Two New Brunswick deputy ministers who have been commuting to Fredericton from the Saint John area to run their departments accumulated thousands of dollars in accommodation and mileage expenses last year moving back and forth between the cities, records show.
John Logan, who lives in Saint John and heads the Department of Transportation and Infrastructure, billed the province $9,219.08 for 85 overnight stays in Fredericton in 2020 to attend to business at department headquarters, according to his public expense records.
In a statement, Nicolle Carlin, director of communications for Premier Blaine Higgs, said Logan regularly works in Fredericton, where his job is headquartered, but often chooses not to commute home at the end of the day.
"John Logan works mostly out of the Fredericton office," said the statement. "When he's in Fredericton, he usually stays in the city for more than a day."
Yennah Hurley, a deputy minister who runs the Department of Tourism, Heritage and Culture, owns a home in Quispamsis.

Hurley was paid $9,550 to offset Fredericton accommodation expenses in 2020 but also billed over $900 in mileage charges for 24 trips she made up and down Highway 7 to attend meetings close to her home in Saint John.
The Saint John meetings were eight times more than the number in any other location Hurley visited outside of her office in Fredericton, but her department insists the charges were for legitimate government business.
These were expenses for meetings related to the duties of the acting Deputy Minister at the time," Erika Jutras, the department's acting communications director, said in an email about the Saint John meetings.
Jutras dismissed questions about whether holding so many meetings in Saint John and submitting expense claims for them could be seen as an attempt to have the province subsidize Hurley's commute between Fredericton and her home in Quispamsis.
The expense reports do show the largest number of the Saint John meetings, 11, are dated as happening on a Friday and most occurred after the start of the COVID-19 pandemic in March, when many government gatherings moved online.
Hurley and Logan are among at least four senior officials hand-picked by Higgs to serve in key government roles who have not moved to Fredericton and whose expense accounts have included a variety of enhanced charges as a result.

D'Astous, like Hurley, maintains a home in Quispamsis, while Léger has a residence in Sainte-Marie-de-Kent. Logan, who once served with Higgs as an executive at Irving Oil, lives in Saint John.
Earlier this month, Higgs told CBC News that Hurley no longer qualifies for the living allowance since being named the permanent deputy minister of her department in December. Carlin said D'Astous also no longer qualifies after recently signing a new employment contract.

Logan does still qualify for payment of his Fredericton living expenses as does Léger, which Carlin said has been the case for previous chiefs of staff..
"Mr. Leger's position is not a permanent position with the civil service," said a statement issued by Carlin.
"It is a job with a fixed time limit, and therefore most people who accept such a position would not move their home and family."

The top official in charge of the province's legal battles has contradicted Premier Blaine Higgs on the duty to consult Indigenous people on resource projects.
Earlier this year, Higgs expressed frustration over the legal requirement for consultations, calling it vague.
But John Logan, the deputy attorney-general, told the legislature's Public Accounts committee on Thursday that "the duty to consult is quite clear."
He was responding to a question from Progressive Conservative MLA Stewart Fairgrieve, who said he attended a parliamentary conference in western Canada that featured discussions about how the requirement is "ambiguous" and "confusing."
"With respect, I would disagree with you," said Logan, an experienced lawyer whose non-partisan role is to oversee the Office of the Attorney General. Its lawyers represent the government in most court cases.

"The duty to consult is established over the course of decades of case law, but it's quite clearly articulated."
Logan said the duty to consult can be applied differently in different parts of the country, depending on whether there are treaties with Indigenous nations.
And he said there is also a "sliding scale" to the obligation, depending on an assessment of how much a government action would infringe on treaty or title rights.
Several Indigenous leaders condemned that decision, which they said happened without any consultations.
In the legislature, Aboriginal Affairs Minister Jake Stewart said consultations weren't needed until after the cabinet decision. "We didn't even have a regulation until now so there was nothing to talk about," he said.

