It would be nice what the "Short Term energy purchases" are and where they are from because " approximately 25 to 35 per cent of total supply requirements, and approximately 50 to 55 per cent of total fuel and purchased power costs (p. 24)." Last report was $580M (p. 32) so we spent around $290M for 23-35% of our power. No deal for NBers. . http://www.nbpower.com/.../annual/2014_Annual_Report_EN.pdf

I think, NB Power should rebuild the dam with two more turbines -- highly efficient renewable dispatchable power -- but do it without "partners". Plus, I think the power is from Emera's 285MW Bayside Power and Irving's Grandview Power Generating Plant. NB Power foes not own a natural gas fired plan but Emera and Irving do.

And, it is interesting the Irving owed the 285MW Bayside Power Plant until 2009 when they sold it to Emera. In Nova Scotia Emera is Nova Scotia Power -- so tey collect the revenue from ratepayers. The mills are also putting power on the grid using natural gas

NB Power needs to fire up the super clean 1000MW Coleson Cove Power Generator and whole take back the grid. NB Power was both the producer and deliverer of power until Bernard Lord opened it for private producers.

NB has been plundered by Irving. Heroes like Gregory Hickey are rising.
@olddawn
Rebuild the dam - yes - two turbines would require more research.

As water flows through the slouch ways to get to the turbines, the water heats up which affects the temperature (thus fish, etc.) downstream

NB Power reforms slammed over delay in rate oversight

Energy Minister Craig Leonard says the EUB will be busy reviewing other parts of act

NB Newsmaker May 7

Duration 6:53
Harry Forestell talks with Energy Minister Craig Leonard the topic: NB Power 6:53

The Alward government is facing criticism over its decision to allow NB Power to hike power rates by as much as two per cent without any regulatory oversight for the next two years.

Energy Minister Craig Leonard announced a new Electricity Act on Tuesday that will make NB Power a single company again, reversing the Lord government’s decision to break up the utility nine years ago.

NB Power will be forced to appear in front of the Energy and Utilities Board to justify any rate increase, instead of the current rule of appearing only for increase of more than three per cent.

But that change is being delayed for two years, which Green Party Leader David Coon said is politically convenient for the Alward government.

"They're going to let the EUB have the last word on rate increases after the next election," Coon said.

Coon said he expects NB Power will need significant rate increases to make up for a three-year freeze on rates imposed by the Alward government.

Energy Minister Craig Leonard unveiled the new Electricity Act in the legislature on Tuesday. (CBC)

He said Leonard wants to make sure that doesn't happen until after New Brunswickers vote next fall.

The provincial government is brushing aside criticism that the decision to delay EUB oversight is politically motivated.

Leonard said the two-year delay was imposed because the regulatory board will be just too busy with other parts of the law.

"The amount of work that's going to be required from the EUB hearing regulatory matters that come out of this reintegration simply doesn't allow for all these rate hearings," he said.

The Alward government’s three-year rate freeze expires on Sept. 30. Leonard said "modest" power hikes will allow the utility to hit its financial and debt reduction targets.

Repackaging NB Power

In 2004, the Lord government broke up NB Power into a holding company and a series of competing subsidiaries.

The intention was to make NB Power operate more like a business and run at arm’s length from the provincial government.

On Tuesday, Leonard said the reintegration of NB Power would allow the utility to "pay down debt and operate like a business."

The new law will also let NB Power's board of directors pick the next president and chief executive officer rather than having that power rest with the cabinet.

The proposed law will also force large industrial customers to purchase electricity from NB Power.

The Lord government’s reforms gave the large industrial customers the option of leaving the grid and purchasing their power from outside of New Brunswick. However, no companies ever came forward to test out the provision in the law.

The Energy and Utilities Board will have the authority to scrutinize all parts of NB Power, instead of just two companies.

NB Power makes bid to hike electricity rates

Increase needed to put utility in better financial shape to deal with end of Mactaquac Dam

The Crown utility is asking for the EUB to approve a 2 per cent rate increase that would take effect Oct. 1.

In NB Power's opening statement at the hearing, Darren Murphy, the utility's chief financial officer, told the board NB Power has set a target of achieving 20 per cent equity by 2021.

