PC Leader Blaine Higgs hopes to secure 3rd term in power

New Brunswick's provincial election campaign is finally getting underway this morning.

After more than a year of political turmoil within the Progressive Conservative government — and after coming close to triggering an early election a year ago — Premier Blaine Higgs is launching his bid for a third mandate.

He met with Lt.-Gov. Brenda Murphy at 10:30 a.m. to formalize the dissolution of the legislature and send New Brunswickers to the polls on Oct. 21 to elect 49 new members.

A win would make Higgs the first New Brunswick premier to secure a third term since Frank McKenna in 1995.

The Progressive Conservative leader held no public events Wednesday.

Nor did Liberal Leader Susan Holt, who is looking to end Higgs's six-year tenure and return her party to power.

Holt also opted against any final pre-campaign events on Wednesday, instead releasing a short promotional video attacking the PC record on health care and the cost of living.

"The choice in this election has never been more clear," she said.

The Greens, the only other party with seats in the legislature heading into the campaign, held its launch in Fredericton Wednesday.

Leader David Coon said his party is aiming to take power despite its third-place standing.

He pointed out that the Greens have defied predictions in the past — when he was elected as the party's first MLA in 2014, and when it elected a total of three MLAs in 2018 and again in 2020.

"To my amazing candidates and their volunteers, when they say a Green government cannot be elected in New Brunswick, flash a big smile and keep knocking on those doors," he told an outdoor rally that included most of the party's candidates.

"It's going to be bye-bye, Blaine Higgs."

Greens launch election campaign 1 day ahead of official start

David Coon and Green Party candidates held a rally in Fredericton ahead of Thursday’s election start.

Two other political parties are hoping to reverse their declining fortunes during the campaign.

The People's Alliance elected three MLAs in 2018 and two of them — including leader Kris Austin — were re-elected in 2020, only to defect to the governing PCs in 2022. 

The party was de-registered and then re-registered.

New leader Rick DeSaulniers, a winner in 2018 who lost his seat two years later, is running against Austin in Fredericton-Grand Lake.

Meanwhile, first-time NDP Leader Alex White faces an uphill climb to elect a party MLA for the first time in more than two decades.

The party won only 1.7 per cent of the popular vote last time.

Three new political parties have also registered for the first time to run candidates in this campaign.

Tanya Roberts, the leader of the Social Justice Party of New Brunswick, is a former investigator for WorkSafeNB who is fighting her termination from the agency.

She says she organized the party to fight for whistleblowers in provincial organizations who try to expose cover-ups.

"The oversight bodies are there but nobody's actually providing the oversight," Roberts said in an interview this week.

3 new parties will contest Oct. 21 provincial election

Leaders of new political parties, including Tanya Roberts, say the existing ones won’t make real change.

She claims her party can win the election. 

"I'm not here for second place," she says. "We're going to have a hard reset on the government."

A co-founder of the Libertarian Party of New Brunswick, on the other hand, said the party is unlikely to win any seats this time, but is laying the groundwork for 2028.

The party began as an idea for a non-profit organization to espouse a vision of smaller government, local community decision-making and the elimination of taxation, said François Provost.

"Do I think a party was the answer to what is needed?" he said.

"I don't think so, but it's useful to have one if you want to change things." 

The third new party, the Consensus N.B. Party, wants to have more collaborative decision-making in the legislature.

Leader Lenny O'Brien said he was inspired by the four-party co-operation that existed for COVID-19 policies when Higgs had a minority government.

When Higgs called an early election in 2020 to win a majority, "the system exposed itself for what it is," O'Brien said —too focused on power. 

He decided a new party was needed to work toward the eventual complete end of party politics.

We would like to end partisan party politics in New Brunswick and the same old — same old blue/red — red/blue sea/saw governments we have endured for the last 60 years.  We think the system itself has become too centralized and top down authoritarian and has become corrupted and removed from everyday common people.