But Higgs said in a speech at the national conference of the Assembly of First Nations in Fredericton in July that the government didn't have "a clear understanding of just what consultation means."
He told reporters at the conference, "It's not well-defined so you don't know when you're done, and the timelines to achieve it. No one is arguing the point of going through the process. It's just, let's understand what the process is."
Fracking expansion plan halted
In August, Corridor Resources said it was putting on hold its search for investors for an expansion of its operations in Sussex. It said the province wasn't able to consider its application to lift the moratorium pending Indigenous consultations.
Corridor had extracted natural gas in the area since 1999 but suspended fracking after the previous Liberal government imposed the moratorium in 2016.
Logan told the committee that there's been a lot of public discussion "as to what we have to do as a minimum, what we should be doing as a norm, what we should be doing if we really want to build a relationship that we need to build with the Indigenous communities."

The province's policy on the duty to consult, available online, says the obligation exists "when the Crown is considering an action or decision that may adversely affect Aboriginal and treaty rights" under Section 35 of the Constitution.
That includes the creation or implementation of regulations and policies that could "negatively impact the traditional use of Crown land and resources or the way a right is exercised."
The five-page document says First Nations are also expected to participate in consultations in good faith.
Higgs complained in July that Wolastoqi chiefs that had signed an accommodation agreement with the province in 2017 about the Sisson mine were still saying they were against the project. He suggested they should return the $3 million they received from the province.
Chief Patricia Bernard of Madawaska Maliseet First Nation said in July that agreeing to not challenge the mine in court was not the same thing as consenting to it, and did not limit her ability to say she didn't like the project.

A lawyer for the New Brunswick government says the province will have to pay Scotiabank $50 million and then seek repayment as a creditor of the Atcon group of companies.
Under the terms of a loan guarantee to Atcon, the government will pay the bank as early as this week, John Logan told the Court of Queen's Bench in Miramichi on Monday.
A court-appointed monitor was also expected to report to the court Monday on ways to restructure the Miramichi-based company or sell assets.
Five Atcon companies were placed into receivership on March 1, while another five were placed under creditor protection.
Atcon owes creditors about $250 million.
The company's main lender, Scotiabank, called in its loans on Feb. 25.
Last year, the New Brunswick government extended three different loan guarantees to Atcon worth a combined $50 million.

