PM Trudeau expected to appoint first female head of the military next week
Lt.-Gen. Jennie Carignan has been named the next chief of the defence staff, CBC News and Radio-Canada have learned — making her the first woman to serve as the top commander of the Canadian military.
Carignan will succeed Gen. Wayne Eyre as leader of the Canadian Armed Forces, a senior source said.
CBC News is keeping the name of the source confidential because they were not allowed to speak publicly about the announcement.
Canada has had 21 full-time defence chiefs since the role was created in 1964, all of them men.
The source said Carignan was offered the position on Wednesday and has accepted.
Prime Minister Justin Trudeau is expected to formally announce her appointment next Tuesday, July 2, ahead of the NATO leaders' summit taking place from July 9 to 11. Formally, the Governor General appoints defence chiefs on the advice of the federal cabinet.
CBC News first reported that the change-of-command ceremony, when Carignan will be officially promoted to the top job, is set for July 18.
New appointee considered trailblazer
Carignan is currently the military's chief of professional conduct and culture — a newly-created position she's held since April 2021, when she was tasked by the federal government with combating sexual misconduct within the Canadian Armed Forces and changing the military's culture.

Her career in the Canadian Armed Forces spans more than three decades. She enlisted in the Royal Military College of Canada in 1986, six years after RMC began admitting women.
In 2016, Carignan became the first woman from a combat arms trade to rise to the rank of general. She also has served in a number of top staff posts, including chief of staff to army operations at army headquarters.
Her overseas assignments include deployments to the Golan Heights, located between Syria and Israel, and Bosnia and Herzegovina. She led a task force of engineers in Kandahar from 2009 to 2010, at the height of the Taliban insurgency in the restive Afghan province.
Domestically, she led the emergency response efforts when Canadian troops were deployed to Quebec in 2019 to help communities cope with severe spring flooding. Later that year, she was appointed to lead NATO's training mission in Iraq.
Eyre said in January that he was planning to retire this summer after 40 years in uniform. At the time, the Prime Minister's Office congratulated him in a media statement and thanked him for his service.
Military facing recruitment, culture challenges
Carignan takes over the Canadian Armed Forces at a challenging time.
The military has been grappling with what a damning external report by Louise Arbour — a former justice of the Supreme Court and one-time UN high commissioner for human rights — called a toxic culture of sexual misconduct. Nearly a dozen leaders have been accused either of sexual impropriety or of downplaying abhorrent behaviour in recent years.
At the same time, the military is facing what Defence Minister Bill Blair acknowledged is a recruitment "death spiral."
Earlier this year, CBC News reported that only 58 per cent of the Canadian Armed Forces (CAF) would be able to respond if called upon in a crisis by NATO allies right now — and almost half of the military's equipment is considered "unavailable and unserviceable".
All the while, Canada is facing renewed pressure from allies — and from critics at home — to come up with a concrete plan to meet its defence spending commitments as a NATO ally. Canada is the only one of the 32 member nations that has not articulated a plan publicly to invest at least two per cent of gross domestic product in the military by the end of this decade.
But in June, Treasury Board President Anita Anand argued it doesn't make sense to pour vast amounts of money into the Department of National Defence until it has the capacity to spend what it's being given.
Earlier in the spring, the Liberal government's latest update to its defence policy pledged billions of dollars more in defence spending. But Canada's military spending is still only set to reach 1.76 per cent of GDP by the end of the decade.

