Trudeau's summer push for a majority makes sense in a time of 'urgent change,' Liberals argue
Despite a fourth wave, Liberals say they need a new mandate to ‘finish the fight against COVID-19’
Justin Trudeau has made a calculation that the time is right for another election. Now, he'll have to convince a country not yet out of the pandemic woods — and facing a fourth wave driven by the delta variant — that the gambit is necessary.
The clearest sign Canadians were headed for a snap summer vote may have come in June, when Trudeau vented about what he called the "toxicity and obstructionism" in the House of Commons. He accused the opposition of stalling government bills, including one to ban conversion therapy.
The headlines that followed Trudeau's description of a dysfunctional Parliament were similar to those in the summer of 2008 — before another prime minister leading a minority government went to the polls early.
As Stephen Harper did back then, Trudeau has now pulled the plug on Parliament despite the fixed election date law. Canadians were set to vote next in October 2023 (assuming the Liberal minority government lasted that long).
With polls putting Liberals in majority territory, opposition parties have framed this election as Trudeau's attempt to fulfil his political ambitions. They've raised alarms about health risks — although Chief Public Health Officer Dr. Theresa Tam has said in-person voting can be done safely and several provinces have held elections during the pandemic.
Former Liberal MP Kim Rudd said she thinks many Canadians will agree Trudeau deserves a new mandate and another majority to take Canada through the pandemic and lead its economic recovery.
She said the Canadians who thought a minority Parliament might be a good thing two years ago because it would spur cooperation between the parties aren't "seeing that as helpful in the way they envisioned." A majority "makes sense now" in a way it might not have before, she added.
Rudd pointed to what she called Conservatives' "obstructionist behaviour" on key bills — including the spring federal budget that extended emergency supports for workers and businesses, such as the wage and rent subsidies. The budget bill cleared the Commons on June 23 with the support of the Bloc Québécois and NDP.
Rudd said the government must be in a position to move quickly and take "decisive" action in the face of threats like the pandemic and the climate emergency manifesting itself in wildfires in British Columbia and northern Ontario.
"Minority governments don't necessarily provide that urgent change, that urgent path forward," she said.
'There's no reason to change'
Rudd won the Ontario riding of Northumberland-Peterborough South in 2015 and lost it four years later to the Conservatives; she said she's not running again because of a cancer diagnosis. Her riding was one of 20 the Liberals lost in a 2019 campaign that was particularly bruising for the Liberals due to the SNC-Lavalin affair and news of Trudeau's past episodes of wearing brownface and blackface.
At the dissolution of Parliament, the Liberals held 155 seats. They'll have to win back swing ridings and capture new seats to hit the magic majority number of 170 in the Commons.

Nick Whalen, a former Liberal MP for Newfoundland and Labrador's St. John's East, told CBC late last month he would have been content to avoid an early election because "good, progressive policy is being put forward, voted on and passed."
Still, he said he thinks his party is well-placed to pick up seats that slipped away last time, including the one he lost to the NDP's Jack Harris. Neither Whalen nor Harris is re-offering this time.
Whalen said the desire among voters on the centre and left in 2015 to remove the Harper government helped the Liberals capture a majority. "That sense of urgency no longer being there" in 2019 made a difference in tight ridings, he said.
This time, Whalen said, Liberals should remind voters of the work they've done in managing the pandemic and highlight compelling ideas for fair economic growth in the years to come, including the government's plan for a national child-care system. The Liberal government made child-care deals with seven provinces and one territory this summer.
"We just have to give Canadians comfort that we're still the best positioned to govern and there's no reason to change," he said.
Liberal strategist Susan Smith said she expects COVID to be top-of-mind for voters as workplaces reopen and children head back to school in September. And when they think of COVID, she said, they'll think of how Trudeau's government managed the country throughout the crisis.
"They'll think about the CERB, they'll think about wage subsidies, they'll think about rent subsidies, they'll think about the sickness benefits," she said. "Those are the things the Liberal government put into place when they had the backs of Canadians in a crisis for which there was no playbook."
Smith, the principal of Bluesky Strategy Group, concedes there is the "potential" for blowback amid a fourth wave, but said Canadians are feeling good after having "rolled up their sleeves and stuck their arms out" for their vaccinations.

