"At Tuesday’s COVID-19 briefing, Dr. Bonnie Henry and Minister Dix
were asked about the issue of some elected officials in the north
having mixed messages around the effectiveness of vaccination, and
about the reality of the situation in hospitals and ICUs.
Specifically, they were asked about the mayor of Pouce Coupe’s doubts
that Intensive Care Units were overrun, and about Dawson Creek Mayor
Dale Bumstead’s recent comments about being pro-choice regarding
vaccination.
“I’d just say that our healthcare workers deserve better than leaders
suggesting that they’re not dealing with what has been an unbelievable
pressure in our ICUs from people sick with COVID-19. It is a very
challenging time,” said Dix.
The Health Minister went on to clarify that he had discussed the
importance of vaccination many times with Bumstead, and that Bumstead
has been in support of vaccines from the start.
“Mayor Bumstead has consistently supported vaccination. I’ve talked to
him multiple times; we’re working together to see vaccination rates
increase in Dawson Creek,” said Dix, adding that he hoped some
municipal competition between Dawson Creek and Fort St. John would
help raise vaccination numbers higher."

How a small-town B.C. council meeting became a source of COVID-19 disinformation worldwide
Disinformation expert says incident illustrates need for caution in who gets a platform
The city of Dawson Creek, B.C., home to about 12,000 people near the B.C.-Alberta border, has removed a previously published portion of a recent city council meeting video after it began circulating in COVID-19 disinformation groups worldwide.
The incident illustrates why everyone — including small communities — needs to think more deeply about who they give a platform to, says Ahmed Al-Rawi, an assistant professor at Simon Fraser University who specializes in disinformation.
The portion of the video that was removed featured several speakers at a Sept. 2 council meeting making false or misleading statements about COVID-19 vaccines and their effectiveness.
The speakers arrived at city hall ahead of the meeting to protest the B.C. government's recent announcement of a vaccine card program, which limits access to non-essential recreational and social activities to people who can provide proof of vaccination.
The meeting was called to clarify how the program would impact city facilities such as the pool and curling rink, said Mayor Dale Bumstead — not to debate the merits of the vaccine card or vaccination itself.
But outside city hall, about 100 people angry about the vaccine card held placards and demanded a chance to speak.
A Facebook livestream broadcast from Sept. 2 showcases people gathered outside the Dawson Creek city hall to protest the province's vaccine card program. (Facebook)
Council decided to let some of them make short presentations ahead of the regular meeting. Bumstead said it was not an effort to endorse their ideas, but to allow them to be heard as members of the community he was elected to represent.
"We had no way to verify or even identify some of the information and people speaking, because it was spur-of-the-moment," he said in an interview with CBC.
False comparisons to the Holocaust
Things didn't get off to a smooth start. Before the meeting, police were called to respond to several protesters who refused to wear a mask inside council chambers, a requirement under public health guidelines.
In a video live-streamed to Facebook by one of the protesters, police can be seen escorting one man away as another begins yelling, "Brownshirts!" Later, members of the crowd joined in, calling RCMP "Nazis" and "Gestapo."
The video has prompted condemnation from both B.C. Premier John Horgan and the Centre for Israel and Jewish Affairs, headquartered in Toronto, which said the comparison of B.C.'s public health policy to "the systematic identification, humiliation, persecution and murder of Jews and millions of others is absurd, dangerous and disrespectful."
Inside council chambers, several presenters made similar arguments, comparing B.C.'s voluntary vaccine card to 1930s Germany and sharing false information about the safety and efficacy of vaccines.
Since then, one of those presentations has been circulated on multiple social media platforms by anti-vaccination groups, racking up tens of thousands of views.
The presentation in question was made by a woman who, in local small business listings, identifies herself as the owner of an "alternative clinic" that uses "energy healing" and "psychic readings," along with herbal teas and essential oils, to help clients.
While presenting to council, she said she was a "molecular biologist," without specifying her credentials. She falsely called the vaccines a "genetic experiment" with a high fatality rate, when the reality is they are the result of years of research and have been safely distributed to millions of people worldwide after passing multiple clinical trials.
