Poilievre delivers speech to a group criticized for residential school 'denialism'

Frontier Centre ran radio ads claiming to debunk 'myths' about residential schools

Conservative Party Leader Pierre Poilievre is receiving criticism for delivering a speech to the Frontier Centre for Public Policy, a Winnipeg-based think tank associated with efforts to downplay the effects of Canada's residential school system.

Conservative Leader Pierre Poilievre faced criticism from his political opponents Friday for delivering a speech to the Frontier Centre for Public Policy (FCPP), a controversial Winnipeg-based group that has been associated with efforts to downplay the effects of residential schools on Indigenous children and oppose vaccine mandates.

Before introducing Poilievre on Friday, the group's president, Peter Holle, said the FCPP is one of the "most prolific think tanks" and it publishes articles that "might rub you the wrong way."

Holle said the group is determined to "challenge false narratives" and claimed there's a "phoney-baloney discussion about climate" among the "chattering classes and commentariat."

In 2018, the FCPP ran radio ads claiming to debunk "myths" about Canada's residential schools. The ads dismissed as "myth" the claims that residential schools were responsible for "robbing native kids of their childhood" or the dramatic decline in Indigenous language skills.

It also published an article, written by a former residential school student and FCPP research associate, that sought to downplay the intergenerational effects of these institutions on First Nations communities.

The article, written by Mark DeWolf, criticized the Truth and Reconciliation Commission (TRC) for "spreading erroneous information."

"Recognizing the system as a bad one should not have us wildly exaggerating its failures, demonizing it, and allowing it to distract us from far more serious threats to First Nations individuals and communities," DeWolf wrote in his August 2018 piece for the FCPP.

The TRC conducted an exhaustive six-year study of the system. It concluded physical, mental and sexual abuse was rampant at the schools, and some 6,000 children died while in their care because of malnourishment or disease.

It also concluded the residential school system was a form of cultural genocide.

The FCPP also has posted commentary articles on its website that defended research into the connection between race and IQ. It recently published a post that decried "anti-white male policies," saying that such discrimination is the "only systemic discrimination there is."

Speaking to CBC on Friday, FCPP spokesperson David Leis said the centre tries to promote a variety of views and that it invites speakers from all political backgrounds to its events.

"People have a variety of perspectives in our country and what we need to do is be able to listen to each other and understand each other," Leis said.

A spokesperson for Poilievre said his appearance at the FCPP doesn't mean he endorses "the views of everyone who has ever worked for the group."

"Mr. Poilievre clearly does not agree with the opinions you've pointed out. We condemn all forms of racism and bigotry," his spokesperson said, adding that CBC faced its own accusations of systemic racism from one of its unions in 2020.

Crown-Indigenous Relations Minister Marc Miller said it was "appalling" that Poilievre would "associate himself with an organization like this, particularly after a day like today," he said. He was referring to the discovery of a jawbone fragment belonging to a child at a former residential school site.

Another Liberal cabinet minister, Northern Affairs Minister Dan Vandal, said it was "disheartening" to learn that Poilievre delivered a speech to the group and its followers.

Assembly of First Nations National Chief RoseAnne Archibald said efforts to downplay the harms of residential schools are "ignorant and unhelpful."

"I condemn any association with denialist views and the deep hurt they cause our survivors and their families," Archibald said in a media statement.

Poilievre uses speech to blast Trudeau

Poilievre did not address the criticisms during his Friday speech to the 500-strong crowd assembled at a Winnipeg conference centre for his appearance.

Instead, he delivered a blistering attack on Prime Minister Justin Trudeau, blaming Liberal policies for inflation, sky-high real estate prices, a shortage of children's medication, delays in passport processing and ongoing problems in air transportation, among other problems.

"He will never fix them and that's why we need to replace him with a new government that will work for the people," Poilievre said of Trudeau in his speech. "He will not fix these problems because he is the problem."

Poilievre promised to rein in the federal budget through a "pay-as-you go" law, which would demand that every dollar of new spending be matched by a cut to something else.

He also pledged to work with the provinces to speed up the certification of foreign-trained medical professionals to fill labour gaps in the health-care system.

Poilievre said he would not shy away from his pointed attacks on the Liberal government even though, he said, the conventional wisdom from the "Laurentian elite" and the "established liberal orthodoxy" is that he should moderate his positions after claiming the party's leadership.

"That is not how our system was designed. Our system was deliberately designed to make the most powerful people tremble in the House of Commons," he said.

