People’s Party of Canada Leader Maxime Bernier was taken into police custody after attending a rally against COVID-19 restrictions in St-Pierre-Jolys, Man., on Friday afternoon.
Radio-Canada’s Laïssa Pamou who was covering the event said Bernier had gotten into his vehicle to leave the rally when he was pulled out by Mounties who handcuffed him and put him in the back seat of an RCMP vehicle.

Bernier flew back to Montreal Saturday morning after paying bail Friday, party says
People's Party of Canada Leader Maxime Bernier has left Manitoba — for now.
Bernier left on a flight back to Montreal at 9:45 a.m. on Saturday, the federal political party said in a news release.
The update comes after Bernier's weekend tour of anti-lockdown rallies in the southern part of the province was cut short Friday afternoon, when he was arrested by RCMP for breaching provincial public health orders intended to curb the spread of COVID-19.
He was charged under the Public Health Act for assembling in a gathering at an outdoor public place and for failing to self-isolate once he got to Manitoba, RCMP spokesperson Tara Seel said Friday.
The arrest came after his
second stop of the day, in the village of St-Pierre-Jolys, about 50
kilometres south of Winnipeg. He was also ticketed earlier that day at
his first stop, in the nearby town of Niverville. He told a Radio-Canada
reporter on Friday he planned to fight that ticket.

Bernier was released Friday evening on the condition he follow public health orders while in Manitoba, RCMP spokesperson Sgt. Paul Manaigre said in a statement.
The penalties section of Manitoba's Public Health Act states the maximum sanction is a $100,000 fine, one year in jail or both.
Bernier spent roughly eight hours in police custody in the RCMP detachment in St-Pierre-Jolys before paying a cash bail of $1,000 upon his release, the People's Party said.
He's set to appear in Winnipeg court on July 27.
A failure to agree to his bail conditions or any reoffence in Manitoba after his release could have seen Bernier jailed until that date, the party said. The release said he plans to continue to oppose pandemic restrictions, but did not indicate whether he still plans to fight the Manitoba charge.
Bernier knew he risked arrest during his tour of Manitoba but said he was still shocked to be "treat[ed] like a criminal," according to the news release.

The tour was set to include stops in the cities of Morden and Winkler later Friday, despite pandemic restrictions banning large events and requiring people to self-isolate when entering the province if they're not fully vaccinated.
Bernier was also expected to visit the communities of La Salle and Lorette, as well as Winnipeg, on Saturday, then the cities of Steinbach and Selkirk on Sunday, according to an itinerary posted on Facebook.
Rally goes ahead at The Forks
Despite his leaving the province, about 250 people — mostly maskless — gathered at The Forks in the afternoon for an anti-restrictions rally. It was a larger turnout than the previous gathering at the same spot in late May.
It began with a speaker calling attendees "bold" and "brave." "We gather here not to be against our leaders, but to pray for them," he said.
Another spoke up in support of Bernier, saying he came to Manitoba even though he knew he could be arrested.
"He
was willing to pay the price because he knows what he believes in," the
speaker said. There was loud applause for the PPC leader at one point.

Tensions flared briefly when a masked woman with a siren-emitting megaphone was moving through the crowd and was shoved to the ground from behind by a man in a cowboy hat.
CBC did not witness anyone be arrested or ticketed. Officials were seen taking photographs from a nearby parkade.
Court decision over lockdown measures pending
The Calgary-based Justice Centre for Constitutional Freedoms said in a news release that it would appear in court on Bernier's behalf.
The organization has been involved in challenges of lockdown measures across the country, including one in Manitoba that saw seven churches take the province to court over its pandemic powers.
No decision has been issued yet in that challenge.

