Businesses in downtown Fredericton already seeing a difference

It was a little harder to recognize friendly faces around offices, shops, and restaurants Friday as New Brunswick's mandatory mask regulation took effect.

People are now required to wear a mask in most indoor public places, regardless of whether physical distancing can be maintained.

For some it's a continuation of what they've been doing already, while others will have to adjust to the new mandate. 

Matt Savage, the owner of Savage's Bicycle Center, said the store never enforced masks before now, unless physical distancing wasn't possible. 

Savage said most of his customers were already wearing masks anyway.

"I would say 80 per cent of our customers coming in were wearing masks," he said, adding the store has been, and will continue, handing out disposable masks for customers entering the building.

Savage doesn't expect to have any issues enforcing the rule now that it's mandatory.

"If this is the difference between me being able to open our doors and the coffee shops being able to open — it's just such an easy, easy thing to do."

"We will enforce it at the door — it's the law, we're going to do it, and we're going to do our part."

Savage is also the chair of Downtown Fredericton Inc., a local business improvement organization for the downtown area.

He said the mandatory mask regulation is probably the easiest thing to do that has been imposed on businesses since the start of the pandemic. 

"We want to do what we have to do to keep our doors open. Nobody wants to go back to that point where we were forced to close."

Outside Savage's Bicycle Center, more people seemed to be walking around downtown wearing masks than was the case before the regulation came into effect.

That's something Sarah McAdam, co-ordinator of the Cultural Market, noticed too. 

"I see so many people going by now that have masks on, whereas yesterday, literally yesterday, they didn't," McAdam said.

Customers going into the Cultural Market, which offers international foods and local products, are required to wear a mask while ordering food and walking around the building. 

Once seated at a table, people can remove their masks. 

McAdam said with the new mandate everyone knows what's expected of them now. 

"I get a sense of relief knowing that people feel safer, more comfortable and they feel that they know better what to do," she said.

Yvonne Anisimowicz is a customer at The Cultural Market. She said she's been wearing a mask throughout the pandemic, and is glad it's now mandatory.

"It's about time, I think it should have been done from the start — I understand why it wasn't, but it's definitely time," she said. 

Anisimowicz said wearing a mask is a minor inconvenience that could play a major role in preventing spreading the coronavirus.

"I follow the science, I understand that this is the best way that we can do our part to help control the spread of COVID-19 and to avoid having another outbreak in the province."

Premier Blaine Higgs said during a news conference Friday that officers will be visiting businesses throughout the province to check on their operational plans. 

Only children under age two and people with a valid medical condition that prevents them from wearing a mask are exempt.

Methinks it would be a hoot if Higg's minions take me to court for ignoring his dubious orders before I file against him in order to secure my right to the same free heath care they enjoy I wil save me time and money They can bet I will not try to have the matter dismissed. Methinks it was interesting that my only comment to Buford was blocked in a heartbeat and my last comment went "Poof" Immediately after Buford teased me about it. Buford must be somebody special. Now I can't help but wonder if Buford attended and brought lots butter tarts to the deputy minister's private party last night at Brewbakers in Fat Fred City. Reply to @Buford Wilson: By the time masks have to be mandated they're doing it reactively to large spikes, instead of being proactive. Look up "this is not the flu" because they show how even in lock down measures once the virus is actively within the community (instead of proactively quarantined) all it takes is one "weak link" within each household for the virus to spread like wildfire.

Reply to @SarahRose Werner: Whether we beat down these outbreaks or not will come down to the actions of individuals. Politicians make decisions like allowing so many exemptions to quarantines to happen, but beyond that we're all responsible for how far the virus spreads.

Watching Education Minister Dominic Cardy on TV now and I can see why Premier Higgs kept him around. Well spoken and not bossy. Clear explanation of where we are seeing with COVID. Second case of COVID in our school system. I wish I could say I am surprised but I am not. I pray all the kids affected heal quickly. I hope this will give these kids immunity after this ordeal.

Masks are now mandatory and I will where one when necessary but I am afraid they are not the answer to this. Masks create anxiety for some while relieving anxiety in others. the wearing of masks cause people to be continually touching their facial area which is a breach of one of the primary rules to prevent the contraction of covid 19. Antisocial distancing, frequent hand washing and contact tracing will stem the spread. But I feel more understanding needs to be had collectively in terms of how to coexist with this new member of humanity... As was learned in the aftermath of the Viet Nam war, body counts are just a way of creating the perception that we have some kind of a handle on the situation, when in reality nothing could be further from the truth. This is not a game and this is not a war, this is public health emergency and must be treated as such. Herd mentality and public shaming is not the way to go

Will you do my grocery shopping and run my essential errands for me? Most people do need to go out at least occasionally.

Reply to @Dan Short: Essential errands can be arranged for cub side pick up. My dad's chemo meds were brought out to him for curbside pickup. You don't need to go inside a drugstore, store, restaurant, or grocery store. Those services are being offered and those alternatives are there. No shirt, no shoes, no mask, no entry (but there's curb side pick up and take out and online orders available for you to get service without physically having to enter).

