Troy Lanigan

Troy was appointed president of the Manning Centre on April 1st, 2019. He continued as president of the Canada Strong and Free Network during its transition in June 2020.

Troy is also the founder and part-time CEO of a new think tank SecondStreet.org that examines public policy through the lens of stories and experiences shared by individuals, families and entrepreneurs impacted by government policy.

He serves as past-president of World Taxpayers Associations – an umbrella group of approximately 60 taxpayer organizations on six continents – purposed for networking, best practices exchange, regional forums and support for new organizations. 

For 26 years Troy served in various capacities with the Canadian Taxpayers Federation including 10 as president. During his tenure as president he led significant organizational growth, authored a book Fighting for Taxpayers and helped found the campus-initiative Generation Screwed.

Prior to the CTF Troy served as National Education Director for the Virginia-based Leadership Institute conducting training programs on university and college campuses across the United States. 

Troy is a member of the Washington DC-based Atlas Network’s Council of Mentors and serves on the board of directors for both the Justice Centre for Constitutional Freedoms and Institute for Liberal Studies.

Conservatives are in a mood to fight — with each other

They're forgetting that today's personal attacks become tomorrow's attack ads

"If we can't go out and speak to Canadians in all parts of the country and make sure that we are trustworthy, that we don't scare them … every time I hear a Conservative talk about some conspiracy theory, I realize that there's another group of swing voters in the [Greater Toronto Area] that just are not going to come our way," Aitchison said. 

"Because all we do is yell and scream at each other. We're witnessing it now."

Aitchison, a little-known backbencher, is trying to carve out a niche as the reasonable candidate. While he's very unlikely to win this race, he might come away from it having boosted his personal brand.

And if the Conservative Party loses another federal election in 2025, he might be able to say he tried to warn his fellow partisans.

But Conservatives just might not be interested in being calm and measured right now. That would at least explain the scene on Thursday when the five candidates staged what was probably the most aggressive intra-party debate in recent memory.

A debate that became a brawl

It was Pierre Poilievre who set the tone for this leadership campaign with his early decision to lob rhetorical bombs at Jean Charest and Patrick Brown. But it was Charest who fired the first shot Thursday night with an attack on the Conservative Party's promise in 2015 to establish a "barbaric cultural practices" tip line — something that Charest said was still costing the party votes in 2021.

Charest wasn't involved with the Conservative campaign in 2015, of course. But Poilievre was.

A moment later, Leslyn Lewis decided to accuse Poilievre of being insufficiently supportive of the trucker convoy that laid siege to Ottawa in February and inspired blockades of border crossings in other parts of the country. Poilievre quibbled with Lewis's account and then pivoted to attacking Charest's argument that Poilievre had been too supportive of the convoy.

During Thursday's debate between five of the Conservative Party leadership candidates, Pierre Poilievre demanded Jean Charest reveal how much money he made working for telecom giant Huawei, but Charest accused Poilievre of not letting him answer. 1:53

Charest then made a point of noting that Poilievre had refused to say whether a federal government led by him would intervene against Quebec's Bill 21 if a legal challenge of the law reached the Supreme Court.

Patrick Brown, who was not in attendance, ended up being criticized by both Poilievre and one of the debate's moderators.

It was in the middle of all this that Aitchison made his appeal for calm — which apparently offended Lewis.

"When you speak about conspiracy theories, there were a lot of quote-unquote conspiracy theories that came true. And the Liberals actually used that to divide us. So I'm really surprised that you're here saying we should unite when you're labelling your fellow Conservatives as conspiracy theorists," said Lewis, who wrote an op-ed for the National Post in October 2020 that claimed a "socialist coup" was afoot.

During Thursday's Conservative leadership debate, Jean Charest insisted he was a staunch Conservative, while rival candidate Pierre Poilievre countered that Charest was wearing a 'blue shirt to cover up a red shirt underneath it.' 2:48

Conventional wisdom in Canadian politics — at least since the Liberal leadership race in 2006 — says that leadership candidates should temper their public criticisms of each other. A Conservative attack ad that used a clip of a debate exchange between Michael Ignatieff and Stéphane Dion showed how such disagreements could end up being used against a party.