I would like to begin by thanking my predecessor Tina Lagacé Rivard for her service as President over the past year. Our immediate past president has set a standard that I will strive to achieve. I know that Tina made many sacrifices, personal and professional, on our behalf during her tenure. Tina participated in meetings both at the national and local levels as well as representing us at numerous ceremonies around the province over the past year. Thank you Tina for all of your hard work and I look forward to having you remain on the executive in the role of past president over the next year.
As we open the chapter on this new term, we are also very excited to acknowledge our own Kevin Haché of Caraquet who recently joined the National Board. I’m sure you all join me in congratulating Kevin and wishing him all the best as he embarks on this challenge.
I would also like to take this opportunity to congratulate several of our past presidents on their receipt of the Queens Counsel designation. Recipients included Scott Brittain, Ed Keyes and Deloras O’Neill. Current Counsel Member Rob Dysart was also a recipient. I was honored to represent CBA NB at the ceremony at the Legislative Assembly to offer congratulations to all the recipients on behalf of the profession.
As we embark on a new term for CBA Council and the Executive, an ambitious agenda is forming. Recent deliberations have begun the work of prioritizing our work for the year 2018-2019. Key priorities that have been identified include advocacy, sections and member engagement. An emphasis will be placed on collaborative leadership and relationship building, such as strengthening our relationship with Government, the Law Society of NB, Law Schools, the Judiciary and other stakeholders. Council established the Strategic Priority Implementation Team (SPIT) which is comprised of the executive and members of Council. There will be more information to follow as we begin our work in the coming months.
On the advocacy front, we would like to congratulate the Honorable Andrea Anderson-Mason, Q.C., on her recent appointment as Minister of Justice and Attorney General. We look forward to meeting with the Honorable Minister and the new Deputy Attorney General, John Logan, Q.C. I would like to thank John for his contributions to CBA NB over the last number of years; his willingness to contribute and sage advice has been appreciated.
We recognize the value and importance of Sections and see the opportunity to increase the benefits to members through Sections. We have much to be proud of in the work our Sections achieve, whether in terms of contribution to PD, advocacy or law reform – Sections truly are the life blood of CBA. What does Amerika, the "Truther" movment, "God" and retards have to do
with Canada
We do not have to worry about comment from Little Dean and Dave...they
are to uneducated to understand most posts
So have you seen them, been annoyed or insulted by them, have you
smelled their disease? Have you ever crossed the "medicine line" and
seen some Yank being taken into custody because he just has..."this
constitutional right to bear arms"...in Canada. I remember years ago
when the debate was on in Canada, about there being weapons of mass
destruction in Iraq. Our American 'friends" demanded that Canada join
into "the Coalition of the Willing.
American "veterans" and sportscasters loudly denounced Canada for NOT
buying into the US policy. At the time I was serving as a planner at
NDHQ and with 24 other of my colleagues we went to Tampa SOUCOM HQ to
be involved in the planning in the planning stages of the op....and to
report to NDHQ, that would report to the PMO upon the merits of the
proposed operation.
There was never at anytime an existing target list of verified sites
where there were deployed WMD. Coalition assets were more than
sufficient for the initial strike and invasion phase but even at that
point in the planning, we were concerned about the number of "boots on
the ground" for the occupation (and end game) stage of an operation in
Iraq.
We were also concerned about the American plans for occupation plans
of Iraq because they at that stage included no contingency for a
handing over of civil authority to a vetted Iraqi government and
bureaucracy. There was no detailed plan for Iraq being "liberated" and
returned to its people...nor a thought to an eventual exit plan.
This was contrary to the lessons of Vietnam but also to the military
thought, that folks like Colin Powell and "Stuffy" Leighton and others
illucidated upon. "What's the mission" how long is the mission, what
conditions are to met before US troop can redeploy?
Prime Minister Jean Chretien and the PMO were even at the very
preliminary planning stages wary of Canadian involment in an Iraq
operation....History would prove them correct. The political preesure
being applied on the PMO from the George W Bush administration was
onerus
American military assets were extremely overstretched, and Canadian
military assets even moreso It was proposed by the PMO that Canadian
naval platforms would deploy to assist in naval quarantene operations
in the Gulf and that Canadian army assets would deploy in Afghanistan
thus permitting US army assets to redeploy for an Iraqi operation....
The PMO thought that "compromise would save Canadian lives and liberal
political capitial.. and the priority of which ....not neccessarily in
that order. Essentially Canada detemined to stay out of Iraq, paid the
price, of a larger role in Afghanistan to enable US military assets to
redeploy to Iraq.
The US op in Afghanistan evolved from a US op, to a UN op, to a NATO /
ISAF op. NATO countries other than Canada and the UK shun combat
operations in Afghanistan..their rules of deployment and engagement
mitigate against NATO troops engaging the Taliban. By design I am
quite sure.
But now the American Iraq op, is a great success. The "surge" worked.
But alas now 127 Canadian soldiers are dead. The 2011 deadline is
coming nigh....and President Barak Obama and NATO want Canada to
consider extending the deployment of Canadian troops. The motives are
different. The US wants to... needs to, as matter of national
security, to defeat insurgency in Afghanistan and Pakistan. Our
European allies want Canada to remain and continue to "punch above its
weight" so European soldiers do not have to actually fight or die.
That begs a few questions: "Nations do not have friends, nations have
interests" -Henry Kissinger. Is American national security re
terrorism in Afghanistan and Pakistan compatable with Canadian
national interests? If this country, Canada is going to be a
continuing ally in "the war against terror"....should not our "friends
and neighbours across the medicine line be more amenable in matters of
trade, or just living up to their free trade agreements. If our
"friends and neighbours" to the south want Canadians to fight side by
side...maybe that 7 % Softwood lumber tariff was a mistake...or the
buy American provision in the currant stimulus plan ought to be re
thought.
Our American "friends" give Israel roughly 3 billion dollars a year to
be spent buying weapons systems from US defense contactors...to
survive (both Israel and US defense industries) Perhaps US dollars
should flow to Canada to buy weapons systems and patrol aircraft and
naval platforms...after all, aren't we your "friends and allies"?
There is nothing similar with American culture, and politics between
Canada and the US. Canada evolved into nation status and the US,
revolted violently. This difference in the means we became
nations...has greatly defined who and what we are.
Our American "friends" look upon Canada as cultural, economic and
political satrap.... Now to their great consternation they are finding
out... that is NOT the case . Nothing good came to Canada by way of
America. The military "schewir punct" should be defense of our
continental shelf and the arctic.
Canada does need to stop shipping unrefined bitumen to the US and
totally refine it here and start building a pipeline for bitumen to
Canada's west coast to sell to Asian and the Chinese market. It is
more than past time to understand ..our American "friends" are not our
friends at all.