Pursuant to my many phone calls and email to all of you over the years, you will find enclosed as I promised Hard Copy of exactly the same material sent to Allan Rock, Franky Boy McKenna and the FBI exactly one year ago and many others today. The true copy of the Yankee police surveillance wiretap tape #139 is served upon you as officers of the court in order that it may be investigated. Now that my family has been without their home and their father for almost a year everything I said to the crooked lawyers McKenna and Rock holds particularly true for all of you today. You people forgot we are human too. Do with your irrefutable knowledge of crime what you will in your own selfish best interests as I prepare to file my first complaint in Canada to defend my freedom and argue you in court.
The words in the above paragraphs were all that I was going to say to you people especially after all the times I have tried to make contact with you in the past. However the Conservatives were flying way too high in April for me not to try to shoot the government’s mandate down in May. I have been busy lining up liberal ducks that lost their positions in the last election to drag into court to embarrass Conservatives with. Derek Burney and Mulroney have ordered their puppet, Harper to dare the opposition to cause an election merely because he is temporarily higher in the polls. That is just like Humpty Dumpty did last fall. He got a great kick in the balls and suffered a great fall with that sort of thinking. C’est vrai?
The need has arisen to teach Harper’s puppetmasters Burney and Mulroney a hard lesson about history repeating itself right now. Thus I must remind the nasty Upper Canadian political warhorse, Big Bad Billy Boy Graham of his own words of barely a month ago. "The Liberal Party is ""perfectly capable"" of fighting an election even without a new leader in place if the need arises, Interim Leader Bill Graham insisted Tuesday. Mr. Graham, appearing on CBC Newsworld dismissed suggestions that the party is stuck with the Conservative agenda in the coming session because it is not set to go back to the polls."
Graham while you trying to sprout some balls of your own this spring, I want you to know that Byron Prior read me the letter you pal Cotler wrote to him at your request after polling day was history in 2004. If the current Minister of Justice were an ethical man, he would have given a copy of Cotler’s letter long ago to the Speaker so that all Parliamentarians could have discussed the former Minister of Justice ethics and accountability. What say you? If anyone should pay attention to this letter it is the Bloc. I am trying to be fair even though Ms. Freeman’s snotty assistant threatened to throw my material in the trash. Andre Arthur and the Conservatives made the Bloc look like buffoons in the last election. Tonight is the Bloc’s big chance for payback if anyone in the Bloc has the sand to act ethically ASAP.
In the "mean" time why doesn’t somebody just do their job and call the liberal, Aldééa Landry or the lawyer, Marian McGrath, of the Security Intelligence Review Committee at 613 990-5866 to get the low down about what I am up too? They do report to Parliamentarians. N’est pas? Yea, I know it is a waste of time. You all must know of my concerns particularly with the budget vote ce soir or the new women in the Bloc camp, Freeman and Barbot, would have called me back months ago. N’est pas?
As I line up French ducks, I often think of you, Michael Fortier. I suspect you have heard my name cursed quite a bit lately. The fact that you were picked rather than elected to sit in the House as a Cabinet Minister by your pals Burney and Mulroney makes me curse you too. I well remember your smirk as the wicked Speech from the Throne became history on April 4th. I saw it just before Marion McGrath called me back and laughed at me. The memory of a bald evil looking lawyer who was with Mulroney’s law firm and the TD Bank too poking the tips of his fingers together with glee makes me see red a lot. The Frenchman can hear a trueconservative Maritimer curse a blue streak if he says my name in just the right company to his Newfy buddy the aptly named lawyer, Rob Moore. Methinks that little biblepounder could lose his cool and turn the air as blue as Humpty Dumpty’s balls.
Why bullshit each other? You all know I am the guy who has caused John Manley, Brian Tobin, Allan Rock and Franky Boy McKenna not to want to be the leader of the liberal party. Tobin worked for Magna and obviously McKenna got this material twice and Rock once thus far. Trust me I made certain that I could prove that John Manley should know much about my issues with Bankers and publicly held Corps. Furthermore I sent a lot of people an email and even posted it on the Internet within a blog or two the reason Belinda crossed the floor last year. Don Amos General Counsel and Paul Cellucci VP of Magna Entertainment know all about the many wiretap tapes etc and the evidence of other crimes I have. Quite frankly so does almost everybody else of political import in two countries for over three years. You are looking at the proof that on July 16th, 2002 I gave my material to the CBC and Paul Cellucci in Ottawa before I began to prosecute my first complaint in a Pro Se fashion in the USA. If you bother to notice I am doing the same thing now but in a far larger scale and that is after running for a seat in Parliament twice and studying a lot of law day and night for years. This ethical Maritimer and fierce political animal is ready and chomping at the bit to Raise a Lot of Hell. I will leave it to you to speculate as to whether or not I am successful. However I must inform you I have nothing left to lose. Thus legions of lawyers will find me one genuine pain in the ass in the near future. I am relying on the truth in the old saying that "there is no honour amongst thieves" so if the liberals and the Bloc were truly clever they would figure out some way to side with me quickly.
From my point of view whatever remains of the liberal party that emerges from its rumble for its own benefit should boot out all the lawyers that sat in the 37th, 38th and 39th Parliament. One thing that can be easily replaced is a lawyer or a politician. A political party’s reputation is very hard to regain. Mulroney proved that for ya. Didn’t he? Every now and then Canadians will slap most if not all the offenders of the pubic trust out of office. History has proven that many times. Do you not think it will repeat itself? Look at how many times Harper has proven he looks down on Canadians with contempt even though he has only a minority government. The fool has already proven to all what he really is.
Why do the
opposition even hesitate if they were not as corrupt as he? I will do my
best to see that the Conservatives do not last long in power or my name
ain’t Dave. I think the key to Harper’s demise could still be a few
words from the MP Andre Arthur but someone else could still scoop him as
early as tonight and become a Canadian hero who may become a Prime
Minister someday.
Listen the portions of the wiretap tape in your email right now and remember that I gave nine wiretap tapes to the Suffolk county District Attorney in open court in September of 2004 and my lawyer gave nine original ones to Senator Arlen Specter on Feb 7th. Do you see Bush’s loss of support since then? I do. Interesting EH? Think fast. I have been getting some interesting calls for a change. I am not the only person on the planet who wants to see George W. Bush impeached ASAP. I have given up on my sense of ethical conduct and decided to give copies of wiretap tapes to anyone that wants them despite what law enforcement may wish to say about it.
I explained my reasons to Stevey Boy Harper and a bunch of bankers today. All Canadian and Yankee law enforcement authorities I have managed to speak to over the years falsely claim that they cannot address my own issues with me because it is a matter of public safety and must be kept secret. Bullshit.
The only people that could claim that my matters are
secret are the people in CISIS or the DHS. They are trying to protect is
their own nasty arses at the expense of mine. All the bureaucrats I
talk to lately appear to be lost. John Shuttle in the PCO office is for
example does not know who in his office Harper is going to can or hold
accountable. Two political bosses, Landslide Annie and Pierre Pettigrew
have slipped out the back and effected a getaway with a fine pensions..
Small wonder Stockwell Day and Petey Baby MacKay refuse to call me back.
EH? As always they are confused. Tis my turn to ignore all you
political lawyers for awhile and watch Harper government make ready for
its high diving act. I have no wish to speak to you now unless it is in a
very public fashion. None of the behind closed doors in confidence crap
for me anymore. The people of two countries and my little Clan in
particular have the right see my simple truths out in the open and
argued. To that end, I would prefer to question you in court under oath.
Thus consider yourselves notified that if I am ever allowed the due
process of law I will call you to testify. You can be a hostile witness