had a front row seat to some of the most extraordinary and dangerous
moments on the international scene in 2020. What was it like to sit in
her chair as she tried to hold the NATO mission together in the face of a
potential war with Iran, possible expulsion from Iraq and a global
pandemic? The CBC's Murray Brewster spoke with her about some of the key
moments, giving us a glimpse into her battle diary.
Gen. Wayne Eyre says he has no idea who's replacing him as top military commander
The government has named a date for the change of command, but not Eyre's replacement
The Canadian military is expecting to get a new top commander on July 18, 2024.
Who it will be appears to be anybody's guess at this point — and even the current chief of the defence staff says he has no idea who is replacing him.
In an interview with CBC News on Wednesday, Gen. Wayne Eyre said the date for the change of command ceremony has been set but the federal government has not yet revealed who will take over.
"We do know that the change of command will be the 18th of July," said Eyre, who — according to several defence department sources — had advocated for a gap of at least two months between his successor's appointment and his departure.
"We know [now] any handover period is going to be greatly abbreviated, which increases risk to the institution," Eyre said.
In terms of briefing his successor, he said he'll pass along as much information as he can, "and I make myself available in retirement to continue to pass on what I have learned in this position."
Eyre signalled in January that he was planning to retire this summer after 40 years in uniform. At the time, the Prime Minister's Office congratulated him in a media statement and thanked him for his service.
Asked recently when a replacement would be named, a spokesperson for the prime minister said it might be a while and offered no specifics. On Wednesday, the same spokesperson confirmed the announcement could come before next month's NATO Summit on July 9-11, but couldn't say for certain.
Several names have been floated as possible replacements. The one heard most often is Lt.-Gen. Jennie Carignan, the current head of conduct and culture within the military.

Other names have included Vice-Admiral Bob Auchterlonie, current head of the military's operations command, and Maj.-Gen. Paul Prévost, the director of the strategic joint staff — the nerve centre of military planning.
Eyre has been in the job since February 2021, when he replaced the now-retired admiral Art McDonald as defence chief. McDonald stepped aside after allegations of sexual misconduct surfaced — claims that military police later decided not to pursue.
Eyre, the former commander of the Canadian Army, took over an institution in crisis as many senior leaders of the Armed Forces faced allegations of inappropriate behaviour.
He was appointed at first on an acting basis and given the permanent role in November 2021.
The fact that he was dropped, unprepared, into the middle of a crisis led him to insist on a careful, orderly transition.
"I can tell you coming into this job with no handover is not not the way to do business," Eyre said, "and I want to do everything I can to set up my successor, and more importantly the institution, for success."

Although there is no term limit, the country's defence chief typically serves for roughly three years.
Over the past several months, Eyre has been increasingly vocal about the challenges facing the Canadian military, including an acute shortage of personnel, outdated equipment and constant demands for military support, particularly in response to domestic crises.
He also has been a lightning rod for some of the political and social discontent swirling around the military. His handling of some aspects of the sexual misconduct crisis — particularly the treatment of some of the accused senior officers — has been criticized. Eyre is named personally in two lawsuits filed by now-retired generals who have faced accusations and charges.
The lack of a decision on Eyre's replacement is holding up a major overhaul of the senior ranks of the military. Several top commanders are slated to retire soon.

Canada's top military commander is headed for the exit.
Gen. Wayne Eyre, chief of the defence staff, has confirmed he plans to retire this summer, the Prime Minister's Office said in a media statement Friday.
He has been in the job since February 2021, when he replaced the now-retired admiral Art McDonald as CDS. McDonald stepped aside after allegations of sexual misconduct surfaced — claims that military police later decided not to pursue.

"As Chief of the Defence Staff, General Eyre helped stabilize the Canadian Armed Forces (CAF) during a period of turmoil and led the institution in responding to the many security crises and challenges facing our country and the world," Prime Minister Justin Trudeau said Friday in a media statement.
"General Eyre championed efforts to modernize the CAF's capabilities, rebuild its readiness and make it an inclusive and respectful organization that attracts and retains talent from all segments of Canadian society while continuing to deliver operational excellence."
Defence Minister Bill Blair also paid tribute to Eyre in the same statement.
"General Eyre has always served Canada with tremendous determination and professionalism," Blair said.
"His leadership both as Chief of the Defence Staff and during his many years of service has been critical. In his many tours abroad and here at home, he has helped the Canadian Armed Forces navigate through some of the most challenging of circumstances."
Eyre said in a media statement that he's been extremely proud to serve in the top military job and as a member of the Canadian Armed Forces for 40 years.
"It has been an honour to serve as the Chief of the Defence Staff at a pivotal time in our history, a time that has been characterized by persistent crises and challenges, and an unrelenting demand for CAF support," Eyre said.

