They say Mounties always get their man — but former New Brunswick premier Frank McKenna is going to help get the next top Mountie.

CBC News has learned the federal government has asked McKenna to head a selection committee of up to 10 people who will meet early this summer to begin the process of finding a replacement for Commissioner Bob Paulson, who is retiring on June 30.

The group will be asked to present a short list of candidates from which Prime Minister Justin Trudeau will choose Canada's next top cop.

According to a letter informing some of his colleagues about the process and obtained by CBC News, Public Safety Minister Ralph Goodale said that while the RCMP embodies the best of Canada in being upstanding, loyal and committed to the pursuit of justice, the force has major issues that need to be addressed.

"Internal challenges — including abuses of power, allegations of race-related biases, infringements on civil liberties, bullying and workplace harassment — have harmed its reputation and the morale of members," wrote Goodale.

He added that the selection committee's terms of reference would be made public soon.

Organization faces challenges

It is telling that, given recent reports recommending Parliament bring in civilian management and oversight of the RCMP, the government is looking for someone who will be able to spearhead organizational change.

Mounties are also on the cusp of forming their very first union. It is the only major Canadian police force that is not unionized.

The government is also listing as a vital asset for the job "leadership on issues stemming from mental health-related illnesses and post traumatic stress syndrome."

The next commissioner will also be expected to advance gender equity, diversity and reconciliation with Indigenous peoples.

Over the last decade, many have complained that the force has struggled to make gains on all of those fronts.

McKenna, who served as New Brunswick's premier from 1987 to 1997, is a lawyer and businessman and a former ambassador to the United States.

RCMP Commissioner Bob Paulson says it was acceptable that officers in Moncton, N.B., didn't have carbine rifles or the training to use them when they responded to Justin Bourque's deadly shooting rampage on June 4, 2014.

Paulson testified Thursday he doesn't believe the Moncton officers were poorly equipped, or that carbines would have made any difference that night.

He made the comments during cross-examination by the Crown at the RCMP's Labour Code trial in connection with the shooting deaths of three Moncton Mounties and wounding of two others.

The national police force is charged with violating four Labour Code provisions. It's alleged the force failed to provide members with appropriate use-of-force equipment and training for responding to an active threat or active shooting event, and failed to ensure the health and safety of every person in the force.​​


Paulson was not summoned by the Crown, and is not personally named in the indictment, but chose to attend court to defend the RCMP.

"Well, I'm the accused," he told reporters outside the Moncton Law Courts Thursday afternoon, following his approximately six hours of testimony.

"I represent the RCMP and as the accused individual, the commissioner that's in charge, I thought it appropriate to come and tell my story. And so I did."

But when the Crown grilled Paulson about whether he was "ready to take any responsibility for the deaths of those three officers," he replied, "No."

Paulson declined to make any other comments to reporters outside court, saying he didn't think it was appropriate.

Evidence phase ends


Paulson was the final witness at the six-week provincial court trial. Closing arguments are expected to begin on July 4, but Judge Leslie Jackson has advised that his decision will not be quick. He anticipates it will take "some time," he said.

Paulson's testimony comes just two weeks before he plans to retire, after 39 years of service, including 32 for the RCMP and the last five as the top Mountie.

"Policing fit me like a glove," he told the Moncton courtroom. "I loved the job, I loved succeeding in the job."

Crown prosecutor Paul Adams led Paulson through a firearms capability evaluation report — written in 2011, the same year he was appointed commissioner — which identified equipment gaps, compounded by a lack of training.

Adams asked Paulson if he agreed those gaps still existed following Bourque's 2014 shooting spree in a residential area of Moncton's north end. Paulson, who wore a black suit rather than his uniform in the witness box, agreed.

"That's your testimony, that that's acceptable?" asked Adams.

"Yes, with the caveat that it's not acceptable the officers were murdered in that way and that the attacker acted the way he did," Paulson replied.

The prosecutor asked if it was reasonable that it "took seven years" to deploy carbines, which were first recommended to the force in 2006 and accepted by senor managers in 2011.

Yes, "given the circumstances," said Paulson, referring to the studies he believed needed to be completed to justify their use, as well as financial challenges.

Carbines are semi-automatic, short-barrelled rifles that have a longer and more accurate range than pistols or shotguns.

The use of carbines — and why the Mounties didn't have them — has been at the centre of the trial.

Bourque was carrying an M305.308 semi-automatic rifle and a Mossberg 500 12-gauge shotgun during the shootings. The RCMP officers who responded were armed with their duty pistols.

