‘It was a setup’: Atwin on the committee that devolved into chaos

Two advocates stormed out of a committee last week in tears after MPs repeatedly interrupted their testimony

OTTAWA • Two advocates for ending violence against women stormed out of a committee meeting last week in tears after MPs repeatedly interrupted their testimony to accuse each other of playing political games.

It’s caused a firestorm of backlash.

Federal Conservative members of the committee have posted dozens of times about the hearing on social media, berating the Liberals and NDP members for grinding testimony to a halt that focused on a new report from Statistics Canada that shows police-reported domestic violence climbing.

They’ve repeatedly demanded apologies.

Fredericton MP Jenica Atwin had subbed in as one of the Liberal members of the committee.

In an interview with Brunswick News, Atwin suggests the meeting was disingenuous and ultimately a political setup called without notice, and without the ability for all members to name witnesses.

But she also said it was “retraumatizing” real witnesses with a story to tell, while fearing it’s likely to happen again.

“It’s a game by putting us on the spot,” Atwin said.

“Of course we should address these statistics, my goodness, no one wants to see a rise in violence against women.

“However, when you put a meeting together like this, really what happens is it puts the witnesses who have been invited in a terribly vulnerable position.”

Atwin added: “There are just no words to describe how sorry I am for what those witnesses experienced. They should have never been put into that position, and I really think it falls to the feet of the chair, more than anything.

“She has power and a responsibility in that role.”

Shelby Kramp-Neuman, the Conservative MP who chairs the House committee on the status of women, unilaterally called a mid-summer meeting last week to discuss a new report on a spike in reported domestic violence.

That’s as the federal Conservatives had spent months repeating that the federal Liberal government is soft on crime, leading to more violent crime.

The Wednesday meeting began with testimony from Cait Alexander, a domestic assault survivor from the group End Violence Everywhere.

“I’m supposed to be dead,” Alexander said in her opening remarks, then holding up graphic photos of the abuse she said she suffered at the hands of a partner three years ago.

Megan Walker, another advocate who was testifying in person, and Peel Regional Police Deputy Chief Nick Milinovich, speaking via video conference, also delivered opening statements.

MPs then got a chance to ask questions of the three individuals.

But soon after, Liberal MP Anita Vandenbeld moved a motion to abandon the meeting’s topic in favour of continuing a previous discussion on abortion rights.

Vandenbeld first thanked the witnesses for their “incredible” testimony and spoke directly to Alexander to say “we believe you, and we believe others like you,” while defending the Liberal government’s criminal justice record.

But she then accused the Conservatives of trying to use “victims’ and survivors’ trauma to try to score political points.”

“This is cruel,” Vandenbeld said.

“I think it’s cruel to have people relive the trauma they’ve endured just to be able to have a meeting…”

A lengthy back-and-forth between MPs ensued, with multiple points of order brought to the chair.

“It was a setup, it’s really what it comes down to,” Atwin said.

“So when we’re put into that kind of position, there are other things that we can do as well and I think that was why Anita brought that back to the table.

“She was within her right to do that.”

Asked if she agreed with Vandenbeld’s decision to bring that motion, or whether she wanted to listen to the testimony on domestic violence, Atwin said she wanted to do both.

“I support Anita in doing that,” she said, stating that it’s a procedural move in reaction to the Conservatives “playing games.”

But she added that Liberal MPs wanted to hear from the witnesses in the room as well.

That ultimately didn’t happen as the meeting dissolved into a fracas of procedural chaos and political bickering to a level that caused the witnesses to leave.

Conservative MP Anna Roberts spoke at one point to apologize to the two, while charging that “women in this country are being killed, and the other parties don’t care.”

“I’m disgusted,” Roberts said.

Atwin only spoke to challenge the speaking order of MPs.

NDP MP Leah Gazan accused the Conservative committee chair of failing to give her the floor, in favour of a Conservative MP.

“The fact that my voice is being silenced in the committee after not having an opportunity to put in witnesses is deeply offensive, deeply violent and deeply troubling,” Gazan said.

“I’m disgusted because I wasn’t given a chance to put forward witnesses when I’m representing ground zero for murdered and missing Indigenous women and girls.”

Alexander then left the committee room in tears. Walker followed, after shouting at the committee.

The meeting was adjourned minutes later.

In an interview with Postmedia, Alexander said Liberal MP Vandenbeld wrongly suggested she was asked to testify in order to bolster the Conservative message.

Alexander said she is non-political and has worked with the Ontario NDP to advance reforms and supports the Bloc Québécois in its efforts to not allow judges to toss out violent criminal cases because of delays.

“It was triggering,” she said, demanding an apology.

Vandenbeld has since released a statement saying, “I deeply regret the distress that this meeting caused the witnesses.”

On Wednesday, Vandenbeld released another statement, revealing that she closed her constituency office “because I fear for my safety and that of my staff” and that her car license plate was posted online.

Atwin said she’s received messages this week calling her “a traitor to Canada, disgusting, a hypocrite.”

“How did we get to this point?” Vandenbeld said.

“I believe that what has happened in recent months in the status of women committee is a case study in how our parliamentary institutions are being deliberately dismantled, and those who defend them or call it out are being targeted, attacked, silenced and intimidated into leaving political office.

“The traps that are being set by the far-right, their willingness to use anyone’s pain to achieve political ends, and a capitulation by the media to click-bait have made it impossible to protect and defend parliamentary processes or basic fairness.”

In a statement, Conservative MP and committee member Michelle Ferreri said the Liberals pulled “a heartless stunt” to shut down discussion of the government’s justice policies.

Conservative Leader Pierre Poilievre’s press secretary Sam Lilly also reached out to Brunswick News in the aftermath of the committee hearing to say “this so-called feminist government chose to shut down the Status of Women Committee, playing politics at the expense of finding common sense solutions to rising violence against women.”

