Notably absent from the critics' list are MPs who have voiced opposition to COVID-19 vaccine policies.
Newly elected MP and former Conservative leadership contender Leslyn Lewis, long-time MP Marilyn Gladu and Saskatchewan MP Rosemarie Falk have been left on the Conservative backbench without a prominent role in the next Parliament.
Lewis has criticized COVID-19 vaccinations for children. Gladu recently took on a role with a new "civil liberties" working group of parliamentarians concerned about vaccinate mandates. Falk has expressed opposition to what she has called "mandatory vaccinations."
Gladu and Falk served previously in O'Toole's pre-election shadow cabinet as critics for the Queen's Privy Council and seniors respectively. Gladu, who made waves recently by comparing COVID-19 to polio, also served previously as the party's health critic under former leader Andrew Scheer.
B.C. MP Mark Strahl, who said last month in a social media post that vaccine mandates are "discriminatory, coercive and must be opposed," has lost his job as the party's shadow minister for labour.
Ontario MP Dean Allison, the host of an online show that has featured vaccine skeptics as guests, has been left out of the shadow cabinet, although he didn't have a role on O'Toole's team before the September federal election.
Asked what he would do about MPs who have questioned public health guidance or government directives on vaccines, O'Toole said his choices for the shadow cabinet reflect how he feels about the issue.
"We selected experienced MPs who are prepared to fight inflation, prepared to fight the Liberal-NDP coalition and also to address vaccine hesitancy. It's very important for leaders in our shadow cabinet to play that role and that's why I made choices like the ones I just announced," O'Toole said in French.
Former leadership candidates on backbench
Lewis, who has strong support from the social conservative wing of the party, ran a close third place in last year's leadership race.

One of the few people of colour elected under the Conservative banner, Lewis has said Canadian children are being "used as shields for adults" and has vowed to stand against the deployment of COVID-19 shots in kids. Most health experts say vaccine coverage in this younger cohort will help Canada achieve some form of herd immunity against the virus.
Gladu also ran for the party's leadership but failed to gain enough early support to get her name on the final ballot.
She is a member of a group of Conservative parliamentarians who recently formed what they call a "civil liberties" working group to advocate for the unvaccinated. While promoting the group's work during an appearance on CTV, Gladu suggested that polio — a disease largely eradicated in Canada through vaccinations — posed more of a threat than COVID-19.
Gladu also said "multiple sources of data" must be reviewed to determine if vaccine mandates actually work to curb the spread of the virus. She said asking people to disclose their vaccination status is a slippery slope that could lead to "discrimination" against people with other health conditions.

After the shadow cabinet positions were announced today, Gladu issued a statement to the media retracting her comments.
"I would like to apologize for my inappropriate comments about COVID-19 vaccines during a recent CTV interview. Upon reflection, I recognize how dangerous it is to share misinformation about the severity of COVID-19 and the safety and efficacy of vaccines. I retract these comments in full," Gladu said.
"I apologize unreservedly to Canadians. I also apologize to my caucus colleagues and Leader for the distraction my comments have created."
Experienced MPs take on top critic roles
Ontario MP Pierre Poilievre is back as the party's finance critic. Known as a hard-charging parliamentarian, Poilievre was swapped out of that role by O'Toole before the last election.
He's back now, O'Toole said, because the Conservatives are intent on holding the government's feet to the fire over its perceived mishandling of inflation. The pandemic, massive government spending and constrained supply chains have caused prices to spike, a phenomenon that makes the cost of living higher for everyone.

"As you know, Pierre is one of our strongest communicators. He's tough in the House. I see Liberals quiver when he rises to his feet, whether it's on the WE Charity scandal or other issues," O'Toole said.
"The big risk facing our country is inflation — the highest rate in 20 years. So, I want Mr. Trudeau and Ms. Freeland worried about their complacency, their overspending and that NDP coalition," O'Toole said, citing media reports suggesting the Liberals and NDP are in talks over some sort of cooperation agreement ahead of Parliament's return on Nov. 22. "They can buy Jagmeet Singh's silence. They cannot buy ours or Pierre's."
Poilievre's replacement as finance critic, B.C. MP Ed Fast, will serve as the party's industry, innovation and science critic. O'Toole said the job change was not a criticism of Fast personally. "I'm a big fan of Ed Fast," O'Toole said.
Alberta MP Michelle Rempel Garner, who was a sharp critic of the government's pandemic response, has been shuffled out of her role as health critic and into the natural resources portfolio.
A skilled communicator, Rempel Garner will take on Environment Minister Steven Guilbeault and Natural Resources Minister Jonathan Wilkinson, two Liberal ministers who have been tasked with reshaping Canada's climate policy as the country strives to dramatically slash greenhouse gas emissions by some 40 to 45 per cent by the end of the decade.