She suggested Trudeau can deflect criticism over the early call by saying that his government needs a vote of confidence from Canadians because it has taken so many unprecedented steps to cope with the pandemic — and it intends to continue doing so.
Outgoing Mississauga Liberal MP Navdeep Bains, who left cabinet in January, serves as co-chair of the party's national campaign committee. He dismissed the suggestion that the election's timing is purely about what's in the best interest of the Liberals.
"Our focus is, how do we move Canada forward? How do we focus on jobs and growth? And how do we do it in an inclusive and sustainable way?" Bains told CBC. "The government has a real plan to finish the fight against COVID-19."
While Erin O'Toole is heading into his first campaign as Conservative leader with polls suggesting his party is behind, it's Trudeau's third campaign as Liberal leader. Bains said he expects Trudeau to shine.
"He gets a lot of energy when he sees people and meets people," Bains said. "That is something that speaks to … his energy level and his passion to serve."
Into the 'big unknown'
David Coletto, CEO of Abacus Data, said that purely from a public opinion perspective — and setting aside concerns about a fourth wave — the Liberals might not get a better moment to take their shot.
Coletto pointed to strong Liberal numbers in the seat-rich battlegrounds of Ontario, Quebec and B.C., a generally positive mood among Canadians and "what appears to be a weaker Conservative Party."
"That road to a majority … I don't think it's going to get more clear or more obvious in the future than it is today," he said.
Coletto said he's keeping an eye on B.C. — home to several three-way races — and Quebec, where he said the Bloc has supplanted the NDP as the alternative to the Liberals. In the last campaign, many high-profile Quebec Liberals were given a run for their money by Bloc candidates. Cabinet minister Jean-Yves Duclos kept his Quebec City seat by just 215 votes.
Coletto said the "big unknown" is what happens when Canadians begin paying attention to politics again.
While the Liberal leader's numbers are stronger today than they were in 2019, "it's not like there's a deep, deep affection for Mr. Trudeau," he said. Motivating their supporters to get out to the polls, he said, could be the factor that has the greatest impact on "the Liberals' ultimate outcome."
The challenge for the Liberals, he added, is to clearly articulate why they've triggered the election in the first place. "If it becomes more muted and unclear what it's about, I think there's a lot more risk there," Coletto said.
Majority or bust?
By going early, Trudeau has made it clear that the goal is to trade his minority for a majority. Does that mean Liberals themselves will view this campaign as all or nothing? Would they be inclined to accept another minority as a win?
"I think winning an election and being able to form the government is a victory in any circumstance," Smith said, adding that it's never easy to secure a majority.
Whalen also argued that falling short of a majority while hanging on to power shouldn't be regarded as failure — but he suggested that many Canadians could be left wondering what it was all for.
"Certainly if they go for a majority and they end up right back where we were, people are going to look back and say, 'Well, why did we have an election at all?'"

New Delhi: The Justin Trudeau administration in Canada has effected a small cabinet reshuffle following the resignation of Navdeep Bains, a young Sikh leader, as Minister of Innovation, Science and Industry earlier this month. He had held the portfolio since 2015, when Trudeau first came to office.
Bains, 43, is an MP in the Canadian House of Commons who has won five of the six general elections he has contested since 2004. He was born in Canada to Sikh immigrant parents from India.
Bains courted headlines in India a few years ago when Punjab Chief Minister Captain Amarinder Singh accused him and other Sikh Canadian leaders of being Khalistani sympathisers. He has also been vocal about police use of water cannons on farmers protesting against the three Modi government farm laws, saying in a tweet dated November 2020 that the rights of the protesters should be respected.
In a video posted on Twitter, Bains said his decision to “not run again” and “step away as a cabinet minister” is aimed at spending more time with his family. Father to two daughters, he said “family is the most important thing” in his life.
“Over the last 17 years my family has sacrificed so much … It’s time for me to put my family first and I couldn’t be happier about it,” he added.
However, the sudden resignation of a leader known to be fairly powerful has stoked speculation in the Canadian media, with some outlets highlighting the controversies he has courted — and denied — but not identifying any explicit immediate trigger.

