Moncton businesses ring 'alarm bell' on crime, homelessness
5 demands issued by groups impatient with finger-pointing by governmen
The Chamber of Commerce for Greater Moncton, Downtown Moncton Centre-ville Inc., 3+ Economic Development Agency, and Destination Moncton-Dieppe outlined five "demands" at a joint news conference Friday.
About 200 people attended the news conference where the groups said there has been too much finger-pointing between levels of government as issues continue to get worse.
"This is a crisis, I think this room speaks to that," John Wishart, the CEO of the chamber, said. "And for the sake of business and everyone in our community, both housed and unhoused, the business community is calling for a crisis intervention now."
The event was meant to be an "alarm bell" for the city and province, Wishart said in an interview with Information Morning Moncton.

The news conference followed reports that there are more than 550 homeless people in the Moncton area — a figure that doesn't include those using emergency shelters — and the death of Luke Landry in a washroom outside city hall after he couldn't get a shelter bed.
There have been growing calls to address crime and public safety in the Moncton region after Statistics Canada reported the city had the third-highest crime rate of metropolitan areas across Canada last year.
Wishart said businesses should be able to operate free of fear for the safety of staff and customers. Downtown businesses have spent more than $2.4 million on private security over the last 18 months, he said.
5 demands of governments
The groups are asking:
- Moncton, Dieppe and Riverview to direct Codiac Regional RCMP to address frequent property crime, assaults, and open-air drug use.
- Moncton and the province to work together to ensure sufficient capacity in shelters.
- The province to establish a mental health court that has long been sought in the region similar to one already in place in Saint John.
- The province to spend more on mental health and addictions recovery services.
- Moncton, the province and federal governments to increase the supply of affordable housing and support services.

"We believe these five urgent actions are required to restore order to our downtown, prevent rising crime, and get Moncton's vulnerable population the services they need to survive," Wishart said.
Moncton Mayor Dawn Arnold said she welcomed the demands.
"I'm thrilled the business community has stepped up like this. We're in a crisis situation," Arnold told reporters alongside the mayors of Dieppe and Riverview.
In a letter with the five demands, the four business groups said various levels of government must "own" the issue and show accountability.
"We all own this," Arnold told reporters.

Dorothy Shephard, the New Brunswick minister of social development, said Friday that the province would increase staffing to provide more mental health supports for people in shelters.
She said there hasn't been enough co-ordination on the various issues, and that will soon change. Shephard said they're planning to ask a "national organization" to help the city.
"It's obvious we have to do more, and we've got to get it co-ordinated so we can get the best outcomes we can get," Shephard said.
She said the region won't be in the same position next year.
"We're going to be having a plan that's going to be — there'll be a system in place that can scale up or scale down and it will service the needs that are here."

"I'll make sure these that requests will be discussed with caucus, at cabinet, within the next couple weeks," Allain said.
Allain said the demand for a mental health court is something the government continues to work on.
Many of the demands echo previous reports and recommendations over recent years, including a task force organized by the chamber of commerce.
"I think what's been missing to-date is accountability and leadership," Wishart told reporters.
"There's been a lot of finger-pointing between the city and the province about 'not our job.' Today was really a call for those two levels of government to work together."
While the first demand is for the three municipalities in the Moncton area to direct RCMP, the chair of the civilian board overseeing the force says that's not something they can do.
"Directly — the municipalities cannot," Don Moore said in an interview.
"RCMP take their primary direction from their bosses in J Division and work in consultation with the Codiac Regional Policing Authority to set priorities that are needed here in this community."
The policing authority recently approved new priorities, including adding 25 officers over three years.
Moncton, Riverview and Dieppe have approved budgets for next year that add five officers in 2023, bringing the force from 147 officers to 152.

Moncton continues to hold back House of Nazareth grant money
City says it needs results of shelter review while charity says it provided the information
The city has held back $37,500 in grant funding to House of Nazareth for 2022 because of concerns about how the shelter is run. The municipality says it needs the results of a review of the shelter by OrgCode Consulting commissioned by the charity's board this year.
"We have not received the OrgCode report and what we require is an operational plan and demonstration that they are following best practices for operating a shelter," Isabelle LeBlanc, a spokesperson for the city, said in an email.
House of Nazareth's board chair, Rosaire L'Italien, says portions of the OrgCode report were given to city staff, but says he's not aware of a request for an operational plan.
"They asked for the report of the consultant, we showed them the report," L'Italien said in an interview Thursday.
LeBlanc said the city most recently requested the operational plan in a meeting with the charity's executive director on Oct. 14.

After the 100-bed shelter opened on Albert Street in 2019, residents and businesses regularly voiced complaints about crime and drug use.
The province ordered an audit that pointed to problems with policies and financial management. The shelter's executive director resigned last year and its board was replaced.
Bruce Fitch, while he was minister of Social Development, said in July that "the problems don't seem to be going away."
Fitch suggested the shelter's provincial funding could be at risk without changes following the OrgCode review.
The current minister says they've seen changes since that report was completed.
"Over the past months, we have seen improvements in the management of their facility," Dorothy Shephard said in an emailed statement Thursday.
"It's not the same Nazareth that it was before," L'Italien said.
L'Italien said he didn't have the report in front of him when asked about the report's recommendations. The department wouldn't say what it recommended.