Criticism of vaccine mandates

Like Poilievre, the FCPP has been critical of COVID-19-related vaccine mandates.

It published a web post decrying past proof-of-vaccination policies implemented by all levels of government as "a state-mandated invasion of our bodily autonomy." Another post, which took a similar position, called vaccine mandates "a politically expedient use of state authority to attack Canadian citizens."

Thomas Linner is the provincial director of the Manitoba Health Coalition, a group with ties to the provincial NDP and unions. He said it was inappropriate for Poilievre to stand "beside an organization that has espoused deeply divisive and extreme positions on vaccine and COVID-19 public health measures, support for the illegal and dangerous occupations of Canadian cities."

Other Canadian politicians have appeared at FCPP events, including former finance minister Paul Martin, who spoke to the group in 2002.

    Our Topic: Covid-19: an Update on Defending Freedom in the Courts

    Canadian governments responded to the Covid-19 virus by aggressively withdrawing the rights and freedoms of Canadians. The imposition of lockdowns including the closing of many businesses, schools, places of worship, and vaccine mandates were just some of the many actions that governments believed were justified in response to the pandemic.

    In response to government mandates and lockdowns, many legal challenges have been launched in defence of charter rights.  In the meantime, original assertions by governments to justify both vaccine mandates and lockdowns have turned out to be false.  For example, it is now confirmed that vaccines do not prevent transmission nor were lockdowns effective with both having major negative health, social and economic impacts on society.

    Given the above, what are the objectives and highlights of some of the key legal actions being undertaken? Why are these actions being pursued and what are their implications for Canadians?  Is progress being made and what are the lessons learned so far given these cases?  This conversation examines these important legal cases and reflects on whether our constitutional freedoms are in jeopardy with two of Canada’s most experienced freedom championing lawyers.

    Background

    The Frontier Centre for Public Policy (FCPP) is a “research and education charity” registered in both Canada and the United States. It was founded in 1999 by “philanthropic foundations seeking to help voters and policy makers improve their understanding of the economy and public policy.” They outline their Mission (PDF) as follows:

    “Our mission is simple, but not easy. To change Canada by strengthening minds, elevating discourse, mentoring youth and bringing the leading minds of the world to bear on problems that matter most.”1

    FCPP initially described itself as a  “an independent, western Canada based public policy ‘think tank’ with offices in Winnipeg, Regina and Calgary.” FCPP attained status as an “educational charity” in April, 1999.  Their original mission was “to develop and popularize policy choices that will help Canada’s prairie region live up to its vast but unrealized economic potential.”2

    FCPP has described their policy orientation as generally “in the direction of decentralization, properly constructed free markets and expanded choices for individuals.”3

    According to their 2010 annual report (PDF), “Frontier distinguished itself by highlighting the mounting policy damage created by the politically driven, anti-conventional energy green lobby.”4

    Stance on Climate Change

    “When the consequences of rapid global warming are compared with those for rapid global cooling, it’s clear that mankind suffers more harm from the latter.”5

    “Then there is the widely known fact that there has been no statistically significant warming of the planet for more than 15 years despite 25 percent of all human CO2 emissions occurring during these years. This is accepted by no less than the UN Intergovernmental Panel on Climate Change and the UK Met Office. There is simply no scientific proof that our CO2 emissions are the cause of the slight warming that has occurred over the 300-year period since the peak of the Little Ice Age.”6

    FCPP maintains a collection of publications on the Environment, including a subsection on Climate Change. Many of their published articles are by well-known climate change skeptics Patrick Moore (see publications), Donna Laframboise (see publications), and Paul Driessen (see publications).

    Funding

    According to the Frontier Centre for Public Policy’s original website, “In order of importance, the majority of funding comes from private charitable foundations, followed by corporations, local businesses, individuals, and event revenue. The Centre does not accept any funding from governments to maintain its independent and fresh perspective on public policy.”

    According to their listed sources of support for 2010, 78% of FCPP’s funding came from Foundations, 12% from Corporations, 8% from individuals, and 2% from event revenue.7

    That page was no longer available starting mid-October of 2013. As of 2015, FCPP’s new website no longer lists funding information.