But Poilievre has always embraced political conflict as a virtue. In this case it's likely an implicit part of his campaign's argument — that if you're a Conservative Party member, you can watch what Poilievre is doing to Charest and imagine what he'd do to Justin Trudeau.

Conservatives have now lost three elections to Trudeau, a prime minister for whom they hold special animus. Their last failed leader promised to be a "true blue" conservative and then overturned a decade of party orthodoxy by acknowledging that putting a price on carbon is an effective way to reduce greenhouse gas emissions.

And it's also been a long two years — for everyone — of living with a pandemic.

Conservatives aren't just mad with each other

So maybe it's not surprising they're feeling a little agitated — a feeling that extends to targets beyond the current leadership race.

There's Justin Trudeau, taxes and government regulation, of course. But candidates like Poilievre, Lewis and Baber pointed last night to other alleged threats and sources of unhappiness: vaccine mandates, public health restrictions, "cancel culture," "wokeism," "censorship," the "elites," the "liberal media" and the CBC. Not to be outdone, the moderators also lamented the effects of the "legacy media" and the "ivory tower commentariat."

Opposing that list were the things the candidates professed to like, such as conservative principles, consistency and "freedom." The phrase "climate change" didn't pass anyone's lips during the debate, but there was lots of enthusiasm for increasing production of oil and gas and building pipelines.

If the Canadian public is feeling angry in 2025, the Conservative Party might find itself in a good position to be a voice for those feelings.

That's assuming Conservatives are still able to stand each other when this race is over, of course.

At the outset of Thursday's debate and then again at its conclusion, Charest notably avoided shaking Poilievre's hand — a reminder, perhaps, that sometimes people take these things personally.

The red Tory swamp strikes back

On behalf of CLC, I’d like to thank you for your generous response to our last-minute donation appeals on behalf of pro-life, pro-family CPC leadership hopefuls Grant Abraham and Marc Dalton.

Thanks to the strong response by CLC supporters, Grant Abraham raised the full $300,000 entry fee to get on the ballot, plus 598 nomination signatures.

Unfortunately, MP Marc Dalton raised only $200,000 in the end, and did not make the cut.

So, on Friday evening, our team here at CLC was pretty excited that 3 out of our 4 endorsed candidates made it onto the final ballot, including Grant Abraham, Joseph Bourgault and Leslyn Lewis.

However, that excitement turned to outrage when, on Sunday evening, we learned that Grant Abraham received notice from the party that he allegedly did NOT meet the financial requirements, in spite of having raised the stated $300K buy-in fee and having obtained the required signatures by the 5pm deadline on April 29th.

This did not make sense so we started to ask questions to our contacts in the party.

What they told us is that the party tacked onto the total donations a 15% “administration fee” that candidates would have to obtain on top of the $300,000, making the real total that a candidate had to raise $345K or even $353K, depending how it’s calculated!

Abraham is appealing the decision given the false advertising by the party, which always communicated $300K as the fee to get on the final ballot, and never any other amount.

An even more outrageous disqualification was that of Joseph Bourgault who had submitted almost $400K and more than 1,000 signatures by the April 29th deadline.

As with Abraham, the party claimed he did not meet the $300K buy-in fee. We’ve learned that Bourgault will also be appealing this ridiculous decision.

Something else we’ve discovered is that the party will be keeping at least the first $200,000 of the buy-in fee from each candidate. This money will not be refunded to donors, like you, even though your preferred candidate was blocked from running.

I have no doubt whatsoever that if the red Tory establishment swamp could get away with disqualifying Leslyn Lewis, they would've done it to her too.

However, Lewis is too high profile owing to her previous leadership run, and too popular among party members. The party elites know that the backlash for disqualifying Dr. Lewis would be too great, so they have no choice but to let her compete.

We hope that Bourgault and Abraham will appeal these disqualifications and win, in court if necessary, because it's totally unfair and undemocratic.

