Mario Dion

A Montréal native, Mr. Dion, now a retired lawyer, obtained a law degree from the University of Ottawa in 1979. Mr. Dion began his legal career in 1980 as a legal advisor at the then-Ministry of the Solicitor General. In 1988, he became the ADM of Communications, Evaluation and Research at Corrections Canada.

From Corrections Canada, Mr. Dion moved to the Department of Justice where he became the Assistant Deputy Minister of Corporate Services in 1992. In 1995 he was appointed Associate Deputy Minister of Justice. From 1996 to 1997 he served as Deputy Clerk and Counsel at the Privy Council Office, responsible for Legislative House Planning and Machinery of Government and then returned to the Department of Justice as Associate Deputy Minister. In 2003, Mr. Dion was appointed Deputy Minister of Indian Residential Schools Resolution of Canada, where he led efforts to bring closure to 16,000 pending litigation files and, ultimately, the historic 2006 agreement with former residential school students.

Mr. Dion also served as Chairperson of the National Parole Board from 2006-2009 and most recently as Commissioner of Public Sector Integrity from 2011-2014.

In 2015, Mr. Dion was appointed as Chairperson of the Immigration and Refugee Board of Canada.

News Release - Commissioner Mario Dion to leave his Office in December 2014

Ottawa, August 28, 2014 – After four years at the helm of the Office of the Public Sector Integrity Commissioner, Mario Dion is leaving the Office for personal reasons.  Mr. Dion was first appointed Interim Commissioner in December 2010 and named Commissioner one year later.

“Together, with this dedicated team, I feel that at this time, the Office is well placed to effectively deliver the mandate set out in the Public Servants Disclosure Protection Act, and as such, public servants should feel confident that there is a body ready and available to address their concerns,” stated Mr. Dion. “The objectives I set out to accomplish have been met, and the Office is ready to welcome new leadership to continue strengthening the public sector whistleblowing regime.”

In March of 2012, Mr. Dion tabled the very first Case Report of Founded Wrongdoing under the Act.   He has since tabled eight more and made six referrals to the Public Servants Disclosure Protection Tribunal regarding reprisal complaints.

On April 1, 2013, Mr. Dion put in place service standards which outline specific timeframes in which disclosures of wrongdoing and reprisal complaints must be dealt with.  As a result, disclosers and reprisal complainants concerns are being addressed in a more timely fashion while ensuring the spirit of natural justice and procedural fairness are always respected.

Mr. Dion also focused a great deal of his efforts on outreach to improve the limited awareness of the Office within the public sector, and he leaves a strong outreach roadmap that will continue to be implemented in the years to come.

The Goverment has launched a publicly-advertised, competency-based selection process to identify a new Public Sector Integrity Commissioner.

OGGO today, what a lack of transparency from the government!

about the American plans for occupation plans of Iraq because they at
that stage included no contingency for a handing over of civil
authority to a vetted Iraqi government and bureaucracy.

There was no detailed plan for Iraq being "liberated" and returned to
its people...nor a thought to an eventual exit plan. This was contrary
to the lessons of Vietnam but also to current military thought, that
folks like Colin Powell and "Stuffy" Leighton and others elucidated
upon."What's the mission" how long is the mission, what conditions are
to met before US troop can redeploy?

Prime Minister Jean Chretien and the PMO were even at the very
preliminary planning stages wary of Canadian involvement in an Iraq
operation....History would prove them correct. The political pressure
being applied on the PMO from the George W Bush administration was
onerous

American military assets were extremely overstretched, and Canadian
military assets even more so It was proposed by the PMO that Canadian
naval platforms would deploy to assist in naval quarantine operations
in the Gulf and that Canadian army assets would deploy in Afghanistan
thus permitting US army assets to redeploy for an Iraqi
operation....The PMO thought that "compromise would save Canadian
lives and liberal political capital.. and the priority of which
....not necessarily in that order. "

Some where in the streets and alleys tonight
Some where in the alleys of New Brunswick and Calgary are two uneducated
bums, another day closer to their demise. They are homeless, shiftless,
uneducated, loud, obnoxious and insane ...for these "people" death now is
better than another day of life...they have made nothing of their
lives...and are nothing but a burden to their families, "friends" and
the....tax payer.

David Amos is reduced now to the status of bum, wandering about asking people
for spare change, and scouring the streets for cigarette butts to smoke.
When he gets some change he does this sort of thing.

