Richmond Hill, a shifting landscape
in political party support

TORONTO - The electoral district of Richmond Hill is located about 30 km north of Toronto in the Regional Municipality of York. It is situated between Vaughan and Markham and is shaping up to be an interesting race between two political parties.

Majid Jowhari, current MP, is seeking re-election for the Liberals. He has represented the riding since 2015 and was re-elected in 2019 with 43.5% of the vote. His was one of the closest margins across all the GTA districts, only 212 votes.

Conservative candidate, Costas Menegakis took 43.1%, followed by Adam DeVita of the NDP with 8.8% of the vote.

Between the years 2011 to 2015, Menegakis represented the constituency as a member of the Conservative Party. He had been elected by defeating Bryon Wilfert, who represented the riding for the Liberals between 2004-2011.

Historically, the district has been a Liberal stronghold, however, some polls suggest that may change. According to the latest projections by 338Canada.com (August 28), which uses algorithms that take into account results of all major polls, the Liberals trail the Conservatives by 9.5%.

Adam DeVita, candidate for the NDP aims to garner support for the NDP, currently at 10.9%. Candidates for the Greens and PPC aim to do the same. This is the second time, since 2019, that all five candidates will face each other in a general election.

With a population of 107,845 residents, the riding is home to a number of culturally diverse ethnic groups including the Chinese and Iranian communities. According to the 2016 Census, the most recent data available, roughly one in three residents identify as Chinese, making it the largest ethnic group in the constituency. Italians make up 8% of the constituents in the district, still a very significant portion of the population.

Candidates were not available for comment prior to our going to print.

THE RIDING

The Richmond Hill riding is bordered by Highway 407 to the south, Highway 404 to the east, Elgin Mills Road, Shirley Drive and Major Mackenzie Road to the north and Bathurst Street to the west.

With a population of 110,177 as of 2016, the Richmond Hill riding has a good mix of ethnic diversity. One third of its population identified themselves as Chinese making it the largest ethnic group in the riding.

Meanwhile, there were 13,260 residents who identified as Iranian, making up for more than 12 per cent of the population in the riding.

THE RACE

Conservative Party: Costas Menegakis

Menegakis is a businessman and entrepreneur, and currently serves as president and CEO of a national marketing and logistics company. He was born in Montreal and resides in Richmond Hill with his wife Gail and their two children. 

"Costas believes in building strong communities and has volunteered for several non-profit organizations over the past 30 years."

Independent: Charity DiPaola

DiPaola is a business entrepreneur and has spent many years as a director of the York Region Food Bank. With 18-plus years in politics working, collaborating and volunteering behind the scenes most recently at Queen's Park, DiPaola advocates strongly for children, families and seniors and our Charter of Rights and Freedoms.

DiPaola believes that a good idea is a good idea no matter where it comes from, and therefore policy should not be voted down just because it comes from another party.

Jowhari is a successful businessman from the Richmond Hill community as the owner and CEO of his own boutique consulting firm. Jowhari came to Canada in 1979 as an international student from Iran. 

"Majid has been a passionate advocate for its residents and brings years of expertise to cultivate a strong and vibrant community in Richmond Hill."

NDP: Adam DeVita

DeVita is a professional engineer (P.Eng.) and software developer who has been a resident in Richmond Hill for more than 40 years. DeVita has been running as an NDP candidate since 2011.

"If elected, I pledge to do my best, to do my duty for the people of Richmond Hill, and attempt to implement my platform. I will put evidence above ideology and work for a more ethical, accountable, and inclusive government of Canada, where no one is left behind."

People's Party: Igor Tvorogov

Tvorogov is a 25-year-old software developer who resides in Richmond Hill. He represented the People's Party in Richmond Hill in the 2019 federal election.

"If elected, I pledge to oppose mandatory and coerced vaccination, work to end the lockdowns and mask mandates, protect Canadians' rights and freedoms, and work to make home ownership achievable for every Canadian."

THE ISSUES

The issues that have become prominent in the community include economic recovery from COVID-19, which may be one of the most timely issues the candidates will face, as life slowly begins to return to normal amid a fourth wave. 

Housing is an issue which continues to rock the region, as housing prices continue to rise as more people move away from the GTA. Creating affordable housing options continues to be a key concern for many citizens.

Climate change becomes an influential factor in the federal election, and locally some are wondering if more can be done to deal with the crisis and create a sustainable community.

