The New Brunswick Liberal Association believes all citizens are entitled to an equal say in the decisions that affect their lives

Union of the Municipalities of New Brunswick (UMNB) has announced that Dan Murphy has accepted the position of Executive Director. Murphy takes over from Margot Cragg, who announced her departure earlier this spring.

Murphy has worked in the government and non-profit sectors for more than 10 years. He has served in various senior leadership roles with ministers at the federal and provincial levels, as well as with the New Brunswick Non-Profit Housing Association. Fluently bilingual, Murphy brings a strong knowledge of government as well as issues that directly affect municipalities.

“The Board of Directors is pleased that Dan has agreed to join UMNB as our new Executive Director,” said UMNB President Alex Scholten. “His experience working with stakeholders, building relationships with members, and passion for New Brunswick’s municipalities will serve the UMNB well as we move forward.”

Scholten added that the board would also like to extend thanks to Cragg for her dedication to the association and its members, as well as to Kandise Brown, who served as Interim Executive Director as the board conducted its search for a new ED.

Murphy holds a bachelor’s degree from St. Thomas University, as well as a master’s degree in Political Management from Carleton University. He is ready to put his skills and experience to work for the members of UMNB.

“The UMNB membership is made up of dedicated individuals from all regions of New Brunswick. I am excited to work on their behalf as we navigate issues related to local governance reform and a new strategic plan for the organization,” said Murphy. “I am looking forward to connecting with mayors and councillors over the next few weeks to hear their thoughts and ideas of how UMNB can continue to support their work to create vibrant communities in our beautiful province.”

Dan Murphy grew up immersed in politics. His father was the mayor of their hometown of Rexton, New Brunswick, population 900. As a teenager, Murphy worked as a page in the New Brunswick Legislature. He then went on to study history and political science at St. Thomas University in Fredericton. After hearing about Carleton’s new political management program, he decided to make the leap to Ontario and join the inaugural class.

Murphy liked the idea of being a trailblazer. He also liked the idea of exploring politics in another part of the country. “I knew how we did things in New Brunswick, but I wondered what the process was like in Ontario, Alberta, British Columbia?” says Murphy. “No one has a monopoly on ideas.”

Murphy also saw the value of being in the national capital. “It’s easy to volunteer for a political party, to get on the Hill, to talk politics and meet people. The network you can build when you’re living in Ottawa is limitless. You can reach out and touch decision-makers.”

The skills Murphy acquired at the program were especially useful after graduation. In 2012 Murphy helped organize the New Brunswick premier’s leadership bid, in 2013 he managed the premier’s byelection campaign, and in 2014 Murphy was the director of candidate support for the New Brunswick Liberal Association during the province’s general election. “Based on what I learned at Carleton, it took me from the minor leagues to the major leagues. It was a step up. I got to learn from the pros.”

For Murphy, the program not only exceeded expectations and gave him a solid foundation for his career, but it’s also given him one more interest to bond over with his father. “It gives both of us a chance to talk shop a lot,” he laughs. “I can’t say I have any future plans to run for mayor, but you never know.”

The Age of Nuclear Waste is Upon Us: Are We Ready? Two Case Studies

“Nuclear waste is everybody’s business. Decisions can no longer be
left to the discretion of the nuclear establishment and its regulatory
bodies,” said Dr. Gordon Edwards of the Canadian Coalition for Nuclear
Responsibility. “The Canadian Nuclear Safety Commission, appointed by
the government, has little or no objectivity in dealing with nuclear
waste issues”.

Dr. Ole Hendrickson, of the Concerned Citizens of Renfrew County,
cited the case of SRB Technologies, a tritium light factory in
Pembroke Ontario, northwest of Ottawa. “This company is in the
business of marketing a nuclear reactor waste material, a radioactive
form of hydrogen called tritium.”

“In commercializing tritium, this company has polluted the local
environment, exacerbated nuclear weapons proliferation risks, and
become a dumping ground for tritium wastes from other countries,” said
Dr. Hendrickson. “This has all been done with the approval of the
CNSC, whose primary legal obligation is supposedly to protect people
and the environment.”

Another case, cited by John Bennett, National Program Director of
Sierra Club Canada Foundation, is Ontario Power Generation’s proposal
to bury and abandon nuclear waste just one kilometer from the shore of
Lake Huron. Mr. Bennett pointed out that 154 municipalities
representing some 20 million people have passed resolutions opposing
the project, yet throughout the public hearings CNSC staff supported
OPG’s proposal and dismissed public concerns.

“When Linda Keen was fired from her position as head of the CNSC in
2008 for trying to enforce regulatory requirements, I believe that any
chance for the CNSC to play an independent role was scuppered”, said
Dr. Edwards.