CLC is grateful that Dr. Lewis herself spoke out against the disqualification of Bourgault and Abraham, saying on Twitter:

Conservatives have always accused the Liberals of being the party of corruption and anti-democracy. That accusation has now come home to roost in the CPC party.

One of the pillars of the CPC, and of the broader “small-c” conservative movement, is democracy – letting the people, not the elites, decide who should represent them. Therefore, this sort of Cancel Culture has no business in the Conservative Party.

In the end, if Bourgault and Abraham are unsuccessful in their appeals, Campaign Life Coalition will do its best to ensure that Leslyn Lewis is victorious as the only green-lit, pro-lifer of the six “verified” candidates.

Unless the party reverses its decision about the falsely disqualified socon candidates, that “final” ballot listing will include Pierre Poilievre, Jean Charest, Patrick Brown, Scott Aitchison, and Roman Baber.

Poilievre, Charest, Brown, and Aitchison are all red-light-rated candidates who do not deserve a #2 ranking when it comes to voting time, owing to their support for abortion and LGBT ideology.

CLC is still in the process of evaluating Baber, and it’s possible he may end up with a yellow-light rating, although that has not yet been finalized.

We know it’s tempting to be so disgusted with the red Tory swamp and their continual efforts to purge social conservatives from the party, but please do not give up your seat at the table.

You must stay engaged to preserve our collective voice as a pro-life, pro-family, pro-faith movement. We must stay at the table in order to support Leslyn Lewis, even if she ends up the only social conservative in the race.

If you are a CPC member, you can express your disappointment to the Party by contacting the members of its Leadership Election Organizing Committee (LEOC) and requesting that they reinstate Bourgault and Abraham on the ballot, without delay.

Anti-abortion activists claim corruption after Tories bar social conservative from leadership race

Six candidates will be on the final ballot, including Pierre Poilievre and Jean Charest

In a social media post, the party said Conservative MPs Scott Aitchison, Leslyn Lewis and Pierre Poilievre, Brampton Mayor Patrick Brown, former Quebec premier Jean Charest and Independent Ontario MPP Roman Baber have been accepted by the Leadership Election Organizing Committee (LEOC) as "verified" candidates. That means they have at least $300,000 to pay a series of entry fees and 500 endorsement signatures from members in 30 different ridings.

Three candidates — Joel Etienne, a commercial lawyer from Toronto, Joseph Bourgault, a Saskatchewan business owner and B.C.'s Grant Abraham, a consultant — will not appear on the final ballot, despite their claims that they met the party's requirements to be considered "verified."

But candidates need more than money and signatures to advance.

According to the party's leadership election rules, the Leadership Candidate Nomination Committee (LCNC), the group of party stalwarts reviewing applications from would-be candidates, can also rely on "any other information they see fit to ascertain the suitability of an applicant." The LCNC can, in turn, recommend to LEOC that a particular candidate be barred from running.

Bourgault, the president and CEO of Bourgault Tillage Tools, is a social conservative who was strongly endorsed by Campaign Life Coalition (CLC), an anti-abortion group that has long sought to pull the party to the right on social issues.

In addition to his anti-abortion credentials, Bourgault was a member of the so-called Freedom Convoy and participated in protests against COVID-related measures like vaccine mandates on Parliament Hill earlier this year.

In a letter to supporters last week, Jack Fonseca, the director of political operations for the CLC, said it was crucial to get Bourgault and at least two other candidates — Conservative MP Marc Dalton and Abraham — into the race to advance a "pro-family" agenda within the party.

Those efforts appear to have failed — the only "so con" candidate still in the running is Lewis.

In a social media post, Abraham's campaign said the candidate was told Sunday he has been "deemed ineligible" by the party.

Abraham has criticized Conservative MPs for failing to stop Bill C-4, the Liberal government's ban on conversion therapy. He has also called for a return to a "Judeo-Christian framework" in Canada and an end to secularism.

"Grant has responded to the party with a communication asking for a detailed justification of their decision," Abraham's campaign said, adding it will "question the ruling" and provide an update to supporters.

