Thousands without power, schools closed after overnight winds

Wind gusts reached at least 80 km/h early Tuesday morning

As of 9:40 a.m. Tuesday, N.B. Power was reporting 7,254 customers affected by outages. Salisbury Elementary and JMA Armstrong High, west of Moncton, are closed because of a power outage.

The majority of the outages are in the Salisbury and Norton areas in southern New Brunswick. The Fredericton and New Maryland areas also have outages affecting more than 1,300 customers.

According to the Government of New Brunswick, some areas in the province saw between 23 and 28 millimetres of rain on Monday, including the Saint Quentin and Musquash areas.

The Moncton airport recorded gusts of up to 80 km/h early Tuesday morning, according to Environment Canada.

It would be nice what the "Short Term energy purchases" are and where they are from because " approximately 25 to 35 per cent of total supply requirements, and approximately 50 to 55 per cent of total fuel and purchased power costs (p. 24)." Last report was $580M (p. 32) so we spent around $290M for 23-35% of our power. No deal for NBers. . http://www.nbpower.com/.../annual/2014_Annual_Report_EN.pdf

I think, NB Power should rebuild the dam with two more turbines -- highly efficient renewable dispatchable power -- but do it without "partners". Plus, I think the power is from Emera's 285MW Bayside Power and Irving's Grandview Power Generating Plant. NB Power foes not own a natural gas fired plan but Emera and Irving do.

And, it is interesting the Irving owed the 285MW Bayside Power Plant until 2009 when they sold it to Emera. In Nova Scotia Emera is Nova Scotia Power -- so tey collect the revenue from ratepayers. The mills are also putting power on the grid using natural gas

NB Power needs to fire up the super clean 1000MW Coleson Cove Power Generator and whole take back the grid. NB Power was both the producer and deliverer of power until Bernard Lord opened it for private producers.

NB has been plundered by Irving. Heroes like Gregory Hickey are rising.

The Alward government is facing criticism over its decision to allow NB Power to hike power rates by as much as two per cent without any regulatory oversight for the next two years.

Energy Minister Craig Leonard announced a new Electricity Act on Tuesday that will make NB Power a single company again, reversing the Lord government’s decision to break up the utility nine years ago.

NB Power will be forced to appear in front of the Energy and Utilities Board to justify any rate increase, instead of the current rule of appearing only for increase of more than three per cent.

But that change is being delayed for two years, which Green Party Leader David Coon said is politically convenient for the Alward government.

"They're going to let the EUB have the last word on rate increases after the next election," Coon said.

Coon said he expects NB Power will need significant rate increases to make up for a three-year freeze on rates imposed by the Alward government.

He said Leonard wants to make sure that doesn't happen until after New Brunswickers vote next fall.

The provincial government is brushing aside criticism that the decision to delay EUB oversight is politically motivated.

Leonard said the two-year delay was imposed because the regulatory board will be just too busy with other parts of the law.

"The amount of work that's going to be required from the EUB hearing regulatory matters that come out of this reintegration simply doesn't allow for all these rate hearings," he said.

The Alward government’s three-year rate freeze expires on Sept. 30. Leonard said "modest" power hikes will allow the utility to hit its financial and debt reduction targets.

Repackaging NB Power

In 2004, the Lord government broke up NB Power into a holding company and a series of competing subsidiaries.

The intention was to make NB Power operate more like a business and run at arm’s length from the provincial government.

On Tuesday, Leonard said the reintegration of NB Power would allow the utility to "pay down debt and operate like a business."

The new law will also let NB Power's board of directors pick the next president and chief executive officer rather than having that power rest with the cabinet.

The proposed law will also force large industrial customers to purchase electricity from NB Power.

The Lord government’s reforms gave the large industrial customers the option of leaving the grid and purchasing their power from outside of New Brunswick. However, no companies ever came forward to test out the provision in the law.

The Energy and Utilities Board will have the authority to scrutinize all parts of NB Power, instead of just two companies.

Increase needed to put utility in better financial shape to deal with end of Mactaquac Dam

The Crown utility is asking for the EUB to approve a 2 per cent rate increase that would take effect Oct. 1.

In NB Power's opening statement at the hearing, Darren Murphy, the utility's chief financial officer, told the board NB Power has set a target of achieving 20 per cent equity by 2021.

"That time has been chosen to order to take advantage of the relatively low capital investments required over the next six years, a fact which allows for reduction of debt, and the building of equity, with a series of small and stable rate increases," said Murphy.

"That period will be followed by a period of very large capital expenditures, as NB Power takes steps to address the end of life of the Mactaquac Dam."

NB Power is studying whether to repower the dam by replacing the spillway and the powerhouse, maintain the headpond by replacing the spillway but not the powerhouse, or remove the spillway, the powerhouse and the earthen dam.