“Liberal MP Jenica Atwin shockingly moved to shut down testimony from victims and police who were in place and ready to continue speaking about the disastrous results of Trudeau’s catch and release policies,” Lilly said.

“The Liberals and NDP were so afraid of a committee study into this issue that the political math of publicly silencing the voices of women victims and advocates and telling them to go home was more favourable than the galling numbers that could have been revealed in this study.”

The mother of witness Cait Alexander has since issued a letter calling out Liberal, New Democrat and Conservative politicians for a “disgusting” partisan display.

“I taught six- to eight-year-olds for 31 years and I have never seen such self-serving, abusive, poorly behaved people in my life,” Carolyn Alexander wrote. “You are not children. You are the voted-in leaders that can effect positive change on the lives of all Canadians. Do that!”

Brunswick News reported on the new Statistics Canada crime data on the day of its release last month.

It showed police-reported crime in New Brunswick is up over the last year.

A total of 54,983 crimes were reported to police in New Brunswick last year, according to the statistical agency.

That’s up from 52,131 in 2022 and 51,061 in 2021.

The increase in the province was driven by another increase in property crimes, but it also showed that sexual assault “level 1” reports in New Brunswick, which involve minor physical injuries or no injuries to the victim, reached a record high in 2023 totalling 846.

That’s up from 823 in 2022 and 736 in 2021, while also being the highest total in the data that has been collected for over two decades.

Sexual assault “level 2” reports, those involving a weapon or bodily harm, are also significantly up, doubling from seven in 2022 to 14 last year.

The increase is in line with 2021 numbers, when 13 sexual assault level 2s were reported.

But while the crime rate measures the volume of crime, a severity index measures both the volume and severity of crime.

New Brunswick’s crime severity index declined year over year by one percentage point, after dropping two per cent in the previous year.

Significantly contributing to that decline was an overall drop in homicides, with nine recorded in 2023, compared to 15 in 2022, and 11 in 2021. The number of attempted murders was also relatively flat, with 17 in 2023, compared to 16 the year prior.

Atwin said she wants the committee to complete a fulsome review of the statistics.

But she fears that, nearing a year away from the next federal election, committee work won’t continue the way it should.

“I have a lot of concerns,” Atwin said. “I think all the committees are going to look like this, unfortunately.

“It sucks, because when I was in opposition, I wasn’t allowed to be on committees, and as soon as I was allowed to be on committees that’s where I feel I do my best work, getting to the nitty gritty of legislation, the clause by clause, hearing from witnesses, that’s the real work of Parliament.

“It’s really upsetting to see this is where we’re at. But sadly, I think these games are going to continue.”

 
 
 
 
 

Mother angered by MPs' 'disgusting' treatment of her daughter at meeting on domestic violence

Woman's ire, outlined in letter, directed at representatives of 3 political parties

The mother of a witness who stormed out of a House of Commons committee in tears berated Liberal, New Democrat and Conservative politicians for a "disgusting" partisan display in a letter that she plans to share with MPs.

"I taught six- to eight-year-olds for 31 years and I have never seen such self-serving, abusive, poorly behaved people in my life," Carolyn Alexander said in Friday's letter.

"You are not children. You are the voted-in leaders that can effect positive change on the lives of all Canadians. Do that!"

Alexander's daughter Cait, a survivor of domestic violence, gave harrowing testimony on Wednesday at an emergency meeting in Ottawa that was called to discuss violence against women in light of several high-profile cases this summer.

The meeting quickly derailed after Liberal MP Anita Vandenbeld took issue with the hastily organized summer meeting and brought a motion to debate abortion rights. That led the meeting to dissolve into a fracas of procedural chaos and political bickering that had little to do with violence against women.

Carolyn Alexander accused Vandenbeld of purposely destroying the meeting and silencing victims.

"Why? Because you weren't given enough time to have your own victims testify?" she wrote.

"You used Cait as a victim to score points for your political gain, to make it look like the Conservatives were using Cait."

Domestic abuse witnesses walk out of Commons women’s committee

Witnesses left a parliamentary committee upset after Liberals tried to steer a planned discussion about violence against women toward the topic of abortion rights. Conservative MP Michelle Ferreri apologized on behalf of the committee, but the mother of one witness responded “sorry isn’t good enough.”

Alexander's daughter demanded an apology from Vandenbeld, but the MP fell short of that late Wednesday, and instead said she deeply regrets the "distress that this meeting caused the witnesses."

In her letter, Alexander also chided the Conservatives, and asked if the purpose of the meeting was a political ploy at the expense of her daughter to show how the Liberals and NDP would react.

She also questioned why her daughter's information was provided to other parties just hours before the meeting and why they didn't allow more time for planning — something the Liberal and NDP members of the committee took great issue with.

Exit has become political fight

The Conservative members of the committee, including MPs Michelle Ferreri and Anna Roberts, have posted dozens of times about the hearing on social media, lambasting the Liberals and NDP members and demanding apologies.

Party spokesperson Sebastian Skamski said Conservative MPs proposed and conducted the meeting in good faith, as did the witnesses.

"It's unfortunate that the Liberal-NDP coalition members worked to derail the meeting rather than defend the disastrous criminal justice policies they support," Skamski said in a statement.

"Conservatives will continue efforts to hold more committee meetings in line with an expanded motion we proposed that will allow for further study and witness testimony on this critical matter, and hope that Liberal-NDP members will treat this issue with the seriousness it warrants."

During a stop in London, Ont. on Aug. 1, NDP Leader Jagmeet Singh responds to a question about how two witnesses left a Commons committee hearing upset after a Liberal MP steered a planned discussion on violence against women toward the topic of abortion rights.