Canada's former top military commander has pleaded guilty to a single
charge of obstruction of justice — the latest episode in a sexual
misconduct crisis that has shaken the Department of National Defence
to its foundations.
Retired general Jonathan Vance, the former chief of the defence staff,
was charged by military police last summer in relation to an
investigation into allegations of sexual misconduct.
Vance appeared virtually in an Ottawa court Wednesday morning and
entered the guilty plea.
The judge accepted a joint submission from the Crown and defence and
sentenced him to a conditional discharge, plus 12 months of probation.

"The offence is a serious offence," said Justice Robert Wadden during
sentencing. "It involves an attempt to interfere with proceedings that
would investigate your actions ... what you did while you were in your
command position.
"It is serious because it is breach of trust. It is serious because it
impacts all Canadian society to see a commander of your stature behave
in this manner."
Vance must also complete 80 hours of community service and refrain
from contacting Maj. Kellie Brennan, the woman at the centre of the
sexual misconduct case against Vance.
Rodney Sellar, Vance's lawyer, read into the record a number of
letters of support for his client — most of them from retired members
of the military, including one former top U.S. general.
Vance chose not to address the court.
Vance 'takes full responsibility,' lawyer says
"My client regrets the actions and certainly takes full responsibility
for what occurred," Sellar told the court. "But I think all of these
witnesses ... [have] spoken to his character as a military officer."
In a brief statement released by his lawyer, Vance said he took
responsibility for what happened and thanked his wife and family for
their support. He declined to be interviewed or to provide further
comment.
The Canadian Forces National Investigation Service (CFNIS) laid the
single charge against Vance last summer but did not provide details.
The CFNIS said only that the charge related to events that happened
after the military police began investigating Vance over an allegation
of misconduct on Feb. 4, 2021.
Provincial court documents said Vance "willfully" attempted to
obstruct justice by repeatedly contacting Brennan and attempting to
persuade her to make false statements to investigators.

Brennan, a staff officer at army headquarters, told Global News last
winter that she and the former chief of the defence staff had an
on-again, off-again intimate relationship. She subsequently testified
before a parliamentary committee and claimed Vance had fathered two of
her eight children.
Subsequent DNA testing confirmed Vance fathered one child with Brennan.
The revelations about Vance, first reported by Global News, set off a
major crisis within the Canadian military and opened the door to a
flood of allegations and investigations of misconduct involving some
of the most senior leaders.
Vance's immediate successor, now-retired admiral Art McDonald, stepped
aside after a military police investigation was launched into a
decade-old allegation involving a female junior officer. Investigators
declined to lay charges against McDonald, citing a lack of evidence.
The former head of military personnel, Vice-Admiral Haydn Edmundson,
is facing criminal charges related to a three-decade-old allegation of
rape involving a female non-commissioned member of the navy.

The officer who led Canada's COVID vaccine distribution, Maj.-Gen.
Dany Fortin, also faces a criminal charge related to an alleged
incident in the 1980s when he was at military college.
In total, 11 senior leaders in the military have been sidelined or
swept up the crisis because of their handling of misconduct cases.
The crisis has prompted the Liberal government to institute another
overhaul of military justice and to order that military sexual assault
cases be moved to the civilian court system. It has commissioned a
review by retired Supreme Court justice Louise Arbour to map out a
better system of accountability and find a way to execute
recommendations from a previous review on sexual conduct — most of
which have not been implemented.
Defence Minister Anita Anand had little to say Wednesday about the
outcome of the case against Vance.
"It is not my role to comment on the results of an individual criminal
case with an individual defendant," she said outside the House of
Commons.
"However, as minister of national defence, my responsibility is to
continue to build an institution where everyone can work with the
respect and the protections that they need to do their jobs on behalf
of our country."