Consensus NB
offers a different system of legislative governance that ensures collective best interests are identified as ‘people first’, transparently and systematically pursued from the ground up, starting at each individual riding level.

Establishing a new provincial political party to advance the idea and need for a political system change is the only credible way to offer a viable clear choice alternative to the established ingrained political party system in New Brunswick.

Consensus governance is an idea whose time has come. It is the opportunity to take back our government and return it to true democracy the way it is supposed to work.  
All MLA ‘s work for their Ridings full-time 40 hours a week, 50 weeks a year, and there is no guaranteed pension after 2 terms.

In a Consensus Governance Structure all MLA’s are equal in legislature, meaning equal time to ask questions, equal time to debate, equal weight in voting and importance with their peers, equal chance of serving on important legislative committees, AND equal opportunity to stand for election by the House as either a cabinet minister or as Premier. 

No MLA would have ‘a party’ or a whip telling them how to vote or what is important, —only the people in their riding constituency does that.

Consensus NB is the first of its kind to offer a viable “clear-choice-way” back to DEMOCRACY at a local riding level and makes clear the basis of “THE WILL OF THE PEOPLE”.

NOT THE SAME OLD / SAME OLD

CHANGING THE SYSTEM

We are politically conditioned to seek a leader and pin our hopes to that one person, to that one personality who we are led to believe will act in our collective best interests. That is historical ‘system’ conditioning. What the present ‘system’ does not do is guarantee the political leader/personality will actually act in our best interests once they are in the positions to do so.
(And the present ‘system’ does not allow them to do so even if they wanted to.)
Consensus NB offers a different foundational system that ensures collective best interests are identified as ‘people first’ transparently and systematically from the ground up.

MLA’s have a changed responsibility to their riding, and the people living within it. Regular consultations, in person and online Townhall meetings, and other organized activities such as polls designed to measure and gage the peoples reactions and thoughts on the various issues affecting their lives, and the government proposals for solutions. MLA’s must carry those results back to Fredericton and vote according the directives of the people in their Ridings.

MLA’s will no longer vote along party lines or be forced by party whips to vote against the wishes of the people they represent.

The old party system of parliamentary governance is a legacy system originally established hundreds of years ago by the monarchy to extend its control over land resources and people. It is a top down central command and control structure where people are given the illusion of control by having a vote in choosing their “representative” to represent them before the Crown.

No matter how that old system forms itself, with 2 partys, multi partys, first past the post (FPP), or proportional representation (PPR), that old top down, centralized command and control structure remains with all the attending leader worship, party politics, confrontation, pandering and political games remaining. It is like that old computer system that could not keep up with the demands of the speed and diversity of the changes needed for newer times.

As an analogy, computer technology evolved as the inner workings of the old systems were analyzed to recognize that centralization created bottlenecks and corruption, with parts working against each other. The whole system model was re-imagined. New computer systems have evolved into a much more decentralized platform to carry out the functions and instructions given to it by individual users. It is a much more efficient platform to achieve the multi purpose success of those instructions while working together to perform them.

The old legacy system of government in New Brunswick has become far too centralized and controlling. It is outdated and bloated, bureaucratically cumbersome and slow.

Consensus NB would upgrade that system, and with your help we can!

Starting at the riding level Consensus NB proposes a whole different level of engagement, cooperation, and empowerment for the people living within the riding.

There are 49 ridings in the Province of New Brunswick with about 11,600 voting residents. Each riding is a separate and unique geographic location in the province, with various population mixes in age groups, density and mix of rural and municipal living (except Moncton, Saint John, and Fredericton where populations are more dense).

We propose to make the Riding Office the central political location for residents within each riding. Each riding would be a fully independent political office where consensus governance would model decision making and the determination of all issues and policy initiatives that affect that riding. Public meetings, online meetings and various outreach activities would be regularly scheduled to give everyone the opportunity to voice opinions and thoughts on the various issues affecting their lives, and solutions to them.