Alexander also directed her ire at NDP MP Leah Gazan, accusing her of scheming with the Liberals to "sabotage" the meeting.

Gazan had said on Wednesday that she was not able to put forward witnesses of her own at the meeting, despite living in "ground zero" for missing and murdered Indigenous women and girls, and chastised the politicization of a committee that has historically worked together toward meaningful change.

"Did you even recognize that you silenced our daughter who was sharing her own and 25 other stories of survivors of [intimate partner violence] and [sexual assault] that were not properly dealt with by the police, judicial system and the government?" Alexander said in a passage addressed to Gazan. "You silenced our daughter's voice."

Alexander said she is "astounded" by the strength of her daughter, but also by the partisanship and lack of caring and understanding the government has shown in tackling the issue of violence against women.

She ended the letter by saying her family and friends fully support her daughter for using her voice to support survivors of intimate partner violence, adding that Cait and others like her want to see positive change around the issue.

"Sadly, after the events last Wednesday in the House of Commons, I can't see that happening," she said. "Shame on us all."

Liberal MP says she regrets 'distress' caused to witnesses who left meeting in tears

MPs accused each other of politicizing the issue of domestic violence during tense meeting

Liberal MP Anita Vandenbeld fell short of an apology Thursday after instigating a fracas Wednesday that led two witnesses testifying about violence against women to storm out of a parliamentary committee hearing.

Vandenbeld said only that she deeply regrets the "distress that this meeting caused the witnesses."

The statement came after a domestic violence survivor demanded an apology from the MP for what she described as "abusive" behaviour.

"It's not an apology — it's a statement," said Megan Walker, a witness who appeared before the committee.

"She has caused an entire community of women and girls who have faced abuse and are following this some distress, and that's not acknowledged here."

The rare summer meeting was scheduled to allow MPs to hear from advocates for domestic violence victims and a deputy chief of the Peel Region Police in light of several high-profile cases this summer.

It began with detailed testimony from Walker, an advocate for ending violence against women, and Cait Alexander, who shared with MPs graphic photos of abuse she suffered.

When given the floor, Vandenbeld accused Conservatives of playing politics with the trauma of survivors, putting together the agenda in haste and limiting the ability of other MPs to suggest witnesses.

She insisted that she cares about survivors' stories and outlined some of the actions the federal government has taken to address violence against women.

I am extremely disappointed about the removal of Karen Vecchio as chair of the Status of Women committee by Pierre Poilievre. He wants you to believe that Parliament is broken. The Status of Women Committee is proof that this is not true. 

We worked collaboratively and made space for the voices of women and girls to be heard. Karen Vecchio worked too effectively and fairly, so she was removed. 

We need to strengthen Parliament and make it work better for Canadians, not sabotage it to prove it doesn’t work. Our democracy is too precious to let this happen.

MP tried to steer conversation away from domestic violence, toward abortion

Two witnesses stormed out of a parliamentary committee meeting today after Liberals tried to steer a planned discussion about violence against women towards the topic of abortion rights.

The rare summer hearing of the House of Commons status of women committee was organized so MPs could hear from advocates and a deputy chief of the Peel Regional Police.

Though witnesses set out to sombrely argue that the current justice and bail system is failing victims, the session quickly derailed into a mess of political bickering.

During an opening statement, Cait Alexander, who heads up the advocacy group End Violence Everywhere, shared her personal story as her family looked on in a public seating area.

"I'm supposed to be dead," she said, showing MPs graphic photos of abuse she suffered at the hands of her ex-boyfriend three years ago.

"If you haven't met a survivor and a victim's family, well, now you have."

Domestic abuse witnesses walk out of Commons women’s committee

Witnesses left a parliamentary committee upset after Liberals tried to steer a planned discussion about violence against women toward the topic of abortion rights. Conservative MP Michelle Ferreri apologized on behalf of the committee, but the mother of one witness responded “sorry isn’t good enough.”

Before long, MPs were answering to Alexander's family for a partisan display that descended into procedural chaos. Her mother, frustrated, told the Liberal instigator that she was "disappointed" and that the whole thing amounted to another instance of abuse.

It began just a few minutes after opening statements from Alexander, advocate Megan Walker and Peel Regional Police Deputy Chief Nick Milinovich, and after a first question-and-answer round for Conservative MP Michelle Ferreri.

Liberal MP Anita Vandenbeld was given the floor next. After making a brief statement about the federal government taking the issue seriously, the Ottawa MP chastened Conservatives for politicizing the issue and accused them of leaving little time for other parties to prepare — and no ability to recommend witnesses.

"We do not use victims and survivors of trauma to try and score political points in this committee," she pronounced.

"I think it's cruel to have people relive the trauma that they've endured just to be able to have a meeting that — if it's not agreed to — then there's all kinds of social media [saying] that Liberals or others don't care about this issue. Which, as we all know, we do very deeply."

'Did she listen to anything that was said?'

Instead of pivoting back to discussing the topic at hand with witnesses, Vandenbeld went on to move that the committee instead resume a different discussion about abortion rights.

The witnesses, left hanging, began heckling Vandenbeld.

Alexander held up the photos of her wounds again. Walker, visibly upset, said: "This is the problem. Did she listen to anything that was said this morning?"

The microphone was not handed back to them. Instead, a lengthy back-and-forth between MPs ensued, with multiple points of order brought to the chair.

NDP MP Leah Gazan accused the Conservative committee chair, Shelby Kramp-Neuman, of failing to give her the floor and favouring her Tory colleague instead.

"The fact that my voice is being silenced in the committee after not having an opportunity to put in witnesses is deeply offensive, deeply violent and deeply troubling," Gazan said.