Controversies in his career
In 2018, Bains and fellow Sikh Canadian MP Raj Grewal, a former member of Parliament, reportedly came under the lens in a controversial transaction involving the sale of a plot of government land to businessmen that was “flipped back” to the city of Brampton at an additional cost of $1 million. Bains has denied the allegations.
His name also cropped up in connection with a Canadian gurdwara that allegedly sponsored the visa of three priests who “disappeared” upon arrival in Canada — in an alleged instance of immigration fraud — but Bains has denied any role in this affair too, as has the management of the gurdwara in question.
In 2007, Bains sought an apology from Stephen Harper after the then prime minister sought to link Liberal opposition to a planned Conservative extension for an anti-terrorism legislation, to allegations that the MP’s father-in-law had been named as a witness in the investigation against the 1985 Kanishka bombing.
The bombing of the Air India Montreal-London-Mumbai flight by Khalistani terrorists killed 329 people as the plane exploded in air.
In March 2018, he and Canadian Defence Minister Harjit Singh Sajjan were part of the Trudeau entourage during the Canadian PM’s visit to India. Days before the visit, Punjab CM Amarinder had refused to meet the two, saying the Sikh ministers in Trudeau’s cabinet have an “anti-national” agenda and he could not meet them because he did not want them to “create trouble” in Punjab.
“We have suffered enough. They are still running a campaign on social media. I get to see so much on Facebook. They have something called TV-1984, a name taken from riots,” the Punjab CM had said.
In 2017, Amarinder had named Bains and several other Canadian Sikh leaders as being “well known for their leanings towards the Khalistani movement”.
Speaking to ThePrint, G.B.S. Sidhu, a former RAW officer and author of ‘The Khalistan Conspiracy’, said “the Khalistani elements in Canada have hardly any popular support amongst the Sikhs of Canada and the US”.
“The minuscule minority amongst the Sikhs from these countries, with the support of Pakistan’s ISI, has built political clout far beyond their numbers. This clout has been cleverly used by this coterie to compel their leaders to take certain actions, which under the normal circumstances they would not have taken,” he added.
“The best way for the concerned India authorities is to deal with the so-called pro-Khalistan elements with the contempt that they deserve. Ignore them. Meanwhile, take such actions in India which could assuage the hurt feelings of the Sikhs resulting from the large scale of killing of the Sikhs during the Operation Blue Star and anti-Sikh pogrom of November 1984.”

Earlier this week, Canadian Minister Navdeep Bains publicly declared to resign from his post and quit politics on personal grounds - to give more time to his family. The expose shocked Canada and uncovered the brazen corruption practiced by the lawmakers.
New Delhi: The resignation of Navdeep Bains, Canada’s Minister of Science, Innovation, and Industry has surprised many across the world. Experts observing Canadian politics underscore the fact that the development is not as simple as it looks. Rather, it should be seen as an attempt by the ruling Liberal Party to save itself from frequent embarrassments on corruption charges and the toil to cover those cases up.

In November 2018, The Pointer exposed the news of corruption in a land deal and highlighted that Brampton Mayor Linda Jeffrey's chief of staff Hasneet Punia had shared confidential details regarding a deal of a piece of land measuring 20-acre to Navdeep Bains, and another liberal MP Raj Grewal.
The expose shocked Canada and uncovered the brazen corruption practiced by the lawmakers. Subsequently, the Brampton council ordered a third-party investigation into the matter and sent its details to the Royal Canadian Mounted Police (RCMP).
The case of corruption in the land deal is itself an interesting one, underscoring the sharpness of the two liberal MPs in practicing corruption and cleaning their hands at the same time. In fact, after receiving information from Hasneet Punia about the planned land purchase, local businessmen with links to Navdeep Bains and the Liberal Party purchased that specific piece of land from the Ontario Province and then sold it to the Brampton City at a much higher price than what the City was planning to offer initially.
The land the city was planning to purchase for an amount of $3.3 million, eventually cost the city $4.4 million - an extra $1.1 Million on accounts of the public exchequer - hard-earned money of the taxpayers. The company involved in the land deal was Goreway Heaven and one of its directors, Bhagwan Grewal, accompanied Prime Minister Trudeau to his infamous trip to India in 2018. Besides, about half of its directors have been making handsome donations to the Liberal Party.
On investigation by the RCMP, it was found that Grewal, now a former MP, was a history-sheeter in corruption and has been practising it on a blanket basis at various levels. In September 2020, Grewal was charged for corruption on five major grounds, including fraud and breach of trust for misusing his constituency budget while serving as an MP.