BACKGROUND

Richmond Hill is a federal electoral district in Ontario that has been represented in the House of Commons of Canada since 2004. It was created in 2003 from parts of the Oak Ridges riding.

Liberal Majid Jowhari is the incumbent in Richmond Hill, after winning by just 112 votes in 2019 -- the narrowest margin across the GTA. Jowhari squares off against Conservative candidate Costas Menagakis for a third time. 

Menegakis held the Richmond Hill seat from 2011 through 2015. Prior to his four-year stint in office, the riding was held by Liberal Bryon Wilfert from 2004 until 2011.

While the outcome was not what I would have liked it to be this campaign was rewarding in so many ways. I was honoured to represent the Conservative Party of Canada in our country's 44th general election and I was proud to be part of leader Erin O'Toole's team. The riding of Richmond Hill, Ont., was the closest race in the 2019 federal election campaign. In fact, Conservative candidate Costas Menegakis went to bed as the victor on election night, but found out the next morning that after the mail-in ballots had been counted, Liberal incumbent Majid Jowhari had won the riding by a razor-thin 0.2%.

Clearly, this riding is up for grabs on Monday, and it is expected to be a horse race yet again between Menegakis and Jowhari.

So, it was surprising to see a dark horse enter the race recently: Charity DiPaola (a.k.a., Charity McGrath).

Charity DiPaola/McGrath is running as an independent, although she would like to have constituents mistakenly believe that she is A) the incumbent, and B)the Conservative candidate.

Consider Charity’s signs: they are Tory blue in hue. And a prominent red banner reads: “Your Member of Parliament” (the word “candidate” appears in a font about one-third the size used in the rest of the banner). If there was an award for most deceitful election signage, Charity surely gets the gold medal.

Indeed, what is happening right now in Richmond Hill is the worst kind of dirty politics. Since Charity has absolutely no chance of winning this riding, what is truly motivating her election campaign? The answer, according to numerous sources, is revenge.

This saga goes back some three years ago when Charity DiPaola, then known as Charity McGrath, was the Ontario Progressive Conservative party candidate for Newmarket-Aurora. Alas, due to campaign irregularities and allegations of fraud (such as ballot-stuffing), the PC party decided to disqualify Charity in March 2018. The riding would go on to be represented by the current Minister of Health, Christine Elliott.

It is said that Charity also had hopes of running federally for the Conservative party. But that was not meant to be, likely because Charity simply has too much baggage.

And so it is that Charity allegedly has a chip on her shoulder, entering a tight federal race as an independent in the hopes of burning the Conservatives.

Some factors worth noting: for starters, her surname. Charity has long been known as Charity McGrath. Could it be that she has taken the surname of her husband, Joe DiPaola, the acting mayor of Richmond Hill, in order to score better name recognition? Perhaps more importantly, a Google search of “Charity DiPaola” brings up far fewer sordid stories versus a search for “Charity McGrath.”

Charity’s campaign literature, meanwhile, is unintentionally funny. She actually likens herself to former Liberal MP Jody Wilson-Raybould. And one of her endorsers is Richmond Hill city councillor Karen Cilevitz. Cilevitz made headlines a few years ago for bullying a cancer patient who dared to use the term “Ward 5” to promote a music festival (Cilevitz believes that as the Ward 5 councillor, only she can use such terminology). Currently, Cilevitz is facing fraud charges.

And then, as previously noted, is Charity’s outrageously deceptive election signage. The end goal would appear to be that if Charity can obtain even a few hundred votes from those who believe she is the bona fide Conservative candidate of record, that might be enough to sink Costas Menekagis, the real Conservative candidate, given how tight the race was in 2019.

The Costas Menegakis campaign team recently issued a statement on the controversy. It reads, in part: “Election day is September 20, and we humbly ask you to vote for Costas Menegakis, your Conservative Candidate for Richmond Hill.

Costas has run a fantastic campaign so far, putting up thousands of signs and talking to tens of thousands of constituents. As someone who has been a Member of Parliament before, he understands the job and will be ready to serve you and Canadians on day 1.

It has come to our attention that another candidate may be representing themselves as Conservative.

Please note that there is no other Conservative Candidate in Richmond Hill.”

Meanwhile, we reached out to Charity McGrath/DiPaola for comment but never received a response. Too bad, so sad… and not very charitable indeed.

