Police in Peterborough, Ont., are investigating an incident that saw NDP Leader Jagmeet Singh accosted by protesters at a provincial campaign stop. Singh says it was one of the worst experiences of his political career.
 

NDP Leader Jagmeet Singh says the aggressive verbal harassment he endured outside a campaign event in Peterborough, Ont. was one of the most troubling experiences of his political career.

Singh was accosted Tuesday by protesters before and after a rally at the campaign office of provincial NDP candidate Jen Deck.

Videos posted to social media show protesters approaching Singh and shouting profanity in his face as he left the event. Some followed Singh to his vehicle, where they continued to yell and hold up middle fingers just outside the passenger-side window.

Protesters could be heard shouting, "You're a f--king piece of s--t" and "You lying piece of s--t" on videos capturing the incident.

A day later in Ottawa, Singh said the incident reflects a worsening trend of aggression and polarization in Canadian politics.

"There were folks that were saying some really horrible things. Some folks were saying 'I hope you die' and things of that nature," he told a news conference when asked about the incident.

"We should be able to disagree as a society respectfully, maybe even angrily, but it doesn't have to come to the point where it's getting so polarized that people's safety is at risk."

Singh said he has gotten used to dealing with aggressive behaviour in public, but conceded that the verbal abuse he received in Peterborough "would rank among the worst experiences."

He directed some blame at politicians who stoke division, though he did not offer any names.

"There is a responsibility that politicians play who purposely flame these divisions or purposefully spread misinformation," Singh added.

Peterborough police say they have reached out to Singh since there was no call for service made after the incident.

"It's disheartening to hear as we know most residents are respectful & these few are not reflective of our community," the police service wrote on Twitter.

Threats against politicians more common now

The 2021 federal election campaign and this winter's truck convoy protest in Ottawa have highlighted what politicians and security agencies say is a growing trend of hostility toward political figures.

Signs and flags bearing the phrases "F--k Trudeau and "F--K Legault" were rampant throughout the Ottawa region for much of the protest.

Prime Minister Justin Trudeau was dogged by protesters for much of last year's campaign. At a campaign stop in London, Ont., he was pelted with gravel.

A 2020 report by the Canadian Security Intelligence Service obtained by CBC News through an access to information request found that "political figures in Canada are facing threats of violence and online abuse with increasing regularity."

The document notes an increasing number of online threats and calls for violence against Trudeau and says several provincial premiers have experienced similar threats.

Conservative politicians also have decried a shift in public discourse toward threatening and aggressive behaviour.

"Something has changed and it has not changed for the good," Conservative MP Michelle Rempel Garner told CBC News last year.

Conservative leadership candidate Scott Aitchison condemned the harassment directed at Singh.

"This vitriol is corrosive for our politics and bad for the country. Politics by intimidation has no place in Canada," Aitchison said on Twitter.

Peterborough police charge owners of Peterburgers restaurant with violating city noise by-law

Peterborough police have charged the owners of Peterburgers under the city’s noise by-law following the restaurant’s grand reopening celebration on Saturday (April 9).

The restaurant, located at 25 George Street North, had recently reopened after having been closed since December by order of Peterborough Public Health for defying COVID-19 public health measures.

On Saturday afternoon, a convoy of vehicles decorated with Canadian flags and anti-Trudeau messages drove past Peterburgers on George Street while honking horns, with many of the vehicles ending up in the parking lot at Del Crary Park just up the street from the restaurant.

A crowd also gathered outside the restaurant to support the owners, who are known for opposing COVID-19 public health measures as well as vaccines.

A number of people spoke to the crowd through a sound system, and vehicles honked as they drove past the restaurant. At several times, members of the crowd spilled out into the surrounding streets.

Several people on social media complained about the event while it was happening as well as the lack of a police presence, tagging local politicians as well as the police.

Late on Saturday afternoon, police issued a media release that they had “several officers in attendance” and that “charges are forthcoming.”

Also late on Saturday afternoon, Peterborough mayor Diane Therrien posted on Twitter that, although she nor members of city council can direct the police, she was planning to bring the issue to general committee at Monday’s meeting and to the Police Services Board at Tuesday’s meeting.


