Crown drops all charges against N.B. man once accused of impersonating police officer

Daniel Ray Downey, 58, released Wednesday after 5 months in custody

All charges have been dropped against a southeast New Brunswick man who last year was accused of possessing stolen police equipment, impersonating an officer and threatening to kill several women. 

Daniel Ray Downey, 58, of Pointe-du-Chêne was scheduled to stand trial in Moncton provincial court Wednesday and Thursday on firearms and other charges. 

Instead, court records show, a Crown prosecutor withdrew all of the charges Downey faced.

A judge’s notes in the case file say “matters concluded,” and Downey was to be released. He had been held in custody pending trial since his arrest on Aug. 26, 2025.

CBC News asked for a comment from Public Prosecution Services about why the charges were dropped. Paul Bradley, a spokesperson for the province, sent a statement that did not directly address the case.

"The Crown has an ongoing obligation to assess the viability of any prosecution — not just at the charge approval stage, but constantly in the lead up to trial and as additional information or evidence comes to light," Bradley said in an email Thursday

"If at any point the Crown determines that it no longer possesses a reasonable likelihood of conviction, it is obliged to terminate the prosecution."

RCMP confirmed in a statement that all of the charges Downey faced have been dropped. 

“The NB RCMP completed a thorough investigation, however, the Crown has final authority over how charges proceed once the matter is before the courts and we respect their decision,” RCMP Cpl. Hans Ouellette, a spokesperson for the Mounties in New Brunswick, said in an email Thursday. 

In August last year, RCMP issued a news release announcing the charges. 

It said that on Aug. 26, 2025, Shediac RCMP received information that a man possessed what was believed to be a retired police car, police uniforms and other equipment and “was intending to commit criminal offences while personating a police officer.” 

Personation is a charge under the Criminal Code of Canada. 

The news release said a search of two properties in Pointe-du-Chêne led to police seizing two firearms, several pieces of police uniforms, including duty belts, a Ford Taurus, radios, lights and sirens.

The charges laid last year alleged he attempted and conspired to personate an officer, threatening to kill several women, a 2023 arson, various firearms offences and possessing stolen police equipment. 

Nine of the charges, including the personation and threats, had been withdrawn by the Crown in October. 

Downey was arrested and charged. He was denied bail after a hearing on Oct. 8. 

The charges laid last year alleged he attempted and conspired to personate an officer, threatening to kill several women, a 2023 arson, various firearms offences and possessing stolen police equipment. 

Nine of the charges, including the personation and threats, had been withdrawn by the Crown in October.

A Q&A with new Genesis Fertilizers CEO, Derek Penner

Fertilizer is a major input cost of grain production, and increasing or volatile pricing puts pressure on farm margins and raises questions about long-term supply chain control. For Canadian farmers, one grassroots option is taking shape in Saskatchewan: Genesis Fertilizers: a proposed farmer-owned nitrogen fertilizer plant. But turning that vision into a reality requires capital, commitment, and clarity—and that’s where new leadership comes in. Derek Penner stepped in as CEO of Genesis Fertilizers last week, and Shaun Haney, host of RealAg Radio, sat down with him to get the goods on where the project is at, and how Penner will lead differently than his predecessor.

Genesis Fertilizers has found its new president and CEO.

Derek Penner, former CEO of Monsanto Canada, has been hired to lead the fertilizer company that's raising funds to build a farmer-backed nitrogen fertilizer plant at Belle Plain, Saskatchewan.

He replaces Jason Mann, who stepped down from the role last month.

Penner has also been appointed a director of the company, joining the board that consists of Ian Craven, Kathy Jordison, Garth Whyte, and Jason Mann.

Penner is co-owner and partner for Catchfire, an advisory firm that provides transaction advisory and executive management services, specializing in mergers, acquisitions, and divestitures.

"We are thrilled to welcome Derek as a director and as the chief executive of the organization," says interim board chair Garth Whyte. "Derek has been involved with the project for several years as a valued consultant, and he will have oversight of Genesis Fertilizers' fertilizer plant project."

Mann's departure from the CEO post was announced several weeks after Saskatoon-based crop input supplier AgraCity, of which he is also co-owner and CEO, acknowledged major cash flow challenges and that it would be unable to fulfill orders for crop protection and fertilizer products that farmers had already paid for.

The president and CEO of Genesis Fertilizers says the company is working to secure government support as it moves forward with plans for a $2.3 billion fertilizer plant near Belle Plaine. 

Derek Penner says the project has already made significant progress and is now in the “front-end engineering and design” phase, known as FEED. 