Under the Charter I have the definite right to no false imprisonment in
another country supported with false allegations served upon me by my
own consulate while I sat in jail with no bail and held under the
charges of "Other". If Stevey Boy Harper or Paul Martin were I, they
would have sued the Crown the instant they came screaming out of jail.
Am I any less of a man than they are just because I am as poor as a
church mouse? I my book money does not make a man, his word does. You
dudes take oaths all the time. A man like me fails to see the need.
Should not everything one says in serious matters be true? Why the need
for an oath, especially when speaking for others for a fee?
You all work for the good of the common man in the House of Commons. EH? FYI, most of us common men know your secret. The doubletalk of mandates etc only serves to prove your dishonesty.
The reason you will not act
within the scope of your employment ain’t a matter of Public Safety at
all. Rampant Public Corruption ain’t a closely guarded secret. It is
common knowledge that is as old as man himself. It is my fondest wish to
bring great shame upon the legal profession and all employed in law
enforcement. You have all sworn oaths to uphold the law and delay and
deny no one for lure or malice. All have proven to me that you work hard
to do the opposite and betray the public trust for personal gain. For
my own protection and satisfaction, I have written a journal and secured
copies of it in many places with supporting evidence. Your names can be
found within. I cannot depend on justice being served in the purported
Democracy that stands in Canada right now or ever. You choose the part
you wish to play on the little stage I have set for you. I will record
the truth of your actions or inaction with the faith that sooner or
later the truth will be known about what I have managed to do.
Enough said, tis time for me to run to the UPS store. I cannot trust the Canada Post with this stuff. Afterwards I am going back to the woods and write something kinda important. Facing onset of 4th wave of COVID-19 infections, Quebec to implement vaccine passport system
Fully vaccinated people would have access to certain non-essential services
With the threat of a fourth wave looming, Quebec Premier François Legault announced Thursday that vaccine passports will soon be required to access non-essential services such as gyms and restaurants.
"People who have made the effort to get their two doses must be able to live a somewhat normal life," Legault said during a media briefing.
He said the system will allow the province to avoid the widespread closures that have marked its pandemic response to date.
For several months, the province has been issuing QR codes, or quick response codes, to vaccinated people. These codes, which can be printed or stored on a mobile device, are scanned to pull up information about a person's vaccination status. So far, the province has not provided anyone with the information to interpret the codes.
Legault said details will be released soon, and that rising case numbers and the prospect of more hospitalizations and deaths have made a vaccine passport system necessary.
Since the start of the vaccination campaign, 83 per cent of Quebecers have received at least a first dose, while 67 per cent of the population is adequately vaccinated, according to the province's public health institute, INSPQ.