Growing calls for O’Toole to toughen stance on MPs who question COVID-19 vaccines
Last week at the COP26 climate summit in Glasgow, Prime Minister Justin Trudeau promised to put a cap on emissions from the oil and gas sector, which could have long-term consequences for jobs and growth in Alberta's oil patch.
"We actually want the country to succeed. We want to reduce emissions but not by shutting down an entire sector of the economy when we need them the most," O'Toole said.
"So, you're going to see a mixture of experienced, talented and new voices proposing an economic future that I think Canadians will be desperate for by the time the next election comes."
Alberta MP Shannon Stubbs, who voiced concerns about O'Toole's leadership after the September election, is also out as the party's shadow minister for public safety.
Stubbs told reporters ahead of the first post-election caucus meeting that she was concerned about the party's shift to the centre under O'Toole, criticizing his election flip-flop on firearms in particular.

Iain Stewart to step down as head of Public Health Agency of Canada
Stewart had been publicly reprimanded by MPs as part of effort to secure documents
Stewart was also the focus of an extraordinary moment in parliamentary history earlier this year, when he was publicly admonished by MPs in the House of Commons for failing to turn over documents related to the firing of two scientists from the National Microbiology Laboratory in Winnipeg.
Stewart will return to being president of the National Research Council of Canada, a role he previously held. Dr. Harpreet S. Kochhar, currently an associate deputy minister of health, will replace Stewart starting next week.
Kochhar, a veterinarian by training, has served in a variety of senior roles in the public service, including as Canada's Chief Veterinary Officer and as associate vice-president of operations at the Canadian Food Inspection Agency.
In a news release on Friday, Prime Minister Justin Trudeau thanked Stewart and "recognized his leadership in successfully implementing the COVID-19 vaccine rollout."
Stewart joined PHAC from his previous role as president of the research council after his predecessor, Tina Namiesniowski, stepped down as president of PHAC in September 2020.

In June 2021, he was called to appear before the bar in the House of Commons, a procedure not used against a civilian for nearly a century and intended to publicly shame a person who has committed "an offence against the dignity or authority of Parliament."
Stewart, citing privacy and security concerns also put forward by Health Minister Patty Hajdu, refused to provide unredacted documents related to the firing of scientists Xiangguo Qiu and her biologist husband, Keding Cheng, who were escorted off the premises in 2019 and officially fired in January of this year.
That question eventually wound up in court, but the case was discontinued shortly after the election call in August.
Stewart was also head of PHAC during a continuing controversy over the role of Maj.-Gen Dany Fortin as head of Canada's vaccine task force. Fortin recently argued in court he should be reinstated in a job reflecting his rank. He was removed from the task force after being accused of sexual assault tied to an alleged incident decades ago and subsequently charged. Fortin denies the accusations.
The move to replace Stewart as head of PHAC was part of a wider shuffle of senior public servants announced Friday.