"I'm disgusted because I wasn't given a chance to put forward witnesses when I'm representing ground zero for murdered and missing Indigenous women and girls."

'Sorry isn't good enough'

Not long after that, Alexander stormed out of the room in tears. Walker turned her back on the committee and followed.

Conservative MP Anna Roberts said she was "disgusted in this whole day," and apologized to the two.

Ferreri blasted Vandenbeld and said the victims came to testify in order to bring about "legitimate change."

She said the committee should hold more meetings on the topic to hear from other witnesses, and apologized to Alexander's mother, who stood behind the witness table.

"'Sorry' isn't good enough — we've heard 'sorry,"' Alexander's mother responded.

The meeting adjourned shortly thereafter.

OTTAWA — An advocate for ending violence against women is calling on a Liberal MP to apologize after shutting down her testimony during a parliamentary committee Wednesday by turning the committee’s discussion into a partisan debate over abortion.

Instead of having the chance to share her story and the experiences other survivors who say the Canadian justice system has failed them, Cait Alexander says she left feeling disrespected and “abused.”

She and another witness walked out of the parliamentary committee visibly shaken Wednesday and MPs said they were “disgusted” by the behaviour that drove the witnesses to tears.

At one point, the women even shouted at Liberal MP Anita Vandenbeld for overriding their testimony.

Members of the status of women committee had been called back to Ottawa for an emergency meeting by Conservative MPs, who said it was necessary during the summer break due to recent reporting by Statistics Canada showing an uptick in crimes such as sexual assault.

Alexander was among several witnesses invited. The others included the deputy police chief of the Peel Regional Police and Megan Walker, a longtime advocate for stopping violence against women in London, Ont.

“I’m supposed to be dead,” Alexander said in her opening remarks, as she proceeded to hold up photos taken of her abused and bruised body, while her parents sat in the audience.

“I can’t live in Canada anymore because it’s not safe for me,” said Alexander, who had travelled to Ottawa from California.

Not long after Conservatives on the committee began questioning the witnesses, Vandenbeld, the Liberal MP for Ottawa West—Nepean, interjected to raise concerns, complaining that not only was the meeting called hastily, but that Liberals were not provided the opportunity to gives the names of witnesses they would like to call, unlike the Tory committee members.

Vandenbeld, who defended the government’s criminal justice record, accused the Conservatives of trying to use “victims’ and survivors’ trauma to try to score political points,” saying it was “cruel.”

She then moved a motion to have the committee instead discuss another topic — abortion — even as the witnesses in the room yelled objections over her attempt to change the subject. Liberal and NDP members, who together hold a majority at committee, voted to pass the motion.

Watching the display, Alexander says Vandenbeld spoke out of her turn by suggesting Alexander had been brought in to bolster the Conservatives’ message. Alexander said she is non-political and has worked with the Ontario NDP to advance reforms and supports the Bloc Québécois in its efforts to not allow judges to toss out violent criminal cases because of delays.

“It was triggering,” she said in an interview. “I demand a public apology,” adding she believes Vandenbeld “utilized her trauma” for the MP’s own political gain, and “hijacked” survivors’ testimony.

“I was repulsed.”

Vandenbeld released a statement late Wednesday saying, “I deeply regret the distress that this meeting caused the witnesses.”

The Liberals frequently use the abortion issue to try and drive a political wedge against the Tories, some of whom oppose unregulated abortion, although Poilievre has vowed not to reopen the issue should Conservatives form the next government.

“We have refrained from putting motions like this (forward) because of collegiality but at this moment we’re not,” Vandenbeld said.

Liberal and NDP MPs have for months been lamenting the loss of Karen Vecchio — the past Conservative chair of the committee who built a reputation for being able to work across party lines — who was removed from the role back in April and replaced with Ontario MP Shelby Kramp-Neuman.

“Karen’s sole goal has always been to listen to women,” Walker said in an interview late Wednesday.

“I think she’ll be strongly opposed to what happened.”

At the time, a spokesman for Conservative Leader Pierre Poilievre said changing committee assignments was not uncommon. Vecchio, who was first elected back in 2015, confirmed to a local radio station on Tuesday she would not be seeking re-election. She was one of the few caucus members to back former Quebec premier Jean Charest in the party’s 2022 leadership contest.

As the exchanges grew more heated, Walker and Alexander turned their backs to the MPs, who grew increasingly emotional over the next 20 minutes.

Conservative MP Anna Roberts apologized to the pair, saying she was “disgusted” by the Liberal and NDP voting to switch topics, particularly given how the witnesses needed to travel to attend the meeting, including from California.

At one point, NDP Winnipeg MP Leah Gazan said she was struggling to hold back tears because she was not provided a chance to call forward any Indigenous witnesses, such as the families of those murdered by serial killer Jeremy Skibicki in 2022.

“I’m disgusted … when I’m representing ground zero of murdered and missing Indigenous women and girls,” she said, adding that no one was called to speak from the LGBTQ community.

Shortly after, Alexander, who at one point held up the photos of her injuries, left the room as did Walker. Before she did, Walker stood and shouted at the committee how as an advocate for women she had never seen such behaviour.

“They acted like children,” said Alexander.

Walker said she left because she found the display “traumatic” and wanted to send the message she disagreed with how MPs were behaving.

Kramp-Neuman then announced to the MPs who were appearing virtually that the witnesses had left.

She asked the clerk beside her if she could adjourn the meeting, letting out an audible sigh.

In a statement afterwards, Conservative MP Michelle Ferreri said the Liberals pulled “a heartless stunt” to shut down discussion of the government’s justice policies and also refused to agree to expanding the study which would have allowed for more witnesses to be called.