At the end of the presentation, the mayor thanked the woman for her time, and she thanked him for hearing her out.
And that, thought Bumstead, was the end of it. Council later voted to follow public health guidelines and adjourned.
Afterwards, city staff did what they do with every meeting: they uploaded it to the city's YouTube page, where the woman's presentation took on a life of its own.
Exploiting 'a fake expert'
At first, people just shared a direct link to the entire council meeting. But before long, some users started extracting the woman's presentation and sharing it on its own. One YouTube user with more than 21,000 subscribers clipped her speech and uploaded it to their channel, where it has racked up more than 200,000 views.
The video has also been posted to Twitter, TikTok and Facebook, as well as to alternative sites popular among anti-vaccine users. In most posts, the woman is referred to as a molecular biologist, while in some she is wrongly identified as a doctor. Few mention her true profession as a natural healer and psychic.
Disinformation expert Ahmed Al-Rawi said this is a common technique among anti-vaccine groups — inflating or inventing the credentials of people speaking out against public health measures in an effort to give their viewpoints a false sense of credibility.
"They bring in a fake expert who will provide contrary evidence to what the scientific consensus is to cast doubt on the validity of public health policies," he said.
One portion of the Dawson Creek city council meeting spreading COVID-19 disinformation has been viewed more than 200,000 times on YouTube, and has also been posted on Facebook, Twitter and TikTok. (YouTube)
Al-Rawi compared the technique to past efforts to undermine consensus science surrounding climate change or the dangers of smoking. People can search the internet for videos like the Dawson Creek council meeting that can be re-purposed to serve their needs.
"They cherry-pick information … in order to convince others that they are right."
Al-Rawi said the presence of the video on the city's official website lent it additional credibility, as did the appearance of Dawson Creek's logo and the fact that the presenter was speaking inside council chambers. Without context around why she was being allowed to speak, he said, the setting added a sense of legitimacy to what she was saying, no matter how incorrect the content.
No more impromptu sessions
As the number of views of the video increased, so did scrutiny of Dawson Creek's council for giving anti-vaccine protesters a platform to speak in the first place.
Bumstead said staff at city hall were inundated with calls from people across North America about the video, some pleased with what they had seen, others upset the city had allowed false assertions to be broadcast unchecked.
After several weeks, Coun. Shaely Wilbur issued a public apology on her Facebook page. "I am from the core of my being disturbed that if in any way I have allowed misinformation to be taken as fact and distributed through social media via a delegation to council," she wrote, and encouraged residents to get vaccinated.
Likewise, Bumstead said he was upset by the "turmoil" the video had caused, and last week the decision was made to remove all the impromptu speakers' videos from the city's YouTube page.
The official reason, Bumstead said, was that none of the speakers had properly applied to give their presentations to council, nor had they been properly vetted or identified in advance, so ultimately they are not considered part of the official meeting.
But other videos out of the city's control are still circulating, which illustrates why officials need to think more deeply about who they give a platform to, said Al-Rawi.
In years past, he said, council meetings were seen only by those able to attend in person. Now they can be recorded, edited and redistributed for millions worldwide.
"[Local governments] have to be more literate about how to deal with these issues."
For his part, Bumstead said he still believes in listening to people with differing opinions, but the whole episode has left him "disappointed and hurt." Moving forward, he said he will not consider allowing impromptu presentations from members of the public, no matter the topic.
"We were trying to be lenient," he said. "But it just created a huge amount of extra work."

"At Tuesday’s COVID-19 briefing, Dr. Bonnie Henry and Minister Dix were asked about the issue of some elected officials in the north having mixed messages around the effectiveness of vaccination, and about the reality of the situation in hospitals and ICUs.
Specifically, they were asked about the mayor of Pouce Coupe’s doubts that Intensive Care Units were overrun, and about Dawson Creek Mayor Dale Bumstead’s recent comments about being pro-choice regarding vaccination.
“I’d just say that our healthcare workers deserve better than leaders suggesting that they’re not dealing with what has been an unbelievable pressure in our ICUs from people sick with COVID-19. It is a very challenging time,” said Dix.