NB Power vice-president Darren Murphy says the utility needs to increase rates by 2 per cent this year to help achieve a 20 per cent equity target by the time it has to deal with the end of life of the Mactaquac Dam. (CBC)

"That time has been chosen to order to take advantage of the relatively low capital investments required over the next six years, a fact which allows for reduction of debt, and the building of equity, with a series of small and stable rate increases," said Murphy.

"That period will be followed by a period of very large capital expenditures, as NB Power takes steps to address the end of life of the Mactaquac Dam."

NB Power is studying whether to repower the dam by replacing the spillway and the powerhouse, maintain the headpond by replacing the spillway but not the powerhouse, or remove the spillway, the powerhouse and the earthen dam.

The utility has previously put the minimum cost of each option at $2 billion and stated costs could climb as high as $5 billion.

Murphy said NB Power is trying to keep rate increase from year to year as low and as stable as possible while aiming for the 20 per cent equity target.

"Based on the company's 10-year plan, 2 per cent annual increases are required to reach the 20 per cent minimum equity target before the anticipated major capital requirements put downward pressure on the equity ratio," stated Murphy.

Previously, the Crown utility was allowed to increase rates by two per cent or less without having to get approval from the EUB. However, all rate increases are now subject to approval by the EUB.

NB Power says if approved, the rate increase would amount to an extra $4 per month on the average family's power bill.

The hearing is expected to last two weeks.

Under oath, NB Power executive Lawson testified that it pays "less than $95 per mwh for wind". $95 per mwh is 9.5 cents per kwh. To all those on this site that insisted that wind was over 12 cents per kwh, here is proof that you were wrong. I accept your apologies.

DumbBoy
@Underdog5555 Lawson is an Irving Lawyer,Irving doesn't have wind power that I know of? Enough bull!

Underdog5555
@DumbBoy
Sorry I got the names mixed up. Lawson was asking the question and NB Power's answer given under oath was that windpower was less than $95 mwh.

DumbBoy
@Underdog5555 Seems like wind power is actually significantly less now than even the $95 figure. Time to adjust what NB Power pays for hydro and biomass power from large industrials. OH Wait,I forgot we entered into long term contracts.Foresight is not in the governments vocabulary.

NB Power first full rate hearing gets questions about big paper mills

The utility has applied for a two per cent rate hike beginning on July 1

"I'd like to understand the program and I would like all the documentation that's available on the program that will explain it to people," said Gregory Hickey as he questioned a panel of NB Power executives about the practice of buying renewable energy from paper mills and reselling it back to them at a substantial loss.

"I think the people of this province deserve to know,"

NB Power is in front of the New Brunswick Energy and Utilities Board for its first full rate hearing, where all of its operations are open to scruitny, since 1993.

The utility has applied for a modest two per cent rate hike beginning on July 1, but for the first time in 22 years the application requires full disclosure and that is subjecting the utility to some tough questioning.

Hickey registered to participate as a concerned citizen and was given wide latitude by EUB Chairman Ray Gorman to ask NB Power any questions he had, with the same standing as the corporate lawyer for Enbridge who went before him and the corporate lawyer for JD Irving who came after.

Hickey made the most of his chance.

I think the people of this province deserve to know.
- Gregory Hickey

He was especially curious about NB Power's Large Industrial Renewable Energy Purchase Program which was unveiled by the Alward government in 2011.

It requires NB Power to buy renewable electricity generated by paper mills at a high price - mostly hydro and biomass - and then sell it back to the companies at a low price to help bring their power costs down.

NB Power says in the first 27 months of the program it bought 858.9 thousand megawatt hours (mwh) of electricity from the mills for $81.6 million and then sold it back to the mills at $57.2 million.

NB Power lost $24.2 million on those transactions and Hickey told the hearing if the utility is rich enough to subsidize industry, it should be denied a rate increase.

Forestry company JD Irving Ltd. is one of the biggest users of the program and its lawyer at the hearing Gary Lawson tried to argue the $95 per mw/h mills are paid for power is the going rate - and a fair price - for renewable energy.