A reminder that neither I as mayor or council in general can direct the police. Please check the Ontario Police Services Act for more. There is good reason political officials cannot dictate to law enforcement who to arrest.
 
However, as a member of the Police Services Board, I will bring this up at our meeting Tuesday. And I have followed up with city staff about our options on the bylaw front, which I will bring up at GC this Monday. Both meetings are public.

At the end of the general committee meeting on Monday night, Therrien made a statement about the situation on the weekend.

“Myself and members of council are receiving complaints and concerns from residents about periodic disruptions on city streets and related noise that’s negatively impacting businesses, residents, and everyone who uses city streets,” Therrien said.

“So I’m just referring these complaints and concerns to (city) staff as an enforcement complaint and, further, I would encourage staff to consider whether the city’s regulatory framework adequately balances the rights of those who wish to assemble and express themselves, with the rights of the residents, business owners, and the rest of the users of city streets. And I’ll just leave it at that for now, thank you.”


On Tuesday afternoon, Peterborough police issued a media release stating they had charged Peterburgers on Monday “for permitting noise likely to disturb under section 90-273 of the City of Peterborough Noise By-Law,” and that a court date of June 27 has been set.

The fine under the noise by-law is $125 for a first offence. For subsequent offences, a summons may be issued, compelling the person to attend court, where the fines could reach a maximum of $2,000.

I could rant about who Roy is and why he and Nicole feel like they are essential cogs in the underground political machine.  They aren’t.

They are legitimately living out some fucked up hero story on behalf of other racist assholes who want things they can’t have and fear the conspiratorial apocalypse of a browner Canada.

The Durham Region Police constable who professed support for the ‘Freedom Convoy’ to Ottawa in protest of COVID-19 vaccination requirements has been charged with discreditable conduct and other offenses under the Police Services Act.

Constable Erin Howard posted a selfie-style video recorded in her cruiser to Facebook on January 24. In full uniform, Howard voiced solidarity with the convoy of protesters then on their to Ottawa.

“I really want to give a big shout out to all the truckers. I think what you guys are doing is incredible,” Howard said in the video, “You’re fighting for our rights and freedoms. Right now it feels like we’re a little bit at war and those rights and freedom are at stake.”


 

The Convoy arrived in Ottawa a few days later, quickly evolving into a full-scale occupation of the city. The convoy remained in the capitol for three weeks, incessantly honking their horns and obstructing traffic with numerous reports of protestors harassing business and residents.

Numerous monuments, like the Canadian War Memorial, the Tomb of the Unknown and a statue of Terry Fox were danced on, vandalized and urinated upon.

All told nearly 200 people were ultimately arrested including leaders Tamara Lich and Pat King, who remains in custody. Most recently, Ottawa-area MPP Randy Hillier was arrested March 28 on several charges stemming from his alleged involvement.

Some 400 charges have been filed and the City estimates the protest cost around $30 million in policing and clean up costs. .

Howard was set to speak at the protests saying she was “thrilled and honoured to be able to be there.”

At the time Howard released the video, 76 per cent of DRPS officers and civilian employees were vaccinated per the previous update to the police service board.

Unlike services like Toronto Police, Durham Regional Police does not require its officers be vaccinated for COVID-19. “Fundamentally, I’m not sure how I enforce it,” Interim Chief Todd Rollauer explained, adding he worried about the effect reducing officers on duty would have on safety in the Region.

DRPS does however strongly recommend vaccines, and requires unvaccinated employees to submit to regular testing at their expense. Durham Police later reported that 95 per cent of their staff, uniformed and civilian, was completely vaccinated.

Meanwhile, in the wake of Howard’s video Durham Police began an internal investigation and said via twitter, “We were made aware today of a video circulating on social media from one of our uniformed members regarding the Freedom Rally. The views expressed in that video do not reflect the views and opinions of DRPS. We are currently looking into this matter.”

Peterborough Police’s new Acting Chief says his focus right now isn’t on whether or not he’ll get the job full time.