The Health Minister went on to clarify that he had discussed the importance of vaccination many times with Bumstead, and that Bumstead has been in support of vaccines from the start.
“Mayor Bumstead has consistently supported vaccination. I’ve talked to him multiple times; we’re working together to see vaccination rates increase in Dawson Creek,” said Dix, adding that he hoped some municipal competition between Dawson Creek and Fort St. John would help raise vaccination numbers higher."

2 charged with assault of Walmart clerk who asked customers to wear masks: RCMP
WARNING: This story contains video depicting graphic violence
Two people have been charged with assault after an altercation over the wearing of face masks at a Walmart store in Dawson Creek, B.C., in November.
The RCMP say a store employee was attacked after asking two customers to wear masks.
A video posted on Facebook that has since been removed claimed to show the incident in the store on Nov. 25.
The video shows a man sitting on someone and punching them repeatedly, while voices in the background say, "Stop, please! This is enough!"
WATCH | Video claiming to show the Nov. 25 attack:
Jordan Alex Taylor and Kennedy Jane Pace are now charged with assault, according to the B.C. Prosecution Service.
Taylor is also charged with mischief after the employee's cellphone was damaged.
He is scheduled to make a first court appearance on Feb. 23.
Taylor was born in 1990 and Pace in 1997, according to court documents.
Dawson Creek RCMP said on Tuesday afternoon that Pace has turned herself in to police and that there is no longer a warrant for her arrest.
Police say the Walmart employee suffered minor injuries and didn't require medical care.
In a statement to CBC News in November, a Walmart spokesperson said the incident was "completely unacceptable and deeply troubling."
"Our associates are doing everything they can to support our communities during this pandemic," the statement said.

Maskless shopper plans to sue Dawson Creek No Frills after confrontation
“I’ve got a feeling that I’m going to own that store at some point in the very near future,” says Johnston during his March 26th show.
Johnston mentions choosing No Frills as it was next to a Dollarma.
“If one kicks us out, then we will go buy soap at the other one. Someone is going to take my money.”
After grabbing the soap, Johnston claims a female employee tried to grab him while asking him to leave.
“She made contact with my hand. So little girl, I don’t care how old you are; you’re getting charged with assault.”
Johnston says he threw down his $5 bill to pay for the soap and the female employee tried to “take his property”.
“That’s assault times two. I’m going to look into the actual criminal code for trying to steal someone’s property out of their hand. Little girl, you thought it was funny today. I saw you waving arrogantly at the camera. You’re not going to find it funny in about, say three to five weeks.”
The store manager was attempting to escort Johnston out. He claims the manager tried to take the soap, “hitting” the top of Johnston’s hand while doing so. The manager went outside to get the license plate numbers of Johnston and his crew.
“If someone’s going to go towards a car, which is not my property, it’s a borrowed vehicle. It’s not mine. I have to return it exactly the way that it is. I don’t want [the manager] coming out and doing any damage to that vehicle.”
Johnston then shoved his phone in the managers face, which was swatted away. He then punched the manager in the face, saying he was defending himself.
In a video posted to social media, Johnston was seen yelling, ” I am making a citizen’s arrest” at the No Frills employee.
“Don’t touch people, dude. What I’ll say here to everybody who works in that store, regrettably, because all of you are part of the conspiracy to destroy Canadians rights, you’re all part of that. Each and every one of them is going to be listed in the big lawsuit that’s coming. Don’t think for a second that any of you are getting away with this.”
“I’m never gonna let this one go. ”
Dawson Creek RCMP arrested Johnston soon after arriving at the store parking lot.
While officers were placing him in the police car, Johnston kept claiming the No Frills staff member assaulted him.
“Get in the truck, man, this is not looking good for you,” says an officer to Johnston as supporters yelled “police brutality”.
Johnston stayed overnight at the detachment before a judge granted his release on March 26th.
Johnston continued with his presentation at a Freedom Rally on Saturday.