But NB Power has already disclosed in the hearing it only pays $84 for wind energy and NB Power's director of strategic planning and regulatory affairs, Neil Larlee, hinted current renewable prices are much lower than that.

"The price has actually come down in the last couple of years," said Larlee.

More than 5,000 N.B. Power customers impacted by outages across province

Outages mainly in the southwest and Kings and Queens counties

Over 5,100 customers in New Brunswick were impacted by power outages on Sunday, N.B. Power says.

The outages have been ongoing since the morning, and are now affecting more people, with the Chaleur region and the Acadian Peninsula joining the growing number of customers without power.

The power outages impacted 5,134 customers as of 12:20 p.m.

The largest number of people impacted are in the Chaleur region, where there are just over 1,600 customers without power in Bathurst and North Tetagouche. The power in the region is expected to return around 2:30 p..m., N.B. Power says.

There are now over 1,200 customers out of power in the central region of the province, up from over 800 earlier in the morning. That area includes York County, including Fredericton and New Maryland, and Sunbury County, which includes Oromocto and Fredericton Junction.

The power in that region is expected to return between 4:30 p.m. and 5:30 p.m., except for New Maryland, where the power is expected up and running after 2 p.m.

The outages are also ongoing in Charlotte County, near the Maine border, where over just over 900 residents are out of power. That's down from the morning, when over 1,000 were without power.

Kings County, which includes Quispamsis and Rothesay, and Queens county, which includes Minto, are also impacted, with close to 800 customers without power. That's down from the morning when there was close to 1,000 were without power.

The map of area impacted by power outages as of 12:20 p.m. Sunday. (N.B. Power)

There are no longer any weather warnings in effect for the province, according to Environment Canada. There were freezing rain and rain warnings for most of the province on Saturday.

Those warnings remained in effect until just after 6 a.m. this morning in Fundy National Park, Sussex, Saint John, Chipman, Quispamsis, to the southwest of the province, including Grand Manan and Saint Andrews.

Warnings that were in effect for the north of the province, including Campbellton and Charlo, ended just after 11 p.m. Saturday.

New Brunswick nurses vote overwhelmingly in favour of strike

 https://www.cbc.ca/news/canada/new-brunswick/nurses-union-strike-vote-decision-1.6275267

New Brunswick nurses vote overwhelmingly in favour of strike

Three bargaining units return votes of up to 96% in favour, with both sides returning to talks on Tuesday

About 9,000 members of the New Brunswick Nurses Union began voting last week, with votes being counted Monday at the Delta Hotel in Fredericton.

By late afternoon, union president Paula Doucet confirmed the results of the three bargaining units' votes — with a combined vote of 92 per cent in favour.

"Our nursing home nurses voted 89 per cent in favour ... Our Part 3 nurses — so all of Vitalité, Horizon and [Extramural] — was  91 per cent  and our nurse managers and supervisors 96 per cent," Doucet told CBC News, noting the mood was "very jubilant."

The union and the province are to return to the bargaining table on Tuesday, the first time they have done so since late September.

Doucet declined to comment Monday on what the union will be seeking during bargaining, citing a media blackout.

"But I think anybody just has to look at recent media reports of working conditions" across the province, she said.

"Right now for a nurse in New Brunswick, it hasn't been great."

Doucet has often warned of the pressures of nursing shortages and the increasing reality of burnout, particularly amid the COVID-19 pandemic.

No job action planned at this time

Doucet noted no strike or other job action is planned at this time.

"We would have to give seven days notice before we take any job action," she said. "In the spirit of going back to the table, that would be where we would want to get our deal, is at the table and not out on the sidewalk."

Erika Jutras, communications manager for the province's Finance and Treasury Board, told CBC News that the province would likewise not be making any statement while talks are ongoing.

The union represents 9,000 licensed practical nurses, registered nurses and nurse practitioners. They have been without a contract since Dec. 31, 2018, and members have twice rejected tentative agreements.

Monday's vote comes just weeks after a strike vote by provincial workers who are members of the Canadian Union of Public Employees.

More than 20,000 public servants, including school bus drivers, educational support staff and workers in transportation, corrections and the community college system, went on strike in late October for more than two weeks.

The province ordered striking health-care workers, which did not include nurses, back to work using an emergency order. CUPE is challenging the order in court.