The results of Arbour's review are expected to be released later this year.
Charlotte Duval-Lantoine, a fellow with the Canadian Global Affairs
Institute who has conducted extensive research on the military's
handling of sexual misconduct, said no one should view the conclusion
of Vance's case a significant step toward ending the crisis of
leadership.
"I don't think that Vance pleading guilty for obstruction of justice
is a victory in the fight against sexual misconduct in the military
for the simple reason that it is not about sexual misconduct," she
said. "It's about obstruction of justice."
She said she's troubled by the defence suggestion that Vance's "good
character" makes the offence "not as bad."
In fact, said Duval-Lantoine, it's worse because society holds members
of the military to a higher standard.

NATO's Sec. Gen. Jens Stoltenberg said Wednesday the alliance is
deploying four more battle groups to Slovakia, Romania, Hungary and
Bulgaria as a show of unity and force in the face of Russia's

We, the Heads of State and Government of the 30 NATO Allies, have met
today to address Russia’s aggression against Ukraine, the gravest
threat to Euro-Atlantic security in decades. Russia’s war against
Ukraine has shattered peace in Europe and is causing enormous human
suffering and destruction.
We condemn Russia’s invasion of Ukraine in the strongest possible
terms. We call on President Putin to immediately stop this war and
withdraw military forces from Ukraine, and call on Belarus to end its
complicity, in line with the Aggression Against Ukraine Resolution
adopted at the UN General Assembly of 2 March 2022. Russia should
comply with the 16 March ruling by the UN International Court of
Justice and immediately suspend military operations. Russia’s attack
on Ukraine threatens global security. Its assault on international
norms makes the world less safe. President Putin’s escalatory rhetoric
is irresponsible and destabilizing.
Ukrainians have inspired the world with heroic resistance to Russia’s
brutal war of conquest. We strongly condemn Russia’s devastating
attacks on civilians, including women, children, and persons in
vulnerable situations. We will work with the rest of the international
community to hold accountable those responsible for violations of
humanitarian and international law, including war crimes. We are
deeply concerned about the increased risk of sexual violence and human
trafficking. We urge Russia to allow rapid, safe, and unhindered
humanitarian access and safe passage for civilians, and to allow for
humanitarian aid to be delivered to Mariupol and other besieged
cities. We also condemn attacks against civilian infrastructure,
including those endangering nuclear power plants. We will continue to
counter Russia’s lies about its attack on Ukraine and expose
fabricated narratives or manufactured “false flag” operations to
prepare the ground for further escalation, including against the
civilian population of Ukraine. Any use by Russia of a chemical or
biological weapon would be unacceptable and result in severe
consequences.
Russia needs to show it is serious about negotiations by immediately
implementing a ceasefire. We call on Russia to engage constructively
in credible negotiations with Ukraine to achieve concrete results,
starting with a sustainable ceasefire and moving towards a complete
withdrawal of its troops from Ukrainian territory. Russia’s
continuing aggression while discussions are taking place is
deplorable. We support Ukraine’s efforts to achieve peace, and those
undertaken diplomatically by Allies to weigh in on Russia to end the
war and relieve human suffering.
We stand in full solidarity with President Zelenskyy, the government
of Ukraine, and with the brave Ukrainian citizens who are defending
their homeland. We honour all those killed, injured, and displaced by
Russia’s aggression, as well as their families. We reaffirm our
unwavering support for the independence, sovereignty, and territorial
integrity of Ukraine within its internationally recognized borders
extending to its territorial waters.
Ukraine has a fundamental right to self-defence under the United
Nations Charter. Since 2014, we have provided extensive support to
Ukraine’s ability to exercise that right. We have trained Ukraine’s
armed forces, strengthening their military capabilities and capacities
and enhancing their resilience. NATO Allies have stepped up their
support and will continue to provide further political and practical
support to Ukraine as it continues to defend itself. NATO Allies will
also continue to provide assistance in such areas as cybersecurity and
protection against threats of a chemical, biological, radiological,
and nuclear nature. NATO Allies also provide extensive humanitarian
support and are hosting millions of refugees. Foreign Ministers will
