Blogger Charles LeBlanc makes his Predictions for the New Brunswick
Provincial Election!!!!!
I took the time and studied the personality of the Candidates and the
region they live in.

I haven't tally the final votes yet but it sure looks close.

I believe Shale Gas will play a huge role in this Election. I cannot
see the people in Kent County voting for Shale Gas especially when
their land are going to do down in value.

It's a darn shame that David Alward didn't listen to me and just put
the issue of Shale Gas to a referendum.

Charles, your predictions are allways most interesting, and in fact
veiwed by many. To get down to the meat of the matter,so to speak,we
may have reduced the elected MLA's, howevere, we have far more than we
can afford.Great start, but cut it back dramatically.Your MLA is not
the whining post to get a job for a lazy constituent, who voted for
you in the last election, and holds that over your head for ransom.
Your MLA is to rep the constituents views to the Legislature, and to

Fredericton City Police have investigated convicted felon Charles
Leblanc for the sexual exploitation of children for some time now.
Charges have not been laid yet. But where's there's smoke, there's
fire. Charles Leblanc has an extensive, shady and violent criminal
record (including assault with a weapon) so it is a very good thing
the Fredericton Police Force keep a close eye on the mentally retarded
serial criminal offender.

Google removed Charles Leblanc's last blog, because he maliciously,
and deliberately defamed, maligned, and posted pictures of scores of
serving police officers labeling them pedophiles, corrupt, steroid
monkeys, drug users to defame them, their families, and their
children. Charles Leblanc quickly by fraudulent means got another blog
through Google. Charles Leblanc had to resort to fraud because he uses
his blog to "panhandle" in cyber-space, and supplement his welfare
income. He begs for furniture, camera equipment, police scanners,
usage of vehicles, cash, free dinners, free lunches, clothing, and
anything else he may desire. He is not only a welfare parasite, but a
cyber-space parasite as well. So it was imperative Charles Leblanc get
another blog, so he could keep getting beer, and dining out.

Charles Leblanc is semi-literate. He can't write, can't be bothered to
employ "spell check," he hasn't a clue what grammar is, and he's quite
proud of his ignorance, and complete lack of education. He is lazy,
unemployed, mentally deficient, on welfare, what many would call the
stereo-typical maritime kanadian.

This is the last week of the ongoing New Brunswick provincial election
campaign. The incumbent conservative government of David Alward is
promoting the responsible development of Shale Gas and other natural
resources. The choice for New Brunswickers is clear. Develop natural
resources, or continue to be the economic and societal cesspool of
Canada. To continue to be a sinkhole of federal equalization payments
from the decent hardworking people of Alberta, Saskatchewan, BC, and
Newfoundland... or to become self-reliant economically. Maritime
kanada is the economic, societal and cultural dung heap of Canada. New
Brunswickers have an unique opportunity to change that for themselves
this election.

But they won't! New Brunswick will continue to be a parasitic
province" within the kanadian Federation. Just like Charles Leblanc is
a pedophile and parasite in Fredericton New Brunswick.

If you are a parent in Fredericton keep your children close, because
Charles Leblanc will stalk them and fuck them. When it concerns
pedophiles, and child fuckers like Charles Leblanc of Westmoreland

Social Activist's Blog Removed by Google following complaint

Upon receiving a complaint against controversial social political activist Charles LeBlanc blog, Google removed the polemical blog from its servers after notifying the blogger of their action.

The blog was an irritant to the Fredericton city police and Sergeant at Arms Daniel Bussières because of his sometimes not to kind criticisms of their actions. Above and beyond criticizing the FPD and Bussières, LeBlanc confronted and challenged the provincial MLAs and the Premier on many delicate issues that mainstream media does not cover.

While the blog has been the center of controversy for quite some time, it appears very convenient to have the blog shut down prior to the provincial election.

Was the motive behind the complaint to Google politically motivated to keep the issues of pensions fracturing and forestry from being presented to the New Brunswick audience? Blogs like Charles's blog are a threat to government and big business because their propagandist no longer have control over the message given to the public.