Mounties are now equipped with carbines, but the rifles were not available to the Moncton officers on the night of the shootings.

Previous witnesses at the trial have suggested some of the deaths could have been prevented if the officers had been better armed.

The court has also heard about six internal RCMP reports — all done after the 2005 murder of four Mounties in Mayerthorpe, Alta. — that recommended police be armed with carbines.

Paulson appeared to tear up as the Crown reviewed the number of RCMP officers killed by gunfire in the line of duty since 2010. Ten of 11 were killed by long guns, not including the Moncton Mounties, the courtroom heard.

No one can say that any one of them would survived if they had been armed with a carbine, testified Paulson.

"How many experts would have been needed to tell you carbines can mitigate the risk officers face?" Adams asked.

"Well, it would've needed to be an expert who could've put some evidence behind their assertions," Paulson replied.

The other officers who were shot and killed by Bourque were constables Fabrice Gevaudan, 45, and David Joseph Ross, 32. Constables Darlene Goguen and Eric Dubois were wounded.

It was a "devastating set of events our officers were asked to respond to and in my view, [they] responded heroically … and without fail," said Paulson.

He was on a flight to Vancouver when he learned of the Moncton shootings. He activated his BlackBerry during the plane's descent and discovered numerous messages, he said.

By the time the plane landed, he said, he had a full appreciation of the situation and cancelled his meetings in Vancouver. He spoke to New Brunswick officials on the phone to ensure they had the support they needed and returned to Ottawa on the next available flight.

He travelled to Moncton on June 6, the day after Bourque was captured, and met with officers and relatives of the fallen officers. He also ordered a review of the shootings in a bid to identify areas for improvement and try to prevent a similar situation from happening again.

"It's not realistic to expect perfection, but [it's] not unrealistic to compare our performance with perfection," he said.

Under direct examination by Mark Ertel, defence lawyer for the force, Paulson said there was no way to foresee an active outdoor shooter event. No police force provided outdoor shooter training prior to the Moncton shootings.

The fact that carbine deployment was sped up after the Moncton shootings was not an admission on his part that it had been too slow, he said.

A question that remains unresolved for him, he said, is the extent to which carbines need to be deployed.
It's not just about image; it's about the relationship with people, said Paulson. It also affects quality of life in Canada, he said.

Concerns about police militarization


Paulson said he had concerns about police militarization, and the adoption of carbine rifles represented a "significant change" in the use of force for front-line officers.

But his feelings had nothing to do with how long it took the national police force to equip its members with carbines, he said.

Paulson said he doesn't shy away from criticism after an event like the Moncton shootings. "Policing is a complex and evolving reality."

But as he stated in his response to the MacNeil report he commissioned into the shootings, "We can't devise a policing strategy that considers an offender like him [Bourque] at every corner. We cannot."

The 2015 report, led by retired assistant commissioner Alphonse MacNeil, made 64 recommendations, including expedited deployment of carbines.

Carbines 'front and centre' in 2009


Paulson said carbines were one of about a dozen priorities for the RCMP use-of-force section starting in 2009, when the public's confidence in the force was shaken amid allegations of sexual harassment, the mismanagement of pension funds and the 2007 Taser death of Robert Dziekanski at Vancouver International Airport.

Carbines were "front and centre," he said, but the force had to consider the effect they would have on the primary role of police, which is policing people with their consent.

Military-style weapons, such as bigger guns, armoured vehicles and more body armour can strain the relationship between police and the communities they serve, said Paulson, who began his career in the military.

The RCMP had an opportunity to learn from the Taser fallout, he said. There wasn't a lot of evidence for Tasers, but the force needed to make Canadians understand the purpose of carbines and the difference they could make for front-line officers.

That's why extensive research was done, he said.

"It was what we ought to have done with the [Taser]," he said.

Paulson said he didn't feel carbines were the appropriate weapon for the RCMP in 2009-10, but on Sept. 6, 2011, he supported the decision to equip Mounties with Colt C-8 carbines.

Need for 'precise policies' on carbine use


Paulson has previously said RCMP members have access to the tools they need.

He has also suggested the adoption of carbine rifles for front-line officers had to be measured following Dziekanski's Taser death.

"We knew the addition of another deadly force option, at a time when we were being condemned for our conducted electrical weapon … would require a careful and formal analysis of the need for the carbine, together with the creation of precise policies on its use, its distribution and training," Paulson stated in an internal email in 2014 that was obtained and published by Maclean's magazine.