The other locals remained on strike. All but one local voted to accept a contract proposal worked out during the strike.

Installation Day of Canada’s 30th Governor General

 July 26, 2021

Her Excellency the Right Honourable Mary May Simon was installed as the 30th governor general of Canada during a historic ceremony that took place in the Senate Chamber.

The Right Honourable Richard Wagner, Chief Justice of Canada, who had also assumed the role of administrator of the Government of Canada, administered three oaths:
  • Oath of Allegiance
  • Oath of Office of Governor General and Commander-in-Chief of Canada
  • Oath of the Keeper of the Great Seal of Canada

Following the oaths, Ms. May Simon signed the Oath Registry which officially installed Mary May Simon as Canada's first Indigenous governor general.

During the ceremony, Governor General Mary May Simon was presented with four collars of office:

The Installation ceremony concluded with a performance of "O Canada" by Marie-Josée Lord.

The installation ceremony was followed by a presentation of military honours and the inspection of a guard of honour at the National War Memorial, where Her Excellency placed a bouquet of flowers on the Tomb of the Unknown Soldier on behalf of all Canadians.

The new governor general then made her way to Rideau Hall, the official residence and workplace of the governor general in Ottawa, where family members were waiting to mark the event.

Procedures for the Dissolution of Parliament and the Calling of an Election

Dissolution terminates a Parliament and is followed by a general election, the date of which is set by the governor-in-council, that is, the governor general acting on the advice of the prime minister. The Constitution Act, 1982 stipulates that the House of Commons must be dissolved within five years and that Parliament must sit at least once every 12 months. Dissolution abolishes all pending legislation and ends further committee activity.

Dissolution of Parliament takes place when the governor general issues a proclamation on behalf of Her Majesty The Queen under the Great Seal of Canada.

Background

The power to dissolve Parliament is a royal prerogative exercised by the governor general. The governor general retains certain constitutional discretion whether to accept the advice of the prime minister to dissolve Parliament.

General elections are to be held on the third Monday in October, in the fourth calendar year following the last general election (in accordance with the Canada Elections Act S.C. 2007, c. 10, s. 1), unless the governor general dissolves Parliament prior to that date.

Procedures for Dissolution

The prime minister traditionally visits the governor general at Rideau Hall and submits an instrument of advice to the governor general recommending dissolution. An instrument of advice is a written document representing the prime minister’s personal recommendation that the governor general authorize a constitutional or legislative action of government. The signing of the documents normally takes place at Rideau Hall. When a dissolution is agreed to, the documents are signed in the following order:

  1. The prime minister submits an instrument of advice to the governor general recommending the dissolution of Parliament. The governor general signs the instrument indicating his or her approval.
  2. In the name of Her Majesty The Queen, the governor general signs the corresponding proclamation under the Great Seal of Canada dissolving Parliament. (The deputy registrar general of Canada and the deputy attorney general of Canada sign the proclamation prior to its submission to the governor general.)
  3. The governor general signs the minute of a meeting of the Privy Council that authorizes the issue of election writs, fixing the polling day and the date of return of writs. Election writs authorize the conduct of elections in electoral districts.
  4. In the name of Her Majesty The Queen, the governor general signs the corresponding proclamation declaring that election writs are to be issued. (The deputy registrar general of Canada and the deputy attorney general of Canada sign the proclamation prior to its submission to the governor general.)
  5. The prime minister submits an instrument of advice to the governor general for the issue of a proclamation for the pro forma summoning of a new Parliament. (Pro forma refers to the date that is set for the summoning of Parliament by the prime minister when dissolution is granted by the governor general. The date can be delayed further, but it must always be at least a day after the date for the return of election writs.)
  6. The governor general signs the corresponding proclamation in the name of Her Majesty The Queen for the pro forma summoning of a new Parliament. (The deputy registrar general of Canada and the deputy attorney general of Canada sign the proclamation prior to its submission to the governor general.)

Statement by Minister Guilbeault and Minister Joly on National Acadian Day

Statement

OTTAWA, August 15, 2021

Today is National Acadian Day. This is a wonderful opportunity to recognize and celebrate the contributions Acadians have made to this country and to the Canadian Francophonie for more than 400 years.