Tim Farquharson, who was appointed Acting Chief as of Monday, says it’s not something he’s thought about a whole lot.

Farquharson was named Acting Chief after former Chief Scott Gilbert unexpectedly retired on Friday afternoon, effective Monday.

The Peterborough Police Services Board says it will be conducting a search for the next Chief, and Farquharson says he hasn’t yet made a decision regarding whether or not he’ll pursue to position.

Independent MPP Randy Hillier is fined by Peterborough Police for not obeying the stay-at-home order.

Hundreds gathered at Confederation Square in Peterborough on Saturday, April  24 to voice their concerns about the harms of lockdowns.

The anti-lockdown rally was mostly peaceful until Peterborough police ticketed Maxime Bernier, the leader of the federal People’s Party of Canada, as he tried to leave the square after his speech.

Bernier was joined by independent MPP Randy Hiller at the rally, and engaged in a lengthy heated face-to-face with Peterborough Police Chief Scott Gilbert.

Both Bernier and Hiller were charged with breaching the stay-at-home order.

Police board mum on whether he was given a payment upon retiring or whether complaints had been filed but confirms ‘no investigation required going forward.’

Peterborough Police Services Board chair Les Kariunas wouldn’t say on Thursday whether there had been any internal complaints filed against former city police Chief Scott Gilbert, who retired with no notice on Monday, or whether Gilbert is getting any monetary payout — but he did say “there is no need to investigate” anything leading up to Gilbert’s sudden departure from the job.

Kariunas and acting Chief Tim Farquharson — who’s been the deputy chief for a decade — held a press conference on Thursday, three days after Gilbert’s retirement.

Late last Friday afternoon, the board announced that Gilbert, who was hired as chief in mid-2018, replacing Murray Rodd, was retiring.

On Thursday Kariunas wouldn’t say why the retirement came so suddenly: he said that Gilbert, who’d been a high-ranking Toronto officer for 38 years prior to coming to Peterborough, had decided it was time.

When asked by more than one reporter whether there had been any complaints filed against Gilbert by the Peterborough Police Association, Kariunas said there are human resource policies preventing him from giving an answer.

He also said he couldn’t tell the public — again due to human resources policies — whether Gilbert received any percentage of his salary upon retirement, though Kariunas did say there’s a precedent for it within the service.

“All I can say ... is that there is no investigation required going forward,” Kariunas said.

Furthermore there’s no timeline yet on when or how a search for applicants will be carried out, Kariunas added. A Toronto recruiting firm had conducted a Canada-wide search for applicants before Gilbert was hired.

Farquharson said he’s not sure yet whether he’ll apply: he hasn’t thought about it.

“Very honestly, right now we are so busy that I’m just trying to keep up with the day-to-day work,” he said.

Certainly Gilbert’s retirement was “sudden,” Farquharson said.

“But the main thing is we have incredible people,” he said. “I’m the least among everybody… I’m surrounded by just incredible, brilliant people, a lot brighter than I am.”

The invitation to news outlets said the press conference was meant to offer insight on how Peterborough Police is moving forward.

Farquharson mentioned an ongoing survey on how the public feels about the prospect of police using body-worn cameras. The survey can be viewed at bit.ly/3JmPxbR

Kariunas talked about how the police board is continuing planning for a new police station to potentially replace the outdated and crowded 54-year-old police station at Water and McDonnel streets.

“As policing becomes more complex ... we’re planning for the future.”

Sandra Dueck named new communications coordinator for Peterborough Police Service

Dueck, currently the vice-president of the Greater Peterborough Chamber of Commerce, will begin her new role with the service on Nov. 23, the service announced Monday.

She replaces Lauren Gilchrist who left the position on Sept. 4 after holding it since December 2011.

“I’m excited to be joining the Peterborough Police Service in the role of communications coordinator,” she said. “I plan to introduce creative and innovative practices to engage a variety of stakeholders as we navigate challenges in our community, the expectations of residents, changes in technology, and the need for multi-agency collaboration. There are so many tools that can help foster these connections and help tell our story. Policing has always been an area of interest to me and I look forward to serving the community in this role.”