Near the end of Wednesday’s meeting, Bloc Quebecois MP Andreanne Larouche blamed the Conservatives and Liberals for politicizing the issue of violence against women, saying she had hoped better for the committee in a minority Parliament that has taken on increasingly partisan tone.

“Witnesses left the room crying,” she said in French. “I’ve been here since I was elected in 2019 and I have never seen anything like this.”

“Nobody wins after a meeting like this one.”

The London Police Services Board (LPSB) is pleased to announce that Ms. Megan Walker has been appointed by The Honourable Sylvia Jones, Solicitor General of Ontario, for a 2 month term, January 1 to February 28, 2022, pending processing of her Order in Council for a 3 year appointment to the Board.  Ms. Walker will take her LPSB Oath of Office January 4, 2022.  

Megan Walker has been involved in the London community since early 1990 when she worked with the Old East Community Association to save the Carson Library from closing. She started a literacy program at Carson and worked with the community to raise funds for a children’s drop-in program at the Boyle Community Centre.

Ms. Walker was elected to London City Council in 1994 and served Ward 6 for two terms. She was an active member of Council, as well as the Community and Protective Services Committee, Environment and Transportation Committee, Audit Committee, Committee of Adjustment, Crime Prevention Advisory Committee, the London Public Library Board, Middlesex-London Housing Authority, Middlesex-London Board of Health, London Economic Development Committee, Comprehensive Policy Committee, and the Social Planning Committee. During her time on Council, Megan and her colleague Susan Eagle issued London’s First Gay Pride Proclamation on the steps of City Hall.

Megan worked as the Executive Director of the London Abused Women’s Centre (LAWC) 1997 to 2021 where she grew the agency from providing service to 200 women per year to providing 9,000 women and girls with immediate access to service.

Ms. Walker has been invited to speak at conferences around the world including Ukraine, Guyana, Sweden, the UK, and attended the United Nations in Geneva, Switzerland. She has been consulted by all levels of government and has appeared as an expert witness before Provincial, Parliamentary and Senate Committees on legislative reform, victims’ rights, sex trafficking, sexual violence, and sexual harassment. She has a keen interest in the criminal justice system and served as a founding member of the Domestic Violence Advisory Committee. 

Megan is a recipient of the Governor General’s 125th Anniversary of the Confederation of Canada Medal (1992) and Queen Elizabeth II Diamond Jubilee Medal (2012). She also received the Joy Smith Foundation Award for Courage (2017).

Megan retired from LAWC on August 31, 2021 to pursue other interests, including continuing to learn French, a project previously put on hold as a result of her workload.

On behalf of the Board, Chair Susan Toth said, “The London Police Services Board welcomes Ms. Walker.  She has long been a vocal advocate for women. We know that she will bring her experience, passion and strong voice to the Board.”

Megan is a proud graduate of the London Police Citizen’s Academy. Her appointment to the London Police Services Board follows Christine Wellenreiter’s December 31, 2021 resignation from the Board to accept another provincial board appointment.

Megan worked as the Executive Director of the London Abused Women’s Centre (LAWC) 1997 to 2021 where she grew the agency from providing service to 200 women per year to providing 9,000 women and girls with immediate access to service. 

Ms. Walker has been invited to speak at conferences around the world including Ukraine, Guyana, Sweden, the UK, and attended the United Nations in Geneva, Switzerland. She has been consulted by all levels of government and has appeared as an expert witness before Provincial, Parliamentary and Senate Committees on legislative reform, victims’ rights, sex trafficking, sexual violence, and sexual harassment. She has a keen interest in the criminal justice system and served as a founding member of the Domestic Violence Advisory Committee.  

Megan is a recipient of the Governor General’s 125th Anniversary of the Confederation of Canada Medal (1992) and Queen Elizabeth II Diamond Jubilee Medal (2012). She also received the Joy Smith Foundation Award for Courage (2017). 

Megan retired from LAWC on August 31, 2021 to pursue other interests, including continuing to learn French, a project previously put on hold as a result of her workload.  She is a proud graduate of the London Police Citizen’s Academy.

Meet Michelle Ferreri

Michelle is the Member of Parliament for Peterborough-Kawartha and was elected in the 2021 federal election. Michelle was appointed as Shadow Minister for Families, Children & Social Development as part of the Conservative Shadow Cabinet for the 44th Parliament.

Michelle also sits as a member of the Standing Committee on the Status of Women and the Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities.

Prior to being elected, Michelle was a well-known community advocate, an award-winning entrepreneur, a committed volunteer, and a highly sought-after public speaker and social media marketer.

Anita M. Vandenbeld[2] MP (born December 3, 1971) is a Canadian politician, who was elected to represent the riding of Ottawa West—Nepean for the Liberal Party of Canada in the House of Commons of Canada in the 2015 Canadian federal election.[4] She was re-elected in the same riding in 2019, and re-elected in 2021.[5]

Vandenbeld currently serves as Parliamentary secretary to the Minister of International Development.[6]

Anita Vandenbeld was the first in her family to graduate from University. She attended the University of Calgary, earning a B.A. (Hon.), History and Political Science, and would later study at York University,[16] receiving an M.A. in Political and Constitutional History in 1994.[17] Vandenbeld was the President of the University of Calgary Young Liberals during her student years.[18]

On March 18, 2024 Anita Vandenbeld broke with party lines as one of the only Liberals who abstained from vote 658 - Canada's actions to promote peace in the middle east.[19] Originally penned as a bid to recognize the state of Palestine, the non-binding but symbolic NDP motion was heavily edited in negotiations with the Liberals, allowing it to pass 204 to 117.[20] Anita Vandenbeld abstained from the "ceasefire" vote which 146 of her liberal colleagues, including the Prime Minister supported.