John Logan joined the Canadian Forces through the Regular Officer
Training Plan on August 8, 1972 and during the next five years attended
College Militaire Royal de Saint Jean and Royal Military College,
Kingston. He graduated with a Bachelor of Arts (History with
distinction) and was commissioned in the rank of Lieutenant in May
1977. Upon completion of second language training, he was posted to 3
PPCLI in Esquimalt, B.C. During the next four years, he held various
battalion appointments, including Rifle Platoon Commander, Assault
Pioneer Platoon Commander, Company Second in Command and Company
Operations Officer. In May 1980, he was promoted to the rank of Captain

Col Logan has attended CF Staff School, Toronto and has completed the Officer Professional Development Program and Field Officer Examinations (with distinction). In 1982 he resigned from regular force to pursue a career in law. He transferred to the Primary Reserve in 1983 and joined 1 RNBR, where he commanded B Company from 1983 - 1985. During his tenure as Commanding Officer, the Unit was judged the best Militia Service Battalion in Canada. In 1994, he relinquished Command of the Unit and assumed duties with Advanced Training at LFAA HQ. He commanded 30 Service Battalion during ARCON 95 and became the Director of Advanced Training and Chief Instructor of MCSC (Tutorial I and II) in September 1997. In 1998 he was appointed Deputy Commander of 37 Canadian Brigade Group Headquarters in Moncton. In 2000 Col Logan returned to the position of Director of Advanced Training at LFAA and covers off one of the Directing Staff positions with Land Forces Doctrine and Training Systems. On 21 June 2003, Col Logan assumed command of 37 Canadian Brigade Group. In June 2006 he was appointed Assistant Chief of Staff Operations at LFAA HQ.
Col Logan practiced law with the law firm of Patterson Palmer for fifteen years. He is currently a senior solicitor in the New Brunswick Office of the Attorney General, Legal Services Branch in the Corporate Commercial and Property practice group. A provincial court judge is worried the trend of drug addicts committing
robberies will get someone killed, and it will probably be someone
committing the crime, not the victims.
Judge Graydon Nicholas presided over the sentencing of Jonathan Edward
Feeney, 35, of Smithfield on Friday.
The judge handed Feeney a prison sentence of two years plus a day for
robbing an employee of the Smoke Shop at the Atlantic Superstore on Smythe
Street on Oct. 13.
Nicholas said it's just a matter of time before someone committing a robbery
in the Fredericton area is shot.
He said it's possible retail and service-business employees targeted for
robbery will arm themselves, as is often the case in the United States.
"If it happens south of the border, it's going to make its way up here," the
judge said.
The number of robberies in Fredericton has spiked in the past couple of
years, and they've been attributed to drug addicts desperate to get cash to
score their next fix.
Nicholas said these robberies have been small-time crimes but they carry
significant consequences.
Defence lawyer Ron Morris said Feeney became addicted to prescription
painkillers after he was injured some time ago.
"We're looking at another pathetic situation ... that's arisen from
prescription drugs," he said.
He said Feeney has spent $75,000 - stemming from the sale of a home and a
motor-vehicle accident settlement - on drugs in a short time.
Feeney's pre-sentence report indicated he had a good upbringing, Morris
said, but drugs ruined his life.
Nicholas pointed out that a happy childhood can rarely help once someone
gets hooked.
"Addiction to prescribed medicine does not discriminate," the judge said.
At trial, the court heard that Feeney entered the Smoke Shop, went behind
the counter, told the female clerk he was messed up and demanded money.
Crown prosecutor William Corby said the threat wasn't explicit, but it still
constituted a robbery.
Morris said Feeney pleaded guilty right away to a string of crimes he
committed in March and April.
He admitted to his actions at the Smoke Shop, the defence lawyer said, but
pleaded not guilty because he maintained it was a simple theft, not robbery.
Corby said Feeney was sentenced to 16 months in jail for that spree of
crimes - which included a break-in and several thefts.
The prosecutor said that since the robbery was a part of that spree, the
stiffer federal sentence should run concurrently with the previous sentence.
"There was a stretch of time when Mr. Feeney was out of control," Corby
said.
He also pointed out that although he committed a robbery, there was no
weapon or actual violence, just the implied threat of violence.
"In this particular case, the degree of violence is at the low end of the
scale," Corby said.
Both he and Morris agreed a minimum federal sentence of two years plus a day
was warranted.
In addition to that prison sentence, Nicholas also imposed a mandatory
10-year firearms prohibition and ordered that a DNA sample be taken from
Feeney for a national criminal database.