Candidates following consensus directives would be chosen and filtered by the consensus majority of the people living in the riding with one MLA selected and voted for locally without interference from party executives.

Here is a thought question to ask ourselves every time we see the “special announcements” and “exciting” pronouncements from the same old red and blue political partys…
What is so special or exciting? Both have trotted out the same old communications for decades every 4 years at election time.
Why do we keep accepting the same old tired platform promises that do not deliver, year after year, decade after decade?
(Forgive me a moment, I am reminded of the song lyric from the Eagles Hotel California, “🎶we are programmed to receive”
the next line is “🎶you can check out any time you want, but you can never leave… and then comes that iconic guitar break🎸🎶
Yes We Can
Our system of governance has progressively been co-opted, and like our old computer systems, become corrupted. We need a system update and upgrade. We need Governance 2.0
The present system was introduced in the 1700’s (yes it’s been tweaked along the way, but we’ve not seen a new version since then). A lot has changed in 300 years. We have the technology, let’s imagine and design a system upgrade together, Governance 2.0.
So why Consensus? And Why here in New Brunswick?
ME IN MY HEAD:
(I see I’m talking to myself answering my own questions.)
🤔 54% of the population of New Brunswick is either illiterate or barely functionally literate to a grade 6-8 level of reading understanding.
ME IN MY HEAD: (so I’m in a room or at some event,…doing the math, of course depending on the event or the room) every other person (1in2) is in this demographic profile.
🤔Logic dictates(please correct me if I’m wrong)
The remaining 46% of the New Brunswick population then represent a piechart scale.
(again in my head)… scaling up that picture question,
…how many understand to grade 12 level of reading comprehension level?
…how many have college level?
…how many have universiry level?
ME IN MY HEAD: Honestly thinking, this pie-chart is an ever shrinking scale of slices.
👉🏻So I’m asking myself, based on a 60 year data evaluation of the performance of all that pie chart diminishing scale of ‘smart people in that room’, those ‘educated folks’ who year after year, election after election, present themselves as ‘all seeing and all knowing’ every 4 years to make promises that the ‘less educated folks are supposed to trust’ have statistically never materialized.
So I ask myself this, WHY have none of those smart people in the political party rooms EVER introduced legislation that ensured government accountability?
WHY do we not have LAWS and LEGISLATION dictating transparency in how our tax paid dollars are allocated and spent?
The conclusion I came to (please correct me if I am wrong) is that the present ‘system’ is not programmed to receive. We’ve been programmed to check out and accept centralized control.
We see the results of that failure. It is all around us.
Why here in New Brunswick?
The failure of the ‘system’ established in the 1700’s is completely outdated and no longer serves the people it pretends success. If it doesn’t work, why does it matter where the challenge starts?
Why us, why now?
We have been poisoned for 70 years, it’s being swept under the rug. We trusted the smart people to act in everyone’s best interests, the statistics show they acted in self interest.
We have been lied to.
The trust ask has been betrayed.
ME IN MY HEAD: How could anyone believe anything anyone says? What does it take to begin the process of trust?
The system is broken, 70 years of observation shows the system will not correct itself from the inside.
People in New Brunswick have been brought up and systematically programmed by fear. Fear is why we just don’t get involved, fear is why retribution exists, “if you stand up, you will be penalized, you will be ostracized, you will be economically destroyed, no work, no way to support your family.”
At some point the outrage overcomes the fear. Wrong is just wrong no matter the distractions and deception.
Back to my original thought, ‘yes we can, we work for you’,
You must fight the programming.

Greetings, all you intrepid Herle Burly-ites! Great day on the pod because we’ve got a Premier in the house! And not just a run of the mill, pick-any-one-of-10 Provincial Premiers … but one whose voice represents a part of the country I’ve long wanted to learn more about myself. 

Premier R.J. Simpson of the Northwest Territories is our guest today!  

