling outside New Brunswick this week on business but said that as of Thursday a campaign supporter was at his home trying to gather new signatures from confirmed party members.

He also criticized the $30,000 entry deposit that candidates had to submit, despite successfully meeting that requirement.

"I must look ridiculous to do this," he said. "I must look like a crazy, crazy person. But I'm actually the sanest person doing it."

Melanson says no to N.B. Liberal leadership run

Interim leader says he'll leave position on Aug. 6

In a written statement, Melanson acknowledged he'd been thinking of running but said he had decided against it. 

"After careful consideration and conversations with family and close friends, I have decided that I will not put my name forward in this leadership race," he said. 

In a media scrum at the legislature in December, Melanson would not rule out becoming a candidate.

Traditionally, interim party leaders commit when they're selected to not run for the permanent leadership position, but there's no rule prohibiting it.

Melanson, a former finance minister and an MLA since 2010, became interim leader after the party lost the 2020 provincial election, which saw then-leader Kevin Vickers fail to win a seat in the legislature.

The Liberals will choose a new leader Aug. 6.

There are three declared candidates for the leadership now. Former Tobique-Mactaquac MP T.J. Harvey and former MLA and cabinet minister Donald Arseneault have launched campaigns, and Saint John-area entrepreneur Seamus Byrne has told other media organizations he is running.

None of them are current MLAs. 

Melanson also said in his statement that he'll no longer be leader of the Official Opposition as of Aug. 6.

That will allow the new leader of the party, if they're not an MLA themselves, to choose a sitting, elected member for the parliamentary role. 

In the email to reporters with Melanson's statement, Liberal director of communications Ashley Beaudin said Melanson would not be granting interviews about his decision.

"New Brunswick Premier Blaine Higgs continues to find himself in the doghouse, at least according to the results of a recent poll.

Findings from an Angus Reid Institute survey published Monday revealed the premier’s approval rating has reached an all-time low of 34 per cent.

This drop places Higgs in the same territory as Ontario Premier Doug Ford (30 per cent) and Alberta Premier Jason Kenney (26 per cent)."

Former deputy premier crossed from Progressive Conservatives to Liberals in 2020

Gauvin was elected in 2018 as the Progressive Conservative MLA for Shippagan-Lamèque-Miscou and named deputy premier by Blaine Higgs. He quit the cabinet in early 2020 over the government's proposed hospital reforms that would have closed six emergency departments at night.

He crossed the floor and snagged the Shediac Bay-Dieppe riding as a Liberal candidate the same year. 

Gauvin told Radio-Canada Sunday that "the intention is confirmed" and a formal announcement will be made in the coming weeks. 

"I want to make a positive difference for the province of New Brunswick... I believe in this province," he said. 

Gauvin said after New Brunswickers were faced with the COVID-19 pandemic, they deserve someone who will make their lives happier. 

He said he's been a Liberal now just as long as he was part of the Progressive Conservative party. 

"I feel a lot more conformable on the Liberal side," he said. 

He's worked to support Clinic 554, increasing inclusion and building stronger relationships with First Nations communities, which Gauvin said has been rewarding. 

"It's the compassionate side.... I feel in my place," said Gauvin. 

He said one of his priorities as the Liberal leader would be to strengthen New Brunswick's health-care system with better wages and services. 

There are now four candidates in the Liberal race. The others are T.J. Harvey, a former Tobique-Mactaquac MP, Liberal MLA Donald Arsenault and Rothesay businessman Seamus Byrne. 

The Liberals announced last year they would select a new leader this August. 

Roger Melanson is the party's interim leader.

Or maybe 🤔 it went to add to the $250 million in stumpage fees Higgs gave to the big lumber mills. Seems to me the Francophone games would have been a lot less expensive plus all the millions in income the local businesses would have earned instead of our money going to the ones that don’t need any more.

Reply to @Matt Steele: Neither party would have paid that price tag for the Francophonie Games given our fiscal situation. When the liberals were going forward with the games, that was not the estimated price tag. The original price tag, which was 17 million I think, was reasonable, given the economic activity that would result in such games as well as the visibility, and potential immigration opportunities that could result from it, and I am pretty sure both parties would have gone for it had that been the cost. The reason why the games were cancelled was that it became clear the original estimate was way low, that a full analysis clearly had not been done, and it was no longer worth the cost. I think most francophones, and the liberal party of NB, supported that decision to cancel. I certainly did. The only question that we may differ on is whether there was effort to try to reduce that price tag to still be able to have the games at a price tag that we could afford.

Tech executive, former adviser to Brian Gallant running for Liberal leadership

Susan Holt is first woman to try for leadership of New Brunswick Liberals

Susan Holt, who was a top adviser to Liberal premier Brian Gallant, will become the fifth official candidate in the contest. 

Holt turned down an interview request Monday but said in a message that she could confirm a launch "within the next two weeks." 

Last Friday, CBC News obtained an invitation to a virtual meeting with Holt this Wednesday. 

It described the meeting as a chance for participants to learn about "her fresh approach to leadership and politics as she campaigns to become the first female Liberal leader, and first female Premier for New Brunswick."

Holt would replace Kevin Vickers, who resigned as Liberal leader on election night in 2020 after the party won only 17 of 49 seats in the legislature.

The other candidates are former cabinet minister Donald Arseneault, former MP T.J. Harvey, current Shediac Bay-Dieppe MLA Robert Gauvin, and Saint John-area businessperson Seamus Byrne.

No other woman has ever run for the provincial Liberal leadership, though Saint John Liberal MLA Shirley Dysart was interim leader of the party in 1985. The Progressive Conservatives elected their first female leader, Barbara Baird-Filliter, in 1989.

Holt is now the "chief growth officer" at Plato Testing and PQA, two Fredericton software testing companies.

She was also president of the New Brunswick Business Council, which represents the top CEOs in the province, and held a top position with the jobs board secretariat when the Gallant Liberals were in power.

She then ran for the Liberals in Fredericton South in the 2018 election, placing a distant second to Green Party Leader David Coon.

Susan Holt lost the race for the riding of Fredericton South to Green Party Leader David Coon during the 2018 provincial election.

When Holt declared for the nomination earlier that year, Progressive Conservatives accused Gallant of switching her from the non-partisan jobs board position to a political staff role so she could avoid rules that prohibit civil servants from partisan involvement.

The Liberals said she was complying with the rules, and Holt said at the time she was "moving from policy to policy and assessing what rules apply, and abiding by those rules that are appropriate to the circumstances."

Because the switch coincided with her maternity leave, Gallant said the PC criticism might discourage other women from running for office.