Reached by phone Monday, Fonseca said blocking some social conservatives from the final ballot "looks like skullduggery."

'They're corrupt'

"It's another lynching of social conservatives. They're trying to cancel us and it's a total disgrace. This is what Red Tories do. Red Tories cheat. They're dishonest and they don't like to play fair. They're corrupt," Fonseca told CBC News.

"It's the same kind of corruption the party used to disqualify Jim Karahalios and Richard Décarie the last time — they don't like their views and that's why Bourgault is out, despite whatever excuses they'll say publicly," he added, referring to two social conservative candidates who were barred from running in the last leadership election.

Bourgault did not immediately respond to a request for comment.

Fonseca said any attempt by the Conservative Party to "purge" itself of social conservatives would hurt its electoral fortunes in the next campaign.

He said some anti-abortion activists could jump to another party that is seen as more welcoming to their cause.

"We have the corrupt Red Tory establishment disqualifying 'so cons' left and right because they can get away with it and they're destroying the party in the process. It's just pushing people into the arms of Maxime Bernier and the People's Party and they think they're wonderful for doing so," Fonseca said.

Fonseca said the People's Party's relative success in the last federal election — Bernier and his candidates secured about five per cent of the national vote — was due to a number of ardently conservative voters who were tired of what he called "Liberal-lite" policies.

He said the anti-abortion movement's last hope in this leadership race is Lewis, a candidate who has promised to table a suite of social conservative measures if she ever makes it to the Prime Minister's Office. Lewis has said she wants a ban on "sex-selective" abortions and criminal penalties for "coercive" abortions.

"If they could take Leslyn Lewis out, they would. But she's too high-profile and too well liked by party members. They know it would totally destroy the party if they did that. She's the only one we can trust," Fonseca said.

Speaking to Radio-Canada, CBC's French-language service, Etienne, the other rejected candidate, said he personally delivered the required paperwork to the party's Ottawa office last Friday at 2 p.m., well before the LEOC-imposed deadline.

He said he was told subsequently that the party wouldn't accept a credit card as payment for some of the necessary fees.

Etienne also said the party rejected some of the signatures he collected as "invalid," but he hasn't been told why.

In a statement, Wayne Benson, the party's executive director, said the decision to block a particular candidate "was based on the requirements set out under the rules, not any prospective candidate's political beliefs."

"Any prospective candidate who did not meet the requirements was informed of this fact and the reason or reasons why they did not meet the requirements set out under the rules," Benson said.

The Canada Strong and Free Network

The Canada Strong and Free Network was founded in 2005 as the Manning Centre for Building Democracy to support Canada’s conservative movement by networking best practices and ideas pertaining to limited government, free enterprise, individual responsibility and a more robust civil society. The name change took place at the request of the organization’s founder Preston Manning in 2020.

Preston Manning is the founder and the only leader of the Reform Party of Canada, a Canadian federal political party that evolved into the Canadian Alliance which in turn merged with the federal Progressive Conservative Party to form today’s Conservative Party of Canada. Mr. Manning represented the federal constituency of Calgary Southwest in the Canadian House of Commons from 1993 until 2002 and served as Leader of the Official Opposition from 1997 to 2000.

Mr. Manning has made major contributions to the intellectual and operational underpinnings of democracy and conservatism in Canada primarily through:

  • Speeches in the House of Commons (as recorded in Hansard) and addresses to numerous public meetings and conferences across Canada;
  • Opinion pieces primarily published by The Globe and Mail and interviews with various other print and electronic media;
  • Serving as a Fellow of the Canada West Foundation, the Fraser Institute, the Marketplace Institute of Regent College and as a Distinguished Visitor at the University of Toronto and the University of Calgary;
  • Participation in the conduct and publication of various studies and reports on public policy issues such as a six volume study, co-authored with former Ontario Premier Mike Harris, entitled Vision for a Canada Strong and Free, and more recently (2020), the Report of the Fair Deal Panel commissioned by the Alberta government; and
  • The authoring and publication of four major books: The New Canada (1990); Think Big: My Adventures in Life and Politics (2003); Faith, Leadership, and Public Life (2017); and Do Something: 365 Ways You Can Strengthen Canada (2020). 