International development career

Anita Vandenbeld worked for over a decade in international democratic development, having worked in over 20 countries on inclusive governance and women’s leadership, with a specific focus on women's political participation, parliamentary development and Women, Peace and Security.[21]

United Nations

Vandenbeld worked on several short and long-term projects with the United Nations Development Programme and UNIFEM. She worked with the United Nations Development Programme Democratic Governance Group in New York, where she managed a multi-partner international network to promote women's political participation International Knowledge Network of Women in Politics.[22] Before that, she was based at the UNDP Oslo Governance Centre in Norway.[23] Vandenbeld was also as a technical specialist on parliamentary committees and outreach with UNDP in Dhaka, Bangladesh,[24] lead author on a study on the decline of women's representation in politics in Viet Nam, and she conducted numerous trainings on women's political leadership around the world.[21]

IKNOWPolitics

Vandenbeld was the global manager of the International Knowledge Network of Women in Politics (iKNOWPolitics.org), an online peer support network of women in politics which operates in 4 languages across 5 continents. iKNOWPolitics was established in 2007 as a project of 5 international organizations who decided to combine efforts to encourage women's political participation: United Nations Development Programme (UNDP), UNIFEM (now UN Women), Inter-Parliamentary Union (IPU), International IDEA, and the National Democratic Institute (NDI).[25] During her tenure as Global project manager, Vandenbeld expanded the project by hiring regional project managers in Asia (Jakarta), the Arab States (Amman and Cairo), Sub-Saharan Africa (Bamako), Europe (Brussels), North America (New York and Washington) and South America (Lima).[21] Vandenbeld oversaw the project's Asia-Pacific launch in Jakarta, Indonesia in 2010,[26] and partnered on a project with the Club de Madrid on 'Women's Leadership for Peace and Security in the Horn of Africa'.[27]

In 2009 Vandenbeld oversaw the expansion of the project into Arabic, including traveling extensively across the region to consult with women about the arabic network and host a regional launch in Jordan in 2009 with Princess Basma Bint Talal as the keynote speaker[28] and female MP's, Ministers, opposition members and civil society leaders from across the Arab States.[29] Vandenbeld led the resource mobilization effort of the project which expanded the project budget from $500,000 a year to $3 million a year.[21]

National Democratic Institute

Anita Vandenbeld has worked with the National Democratic Institute in a number of different roles, including as resident director in the Democratic Republic of Congo,[30] conducting a women's political leadership academy in Haiti.[31] contributing case studies on political party policy development,[32] and as one of the five initial partners in the iKNOWPolitics project.[29]

Democratic Republic of Congo Resident Director

Vandenbeld was resident director in the National Democratic Institute office in the Democratic Republic of the Congo where she established a political party program during the November 2011 Congolese elections.[33] Vandenbeld conducted a women's campaign college for over 100 women[34] and hosted a launch of the iKNOWPolitics network with over 250 women leaders, candidates, activists and representatives of women's organizations.[34] Vandenbeld led a program of inter-party dialogue to support peaceful competition in elections. She established a steering committee of 15 majority, opposition and unaligned political parties that met weekly in the months leading to the 2011 national elections. Under her leadership, the Institute organized multiparty workshops on communications, campaign management and women’s political involvement to help parties’ participation in the elections.[35]

As part of the political parties program, Vandenbeld invited former US ambassador to the UN and former Governor of New Mexico, Bill Richardson to meet with Congolese political leaders to prevent election-related violence, assure transparency in the election process and continue democratic dialogue after the election[36] The delegation met with President Kabila,[37] and convened a meeting of 11 presidential candidates. One of the key outcomes of these meetings included a declaration on sexual violence that was developed by civil society and signed by most of the presidential candidates.[38]

Organization for Security and Cooperation in Europe

Anita Vandenbeld worked in both Bosnia and Herzegovina (BiH) and in Kosovo with the Organization for Security and Cooperation in Europe. In the OSCE Mission in BiH she coordinated an anti-corruption campaign during the 2000 national elections.[39] This extensive public awareness campaign included television and radio commercials, a music video,[40] billboards, factsheets and newspaper advertisements. The project also included a training course on investigative journalism.[41] In Kosovo, Vandenbeld was a senior advisor to the Assembly of Kosovo in 2007 and 2008 before Kosovo declared independence on February 17, 2008.[42]

OSCE Mission in Kosovo

Anita Vandenbeld was Senior Advisor and Deputy Chief of the Central Assembly and Political Parties Section of the Organization for Security Cooperation in Europe Mission in Kosovo[39] The project included support to the Assembly of Kosovo in developing a professional secretariat, supporting committees in review of draft legislation, technical advice and support to the women's caucus, and a new member orientation (induction) program following the 2007 elections.[43] Vandenbeld was also an advisor to the Independent Oversight Board of Kosovo which acted as an independent public service tribunal to end nepotism and promote a professional public service.[44]

The Parliamentary Centre

Anita Vandenbeld worked on parliamentary strengthening in the Balkans with the Ottawa-based Parliamentary Centre, a Canadian non-profit, non-partisan organization that provides support to parliaments around the world.[45] As part of the South East Europe Parliamentary Program (SEPP) Vandenbeld was responsible for the Parliamentary Centre's programming in Bosnia and Herzegovina (BiH), and assisted with the related program in Serbia to establish an office of an Auditor General in Belgrade. In BiH Vandenbeld helped to establish a Research Library in the national parliament in Sarajevo.[21]

Volunteer positions and boards

Anita Vandenbeld is a member of the steering committee of the World Movement for Democracy,[46] a global network of civil society activists, scholars, parliamentarians, thought leaders, journalists and funders who are committed to advancing democracy.[47]