Premier Simpson is a lawyer by training. He was first elected in 2015, representing Hay River North, to the 18th Legislative Assembly. Acclaimed for a 2nd term in 2019, Mr. Simpson served in Cabinet as Minister of Education, Culture and Employment, Minister of Justice, and Government House Leader. Just last December, after winning re-election a 3rd time, he was chosen by his MLA colleagues to serve as the 14th Premier of the Government of Northwest Territories. 

So today, a primer of sorts on the Northwest Territories. What are its key issues? Provincial and Territorial distinctions? What are the key components of, and health of, the economy? And then, the Territories' relationship with the Feds. What does the Federal government do, or not do, for the Northwest Territories. How relevant is the national debate to the region? Finally, we’ll get the Premier’s take on most of the major contemporary issues: Climate Action and the Carbon Tax. Healthcare. Affordability and Housing. Education and Reconciliation.

The NWT Government is likely the worst in the nation. Their management of the wildfires last summer was one of the most disgraceful displays of government ineptitude i've ever witnessed. Consensus style government has been a disaster for the Territory and the capital Yellowknife. The over representation from the regions outside Yellowknife is a catastrophe for the overwhelming majority. Voter turnout for territorial elections is absolutely pathetic. The Premier has been acclaimed twice in a row which is a sad commentary on the quality of candidates that the electorate has to choose from.

R.J. Simpson was elected to the 20th Northwest Territories Legislative Assembly, representing the constituency of Hay River North. On December 7th, 2023, Mr. Simpson was elected Premier of the Northwest Territories.

Mr. Simpson was formerly acclaimed to the 19th Legislative Assembly and first elected into the 18th Assembly in 2015.

Mr. Simpson was Deputy Speaker of the 18th Assembly, Deputy Chair of the Standing Committee on Government Operations, and the Chair of the Special Committee on Transition Matters. Mr. Simpson was also a member of the Standing Committee on Priorities and Planning and the Standing Committee on Economic Development and Environment.

Mr. Simpson is a lifelong resident of Hay River After graduating from Diamond Jenness Secondary School in 1998 Mr. Simpson went on to obtain a Bachelor of Arts from MacEwan University and a law degree from the University of Alberta’s Faculty of Law.

Mr. Simpson has previously worked with the Government of Canada, Northern Transportation Company Ltd, Métis Nation Local 51, and Maskwa Engineering.

While at law school, Mr. Simpson was the President of the Aboriginal Law Students’ Association. He has also served on the board of the Soaring Eagle Friendship Centre in Hay River and volunteered with the Canada-Ghana Education Project.

Northwest Territories Premier Caroline Cochrane issued the following
statement on the results of the 2021 Federal Election:

“I want to congratulate Justin Trudeau and the Liberal Party of Canada
on the election night outcome. I look forward to continuing to build
on our strong relationship with the Federal government as we work
towards shared priorities that will benefit Northerners now and for
generations to come.

“I also want to congratulate Michael McLeod on winning his third term
as the Member of Parliament for the Northwest Territories. Mr. McLeod
cares deeply about our territory and has been a strong and vocal
advocate for the North since being elected in 2015. I know he will
continue to represent our interests in Ottawa with honesty and
integrity to ensure we are able to continue to close the gap between
the North and southern Canada.

“The Government of the Northwest Territories is committed to finding
ways to make things better for NWT residents. In order to achieve
this, we need to have a strong partnership with the Government of
Canada. Collectively, we need to be able to take real action on
priority areas where Northerners have said that more needs to be done.

Steve Norn and Nicole Latour were two of four complainants whose
allegations led to an investigation of N.W.T. clerk of legislature by
Ottawa-based Quintet Consulting. (CBC)

The embattled MLA for Tu Nedhé - Wiilideh, and the N.W.T.'s chief
electoral officer issued a statement Friday, via a lawyer, calling the
investigation into complaints about the clerk of the N.W.T.
"irrelevant" and "a by-product of a dysfunctional and corrupt system."