Raising a Little Hell- Lively Debate Provokes Crowd

"If you don't like what you got, why don't you change it? If your world is all screwed up, rearrange it."
The 1979 Trooper song Raise a Little Hell blared on the speakers at the 8th Hussars Sports Center Friday evening as people filed in to watch the Fundy candidates debate the issues. It was an accurate, if unofficial, theme song for the debate.
The crowd of over 200 spectators was dwarfed by the huge arena, but as they chose their seats, it was clear the battle lines were drawn. Supporters of Conservative candidate Rob Moore naturally took the blue chairs on the right of the rink floor while John Herron's Liberalswent left. There were splashes of orange, supporters of NDP Pat Hanratty, mixed throughout. Perhaps the loudest applause came from a row towards the back, where supporters of independent candidate David Amos sat.
The debate was moderated by Leo Melanson of CJCW Radio and was organized by the Sussex Valley Jaycees. Candidates wereasked a barrage of questions bypanelists Gisele McKnight of the Kings County Record and Lisa Spencer of CJCW.
Staying true to party platforms for the most part, candidates responded to questions about the gun registry, same sex marriage, the exodus of young people from the Maritimes and regulated gas prices. Herron and Moore were clear competitors,constantly challenging each other on their answers and criticizing eachothers’ party leaders. Hanratty flew under the radar, giving short, concise responses to the questions while Amos provided some food for thought and a bit of comic relief with quirky answers. "I was raised with a gun," Amos said in response to the question of thenational gun registry. "Nobody's getting mine and I'm not paying 10 cents for it."
Herron, a Progressive Conservative MP turned Liberal, veered from his party'splatform with regard to gun control. "It was ill advised but well intentioned," Herron said. "No matter what side of the house I am on, I'm voting against it." Pat Hanratty agreed there were better places for the gun registry dollars to be spent.Recreational hunters shouldn't have been penalized by this gun registry," he said.
The gun registry issues provoked the tempers of Herron and Moore. At one point Herron got out of his seat and threw a piece of paper in front of Moore. "Read that," Herron said to Moore, referring to the voting record of Conservative Party leader Steven Harper. According to Herron, Harper voted in favour of the registry on the first and second readings of the bill in 1995. "He voted against it when it counted, at final count," Moore said. "We needa government with courage to register sex offenders rather than register the property of law abiding citizens."
The crowd was vocal throughout the evening, with white haired men and women heckling from the Conservative side. "Shut up John," one woman yelled. "How can you talk about selling out?" a man yelled whenHerron spoke about his fear that the Conservatives are selling farmers out.
Although the Liberal side was less vocal, Kings East MLA Leroy Armstrong weighed in at one point. "You’re out of touch," Armstrong yelled to Moore from the crowd when the debate turned to the cost of post-secondary education. Later in the evening Amos challenged Armstrong to a public debate of their own. "Talk is cheap. Any time, anyplace," Armstrong responded.
As the crowd made its way out of the building following the debate, candidates worked the room. They shook hands with well-wishers and fielded questions from spectators-all part of the decision-making process for the June 28 vote.

David Amos Isn’t Campaigning For Your Vote, But….

FUNDY—He has a pack of cigarettes in his shirt pocket, a chain on his wallet, a beard at least a foot long, 60 motorcycles and a cell phone that rings to the tune of "Yankee Doodle."
Meet the latest addition to the Fundy ballot—David Amos.
The independent candidate lives in Milton, Massachusetts with his wife and two children, but his place of residence does not stop him from running for office in Canada.
One has only to be at least 18, a Canadian citizen and not be in jail to meet Elections Canada requirements.
When it came time to launch his political crusade, Amos chose his favourite place to do so—Fundy.
Amos, 52, is running for political office because of his dissatisfaction with politicians.
"I’ve become aware of much corruption involving our two countries," he said. "The only way to fix corruption is in the political forum."
The journey that eventually led Amos to politics began in Sussex in 1987. He woke up one morning disillusioned with life and decided he needed to change his life.
"I lost my faith in mankind," he said. "People go through that sometimes in midlife."
So Amos, who’d lived in Sussex since 1973, closed his Four Corners motorcycle shop, paid his bills and hit the road with Annie, his 1952 Panhead motorcycle.
"Annie and I rode around for awhile (three years, to be exact) experiencing the milk of human kindness," he said. "This is how you renew your faith in mankind – you help anyone you can, you never ask for anything, but you take what they offer."
For those three years, they offered food, a place to sleep, odd jobs and conversation all over North America.
Since he and Annie stopped wandering, he has married, fathered a son and a daughter and become a house-husband – Mr. Mom, as he calls himself.
He also describes himself in far more colourful terms—a motorcyclist rather than a biker, a "fun-loving, free-thinking, pig-headed individual," a "pissed-off Maritimer" rather than an activist, a proud Canadian and a "wild colonial boy."
Ironically, the man who is running for office has never voted in his life.
"But I have no right to criticize unless I offer my name," he said. "It’s alright to bitch in the kitchen, but can you walk the walk?"
Amos has no intention of actively campaigning.
"I didn’t appreciate it when they (politicians) pounded on my door interrupting my dinner," he said. "If people are interested, they can call me. I’m not going to drive my opinions down their throats."
And he has no campaign budget, nor does he want one.
"I won’t take any donations," he said. "Just try to give me some. It’s not about money. It goes against what I’m fighting about."
What he’s fighting for is the discussion of issues – tainted blood, the exploitation of the Maritimes’ gas and oil reserves and NAFTA, to name a few.
"The political issues in the Maritimes involve the three Fs – fishing, farming and forestry, but they forget foreign issues," he said. "I’m death on NAFTA, the back room deals and free trade. I say chuck it (NAFTA) out the window.
NAFTA is the North American Free Trade Agreement which allows an easier flow of goods between Canada, the United States and Mexico.
Amos disagrees with the idea that a vote for him is a wasted vote.
"There are no wasted votes," he said. "I want people like me, especially young people, to pay attention and exercise their right. Don’t necessarily vote for me, but vote."
Although…if you’re going to vote anyway, Amos would be happy to have your X by his name.
"I want people to go into that voting booth, see my name, laugh and say, ‘what the hell.’"