Dueck spent the last eight years as the chamber’s policy analyst/communications specialist and most recently as vice-president and director of government relations and communications.

Police chief Scott Gilbert noted her work in policy and communications has been recognized locally, provincially and nationally.

“We look forward to having Sandra join the Service,” he said. “Openness and transparency are major pillars of our communication strategy. We feel Sandra’s past accomplishments and connections to community will be a good fit moving forward.”

In a release, the Chamber of Commerce said Dueck had a “tremendous impact,” taking advocacy activities from a monthly policy meeting to a nationally recognized position of influence.

“At the same time, Sandra has elevated our entire approach to communications, along with the look and feel of our brand. From curating need-to-know COVID-19 information for our members, to an organization-wide rebrand, to leading our advocacy efforts at both the Provincial and Federal levels, we are now a nationally recognized Chamber of influence, thanks to Sandra Dueck.”

Dueck won several awards during her time with the Chamber, included the 2016 Chamber of Commerce Executives of Canada National award for Employee of the Year; 2017 Ontario Chamber network International Women’s Day Influential Woman Recognition; 2019 Canadian Chamber Award for the chamber’s annual Power Hour event and the 2020 Business Woman of the Year – Organization.

“We wish Sandra every success in her new role,” the chamber stated.

Brunswick News has entered into a purchase deal with Ontario-based
Postmedia Network Inc. (Gabrielle Fahmy)

Brunswick News Inc., which publishes three daily newspapers and six
weeklies in the province, has been sold to Ontario-based Postmedia
Network Inc.

Postmedia announced Thursday night it has reached a deal with J.D.
Irving Inc. to buy BNI, including its parcel delivery business.

The papers produced by BNI include the following:

    Telegraph-Journal
    Times & Transcript in Moncton
     Daily Gleaner in Fredericton
    Miramichi Leader
    Woodstock Bugle-Observer
    Bathurst Northern Light
    Kings County Record
    Campbellton Tribune
    Victoria Star in Grand Falls

Jim Irving, co-CEO of J.D. Irving, is quoted in the news release as
saying the sale "represents an exit from the media business" for his
company.

    Brunswick News to stop Monday editions of 3 daily newspapers

The family's involvement in media dates back to the 1930s, when K. C.
Irving, Jim Irving's grandfather, purchased a Saint John weekly
newspaper as he built an empire that also included forestry and forest
products, oil and shipbuilding.

Additional purchases led to the family owning every daily newspaper in
the province except the French-language paper L'Acadie Nouvelle,
although it is printed by BNI.

Postmedia already owns more than 120 papers, including the National
Post, Vancouver Sun, Calgary Herald and Ottawa Citizen.

Andrew MacLeod, president and CEO of Postmedia, is quoted in the news
release as saying the BNI papers have a proud history.

"We look forward to continuing that legacy," he said.

Phyllis Gelfand, spokesperson for Postmedia, said the company is "not
doing interviews today."

Postmedia said the deal to acquire Brunswick News is subject to
closing conditions.

The Kennebecasis Regional Police Force has a new chief.

Wayne Gallant, the former RCMP officer in charge of criminal
operations in New Brunswick, was announced Thursday as the new leader
of the force, which covers Rothesay and Quispamsis.

Wayne Gallant, the former chief superintendent of the New Brunswick
RCMP, is taking over as chief of the Kennebecasis Regional Police
Force, effective Nov. 27. (Kennebecasis Regional Police Force)

He will take over Nov. 27, according to a news release issued by the
Kennebecasis Regional Joint Board of Police Commissioners.

Thank you for your follow up e-mail to me today. I was on days off
over the holidays and returned to work this evening. Rest assured I
was not ignoring or procrastinating to respond to your concerns.

As your attachment sent today refers from Premier Graham, our position
is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.

As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada and
the US. These issues do not fall into the purvue of Detachment
policing in Petitcodiac, NB.

It was indeed an interesting and informative conversation we had on
December 23rd, and I wish you well in all of your future endeavors.