Vandenbeld is a founding member of the Parliamentarian Rapid Response Team (PARRT) of Parliamentarians for Global Action.[48] PARRT is a unique cohort of democracy champions to respond nimbly, intervening when parliamentarians and human rights defenders are at risk.[48]

Vandenbeld was also a board member at the Parliamentary Centre,[24] a non-partisan non-governmental Canadian organizations dedicated to supporting inclusive and accountable democratic institutions.[49]

Vandenbeld was a founding board member of the Centre for Democratic and Participatory Governance in Brussels.[50]

Vandenbeld also volunteered as chapter development chair for Equal Voice, a Canadian multi-partisan organization to promote women in politics.[51]

Early career

During the Chretien and Martin governments, Vandenbeld was Director of Parliamentary Affairs in the Office of the Leader of the Government in the House of Commons and oversaw the development and implementation of the Government of Canada's Democratic Reform Action Plan under the Minister responsible for Democratic Reform. She was also a Policy Analyst with the National Liberal Caucus Research Bureau in the Canadian Parliament, and Chief of staff to a Canadian Senator.

Prior to moving to Ottawa, Vandenbeld worked at the Calgary Public Library, the University of Calgary Management Resource Centre, and as a senior analyst for Synergy Partners, a mid-market Mergers and Acquisitions firm in the oil and gas services sector in Calgary
 

 

 
 

Conservative MP Karen Vecchio won't run again in next election

Elgin-Middlesex-London MP told local radio station that politicians have ‘expiry dates’

A Conservative MP with a reputation for being able to work across party lines has confirmed to a local radio station that she's planning to leave federal politics and will not run again in the next election.

Elgin-Middlesex-London MP Karen Vecchio was first elected in 2015 and has won the last three elections handily, with about 50 per cent of the vote each time. 

But in an interview excerpt that radio station 94.1 St. Thomas Today posted online, Vecchio said she would not be going for a fourth straight victory.

"Unfortunately, my name will not be on the ballot," she said. "Next year, when the federal election occurs, I will have been at 10 years. And for me, I believe everybody has an expiry date, and I know when it's time to be home."

The radio station also quotes Vecchio as saying she had "put my riding first" and now wants "to return to the needs and commitments of my family."

Vecchio "has proudly served her community since 2015 and has been a dedicated member of the Conservative caucus," said party spokesperson Sarah Fischer in a statement.

"We wish her all the best following the next election, as she continues to serve her constituents until then."

'Truly listened'

Vecchio's decision not to run again is disappointing, said Nawaz Tahir, a constituent and spokesperson for Hikma Public Affairs Council, a group that strives to increase the political participation of Muslims in the London, Ont., area.

"I thought she was one of the members of Parliament that truly listened and took time to sit down and spend as much time with you as needed. So that's a loss for our community," he said in an interview with CBC News. 

Tahir said her constituents admire her for being down to earth, sincere, and for taking time to connect with people and issues.

"In this day and age, where you can contrast people who seem fake or overly hyper-partisan, she seemed to be the exact opposite of that," he said.

Shuffled out of committee chair role

Vecchio has a reputation for being able to work across party lines to get things done, according to Liberal and NDP members who served with her on the standing committee on the status of women.

In April, Vecchio was abruptly shuffled out of her role as chair of that committee, a position she had held since 2017 and which came with a pay bump of $13,700.

The Conservatives on the committee voted to replace her with another Conservative MP, Shelby Kramp-Neuman. 

At the time, a spokesperson for the opposition leader said that reshuffling committee assignments is not unusual.

The committee has tackled issues including missing and murdered Indigenous women and girls, intimate partner violence and safety in sports.

Vecchio was one of 16 MPs who supported former Quebec premier Jean Charest in the 2022 Conservative leadership contest, which was decisively won by current leader Pierre Poilievre. 

She was also the lone federal Conservative in the room during an April 2023 announcement that St. Thomas, Ont., would be home to Volkswagen's first electric vehicle battery plant in North America.

After praising the politicians and workers who secured the deal, Prime Minister Justin Trudeau launched into a pointed partisan attack on Poilievre — and noted Vecchio's presence at the event. 

"Pierre Poilievre came out and said this project was a waste of money," Trudeau said at the announcement. "Karen, you have your work cut out for you."

 Elgin-Middlesex-London MP Karen Vecchio visited myFM this morning with an announcement sure to catch her constituents off guard.
 

The decision will bring to a conclusion what will be a 10-year run as MP.

She was first elected in 2015, easily defeating Liberal runner-up Lori Baldwin-Sands by almost 11,000 votes.

In the 2021 vote, Vecchio stretched that margin of victory to more than 19,000 votes over Liberal candidate Afeez Ajibowu.

But her career in politics began in 2004 in then MP Joe Preston’s office.

Vecchio eventually became Preston’s Executive Assistant before being elected in 2015 after he stepped away from federal politics.

in 2019, Vecchio was named the new Shadow Minister for Women and Gender Equality. She had spent the past four years serving on the Status of Women Committee as both a member and as the chair. Vecchio previously worked as the Shadow Minister for Families, Children and Social Development.

The following year, then Conservative leader Erin O’Toole named her Deputy Houser Leader of the Official Opposition.

She is thankful for Preston’s unwavering support throughout her political career.

Deputy Prime Minister Chrystia Freeland defended her government's
decision to invoke the emergency powers now being used to clear
downtown Ottawa, saying Canada's economy and democracy are being
threatened.

"A liberal democracy must be prepared to defend itself," she told a
news conference Friday as police continued to take into custody
protesters demanding the elimination of all pandemic measures who have
gridlocked the capital city for nearly three weeks.

The federal government triggered the Emergencies Act earlier this week
for the first time in the legislation's history. It brought in new
measures prohibiting public assemblies that disrupt the movement of
people, goods and trade, or that support the "threat or use of acts of
serious violence against persons or property."