Mr. Manning is the recipient of honorary degrees from the University of Toronto, York University, McMaster Divinity School, Tyndale University, the University of Alberta, the University of Calgary, the Southern Alberta Institute of Technology, the University of British Columbia and Trinity Western University. He was made a Companion of the Order of Canada in 2007, made a member of the Alberta Order of Excellence in 2012 and appointed to the Queen’s Privy Council for Canada in 2013.

Upon his retirement from elected office Mr. Manning founded two not-for-profit organizations: The Manning Foundation for Democratic Education and the Manning Centre for Building Democracy. The purpose of these organizations was to strengthen democracy and the conservative movement in Canada by supporting and facilitating:

  • The generation of democratic and conservative intellectual capital through the support of think tanks and idea generators;
  • The development of human resources for democratic political institutions and processes through education and training; and
  • Networking and relationship building among the various components of the conservative movement through communications and conferencing, including organization of the Manning Networking Conference held each year in Ottawa.

In July 2016, Mr. Manning resigned from his executive functions with the Foundation and Centre, and in June 2020 fully retired from the organizations although he continues to contribute to advancing and enriching democratic engagement in Canada though his media appearances, speaking engagements, writing, and contributions to various public policy development initiatives. 

Leading up to his retirement, Mr. Manning explicitly requested that, going forward, the Manning Centre for Building Democracy focus exclusively on networking and relationship building among the various components of the conservative movement and that it change its name to better reflect this focus. The Centre’s name was changed to Canada Strong and Free Network July 1, 2020.

No description of the public life and work of Mr. Manning would be complete without full acknowledgment of the enormously supportive and inspirational role played, usually behind the scene, by his wife Sandra, their five grown children, and twelve grandchildren. Preston and Sandra continue to divide their time between Calgary, Vancouver, and a family ranching operation in central Saskatchewan.

Troy Lanigan

President

Troy was appointed president of the Manning Centre on April 1st, 2019. He continued as president of the Canada Strong and Free Network during its transition in June 2020.

Troy is also the founder and part-time CEO of a new think tank SecondStreet.org that examines public policy through the lens of stories and experiences shared by individuals, families and entrepreneurs impacted by government policy.

He serves as past-president of World Taxpayers Associations – an umbrella group of approximately 60 taxpayer organizations on six continents – purposed for networking, best practices exchange, regional forums and support for new organizations. 

For 26 years Troy served in various capacities with the Canadian Taxpayers Federation including 10 as president. During his tenure as president he led significant organizational growth, authored a book Fighting for Taxpayers and helped found the campus-initiative Generation Screwed.

Prior to the CTF Troy served as National Education Director for the Virginia-based Leadership Institute conducting training programs on university and college campuses across the United States. 

Troy is a member of the Washington DC-based Atlas Network’s Council of Mentors and serves on the board of directors for both the Justice Centre for Constitutional Freedoms and Institute for Liberal Studies.

Troy holds a degree in economics. He and his wife Erika live in Victoria and have four children. 

 


Kate Harrison

Program Lead and Advisor

Kate Harrison is a public affairs professional, and a long-time member and activist in Canada’s conservative movement. As a partner at Summa Strategies – one of Canada’s leading government relations firms –  Kate advises clients ranging from non-profits to Fortune 500 companies on how to navigate the complexities of Parliament Hill and Queen’s Park. She is a regular political commentator offering right-of-centre perspective on CTV, CBC, Sirius XM, CFRA, 1310 News and Mississauga 960, speaking on politics and current affairs. She is also a weekly columnist for the Niagara Independent, writing about federal government activities. Kate serves as the Chair of the Canadian Advocacy Network (CAN), a pro-bono organization dedicated to providing public affairs help to organizations who cannot afford traditional advocacy services. She lives in Ottawa with her young family and enjoys craft beer and Sunday Football.
 