Penner says the company is pursuing both provincial and federal funding opportunities to help complete this stage of development and move toward a final investment decision. 

“We’re looking at all provincial and federal funding that’s available,” said Penner.  

“There’s a Major Projects Officer at the federal level that’s supporting large-scale developments, and we believe Genesis Fertilizers fits their criteria for economic sovereignty and agricultural self-sufficiency.” 

Seeking support for the development phase 

The Belle Plaine project, led by farmer investors, is intended to produce urea fertilizer domestically, and help Canadian producers reduce dependence on foreign supply chains. 

Penner says Genesis Fertilizers is looking for government participation to help fund the current engineering phase and future construction. 

“We’d like government to support us during the FEED stage, ideally covering at least 50 per cent of what we’ve spent to date,” he said. 

“We’d also like them to support the capital phase of construction, as has been done with similar projects in Canada.” 

He added that the FEED phase typically last between 12 and 14 months, with construction potentially beginning in early 2027 once investment decisions are finalized. 

Economic impact in the region 

Penner says the project will bring significant economic benefits to the Belle Plaine area. 

“Once it's operational, the plant will employ around 200 people,” he said. “But during construction, we expect thousands of jobs to be created over roughly three and a half years.” 

He also highlighted the site’s strategic locations, with access to highways, rail lines, gas, power, and water, and a strong labour pool between Moose Jaw and Regina. 

Farmers at the centre of the project 

Penner emphasized that Genesis Fertilizer is farmer-led and aims to give producers more control over fertilizer pricing and supply. 

“This project allows farmers to participate along the value chain and lower their crop input costs,” he said. “It’s a hugely important initiative for Western Canada and for the country.” 

He encouraged existing investors and supporters to reach out to local MLAs and MPs to highlight the importance of the project in Saskatchewan’s agricultural sector. 

“We’re the furthest along we’ve ever been,” Penner said. “This project is real, and we just need continued support to get it across the finish line.

President Donald Trump on Wednesday backed off from his plan to impose new tariffs on some European countries resisting his effort to obtain Greenland and promised he wouldn’t use force to get the Danish territory, sparking a rally for stocks.

Trump said in a social-media post that he “will not be imposing the Tariffs that were scheduled to go into effect on February 1st” due to a “very productive meeting” with NATO Secretary General Mark Rutte in Davos, Switzerland, that has led to a “framework of a future deal with respect to Greenland.”

Trump says he'll impose duties on European nations against U.S. buying Greenland

Prime Minister Mark Carney says Canada is "concerned" about U.S. President Donald Trump's threat to impose increasing tariffs on several European countries until they accede to his demand to purchase and control Greenland.

"We're concerned about this escalation," Carney told reporters at a press conference in Doha, Qatar on Sunday morning. "We always will support sovereignty and territorial integrity of countries wherever their geographic location is."

"Decisions about the future of Greenland are for Greenland and Denmark to decide."

Trump said on social media that Denmark, Norway, Sweden, France, Germany, the United Kingdom, the Netherlands, and Finland would face a 10 per cent tariff. The rate would rise to 25 per cent on June 1 if the U.S. does not reach a deal to buy the semiautonomous island.

The countries named by Trump have backed Denmark, warning that the U.S. military seizure of a territory in the North Atlantic Treaty Organization (NATO) could collapse the military alliance that Washington leads.

Denmark, along with several other European countries, has ramped up its Arctic security by deploying troops to Greenland, sending a strong message to U.S. President Donald Trump. The move comes a day after Denmark and Greenland noted there were 'fundamental differences' with the U.S. over its plans to take over the semi-autonomous Danish island.

In a statement released Sunday morning, the eight European countries said they stand in full solidarity with the people of Greenland and "stand ready to engage in a dialogue based on the principles of sovereignty and territorial integrity that we stand firmly behind.

"Tariff threats undermine transatlantic relations and risk a dangerous downward spiral," the statement added.

Gen. Jennie Carignan, chief of the defence staff, said in an interview on Rosemary Barton Live that Trump's interest in controlling Greenland certainly causes "discussions within NATO."

But Carignan, whose interview was taped before Trump's new tariff threat, expressed optimism that NATO will persevere.

"I think we will navigate through this period of time with all of the allies around the table," she told host Rosemary Barton. "I think we really need to engage and not cut the communication channels and keep engaging together."

Denmark announced earlier this week it will bolster its troop, naval and air presence in Greenland in conjunction with NATO allies. 

When asked whether Canada is working on a proposal to contribute Canadian forces on the ground, Carignan said Canada is "always working closely with our Danish partner."