A provincial court judge ruled Thursday against the Crown's attempt to enter
a computer analysis of a CD as evidence in the trial of a Fredericton
broadcaster charged with accessing child pornography.
Dennis Melanson, 49, once hosted Melanson Live on Rogers Cable 10 and worked
as radio station Fred FM's news director until he was charged in 2005.
Crown witness Marcus Elson, a systems developer at Rogers Cable, told the
court Thursday he found a single image of child pornography in a temporary
internet file on a Rogers Television computer. The image was stored under
the user name belonging to Dennis Melanson.
Elson said at that point he stopped his search and saved the entire
temporary file to a CD, which he handed to Rogers corporate investigator
Gary Chaters. Chaters then gave it to Fredericton police.
In testimony on Wednesday, the first day of the trial, Fredericton police
said they no longer had possession of the CD, but that the Crown had a
computer analysis of its contents. Crown prosecutor Kathryn Gregory tried to
convince Judge Graydon Nicholas to accept it as evidence.
Nicholas ruled against that, saying in the absence of the CD the analysis
would be prejudicial to the defence.
On Wednesday, defence lawyer Howard Peters had argued about the
admissibility of a 2005 police interview with Melanson.
Fredericton police Const. Robb Costello testified that he interviewed
Melanson in May 2005 during an investigation of one of Melanson's co-workers
at Rogers television.
Cameraman Gary Boole pleaded guilty to possession and distribution of child
pornography in the fall of 2005.
During Melanson's May 2005 interview at the police station, Costello told
the TV host he was investigating computer use at Rogers Cable, and asked
Melanson what he knew.
Costello said he was surprised when Melanson told him he thought he knew
what Costello was talking about, and that he was planning a show on the
subject of child pornography. Costello said Melanson admitted to looking at
questionable websites in his research for the show.
Costello said he told Melanson things had just changed, and excused himself
from the interview room. When Costello returned, he told Melanson he was now
under investigation for accessing child pornography.
The Crown said Melanson's statements that day were voluntary, and should be
admitted in court.
However, Peters argued police didn't let Melanson know if he was a witness
or a suspect in the investigation, and that Melanson felt obligated to talk
based on a comment made by Costello.
Decision reserved
Nicholas reserved his decision on the admissibility of the interview until
later in the trial.
RCMP Const. Jacques Boucher also testified that an investigation revealed
two user IDs with access to the pornographic images, and that Melanson had
access to both.
Boucher said he was once a guest of Melanson's on his television show, and
that following the show's taping he had a discussion with Melanson about
doing a future show on child pornography.
Boucher said that was in January or February 2005, right around the time the
first images appeared on the computer.
Rogers officials are expected to testify later in the trial.

the following links. Myriam Corbeil and Giuseppe Battista should
recall my doing with the Gomery Commission and Oliphant should rember
me me from my doings with the

Quebec Court of Appeal appears to have "established the norm that in
principle" when abuse of trust and the public purse is involved in
matters of large-scale fraud a jail term is "required."
"But it is important to note that the court maintained the quantum of
the sentence," noted Battista. "In other words, they didn't touch the
amount of the sentence but they said that it should be served in jail
and not in the community."