Premier François Legault announced Thursday the province is working on
mandating vaccine passports for non-essential services such as
restaurants, movie theatres and concerts. 2:02
Legault says although the province is on track to achieving its goal of fully vaccinating 75 per cent of the eligible population by September, the highly contagious delta variant could lead to a spike in hospitalizations, noting that it's important to get fully vaccinated and that the province was reviewing its targets with public health.
"Nobody wants to relive what we have lived over the last year. That is to say, postponing surgeries because our hospitals are overcrowded."
Last week, Quebec was still averaging around 100 new cases per day. On Thursday it recorded 305 new cases.
Epidemiologist says 'it's time'
Prativa Baral, an epidemiologist, said because the more contagious delta variant is now spreading in Quebec, the government no longer has the luxury of waiting to convince stragglers of the merits of vaccination.
"Because of delta, we have to be strategic. It's time to do it now," Baral said of the passport system.
For months, the Legault government has warned that vaccine passports may be necessary if the epidemiological situation worsens.
Health Minister Christian Dubé said last month that people in Quebec who are not fully vaccinated may see themselves shut out of places and activities deemed "high" or "moderate" risk — such as gyms, team sports and theatres, for example — as an alternative to a generalized lockdown.

In a tweet Thursday, Dubé said people who were not vaccinated or who only received their first dose in the past 14 days comprise 62 per cent of new COVID-19 cases.
"The rise in cases is worrisome," Dubé wrote. "We can speak of the beginning of a fourth wave."
Similar systems in use elsewhere
France and Italy already have vaccine passport systems in place and plan to expand them to more businesses and services. New York City will begin implementing a system later this month.
Quebec will be the first Canadian province to require two doses of the COVID-19 vaccine to access certain services, though Manitoba and Prince Edward Island have similar measures.

For example, Manitoba's vaccination card allows vaccinated people to travel elsewhere in the country without having to isolate upon their return. It also allows people to visit their loved ones in seniors' residences.
P.E.I requires all travellers age 12 and up to obtain a pass that includes the name address and vaccination status of the traveller.
In June, Nova Scotia asked its privacy commissioner to look into the implications of a vaccine passport.
Prime Minister Justin Trudeau, who was at the Montreal news conference with Legault, says he fully supports Quebec's decision and is looking to implement vaccine passports in other interested provinces to facilitate international travel.

Critics predict conflicts, policing issues
Trudeau
said the clerk of the privy council is evaluating how federal
government employees and workers in industries regulated by the federal
government, such as airlines, may be required to get vaccinated.
"Canadians have understood that you need to get vaccinated to get through the pandemic. It's not just a question of individual choice, it's about protecting the community," Trudeau said.
Earlier this week, the leader of the official opposition in Quebec, Liberal MNA Dominique Anglade, asked the government to set up such a passport system to control what activities unvaccinated people can participate in should there be a fourth wave.
François Meunier, vice-president of Quebec's restaurant association, says there will be conflicts with customers and owners will be stuck policing the system.
However, he said, "experiencing widespread confinement for almost a year is a situation that must be avoided at all costs."