Earlier this year, during his testimony to a committee of senators, Paulson described the carbine issue as "very electric."

"Very emotive discussions go around the carbine," he has said. "The use of our tanks, because we have all that equipment — we got tanks, we got drones, we got machine-guns. But, you know, are we going to be going into shoplifters with a carbine?"

Bourque is serving five life sentences with no chance of parole for 75 years after pleading guilty to three counts of first-degree murder and two counts of attempted murder.

A New Brunswick Mountie says he felt betrayed and sickened by RCMP Commissioner Bob Paulson's testimony in Moncton, N.B., last week about protecting the lives of officers.

''It was a complete disregard to the members, and an insult to the members who gave their lives, who put their lives in danger," said Cpl. Patrick Bouchard.

The RCMP has been on trial in Moncton, accused of failing to keep officers safe June 4, 2014, when a gunman killed three Mounties and wounded two others.

Testimony wrapped up last week, with Paulson as the defence's star witness.

Throughout the trial, officers who responded to the shootings testified high-powered carbine rifles — which were at the centre of the proceedings — would have helped take down heavily armed gunman Justin Bourque.


But Paulson quickly dismissed those thoughts during his testimony last Thursday, saying carbines would have made no difference that night.

Bouchard called that "a slap in the face."

During the trial, more than a dozen RCMP members approached CBC News to express frustrations with the force and its leadership. All wanted to remain anonymous, however, for fear of consequences.

Bouchard, who was a friend of fallen officers Fabrice Gevaudan, Dave Ross and Doug Larche, and lent a hand the night of the shootings, said he has suffered a lot of pent-up anger and grief.

After Paulson's testimony, he just couldn't hold it in anymore, he said.

Bouchard sent a letter to Paulson, who is retiring from the force at the end of the month after almost 40 years of service, including five as the top Mountie.

The corporal shared the letter on his Facebook page and on a private page for RCMP members.
His anger is evident in the first line: ''Sir, And I'm using sir because of your title and because I have to. Not because I want to.''

He continues: ''Sir, the burden of command comes at a price. I hold you personally responsible for the deaths of my friends. I hold you responsible because you as a manager (you are not a leader) have placed money and image ahead of the safety of the members you are sworn to protect.''

Throughout the trial, court heard that RCMP senior management placed a high importance on public image, which drove the need for extensive research to justify patrol carbines for frontline officers, before the military-style weapons could be adopted.

One witness, RCMP Supt. Bruce Stuart, even admitted public perception took precedence over officer safety.

When asked by the Crown last week why he wanted to testify, Paulson said it was because as the commissioner, he was accountable for his members.

But when prosecutor Paul Adams asked him if he was then ready to accept responsibility for the death of three officers, Paulson replied "no."

Bouchard said he felt almost physically ill when he heard Paulson's statement. He calls it "a tough pill to swallow."

For the first time in his career, Bouchard wrote, he looks at his uniform and feels shame.

"It's the uniform that you chose not to wear in court. The uniform that connects you to the membership of the RCMP. The uniform that connects you to me. The uniform that connects me to my fellow members. I feel shame.

The RCMP declined to comment to CBC News because the force's alleged violations of the labour code are still before the court.

But Bouchard's letter has generated strong reactions on social media. Bouchard said he's received hundreds of calls and messages from current and former RCMP members.

"Most of them are saying 'this is exactly how I felt' or 'you didn't say enough,'" Bouchard said. "You can tell that members are emotional. It hits them to the core."

Paulson also said that the mounties were "not outgunned' in the Moncton incident. I don't know what that phrase means to him...but I would say showing up to a guy with a rifle with only a pistol in your hand is the essence of being outgunned.

@bren hynes On May 24th I stood before the Federal Court of Appeal in Fredericton NB. Weeks before Paulson opted to come to New Brunswick and testify on his on accord I encountered a panel of 3 judges who came down from Ottawa for an needless and very vexatious hearing inspired by the Crown. I was glad to finally meet them.

During the aforesaid hearing.I mentioned my concerns about the ongoing trial of the RCMP in Moncton and the hearing in the Federal Court being held on the same day about the class action lawsuit against the RCMP (There is still no decision as of today Federal Court File no T-1685-16).

Anyway weeks later when I read in the CBC website on June 15th I just grinned for reasons of my own. In a nutshell I was astounded at just how pompous Paulson is but very grateful he proved it to all. Howcome this RCMP member did not speak up then?