His topics varied during the around 80 people gathering outside the Dawson Creek Art Gallery. He spoke about COVID-19, LGBTQ, Canadian nationalism, the assault charge he is now facing and his mayoral campaign in Calgary. RCMP was present at the rally.
Johnston is set to appear back in Dawson Creek Provincial Court on April 27th.

Dawson Creek RCMP received a report of a disturbance at the grocery store after Johnston and others entered the store without masks.
The detachment says the manager followed the group to the parking lot to collect license plates for a police report.
A video posted on Johnston’s social media platforms showed RCMP arresting Johnston after he was seen yelling, ” I am making a citizen’s arrest” at the manager.
In a separate video, Johnston was seen throwing a punch at the manager. This came after the worker hit Johnston’s hand away while trying to shove his phone in the manager’s face.
Johnston was in the city to speak at a Freedom Rally.

VIRAL VIDEO: Notorious Racist Canadian Anti-Masker Slugs Store Owner During Live-Stream Of Protest Stunt
The Canadian Anti-Hate Network reports:
Kevin Johnston, a reactionary anti-Muslim vlogger, who recently made headlines for a racist, anti-Indigenous and anti-Muslim coffee company he started, was arrested outside of a British Columbia grocery store on Thursday. Multiple livestreams show him being refused service, taking the products anyway after throwing a $5 bill on a register belt, and even punching the store owner during an altercation in the parking lot.
Video of the incident outside of a Dawson Creek, BC, No Frills was taken from a few angles. The footage shows the interaction from start to finish. Storie and Johnston approach the store, flanked by two others, identified online as Janelle Haney and Lonny Averill. Johnston regularly streams his unmasked retail stunts, provoking reactions and gleefully participating in confrontations with beleaguered staff. Their mission that day: purchasing a bar of soap.
Read the full article. There’s much more. As you’ll see in the clips, Johnston proclaims that he is making a citizen’s arrest of the store owner before the police take him into custody.
From a 2019 Globe & Mail report:
A self-styled anti-Muslim pundit has been ordered to pay $2.5-million in damages to a Toronto-area restaurateur, in a ruling in which the judge said that hateful internet speech needs to be confronted. Ontario Superior Court Justice Jane Ferguson awarded the multimillion-dollar settlement to Mohamad Fakih, the owner of Paramount Fine Foods, a Lebanese-born businessman who was targeted by two anti-Muslim activists, defendant Kevin J. Johnston and Ranendra (Ron) Banerjee.
The defendant, Mr. Johnston, a one-time mayoral candidate for Mississauga, operates various internet platforms, including a YouTube channel, his own website and now-suspended Facebook and Twitter accounts. “Mr. Johnston profits from the promotion of hatred,” the judge said in her ruling, noting that he solicited donations, sold “anti-Muslim paraphernalia” and took paid speaking engagements where he uttered anti-Muslim statements.
According to first report linked above, Johnston has boasted that he will never pay the judgement.
Maskless shopper asked to leave Dawson Creek grocery store, taken into custody by RCMP
Attempted a citizen's arrest after attempting to buy soap in store without mask.
A man expected to attend a Saturday Freedom Rally in Dawson Creek was taken into custody by RCMP this afternoon after an incident with staff and more at No Frills.
Videos were rolling as Kevin J. Johnston attempted a citizen’s arrest live on Instagram at Dave’s No Frills.
“I made a citizen’s arrest,” noted Johnston many times after claiming he was assaulted by Dawson Creek No Frills operator Dave Krane.
Dawson Creek RCMP attended after about 10 minutes and immediately took Johnston into custody.
“You will get in the car now,” noted RCMP upon attending the No Frills parking lot.
“Come on, man,” replied Johnston claiming assault.
“Get in the truck man, this is not looking good for you," said RCMP as they proceeded to move Johnston into the back of their truck.
“Police brutality,” shouted Johnston’s supporters.
The incident began after Johnston attended the store without a mask to buy some soap, and he was asked to leave the store by staff.

City accepts letter as information entitled 'Dangers of Wearing Face Masks and COVID-19 Vaccinations'
Monday at city council, councillors accepted the following letter as information from the group Action4Canada.