Nova Scotia Liberals promise vaccine passport system if re-elected
ScotiaPass would be voluntary for individuals, businesses and other organizations
Liberal Leader Iain Rankin is promising that a re-elected Liberal government would bring in a COVID-19 vaccine passport system.
On Monday, Rankin said individuals could use the proposed ScotiaPass as proof they are fully vaccinated, and businesses and other organizations would also be able to use the system to limit access to their services.
"Similar to Quebec, we're looking at identification for businesses to use, whether it's a restaurant or other high-risk areas of spread, to have this exact same system across the province," Rankin told reporters.
"We would be looking at putting that in place in a proactive step to prevent a fourth wave."
Although both a news release and Rankin's remarks talked about exploring "the concept of adopting a provincial vaccine certificate," the Liberal leader was unequivocal when responding to a reporter's question about whether this would happen.
"Yes, we'll have a ScotiaPass in place," he said.
Cost of system not yet known
Rankin said the system would be brought in as a voluntary measure, but the provincial government could make its use mandatory.
"If we see a surge in cases, we'll do whatever we have to do to keep Nova Scotians safe," said Rankin, adding that could mean forcing people to use the ScotiaPass system to access services.
"That would be in consultation with [Dr. Robert Strang, the chief medical officer of health], looking at our epidemiology."

The Liberal platform, released last week, makes no mention of a vaccine passport, nor does it appear in the four-and-a-half page accounting document outlining the cost of their election promises.
Asked if this promise has costs associated with it, Rankin responded, "We're still in the exploratory stages and ensuring we have the right provider and then we'll have costs."
PCs, NDP critical of proposal
NDP Leader Gary Burrill would not commit to unilaterally bringing in a similar system if his party formed government.
"We think we need to first seek and follow the advice of public health," said Burrill. "We need to know what public health has to say about this kind of proposal at this stage of the game."
Progressive Conservative Leader Tim Houston offered a similar response.
"We've been very clear on this. We're going to work with Dr. Strang," said Houston during a media availability. "We're going to listen to public health."
Both Houston and Burrill were critical of Rankin dropping this idea in the midst of an election campaign.
"I don't think it indicates the kind of grasp and soundness that we would look to see from a party that seeks to govern the province," said Burrill.
Houston said: "I'll just speak bluntly, our campaign is going very well and he's concerned heading into the last week of the campaign."

