Family stuck in long wait for N.B. Medicare card told to pay $30,000 bill in 30 days

CBC obviously fell behind in the malicious editing process for the benefit of the Powers That Be so it shut down the comment section 12 hours early

Reply to @Peter Griffin: They were following the rules. He is a Canadian Citizen and previously held a provincial health card. He is returning to NB and is entitled to be covered on day one of his arrival ... this extends to his family as well. - Foreign Nationals/Out of Country Residents moving back to New Brunswick As of June 17, 2010, Foreign Nationals or Canadians moving back to New Brunswick from another country are entitled to Medicare coverage from their first day of arrival in the province.

When our daughter was born, my wife (American) was still waiting on her permanent resident visa. The baby had to spend time in the NICU, and the hospital said their policy was to base billing on the mother's nationality, so we'd have to pay for it ourselves. I said that I was a Canadian citizen, and that so was my daughter, having just been born in Canada to a Canadian father, and that if they couldn't wrap their head around that then they should bring in someone with more authority to speak to me. The higher up person, when I spoke to them, said "Yeah, we'll get it all sorted, don't worry about it" and they did.

The moral of the story is that the worker bees do all they can to avoid going off script, and they'll happily throw you to the dogs if you let them, simply because they fear taking responsibility for any choices. Bump it up the ladder until you find the competent layer of people and they'll usually get things fixed up if you're in the right.

" an official statement the Department of Health said the effective date for Medicare cards can be backdated, making reimbursement possible for eligible services." That would be the correct solution as the problem has been acknowledged by the Health Ministry as being one occurring (it certainly has not been created by this family).Isn't it interesting while they are not able to meet reasonable response times on a medical card application they seem able to get out devastating financial threats pretty quickly. Maybe they should interchange those two staffing entities?

Henri Bianchi
Reply to @Teddy Clifton: They outsource collections. Perhaps if there was a threat of doing the same with medical card applications the backlog would magically disappear.

Remember last April when the RCMP held four decidedly weird press conferences during which Assistant Commissioner Lee Bergerman, Chief Superintendent Chris Leather and Superintendent Darren Campbell all embarrassed themselves? Caught lurking behind the scenes at Campbell’s press conference on April 28 was an RCMP civilian employee named Alex Vass.

He is a former journalist who had spent almost 30 years working as a radio and television reporter in New Brunswick, the last 16 of them with the CTV network. In April 2005, Vass went to work for the Mounties in their strategic communications department. By 2020, he was a senior crisis and communications strategist in the force, “using traditional and social media to meet business goals or in other words using communications to solve and prevent crime,” as he so awkwardly states in his own LinkedIn profile.

Vass brought added value to the RCMP mainly because he had a pipeline back to his former comrades in the CTV newsroom, where he could deftly wield influence from behind the scenes and keep the CTV newsroom tame when it came to stories potentially harmful to the RCMP’s reputation.

There was another part of Vass’s back story that shed light on why the RCMP had put so much of its faith in Twitter and Facebook and why it continued to defend that mystifying decision. Leather memorably called the platform “a superior way to communicate this ongoing threat” and said he was “satisfied with the messaging.”

Vass was the key person inside the RCMP who was instrumental in convincing the force to use social media in a crisis and who was working behind the scenes to manage the force’s response to the growing criticism of the practise...

Replacements Announced For 3 Watchdog Roles

Replacements Announced For 3 Watchdog Roles

The New Brunswick legislature in Fredericton. (Image: Brad Perry)

Replacements have been announced for three watchdog roles in New Brunswick.

Paul Martin has been appointed the province’s next auditor general, replacing Kim Adair-MacPherson.

Martin, not to be confused with the former prime minister, is the comptroller for the Finance and Treasury Board.

Former Liberal cabinet minister Kelly Lamrock will replace Norm Bossé as the province’s child, youth and seniors’ advocate.

Marie-France Pelletier, a former deputy chief of staff to the premier, will replace Charles Murray as the ombud.

The auditor general is appointed for 10 years, while the ombud and child, youth and seniors’ advocate are appointed for seven-year terms.

Bossé and Murray were appointed in 2013 but had their terms extended due to “pressing needs,” according to a spokesperson for the provincial government.

“Because of the ongoing COVID-19 pandemic, New Brunswick Integrity Commissioner Charles Murray was asked to continue in his role as acting Ombud for another year, starting Jan. 1, 2021,” Adam Bowie wrote in an email in October.

Bossé’s term was extended through an appointment as acting child, youth and seniors’ advocate after he was tasked with conducting a comprehensive review of mental health services in the province, he said.

“Mr. Bossé needed time, and the full powers of his office, to complete this work, a task that would have proved impossible before his term was initially slated to end in August,” said Bowie.

N.B. government's out-of-character Instagram post has people talking

Video featuring voguing dancers 'battling' the Omicron variant has more than 2,000 likes, 9,000 shares

It's not your typical government of New Brunswick messaging.

But a video post on the gnbca Instagram account is getting a lot of attention for that very reason.

The video, depicting a series of eye-boggling "battles" between Omicron and the booster shot and set to Vanilla Ice's Ninja Rap, has voguing dancers as the booster facing off against a variety of hapless characters as the variant. (Spoiler alert: the booster shot slays, every time.)

The video, an edited version of a TikTok video by Best of Vogue, features added captions and a one-sentence message: "Get your COVID-19 booster. Book now at www.gnb.ca/bookavaccine."

It's a striking departure from the account's usual feed, which typically features charts explaining winter-plan restriction levels, posters illustrating mask guidance, reminders to obey speed limits and occasional photographs of New Brunswick landscapes.

"We wanted to do something fresh, something people would notice," Adam Bowie said in an email.