discuss further our support to Ukraine when they meet in April.
We are united in our resolve to counter Russia’s attempts to destroy
the foundations of international security and stability. We are
holding Russia and Belarus to account. Massive sanctions and heavy
political costs have been imposed on Russia in order to bring an end
to this war. We remain determined to maintain coordinated
international pressure on Russia. We will continue to coordinate
closely with relevant stakeholders and other international
organizations, including the European Union. Transatlantic
coordination remains crucial for an effective response to the current
crisis.
We call on all states, including the People’s Republic of China (PRC),
to uphold the international order including the principles of
sovereignty and territorial integrity, as enshrined in the UN Charter,
to abstain from supporting Russia’s war effort in any way, and to
refrain from any action that helps Russia circumvent sanctions. We are
concerned by recent public comments by PRC officials and call on China
to cease amplifying the Kremlin’s false narratives, in particular on
the war and on NATO, and to promote a peaceful resolution to the
conflict.
We remain committed to the foundational principles underpinning
European and global security, including that each nation has the right
to choose its own security arrangements free from outside
interference. We reaffirm our commitment to NATO’s Open Door Policy
under Article 10 of the Washington Treaty.
We are providing tailored support to partners affected by Russian
threats and interference and will step up our assistance to help them
resist Russian malign influence and strengthen their resilience, based
on our partners’ requests and our long-standing partnership
programmes. In April, Foreign Ministers will consider concrete
proposals for enhancing our support to these partners.
We will continue to take all necessary steps to protect and defend the
security of our Allied populations and every inch of Allied territory.
Our commitment to Article 5 of the Washington Treaty is iron-clad.
In response to Russia’s actions, we have activated NATO’s defence
plans, deployed elements of the NATO Response Force, and placed 40,000
troops on our eastern flank, along with significant air and naval
assets, under direct NATO command supported by Allies’ national
deployments. We are also establishing four additional multinational
battlegroups in Bulgaria, Hungary, Romania, and Slovakia. We are
taking all measures and decisions to ensure the security and defence
of all Allies across all domains and with a 360-degree approach. Our
measures remain preventive, proportionate, and non-escalatory. We will
now accelerate NATO’s transformation for a more dangerous strategic
reality, including through the adoption of the next Strategic Concept
in Madrid. In light of the gravest threat to Euro-Atlantic security in
decades, we will also significantly strengthen our longer term
deterrence and defence posture and will further develop the full range
of ready forces and capabilities necessary to maintain credible
deterrence and defence. These steps will be supported by enhanced
exercises with an increased focus on collective defence and
interoperability.
We are increasing the resilience of our societies and our
infrastructure to counter Russia’s malign influence. We are enhancing
our cyber capabilities and defences, providing support to each other
in the event of cyber-attacks. We are ready to impose costs on those
who harm us in cyberspace, and are increasing information exchange and
situational awareness, enhancing civil preparedness, and strengthening
our ability to respond to disinformation. We will also enhance our
preparedness and readiness for chemical, biological, radiological and
nuclear threats. We will take further decisions when we meet in
Madrid.
The steps we are taking to ensure the security of our Alliance and of
the Euro-Atlantic area will require adequate resourcing. Allies are
substantially increasing their defence expenditures. Today, we have
decided to accelerate our efforts to fulfil our commitment to the
Defence Investment Pledge in its entirety. In line with our commitment
in Article 3 of the Washington Treaty, we will further strengthen our
individual and collective capacity to resist all forms of attack. At
our meeting in Madrid, we will submit additional plans on how to meet
the Pledge.
Russia’s unprovoked war against Ukraine represents a fundamental
challenge to the values and norms that have brought security and
prosperity to all on the European continent. President Putin’s choice
to attack Ukraine is a strategic mistake, with grave consequences also
for Russia and the Russian people. We remain united and resolute in
our determination to oppose Russia’s aggression, aid the government
and the people of Ukraine, and defend the security of all Allies.