As the smoke clears and the dust settles and the remaining mail-in ballots are tabulated, that $600 million Nothing Burger otherwise known as the 2021 federal election is pretty much over and done with. But there are some epilogues to this sordid saga that must be noted.

Case in point: what transpired in the riding of Richmond Hill, Ontario. Charity DiPaola/McGrath, a wannabe Conservative for years now, was running as an independent — although Charity surely wanted constituents to mistakenly believe, primarily through her deceptive signage — that she was A. the incumbent, and B. the Conservative candidate. A Toronto Star story noted that at least one Richmond Hill resident, who wants to remain anonymous, filed a complaint with Elections Canada.

I reached out to Elections Canada but was informed that my queries regarding the Charity case had to be directed toward the Commissioner of Canada Elections. And that’s exactly what I did. But check out the inexplicable reply:

Hi David.

The CCE generally does not confirm whether it has received a complaint, or not, into a particular issue. This is in keeping with the confidentiality provisions of the Canada Elections Act. Generally speaking, however, every complaint is reviewed to determine if it falls under the Commissioner’s mandate. If the issue falls within the Commissioner’s jurisdiction, a review or investigation may be carried out to determine whether or not there was, in fact, wrongdoing under the Act.

With respect to the specific case outlined below, it wouldn’t be appropriate for me to speculate as to whether or not the circumstances described in the Toronto Star article would be contrary to the Act.

I think that’s a shocking response, given that I am not asking for the identity of the person who allegedly made the complaint, but rather, I just wanted to know if a complaint had been received. Say, whatever happened to “Sunny Ways” and that promise back in 2015 by Justin Trudeau that his regime would be the most transparent government in our Dominion’s history? Alas, the precise opposite has come to fruition.

But at the end of the day, if Charity Whatever-Her-Surname-Is was hoping to torpedo the Conservative campaign by siphoning off a few hundred votes, well, it turns out she wasted a whole lot of time and money for nothing. Surprisingly, the riding of Richmond Hill was nowhere near the photo-finish horse race that it was in 2019. Because this time, incumbent Liberal MP Majid Jowhari did not win by a couple of hundred votes, but rather, he won by more than 4,000 votes.

As for Charity, “Your Member of Parliament Candidate”? She managed to snag a miniscule 619 votes. Yes, 619. We’ll never know how many of those voters mistakenly thought Charity was the Conservative candidate, but really, it’s a moot point. That’s because Charity was a non-factor. She did not play the role of spoiler. She was, as the saying goes, “nobody’s nothing.”

But get this: in one last act of spite, this wannabe Conservative, actually tweeted out congratulations to Jowhari, a man who shockingly supports the Islamofascist Iranian regime. She also tweeted the following: “It was a wonderful experience. Now on and upwards.”

Um, “on and upwards?” Oh, Charity, your GPS is clearly malfunctioning. You are not going “upwards.” Indeed, my parting question to Charity DiPaula-McGrath-Nobody, a.k.a., Richmond Hill’s uber-sore loser, is simply this: just how low can you go?

 
 

Richmond Hill independent candidate faces allegations of misrepresentation, misleading voters

Only a closer look at Richmond Hill independent candidate Charity DiPaola's sign would reveal an obscure "candidate" tag at the bottom of the large print "Your Member of Parliament."

With the federal election on Sept. 20 quickly approaching, Richmond Hill independent candidate Charity DiPaola finds herself in the middle of a swirl of controversy. 

According to Conservative candidate Costas Menegakis, DiPaola sometimes misrepresents herself while doing doorstep canvassing in Richmond Hill communities.

Menegakis claims that he has been told about some dubious conduct by DiPaola on several occasions while canvassing door to door, and he states it was confirmed by one prominent person in the Chinese community who DiPaola had spoken with.

In a recent email to the Liberal, Ted Leider, president of Richmond Hill Conservative EDA, confirmed that DiPaola had applied to be a Conservative nominee and candidate for this election, but her application was rejected by the Conservative party, and she was not allowed to run as a CPC nominee or candidate.

“She in no way can represent herself at the door, literature or social media as representing the Conservative Party of Canada.”

A Richmond Hill voter who prefers to remain anonymous mentioned that the independent candidate’s yard signs tend to mislead less informed voters as well.

“The wording on the signs is very misleading, and I don’t know if that is deliberate or not. The tag line at the top says, ‘Your Member of Parliament.’”
 
Only a closer look at DiPaola’s sign would reveal an obscure “candidate” tag at the bottom of the large print.