"Since people aged 18 years and older are now eligible for COVID-19 booster shots, we wanted to think outside the box to reach people within such a broad age range."

It appears that gamble paid off.

Followers of the account immediately began remarking on the unusual material, many of them expressing surprise and delight.

"Social media team deserves a raise for this one," one follower commented.

"GNB has no business doing something this fire," another wrote.

"This reel has single handedly convinced me to move to New Brunswick. Give the creator of this a raaaaaaaise!!!!!!

Others commented on the hat-tip to inclusivity, given that the Black, gay and transgender community is widely credited with the creation of voguing as a dance style.

"Something LGBT just happened to me," one commenter said of the gnbca post.

It has also drawn "lots of positive feedback" from other provincial and territorial governments, the Atlantic Lottery Corp. and others who applauded the team's creative efforts, Bowie said.

So, given the success of this post, with more than 2,000 likes as of Friday afternoon, can followers of the gnbca Instagram account expect to see more of this kind of content?

Bowie didn't explicitly say so, but he suggested it might be hard to argue against it.

"We're glad people are talking about it, and hopefully having a conversation about the importance of getting boosted," he said.

"With over 100,000 plays, and close to 9,000 shares at this point, we feel we've hit the mark."

Family stuck in long wait for N.B. Medicare card told to pay $30,000 bill in 30 days

'We just don’t have $30,000,' says woman whose medical bills were transferred to collection agency

McGee relocated last year to Saint Andrews from Maine with her husband, Brody, a nurse who used to live in New Brunswick, and their two young children. They applied for Medicare in October and have been waiting ever since.

McGee said her family doesn't have the money to pay the medical bills.

"We just don't have $30,000, whether it is cash, a line of credit, or a family member, there is absolutely no way we can pay a $30,000 hospital bill," she said.

McGee said the family moved to New Brunswick partly because Brody has family in the province and partly because it seemed more affordable.

The medical bills relate to routine childhood vaccinations, an ER visit for a stomach illness, and mental health care that required hospitalization.

Health Minister Dorothy Shephard was unavailable for comment, but in an official statement the Department of Health said the effective date for Medicare cards can be backdated, making reimbursement possible for eligible services.

But that doesn't reassure the McGees.

"Even if we did have the ability to [pay it] … I can't imagine how long we would be waiting to see that reimbursement money," Charlotte said.

CBC previously reported that the province is working through a backlog of Medicare applications because of a record number of immigrants settling in New Brunswick and a historic wave of Canadians moving east.

Although the delay getting Medicare cards is not the couple's fault, the bill they owe as a result of the New Brunswick government backlog has now been transferred to a collection agency.

About two weeks ago, the agency told McGee she had 30 days to either pay in full or provide a Medicare number, or the debt would be reported to.a credit-rating agency.

If the bills aren't paid, the couple's credit rating will be affected, which will increase the cost of borrowing money. McGee said this could halt plans she and her husband had to refinance their house.

"Refinancing a mortgage doesn't exactly look like it's in the cards for us right now," she said.

Pregnant without health car

Brody McGee said he hates to see his credit score take a hit, but he's more worried about the lack of care his pregnant wife is receiving.

She is 22 weeks pregnant and has gone without essential prenatal care like ultrasounds, in fear of additional bills.

"She's very hesitant to access more services without a Medicare number," Brody said. "She's afraid we are going to have this crippling debt, and we don't really have the money for that where I am the only income."

Brody is a registered nurse and has some experience with prenatal care. He said he has been doing his best to track his wife's measurements and their baby's heartbeat. Still, he said, it would be easy to miss a potential problem.

"What if, God forbid, there is some sort of genetic abnormality or maybe she needs some sort of treatment for something that she isn't receiving," he said. "It's really stressful. What if we're missing something?"

While Charlotte was born in the United States, Brody is a Canadian citizen and in the past has had a provincial Medicare card.

Additional documents are required for non-Canadians who apply for Medicare, but Charlotte said she's been extremely thorough and has checked off every box. She said her situation in New Brunswick doesn't have to do with delays at Immigration, Refugees and Citizenship Canada.

"Medicare reached out to us and requested more documents because of my immigration status, and they wanted more proof that I do have a right to be here," she said. Although she doesn't have a permanent resident card yet, she said, she provided the Health Department with the same documents that have been requested by the federal government.

The Department of Health's official statement said the province can't comment on individual cases, but individuals who are experiencing difficulties with their Medicare application can contact  Medicare Client Advocate Services.

"The Client Advocate can assist with answering questions about information that may be missing from their application, and let patients know what their rights are when dealing with New Brunswick Medicare," the statement said.

Charlotte McGee said she has left several messages with the Medicare advocate and heard back once, without any followup.

Working in health care without coverage

Brody McGee is working casually as a registered nurse in New Brunswick and has one year left of school before becoming a nurse practitioner.

"It is very confusing because I work in health care, and yet I can't really access health care," he said.

He held a full-time nursing position, before switching to casual. Currently, he is taking short nursing contracts in the Northwest Territories, where he said the profession pays better and is more respected.

Dr. Mark MacMillan, president of the New Brunswick Medical Society, says more can be done to show health-care workers they are valued members of the system.  (New Brunswick Medical Society)

Dr. Mark MacMillan, the president of the New Brunswick Medical Society, said the organization is working with the health authorities and Department of Health on an aggressive retention and recruitment strategy.

"We should be doing as much as we possibly can to retain, retain, and of course recruit and we need to be doing a better job so people have access to the appropriate healthcare when they need it," he said.

MacMillan said more can be done to prove to health-care workers that they are valued members of the system.

In the long term, Brody McGee said he would like to work exclusively in New Brunswick, but the current situation with Medicare isn't encouraging that transition.

"This truly is a barrier to what's right," he said.