Steve Norn and Nicole Latour were two of four complainants whose
allegations against legislative clerk Tim Mercer led to an
investigation by Ottawa-based Quintet Consulting. Norn's complaints,
along with those of two others, were deemed unfounded in the
investigator's report dated Aug. 20 but released Thursday.

The unusually lengthy and detailed statement, shared with CBC News by
Edmonton-based lawyer Steven Cooper, disputes the notion that Mercer
has been "vindicated" and said that Mercer's "ill-considered public
statement consists of gas lighting and misstatements of fact."

The statement alleges the investigators ignored much of Norn and
Latour's complaints, and painted Latour's concerns as largely about
"racism," while ignoring other allegations. It said the description of
individuals who came forward "both in number and nature is
inaccurate," and that the investigators failed to follow up with
witnesses Norn and Latour suggested.

It also said that the investigator's report paints Mercer's office as
a "divided workplace" lacking "unity," and fails to accurately
describe that as "toxic."

Within the statement, Edmonton lawyer Steven Cooper is quoted
suggesting that the investigators lacked understanding of the
Northwest Territories, its government and its culture. "There is a
huge number of retired Northerners with the necessary expertise and
northern gravitas to do the job. I'm left [to] wonder who hired them
and why?"

Latour makes a similar point: "Through my two discussions with Quintet
I had a sense they were having difficulty grasping, in a consensus
style government, how an independent office should interact with the
government," reads a quote attributed to her.

"The problem is not with any one individual, Mr. Mercer or otherwise,"
the statement reads. "The problem is with a system that has lost its
way. Consensus government relies on personal and professional
characteristics that have long departed the Legislative Assembly."

The statement directs all further questions to lawyer Cooper.

Norn is currently facing charges under the territory's Public Health
Act for allegedly failing to complete the then mandatory 14-day
isolation period after travelling out of the territory. He is also
facing an inquiry ordered by the legislature into whether the alleged
breach of COVID-19 rules amounts to a violation of MLAs' code of
conduct.

The Plaintiff seeks an appeal de novo, by way of motion pursuant to
the Federal Courts Rules (SOR/98-106), from an Order made on November
12, 2015, in which Prothonotary Morneau struck the Statement of Claim
in its entirety.

At the outset of the hearing, the Plaintiff brought to my attention a
letter dated September 10, 2004, which he sent to me, in my then
capacity as Past President of the New Brunswick Branch of the Canadian
Bar Association, and the then President of the Branch, Kathleen Quigg,
(now a Justice of the New Brunswick Court of Appeal).  In that letter
he stated:

As for your past President, Mr. Bell, may I suggest that you check the
work of Frank McKenna before I sue your entire law firm including you.
You are your brother’s keeper.

Frank McKenna is the former Premier of New Brunswick and a former
colleague of mine at the law firm of McInnes Cooper. In addition to
expressing an intention to sue me, the Plaintiff refers to a number of
people in his Motion Record who he appears to contend may be witnesses
or potential parties to be added. Those individuals who are known to
me personally, include, but are not limited to the former Prime
Minister of Canada, The Right Honourable Stephen Harper; former
Attorney General of Canada and now a Justice of the Manitoba Court of
Queen’s Bench, Vic Toews; former member of Parliament Rob Moore;
former Director of Policing Services, the late Grant Garneau; former
Chief of the Fredericton Police Force, Barry McKnight; former Staff
Sergeant Danny Copp; my former colleagues on the New Brunswick Court
of Appeal, Justices Bradley V. Green and Kathleen Quigg, and, retired
Assistant Commissioner Wayne Lang of the Royal Canadian Mounted
Police.