Zoelynn Ashton

Director of Operations

Inspired by a lifetime of experience in the event management and production industry, Zoelynn is the driving force behind the Canada Strong and Free Network.

Zoelynn has worked in a range of management roles throughout her career, Director of Operations, Director of Seminar Operations and Office Management. She has planned and executed events for many large North American companies including: Tigrent, Twinstar Capital, Peak Potentials, and Martel Group of Companies.

Zoelynn has managed events ranging from single day forums to multi-day conferences, corporate functions to holiday parties, galas, and many more, involving anywhere from 20 people to 5,000.

In addition to events Zoelynn looks after the day to day administration of the Canada Strong and Free Network office in Calgary.

 

Tracy Plourde

Accounting and Finance Manager

Tracy brings her broad range of accounting skills and experience to the Canada Strong and Free Network team. She obtained a BA at Wilfrid Laurier University, earned her CGA designation and is currently a member of the Institute of Chartered Accountants of Ontario.

Tracy started her career in public practice, specializing in NPO’s and small-to-medium corporate clients. From there, she moved on to private industry in the roles of Controller and Manager of Accounting and Finance. Tracy brings more than 15 years of accounting experience and expertise to her work at the Canada Strong and Free Network.



Board

Veso Sobot

Veso Sobot is Director of Corporate Affairs for IPEX Group of Companies, Canada’s largest manufacturer of plastic pipe and fittings for the construction industry. IPEX operates 15 plants across Canada and 10 in the U.S. and exports worldwide. An engineer by training, he holds a degree in Civil Engineering and Management from McMaster University (1985). A strong proponent for free markets and fair trade as the best way to increase prosperity, he lives in Burlington, Ontario with his wife Susan. 

Ray Novak

Ray Novak is a Co-Founder and Managing Director of Harper & Associates, a global consulting firm led by Canada’s 22nd Prime Minister, Rt. Hon. Stephen Harper.

Prior to his work with H&A, Ray worked in the Prime Minister’s Office for nearly a decade, serving as Chief of Staff (2013-2015), Principal Secretary (2008-2013), and Executive Assistant (2006-2008) to the Rt. Hon. Stephen Harper.

Ray serves on the board of Directors of the International Democrat Union, a global not-for-profit organization of more than 80 centre-right political parties committed to freedom and democracy.   He holds a B.A (Honours) from Western University and also studied at the University of Calgary.  Ray resides in Ottawa.

 

Joe Oliver

Joe Oliver is the former Minister of Finance, Minister of Natural Resources, Minister Responsible for the GTA and Member of Parliament for Eglinton-Lawrence. While Finance Minister, he presented a budget that was balanced fiscally and socially, while keeping personal taxes at the lowest level in 50 years.

Mr. Oliver represented Canada at G7, G20, IMF and World Bank meetings of Finance Ministers and Governors of Central Banks. He co-chaired the G20 committee responsible for generating and overseeing country plans to increase global growth by $2 trillion.

Joe Oliver served as President and CEO of the Investment Dealers Association of Canada. He also served for two years as Executive Director of the Ontario Securities Commission. Mr. Oliver spent over 20 years running the investment banking operations of several investment dealers.

Mr. Oliver is currently the Chair of the Ontario Independent Electricity System Operator and a Director of Firm Capital Mortgage Investment Corporation and High Arctic Energy Services. He writes articles on finance, natural resources and politics for the Financial Post and the Toronto Sun.

 

Paige MacPherson

Paige MacPherson is a policy analyst and communications professional based in Halifax, Nova Scotia. Her analysis and commentary appears in major media outlets and research organizations across Canada. Paige holds a Master of Public Policy from the University of Calgary and has worked from coast to coast to coast in nonprofit advocacy, research and journalism. Paige was previously the Alberta Director and Atlantic Director for the Canadian Taxpayers Federation, a political reporter and TV host for Sun News Network and the founder of the Atlantic Institute for Market Studies’ university outreach program. Her focus is on education and family policy, fiscal policy and government accountability.