FYI The RCMP are a para-military force and always been. If you don't believe me check history orask the ghosts of Louis Riel and his friends or ask of the RCMP's actions in Russia and Africa long before Paulson and I were born.

Now nearly two weeks later as I am polishing off doing what I have been directed to do by the Federal Court of Appeal by tomorrow, I hear and read this member's words in the news?

Well lets just say that I handled it in my own way today and now I am gonna have a nap then drink some coffee and then quite likely spend all night altering the brief before I file it in the docket tomorrow,

However for personal experiences with the RCMP going back to 1982 I know for fact that that fish in particular stinks all the way down to the tail and it includes the politicians and their bureaucratic cohorts who were appointed to over see them.

Sad to see stories week after week on the once proud RCMP. As a child we looked up to the force, now as an adult we shake our head as to how it has come to this. This is not new. The morale has been going down for years, and it seems the bullies, rather than the "nice guy cops", have come out on top.
I personally know three retired RCMP officers, and not one has anything good to say about the force today.

However it is not just the RCMP In my humble opinion is the justice system itself and the political lawyers who oversee it that allow the obvious malice to continue. I learned it the hard way after being enlisted by the RCMP to investigate their own actions in New Brunswick and testify a Coroner's Inquiry about a wrongful death in 1982. Although the Crown covered up the matter for the benefit of a lowly RCMP Corporal who retired as an Assistant Commissioner last year and immediately went to work at the Canadian Forces HQ.

After the Coroner's Inquiry the widow's lawyer hired me to assist in a wrongful death lawsuit. Once the widow settled with the Crown in confidence out of court, the RCMP attacked me and that war continues to this very day. In fact I am filing a brief in Federal Court today and this article will be mentioned.

BTW I am impressed to see that CBC allowed my first two comments within this "News" item. Heres hoping the CBC maintains its newfound sense of Integrity

Public Safety Minister Ralph Goodale says the looming retirement of RCMP Commissioner Bob Paulson is as good a time as any to consider rejigging the governance of the force, including the outstanding recommendation to set up a civilian oversight body.

"The change in command is an opportunity to examine all dimensions of governance and structure. The new commissioner will have important challenges to address in terms of maintaining the tradition and heritage of the force and at the same time acknowledging all of the new things that modern day policing requires," Goodale said in an interview with Chris Hall, host of CBC Radio's The House.

"Obviously we've had issues internally to deal with, with the allegations of harassment and bullying, a major class action that the RCMP has now been successful in settling," he said.

"The RCMP is just an absolutely fundamental institution in this country and the standards in terms of workplace behaviour has to be absolutely top of the heap."


Goodale has already publicly acknowledged the support behind the idea of civilian oversight, which was the central recommendation of a 2007 report from a task force on governance and cultural change at the RCMP.

That's welcome news to Queen's University and Royal Military College professor Christian Leprecht, who is about to publish a study on the RCMP's leadership structure through the MacDonald-Laurier Institute.

Leprecht said you can't fix harassment and the RCMP's other issues if you don't fix the governance structure.

"It's a fairly dysfunctional structure and organization but it is replete with very good people trying to do their best," he said.

"Institutional cultural change is gradual but the only way you can get there is by changing the way the organization is managed and is governed.

The RCMP has been on trial in Moncton, accused of failing to keep officers safe on June 4, 2014, when a gunman killed three Mounties and wounded two others.

Leprecht suggests a model that mirrors that of National Defence where there's both a chief of the defence staff and a deputy minister.

"The challenge lies in really what we want the senior police officer, the commissioner, to focus on, [which] is operations, and leave all the policy pieces, the financial aspects, the HR issues to a professional civilian," he said.

Admittedly, said Leprecht, that's not an easy lift.

"[Goodale] is maybe the most experienced minister that not only the current government has but has ever held the public safety portfolio. So if there's one minister that actually has the competency, the experience, and the insights to do this, I think the current minister is that individual."

Paulson's last day June 30


Paulson's tenure as Canada's top Mountie comes to an end June 30.

His retirement will come after 39 years of service, including 32 in the RCMP. He has served as commissioner for more than five years.

"Commissioner Paulson has worked very hard at trying to build the momentum and the direction for modernization and improvement within the force," said Goodale.

The federal government has asked former New Brunswick premier Frank McKenna to head a selection committee of up to 10 people who will meet early this summer to begin the process of finding a replacement for Paulson.

The group will be asked to present a short list of candidates from which Prime Minister Justin Trudeau will choose Canada's next top cop.