One of Edmonton's longest-serving and most respected lawyers has been
cited for contempt of court after refusing to follow a judge's direct
order to wear a mask in her courtroom.
Peter Royal got into a war of words with provincial court Judge
Marilena Carminati on July 21 at the start of a three-day sex assault
trial.
According to the official transcript, Carminati told Royal he would
have to wear a mask. Royal told the judge he wouldn't:
Royal: I don't wear a mask in the courtroom.
Judge: You will have to wear one. We are not spending three days
together in a small courtroom in a poorly ventilated building with
counsel not wearing a mask.
Royal: Well I'm not going to wear one, so what are you going to do about that?
Judge: Well perhaps you can speak to counsel about whether you will be
held in contempt of court ... I will adjourn to let you think about
it.
Royal: I don't intend to follow your direction. We're more than six
feet apart. I've been doubly vaccinated.
Judge: Are you saying you are free to disobey a ruling of the court or
a direction of the court if you think the reasons for it aren't great?
Royal: I do.
Royal, who has been practising law for nearly half a century, told
Carminati he wears a mask inside the courthouse and when he enters the
courtroom, but takes it off once he sits at the defence table.
"Every judge in this courthouse has never directed me to wear a mask
once I'm ahead of the bar," Royal said, according to the transcript.
"My understanding from Judge [Steven] Bilodeau was when you're ahead
of the bar, you have the right to remain maskless."
Carminati adjourned for a few hours to give Royal time to make written
submissions.
"You are putting the court in a very difficult position, Mr. Royal,"
Carminati said, according to the transcript. "You are senior counsel,
you are well respected, but you bring the administration of justice
into disrepute when you blatantly disregard a direction from the court
without providing any kind of reason or justification for doing so."
Restricted public courthouse access
In mid-June, the provincial court issued a practice directive
outlining procedures for a return to in-person hearings for criminal
cases during the COVID-19 pandemic.
"These measures are designed to gradually resume the safe operation of
the court," the directive said. "All safety measures — masking,
physical distance, capacity limits and plexiglass remain in place."
When Royal appeared before Carminati again later the same day, still
without a mask, he argued that the court's pandemic practice
directives had unfairly and illegally restricted public access to the
courthouse.
"In the absence of public accessibility to the courthouse, these
directives are simply lacking in constitutional merit," Royal said.
"They all deserve to be ignored, in my respectful submission."
Crown prosecutor Kevin Komosky pointed out that the mask debate had
stalled the sexual assault trial, which had already been adjourned
three times.
Carminati then ordered Royal to wear his mask "so that we can start
this trial," the transcript shows:
Royal: And I'm not going to. And, Your Honour, I have to say I was
surprised that you took this position. No other judge in this court
has taken the position you're taking, none.
Judge: I have asked if there is any compelling reason for you not to
wear the mask. You have provided me only with disrespect.
Carminati said she would order a transcript and provide it to the
chief judge for him to decide whether it should be shared with the Law
Society of Alberta.
Royal declined comment for this story. The law society and the court's
media spokesperson also declined comment, as did Justice Minister
Kaycee Madu's press secretary and the president of the Criminal Trial
Lawyers' Association.
Royal's contempt of court citation hearing is set for Sept. 9, using
an out-of-town judge and Crown prosecutor.
Under Alberta's rules of court, a person found in civil contempt of
court could face up to two years in jail and/or a fine.