The only exception could be a health appointment that you have to physically go in for. Even then you should really, really wear a mask if you can. At the very least if you truly cannot wear a mask then you must be extra vigilant about staying away from others and the other health measures.

Reply to @Bill Henry: Masks give me great anxiety but what works for me when I feel panic coming on I just need to be by myself for a couple seconds and breathe. I am ok then for about 5 minuets. Reply to @Dee Raines: All NB would have to do is have people apply for an exemption card. It could be done within a couple of days. Apply online or through the phone and they could give you a number representing your pass until your pass comes in the mail.

Just like we have handicap parking tags, people can have their pass. Like with parking tags they are occasionally checked and verified that the individual using it is the one who needs it, and that it's valid.

Simple solution. Then they show the card to show they're exempt and the workers can't ask what exact condition you have. But you have falsifying those cards a crime, as it would be fraud. Removes shaming and the burden of proof. But just because you have a pass that doesn't mean you get to just go wherever you want if your needs can be accommodated. Curb side pick up for groceries, pharmacies, and stores, online orders, and take out for food are all options and those services should be utilized.

The exemption card would permit entry to essential services only that cannot be accommodated in other ways and must be done in person, like health appointments and such.

Masks on chins, under noses, etc. It matters when measures were put into place too, because if done reactively after community spread the harm is already done because it will spread among close contacts and households.

People don't wear masks with friends or family, if they do so at all. Or they sit together at work and eat in the same small staff room face to face with others and then spread it around to their contacts. The virus doesn't press pause to allow you to eat.

Masks are to be worn properly and in ADDITION to all the other measures, not as a replacement. Human error is the problem and anti-maskers fueling conspiracy theories is just extra.

So now we have to be reactive to try to contain these outbreaks. If outbreaks become too large to contact trace in a timely fashion, or if it's in community spread, we'll get an up close look to what Quebec went through. We're not somehow different beings than they are. We just got lucky because most of our cases were travel related and the chains of transmission were quickly broken *proactively*.

We don't wear masks with our close contacts. Now that our contacts are increased the second wave will be larger. Even with masks, once you have a lot of cases and community spread the cases will spike. It only takes one "weak link" in each household to fuel the spread of the virus. Look up "this is not the flu" because they do such a good job at visualizing this and visualizing exponential growth.

Time will tell how large these outbreaks are, but exponential growth happens sooner than you think. The second wave is usually larger than the first. We're victims of our own success with exemptions and thinking the pandemic was over. Cases could have been fewer, with smaller clusters, contact traceable and not spread via community transmission.

Being reactive is not how we should be and masks along with all other measures can only do so much once it's in the community because we have close contact with our close contacts and that's all the virus needs to spread like wildfire. Harsh lock downs will work again if we can't contain it with all the other measures, like a reactive quarantine for the masses. But it would have been better to be proactive.

FYI Months ago while I was waiting in an emergency room to get a halter installed to do more tests on my old ticker I was forced to wear mask. Trust that my COPD condition got much worse in a heartbeat and the tests they do on me confirms this o be a fact. Later my doctor prescribed some serious drug that has helped my condition However it floored me the first time i used it. (Quite latterly) I passed out in my bathroom and woke an hour later in the shower in an embarrassing condition I was glad I live alone..I was heading to the toilet because i thought the drug had made me sick like its warning book informed me of.

Maybe but I do know if some Keystone Kop and the Crown wants to charge me for not following Higgy's illegal orders order I have lots of health care bills to prove what I say is true Methinks everybody knows that love to argue lawyers in court on the public record and that I am compelled to pay for my health care because Higgy et al have illegally denied me a Medicare Card for way past to long N'esy Pas?

Masks will be mandatory in most indoor public spaces in New Brunswick, regardless of whether physical distancing can be maintained, as of midnight Thursday, Premier Blaine Higgs has announced.

The decision comes as three new cases of COVID-19 have been confirmed, bringing the total number of active cases in the province to 24.

Only children under age two and people with a medical condition are exempt.

"Unfortunately, there are still too may people not wearing a mask when they are required," Higgs told reporters during a news conference in Fredericton.

He had been hopeful the majority of people would "do the right thing" and choose to wear a mask to protect the people around them, he said.

But enforcement officers surveyed 600 public spaces over the past week and found the average number of people wearing a mask provincially was 36 per cent.

In major urban centres, the number was as low as 16 per cent, he said.

"These numbers are simply not acceptable."

Chief Medical Officer of Health Dr. Jennifer Russell said she recommended a mandatory mask policy to the COVID-19 cabinet committee and cabinet before members discussed the issue Thursday morning.

She cited the outbreak at Manoir Notre-Dame special care home in Moncton, where 19 cases of COVID-19 have been confirmed, and the need to take more steps to prevent the spread of the virus.

The province is into the second wave of COVID-19, Russell said Wednesday, but the full extent of the outbreak won't be known for another two weeks, the average incubation period of the virus.