One female and one Male Fredericton Police Officers shot dead in Fredericton.....

I was just told the names of the two cops and one of them blew my mind....anyway....one female and one male.......:(...I am not mentioning the names in here.....

Many people are emailing me about the name...I got my info from social media so I can't be 100%!!! Remember the person who told me about the small swimming Pools being shut down and at the end it wasn't true.....One of the individual blew my mind. Not sure how I will react if it's true....but stay tune....the other was on the Force for 2 years.....:

Blogger Charles LeBlanc ordered to pay $2,925 in court costs to Fredericton as lawsuit dismissed

Court of Queen's Bench Justice Paulette Garnett says defamation laws will eventually tame "the Wild West" of the internet.

Garnett makes the statement in her March 16 decision that dismissed a claim by blogger Charles LeBlanc that the City of Fredericton breached his rights under the Charter of Rights and Freedoms.

Acrimonious history

LeBlanc has an acrimonious history with the Fredericton Police Force that culminated in a charge of criminal libel under Section 301 of the Criminal Code being laid against LeBlanc for posting on his blog at various times that a Fredericton constable was a "fascist cop" and "sexual pervert."

LeBlanc also used a bullhorn outside the Fredericton police station to state the force employs "sexual perverts" and that the constable who issued him a ticket in 2011 for bicycling without a helmet in the city's downtown was a "faggot."

New Brunswick's Attorney General eventually directed in 2012 that the criminal libel charge against LeBlanc be dropped because several other provinces had found Section 301 of the Criminal Code to be unconstitutional.

In November 2016, LeBlanc was informed by two members of the Edmundston Police Force that he was being investigated for defamatory libel under Section 300 of the Criminal Code following a complaint lodged with the Fredericton force.

Because of its contentious history with LeBlanc, the Fredericton force asked Edmundston police to investigate the complaint.

Child sexual exploitation cited

Meanwhile, LeBlanc initiated the lawsuit against the City of Fredericton and its police force because in the initial criminal libel investigation, Det. Robb Costello made an official request for information about LeBlanc's internet usage by stating he was carrying out a criminal investigation related to child sexual exploitation.

Following a two-day hearing last week, Garnett dismissed LeBlanc's lawsuit, noting that the city filed 17 affidavits in the case and LeBlanc did not file any, so the only evidence before the court was the city's.

"This evidence leads to the conclusion that the actions of the City were done in good faith, that the procedures were in keeping with the policies of the police department, that Mr. LeBlanc was treated in the same way as any other citizen in similar circumstances and that his [Charter] rights were not infringed," Garnett says in her ruling.

Garnett ordered that LeBlanc pay $2,925 to the city in court costs.

However, in her decision Garnett comments on defamation in the internet age.

"Although Mr. LeBlanc clings to his rights under the Charter, it does not appear that he has any concern for the rights of others," Garnett writes. "He believes that his right to free speech includes the right to defame others with impunity.

"One commentator has compared the internet to the Wild West and although the common-law action for defamation may take time to tame it, it will eventually do so. Those who carelessly or viciously attack their neighbours should beware of the Lone Ranger."

There's a big difference in making these claims when one side admits 17 affidavits and the other side doesn't know what an affidavit is. He represented himself, and all anybody has to do is read Bernard Richard's report on the matter to know that he was not 'treated like any other citizen'.

Even Bernard Richard said that it was pretty specious for an officer to ticket Charles for riding a bicycle without a helmet immediately after Charles had videotaped fredericton police officers beating a guy on the ground.

The incident of the form couldn't be proven to be fraudulant, which doesn't make it not so. The police maintained it was 'an error' that they somehow used the child exploitation form to get the IP address rather than the criminal libel form, which is pretty ludicrous on the face of it.

And even the fredericton police force admitted that they made a mistake in taking Charles computer to read through all his correspondence for a charge which was ultimately dropped.