I managed to talk to a Lieutenant-Colonel Tony Weber is Acting Base Commander
of Base Gagetown 506 422 2000 ext 1410. He and one of his Sgt Majors even
looked at Barry Winter's blog for me

We seemed to get along as we discussed their vague knowledge of politicians,
Afghanistan, other officers they claimed to have never heard of, the CSE, our
missing emails and the words within Barry Winters blog. the Lt Col truly
seemed like an ok dude.

But the instant he said that Barry Winters malicious words were of no
embarrassment to him I got pissed all over again. Imagine if such shit had
been published by a former officer about him or his family? I bet he
would have sued his bosses long ago if winters had not be locked
up immediately.

Anyway I told the Lt Col that I would see him in courtand hung up on the
snobby bastard and split before the RCMP attempted to corner me in another
phone booth like they did for another one of Harper's former Minister Greggy
Baby Thompson's evil minions two years ago. Small wonder he is quitting
politics EH IGGY?

Oh Dear....how far has the "real deal" the "ethical whistle blower" has
fallen.

Mario Dion nominated as new federal ethics watchdog

If approved, former public sector integrity commissioner would replace Mary Dawson

The Liberal government has nominated Mario Dion to take the helm as Canada's Conflict of Interest and Ethics Commissioner, replacing Mary Dawson.

Liberal House Leader Bardish Chagger made the announcement in the House of Commons Monday afternoon.

Dion, a retired lawyer, has a long career in the public service. He served as commissioner of public sector integrity from 2011 to 2014 and was appointed as chair of the Immigration and Refugee Board of Canada in 2015.

Dawson's term, which has been extended, ends Jan. 8, 2018.

"Mario Dion has an impressive track record as a senior public servant that stretches back three decades and six different governments. This makes him an excellent choice to be Canada's next Conflict of Interest and Ethics Commissioner. I am confident he will continue to strengthen accountability and trust," Chagger said in a statement.

The announcement came after a heated question period, during which the Conservatives peppered the government about who would take over from Dawson, who is in the midst of looking into a conflict-of-interest controversy involving Finance Minister Bill Morneau.

Prime Minister Justin Trudeau said he and some of his top aides sat out the selection process because Dawson is also investigating whether Trudeau broke ethics rules during a vacation to the Aga Khan's private island last Christmas.

In response to questions from CBC News, Dawson's office said the commissioner is "working very hard to complete that examination and inquiry before her term expires."

Dion's appointment must be approved by the House of Commons.

'Process is totally broken'

NDP ethics critic Nathan Cullen said Dion's appointment raises a number of red flags, and an emergency meeting of the House of Commons ethics committee was called to review the government's pick for the post. Dion will appear before that committee Tuesday, but an effort to have Chagger also appear was defeated by Liberal members.

"The government has known about this [Dawson's retirement] for more than 18 months, they waited until the last minute. This process is totally broken ... this is a sham."

Cullen said the government sent over a letter to inform the opposition Dion had been selected and "then said we'd been consulted ... this whole thing is a travesty."

In 2014, Michael Ferguson, Canada's auditor general, publicly rebuked Dion's performance as the Public Sector Integrity Commissioner of Canada, an office that is supposed to protect public servants who blow the whistle on wrongdoing within the federal government. Dion was appointed commissioner after the previous commissioner resigned amid complaints about the office.

Official defends Dion

A review found ongoing problems — including procedural delays — with how complainants were handled in that office.

Chagger said Monday she was aware of the Ferguson's concerns with the proposed commissioner's past performance.

"We put in a new process, an open, transparent, merit-based appointment process, and I have confidence in that process," she said without addressing the specifics of the criticism levelled at Dion.

The announcement comes amid a flurry of appointments — including the official languages commissioner and lobbying commissioner — that have been recently announced by the Liberal government ahead of the Christmas break.

The Liberals have faced opposition criticism for a mounting backlog of federal appointments, after a CBC News investigation found a record number of vacancies across government.

The government's original pick for languages commissioner, Madeleine Meilleur, pulled her name from consideration last June after she drew the ire of the opposition. Meilleur, a long-time Ontario Liberal cabinet minister, had only recently left her job in Ontario Premier Kathleen Wynne's government before putting her name forward.

During a committee hearing on her nomination, she told MPs she was told by senior members of the Liberal government she was too partisan to be named to the Senate — which is being filled with independents — and thus decided to push ahead with an application for the languages job instead.

The Liberals ultimately named Raymond Théberge, president and vice-chancellor of the University of Moncton, as their pick to fill the post late last month.
