Correction notice: In the news release entitled "Estimate of Turnout at Advance Polls Now Available," which was posted on elections.ca on February 27, 2024, there was an error in the estimated turnout number. The original version of the release stated that "some 7,396 electors voted at the advance polls in this by-election." The correct estimate is 10,287. We apologize for the confusion.   • Chief Electoral Officer Stéphane Perrault has released the estimated number of electors who voted on the four advance polling days in the federal by-election under way in Durham (Ontario).
  • Advance polls were open on Friday, February 23; Saturday, February 24; Sunday, February 25; and Monday, February 26, from 9 a.m. to 9 p.m. each day.
  • According to the preliminary figures, some 10,287 electors voted at the advance polls in this by-election.
  • This is an estimate. Some polls may not have reported yet.

Durham has been held by the Tories since 2004

Conservative candidate Jamil Jivani handily won the federal byelection in Durham on Monday, with preliminary results from Elections Canada showing he secured more than 57 per cent of the vote share.

"We set out to send Justin Trudeau a message and I think we were successful," Jivani told supporters at a restaurant in Clarington, Ont., after results came in.

The win means Jivani, a lawyer and commentator, will take over the Greater Toronto Area seat once held by former Tory leader Erin O'Toole. The byelection was triggered by O'Toole's retirement from politics and subsequent resignation last year.

With 100 per cent of polls reporting, preliminary results suggest that 18,610 voters cast their ballot for Jivani. Liberal candidate and runner-up Robert Rock got 7,285 votes, about 22.5 per cent of the vote share. 

Jivani managed to increase the Conservative vote share in the riding relative to the 2021 federal election. In that contest, 46.4 per cent of total votes went to O'Toole, while the Liberal runner-up secured 29.9 per cent of votes.

Durham, a riding with a mix of suburban and rural areas, has been a Tory stronghold for two decades.

Meanwhile, turnout in Monday's byelection was low. Only about 27.9 per cent of Durham's 116,259 eligible voters cast a ballot, preliminary results from Elections Canada show. Official figures should be released in the coming days.

Jivani is a past president of the Canada Strong and Free Network, the political advocacy group and think-tank formerly known as the Manning Centre, and has penned columns for the National Post and the Toronto Sun.

He grew up in Brampton and earned his law degree at Yale University. He's written about his close friendship with J.D. Vance, his one-time Yale classmate who became a bestselling author with his book Hillbilly Elegy and now serves as a Republican senator for Ohio. Vance is a vocal political ally of former U.S. president Donald Trump.

Conservative Jamil Jivani delivers victory speech after Durham byelection win

Conservative MP-elect Jamil Jivani says his win in the byelection for the Greater Toronto Area riding of Durham shows the Conservative Party best represents the values of Canadians' communities.

Jivani is the founder of the Policing Literacy Initiative, a think tank dedicated to improving policing and community safety practices through a youth-driven approach, and the the author of the 2019 book Why Young Men, which examines the phenomenon of violence perpetrated by young men.

In his victory speech, Jivani repeatedly criticized Prime Minister Justin Trudeau and his governing Liberals.

"Justin Trudeau doesn't really know what to do with people like me. And he doesn't know what to do with a lot of people in this room. He looks at us and he thinks that his party owns us and owns our communities," Jivani said.

"He looks at me and sees a millennial, son of an African immigrant, grandson of a public school custodian, survivor of cancer thanks to our public health-care system and raised by a single mother. And he thinks that people like me owe his party something, that we have to fall in line behind his party. I obviously disagree," he added.

While Monday's results won't shift the balance of power in the House of Commons, they could serve as a preview to the relative strength of the parties in the electorally critical GTA with a federal election looming next year. They come as public polling suggests Pierre Poilievre's Tories hold a double-digit lead over the Liberals.

"Durham wants Pierre Poilievre to be the next prime minister of Canada. I think that has been the resounding message from Scugog to Oshawa to Clarington," Jivani said.

"I think there are many conservatives like me ... who acknowledge that in 2024, it is our party that best represents the values of our communities."

Jivani was at the centre of a controversy in July 2020 when he posted on Twitter that heightened gun violence in Toronto was in part caused by "young gangsters" starting online "drama." Jivani was at the time advising Premier Doug Ford's government on how to reach out to at-risk communities.

In January 2022, he was dropped from his show on Bell's iHeartRadio network and has since sued the company, alleging breach of contract and wrongful dismissal. He's arguing the company fired him because he did not fit their stereotype of a Black man. The company denies the allegations.

Liberals pick byelection candidate who first tried running for Tories

Robert Rock will run for Liberals in byelection to replace former Tory leader Erin O'Toole

A man who initially sought the Conservative nomination for a Greater Toronto Area riding has instead become the Liberal candidate in an upcoming byelection.