That voter claims she has reached out to Elections Canada and filed a complaint since DiPaola is not the incumbent MP.

The Liberal has reached out to the DiPaola campaign about these allegations, but she did not reply by press time.

It should be noted that this is not the first time that DiPaola has been accused of unethical conduct while seeking to represent voters in a York Region riding.

In 2018, former Newmarket-Aurora riding president Derek Murray disqualified DiPaola (then using the name Charity McGrath) from running there for MPP after campaign irregularities surfaced.

At that time, DiPaola appealed the decision to strip her of her nomination, but to no avail

It won’t be long after polling stations in Ontario close at 9:30 p.m. next Monday that election watchers will anxiously turn their attention to the province’s 905 region — and within it, ridings like Richmond Hill.

The region circling inner-city Toronto, which encompasses much of the province’s other densely populated cities and suburbs, is rich in electoral seats, which often change between parties.

Stephen Harper came to power by winning a chunk of the 905 region from the Liberals in 2006. The Conservatives built on that success in 2008 and again in 2011, when Harper won his only majority mandate. Liberal Leader Justin Trudeau’s majority and minority governments were also due to strong support in the 905.

Polling trends from this campaign have also indicated the 905’s ridings will also decide whether the Liberals or Conservatives win the most seats. Based on the campaign stops of Trudeau and Conservative Leader Erin O’Toole, both party leaders seem to view it that way too.

Another demonstration of its importance is the frantic pace at which Majid Jowhari, the Liberal incumbent MP for Richmond Hill, hustles around his riding on the eve of the first day of advance voting.

Jowhari is up for election for a third time. His past two victories were both among the country’s closest races. In 2019, it wasn’t until the day after the election that ballots cast remotely determined he had been re-elected, beating Costas Menegakis, Richmond Hill’s Conservative MP from 2011-2015, by 212 votes.

Polls suggest Richmond Hill is once again a toss up, and could go in favour of either Jowhari or Menegakis, who is running for the Conservatives again.

Iranian-born Jowhari attended university in Canada and ran his own boutique consulting firm before being elected to Parliament.

Menegakis, whose parents immigrated to Canada from Greece before he was born, is from Montreal. Before his political career, Menegakis founded and ran a logistics company and volunteered for a wide range of non-profits.

For decades, Jowhari has lived in Richmond Hill, while Menegakis has lived in the Greater Toronto Area.

Asked last Thursday if Jowhari felt he was heading for re-election, his response was, “Well, we won the last two times.”

“And the last two times have been close and we know it’s going to stay close,” Jowhari continued. “(So), we know that we have to work very hard to make sure that we knock on every door and talk to as many stakeholders and have as many meetings (that we need to).”

Jowhari and his campaign team had already completed one round of door-knocking in the predominantly suburban riding, and were midway through their second go round last week — this time focusing on homes of people they’d missed during their first lap.

Jowhari spoke to iPolitics at the tail end of one door-knocking shift, and before heading out for another.

Menegakis, who iPolitics interviewed the same day, said his team had also been through the riding once already too.

Depending on who’s asked, the answer of what Richmond Hill voters care about the most varies.

An attempt to find consistent answers from passersby outside the Hillcrest Mall, a major shopping centre in the riding, wasn’t much help. One man in his 50s who usually votes Liberal said Trudeau’s “arrogance” in calling an election is steering him toward voting for the Green party. A 35-year-old man who said he’s Libertarian said the handling of the pandemic was the biggest issue he cared about, and plans to spoil his ballot. A 28-year-old woman said parties’ vaccine mandate plans were her biggest issue, and that as a “staunch ABC (anything-but-Conservative) voter” that she would vote for whoever between the NDP or Liberal party had higher standing in the polls going into election day. Another woman in her late 30s said she feels most parties have supported overreaches on Canadians’ freedoms, which is why she plans to vote for the People’s party.

Both Jowhari and Menegakis highlighted issues more to the core of their parties’ visions as being most important in Richmond Hill, but they both agreed that housing affordability was among what they heard about most when speaking to the riding’s constituents.

“Young families, and kids that grew up here, they can just can’t afford it here,” Menegakis said. “Sadly, they’re looking at buying homes 40 minutes to an hour and a half north just so they can have a home and the amenities they have growing up in a town like Richmond Hill.”

Richmond Hill has some of the most expensive housing prices in Canada.