The decision to withhold funding was made last year.
During deliberations on the 2022 budget in November 2021, staff said the money would be held in a reserve account until they received information from the charity.
"I think we need to start holding them more accountable," Coun. Shawn Crossman said last year.
He said he'd support the withholding of grant funds "so that they understand that they cannot continue to let that shelter be the way it is."
The issue arose again last month as council examined the 2023 budget.

Joceyln Cohoon, the city's director of recreation, said the city has received "more positive information" following the OrgCode review.
"Once we see the OrgCode report and their operational plan, we will be back to council to determine whether to release the funds to them or not based on where they're at at that time," Cohoon said.
The money represents a sliver of the cost to run the shelter, L'Italien said this week. However, he said "we need this money."
House of Nazareth reported $1,290,270 in revenue and $1,162,411 in expenses last year, according to the Canada Revenue Agency.

New appointments to Service New Brunswick board of directors
17 June 2019FREDERICTON (GNB) – The provincial government has announced the appointment of two new members to the board of directors of Service New Brunswick.
“I would like to welcome these new members to the board,” said Service New Brunswick Minister Sherry Wilson. “I feel that both of these individuals are bringing with them a wealth of knowledge and expertise that will be extremely beneficial to the organization. I would also like to thank the outgoing board members for their excellent work during their terms.”
On Oct. 1, 2015, the Service New Brunswick Act was proclaimed, creating the new Part 1 Crown corporation, Service New Brunswick, from the merger of the New Brunswick Internal Services Agency, the Department of Government Services, FacilicorpNB Ltd. and the former Service New Brunswick. A 13-member board of directors was appointed to govern the Crown corporation.
“I wish to congratulate new board chair Karen Taylor, and I look forward to working with her and the board as we strive to provide excellence in service delivery to New Brunswickers,” said Wilson. “I would also like to thank outgoing board chair Beth Webster for her valuable contribution to the organization over the length of her term.”

Ex-PC president denies patronage behind appointment to government board
Don Moore's appointment is the latest in a cluster of appointments going to supporters of the party in power
Don Moore was named to the board of Service New Brunswick in June by the PC government of Premier Blaine Higgs — the latest in a cluster of appointments going to supporters of the party in power.
Moore would not do an interview but said in an email that he responded to an online posting.
"I applied to an open role on the [government] website using my resumé," he said.
"A few months later I was appointed to the position. I am happy to be serving our province in this capacity."
But Liberal MLA Chuck Chiasson, who questioned other PC appointments in the legislature in May, said he was skeptical.
Appointing PC supporters
"Surely that's what they're going to say, but I'd like to know who else applied for that job and what their qualifications were," he said.
"I would be very curious to see how many other applicants there were and I would curious to see some of the resumés of those applicants, and how they compare to his."
Moore, who was party president for just under a year in 2017, is the latest PC insider to be named to a provincial board since Higgs took office last November:
- In May the government appointed Mel Norton, a former Saint John mayor and 2016 PC leadership candidate, as chair of WorkSafe New Brunswick. Labour Minister Trevor Holder said Norton was chosen through an independent process.
- The same month, the PC party's official representative Marven Grant and former PC MLA Kirk MacDonald were appointed to the New Brunswick Insurance Board.
- John Correia, a former co-chair of the PC party's fundraising operation, was appointed to the board of NB Liquor in April and to the board of Cannabis NB in June.
"They're certainly having a field day appointing their friends and supporters to boards and commissions," Chiasson said on Monday.
As PC party president in 2017, Moore told CBC News it was impossible to avoid choosing acquaintances for important jobs in New Brunswick.
'A small province'
He was defending Higgs's choice of the spouse of a PC leadership candidate to review logistical problems with the party's leadership race the previous year.
"Let's not kid ourselves," Moore said at the time.
"This is a small province. We all know each other. … Are we ever going to get that 100 per cent true independence? Maybe, maybe not. There's always going to be a connection of somebody to something."

A short biography with the announcement said Moore had more than 25 years of experience "in the business, information technology and academic sectors" managing development and technology projects.
Service New Brunswick board positions are not full-time jobs.
A spokesperson for Service New Brunswick said board members are paid a per diem of $250 for meetings of four hours or less and $500 for meetings of more than four hours. They can also claim expenses.
Other board positions pay differently. NB Liquor board members get a $155 per diem, plus meals and mileage, for attending meetings. The per diem for WorkSafe board members is $200.