The Liberal Party announced Thursday that Robert Rock, a councillor in Scugog, Ont., will be its candidate in the election to replace former Tory leader Erin O'Toole as MP in Durham.

Rock said he decided to run for the Liberals because the Conservative Party no longer speaks to his values, and he believes they will cut services and bring American-style politics to Canada if they are elected.

"While Pierre Poilievre's Conservatives are pushing cuts to vital services that support the middle class and importing far-right American politics here to Canada, I will work to deliver a strong economy and better future for the families here in Durham," Rock said in a media statement Thursday.

He said that in addition to being a supporter of previous "versions" of the Conservative Party, he has also previously supported candidates from the NDP.

Rock's nomination for the Liberals was uncontested.

He had praised Pierre Poilievre's leadership less than a year ago when expressing interest in the Tory nomination contest that lawyer Jamil Jivani ultimately won.

In May, Rock said in the Port Perry Star newspaper that he was a believer in the Conservative Party under Poilievre.

"I understand very clearly the policies that the Conservative Party of Canada is putting forward and I stand behind those. This is why I'm confident to be able to put my name forward, because I believe in the platform that the party is calling for," Rock told the newspaper, describing himself as a fiscal conservative.

Rock purchased a party membership in April after Poilievre became leader, but failed to meet the requirements to run under its banner, said a Conservative Party spokesperson.

"Mr. Rock indicated to the party he wanted to run as a conservative and is obviously upset he didn't meet the requirements to seek the nomination and wouldn't have been permitted to run," Sarah Fischer said in a media statement Thursday.

Fischer did not specify what criteria he had not met. Standard requirements typically include submitting certain documents and collecting a minimum number of signatures within a set time frame.

The Durham riding, which includes part of the city of Oshawa, Ont., has been held by the Conservatives since 2004.

The byelection must be called by the end of the month.

You are the first constituency in Canada that has the opportunity to look deeper into what is going on in our country and vote to restore Canada to the core values that built this nation.

Canada is a nation built on Freedom, Prosperity, Security, Family, Faith and a government that helps Canadians flourish. These are the values that we love and that Canada whispers to its citizens, new and old. These values are being stolen from us.

The Liberals are trying to reset our nation and pass many of the important decisions about how this country is run to the United Nations or the World Health Organization. This is what Trudeau meant when he announced that Canada would be the first Post-Nation State. This pathway is a deconstruction of our nation – not an enhancement. These changes are at the root of what makes us all ask: where has our country gone? Agenda 2030 is the blueprint to disempower our people, dilute our sovereignty as a nation and weaken our borders.

Right now, Canadians are being fed shallow promises that are about cutting taxes and giving you more money. These promises are tinsel on a dying tree. How long will we be distracted by the glitter?

Have you ever wondered why the Conservative Party of Canada (CPC) has never challenged the Liberal's deconstruction of our nation? The CPC has never asked what the Reset meant or what a Post-Nation State was. They have failed to inform Canadians about this nation-changing agenda. The CPC never said a word about the rampant foreign interference in our country, even though they knew about it in 2019 and earlier.

Now is the time to look deeper into our problems and consider how we actually arrived at this mess. If you thoughtfully do this, you will see that both parties have contributed—one by its actions, the other by its omissions.

Grant believes that Canada is a nation of rich promise and a force for global good.

However, at this moment Canada seems disorientated and has lost its national moorings, drifting away from the principles and bedrock values upon which it was built, that brought it prosperity and made it the proud home of all Canadians.  He believes that Canada deserves leadership that will serve all the people of Canada first, guaranteeing our true freedom, fostering prosperity for all Canadians and protecting our sovereignty as one nation, together.

Born in Alberta, Grant grew up in the Lower Mainland of British Columbia graduating from Abbotsford Senior Secondary School. He completed a Bachelor’s degree in Business and English from Trinity Western University and Law Degree (Honors) from Queen’s University in Belfast, qualifying as a Barrister and Solicitor in Alberta in January 1997. While Grant’s professional background is in business and law, he left the public practice of law after 5 years and has spent the last 20 years working internationally in Asia, Africa, the Middle East and Eastern Europe combining International Development strategies with Social Impact Investment. He considers it an honor to have been able to help people enhance their quality of life by gaining access to clean water, education and to employment and entrepreneurship opportunities. When this assistance is coupled with strategic social impact investment in a specific economic sector, or on a national level, the economic resiliency follows for individuals, families and communities and the nation. He believes that there are principles here that can be developed for a 21st Century Canada that can be built into a post-pandemic recovery plan.

Most of his work has been consulting internationally to various organizations and clients , his most recent employment role was with Power to Change in Langley (concluding in late 2021), BC where he served as the CEO of the Global Aid Network. Serving on several humanitarian and development boards he has also been a part of organizing support for and facilitating emergency response teams to South East Asia following the tsunami in 2005.