In the circumstances, given the threat in 2004 to sue me in my
personal capacity and my past and present relationship with many
potential witnesses and/or potential parties to the litigation, I am
of the view there would be a reasonable apprehension of bias should I
hear this motion. See Justice de Grandpré’s dissenting judgment in
Committee for Justice and Liberty et al v National Energy Board et al,
[1978] 1 SCR 369 at p 394 for the applicable test regarding

is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.

As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada
the US. These issues do not fall into the purvue of Detachment
and policing in Petitcodiac, NB.

It was indeed an interesting and informative conversation we had on
December 23rd, and I wish you well in all of your future endeavors.

Canada’s and Canadians free ride is over. Canada can no longer hide
behind Amerka’s and NATO’s skirts.

When I was still in Canadian Forces then Prime Minister Jean Chretien
actually committed the Canadian Army to deploy in the second campaign
in Iraq, the Coalition of the Willing. This was against or contrary to
the wisdom or advice of those of us Canadian officers that were
involved in the initial planning phases of that operation. There were
significant concern in our planning cell, and NDHQ about of the dearth
of concern for operational guidance, direction, and forces for
operations after the initial occupation of Iraq. At the “last minute”
Prime Minister Chretien and the Liberal government changed its mind.
The Canadian government told our amerkan cousins that we would not
deploy combat troops for the Iraq campaign, but would deploy a
Canadian Battle Group to Afghanistan, enabling our amerkan cousins to
redeploy troops from there to Iraq. The PMO’s thinking that it was
less costly to deploy Canadian Forces to Afghanistan than Iraq. But
alas no one seems to remind the Liberals of Prime Minister Chretien’s
then grossly incorrect assumption. Notwithstanding Jean Chretien’s
incompetence and stupidity, the Canadian Army was heroic,
professional, punched well above it’s weight, and the PPCLI Battle
Group, is credited with “saving Afghanistan” during the Panjway
campaign of 2006.

What Justin Trudeau and the Liberals don’t tell you now, is that then
Liberal Prime Minister Jean Chretien committed, and deployed the
Canadian army to Canada’s longest “war” without the advice, consent,
support, or vote of the Canadian Parliament.

What David Amos and the rest of the ignorant, uneducated, and babbling
chattering classes are too addled to understand is the deployment of
less than 75 special operations troops, and what is known by planners
as a “six pac cell” of fighter aircraft is NOT the same as a
deployment of a Battle Group, nor a “war” make.

The Canadian Government or The Crown unlike our amerkan cousins have
the “constitutional authority” to commit the Canadian nation to war.
That has been recently clearly articulated to the Canadian public by
constitutional scholar Phillippe Legasse. What Parliament can do is
remove “confidence” in The Crown’s Government in a “vote of
non-confidence.” That could not happen to the Chretien Government
regarding deployment to Afghanistan, and it won’t happen in this
instance with the conservative majority in The Commons regarding a
limited Canadian deployment to the Middle East.

President George Bush was quite correct after 911 and the terror
attacks in New York; that the Taliban “occupied” and “failed state”
Afghanistan was the source of logistical support, command and control,
and training for the Al Quaeda war of terror against the world. The
initial defeat, and removal from control of Afghanistan was vital and
essential for the security and tranquility of the developed world. An
ISIS “caliphate,” in the Middle East, no matter how small, is a clear
and present danger to the entire world. This “occupied state,”
or“failed state” will prosecute an unending Islamic inspired war of
terror against not only the “western world,” but Arab states
“moderate” or not, as well. The security, safety, and tranquility of
Canada and Canadians are just at risk now with the emergence of an
ISIS“caliphate” no matter how large or small, as it was with the
Taliban and Al Quaeda “marriage” in Afghanistan.

One of the everlasting “legacies” of the “Trudeau the Elder’s dynasty
was Canada and successive Liberal governments cowering behind the
amerkan’s nuclear and conventional military shield, at the same time
denigrating, insulting them, opposing them, and at the same time
self-aggrandizing ourselves as “peace keepers,” and progenitors of
“world peace.” Canada failed. The United States of Amerka, NATO, the
G7 and or G20 will no longer permit that sort of sanctimonious
behavior from Canada or its government any longer. And Prime Minister
Stephen Harper, Foreign Minister John Baird , and Cabinet are fully
cognizant of that reality. Even if some editorial boards, and pundits
are not.

