Vaccine mandate for truckers could lead to mass layoffs and supply chain issues

'You're getting into some very critical areas of disruption of service,' says trucking association

As of January 15, new federal rules mandate that truck drivers returning from the U.S would have to quarantine if they're not vaccinated.

A similar mandate is scheduled for January 22 for drivers heading into the U.S.

Mike Millian, the president of the Private Motor Truck Council of Canada in Milton, Ont., says the supply chain slow downs being experienced now will only get worse.

"While we're trying to protect the public's health and safety by mandating a vaccine, we could be harming the public's health and safety if we're mandating 20 per cent of the workforce to be gone when we already have a shortage of that workforce," Millian said.

"They're the ones that deliver food, fuel, vaccines, medical gases, blood, all the stuff that keeps our healthcare system going. Food in our stomach and heat in our homes. We're going to create a bigger public health risk if we're not careful here."

The trucking industry fears the vaccine will lead to an estimated 12,000 and 22,000 workers leaving the job when the mandate is enforced.

Shelley Walker of Cambridge is president of the Women's Trucking Federation of Canada. 

She said in a coast-to-coast survey of the Women's Trucking Federation of Canada where 181 responded, 56 per cent said they will not get vaccinated to meet this mandate. 

"For some of them, it's been too much miscommunication. For some, [they say], 'We've been doing this for over two years, I haven't gotten COVID. I'm in a truck all by myself.'  And for others, it's a case of religious beliefs," Walker said.

Calls to delay mandate

Trucking organizations like the Canadian Trucking Alliance have asked the governments on both sides of the border to keep the dialogue open ahead of the first vaccine date.

Stephen Laskowski is president of the Canadian Trucking Alliance. He says they've asked the governments of Canada and the U.S to work with industries on both sides of the border and members of the supply chain that rely on the trucking industry.

"Speak directly with those customers of the trucking industry throughout the supply chain to understand their current problems in managing their supply chains related to not only driver shortages, but there are other issues they are facing," Laskowski said.

He said they also need to talk about "how removing a certain percentage of drivers from the supply chain as a result of this mandate would make a bad situation in the supply chain even worse."

Millian says at best, they're hoping to delay the mandate and offer testing options for the truckers. 

"Give us the option to get them tested a couple of times if the driver doesn't want to get vaccinated," Millian said.

"At least in some way, we are still doing what they wish, which is, trying to ensure we're not getting infected and spreading it around. But at the same time, we're not moving these workers from the workforce which both our economies desperately need."

More grocery shortages could be coming beyond storm delays, trucking association says

Some Halifax grocery stores ran out of produce after this weekend's winter storm

Jean-Marc Picard, the executive director of the Atlantic Provinces Trucking Association, said heavy snowfall made road conditions unsafe for drivers.

That delay left some grocery stores with bare shelves Saturday, particularly in the produce section.

"The downfall of it is that some stuff is going to be delayed and, unfortunately, sometimes it's groceries or fuel or medical supplies and important items like that, and it could take a few days to catch up," Picard told CBC News on Monday.

Jim Cormier, the Atlantic director for the Retail Council of Canada, said the shortage also could have been exacerbated by Nova Scotians who stocked up before the storm.

"You can almost guarantee in a Maritime environment, when we see storms coming, people buy maybe a little bit extra," Cormier said Monday.

"And retailers do what they can to ensure that they have extra on hand but you can only do that with so many certain products."

Although most stores had been restocked as of Tuesday, Picard said this recent delay could be just the beginning.

Picard said delays could become more common as the industry faces a driver shortage during the Omicron wave of the COVID-19 pandemic.

The Canadian Trucking Alliance says there's already a shortage of about 18,000 drivers.

"This is probably the worst it's ever been … and it's not getting any easier," Picard said.

"With COVID in the mix [and] the vaccine mandates coming, I think it's just going to be a real tough haul there for the next little while."

Starting later this week, essential workers returning from the United States will need to be fully vaccinated with two doses of a COVID-19 vaccine, and vice versa later this month.

"It could create a huge hole in in the supply chain so we're estimating maybe 10-15 per cent, we're going to lose people," he said. 

"And if that happens, buckle up, it's going to be a tough situation to manage." 

Meanwhile, Cormier said this is not a "sky is falling scenario" and retailers are prepared to deal with supply chain issues.

"These things do happen from time to time … they'll go up and down this fourth wave," he said. 

"Who knows where that will land? But as of right now, grocers are still maintaining the supply chain to the best of their abilities."

Federal government now says all truckers crossing border must be fully vaccinated

Clarification comes day after government spokesperson mistakenly said Canadian truckers would be exempt

All truck drivers crossing the border must be fully vaccinated as of Saturday, regardless of whether they are Canadian citizens or foreign nationals, the federal government said Thursday.