August 15 is a special day for the Acadian people. It is a time to celebrate their culture, their traditions and the French language, one of Canada’s two official languages. Acadians have a turbulent history, but they have always been resilient, and they have shaped the country through their perseverance and leadership that transcends our borders.

Many communities across the country organize activities for National Acadian Day. Tonight, you will also have the opportunity to celebrate wherever you are, thanks to a major production on Radio-Canada.

As Minister of Canadian Heritage and Minister of Economic Development and Official Languages, we wish you all a happy National Acadian Day.

Senior Federal Court judge under fire for objections to Indigenous principles and land acknowledgments

https://www.theglobeandmail.com/politics/article-senior-federal-court-judge-under-fire-for-objections-to-indigenous/

A senior judge of the Federal Court of Canada has strongly objected to showing respect for Indigenous people by acknowledging their unceded traditional lands in courtroom proceedings, a common practice at the Supreme Court of Canada as well as government and corporate events.

Justice Richard Bell was also critical of the Mi’kmaq concept known as “two-eyed seeing,” which encourages courts and other Canadian institutions to examine environmental and social issues from both Indigenous and Western perspectives.

Justice Bell made the remarks while hearing a judicial review case in Halifax in late May, challenging the federal government for failing to properly assess the risks of exploratory drilling for oil and gas off the coast of Newfoundland and Labrador. Sierra Club Canada, World Wildlife Fund and Ecology Action Centre were urging the court to quash a ruling by Ottawa to exempt the drilling from an environmental assessment.

“Aren’t we being a bit stereotypical toward the European version of the world in this two-eyed vision?” Justice Bell asked when the concept was raised in court. “Well, I don’t think my forebearers were very short-sighted about anything ... I don’t buy into any of that.”

As the case got underway on May 25, Justice Bell addressed lawyer James Gunvaldsen-Klaassen, who represents the three environmental groups, after he said: “I want to gratefully acknowledge that I live and work on the unceded territory of the Mi’kmaq, also known as Halifax, Nova Scotia.”

Justice Bell stopped Mr. Gunvaldsen-Klaassen and criticized him for making such an acknowledgement.

“This regard to the territory creates a problem for the court – any court – because we are called upon to decide territorial issues on a daily basis. So, what is the court supposed to respond when you do that?” Justice Bell said. “Do you understand the dilemma that puts judges in when they are faced with such an acknowledgement and we are supposed to sit there and say ‘yes,’ ‘no,’ [or] nothing. What do judges do, sir?”

It is standard practice before the Supreme Court of Canada and other courts to acknowledge unceded traditional Native lands in opening sessions or when governments or public institutions make announcements.

Mr. Gunvaldsen-Klaassen responded that he was expressing his “own personal conscience” and wasn’t seeking a finding from the court.

However, Justice Bell told Mr. Gunvaldsen-Klaassen that if he felt strongly about acknowledging traditional Indigenous territory, he should seek permission from First Nations leaders that he is coming on to their lands.

“Write the chiefs of the appropriate First Nations and get their permission, and then if you get their permission, then the Court will hear you,” he said. “In the future, you ask the permission of the First Nations you are concerned about.”

Canada’s first Indigenous justice minister, Jody Wilson-Raybould, would not comment directly on the case, but said recognizing First Nations territory at the outset of proceedings “in some ways complements the symbolism of the court and the evolution of our legal orders in Canada.”

The following day, Justice Bell took issue when Crown counsel lawyers Sarah Drodge and Melissa Grant raised the concept of “two-eyed seeing,” an idea first advocated by Mi’kmaq Elder Albert Marshal. He argued that “beneficial outcomes are much more likely in any given situation when we are willing to bring two or more perspectives into play.”

The two federal justice lawyers argued that consideration of Indigenous and Eurocentric views were a “great development,” adding that the two-eyed principle is being increasingly incorporated into government policy-making.

Justice Bell, who is also Chief Justice of the Court Martial Appeal Court of Canada, said he interpreted two-eyed seeing as giving the impression that “those of us of European descent are short-sighted and basically visionless.