Justin, Trudeau “the younger” is reprising the time “honoured” liberal
mantra, and tradition of expecting the amerkans or the rest of the
world to do “the heavy lifting.” Justin Trudeau and his “butt buddy”
David Amos are telling Canadians that we can guarantee our security
and safety by expecting other nations to fight for us. That Canada can
and should attempt to guarantee Canadians safety by providing
“humanitarian aid” somewhere, and call a sitting US president a “war
criminal.” This morning Australia announced they too, were sending
tactical aircraft to eliminate the menace of an ISIS “caliphate.”

In one sense Prime Minister Harper is every bit the scoundrel Trudeau
“the elder” and Jean ‘the crook” Chretien was. Just As Trudeau, and
successive Liberal governments delighted in diminishing,
marginalizing, under funding Canadian Forces, and sending Canadian
military men and women to die with inadequate kit and modern
equipment; so too is Prime Minister Stephen Harper. Canada’s F-18s are
antiquated, poorly equipped, and ought to have been replaced five
years ago. But alas, there won’t be single RCAF fighter jock that
won’t go, or won’t want to go, to make Canada safe or safer.

My Grandfather served this country. My father served this country. My
Uncle served this country. And I have served this country. Justin
Trudeau has not served Canada in any way. Thomas Mulcair has not
served this country in any way. Liberals and so called social
democrats haven’t served this country in any way. David Amos, and
other drooling fools have not served this great nation in any way. Yet
these fools are more than prepared to ensure their, our safety to
other nations, and then criticize them for doing so.

Canada must again, now, “do our bit” to guarantee our own security,
and tranquility, but also that of the world. Canada has never before
shirked its responsibility to its citizens and that of the world.

Prime Minister Harper will not permit this country to do so now

I talked to Don Newman earlier this week before the beancounters David

demanded that Canada join into "the Coalition of the Willing. American
"veterans" and sportscasters loudly denounced Canada for NOT buying

At the time I was serving as a planner at NDHQ and with 24 other of my
colleagues we went to Tampa SOUCOM HQ to be involved in the planning
in the planning stages of the op....and to report to NDHQ, that would
report to the PMO upon the merits of the proposed operation. There was
never at anytime an existing target list of verified sites where there
were deployed WMD.

Coalition assets were more than sufficient for the initial strike and
invasion phase but even at that point in the planning, we were
concerned about the number of "boots on the ground" for the occupation
(and end game) stage of an operation in Iraq. We were also concerned
about the American plans for occupation plans of Iraq because they at
that stage included no contingency for a handing over of civil
authority to a vetted Iraqi government and bureaucracy.

There was no detailed plan for Iraq being "liberated" and returned to
its people...nor a thought to an eventual exit plan. This was contrary
to the lessons of Vietnam but also to current military thought, that
folks like Colin Powell and "Stuffy" Leighton and others elucidated
upon. "What's the mission" how long is the mission, what conditions
are to met before US troop can redeploy?  Prime Minister Jean Chretien
and the PMO were even at the very preliminary planning stages wary of
Canadian involvement in an Iraq operation....History would prove them
correct. The political pressure being applied on the PMO from the
George W Bush administration was onerous

American military assets were extremely overstretched, and Canadian
military assets even more so It was proposed by the PMO that Canadian
naval platforms would deploy to assist in naval quarantine operations
in the Gulf and that Canadian army assets would deploy in Afghanistan
thus permitting US army assets to redeploy for an Iraqi
operation....The PMO thought that "compromise would save Canadian
lives and liberal political capital.. and the priority of which
....not necessarily in that order. "