While I agree that Charles was irresponsible with his comments, the fact is that nobody in their right mind would take such comments seriously, and had Charles the money for a lawyer this case would have turned out far differently. For one thing, Charles comments have ZERO to do with whether the police force infringed on his rights, its interesting that the judge spends more time talking about what HE did rather than what the police did. But its hardly surprising.

He won't have to pay. The province has a program for people who don't have the means. I also think the judge is dreaming in technicolor if she thinks you can tame anyone you can't identify. Mr. LeBlanc's case is special in that regard. Trump's been slandering and defaming non stop. How typical is it that try and make examples of poor people who can't make things go away with their money. Court looks foolish here thinking it has more power than it does.

When you look at all the incidents involving the Fredericton City Police and Mr. LeBlanc ; then it is obvious that the police has abused its authority on several occasions when dealing with Mr. LeBlanc . This includes such instances as raiding his home , and seizing his computer equipment ; petty charges such as riding a bicycle without a helmet , etc . As this current case proves , it is difficult for a man like Mr. LeBlanc who has limited funds to fight the City of Fredericton who is funded by the taxpayers . It is truly an injustice .

If Chucky were truly an honest dude then why does he not defend himself in this comment section instead of allowing people like you to comment on his behalf in his defense?

After all you and Chucky cannot deny that this domain controlled by the Crown is supported by taxpayers who also pay for Chucky's welfare and health care. I know why Chucky does not speak up in a public domain which he can do for free. It quite simply is because he cannot control the comment section and delete his responses if he becomes embarrassed by his own published words. More importantly Chucky cannot block folks he calls "Coward Jerk faces" because in fact that is just exactly what he is.

Everybody knows that Chucky and I hate each other with a passion and that I am proud of my Scottish ancestors and that he is not. However the Scottish guy in me agrees that it is kinda strange that CBC knew of the judge's decision before the French dude did. However everybody knows how the Crown plays with the Justice System in New Brunswick N'esy Pas Blaine, David, Justin, Dominic, Brian, Serge and Denis???

Charles LeBlanc investigated again for libel against Fredericton police

Fredericton blogger Charles LeBlanc is once again under investigation for libel against members of the Fredericton Police Force.

The new investigation comes more than four years after New Brunswick's attorney general directed that criminal libel charges against LeBlanc under Section 301 of the Criminal Code be dropped because several other provinces had found that section of the code to be unconstitutional.

Fredericton police spokesperson Alycia Bartlett said a complaint was lodged with the Fredericton force "and because of the situation, and history, we requested an outside agency to investigate."

Bartlett directed any further questions to the Edmundston Police Force. A message left with Edmundston Police Force Deputy Chief Andre Madore Wednesday by CBC News was not returned.

Arrested by Edmundston police

On Nov. 8, two men identifying themselves as members of the Edmundston Police Force placed LeBlanc under arrest in downtown Fredericton near the New Brunswick Legislature and told him he was being investigated for defamatory libel.

LeBlanc indicates on his blog the new investigation falls under Section 300 of the Criminal Code, which states: "Every one who publishes a defamatory libel that he knows is false is guilty of an indictable offence and liable to imprisonment for a term not exceeding five years."

LeBlanc states on his blog he was subsequently released without being charged or given a court date.
LeBlanc posted a video of the arrest on his blog along with an audio file of his interview with police.

"Those comments are still on your blog there, Charles," one of the Edmundston officers tells LeBlanc in the arrest video. "Those videos are still on your blog, where you're calling Fredericton police officers pedophiles."

Crown drops charges against outspoken N.B. blogger

"This is starting all over again," said LeBlanc on Wednesday.

LeBlanc said he would remove the offending post if someone told him which posts are an issue.

"I don't know which posts they're talking about," he said.

"This could all be settled in a couple of hours."

Contentious history

LeBlanc has a long and contentious history with the Fredericton police that culminated in the City of Fredericton hiring former ombudsman Bernard Richard in 2012 to review the force's handling of the initial criminal libel case against LeBlanc.

In 2009, LeBlanc posted video of Fredericton police officers arresting a man outside a Fredericton nightclub. The incident was violent and a member of the Fredericton police was subsequently charged with assault and was acquitted in court.