Crown lawyers receive help in fight
for pay raise

Lawyers who work for the New Brunswick
government say a previously secret report may help their case for a
bigger pay raise.
The lawyers had to go to court to see
the report, which proves they're underpaid, they say.
Government lawyers aren't unionized
and can't strike, so have no leverage in asking the government to
raise their pay.
Last year, the government commissioned
a study of what Crown lawyers make across the country as part of a
review of salaries.
The government wouldn't give the Crown
Counsel Association a copy of the report when it was done, so the
association used the Right to Information Act to take the government
to court, and a judge ordered the report released.
Association president John Logan says
the report appears to show government lawyers here are paid less than
their counterparts in other provinces.
"The association of Crown counsel are
reviewing the report and intend to use it as background information."
The association is hoping to meet with
the new attorney general to talk about the report, but government
spokesperson Christina Winsor says a good pay plan is already in
place.
"The current pay plan for the lawyers
is an average of three per cent a year over four years, and that is
consistent and slightly above inflation rates, which is averaging
about two per cent right now."
Winsor says a new study will be
commissioned in 2009 when the current schedule of pay increases
expires

Two New Brunswick Deputy Ministers Cause Huge Expenses To Taxpayers
Two New Brunswick deputy ministers, one from St. John and the other from Quispamsis, have spent thousands of dollars for accommodation and mileage while traveling back forth between the cities. The deputy ministers have traveling back and forth to Fredericton from the Saint John area in order to run their departments.
John Logan, who heads the Department of Transportation and Infrastructure, has cost the province $9,219.08. All of this money is billed for 85 overnight stays in Fredericton in 2020, where he went to attend business at department headquarters.
Nicolle Carlin, director of communications for Premier Blaine Higgs, said that Logan works in Fredericton and that he often chooses not to commute home when he finishes his workday.
“John Logan works mostly out of the Fredericton office,” said the statement. “When he’s in Fredericton, he usually stays in the city for more than a day.”
Yennah Hurley, a deputy minister who runs the Department of Tourism, Heritage and Culture, also spends lots of money on accommodation and mileage expenses while traveling from Quispamsis to her workplace.
She was paid $9,550 to offset Fredericton accommodation expenses in 2020 but also billed over $900 in mileage charges during that time. Although she has traveled 24 times down Highway 7, her department said that the charges were for legitimate government business.
Similarly, the premier’s chief of staff and deputy minister, Louis Léger, and his principal secretary, Paul D’Astous, were paid the same $955 per month as a “living allowance”. D’Astous lives in Quispamsis while Léger is a resident of Sainte-Marie-de-Kent.

When so many New Brunswickers are having a tough time keeping up with rent increases, the government shouldn't be paying for secondary residences for civil servants, says Green Party Leader David Coon.
"I don't see any rationale whatsoever for the accommodations of a deputy minister to be covered unless they're travelling for work," Coon said Wednesday. "Not coming to their job and residing somewhere else."
According to the government's listing of senior executive travel and other expenses, Yennah Hurley, the deputy minister of the Department of Tourism, has a secondary residence paid for in Fredericton.
Hurley is a resident of Quispamsis, a community outside Saint John roughly an 80-minute drive from her government office.
"If you're a public servant and you accept a job somewhere else different than where you live, then you have two choices — move or commute," said Coon.
"But taxpayers shouldn't be paying for secondary accommodation or secondary lodging to be able to do your job."