    Heartland Institute

    The Conservative Transparency database has one transaction on file for the Frontier Centre: A donation of $25,000 from the Heartland Institute in 2007.8

    Aurea Foundation

    DeSmogBlog notes that FCPP received $633,000 from the Aurea Foundation in 2009. The Aurea Foundation was founded by Peter Munk, the head of Barrick Gold, and is a major funder of a small but influential network of free-market think tanks in Canada, including: The Fraser Institute, the Atlantic Institute for Market Studies, the Frontier Center for Public Policy, the Montreal Economic Institute and the MacDonald Laurier Institute.9

    The Frontier Centre referenced17 a study by Andrew Montfort of the Global Warming Policy Foundation in the UK, claiming it as evidence that “Heat pumps are neither more efficient than gas boilers, nor cheaper, and do a very expensive job of reducing carbon dioxide.”18

    “[E]lectric heating is what the Climate Alarmists, including those in the current federal government, want to impose on Canadians (at least in new construction),” FCPP wrote, concluding: “Along with prohibiting gas stoves, water heaters and dryers, this is one more ‘policy initiative’ Canadians should resist, strongly.”19

    June 7, 2019

    The Frontier Centre for Public Policy released an official retraction and apology to climate scientist Michael Mann for a series of letters including “untrue and disparaging accusations which impugned the character of Dr. Michael Mann” that FCPP had published on its website in 2011 and 2012.20

    The retraction took place as a result of Mann winning one of several lawsuits against groups, individuals, and media outlets that had attacked his research over the years.21

    October 21, 2014

    As reported by The Narhwal, The Frontier Centre for Public Policy is one of 10 charities examined in a report by the Broadbent Institute, a non-partisan organization founded by former NDP Leader Ed Broadbent.22

    The report, titled “Stephen Harper’s CRA: Selective audits, ‘political’ activity, and right-leaning charities” (PDF), says several right-leaning charities (including FCPP) are reporting zero “political” activity while engaging in work that appears to meet the CRA’s definition.

    FCPP’s Elizabeth Nickson has been a strong opponent of carbon taxes, writing articles in a number of publications:

    April 22, 2008

    FCPP released the “Smart Green Frontiers Climate Change Quiz.”

    According to the FCPP media release, “Peter Holle, the Frontier Centre’s president, said the focus, in our schools today, is on indoctrinating children to ‘take action against climate change’, without ever actually teaching them about the controversy surrounding the science. ‘The quiz,’ he said, ‘takes students to the heart of climate science. It is an interactive quiz that gives detailed explanations of why any given question can be right or wrong.’”29

    Holle added that “Exposing children individually to the raw science in an engaging and interactive way is the best medicine for preserving our heritage of open scientific enquiry, and preparing the next generation to deal with increasingly complex environmental questions.”

    The content of the quiz was prepared by prominent climate change deniers Tim Ball and Tom Harris (past executive of the High Park Group lobbying firm). The “Smart Green Frontiers” quiz was shared with a network of over 45 think tanks making up the Civil Society Coalition of Climate Change.

    own firm, Pyle served as vice president of the Rhoads Group in
    Washington, DC where he represented and advised a variety of
    association and corporate clients in meeting their strategic public
    policy goals and priorities. Additionally, he also served as director
    of federal affairs for a major integrated manufacturing and services
    company focusing on energy, environment, regulatory and transportation
    issues.

    Before coming to the private sector, Pyle held numerous positions on
    Capitol Hill including serving a policy analyst for the Majority Whip
    of the U.S. House of Representatives and as staff director for the
    Congressional Western Caucus, as well as other legislative staff
    positions.

    Pyle holds a B.A. in Political Science from the University of Southern
    California.

    PPF COVID-19 VACCINE POLICY

    (Effective April 6, 2022)
    This policy is based on guidelines from Health Canada, Public Health
    Ontario and local health authorities.

    As of March 21, the regulations for mandatory masking have been lifted
    in most settings. In line with the latest provincial guidance, proof
    of vaccination will not be required for event attendees. However, we
    do ask that event attendees are fully vaccinated (2 doses).

    Although masking is no longer mandatory, we recommend that you wear a
    mask while attending PPF events. This not only protects you but those
    around you. We encourage everyone to take precautions based on their

    over the holidays and returned to work this evening. Rest assured I
    was not ignoring or procrastinating to respond to your concerns.

    As your attachment sent today refers from Premier Graham, our position
    is clear on your dead calf issue: Our forensic labs do not process
    testing on animals in cases such as yours, they are referred to the
    Atlantic Veterinary College in Charlottetown who can provide these
    services. If you do not choose to utilize their expertise in this
    instance, then that is your decision and nothing more can be done.

    As for your other concerns regarding the US Government, false
    imprisonment and Federal Court Dates in the US, etc... it is clear
    that Federal authorities are aware of your concerns both in Canada and
    the US. These issues do not fall into the purvue of Detachment
    policing in Petitcodiac, NB.