Before the COVID-19 committee and cabinet meeting, Interim Liberal Leader Roger Melanson told CBC he would support mandatory masks, if that was the recommendation of Public Health.

"I mean, when you see the inconsistency … there's some private companies that do enforce it, some are suggesting we do wear one, we're seeing more municipalities now in their locations going forward to wear a mask. It's very inconsistent and people have their different interpretations — Should I wear one? Should I not wear one?

"So I think we have to have a provincial policy and make it clear if you should or should not."

New cases

The three new cases of COVID-19 confirmed Thursday include a person in their 40s in the Saint John health region, or Zone 2, a person in their 20s in the Fredericton health region, Zone 3, and a person in their 30s in the Campbellton health region, or Zone 5.

The Saint John and Fredericton cases are related to travel outside the Atlantic bubble, while the Campbellton case remains under investigation, Russell said.

Of the 24 active cases in New Brunswick, 20 are in the Moncton health region, which is Zone 1, two in the Saint John health region, one in the Fredericton health region and one the Campbellton health region.

Three people are in hospital, one of them in intensive care, said Russell.

Seventeen of the cases were announced Wednesday — the province's largest single-day increase since New Brunswick's first case March 11.

All of those cases are in the Moncton health region and connected to the Manoir Notre-Dame outbreak, which was declared Tuesday after two residents tested positive.

Thirteen residents, four staff and two family members who were close contacts of a resident have tested positive, said Russell.

Nova Scotia and Newfoundland and Labrador have already implemented mandatory orders for masks.

Being as it is a predominant acadian community I would bet that someone staff/family has visited Quebec, didn't isolate and spread it to the home. In a way, I'm kind of sorry Higgs had to take this decision. Before masks were mandatory, I had fun seeing who was selfish, entitled and arrogant, and uncaring, and who was careful, sensible and caring. It was an eye opener. I won't be able to play the game anymore. BTW I've been wearing my mask since March and live in a zone that didn't have a reported case for months. It was just common sense. Heck I even traveled to another zone (without any reported cases) to meet some relatives to give them lobster and everyone was wearing a mask. It was just sensible. Sometimes I wonder... do the anti-maskers even wash their hands? Hmm.

But what happens if somebody very stubborn at not wearing a mask, AND not willing to wear one just walk in a store or whatever. Can store Security really do anything ?

If the store still asks the person to leave even though they said they have a medical exemption the person should just leave the store and contact the manager and ask if their store always discriminates against people with disabilities. An outbreak of COVID-19 at a long-term care home in Moncton, N.B., is raising concerns about transmission of the virus inside the Atlantic bubble.

On Wednesday, officials in New Brunswick confirmed 17 new cases amid efforts to contain the outbreak at the Manoir Notre-Dame special care home in Moncton, where 13 residents, four staff and two family members tested positive. Officials also identified potential public exposure to the virus at the Moncton Costco Optical Centre and Moncton St-Hubert restaurant.

"We have lots of connections with New Brunswick, and the Moncton area, and it does raise concern for us here on Prince Edward Island," P.E.I. Chief Public Health Officer Dr. Heather Morrison told CBC News: Compass in an interview Thursday afternoon. 

"At this time it is a concern, but [we are] watching carefully what is going on," she said. 

P.E.I. currently has three active cases of COVID-19, and 58 recovered.

Changes to the bubble?

With Thanksgiving weekend approaching, Morrison said it has her thinking about public health measures and how careful people need to be

"I think New Brunswick, Nova Scotia, P.E.I. in particular will all be looking at whether or not we need to make any changes to the Atlantic bubble," Morrison said.

"At this point, I think we will be trying to make sure that anyone coming to the Island, whether they're visitors or Islanders returning for the weekend, are reminded that if they have any symptoms that they should be tested."

A news release issued late Thursday addressed how this reminder will be delivered: "Additional information will be distributed to everyone entering Prince Edward Island via the Confederation Bridge and the Wood Islands ferry to reinforce the need to monitor for symptoms of COVID-19, follow public health measures and avoid large gatherings."  

Think twice about travel

In the interview with CBC News: Compass, Morrison also urged people to think about whether they really need to travel, until officials know more about how the Moncton outbreak is going.

After Morrison spoke with CBC, officials in New Brunswick held a briefing and said there are three new cases in that province, although not related to the long-term care home. That brings the total number of active cases in that province to 24.

To further slow spread, Dr. Russell also says visiting is now prohibited at adult residential facilities in the Moncton region until further notice. Physicians have been urged to be on high alert for anyone displaying symptoms.
Premier Blaine Higgs: Masks will be mandatory in public spaces as of midnight tonight.

New Brunswick officials also announced wearing masks will be mandatory in most public spaces as of midnight.

The COVID Alert app is available to Islanders beginning Thursday, and Morrison urged Islanders to download it. She said it's one more tool officials can use to identify contacts and lessen the spread of the coronavirus. 

"The more people who download the app, of course the more useful it will be," she said.