Canada's former top military commander has pleaded guilty to a single
charge of obstruction of justice — the latest episode in a sexual
misconduct crisis that has shaken the Department of National Defence
to its foundations.
Retired general Jonathan Vance, the former chief of the defence staff,
was charged by military police last summer in relation to an
investigation into allegations of sexual misconduct.
Vance appeared virtually in an Ottawa court Wednesday morning and
entered the guilty plea.
The judge accepted a joint submission from the Crown and defence and
sentenced him to a conditional discharge, plus 12 months of probation.

"The offence is a serious offence," said Justice Robert Wadden during
sentencing. "It involves an attempt to interfere with proceedings that
would investigate your actions ... what you did while you were in your
command position.
"It is serious because it is breach of trust. It is serious because it
impacts all Canadian society to see a commander of your stature behave
in this manner."
Vance must also complete 80 hours of community service and refrain
from contacting Maj. Kellie Brennan, the woman at the centre of the
sexual misconduct case against Vance.
Rodney Sellar, Vance's lawyer, read into the record a number of
letters of support for his client — most of them from retired members
of the military, including one former top U.S. general.
Vance chose not to address the court.
Vance 'takes full responsibility,' lawyer says
"My client regrets the actions and certainly takes full responsibility
for what occurred," Sellar told the court. "But I think all of these
witnesses ... [have] spoken to his character as a military officer."
In a brief statement released by his lawyer, Vance said he took
responsibility for what happened and thanked his wife and family for
their support. He declined to be interviewed or to provide further
comment.
The Canadian Forces National Investigation Service (CFNIS) laid the
single charge against Vance last summer but did not provide details.
The CFNIS said only that the charge related to events that happened
after the military police began investigating Vance over an allegation
of misconduct on Feb. 4, 2021.
Provincial court documents said Vance "willfully" attempted to
obstruct justice by repeatedly contacting Brennan and attempting to
persuade her to make false statements to investigators.

Brennan, a staff officer at army headquarters, told Global News last
winter that she and the former chief of the defence staff had an
on-again, off-again intimate relationship. She subsequently testified
before a parliamentary committee and claimed Vance had fathered two of
her eight children.
Subsequent DNA testing confirmed Vance fathered one child with Brennan.
The revelations about Vance, first reported by Global News, set off a
major crisis within the Canadian military and opened the door to a
flood of allegations and investigations of misconduct involving some
of the most senior leaders.
Vance's immediate successor, now-retired admiral Art McDonald, stepped
aside after a military police investigation was launched into a
decade-old allegation involving a female junior officer. Investigators
declined to lay charges against McDonald, citing a lack of evidence.
The former head of military personnel, Vice-Admiral Haydn Edmundson,
is facing criminal charges related to a three-decade-old allegation of
rape involving a female non-commissioned member of the navy.

The officer who led Canada's COVID vaccine distribution, Maj.-Gen.
Dany Fortin, also faces a criminal charge related to an alleged
incident in the 1980s when he was at military college.
In total, 11 senior leaders in the military have been sidelined or
swept up the crisis because of their handling of misconduct cases.
The crisis has prompted the Liberal government to institute another
overhaul of military justice and to order that military sexual assault
cases be moved to the civilian court system. It has commissioned a
review by retired Supreme Court justice Louise Arbour to map out a
better system of accountability and find a way to execute
recommendations from a previous review on sexual conduct — most of
which have not been implemented.
Defence Minister Anita Anand had little to say Wednesday about the
outcome of the case against Vance.
"It is not my role to comment on the results of an individual criminal
case with an individual defendant," she said outside the House of
Commons.
"However, as minister of national defence, my responsibility is to
continue to build an institution where everyone can work with the
respect and the protections that they need to do their jobs on behalf
of our country."