Peter Royal was called to the Bar on July 10, 1975. He holds both a
Bachelor of Arts and a Bachelor of Laws degree from the University of
Alberta and a Master of Laws degree from the London School of
Economics and Political Science, University of London.
In 1986, Mr. Royal was appointed Queen’s Counsel. That same year he
was elected as a Bencher for the Law Society of Alberta where he sat
from 1986 to 1995. He was President of the Law Society from 1994 to
1995. Mr. Royal also sat as a member of the Board of Directors of the
Legal Aid Society of Alberta from 1986 to 1990, and was the Alberta
Director on the Board of the Federation of Law Societies from August
1998 to November 2003.
Mr. Royal has taught continuously as a sessional instructor at the
University of Alberta in the Faculty of Law since 1980 – initially
teaching Criminal Trial Procedure and Advocacy, and since 1981, the
Law of Evidence. He was the first recipient of the Law Faculty’s
Sessional Teaching Excellence Award in 2005.
Serving as President of the Criminal Trial Lawyers’ Association from
1982 to 1983, Mr. Royal was awarded the Harradence Prize by the
Association in 2002.
Exclusively a criminal defence practitioner at both the trial and
appellate level, Mr. Royal has appeared at all levels of court in
Alberta and the Supreme Court of Canada.

Liberal MP-elect George Chahal flyer controversy sees new investigation and request to overturn results
Calgary's lone Liberal MP-elect caught on video replacing Conservative flyer from home
Lawyers for the Conservative incumbent in Calgary Skyview who lost her seat to Liberal George Chahal will ask a Calgary judge to quash the federal election results in that riding because of the controversy surrounding campaign flyers, CBC News has learned.
The investigation has been taken over by the Office of the Commissioner of Canada Elections (CCE).
Calgary police are not investigating any criminal wrongdoing but confirm they are in a supportive role for the CCE.
Chahal, a former city councillor, won the sole non-Conservative seat in the city that had previously been held by incumbent Jag Sahota.
The day before the election, Chahal was captured on a doorbell camera removing one of Sahota's campaign flyers and replacing it with one of his own.
In response to the video, Chahal's campaign said he took Sahota's flyer because it contained incorrect polling information.
But the flyer left by Chahal and provided to CBC Calgary by homeowner Glenn Pennett, a retired police officer, directs the voter to a polling station 16 kilometres from the one where he said he was required to cast a ballot.
Sahota's lawyer, Kyle Shewchuk, provided CBC News with a copy of the flyer he says is identical to the one taken by Chahal, which includes information about the proper polling station.
Commissioner of Canada Elections to investigate
On Tuesday, Shewchuk said that not only will his firm be filing a Court of Queen's Bench application to invalidate the results in Calgary Skyview, his client was contacted by the Commissioner of Canada Elections (CCE), which told Sahota it is investigating.
The CCE would not confirm its investigation to CBC News "in keeping with the confidentiality provisions of the [Elections] Act."
"The CCE generally does not confirm whether it has received a complaint or has initiated an investigation into a particular issue," said spokesperson Véronique Aupry in a written statement.
"That said, I would point out that these same confidentiality provisions do not extend to individuals outside of our office, including complainants or those who may be the subject of a complaint."
CBC News reached out to Chahal's spokesperson with the developments Monday night but did not receive a response.
The Liberal Party of Canada did not immediately respond to a request for comment.

Chahal captured on security camera
Pennett has a doorbell security camera that captured the moment the night before the election. After he posted the video to Facebook, it received thousands of views.
The video shows Chahal walk up to Pennett's front door in the northeast Calgary neighbourhood of Temple before removing a flyer put there by members of Sahota's campaign team, which included instructions on how and where to vote.
The flyer Chahal left directed the voter to St. Clare Elementary School in a different neighbourhood, 16 km from St. Thomas More School, the polling station listed on Sahota's flyer, which Pennett said matched information on the voting card he received from Elections Canada, and was where he cast his ballot.
The Canada Elections Act contains a section on impairing or preventing the transmission of election advertising, which includes defacing or removing election signs or other election advertisements.
If charges were laid by the commissioner, possible penalties set out in the act include a fine of up to $5,000 and up to six months in jail. The commissioner can also use informal means to resolve a complaint, like a caution or information letter.