In June 2011, a Fredericton police force officer issued LeBlanc a ticket for not wearing a bicycle helmet in downtown Fredericton.

In his 2012 report, Richard noted that bicycling without a helmet "is a fairly common occurrence and a low-level offence."

"Had it been another cyclist, would the same decision have been made?" Richard asks in the report.

LeBlanc ended up posting about the helmet ticket on his blog, referred to the constable who issued the ticket as a "fascist cop."

In a subsequent post on July 26, 2011, LeBlanc posted a photo of the constable and referred to "sexual pervert Quebecois Const."

The constable had initiated a defamatory libel complaint and the investigating police officer concluded the July 26 post did support a charge being laid.

In August 2011, LeBlanc protested outside the Fredericton Police Force station and through a bullhorn stated the force employs "sexual perverts" and that the constable who issued the ticket was a "faggot."

Richard's recommendations

In his final report, Richard said the Fredericton police should have "farmed out" the investigation of LeBlanc.

"There was too much history with the force, too many incidents involving this same officer and Mr. LeBlanc was too often in the public sphere to avoid the perception that the Fredericton Police Force could not be totally impartial in its consideration of the case," stated Richard.

Richard also recommended the Fredericton Police Force provide all its members with enhanced mandatory training on dealing with emotionally disturbed persons, including education on mental disorders, available services and intervention techniques.

Garnett, J.

[1] This is an action commenced under Rule 79 of the Rules of Court. The plaintiff, Charles LeBlanc, claims that the defendant, City of Fredericton, breached his rights under the Charter of Rights and Freedoms. The City denies that claim.

[2] Rule 79 was created for the purpose of making civil litigation more simple and more accessible. The Rule permits the parties to file and exchange the evidence which they intend to present through the affidavits of witnesses. The City filed 17 affidavits. Mr. LeBlanc did not file any. As a result, the only evidence before the Court is that of the City. I accept, as I must, that the affidavits and the oral evidence given by the City’s witnesses is truthful and accurate. This evidence leads to the conclusion that the actions of the City were done in good faith, that the procedures were in keeping with the policies of the police department, that Mr. LeBlanc was treated in the same way as any other citizen in similar circumstances and that his charter rights were not infringed. Therefore, his action is dismissed.

[3] Before concluding, I note that Mr. LeBlanc asked for an adjournment at the beginning of trial. I denied his request for the following reasons:

1) Mr. LeBlanc made a motion for an adjournment of the trial date in February before Madam Justice Clendening who denied the motion and ordered that the trial be scheduled for two days beginning on March 13, 2017;

2) The action has already far exceeded the time limits set by Rule 79 for completion of the trial; and

3) The City was prepared to proceed and made witnesses available for cross-examination.

[4] In addition, Mr. LeBlanc declined to cross-examine witnesses and again asked for an adjournment based on his inability to do so. Again, I denied his request for the following reasons:

1) All the affidavits of witnesses were served on him; some in June 2015 and others in August 2016. He therefore had at least seven months to read them and prepare to cross-examine;

2) He said he could not cross-examine because he left his notes at home. If he did, he should not have. He knew, or should have known, the trial would proceed. His excuse, which falls into the category of “my dog ate my homework” is not credible; and

3) He said he could not cross-examine because the Attorney General is going to charge him with other matters and “anything I say could be used against me”. Mr. LeBlanc could cross-examine without testifying and again, his excuse lacked credibility.

[5] Finally, although Mr. LeBlanc clings to his rights under the Charter, it does not appear that he has any concern for the rights of others. He believes that his right to free speech includes the right to defame others with impunity. One commentator has compared the internet to the wild west and although the common law action for defamation may take time to tame it, it will eventually do so. Those who carelessly or viciously attack their neighbours should beware of the Lone Ranger.

SUMMARY

[6] The action is dismissed. The plaintiff will pay the City $2,925.00 in costs in accordance with Scale 1 of Tariff “A” with the amount involved of $50,000.00.