The results of Arbour's review are expected to be released later this year.
Charlotte Duval-Lantoine, a fellow with the Canadian Global Affairs
Institute who has conducted extensive research on the military's
handling of sexual misconduct, said no one should view the conclusion
of Vance's case a significant step toward ending the crisis of
leadership.
"I don't think that Vance pleading guilty for obstruction of justice
is a victory in the fight against sexual misconduct in the military
for the simple reason that it is not about sexual misconduct," she
said. "It's about obstruction of justice."
She said she's troubled by the defence suggestion that Vance's "good
character" makes the offence "not as bad."
In fact, said Duval-Lantoine, it's worse because society holds members
of the military to a higher standard.

We, the Heads of State and Government of the 30 NATO Allies, have met
today to address Russia’s aggression against Ukraine, the gravest
threat to Euro-Atlantic security in decades. Russia’s war against
Ukraine has shattered peace in Europe and is causing enormous human
suffering and destruction.
We condemn Russia’s invasion of Ukraine in the strongest possible
terms. We call on President Putin to immediately stop this war and
withdraw military forces from Ukraine, and call on Belarus to end its
complicity, in line with the Aggression Against Ukraine Resolution
adopted at the UN General Assembly of 2 March 2022. Russia should
comply with the 16 March ruling by the UN International Court of
Justice and immediately suspend military operations. Russia’s attack
on Ukraine threatens global security. Its assault on international
norms makes the world less safe. President Putin’s escalatory rhetoric
is irresponsible and destabilizing.
Ukrainians have inspired the world with heroic resistance to Russia’s
brutal war of conquest. We strongly condemn Russia’s devastating
attacks on civilians, including women, children, and persons in
vulnerable situations. We will work with the rest of the international
community to hold accountable those responsible for violations of
humanitarian and international law, including war crimes. We are
deeply concerned about the increased risk of sexual violence and human
trafficking. We urge Russia to allow rapid, safe, and unhindered
humanitarian access and safe passage for civilians, and to allow for
humanitarian aid to be delivered to Mariupol and other besieged
cities. We also condemn attacks against civilian infrastructure,
including those endangering nuclear power plants. We will continue to
counter Russia’s lies about its attack on Ukraine and expose
fabricated narratives or manufactured “false flag” operations to
prepare the ground for further escalation, including against the
civilian population of Ukraine. Any use by Russia of a chemical or
biological weapon would be unacceptable and result in severe
consequences.
Russia needs to show it is serious about negotiations by immediately
implementing a ceasefire. We call on Russia to engage constructively
in credible negotiations with Ukraine to achieve concrete results,
starting with a sustainable ceasefire and moving towards a complete
withdrawal of its troops from Ukrainian territory. Russia’s
continuing aggression while discussions are taking place is
deplorable. We support Ukraine’s efforts to achieve peace, and those
undertaken diplomatically by Allies to weigh in on Russia to end the
war and relieve human suffering.
We stand in full solidarity with President Zelenskyy, the government
of Ukraine, and with the brave Ukrainian citizens who are defending
their homeland. We honour all those killed, injured, and displaced by
Russia’s aggression, as well as their families. We reaffirm our
unwavering support for the independence, sovereignty, and territorial
integrity of Ukraine within its internationally recognized borders
extending to its territorial waters.
Ukraine has a fundamental right to self-defence under the United
Nations Charter. Since 2014, we have provided extensive support to
Ukraine’s ability to exercise that right. We have trained Ukraine’s
armed forces, strengthening their military capabilities and capacities
and enhancing their resilience. NATO Allies have stepped up their
support and will continue to provide further political and practical
support to Ukraine as it continues to defend itself. NATO Allies will
also continue to provide assistance in such areas as cybersecurity and
protection against threats of a chemical, biological, radiological,
and nuclear nature. NATO Allies also provide extensive humanitarian
support and are hosting millions of refugees. Foreign Ministers will
discuss further our support to Ukraine when they meet in April.
We are united in our resolve to counter Russia’s attempts to destroy