The utility has previously put the minimum cost of each option at $2 billion and stated costs could climb as high as $5 billion.

Murphy said NB Power is trying to keep rate increase from year to year as low and as stable as possible while aiming for the 20 per cent equity target.

"Based on the company's 10-year plan, 2 per cent annual increases are required to reach the 20 per cent minimum equity target before the anticipated major capital requirements put downward pressure on the equity ratio," stated Murphy.

Previously, the Crown utility was allowed to increase rates by two per cent or less without having to get approval from the EUB. However, all rate increases are now subject to approval by the EUB.

NB Power says if approved, the rate increase would amount to an extra $4 per month on the average family's power bill.

The hearing is expected to last two weeks.

Under oath, NB Power executive Lawson testified that it pays "less than $95 per mwh for wind". $95 per mwh is 9.5 cents per kwh. To all those on this site that insisted that wind was over 12 cents per kwh, here is proof that you were wrong. I accept your apologies.

NB Power first full rate hearing gets questions about big paper mills

The utility has applied for a two per cent rate hike beginning on July 1

"I'd like to understand the program and I would like all the documentation that's available on the program that will explain it to people," said Gregory Hickey as he questioned a panel of NB Power executives about the practice of buying renewable energy from paper mills and reselling it back to them at a substantial loss.

NB Power is in front of the New Brunswick Energy and Utilities Board for its first full rate hearing, where all of its operations are open to scruitny, since 1993.  

The utility has applied for a modest two per cent rate hike beginning on July 1, but for the first time in 22 years the application requires full disclosure and that is subjecting the utility to some tough questioning.

Hickey registered to participate as a concerned citizen and was given wide latitude by EUB Chairman Ray Gorman to ask NB Power any questions he had, with the same standing as the corporate lawyer for Enbridge who went before him and the corporate lawyer for JD Irving who came after.

Hickey made the most of his chance.

He was especially curious about NB Power's Large Industrial Renewable Energy Purchase Program which was unveiled by the Alward government in 2011.

It requires NB Power to buy renewable electricity generated by paper mills at a high price - mostly hydro and biomass - and then sell it back to the companies at a low price to help bring their power costs down.

NB Power says in the first 27 months of the program it bought 858.9 thousand megawatt hours (mwh) of electricity from the mills for $81.6 million and then sold it back to the mills at $57.2 million.

NB Power lost $24.2 million on those transactions and Hickey told the hearing if the utility is rich enough to subsidize industry, it should be denied a rate increase. 

Forestry company JD Irving Ltd. is one of the biggest users of the program and its lawyer at the hearing Gary Lawson tried to argue the $95 per mw/h mills are paid for power is the going rate - and a fair price - for renewable energy.

But NB Power has already disclosed in the hearing it only pays $84 for wind energy and NB Power's director of strategic planning and regulatory affairs, Neil Larlee, hinted current renewable prices are much lower than that.  

"The price has actually come down in the last couple of years," said Larlee.

More than 5,000 N.B. Power customers impacted by outages across province

Outages mainly in the southwest and Kings and Queens counties

Over 5,100 customers in New Brunswick were impacted by power outages on Sunday, N.B. Power says.

The outages have been ongoing since the morning, and are now affecting more people, with the Chaleur region and the Acadian Peninsula joining the growing number of customers without power.

The power outages impacted 5,134 customers as of 12:20 p.m.

The largest number of people impacted are in the Chaleur region, where there are just over 1,600 customers without power in Bathurst and North Tetagouche. The power in the region is expected to return around 2:30 p..m., N.B. Power says.

There are now over 1,200 customers out of power in the central region of the province, up from over 800 earlier in the morning. That area includes York County, including Fredericton and New Maryland, and Sunbury County, which includes Oromocto and Fredericton Junction.

The power in that region is expected to return between 4:30 p.m. and 5:30 p.m., except for New Maryland, where the power is expected up and running after 2 p.m.

The outages are also ongoing in Charlotte County, near the Maine border, where over just over 900 residents are out of power. That's down from the morning, when over 1,000 were without power. 

Kings County, which includes Quispamsis and Rothesay, and Queens county, which includes Minto, are also impacted, with close to 800 customers without power. That's down from the morning when there was close to 1,000 were without power.

There are no longer any weather warnings in effect for the province, according to Environment Canada. There were freezing rain and rain warnings for most of the province on Saturday.

Those warnings remained in effect until just after 6 a.m. this morning in Fundy National Park, Sussex, Saint John, Chipman, Quispamsis, to the southwest of the province, including Grand Manan and Saint Andrews.

Warnings that were in effect for the north of the province, including Campbellton and Charlo, ended just after 11 p.m. Saturday.