RCMP Commissioner Brenda Lucki was caught by surprise by New
Brunswick's push to remove the head of J Division in 2021, according
to a letter she wrote to the province's public safety minister.

The head of the Royal Canadian Mounted Police was caught by surprise
last year when the Higgs government asked for the removal of the head
of the force's J Division in New Brunswick.

Commissioner Brenda Lucki told the province's public safety minister
it was "unfortunate" that no one told her or her senior management
team that they had "concerns" about assistant commissioner Larry
Tremblay.

"There may have been an opportunity to proactively address some of the
issues you've raised," Lucki wrote to then-minister Ted Flemming in a
July 29, 2021 letter obtained by CBC News.

Flemming had written to Lucki two weeks earlier, invoking a section of
the province's policing contract with the RCMP that allowed him to ask
the force to replace Tremblay.

"I do not invoke article 7.4 lightly, and I regret that it has become
necessary," Flemming wrote in his July 15 letter.

That section says the minister can request a replacement if the
commissioner is convinced "sufficient cause" exists that the head of J
division "no longer commands the confidence" of the provincial
government.

Flemming's letter opened by saying "as you are aware," Tremblay "no
longer commands my confidence" to act on drug crime and be accountable
to local communities.

In her response, Lucki said "neither I, nor my management, were aware
of any concerns" about Tremblay before Flemming's letter.

The Department of Public Safety turned down an interview request
Tuesday. "We have no additional comment on this matter," said
spokesperson Geoffrey Downey.

Lucki's letter said she hoped the RCMP could work with the province to
reach "a positive resolution that will ensure all parties involved are
treated with respect and dignity" without having to invoke Article
7.4.

When CBC first revealed Tremblay's removal last year, J Division
spokesperson Angela Chang claimed Article 7.4 hadn't been invoked and
Tremblay made a "personal decision" to retire at the end of October.

Chang later withdraw the assertion the article hadn't been invoked.

The RCMP rejected an interview request Tuesday. Spokesperson Robin
Percival repeated that Tremblay had made a personal decision to retire
effective Oct. 31, 2021.

CBC News obtained Lucki's letter to Flemming this week through an
access to information request to the RCMP.

In his letter to Lucki, Flemming complained that Tremblay did not help
the Higgs government "drive significant change" in policing,
especially on drug crime.

The minister said in an interview last October that J Division was
"not having the kind of leadership that we felt we needed" and the
situation was "out of control."

He said the province wanted to "declare war" on drug dealers.
Tremblay was removed from the job in J Division last year after a

Opposition Liberal MLA Rob McKee says Flemming often speaks about the
independence of the justice and policing system but his decision to
push out Tremblay "demonstrated just the opposite."

"The fact that now it's coming back that he did not even raise
concerns with them is even more concerning," McKee said.

"I think this shows that after the fact, Lucki is saying that she felt
due process wasn't respected in this case."

The province provided an extra $2.3 million for J Division's crime
reduction unit last year to try to reduce drug crime, part of a five
year addiction and mental health action plan.

This year's budget added another $3.3 million.

Tremblay was named assistant commissioner of the RCMP for New Brunswick in 2016.

Three days after CBC News revealed Flemming's push to remove him, the
RCMP said it had decided "to not proceed" with appointing Chief
Superintendent Kevin Leahy, head of the Parliamentary Protective
Service in Ottawa, as his replacement.
Carleton MLA Bill Hogan took over the role of public safety minister
in the Higgs cabinet earlier this year, assuming the role held by Ted
Flemming, who remains justice minister and attorney-general. (Jacques

In January, DeAnna Hill was put in the assistant commissioner's job instead.

Flemming himself was later replaced in the role of public safety minister.

Premier Blaine Higgs shuffled Carleton MLA Bill Hogan into the
position in February, saying it would help "ramp up our intensity" in
fighting drug crime.

He said it wasn't a reflection on Flemming, who remains attorney
general and justice minister.

"I don't think it's a case of Minister Flemming not being able to
continue," Higgs said. "I think it's a situation where we're putting
an emphasis on public safety and rural communities and communities
throughout our province that have continued to face crime issues."