The call to dispatch came in on Dec. 13, 1999. The incident was logged as "suspicious activity," but this was no resident calling to report a teen prank or lurking prowler: It was the president of the South Shore's most prominent charitable foundation, asking the Milton Police Department to look into some legal bills.
As head of the $28 million Copeland Family Foundation, Martha Verdone had overseen hundreds of thousands of dollars in grants to local police agencies over the years, including Milton's. Through her generosity, she had come to know her hometown department well. Police officers there, in turn, had come to know her -- and took up her request with zeal.
Verdone, a 60-year-old former secretary, runs a foundation created in the 1980s by her cousin and former boss, the late Charles L. Copeland, who built his fortune through a lucrative Pepsi bottling franchise. But by 1999 the Copeland Family Foundation was a house divided: Disagreements flared over finances, and Verdone's leadership faced a challenge from some of her fellow trustees.
With the board deadlocked, Verdone went to a longtime friend, a lieutenant at the Milton Police Department: Would he look into possible overbilling by the foundation's law firm?
The response she got was prompt and forceful: Local detectives opened a white-collar-crime investigation, persuaded a Norfolk County prosecutor to assign a State Police detective to the case, and interrogated the trustees who had fallen out of Verdone's favor.
The detectives' incident report -- which runs to four pages, single-spaced -- lays out no criminal activity, and no charges were ever filed. But following the police intervention, things at the foundation changed dramatically: Three dissenting trustees stepped down, a new board was formed, and Verdone's compensation as foundation president skyrocketed, from $33,000 in 2000 to $260,132 in 2002.
Today, the foundation has come to resemble many private foundations examined by the Globe Spotlight Team over the last year -- one in which trustees have used money meant for charity to fund generous compensation and perks for themselves.
In interviews, two former members of the foundation, a trustee and a secretary, called the investigation an abuse of police power. Their claims were echoed by a former lawyer for the foundation, who, in a letter to the attorney general's office, said that the inquiry fell far outside the scope of a local police agency. Police say the investigation was handled properly and was triggered by questions about foundation legal bills "in excess of $20,000." The report, however, makes no mention of officers' interviewing Verdone or the law firm that submitted the bills. Instead, according to the report, the officers paid unannounced visits to question the trustees, even going to the home of an elderly trustee in Abington to question her.
Intimidation alleged
Verdone's critics viewed it as an obvious attempt to intimidate.
"Being a Milton person, I was extremely upset because this was my police department," said Dorothy M. Manzer, who worked as a secretary for one of the ousted trustees, Owen M. Carle. Manzer, 80, a longtime Milton resident, opened the door to police when they came knocking to question her boss in 1999 and was present during the interview.
"I was shocked by the whole thing, that they were there at all, and the way they approached Owen. It was their tone. . . . They really approached Owen in a pretty forceful manner."
In an interview, Milton Police Chief Kevin J. Mearn said that Verdone's generosity to the department had no bearing on the decision to open a case. "Anytime in this town we receive information that could lead to some kind of criminal activity, we will investigate," he said.
Since 1998, police in Milton have received at least $60,000 from the foundation, primarily to fund drug education programs. The foundation has donated money to the department in each of the last 11 years.
The new Copeland Family Foundation board includes Verdone; her 90-year-old mother, Elizabeth E. Verdone; the founder's widow, 92-year-old A. Gladys Copeland; and two new trustees who critics say were handpicked by Verdone. According to the foundation's tax returns, the increase in Verdone's compensation -- an eightfold jump in just two years -- includes $162,132 in deferred pay, which trustees had not received previously.
The new trustees, John F. and Joyce M. Tobin, had no previous foundation experience when they joined the board, according to records. John Tobin works as a property manager; Milton's 2003 annual directory lists Joyce Tobin as a homemaker. Together, the Tobins took home $253,647 from the foundation in 2002.
The compensation paid to the Tobins and Verdone in 2002 -- well above what trustees at foundations of similar size receive -- came as the foundation's assets dropped by 32 percent, from $41 million in 2000 to $28 million in 2002. The new board also set up a pension plan for the Tobins and for Verdone, putting $251,279 of foundation money into the plan. And according to foundation tax returns, Martha Verdone and both Tobins work for the foundation full time.
Verdone's frail mother, Elizabeth, and Gladys Copeland received nominal pay, $3,500 each per year; they reported one hour of work per week in 2002.
Martha Verdone and John Tobin are also on the payroll of another Copeland entity, Copeland Properties LP, the holding company for the real estate and other assets left by Charles Copeland and his late sister. Over two years, 2001 to 2002, Verdone took $70,543 in pay from the company, John Tobin $116,684.
Verdone did not return several messages left at her home. Attempts to contact the Tobins were also unsuccessful; their number is unpublished.