Confusion over the controversial policy has been widespread since the federal government first announced in mid-November that by Jan. 15, all foreign nationals working as truckers would have to be fully vaccinated to enter Canada.

The same announcement said unvaccinated Canadian truckers would be allowed in, but would be subject to quarantine and testing requirements.

On Wednesday, a spokesperson for the Canada Border Services Agency said the federal government was backing down from that commitment and would allow Canadian truckers to enter the country without having to quarantine even if they were unvaccinated or had received only one dose.

Today, the federal government walked back that statement, saying that Wednesday's statement was was "provided in error" and that the regulations outlined in November will stand. 

Trade associations on both sides of the border had been pushing for a delay to the restriction, which they say would put additional strain on supply chains amid the latest COVID-19 surge and severe worker shortages.

About 10 per cent of the 120,000 Canadian truckers who cross the border may not be able to work those routes because they haven't been vaccinated, according to the trucking alliance.

Cash bonuses to get vaccinated

The vaccine mandate is already starting to affect trucking operations.

"There are many of our members who have already said they will not be dispatching unvaccinated drivers across the border," said Canadian Trucking Alliance president Stephen Laskowski.

Transport companies never opposed the vaccine mandate, Laskowski said.

"It's the timing of it," he added, citing factors putting pressure on supply chains, such as clogged ports and workers off sick.

The new rule could encourage reluctant workers to roll up their sleeves. One Montreal-based logistics company offered a $10,000 bonus last month to all drivers who received their first vaccine dose by mid-January in the hopes of retaining employees and boosting inoculation rates.

The impact on supply chains

Guy Milette, executive vice-president of the Quebec based fruit and vegetable importer Courchesne Larose Ltd., said the mandate will put pressure on prices and the supply of goods, especially given the time of year. 

From "January up to April is the worst of the year and [sees] the highest percentage of imported vegetables," he told CBC News. "So the impact that we're [talking] about today, it's coming in the worst portion ... of the year."

Ontario-based Titanium Transportation Group, which boasts a fleet of 800 tractors, says 95 per cent of its drivers are fully vaccinated.

"More than likely there's no good time, right? They've had this exemption for quite a long time. So maybe this is the right time," CEO Ted Daniel said.

Still, trade groups have been calling on the federal government to postpone the Saturday deadline.

Recent flooding in British Columbia and China's "zero-COVID policy" have added to supply-chain bottlenecks, the Canadian Manufacturing Coalition said in a letter signed by 18 industry association heads who are asking for a delay.

The Petroleum Services Association of Canada said the vaccine mandate will "only aggravate things further."

Food and agricultural products could also feel the squeeze.

Nearly two-thirds of the roughly $21 billion in agri-food imports that Canada receives from the United States each year arrive by truck, according to Sylvain Charlebois, a Dalhousie University professor of food distribution and policy. The reliance on U.S. products is especially high in winter.

Conservative MP Melissa Lantsman said the vaccine mandate for truckers will add to the country's supply chain woes and drive up prices even further.

"At a time when inflation is already at a record high, Canadians will be the ones paying the price for the Trudeau government's poor policy decisions. Canada's Conservatives will be the voice of Canadians who are being priced out of their own lives in Justin Trudeau's economy," she said in a media statement. 

'I won't comply'

Bridgitte Belton, an unvaccinated truck driver, said she and her husband, who is also a trucker, will not be getting vaccinated despite the trouble the mandate will cause for her financially when it kicks in on Saturday.

"I lose my truck. I lose my house. I lose my car. I basically will have absolutely nothing left," she told CBC News.

"I won't comply. I will not get the shot in the arm. Who am I really protecting? I'm protecting somebody that lives in long term care. I don't go there … I live in my truck. When I go home, I go home to my husband, who's also a truck driver."

Luis Franco Robles, a fully vaccinated truck driver from Alberta, told CBC News that he is in favour of the coming regulations, adding that imposing the mandate is the "right thing to do."

"It's a matter of public health, period ... And so we need to do our part ... as citizens, to do what's right for everybody else," he told CBC News. 

"You cannot put your personal beliefs in front of this because you're affecting other people. It's a matter of life and death."

The federal government is backing down from its vaccine mandate for Canadian truckers three days before it was set to take effect.

Ottawa announced in mid-November that truck drivers crossing into Canada would need to be fully vaccinated by this Saturday.

But on Wednesday evening Canada Border Services Agency spokesperson Rebecca Purdy told The Canadian Press that Canadian big-riggers will not have to quarantine if they are unvaccinated or have received only one dose.