In a dramatic show of force, a line of police officers — some armed
with weapons, face shields and gas masks — has been moving along
Rideau Street, pushing protesters west and making arrests along the
way.

Police started arresting protesters and towing trucks on Friday as
part of an operation to end a three-week blockade of Ottawa by
hundreds of truck drivers that paralyzed the nation's capital and
prompted the prime minister to invoke emergency powers. (Evan

As of 3:53 p.m. ET, police had taken 70 people into custody and towed
21 vehicles.

At one point, officers smashed the window of an orange vehicle and
arrested the occupant after he locked himself in.

Armoured tactical vehicles were spotted moving up Rideau — a major
downtown artery — with a group of mounted officers nearby.

"When this crisis is over, all of us will need to work hard to heal
our country," Freeland told the news conference.

"But today, our economy and our democracy are facing a serious and
foreign-funded threat. These illegal blockades and occupation cannot
be allowed to usurp the authority of democratically elected
governments."

Some of the protesters on the streets linked arms and sang the
national anthem. Others sat down or kneeled on the ground, refusing to
move.

"Hold the line," some chanted.

On Wellington Street, home of the National War Memorial and Parliament
Hill, protesters used shovels and orange and white pylons to build up
a wall of snow.

"You will face severe penalties if you do not cease further unlawful
activity and remove your vehicle and/or property immediately from all
unlawful protest sites," Ottawa police tweeted Friday morning.

Freeland said she takes no satisfaction in seeing the arrests.

"For me this is a day of real sorrow, but also determination," she said.

"And it is a day, I think, where everyone in our government is very resolute."

The government published its reasons for triggering the Emergencies
Act late Wednesday, calling the situation across the country
"concerning, volatile and unpredictable."

"The protesters have varying ideological grievances, with demands
ranging from an end to all public health restrictions to the overthrow
of the elected government," the government statement reads.

"Ideologically motivated violent extremism adherents may feel
empowered by the level of disorder resulting from the protests."

The statement also said border blockades threaten Canada's economic security.

"The impact on important trade corridors and the risk to the
reputation of Canada as a stable, predictable and reliable location
for investment may be jeopardized if disruptions continue," it reads.

For six days last week, protesters blocked access to the Ambassador
Bridge which connects Windsor and Detroit. The vital trade link was
reopened to traffic on Sunday after police moved in.

On Friday, an Ontario judge granted an extension to the injunction
that prohibits anyone from blocking access to the Ambassador Bridge.
The previous order was set to expire Monday.
Debate delayed

A debate in the House of Commons on the government's controversial
decision to invoke the Emergencies Act has been temporarily suspended
as the police operation continues on the parliamentary precinct's
doorstep.

House leaders previously reached a deal to debate the use of the
Emergencies Act on Friday and throughout the weekend, from 7 a.m. ET
to midnight, with a vote planned for Monday.

The extraordinary powers provided by the legislation have been in
effect since Monday, but the Emergencies Act stipulates that the
federal government also must go before Parliament to seek approval
from MPs and senators.

Government House Leader Mark Holland tweeted that he hopes the debate
can resume Saturday.

"We are closely monitoring the police operation in downtown Ottawa
today and will await further advice from security officials on
Parliament Hill on when the House can reopen," he wrote.

A note sent to senators on Friday morning asks them to stay away from
the downtown core.

The Conservatives have argued the government has not backed up its
claim that the demonstrations pose a serious threat to Canada and
can't be dealt with through existing laws.

"We want to lower the temperature across the country. The prime
minister clearly wants to raise it," interim Conservative leader
Candice Bergen said in the House Thursday.

"This is not a game. It comes at the cost to Canadians' rights and freedoms."

The Canadian Civil Liberties Association (CCLA) announced Thursday
that it plans to sue the federal government over its decision to
invoke the Emergencies Act.

"Emergency powers cannot and must not be normalized," said CCLA
executive director Noa Mendelsohn.

NDP Leader Jagmeet Singh said his party plans to support the
Emergencies Act declaration — which would carry it through the
minority Parliament — but is ready to pull its support if the measures
are no longer necessary or if the government takes on additional
powers.

"This is not a protest. It is not peaceful," Singh said during
Thursday's debate.

"The organizers of this illegal occupation have been clear from the
beginning. They came here to overthrow a democratically elected
government."
Downtown Ottawa locked down

Interim Ottawa police chief Steve Bell said the Emergencies Act and
the provincial state of emergency provided police with the resources
they needed to push back and end the demonstration.

"The three levels of government that have come together to support our
efforts in this have led us to be able to have the success we're
starting to see right now," he said Friday.

"Without the authorities provided to us through these pieces of
legislation, we wouldn't be able to be doing the work we are today."

Ottawa's downtown core remains locked down Friday morning, with about
100 checkpoints preventing protesters from entering the zone.

They act also prohibit people from bringing minors near unlawful
assemblies and authorize banks and insurance companies to freeze
participants' accounts and cancel their vehicle insurance.

On Friday, police escorted at least one tearful family with
school-aged children away from the scene.

    Canadian Civil Liberties Association to sue federal government

    Truckers say they'll face arrests peacefully — but will defend their rights

On Thursday, police arrested Chris Barber and Tamara Lich, key
organizers of the protest convoy that began as a demonstration against
vaccine mandates and other pandemic restrictions.

Both are expected to make court appearances on Friday.

According to police, Barber is charged with counselling to commit the
offence of mischief, counselling to commit the offence of disobeying a
court order and counselling to commit the offence of obstructing
police.

Lich has been charged with counselling to commit the offence of
mischief, police said.

CBC News has confirmed another of the convoy leaders, Pat King, was
among those arrested Friday.