Although police say Verdone's concerns and the investigation that followed were legitimate, two legal experts who reviewed the report for the Globe said that the police action was highly unusual, and that it represented a conflict of interest.
"In 24 years as first assistant district attorney, I never saw a case like that," said Robert N. Weiner, a former Essex county prosecutor who is now in private practice in Salem. "[The police] are receiving monies from the foundation they are investigating. To me, that sounds like an inherent conflict."
Howard Friedman, a longtime civil rights lawyer who has litigated cases involving police powers, said the report also struck him as strange.
"You read it and think, why are [the police] the ones doing this? If there really is some sort of fraud at a family foundation, it would be more appropriate to go to the secretary of state or the attorney general."
To the public, the Copeland Family Foundation is best known for showering charities with unexpected donations, giving away millions in recent years to causes across the South Shore. Donations ran to $2.8 million in 2002 alone. In Milton, especially, Copeland money has been a lifeline: For the past decade, almost anyone who has gone to school, been to the hospital, walked through a park, checked out a library book, or found himself or herself in need of a firefighter or a free meal has benefited from the foundation's generosity.
Reputation for secrecy
But even among its admirers, the foundation has a reputation for secrecy. That secrecy, a former trustee said, hid a bitter struggle by Verdone to keep the foundation free from the influence of outsiders.
"This is a really ugly, awful story," said John W. Everets, a former Copeland Family Foundation trustee who is now chairman and CEO of HPSC Inc., which provides financing to the health care industry.
Everets says he was fired by Verdone in 2001 after the police investigation. "To have this go on, here or for any foundation, is a tragedy," he said. "People were intimidated."
Everets said the compensation paid to Verdone and the Tobins shocked him, as did the fact that the three claimed to work full time on foundation business.
"You could not spend 120 hours a week on that foundation, period," he said.
Before he left the foundation, Everets said, he, Carle, and the late Gladys M. Eager of Abington had tried to bring outsiders with investment experience onto the board. He said Carle and Eager initially voted with other trustees to fire the foundation's accountant and its lawyer but later rescinded their votes. Then the three began meeting with the ousted lawyer, Jonathan Strong, a leading trusts and estates lawyer who was then with the now defunct law firm Hill & Barlow.
When the firm billed the foundation for those meetings, Everets said, Verdone accused the trustees of betraying her, objected to the billing, and took her case to the Milton police.
Two days after the detectives questioned Carle and Eager, Strong wrote a letter appealing to Attorney General Thomas F. Reilly for help. Reilly's office oversees all public charities in the state.
In the letter, Strong wrote, "It would. . . appear that Ms. Verdone has persuaded members of the municipal and state police to engage in activities which may constitute a serious abuse of process."
Strong, now an attorney at Ropes & Gray, would not comment about the foundation or his letter to Reilly's office, saying he was bound by attorney-client privilege.
Carle, 82, a founding board member and longtime accountant for Charles Copeland's family, has suffered several strokes recently and could not speak about the foundation, according to his wife, Lorraine H. Carle.
A spokesman for Reilly would not say whether his office had responded to Strong's letter, or answer other questions about the case. Instead, the spokesman, Corey Welford, released a short statement saying the office had monitored the foundation and "conferred with board members" as Verdone took her dispute to a civil court in a lawsuit.
The suit, in which Verdone accused Carle of undermining the foundation and causing her emotional distress, was eventually settled.
The lawyer who represented Carle in the case, Kenneth D. Small, said that the terms of the settlement were confidential.
No grounds for charges
Mearn, who as Milton's chief of police signed off on the incident report, said he stood behind the investigation conducted by two of the department's veteran officers: Lieutenant Detective Paul T. Nolan, who last month was promoted to deputy chief; and Lieutenant Richard G. Wells, Jr., a deputy chief who has been a close friend of Martha Verdone for more than 20 years.
Wells, 49, brought Verdone's complaints to his fellow officers. He also sought help from the Norfolk County district attorney, according to a letter to Reilly's office from the district attorney's office. But prosecutors saw no grounds for charges.
Mearn said his department has safeguards to prevent officers from involvement in cases in which they might have a personal conflict, but he would not provide the Globe with a copy of the policy.
In an interview, Wells, a 20-year veteran, denied playing any role in the investigation, saying he simply referred the matter to Mearn. But according to the police report, Wells accompanied Nolan when Nolan interviewed two foundation trustees at their homes.
Asked what criminal wrongdoing he believed warranted an investigation, Wells said, "Do you know what crime misappropriation of funds is? Do you know what that is? It's larceny. Clearly, I've looked at larcenies, over 100, in my career."
Friedman, the civil rights lawyer, said that if larceny was the allegation, the basis for it was unclear.
"What they're basically talking about, it seems, is a vote that was taken by a board to fire their lawyer, and a questionable board meeting that wasn't announced properly," he said. "It doesn't look like there was a point to the investigation."