@bren hynes On May 24th I stood before the Federal Court of Appeal in Fredericton NB. Weeks before Paulson opted to come to New Brunswick and testify on his on accord I encountered a panel of 3 judges who came down from Ottawa for an needless and very vexatious hearing inspired by the Crown. I was glad to finally meet them.

During the aforesaid hearing.I mentioned my concerns about the ongoing trial of the RCMP in Moncton and the hearing in the Federal Court being held on the same day about the class action lawsuit against the RCMP (There is still no decision as of today Federal Court File no T-1685-16).

Anyway weeks later when I read in the CBC website on June 15th I just grinned for reasons of my own. In a nutshell I was astounded at just how pompous Paulson is but very grateful he proved it to all. Howcome this RCMP member did not speak up then?

For the record  I only spoke with one Crown Counsel before I appeared
before the Federal Court of Appeal  on May 24th. This was the number I
called and I talked to Liliana-Longo personally. She recalled our last
conversation in April of 2003 and i reminded her that the documents I
sent her in 2004 were now in the docket of the Federal Court. Need I
say that I did not consider it a coincidence when two members of the
RCMP attended the hearing in plain clothes on May 24th and refused to
identify themselves?

(Delivered orally from the Bench in Fredericton, New Brunswick, on
December 14, 2015)

The Plaintiff seeks an appeal de novo, by way of motion pursuant to
the Federal Courts Rules (SOR/98-106), from an Order made on November
12, 2015, in which Prothonotary Morneau struck the Statement of Claim
in its entirety.

At the outset of the hearing, the Plaintiff brought to my attention a
letter dated September 10, 2004, which he sent to me, in my then
capacity as Past President of the New Brunswick Branch of the Canadian
Bar Association, and the then President of the Branch, Kathleen Quigg,
(now a Justice of the New Brunswick Court of Appeal).  In that letter
he stated:

As for your past President, Mr. Bell, may I suggest that you check the
work of Frank McKenna before I sue your entire law firm including you.
You are your brother’s keeper.

Frank McKenna is the former Premier of New Brunswick and a former
colleague of mine at the law firm of McInnes Cooper. In addition to
expressing an intention to sue me, the Plaintiff refers to a number of
people in his Motion Record who he appears to contend may be witnesses
or potential parties to be added. Those individuals who are known to
me personally, include, but are not limited to the former Prime
Minister of Canada, The Right Honourable Stephen Harper; former
Attorney General of Canada and now a Justice of the Manitoba Court of
Queen’s Bench, Vic Toews; former member of Parliament Rob Moore;
former Director of Policing Services, the late Grant Garneau; former
Chief of the Fredericton Police Force, Barry McKnight; former Staff
Sergeant Danny Copp; my former colleagues on the New Brunswick Court
of Appeal, Justices Bradley V. Green and Kathleen Quigg, and, retired
Assistant Commissioner Wayne Lang of the Royal Canadian Mounted
Police.

In the circumstances, given the threat in 2004 to sue me in my
personal capacity and my past and present relationship with many
potential witnesses and/or potential parties to the litigation, I am
of the view there would be a reasonable apprehension of bias should I
hear this motion. See Justice de Grandpré’s dissenting judgment in
Committee for Justice and Liberty et al v National Energy Board et al,
[1978] 1 SCR 369 at p 394 for the applicable test regarding
allegations of bias. In the circumstances, although neither party has
requested I recuse myself, I consider it appropriate that I do so.


AS A RESULT OF MY RECUSAL, THIS COURT ORDERS that the Administrator of
the Court schedule another date for the hearing of the motion.  There
is no order as to costs.

As your attachment sent today refers from Premier Graham, our position
is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.

As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada
the US. These issues do not fall into the purvue of Detachment
and policing in Petitcodiac, NB.

It was indeed an interesting and informative conversation we had on
December 23rd, and I wish you well in all of your future endeavors.

Interviews underway for next RCMP commissioner

Makeup of committee offers possible clues about what government wants in top Mountie

Interviews are underway this week for the next commissioner of the RCMP — and the government's newly announced selection committee provides clues about what the government is looking for in the new leader of the national police force.

Late last week, headhunting firm Boyden notified some applicants they were no longer under consideration for the opportunity to replace former commissioner Bob Paulson, who retired at the end of June, according to one person contacted by the firm who spoke to CBC News on condition of anonymity.

Earlier this week, Public Safety Minister Ralph Goodale unveiled his long-awaited selection committee, which is headed by Frank McKenna, who served as an ambassador and premier of New Brunswick.