Calgary police investigate Liberal MP-elect George Chahal
Former Calgary city councillor captured on camera removing opponent's campaign material from porch
Chahal, formerly a city councillor, ran for the Liberals in the riding of Calgary Skyview and captured the sole non-Conservative seat in the city from incumbent Jag Sahota on Monday.
The day before the election, he was captured on a doorbell camera removing one of Sahota's campaign flyers and replacing it with one of his own.
A Calgary police spokesperson confirmed that a complaint was received.
"The report has been directed to our Anti-Corruption Unit that handles investigations of a sensitive nature or involving a public official," read a statement from the spokesperson.
"We are in the very early stages of the investigation and at this point we have not yet determined if the investigation will remain with CPS or be transitioned to another investigative body, such as Elections Canada."
Chahal's campaign said they were not aware of the investigation.
"Neither George or the campaign have been contacted by the Calgary Police Service and we have not been made aware of any ongoing investigation related to this matter," said campaign manager Randall Zalazar in an email.
Sitting member of police commission
Chahal is also a sitting member of the Calgary Police Commission, the civilian oversight board, serving as one of the council representatives.
The commission said Chahal requested he be excused from his responsibilities for the duration of the campaign.
"The commission has just become aware that there is an investigation into [Coun.] Chahal's alleged conduct during the campaign and will need to consider any steps to be taken," Heather Spicer, executive director and legal counsel for the commission, said in an email.
Zalazar said Chahal will remain a councillor and a commissioner until he is sworn in as a member of Parliament.
"He has not participated in the work of the Calgary Police Commission since the last public meeting [on] June 29, 2021, and has been excused from its work since then," he said.
Campaigns allege flyers had incorrect info
The Chahal campaign has said the brochure was taken because it contained the wrong polling location.
In a written statement sent to CBC News earlier this week, Zalazar said: "While dropping off polling info flyers prior to polls opening on election day, George removed a piece of campaign literature that identified an incorrect polling location for the person residing at the address.

"All through election day, campaign volunteers found incorrectly labelled materials across the eastern side of the riding. Our campaign contacted Elections Canada and advised them of the issue."
But the Sahota campaign, as well as the homeowner who captured the footage, said that wasn't the case.
Homeowner Glenn Pennett said it was Chahal's flyer that had the incorrect information.
CBC News contacted both Elections Canada and the Commissioner of Canada Elections on Wednesday to get clarification around the rules if a candidate removes an opponent's campaign materials and to confirm whether incorrectly labelled materials had been reported by Chahal's campaign.
Penalties could include fine, jail time
Elections Canada responded that if there was a contravention of the Canada Elections Act, it would be up to the Commissioner of Canada Elections to investigate and decide.

Cabinet contender
Lori Williams, a professor of political science at Calgary's Mount Royal University, said the investigation is a big hit for an MP that was likely to be tapped for cabinet as one of only two Liberals elected in Alberta.
"When you know there are questions around the judgment of an MP-elect before cabinet selections have been made, it's much less likely that they'll be chosen for cabinet unless the investigation shows there's nothing to worry about, no charges will be laid, no offence being considered," she said.
"Unless that sort of information comes up in time for the cabinet picks, this is likely to disqualify George Chahal from membership in the cabinet."

'Every vote counts, and I think I’m living proof,' says Bloc candidate Patrick O’Hara
In the end, he came up 12 votes short.
"There's a feeling of ... what just happened? You're in awe and shock," O'Hara said.
Two weeks earlier, the rookie Bloc Québécois candidate in the riding of Châteauguay-Lacolle had every reason to believe a summer federal election had changed his life forever.
Feeling "ecstatic" and energized after having been declared the winner, he had started the process of hiring staff and "building the roadmap to taking over the riding."
The results had him unseating Liberal incumbent Brenda Shanahan by 286 votes in one of the tightest races in the country.
In a Facebook post two days after election day, Shanahan conceded defeat, congratulated O'Hara and tried to buck up supporters by reminding them that "life is good."
But days later, Shanahan requested a judicial recount in the riding, overseen by a superior court judge, in response to a "potential anomaly" in the count of one ballot box from an advance poll.
The request came on the heels of an earlier issue: A returning officer noticed that 410 votes had been mistakenly recorded for O'Hara, rather than 40 votes — an error that was corrected in the validation process.
O'Hara said he was still "pretty confident" everything would work out in his favour.
The recount started on Oct. 4. O'Hara was in Ottawa for orientation sessions at the time, meeting with other incoming MPs still buzzing from their victories in September.
The final numbers, released on Oct. 6, showed Shanahan had finished with 18,029 votes to his 18,017.
"Twelve votes," O'Hara said with a chuckle. "You know, you'd rather lose by 2,012. And then you're trying to figure out who are the 13 people that didn't make it to the voting."
'Landslide Shanny'
Shanahan said she spent the days after the election focused on making arrangements to move out of her constituency office and the one on Parliament Hill. She said she was disappointed but felt content knowing her team "gave it our best shot."
Shanahan, a former banker, said the earlier discrepancy in the vote caused her to wonder if there might be other errors.
The recount ultimately found that, in the tally of one box of advance poll votes, the NDP candidate had mistakenly received Shanahan's votes "to the tune of several hundred," she said. Correcting that "human error" ultimately put her over the top.
Politicians can sometimes sense whether victory or defeat is lurking around the corner, she suggested.