As you Parliamentarians were all whining and wining and dining and getting your pictures taken, I received some very interesting news from a Yankee Clerk named Andrew P. Quigley, (781 749-7000 x225) and a crooked little prosecutor named Shawn O'Brien (781 749-1487) affirmed it to me as well. After they laughed at my plight, I told them in no uncertain terms that I would be suing them in a Canadian court. It seems that the lowly Hingham District Court below the 49th wants to try to prosecute me once more for sending some crooked Yankee lawyers the same emails that you all have already received over the past year. Hmmmm ain't that just too special?
It appears that the Damned Yankees think that they have some sory of jurisdiction over me. The stupid bastards refuse to believe that I do not even know where the hell 5 Tucker St. in Milton Massachusetts is. I have never even been down that street. The local Milton Town Clowns (the world's dumbest cops I swear) informed me tonight that they still think I live at 153 Alvin Ave Milton MA despite the fact that they were the ones who illegally evicted my Clan from our home in August of 2005. Do any of you recall that they did that without warrants or due process of law? My children and I were in Canada at the time seeking assistance from the Crown to stop the impending malice. Remember? It was not all that long ago. I thought you dudes wanted public office in order to uphold the public trust and protect the public interests? Does my Clan not fit within your margins as Canadian Citizens because I knocked up a Yankee lady a couple of times? Is our right of marriage somehow passe merely because Gays have caught up with their rights? It appears that two purported Democracies do not care about the human and civil rights of the citizens they have in common if a politician or two could be embarrassed for not allowing a cop or lawyer to go to jail because of their own crimes. Not on my watch anyway. It is not only my right but my duty to protect my family to the best of my ability. The Yankee Constitution affirmed it when they rebelled from our Crown a long long time ago. They didn't like being taxed unless they were properly represented. Correct? Well neither do I. Should I start an ethical and bloodless revolution by merely suing a bunch of smiling bastards. What the Hell, Why not? I have nothing else to lose and my Clan to regain. They are what I hold the most dear as I attack what you hold the most dear, your pocketbook. In the Neo Conservative's defence I must say at least the Minister Monte Soleberg was decent enough to fast track my children's citzenship papers in order for me to relocate them to Canada next year. I must get them far away from some truly crazy Yankees. For that right to do so I must thank the soon to be former Minister Solberg. May I suggest that he quit politciking too like Bernie Lord just did. I will remain true to my word and never sue Solberg personally unless of course he runs against me in the next federal election. However his boss Stevey Boy Harper should start looking for some very clever lawyers soon if he wants to defend the malice of the past two liberal mandates against me in Federal Court while he seeks reelection in the New Year. I was told by the Quigley downunder that the docket # in Hingham District court is 0658CR2788 but I have yet to see any paperwork to support it. Perhaps Petey Baby MacKay should make a few calls to his new flame Connie Rice. He he waits too long the matter may dissapear into thin air like the matter in Dorchester District Court did last year. the Democrats in Massachusetts can teach George Bush and his cohorts a thing or two about deceit. So I must sue the Commwealth of Massachusetts before their new left wing Governor and Attorney General get sworn in and then try hard to call me a liar.
Next Year all litigation should begin in the right courts with proper Canadian jurisdiction. After all I am still a Proud Canadian despite how our politicians make me shake my head with their severe lack of integrity. We should all have had our fill of Yankee nonsense by now even the corrupt public servants amongst us. The Bloc should at least try to do one thing right on behalf of all Canadians not just the ones within their own Neo Conservative acknowledged nation. The Bloc should remain true to their word and make certain our Honourable Warriors are pulled out of that senseless conflict overseas ASAP. That miserable bastard Gordon O'Connor was appointed our Minister of Defence not the Minister of Attack. N'est Pas? He and his underling, Brent Babcock had no right whatsoever to make false allegations against me to the RCMP in New Brunswick just because I wanted to have an ethical argument with the Deputy Minister Elcock who once was the boss of CSIS and all of his old pals now camped in the PCO office before more Canadain soldiers died for no reson many us will never understand. Many Canadain public servants need to be replaced not promoted. If they believe in War they should join the Yankee army and go overseas and allow our people to stay to defend our nativeland.

I sincerely hope that many Independents run and get elected to the upcoming 40th Parlaiment excepting of course the arseholes Garth Turner and Andre Authur. If your lawyers line up against one pigheaded Maritimer who has witnessed to much malice for any man to stand, rest assured I will enjoy the circus. It will just save me the costs of filing against you and help me to make certain that the matters could not be so easily dismissed. I will email you people who support public corruption for your own gain a copy of my sad compliant against the Crown. I will do it right before I file it and right after I put it within the web pages of a few Blogs in order to escape further harassment by the RCMP and the local cops in Fredericton New Brunswick.