The choices for the six-woman, three-man committee suggest what skills and attributes the government is prioritizing in the new commissioner.

The RCMP's change in leadership comes after another round of blistering reports about dysfunction in the national police force and recommendations that the federal government legislate civilian governance and oversight of the Mounties.

The RCMP itself will soon be sentenced for failing to provide adequate use-of-force equipment and training to the Moncton, N.B., Mounties who were killed or wounded while trying to stop gunman Justin Bourque in June 2014.

And Mounties are in the process of organizing their first labour association. Up until now, the RCMP has been the only major non-unionized police force in Canada.

Expertise in labour, change, diversity

That may explain why Goodale asked former Winnipeg police chief Devon Clunis and Barbara Byers, a former senior executive with the Canadian Labour Congress, to join the committee.

Canada's first black police chief, Clunis led a modern, unionized force for four years.

Before her retirement from the large labour organization, Byers was responsible for several high-profile issues at the labour congress such as workplace training, employees with disabilities and LGBT workers.

The commissioner's job posting also highlights the need for a leader with experience in cultural change, good governance and organizational wellness. In that vein, the government has appointed Manuelle Oudar, chair and CEO of Quebec's board of workplace standards, equity, health and safety.

Goodale has also appointed two former prominent female RCMP leaders to the group.

Marianne Ryan was the force's deputy commissioner in Alberta. Had the well-liked senior officer not retired earlier this year to become the province's ombud, the government may have tried to recruit Ryan for the top job.

As Canada's first female commissioner, albeit in an interim capacity, Bev Busson will also be well-placed to engage with candidates on questions of police operations and organizational culture.

Both women would also likely know some of the internal candidates whose names have been mentioned as contenders, such as Deputy Commissioner Kevin Brosseau and Assistant Commissioner Jennifer Strachan.

The posting also makes it clear the next commissioner will also have to demonstrate their knowledge of Canada's "Indigenous culture and a sensitivity to the issues relevant to the diversity of the Canadian population."

Tammy Cook-Searson, chief of Saskatchewan's Lac La Ronge First Nation, is among those on the committee who would be able to assess the candidates for those abilities.

Rounding out the committee are the prime minister's national security and intelligence adviser Daniel Jean, the deputy minister at Public Safety Canada Malcolm Brown and Status of Women Canada Deputy Minister Gina Wilson who used to serve at the department of public safety.

Informal consultation

In addition to the formal selection process, frontline Mounties and some of their relatives have told CBC News they've called committee chair McKenna directly, to tell him what kind of commissioner they want at the helm.

The Boyden recruitment firm has held similar meetings with interested parties such as members of the National Police Federation, which is set to become the Mounties' first union.

The federal government has tapped former Liberal cabinet minister Ralph Goodale to serve as Canada's next high commissioner in the United Kingdom, CBC News has learned.

While the longtime Saskatchewan MP is Ottawa's pick for the job, the U.K. has not officially approved the appointment, according to confidential sources who spoke to CBC News on the condition they not be named.

Goodale, who lost his Regina-Wascana seat in the 2019 federal election, would take over the job from Janice Charette, who was appointed in 2016 after serving as clerk of the Privy Council.

As high commissioner, Goodale — who has held a number of federal portfolios during his political career, including finance and public safety — would be responsible for charting a path forward on a bilateral trade deal.

While the United Kingdom left the European Union in January, the terms of the EU's Comprehensive Economic and Trade Agreement (CETA) with Canada continue to apply until the end of this year.

Since losing his seat, Goodale has served as a special adviser to the Trudeau government on the destruction of a commercial airliner by Iranian military forces in January.

To hear former New Brunswick premier Frank McKenna tell it, political debate is going to the dogs.

In Regina, Sask., to help Finance Minister Ralph Goodale win re-election, Mr. McKenna suggested at a rally that opposition leaders offered up a dog's breakfast to voters during the televised leaders debates.

Mr. McKenna described NDP Leader Jack Layton as "an annoying  yappy little terrier," Bloc Québécois Leader Gilles Duceppe as a "French poodle," and Conservative Leader Stephen Harper as "a lapdog for George Bush."

Showing his true dogma, Mr. McKenna had nothing but praise Tuesday for his pet choice. The prime minister, Mr. McKenna said, was "a noble German shepherd standing up for the interests of Canada."

"What does Jack Layton have to lose? He can yap away. No one expects him to win Very much .. . No one attacks aim because he's irrelevant."