(Graham Thompson/CBC)While cabinet ministers who live in other parts of the province are normally granted a "monthly living allowance," a spokesperson for the Treasury Board said there is only one deputy minister receiving an allowance to cover accommodations in Fredericton.
According to her expense claims posted on the government's website, Hurley claims a $955 monthly living allowance, a monthly car allowance of $558.54, and a $690 monthly amount called an "expense allowance." All that adds up to a minimum monthly claim of $2,203.54. She also gets mileage per kilometre on top of that.
That's all in addition to her salary, which falls somewhere between $150,000 and $174,999, according to the government's listing of employee salaries.
Higgs again turns to outside consultants to reshape government
Hurley's appointment by Premier Blaine Higgs drew criticism in 2019 from some who said she wasn't qualified to be a deputy minister, especially since the Tourism Department's budget had been slashed by 37 per cent.
"So you want to cut, but then the premier gets to hire a personal services consultant, a friend of his that he met two years ago," Liberal MLA Jacques LeBlanc said at the time.
In 2012, Hurley toured the province in an RV and was a weekly guest on CBC's afternoon radio show Shift New Brunswick, dispensing tips about what to see and do around the province.

In 2019, amid criticism of her appointment, Hurley said her experience as a self-employed tourism operator was an advantage.
"Budget cuts allow people or challenge people to be more innovative or more creative," she said. "That's where I come in. I'm an entrepreneur. I've worked with tight budgets before."
Hurley was asked for an interview on Wednesday, but so far, has not responded. A spokesperson for the department did respond, by email, to ask the nature of the request. Despite further inquires from CBC, no one replied by publication time.
Jennifer Vienneau, the director of communications for Finance and Treasury Board, did respond to questions about expenses and said "certain ministerial staff," as stipulated in the terms and conditions of their employment, are entitled to claim the monthly living allowance.
She said deputy ministers on personal services contracts are responsible for negotiating their own terms and contracts with the Office of the Premier.
Coon said it's not the first time he's complained about civil servants receiving a living allowance.
Each month, Yennah Hurley claims a minimum of $2,203.54 on top of her annual salary that falls somewhere between $150,000 and $174,999, according to the government's website. (Jacques Poitras/CBC)
"I've been through this once before with a former minister of transportation and infrastructure staff who had their lodgings covered in Fredericton. So this should not be happening again."
He said he would be concerned about such allowances at any time, but it's particularly incongruous now.
Earlier this week, the NB Coalition for Tenants Rights asked the province for relief for tenants, including retroactive rent caps, a moratorium on evictions, and a rent bank fund for people struggling to pay the rent.
Issues related to tenants' rights in New Brunswick have come to the forefront after a number of buildings in cities across the province were bought up, only to see rent increases.
In the letter sent to Premier Blaine Higgs on Tuesday, the coalition recommended a two per cent rent cap retroactive to Sept. 1, 2020, be put in place until the COVID-19 vaccine is available to all, and the province reaches the green phase of recovery.
In January, Higgs said there were no plans to implement rent controls during the pandemic, but he has asked for a report to see if rent increases are a widespread issue.
On Wednesday, in his state of the province address, Higgs acknowledged growing concerns about affordable housing and said there would be a 90-day review of the rental market in New Brunswick.

Louis was appointed Chief of Staff and Deputy Minister, Office of the Premier of New Brunswick in December 2018.
He is a passionate entrepreneur who started in business in his early twenties. For twenty years, he was at the centre of the Atlantic Canadian marketing-communications industry and was recognized by Progress Magazine as one of Atlantic Canada’s top 50 CEOs. A member of YPO since 2007.
He’s a past Board Director and Chair of the Finance Committee of the Donald J. Savoie Institute on Public Policy Research. He served as a member of l’Université de Moncton Board of Governors, Chair of the 2011 Canadian Olympic Hall of Fame, Chair of Downtown Moncton Centreville Inc, and he proposed and shepherd the creation of the New Brunswick Adoption Foundation for children in need for which he received Queen Elizabeth II ‘s Diamond Jubilee Medal.
He also served as Executive Director of the New England Governors and Eastern Premiers Conference on Energy for the 21st Century, and as Executive Director of FORUMe: Evolving Social Values, Natural Resources and the Economy co-presented by UNB and UMoncton in 2012. He also received the Gilbert Finn award for leadership from le Conseil Économique du Nouveau-Brunswick.
He has a BA with a concentration in Political Science from l’Université de Moncton and a Leadership Certificate from Queen’s (Smith) School of Business. He is a proud husband and father of four young adults.