Cliff Fryers

Cliff Fryers focuses most of his time on enterprises held by his family holding company, Castleavery Merchants Inc. These include Kanata Developments Inc., a storage company; Stampede Entertainment Inc., a live presentation company; and Castleavery Hospitality Ventures Inc., a boutique hotel company.

Cliff played an active role in the creation and development of the Reform Party of Canada serving in a variety of national organizational and fundraising capacities. From June 1997 to June 2000 Mr. Fryers was Chief of Staff to Preston Manning, then Leader of the Official Opposition. Cliff would chair the United Alternative Steering Committee which led to the Canadian Alliance and ultimately the Conservative Party of Canada.

He continues as Chairman of the Board of the Manning Foundation for Democratic Education and as a Director of Canada Strong and Free Network (formerly the Manning Centre of which he was one of the founders).

Jocelyn Bamford

Jocelyn Williams Bamford is the founder of the Coalition of Concerned Manufacturers and Businesses of Ontario which was formed in September of 2016 in response to unfavorable legislation impacting businesses in Ontario.

Jocelyn in also the Vice President of Automatic Coating Limited, located in Scarborough, Ontario. Automatic Coating Limited (ACL) is recognized worldwide as having one of the most technologically advanced powder and liquid coating facilities in North America specializing in the application of high performance liquids and powder coating.

Jocelyn previously held positions of Director of Sales with AT&T Canada and sales management at Bell Canada. In addition to sitting on the Board of Directors for the Scarborough Hospital Foundation, Jocelyn is also the former Co-Chair for The Scarborough Hospital Foundation’s Women of Philanthropy Council.

Jocelyn served as vice chair of Elizabeth Simcoe Public School and chair of fundraising for Parent Council from Jocelyn holds a Bachelor of Arts for Carlton University and an honours equivalent from the University of Guelph where she graduated with distinctions.

Jocelyn is a proud hockey mom.  She lives in Scarborough, Ontario with her husband and three children

Michael Binnion

Michael Binnion (Board Chair) is the President and founding shareholder of Questerre Energy, a public oil and gas production company operating in Quebec. Questerre and its predecessor Terrenex have been pioneers in natural gas exploration in Quebec for the last twenty years. They are currently working on their social license to commercialize the Utica shale gas discovery in the Lowlands.

Mr. Binnion is a long-time believer in the deep natural gas potential of Quebec. He acquired the current land position held by Questerre in 1998 based on new geological ideas and has brought in the industry partners that participated in the giant Utica shale discovery on Questerre’s land in 2008.

 Mr. Binnion is a seasoned entrepreneur with a history of starting, financing and managing companies, primarily in the oil and gas sector. From 1996 to 2000 he was President of CanArgo Energy, one of the first Western companies to engage in oil and gas exploration in the Republic of Georgia.  CanArgo played an active role in helping introduce legislation and a regulatory framework for the oil and gas industry in the country.

Mr. Binnion was founder and served as President and Chief Executive Officer of Flowing Energy Corp., a junior exploration and production company, from June 1996 to December 2001 and Chairman of the Board from 2002 to 2004. From 1992 to 1997 he was Executive Director of Crossfield House Inc., a private merchant banking firm. From 1988 to 1992 he was a minority shareholder and manager of a private investment company that held interests in commercial real estate and golf courses. Prior thereto he was Manager in the High Tech group at Clarkson Gordon, a division of Ernst & Young, specializing in tax-assistant financings. Mr. Binnion served as Chairman of the Board of Sylogist Ltd. from March 2000 to February 2002. He served as a Director of Sylogist Ltd. from March 1997 to November 2006. He was a founder and Director of Magnus Energy, Inc. from March 4, 2005 to November 2007. Mr. Binnion serves as Chairman of High Arctic Energy Services Inc.

Mr. Binnion is a Chartered Accountant and holds a Bachelor’s degree in Commerce from the University of Alberta.

Recognized internationally for his expertise in shale gas exploration and development, he presents at numerous conferences each year.