In the 2012 Omnibus Budget Bill, Canada’s conservative government
transferred responsibility for environmental assessment of nuclear
projects to the CNSC. Hence the federal panel that last week
recommended approval of OPG’s nuclear waste plan was appointed by CNSC
President Michael Binder, supported by Minister of Environment Peter
Kent. The three-year environmental assessment was housed in CNSC
offices.

Doug Hunter of the Inverhuron Committee, representing residents living
near the proposed DGR site, deplored the lack of objectivity in the
panel’s deliberations. “It’s just common sense that you don’t dump
your waste where you draw your drinking water,” he said.

The government of Canada's nuclear policies are profoundly misguided, say Greens

FREDERICTON  – The Green Party of Canada is concerned that the federal
government is not providing Canadians with all the facts, and
disrespecting Indigenous Peoples’ territorial rights, as it continues
to invest in small modular nuclear reactors (SMNRs) while promoting
the technology as a clean energy solution.

“The federal government leaves out critical information when it states
that small modular nuclear reactors fit into a ‘clean energy’
framework,” said MP Jenica Atwin (Fredericton) who hosted an expert
roundtable on Canada’s nuclear policy on Wednesday. “There is nothing
clean about nuclear waste no matter how the government tries to
present it. This is a dangerous and dirty distraction from the
investments we need to see in energy efficiency and renewable energies
to combat climate change.”

Dr Gordon Edwards, president of the Canadian Coalition for Nuclear
Responsibility, and Dr. Susan O’Donnell, researcher and adjunct
professor at the University of New Brunswick, joined Atwin as the
expert guests on the roundtable.

O’Donnell had this to say about investing in SMNRs:

“Despite what the federal government is saying, peer-reviewed research
has determined that the plan to develop SMR technology is far too
slow, compared to investments that can be made today in renewable
energy and energy efficiency. Canada must continue to fund innovative
research and explore new ideas. However, that research should be
peer-reviewed and conducted by public institutions, not private
start-ups with no successful research expertise.”

Last month the federal government announced a $50.5 million investment
in Saint John-based Moltex Energy Canada Inc. with the stated
objective of  extracting plutonium from spent nuclear fuel from the
Point LePreau Candu reactor located on the Bay of Fundy, the unceded
territory of the Wolastoq and Peskotomuhkati Nations. The Wolastoq
Grand Council issued a resolution calling on the government to cease

Methinks NB Power's mandate is to provide us with enough electricity
to meet our needs rather than venture into questionable business
schemes dreamt up by their overpaid Yankee vice president Brett
Plummer.

That said my hero Mr Tesla proved long ago that lots of power could be
sourced from fast moving water I have not seen a better plan since
particularly since we have lots of water. Why our government want to
spend big bucks to take down the Musquash Dam instead of putting it
back on line with modern generators etc is very strange in deed N'esy
Pas?

Electricity Act

Assented to June 21, 2013

Her Majesty, by and with the advice and consent of the Legislative
Assembly of New Brunswick, enacts as follows:

DEFINITIONS AND INTERPRETATION

Definitions
1The following definitions apply in this Act.
“amalgamating corporations” means(personnes morales fusionnantes)
(a) the New Brunswick Power Holding Corporation, continued under the
Business Corporations Act on October 1, 2004,
(b) the New Brunswick Power Distribution and Customer Service
Corporation, incorporated under the Business Corporations Act on
February 5, 2004,
(c) the New Brunswick Power Nuclear Corporation, incorporated under
the Business Corporations Act on February 5, 2004,
(d) the New Brunswick Power Transmission Corporation, incorporated
under the Business Corporations Act on February 5, 2004,
(e) the New Brunswick Power Coleson Cove Corporation, incorporated
under the Business Corporations Act on February 5, 2004,
(f) Mine Reclamation Inc., the corporation that was continued under
the Business Corporations Act on April 29, 1986, under the name N. B.
Coal Limited and whose name was changed to Mine Reclamation Inc. by
certificate of amendment issued under the Business Corporations Act on
January 11, 2010,
(g) the New Brunswick Electric Finance Corporation, incorporated under
the Business Corporations Act on October 1, 2004, and
(h) the New Brunswick System Operator, established under section 40 of
the Electricity Act, chapter E-4.6 of the Acts of New Brunswick, 2003.
“ancillary services” means those services necessary to support the
transmission of capacity and energy from points of receipt to points
of delivery while maintaining the reliable operation of the integrated
electricity system. (services accessoires)
“approved reliability standard” means a reliability standard that is
approved by the Board, including any modifications to it that are
approved by the Board.(normes de fiabilité approuvées)
“approved transmission tariff ” means the transmission tariff approved
or fixed by the Board and includes any change approved or made by the