Significant parts of both the Liberals’ and Conservatives’ platforms are dedicated to addressing the country’s housing affordability crisis.

Central to the Conservatives’ plan are the party’s promises to increase housing supply by building one million homes in three years and by banning foreign investors from buying property if they don’t plan to move to Canada.

Meanwhile the Liberals say they’ll build or “revitalize” 1.4 million homes in four years and that they’d create a new tax-free savings account, similar to the existing TFSA, to allow Canadians under 40 years old to save up to $40,000 to put toward buying a home without being charged taxes for the income they put into it.

Ultimately, Jowhari said he hopes voters focus on “real issues,” including things like affordability, climate change, and supporting seniors, and what his party’s policies are to address them. He also wants to be judged by his track record — or “report card,” as he calls it — which he’s been handing out to voters while campaigning.

Menegakis is fine with that.

“Mr. Jowhari, like his leader, says things and promises things, but never delivers… I delivered when I was here,” Menegakis said, referring to the four years he spent as Richmond Hill’s MP.

Asked about the wider ramifications of the result in Richmond Hill, and how it could represent his party’s larger fortune on election night, Jowhari said he’s trying not to focus on it, and is instead focussing on things he can control, which, right now, mostly means pounding away on the campaign trail.

“My focus, as you could see, and my team’s, is to make sure that we do everything in our capability to (get re-elected),” Jowhari said. “(And) when people make a decision, we have to respect that, whether it’s one way or another.”

Menegakis thought similar.

“I’m cautiously optimistic,” Menegakis responded to a related question about his electoral chances, and what his riding’s result might mean for the overall race. “I take nothing for granted. I’ll be working up to, and including, the last minute before I have to stop by law from campaigning.”

As a cancer survivor I understand the need for good health care and being healthy and also the privacy that is required concerning medical procedures. 

1. We've seen increasing wildfire and flooding activity and extended heat waves in Canada in recent years as the effects of climate change become more and more apparent. What are your party's primary strategies to combat climate change? 

I understand at a personal level, why protecting the environment and reducing pollution is critical to our health and survival on this planet. I have advocated for the protection of Richmond Hills’ precious Oak Ridges’ Moraine and clean drinking water sources for many years. As someone that is passionate about our environment and keeping our green space protected, and our countries 31,752 water ways clean, I applaud our local Greening the Hill Strategy. From dealing with our waste and learning from other Countries that have had success, I realize we must do better. Creating a more sustainable environment should be on our radar and I will work with elected officials to make sure good policy is written and advocated for, without adding to our debt burden.

 

           2. The discovery of mass graves at the sites of several residential schools across Canada has brought increased focus to the country's past atrocities against Indigenous people. How would your party move forward with the recommendations of the  

               Truth and Reconciliation Commission, and is there anything else you would do to forward the cause of reconciliation with Indigenous people? 

 

We must work closely with all Indigenous peoples on consultation and recommendation for better policy to support the resolutions from the Truth and Reconciliation Commission. 

 

            3. What are three concrete steps your party would take to help small businesses impacted by the COVID-19 pandemic to recover?

Bringing businesses of all sizes to the next level of support. I think that we need better incentives to help bring companies back to Canada. Create a system that will lead businesses of all sizes to access more resources and capital, which in turn will help the economy and create more jobs. I also think that Canada needs to stand on our own by manufacturing critical items, not only will this help our economy by creating jobs but puts us in a more secure position.

 

            4. Do you support vaccine passports and why?

I believe in our Charter of Rights and Freedoms.

What did we learn from the COVID-19 pandemic?

We need one another in more profound ways then any of us realized. As someone that was able to source much needed PPE for our local hospital, I realize that Canada’s response based on science, innovation and technology must improve going forward. I would support initiatives that would position Canada as a leader in research and development for better health responses.

"Mayor Naheed Nenshi said he’s concerned for the personal safety of
some of his colleagues.

“I will tell you that it is harder for me to walk down the street
downtown now,” said Nenshi.

“When you have a guy actually say, I’m going to arm myself and go to
the doors of health officials’ houses, there’s got to be a legal way
to stop that.”

Nenshi believes police should step in.

“How about put him in jail for uttering threats?” he said.

Police Chief Mark Neufeld said police will be there for any Calgarian
who fears for their safety.

“When you have candidates openly talking about how they will take the
information contained on those lists and actually use that to harass
and intimidate public officials and healthcare workers, I think there
has got to be concern,” said Neufeld."