“If my interpretation is correct and European peoples are supposed to be short-sighted, man, is that ever a misapplication ... of my experience with respect to what some very brave people did in the world in the past four or five or six hundred years,” he said. “Much of it doesn’t show a short-sighted vision of the world to me.”

Later in the proceedings, Justice Bell said, “maybe I was being over-sensitive” in raising objections to the concept of two-eyed seeing.

In a statement to The Globe and Mail on Sunday, Mr. Gunvaldsen-Klaassen said that the three environmental groups involved in the case “strongly disagree with the negative comments from the bench about the guiding principle” of two-eyed seeing.

“As predominantly settler organizations, it is incumbent on us to name and address systemic inequities and biases that disproportionately harm Indigenous peoples and communities,” he said. “It is essential to dismantle the white colonial privilege that exists within the legal profession and the administration of justice in Canada. This work is critical to building a more accessible justice system – one that is free of arbitrary barriers created by prejudice and white privilege, and trusted by all people in Canada.”

Ms. Wilson-Raybould added the justice system has interacted with Indigenous peoples differently, reflecting the legacy of deeply rooted colonialism.

“It is time for greater leadership by the bench, the bar and governments to move these changes forward in a systematic way,’ she said.

This is not the first time Justice Bell has engendered controversy. In 2017, he wrote a character reference for former federal judge Robin Camp after he stepped down following a Canadian Judicial Council recommendation that he be removed from the bench.

While sitting as a judge in 2014, Mr. Camp had asked why a rape complainant didn’t resist by keeping her knees together.

Justice Bell, a friend of Mr. Camp’s, wrote a letter of support to allow him to rejoin the legal profession. “He’s just a very, very good person,” he wrote.

A very corrupt ex CBC dude Terry Seguin begins his NB Power reveal byway of his Green Meanie buddies YEA RIGHT

Here is what my friend just posted

https://www.facebook.com/roger.richard.148/posts/4790182921020589

"A bit of my background regarding my RTI for NB Power’s employee flight records over a 5 year period. When my son played minor hockey I encountered several parents who worked for NB Power talking about going to conferences in sunny locations during March break...
I wondered how often these conferences happened and how many NB Power employees travelled to them, so I requested all flight records from 2010 to 2015. I received 6 huge binders containing details on thousands of flights...
This info represents the situation from 2010 to 2015…and may have little relevance to the current employee flights situation at NB Power. This info is not meant to impugn the integrity of NB Power employees, it’s just a reflection of how the Corporation spent money on flights...
Binder a: 2. Almost all flights were taken for meetings, training, seminars and conferences. All flights/trips had to approved. Some of the trips that stand out to me: 4 people in Las Vegas for 5 nights in March for a conference, 1 person 8 nights in Phoenix for a workshop...
Binder a: 3. 6 people in Kansas City for 5 nights for Lineman Rodeo, 3 people 7 nights in Baltimore for a conference, 3 people 7 nights in San Francisco in April for a conference, 3 people 6 nights in Orlando in February for a conference,3 people 7 nights in Memphis for training...
Binder a: 4. 2 people 5 nights in Tampa in March for a conference…Most popular “Southern destinations” Arizona 3 trips, Florida 20 trips, California 10 trips, Nevada 5 trips, Louisiana 2 trips, Georgia 10 trips, Texas 2 trips. NYC 4 trips...
Binder a 5. Gaetan Thomas flew 14 times. 7 flights were same day, 5 flights were for 1 night, 2 flights were for 2 nights, 1 flight was for 4 nights. I’ll repeat what I pointed out when I started this, this work is not to impugn the integrity of NB Power employees...
Binder a: 6: all trips were justified and approved in the NB Power management structure. I wanted to take a look at the culture in the Corporation regarding flights and conferences. I found a few notations regarding the possibility of video conferencing instead of flights...
Binder a: 7. So, these binders are a snapshot in time from 2010 to 2015…they are historical documents and may not reflect what the current attitude at NB Power is regarding flights. It would be interesting to see what the flight records show over the last 2 years...
Binder a: 8. How did NB Power satisfy training, conferences and seminar needs during a Pandemic that restricted air travel."
Terry Seguin begins his NB Power reveal.