“articles” means articles as defined in the Business Corporations Act. (statuts)
“Board” means the New Brunswick Energy and Utilities Board continued
under the Energy and Utilities Board Act. (Commission)
“bulk power system” means the bulk power system as defined in the
regulations.(réseau de production-transport)
“capacity-based ancillary services” means those ancillary services
that are comprised of generation or load capacity that can be called
on to vary supply or load. (services accessoires fondés sur la

“Chair” means the Chair of the board of directors of the Corporation.(président)
“compliance body” means any body designated as a compliance body in
the regulations.(organisme de contrôle)
“Consolidated Fund” means the Consolidated Fund as defined in the
Financial Administration Act.(Fonds consolidé)
“consumer” means a person who uses, for the person’s own consumption,
electricity that the person did not generate. (consommateur)
“Corporation” means the corporation amalgamated and continued under
subsection 3(1). (Société)
“Court” means The Court of Queen’s Bench of New Brunswick.(Cour)
“Crown” means Her Majesty the Queen in right of the Province of New
Brunswick.(Couronne)
“demand-side management” means the active management of the timing of
the use of electricity to optimize the use of the generation,
transmission and distribution facilities of the Corporation.(gestion
de la demande)
“Director” means Director as defined in the Business Corporations Act.
(Directeur)
“distributed generation” means distributed generation as defined in
the regulations.(production distribuée)
“distribution electric utility” means the Corporation or a municipal
distribution utility. (entreprise de distribution d’électricité)
“distribution system” means a system for distributing electricity to
consumers at voltages of less than 69 kilovolts, and includes any
structures, equipment or other things used for that purpose. (réseau

“electricity business rules” means the electricity business rules
established under section 74.(règles commerciales régissant
l’électricité)
“generation facility” means a facility for generating electricity or
providing ancillary services, other than ancillary services provided
by a transmitter through the operation of a transmission system, and
includes any structures, equipment or other things used for that
purpose. (installation de production)
“inspector” means an inspector appointed under section 133. (inspecteur)
“integrated electricity system” means the transmission systems in the
Province and the structures, equipment or other things that connect
those transmission systems with generation facilities and distribution
systems in the Province and with transmission systems outside the

“land” includes any estate, term, easement, right or other interest in
land. (bien-fonds)
“land registration office” means a registry office established under
the Registry Act or a land titles office established under the Land

“local government” means a local government as defined in subsection
1(1) of the Local Governance Act.(gouvernement local)
“Marketing Corporation” means the New Brunswick Energy Marketing
Corporation.(Corporation de commercialisation)
“Minister” means the Minister of Natural Resources and Energy
Development and includes any person designated by the Minister to act
on the Minister’s behalf. (ministre)
“municipal distribution utility” , with respect to the distribution of
electricity, means(entreprise municipale de distribution
d’électricité)

(a) The Power Commission of The City of Saint John,

(b) the city of Edmundston, or

(c) the Perth-Andover Electric Light Commission.

“New Brunswick Energy Marketing Corporation” means the corporation
referred to in subsection 51(1).(Corporation de commercialisation
d’énergie du Nouveau-Brunswick)

“net metering” means net metering as defined in the regulations.(mesurage net)

“President and Chief Executive Officer” means the President and Chief
Executive Officer of the Corporation.(président-directeur général)

“rates” includes tolls or charges. (tarifs)

“reliability standard” means a standard, rule or requirement
established by a standards body for the planning, design or operation
of the bulk power system within the interconnected electricity grid,
for the purpose of (normes de fiabilité)
(a) providing a continuous supply of power, at acceptable voltage and
frequency, in the Province and within the interconnected electricity
grid, and
(b) minimizing instability, uncontrolled separation or cascading
failures, and uncontrolled electricity flows, in the Province and
within the interconnected electricity grid.
“revenue requirements” means the annual amount of revenue required to
cover projected operation, maintenance and administrative expenses,
amortization expenses, taxes, interest and other financing expenses
and a reasonable return.(besoins en revenus)
“security” means a security as defined in the Securities Act.(valeur mobilière)
“standards body” means any body designated as a standards body in the

definition, owned a transmission system within the Province as well as
any subsequent owner of that transmission system.
“Vice-Chair” means the Vice-Chair of the board of directors of the

“works” means the facilities that are used to generate, distribute or
transmit electricity, and includes any structures, equipment or other

Conflict

2(1)If a conflict exists between a provision of this Act or of any
regulation made under this Act, and a provision of another Act or of
any regulation made under that Act, the provision of this Act or of
the regulation made under this Act prevails.

2(2)If a conflict exists between a provision of the approved
transmission tariff and a provision of the electricity business rules,
the provision of the approved transmission tariff prevails.

2(3)If a conflict exits between a provision of an approved reliability
standard and a provision of the electricity business rules, the more
stringent provision prevails.

2(4)If a conflict exists between a provision of an approved
reliability standard and a provision of the approved transmission
tariff, the more stringent provision prevails.