The news came as a surprise to Canadian Trucking Alliance president Stephen Laskowski, who says industry representatives met with government officials as recently as midday Wednesday and were told the mandate was still on track for Saturday.

Trade associations on both sides of the border had been pushing for a delay to the restriction, which they say would put additional strain on supply chains amid the latest COVID-19 surge and severe worker shortages.

The new rule will still take effect for American truckers, who will be turned away at the border unless they've been inoculated starting this weekend.

About 10 per cent of the 120,000 Canadian truckers who traverse the border may not have been able to work those routes because they haven't been jabbed, according to the trucking alliance.

The Canada Border Services Agency declined to say whether the truck drivers' exemption is temporary or indefinite, or what prompted the change.

Late last night media reports began circulating that effective Saturday, unvaccinated Canadian drivers returning to Canada on or after January 15th would not be subject to quarantine or testing when they return to Canada via the land border. While this has been reported as a reversal by the Canadian Government, in actual effect it changes very little from what we reported yesterday. Unvaccinated US Drivers entering Canada will still be refused entry into Canada effective Saturday, and the US mandate allowing unvaccinated Canadian Drivers to enter their country is still expected to take effect on January 22nd. CANADA BORDER VACCINE MANDATE SET TO TAKE EFFECT THIS SATURDAY

PMTC and other industry reps had a call earlier today with CBSA, PHAC and Transport Canada. The purpose of the call was to explain what will occur at the Canadian Border when essential workers arrive at it on Saturday, the day the Canadian border vaccine mandate is set to take effect. The mandate will pertain to both Canadian and non-Canadian drivers who seek to cross the land border into Canada.

Please be advised that to cross the border into Canada, drivers must download the ArriveCAN app. In order to cross the border into Canada, as of January 15th,  drivers must show that they have been fully vaccinated from COVID-19 and use the ArriveCAN app. As of this date, if you are not vaccinated, a non- Canadian driver will be turned away at the port of entry and a Canadian driver returning to Canada will be instructed to follow quarantine protocols.

Links are provided below for more information, and key information and tips that were shared to today by government officials today are

  • As of January 15th, it is required that essential workers enter their vaccination status through the ArriveCan app. If a driver does not have access to a smart phone or have a data plan, they can access the browser version of the arrive can app from any computer, enter their vaccination status on the reusable use receipt which is available for frequent travellers.
  • Once the above info is entered, an ArriveCan receipt will be provided. Although your information and receipt will be electronically in the system, you are advised to either download a copy of the receipt to your electronic device as well as print off a paper copy to carry with you.
  • You are advised to also carry a digital or paper copy of your proof of vaccination status with you in case it is asked to be verified at the border. The only proof that will be accepted is the one issued by the Province, Territory or State that administered it.
  • Officials have advised us, if you are vaccinated but do not submit the information via ArriveCan as of January 15th, their focus will be on education and compliance initially. Failure to submit via ArriveCan will likely lead to delays at the border however, and the possibility of penalties do exist. If not using ArriveCan yet, you are advised to transition to it as soon as possible to avoid any issues.
  • If you are medically exempt from being vaccinated, you must provide eligible proof of this exemption from a doctor licensed to practice in Canada.

The US administration corresponding mandate on foreign drivers entering the U.S. is expected go into effect on January 22.

Since this policy was first raised in government circles, we have constantly communicated the environment that this mandate would create. We had hoped that both U.S. and Canadian officials would recognize the effects this rule would have on our industry’s capacity levels. Unfortunately, at this point neither the Canadian nor U.S. officials have changed their position on this matter.

As we can probably predict, mandates such as this are certain to cause delays and increased issues regarding our supply chain. If you begin to encounter any problems due to the cross-border vaccine requirement, please don’t hesitate to forward this information to me.

BREAKING NEWS: Border-crossing Canadian truck drivers won’t face quarantines, testing under vaccine mandate

Canada’s federal government is reversing course and will not impose testing and quarantine requirements for unvaccinated or partially vaccinated Canadian truck drivers at the international border when a new vaccine mandate takes effect on Jan. 15.

Unvaccinated or partially vaccinated U.S. truck drivers will still be turned away.

“We can now tell you that as of Jan. 15, truck drivers with a right of entry [Canadian citizens, permanent residents and persons registered under the Indian Act] who are unvaccinated, or partially vaccinated Canadian truck drivers arriving at the border, will remain exempt from pre-arrival, arrival and post-arrival testing and quarantine requirements,” a Canada Border Services Agency spokesperson told trucknews.com on Wednesday night.

“Unvaccinated or partially vaccinated foreign national, including American, truck drivers will be prohibited entry into Canada.”