Grant’s family background is Irish. His father immigrated to Canada from Northern Ireland in the 1950’s and his mother’s family was also of Irish descent, homesteading near Kindersley Saskatchewan. Grant is married to Caroline and they have four sons. Their family has moved a lot in the last twenty years living in Calgary, Abbotsford, Hong Kong and the United Kingdom before commencing a move back to Abbotsford in January 2020. Grant has many interests. One such interest has led him into organic sheep farming which introduced the careful balance of protecting the environment with responsible agriculture contributing to animal welfare and 'farm to fork' business that attracted chefs from some of the finest restaurants in Europe.   Grant is an avid rugby fan and former player - supporting Canadian and Irish 15s.

He also ran as a Conservative MP candidate (Strangford) in the British Election in 2019 given the impact of Brexit on Northern Ireland. With the full knowledge that a conservative candidate would never win in Northern Ireland, he managed to triple the last vote in his riding and saw Boris Johnson win the strongest majority for the Conservatives in the UK for decades.

Abbotsford’s Grant Abraham’s campaign to become the next leader of the Conservative Party of Canada appears to be over.

The 1986 Abbotsford secondary senior grad stated through his Facebook page that he submitted all the necessary materials ahead of the April 29 deadline, but after doing so he was then told by the party that he was deemed ineligible.

According to his Facebook page, Abraham has responded to the party and has asked for a detailed justification of their decision.

He has spent much of the month of April campaigning British Columbia and Alberta and collecting donations. He hosted a meet and greet at Abbotsford’s Tanglebank Gardens and Brambles Bistro on April 14 and stopped in Chilliwack on April 13. Abraham went on to host meet and greets in Alberta towns Sylvan Lake, Bluffton and Drayton Valley towards the end of April.

The News reached out to Abraham for clarification on what he was told by the party, but he has not yet responded.

In order for a candidate to be approved for the race a hopeful must complete the filing documents consisting of: the leadership contestant questionnaire, the first instalment of the registration fee ($50,000), a written endorsement that the campaign will follow the party’s code of conduct and a completed contact document.

A contestant must also have signed nomination forms of at least 500 members of the party who reside in 30 or more electoral districts in at least seven provinces. The total fee for candidate registration is $200,000 and must be paid in full by 2 p.m. PST on April 29.

The News also reached out to the CPC for more details on why Abraham was deemed ineligible, but they have not yet responded.

Abraham wasn’t the only candidate to be deemed ineligible as hopefuls Joel Etienne and Joseph Bourgault also were disqualified for reasons the party has not explained.

A man with ties to Abbotsford has declared his intention to enter the leadership race for the Conservative Party of Canada.

Grant Abraham, a 1986 Abbotsford secondary senior grad, hosted an official campaign launch in Calgary on April 1. He also hosted events in Chilliwack on April 5 and Abbotsford on April 6. He plans to host another meet and greet event in Langley on April 10.

According to his website, after graduating from high school he completed a bachelor’s degree in business and english from Langley’s Trinity Western University and a law degree from Queen’s University in Belfast.

He served as a lawyer for five years and has spent the last 20 years working internationally mostly in a consulting role. His most recent employment role was with Power to Change in Langley (concluding in late-2021) where he served as the CEO of the Global Aid Network.
 
Abraham’s first foray into politics occurred in 2019 when he ran as a Conservative MP candidate in the Strangford parliamentary constituency of Northern Ireland. He finished fifth out of eight candidates and earned 1,476 votes (3.9 per cent). That was an increase of 2.6 per cent from what the Conservatives received in 2017.

He currently serves as the third vice-president of the Abbotsford Conservative Electoral District Association. He was named to that role on March 27, 2021.

He stated that he is concerned about the direction Canada is taking and also feels that the Conservatives, who have been unsuccessful the last two elections, could use some new voices.

“Canada is in a place that it should not be,” he stated in his campaign launch YouTube video. “I hear this question all across the country - what has happened to our country? The answer is that the Liberal government has rolled out a new social contract that we have not agreed to. No one wants to live in a politically correct dictatorial state that has sold its soul out to global governments.”
 
 

Abraham added that a Conservative government winning a majority government is a way to prevent his worries from continuing. He has received an endorsement from the Hamilton-based Campaign Life Coalition. They are a socially conservative group which oppose abortion, euthanasia, embryonic stem cell research, assisted reproductive technologies, same-sex marriage, and gender identity legislation.

There are six current approved candidates in the Conservative leadership race - Scott Aitchison, Roman Baber, Patrick Brown, Jean Charest, Leslyn Lewis and Pierre Poilievre.