the foundations of international security and stability. We are
holding Russia and Belarus to account. Massive sanctions and heavy
political costs have been imposed on Russia in order to bring an end
to this war. We remain determined to maintain coordinated
international pressure on Russia. We will continue to coordinate
closely with relevant stakeholders and other international
organizations, including the European Union. Transatlantic
coordination remains crucial for an effective response to the current
crisis.
We call on all states, including the People’s Republic of China (PRC),
to uphold the international order including the principles of
sovereignty and territorial integrity, as enshrined in the UN Charter,
to abstain from supporting Russia’s war effort in any way, and to
refrain from any action that helps Russia circumvent sanctions. We are
concerned by recent public comments by PRC officials and call on China
to cease amplifying the Kremlin’s false narratives, in particular on
the war and on NATO, and to promote a peaceful resolution to the
conflict.
We remain committed to the foundational principles underpinning
European and global security, including that each nation has the right
to choose its own security arrangements free from outside
interference. We reaffirm our commitment to NATO’s Open Door Policy
under Article 10 of the Washington Treaty.
We are providing tailored support to partners affected by Russian
threats and interference and will step up our assistance to help them
resist Russian malign influence and strengthen their resilience, based
on our partners’ requests and our long-standing partnership
programmes. In April, Foreign Ministers will consider concrete
proposals for enhancing our support to these partners.
We will continue to take all necessary steps to protect and defend the
security of our Allied populations and every inch of Allied territory.
Our commitment to Article 5 of the Washington Treaty is iron-clad.
In response to Russia’s actions, we have activated NATO’s defence
plans, deployed elements of the NATO Response Force, and placed 40,000
troops on our eastern flank, along with significant air and naval
assets, under direct NATO command supported by Allies’ national
deployments. We are also establishing four additional multinational
battlegroups in Bulgaria, Hungary, Romania, and Slovakia. We are
taking all measures and decisions to ensure the security and defence
of all Allies across all domains and with a 360-degree approach. Our
measures remain preventive, proportionate, and non-escalatory. We will
now accelerate NATO’s transformation for a more dangerous strategic
reality, including through the adoption of the next Strategic Concept
in Madrid. In light of the gravest threat to Euro-Atlantic security in
decades, we will also significantly strengthen our longer term
deterrence and defence posture and will further develop the full range
of ready forces and capabilities necessary to maintain credible
deterrence and defence. These steps will be supported by enhanced
exercises with an increased focus on collective defence and
interoperability.
We are increasing the resilience of our societies and our
infrastructure to counter Russia’s malign influence. We are enhancing
our cyber capabilities and defences, providing support to each other
in the event of cyber-attacks. We are ready to impose costs on those
who harm us in cyberspace, and are increasing information exchange and
situational awareness, enhancing civil preparedness, and strengthening
our ability to respond to disinformation. We will also enhance our
preparedness and readiness for chemical, biological, radiological and
nuclear threats. We will take further decisions when we meet in
Madrid.
The steps we are taking to ensure the security of our Alliance and of
the Euro-Atlantic area will require adequate resourcing. Allies are
substantially increasing their defence expenditures. Today, we have
decided to accelerate our efforts to fulfil our commitment to the
Defence Investment Pledge in its entirety. In line with our commitment
in Article 3 of the Washington Treaty, we will further strengthen our
individual and collective capacity to resist all forms of attack. At
our meeting in Madrid, we will submit additional plans on how to meet
the Pledge.
Russia’s unprovoked war against Ukraine represents a fundamental
challenge to the values and norms that have brought security and
prosperity to all on the European continent. President Putin’s choice
to attack Ukraine is a strategic mistake, with grave consequences also
for Russia and the Russian people. We remain united and resolute in
our determination to oppose Russia’s aggression, aid the government
and the people of Ukraine, and defend the security of all Allies.