The foreign national truck drivers will be admitted to Canada only if they are fully vaccinated with one of the vaccines approved for entry into Canada, and if they they can prove a “contraindication” to a Covid-19 vaccine dosage regimen.

The new position emerged Wednesday evening, only hours after representatives of the Canada Border Services Agency, Public Health Agency of Canada, and Transport Canada informed trucking associations about plans that would have applied stricter measures.

Senior fleet executives say they were surprised by the changing position.

“Pleasantly surprised,” said Wendell Erb, president and CEO of Erb Group of Companies.

“If this is in fact true, then it is good to see that our message has been heard,” added Rob Penner, CEO of Bison Transport.

“While we are glad to hear the government has listened and will not be requiring Canadian drivers to quarantine effective Saturday, we are still seeking further details,” said Private Motor Truck Council of Canada president Mike Millian.

“For true relief to take effect, and allow the industry to continue to supply both our nations with our essential needs, we need both countries — at a minimum — to extend the time before this regulation will take effect, to allow more drivers to get fully vaccinated or provide testing options for those who are unvaccinated.”

The Canadian Trucking Alliance had estimated that as many as 12,000 to 16,000 of the 120,000 Canadian truck drivers who cross the border in their jobs could be lost based on current vaccination rates, adding to supply chain challenges.

Canadian truck drivers have been exempted from quarantine and testing requirements at the international border in their roles as essential workers throughout the pandemic.

About 40,000 U.S.-licensed truck drivers cross the border, the Canadian Trucking Alliance estimates.

Wendell Erb Named OTA Chair; Promises to take Aim at Level Playing Field Issues

Wendell Erb, president and CEO of Baden, Ont.-based Erb Transport, was named chairman of the Ontario Trucking Association for a two-year term. The announcement was made today at the OTA’s virtual executive conference and board meeting.

Erb, a long-time supporter of the OTA, served for years on the OTA board of directors and executive committee, most recently as first vice-chairman. He succeeds One for Freight’s David Carruth as chair.

Wendell took over his company from his late father and founder, Vernon Erb, in late 2011. His dad started out with one dump truck in 1959. Partly under the leadership of Wendell, the fleet has since grown to become one of Canada’s biggest trucking companies, specializing in refrigerated freight and employing some 1,500 people.

As the new OTA chair, Wendell says he plans to follow the proven blueprint laid by his father for success – listening to people.

“I learned very early on in life and business that there is no real secret to success,” he says. “Take care of your people and they will take care of you and your customers.”

Accordingly, he says he looks forward to working with OTA staff, which he believes has done a tremendous job working with governments on everything from safety policy to steering the industry over COVID-19 hurdles. He says he will also draw from some of the great past-present-and-future minds of the industry, including outgoing chair Carruth and CTA chair Jean Claude Fortin.

One of Erb’s main goals as chair will be to continue guiding OTA along its current path of equaling the competitive playing field for compliant, responsible carriers in areas of truck and highway safety, tax law and environmental rules.

Erb, who has always taken seriously the duty to uphold the industry’s image, has been particularly vocal about urging governments in Ontario and across Canada to help industry put an end to the labour misclassification scheme known as Driver Inc. He takes over just as the Canadian Trucking Alliance unveiled a new awareness campaign aimed at educating CEOs and presidents of shippers and receivers in the supply chain to seriously consider the cost of compliance when choosing transportation providers and to ensure their freight carriers aren’t cheating on taxes, cutting corners on safety and polluting the environment.

“The time has come to end once and for all the idea that carriers can build a business model based on dangerous, unethical and illegal non-compliance to gain ill-gotten advantages on the majority of law-abiding carriers who play by the rules, pay their fair share and take safety, the environment seriously,” says Erb. “I look forwarding to helping OTA advance this cause throughout all levels of government and the business community.”

Erb says he also looks forward to seeing through the many additional safety, labour and environmental initiatives OTA is working on, such as the implementation of electronic logging devices in Ontario and solving the driver shortage, among other things.

Preparing for life after COVID-19, Erb says a priority remains the sustainability of OTA over the long-term and will look for new ways to involve and seek input from the next generation of trucking leaders involved in the association.

“OTA is the voice of trucking in Ontario. It has a proud history of representing the diverse and varied interests of the industry over almost 100 years. In order for that continue, we must also listen to new and emerging voices and new ideas to ensure our vision is sustainable and we are always adaptable to whatever is in store for us down the road over the following 100 years.”

I'm wondering why anyone would be against a whistleblower telling
everyone about a corrupt Workmen's Comp fund every Canadian pays into
and gets ripped off from which funds corruption and another
whistleblower who is exposing corrupt politicians and judged
torturing, raping and murdering children?