"You have a gut feeling when it's going well and you have a gut feeling when it's going bad," she said. "You have to accept the count whatever it is, but you have that gut feeling. And it did validate our gut feeling."
First elected in 2015, Shanahan fended off a Bloc challenger two years ago by 639 votes. Her razor-thin margin of victory this time reminded some Liberals of former cabinet minister Anne McLellan, who earned the nickname "Landslide Annie" for her narrow wins in Edmonton — once by a 12-vote margin in 1993.
Shanahan said she'll happily accept the nickname "Landslide Shanny."
'A loss is a loss'
O'Hara said it was a clean contest "before, during, and after," but he concedes he's still "devastated" by his reversal of fortunes.
"Anybody that sits here and tells you that they take a loss and they're positive about it, I would call them out that they're flat lying," he said. "Whether it's in a business deal, whether you're playing hockey, a loss is a loss."
O'Hara's party had a better result in another Quebec riding. Conservatives received a judicial recount in Trois-Rivières, but it was confirmed that Bloc candidate René Villemure beat the Tory candidate and former mayor Yves Levesque by 83 votes.
The Bloc also requested a recount in Brome-Missisquoi but later abandoned that effort and conceded defeat. Liberal newcomer Pascale St-Onge won by 197 votes over the Bloc's Marilou Alarie.
New Democrats likewise received a recount in the Toronto riding of Davenport but halted the process on Friday. Liberal incumbent Julie Dzerowicz topped NDP challenger Alejandra Bravo by 76 votes.
Shanahan's win confirmed that not a single Quebec seat flipped to a different party this year, something O'Hara takes as a "clear indication" that the election was not necessary.
Born in British Columbia, O'Hara came to Quebec after his parents separated when he was two. He said he surprised anglophones in the predominantly French-speaking riding by being able to switch to speaking English while campaigning door to door.
He said he was drawn to the separatist Bloc because of its leader, Yves-François Blanchet, and the party's sole focus on advancing Quebec's interests.
"At the end of the day, whatever language or community you come from, when you live in Quebec, the priorities of Quebec become your priorities," he said.
O'Hara said he plans to run again and believes that, while it's a tough pill to swallow, gracefully accepting defeat is "how you prove to the people that you're fit for the job."
For Shanahan, it's a "testament to our democratic system" that a close-fought contest could be sorted out peaceably.
Campaigns are a time for partisan politics, she said, "but once the election is over and the people's choice has been made, the elected person is now the member of Parliament."
Democracy, O'Hara said, is a privilege.
"Every vote counts, and I think I'm living proof."

The Liberals said Dzerowicz had fought a strong, positive campaign and was looking forward to serving her Toronto constituents.
Davenport was the last recount to be completed, and now all general election results have been confirmed.

Liberal incumbent Julie Dzerowicz has won Toronto's Davenport riding by a margin of 165 votes, Elections Canada says.
Dzerowicz, who received 19,860 votes, beat NDP candidate Alejandra Bravo, who received 19,695 votes. Conservative candidate Jenny Kalimbet was a distant third with 4,740 votes.
Counting of all special ballots in the west-end riding was finished on Wednesday night, according to Elections Canada on its website.
The riding voted in Liberal candidates from 1962 through 2011.
Former NDP MP Andrew Cash interrupted that streak, holding the seat from 2011 through 2015. However, Cash was among the established politicians swept out amid Justin Trudeau's Liberal wave.
Dzerowicz, who worked in banking and biotechnology for two decades, was first elected in 2015. She beat Cash for a second time in the 2019 election by 1,472 votes.