"There's definitely a lot of interest in Arctic security from a NATO perspective as well, and we will work together to do that," Carignan said.

Canada and Trump's Gaza peace board

Earlier this week, a senior Canadian official told journalists travelling with the prime minister on his overseas trip that Carney had been asked by Trump to join the "Board of Peace" that will supervise the temporary governance of the Gaza Strip.

At the time, the official said Carney would accept the invitation.

But new reporting suggests the scope of the "Board of Peace" is much bigger than anticipated.

Prime Minister Mark Carney has been asked by U.S. President Donald Trump to join the ‘Board of Peace’ that will supervise the temporary governance of the Gaza Strip, a senior Canadian official told journalists travelling with the prime minister on his overseas trip. Carney will accept the invitation, the official added.

A draft charter sent to 60 countries by the U.S. administration calls for members to contribute $1 billion US in cash if they want their membership to last more than three years.

"Each Member State shall serve a term of no more ⁠than three years from this Charter’s entry into force, ‍subject to renewal by the Chairman," the document, first reported by Bloomberg News, ⁠shows.

A Canadian government source travelling with the prime minister told reporters on Saturday that Canada will not pay for a seat on the board, nor has that been requested of Canada at this time.

The source, who spoke on the condition they not be named, said Carney indicated his intent to accept the invitation because it was important to have a seat at the table to shape the process from within, but there are still details to be worked out on next steps.

When asked about his decision to accept the invitation, Carney said on Saturday "we haven't gone through all the details of the structure, how it's going to work, what financing is for, et cetera." 

Carney's answer did not mention whether Canada would pay for a seat.

Qatar and Canada's major projects

During the press conference, Carney said that Qatar has committed to "significant strategic investments" for Canada's major building projects.

That capital will get projects built faster, "supercharge" energy industries and create jobs for Canadians, he added.

Calling it a "new chapter" in bilateral relations, Carney said the two countries will also strengthen "people-to-people" cultural ties, which will include expanding direct flights from Canada to Qatar to boost tourism and business.

"When the people of different countries are familiar with each other's cultures and perspectives, they're enriched, and they trust each other more," he said. "And they also want to do more together, to build together."

Carney said after years of stalled negotiations, Canada aims to finalize the Investment Promotion and Protection Agreement with Qatar by this summer. Canada will also install a defence attaché in Doha to deepen partnerships on defence.

Carney will wrap his nine-day trip abroad by attending the World Economic Forum in Davos, Switzerland.

Prime Minister Mark Carney says U.S. President Donald Trump's plan to buy Greenland is a serious situation. Canadian news outlets report Carney is considering sending Canadian soldiers to Greenland for military exercises with NATO allies. 
 
Reports say this could happen by the end of the week according to two unnamed senior Canadian officials. 
 
All eyes are going to be on the World Economic Forum this week where Trump's plan to taken over Greenland is expected to take center stage. 
 
Carney said he is concerned about this escalation. "We always will support sovereignty and territorial integrity of countries where ever their geographic location is," he said. 
 
Conservative Party leader Pierre Poilievre posted on 'X' Sunday night, calling it "unacceptable for the U.S. to seize the territory of a sovereign country, including by threatening tariffs on other  NATO countries." 
 
Over the weekend, Trump threatened to impose tariffs on eight European nations against the U.S. plan to buy the self-governing Danish territory. 
 
 Denmark, Norway, Sweden, France, Germany, the U.K., the Netherlands and Finland will face a 10 per cent tariff starting February 1. It'll then jump to 25 per cent on June 1 if no deal is reached by the U.S. 
 
Meantime, Greenlanders are condemning Trump's latest efforts to pressure European nations to cave to his plan European Council President Antonio Costa reconfirmed the group's commitment to unity in support and solidarity with Denmark and Greenland as well as readiness to defend itself. He says he'll be holding an extraordinary meeting of the European Council in the coming days. Both Carney and Trump will be in Switzerland this week for the World Economic Forum which starts today. 
 
The prime minister has already said he plans to share his position on Greenland with Trump if he seems him.

“Dangerous proposals” regarding the response to the war in Ukraine “are on the table”, Prime Minister Viktor Orbán said after talks with European Council President Charles Michel on Monday.

“Dangerous proposals are on the table of NATO,” the prime minister said, adding that certain member states had again floated the idea of imposing a no-fly zone over Ukraine.

“The last week was hardly easy, but this week will be even harder,” Orbán said, noting this week’s NATO and European Union summits.

“NATO is a defence alliance,” Orbán said. “We are capable of protecting — and it is in fact our duty to protect — each other, but it is not NATO’s job to get involved in a military operation outside its territory.”