    It was indeed an interesting and informative conversation we had on
    December 23rd, and I wish you well in all of your future endeavors.

    RCMP Commissioner Brenda Lucki was caught by surprise by New
    Brunswick's push to remove the head of J Division in 2021, according
    to a letter she wrote to the province's public safety minister.

    The head of the Royal Canadian Mounted Police was caught by surprise
    last year when the Higgs government asked for the removal of the head
    of the force's J Division in New Brunswick.

    Commissioner Brenda Lucki told the province's public safety minister
    it was "unfortunate" that no one told her or her senior management
    team that they had "concerns" about assistant commissioner Larry
    Tremblay.

    "There may have been an opportunity to proactively address some of the
    issues you've raised," Lucki wrote to then-minister Ted Flemming in a
    July 29, 2021 letter obtained by CBC News.

    Flemming had written to Lucki two weeks earlier, invoking a section of
    the province's policing contract with the RCMP that allowed him to ask
    the force to replace Tremblay.

    the removal of Larry Tremblay as assistant commissioner of the RCMP's

    "I do not invoke article 7.4 lightly, and I regret that it has become
    necessary," Flemming wrote in his July 15 letter.

    That section says the minister can request a replacement if the
    commissioner is convinced "sufficient cause" exists that the head of J
    division "no longer commands the confidence" of the provincial
    government.

    Flemming's letter opened by saying "as you are aware," Tremblay "no
    longer commands my confidence" to act on drug crime and be accountable
    to local communities.

    In her response, Lucki said "neither I, nor my management, were aware
    of any concerns" about Tremblay before Flemming's letter.

    The Department of Public Safety turned down an interview request
    Tuesday. "We have no additional comment on this matter," said
    spokesperson Geoffrey Downey.

    Lucki's letter said she hoped the RCMP could work with the province to
    reach "a positive resolution that will ensure all parties involved are
    treated with respect and dignity" without having to invoke Article
    7.4.

    When CBC first revealed Tremblay's removal last year, J Division
    spokesperson Angela Chang claimed Article 7.4 hadn't been invoked and
    Tremblay made a "personal decision" to retire at the end of October.

    Chang later withdraw the assertion the article hadn't been invoked.

    The RCMP rejected an interview request Tuesday. Spokesperson Robin
    Percival repeated that Tremblay had made a personal decision to retire

    CBC News obtained Lucki's letter to Flemming this week through an
    access to information request to the RCMP.

    In his letter to Lucki, Flemming complained that Tremblay did not help
    the Higgs government "drive significant change" in policing,
    especially on drug crime.

    The minister said in an interview last October that J Division was
    "not having the kind of leadership that we felt we needed" and the
    situation was "out of control."

    He said the province wanted to "declare war" on drug dealers.

    Opposition Liberal MLA Rob McKee says Flemming often speaks about the
    independence of the justice and policing system but his decision to
    push out Tremblay "demonstrated just the opposite."

    "The fact that now it's coming back that he did not even raise
    concerns with them is even more concerning," McKee said.

    "I think this shows that after the fact, Lucki is saying that she felt
    due process wasn't respected in this case."

    The province provided an extra $2.3 million for J Division's crime
    reduction unit last year to try to reduce drug crime, part of a five
    year addiction and mental health action plan.

    This year's budget added another $3.3 million.

    Tremblay was named assistant commissioner of the RCMP for New Brunswick in 2016.

    Three days after CBC News revealed Flemming's push to remove him, the
    RCMP said it had decided "to not proceed" with appointing Chief
    Superintendent Kevin Leahy, head of the Parliamentary Protective
    Service in Ottawa, as his replacement.
    Carleton MLA Bill Hogan took over the role of public safety minister
    in the Higgs cabinet earlier this year, assuming the role held by Ted
    Flemming, who remains justice minister and attorney-general. (Jacques

    In January, DeAnna Hill was put in the assistant commissioner's job instead.

    Flemming himself was later replaced in the role of public safety minister.

    Premier Blaine Higgs shuffled Carleton MLA Bill Hogan into the
    position in February, saying it would help "ramp up our intensity" in
    fighting drug crime.

    He said it wasn't a reflection on Flemming, who remains attorney
    general and justice minister.

    "I don't think it's a case of Minister Flemming not being able to
    continue," Higgs said. "I think it's a situation where we're putting
    an emphasis on public safety and rural communities and communities
    throughout our province that have continued to face crime issues."