Although Canada’s 44th federal election ended much the same as its 43rd — with a narrow Liberal minority — there were changes to electoral fortunes across the country.
There were favourites unseated and dramatic finishes. There were results that represent potentially significant changes for the parties involved.
Here are some of the high-profile candidates who have been rebuked at the polls, and some of those who surprisingly emerged victorious.
Significant losses:
Annamie Paul: The leader of the Green party failed to win the race in Toronto Centre for the third time, amidst lower support for her party nationwide. She had placed second behind Marci Ien in the fall 2020 byelection for the riding — but that support deflated Monday night with Paul landing in fourth spot. Internal conflict within the party marred public perception leading up to the vote, Paul conceded during her campaign.
Bernadette Jordan: The Liberals lost Jordan as their cabinet minister for Fisheries and Oceans after she was defeated at the polls Monday night by Conservative candidate businessman Rick Perkins in the riding of South Shore—St. Margarets in Nova Scotia. Jordan was first elected to the riding in 2015. Leading up to the election, Jordan had faced criticism over how she handled a call for Indigenous treaty rights to be honoured in the lobster fishing industry.
Maryam Monsef: In another cabinet loss for the Liberals, Monsef was the minister for women, gender equality and rural economic development. She lost the riding of Peterborough—Kawartha to Conservative candidate Michelle Ferreri.
Maxime Bernier: The leader of the People’s Party of Canada failed for a second consecutive time to gain a seat in the riding of Beauce. He lost to Conservative candidate Richard Lehoux, who defeated Bernier previously in 2019.
Big wins:
Mike Morrice: Morrice, a Green party candidate, won the riding of Kitchener Centre in the early hours of Tuesday with about 34 per cent of the vote. He narrowly lost the 2019 federal election by 3,000 votes to then Liberal incumbent Raj Saini. But Saini dropped out of the race too close to the deadline for the Liberals to replace him, after allegations emerged that he’d harassed a female staffer — leaving Morrice with a major opportunity.
Rick Perkins: Conservative candidate Rick Perkins defeated Liberal incumbent and cabinet minister Bernadette Jordan at the polls in the South Shore—St. Margarets riding in Nova Scotia. Perkins earned 41 per cent of the vote while Jordan captured 37 per cent.
Michelle Ferreri: Ferreri, the Conservative candidate for the Peterborough—Kawartha riding, ousted Liberal candidate and cabinet minister Maryam Monsef. That riding had long been considered a bellwether, as the winning MP has been with the winning party in every election excluding two in the past 60 years. Ferreri is a former TV news reporter.
Leah Taylor Roy: Taylor Roy took back the battleground riding Aurora—Oak Ridges—Richmond Hill for the Liberal party in a close race that saw the incumbent Conservative candidate Leona Alleslev ousted. Alleslev had won the seat for the Liberals in 2015, but crossed the floor in 2018 to join the Conservatives. In 2019, Taylor Roy was just 1,000 votes short of beating Alleslev.
George Chahal: Chahal’s win for the Liberal party in the Alberta riding of Calgary Skyview is bittersweet as he secured the lone seat for the party amid a sea of Conservative wins. However, the Liberals failed to capture a single seat in 2019, so Chahal’s success marks some improvement for party fortunes in the province.
Joanne Thompson: As the Liberal candidate for St. John’s East in Newfoundland and Labrador, Thompson’s win flips what had been the only seat for the NDP in the province. She defeated New Democrat candidate Mary Shortall, who came in second. Shortall had replaced longtime NDP MP Jack Harris, who represented the riding in the late 80s, then again from 2008 to 2015 and from 2019 until his recent retirement.
Parm Bains: Liberal candidate Bains for the B.C. riding of Steveston—Richmond East beat incumbent Conservative candidate Kenny Chiu in an upset. Chiu was elected as MP in the 2019 federal election. A second Richmond riding, Richmond Centre, may see a Liberal win as well in a close race where all final mail-in ballots may not be counted until the weekend.
Rechie Valdez: Liberal candidate Valdez won the Mississauga-Streetsville riding and becomes the first woman of Filipino descent to join the House of Commons, and the second person of Filipino descent to be elected as an MP.

Meet Clifford
Clifford grew up in Wild Cove, White Bay and graduated in Electrical Engineering Technology from CONA in 1992, with the Award of Excellence. He went on to work in engineering design, before returning to his family’s fishing enterprise in 1994. As Captain, he would expand the enterprise and pursue offshore crab, shrimp and seal.
Following his time in fishing, Clifford opened three Smitty’s restaurants, starting with the first one in Mount Pearl, and successfully operated them for over a decade. He currently employs 50 people and he has been a sitting member of the Menu and Marketing committee with Smitty’s Canada Inc. since 2013.
Clifford has two adult children, William and Victoria. He is an Honorary Rotarian, and in his free time he is an avid gardener, an outdoorsman and downhill skier.
Clifford has excelled as a proven leader in diverse industries and understands the value of working with others to get things done.
Throughout his 28-year career Clifford has worn many hats. Now he is ready to throw his hat in the ring to represent the people of Coast of Bays – Central – Notre Dame. He is looking forward to being a part of the Conservative team that moves Canada forward.