An international expert on democracy has flown all the way from Egypt
to help NDP candidate John Carty campaign in Fredericton.
Dominic Cardy is with a group called The National Democratic
Institute. Its members include such people as former U.S. President
Jimmy Carter. The group's mission is to teach democratic values and
spread democracy around the world.
Cardy has taught about democracy in Algeria, Bangladesh, and Cambodia
during the past few years. When he heard his friend John Carty was
running for office back in his home town of Fredericton, he hopped on
a plane.
"It was a strange experience," Cardy said. "One evening I was watching
the sun go down over the pyramids, and the next evening watched it go
down over Fredericton airport as I came into land."
Cardy is no relation to the NDP candidate. But he loves elections and
loves getting people pumped up about democracy.
Carty the candidate is running against federal Indian Affairs Minister
Andy Scott, Conservative Pat Lynch, Green candidate Philip Duchastel
and independent David Amos. The riding has sent Scott to Ottawa for
the last four elections, despite the best efforts of the other
parties.
Cardy says he doesn't care how tough the race his – he just wants
people to participate in the process. "People have forgotten how
incredibly precious these gifts that our ancestors fought for are and
were just giving them away. It makes me furious when I talk to people
and people just say 'ah there's no point in voting.'"
After election day, Dominic Cardy is flying back home to his wife in
Kathmandu, Nepal. He hopes to leave behind a new Member of Parliament
for Fredericton, his friend John Carty for the NDP.

Exactly 10 years ago today, at 1:07 PM, CFTA 107.9 began transmitting
a test broadcast, as was required by Industry Canada and the CRTC. A
few weeks later, we sent up a temporary studio in an old GMC van at
the tower site, that allowed limited live shows until our studios in
Victoria Court were up and running. Shortly after we signed on, this
big sign appeared in East Amherst.

While some people see this as a two-person race, David Wightman and
Lauren Skabar are hoping to change that.
Running for the Progressive Conservatives, Wightman has had some
catching up to do because of his late entry into the campaign.
Election materials were late arriving, and while Smith-McCrossin and
Casey signs pepper the district, Wightman only recently started
putting his up.
But he's hoping a platform that focuses on health care, along with
community anger directed at the Liberals, will hold him in good stead.
"I think the Liberals have had their turn to try and fix things, and I
think they've only gotten worse," he said, pointing to the growing
wait list of people looking for a family doctor.
While he expresses interest in working on a variety of issues,
Wightman said health care is top of mind for him as a stroke survivor
and because his wife went through treatment for cancer. There are
aspects of the system unique to that region that Wightman hopes to
address.
"One of the things I'd like to see is a better approach to how to get
people to medical appointments that are travelling back and forth
across the [New Brunswick] border," he said.
A time to unite
Skabar is the NDP candidate. Her father, Brian, was elected in the
district in 2009 as part of the NDP's surge to power, but she said
politics was in her blood long before that.
Health care for the area is a major issue, said Skabar, given routine
emergency department closures at community sites and difficulties
getting enough nurses and doctors to the region.
"Until we start incentivizing health-care professionals coming to
places like Cumberland North and our smaller communities, we aren't
going to see any improvements," she said.

>>>>>>>> alleged conflict for Justice Webb was that he was a member of

>>>>>>>> lawyer, had recorded time on a matter involving the same person who

>>>>>>>> Justice Webb did not have any time recorded on any files involving

>>>>>>>> Amos while he was a lawyer with Patterson Palmer or Patterson Law.

>>>>>>>> stated in his affidavit dated June 26, 2017 that there is a “true

>>>>>>>> of an American police surveillance wiretap entitled 139” on this

>>>>>>>> He has also indicated that he has “provided a true copy of the CD
>>>>>>>> entitled 139 to many American and Canadian law enforcement

>>>>>>>> and not one of the police forces or officers of the court are

>>>>>>>> to investigate it”. Since he has indicated that this is an

>>>>>>>> police surveillance wiretap”, this is a matter for the American law
>>>>>>>> enforcement authorities and cannot create, as Mr. Amos suggests, a

>>>>>>>> apprehension of bias for Justice Webb and therefore, no reason for

>>>>>>>> professional
>>>>>>>> experience with the government created a “quasi-conflict” in

>>>>>>>> the cross-appeal. Mr. Amos provided no details and Justice Near
>>>>>>>> confirmed that he had no prior knowledge of the matters alleged in

>>>>>>>> Claim. Justice Near sees no reason to recuse himself.

>>>>>>>> [25] Insofar as it is possible to glean the basis for Mr.
>>>>>>>> Amos’ allegations against Justice Gleason, it appears that he
>>>>>>>> alleges
>>>>>>>> that she is incapable of hearing this appeal because he says he

>>>>>>>> a letter to Brian Mulroney and Jean Chrétien in 2004. At that time,
>>>>>>>> both Justice Gleason and Mr. Mulroney were partners in the law firm