In 2012, Higgs, as finance minister, signalled his distaste for partisan patronage appointments. He refused to publicly endorse then-PC premier David Alward's appointment of cabinet minister Margaret-Ann Blaney as CEO of Efficiency New Brunswick.
Higgs said at the time the decision was Alward's and he was obliged to accept it. The Liberals couldn't "criticize things that each of us do," he said, "and none of us feel good about it."
In May this year, he defended the appointment of Correia, noting he'd been on the NB Liquor board when the PCs were in power before, only to be removed by the Liberals after they took power in 2014.
"He was removed despite the board wanting him to stay, because he was a valued member of that board," Higgs said.
"He did his homework. He studied the rules. … But you know why he couldn't stay? Because he was a friend of mine."
Higgs said Correia's background in retail business was a good fit with NB Liquor.
"I know it might come as a novel concept to many to have someone who knows business be on a board," he said.
Liberal supporters rewarded with appointments
He also accused the Liberals of rewarding their supporters during their four years in power, including with paving contracts and long-term leases for Cannabis NB stores.
"If we want to open this box about a few of these positions, versus the Pandora's box we saw from the Liberal government in the past, I'm willing to take that on and lay it all out there for the world to see," the premier said.
Liberal MLA Chuck Chiasson acknowledged that Liberal supporters were rewarded with appointments when the party was in power but claimed 'it was the exception, probably, not the rule, and it seems to be the rule now.'
Higgs wasn't available to comment on Monday.

The No-Growth, Big Spend Federal Budget – Coalition of Concerned Manufacturers & Businesses of Canada
As anticipated, the federal budget was characterized by a number of areas of significant spending increases, which will continue to add to Canada’s debt, while containing few if any measures to promote the kind of productive business growth that underpins the nation’s financial stability. Government spending growth of this magnitude will also ensure inflation remains high for Canadians.
There was virtually nothing in the budget to enhance the growth of the small- and medium-sized business sector, which represents about half of the economy and the majority of new job creation. “Although the government boasts about a declining debt/GDP ratio, that is taking place as a result of inflation temporarily boosting revenues rather than as a result of healthy private sector growth”, said Catherine Swift, CCMBC President. “It is ironic that a key driver of government revenue increases is the improved fortunes of the oil and gas industry and the increased taxes they pay to governments, considering that this is an industry the Liberals have consistently sought to knee-cap”, added Swift.
Housing was a major focus of the budget, yet the measures proposed are unlikely to have much impact. An enhanced TFSA for housing purposes is a good idea in general, but in the near term will merely further boost demand which is already driving sky-high housing prices. Budget measures to devote new funds to augment housing supply are minimal considering the magnitude of supply shortages and the record number of immigrants entering Canada, all of whom need housing. “Measures to reduce the cost of doing business for homebuilders and cutting back on the excessive government spending that is in part driving inflation would be more effective that such token changes as a temporary ban on foreign housing purchases”, Swift said. “Young people seeking to purchase their first home will not be encouraged by this budget.”
The addition of further big spending programs in areas such as dental care and pharmacare will permanently expand the size and cost of government. As we have seen in the health care system, government monopoly control over these services often leads to higher costs and fewer choices for Canadians. Swift noted that “It would be better to address the gaps in the current systems – gaps that are not that large – than create entire new expensive government bureaucracies that will ultimately disappoint Canadians just as our government monopoly health care system has.”
Overall, the budget prioritizes many areas of new spending while neglecting the sector that will
be expected to pay for all of this government largesse – the productive private business sector that provides the jobs and tax revenues that underpin government services. A recent comparison of economic growth forecasts among OECD countries found that Canada had one of the worst prospects for the coming decades. This budget will do nothing to change this dismal outlook.

New appointments to Service New Brunswick board of directors

FREDERICTON (GNB) – The provincial government has announced the
appointment of two new members to the board of directors of Service
New Brunswick.
“I would like to welcome these new members to the board,” said Service
New Brunswick Minister Sherry Wilson. “I feel that both of these
individuals are bringing with them a wealth of knowledge and expertise
that will be extremely beneficial to the organization. I would also
like to thank the outgoing board members for their excellent work
during their terms.”
On Oct. 1, 2015, the Service New Brunswick Act was proclaimed,
creating the new Part 1 Crown corporation, Service New Brunswick, from
the merger of the New Brunswick Internal Services Agency, the
Department of Government Services, FacilicorpNB Ltd. and the former
Service New Brunswick. A 13-member board of directors was appointed to
govern the Crown corporation.
“I wish to congratulate new board chair Karen Taylor, and I look
forward to working with her and the board as we strive to provide
excellence in service delivery to New Brunswickers,” said Wilson. “I
would also like to thank outgoing board chair Beth Webster for her
valuable contribution to the organization over the length of her
term.”
Following are the biographies of the incoming members:
Karen Taylor, Woodstock (board chair)
Taylor has years of experience, including a number of management and
leadership roles in government, university and the non-profit sector.
Additional experience includes teaching strategic planning and project
management at the University of New Brunswick and in the human rights
program at St. Thomas University.
Donald Moore, Moncton
Moore has over 25 years of experience working in the business,
information technology and academic sectors. He has managed projects
including business development initiatives, large-scale technology
deployments and enterprise resource system implementations.