To Mayor Dale Bumstead and Council, I understand there is a vaccine clinic currently set up in Dawson Creek and that you, Mr. Mayor, support every person in Dawson Creek 18 years of age and over being vaccinated.
I also see you have been reporting regularily on your Facebook page of COVID cases within the Dawson Creek area, and l have heard from a few that you have informed businesses in this town that masks are to be worn or there may be trouble for those that do not comply.
This is spreading fear and intimidation throughout Dawson Creek, and to be blunt, this is exactly what happens in communist countries. Is this where we have come to as a society wherein snitching on your neighbour is now acceptable and even promoted? "Covid Violations?"
As mentioned previously, this is reminiscent of Nazi Germany. We live in a country wherein we are guaranteed the right to free movement, privacy, to assemble, and to work and provide for our families. The federal emergency act is very clear that no order supersedes the Charter of Rights or the Bill of Rights.
Therefore, any city administration has no business whatsoever of directing anyone to interfere with those rights. Here's some vital information not reported in the main stream media that you and every member on council should be aware of: Increased cases does not equal increased illness.
As we know the PCR tests have a rate of 97% false positives due to being set at higher amplifications. It is critical that those involved in making decisions be well educated because at this point you are complicit to destroying people's livelihoods and causing irreparable harm without properly reviewing the facts. You all have a duty and responsibility to do so. is this city council reviewing any messaging that may be posted or promoted in regard to the vaccines?
As you may be aware there are a rising number of deaths associated with the vaccine as well as serious adverse effects. The city is opening themselves up to liability and therefore they would be well advised to re-consider promoting the vaccines. The vaccine is considered experimental and was never properly tested. With a 99.97% survival rate, why is there a need for anyone to get a vaccine?
In Elkford, BC the COVID 19 vaccine rolled out the week on March 25th at a company wherein 68 employees signed up for the shot. As of Friday, March 26th 14 people came down with Covid symptoms and 3 were too sick to come to work. Similar reports, with much more severe reactions, have been reported with staff in care homes. in response to the upcoming legal action being commenced by Action4Canada, frontline workers are coming forward and exposing the truth behind the vaccines. They rolled out the vaccine for the elderly at hospitals and in care homes...in one day 3 elderly people died. The media is silent.
The death by non-Covid incidence is 10 times the rate of death by Covid. Thousands of Canadians have died due to suicide, drug overdoses and being denied access to surgery and treatment. Where has the humanity in this city, and indeed in this country, gone? Action4Canada, which I am a member, will be commencing legal action against the BC and federal governments in response to their unprecedented and unwarranted response to this virus, a virus which is treatable and inline with the yearly influenza according to the CDC and Health Canada's own reports.
The survival rate of so-called Covid—19 is 99.97% . Since when have we ever locked down a majority population of healthy people, destroying our economy and putting millions of Canadians out of work. Bonnie Henry is on record repeatedly saying that masks do not work and that asymptomatic people cannot spread the virus. Please view the most recent video wherein Bonnie Henry shamelessly continues to deceive the public. action4canada.com/masks/
Please review the additional information provided on this page wherein Bonnie Henry was involved as an expert witness in a major case to remove masks from nurses. Henry gave evidence that the masks do not prevent the spread of viruses and that the masks are discriminatory and punitive. it is time for all of this to end and the mayor and city council need to review the facts readily available and remove all the restrictive measures which are unlawful and in violation of our Charter of Rights and Freedoms.
Nick Proach and Janelle Haney,
Action4Canada, Dawson Creek.

Anti-masker charged after berating staff at Fort St. John Shoppers Drug Mart
FORT ST. JOHN -- Fort St John RCMP were called to a business in Fort St. John for a report of a disturbance.
Mounties say an adult woman wouldn’t leave the business after being asked to wear a mask, as per the Provincial Health Order. After speaking to police, the woman left without further incident.
Three days later, Fort St John RCMP were called to Shoppers Drug Mart for a report of a disturbance.
Police say the same woman once again refused to wear a mask and wouldn’t leave the store when asked.
Officers then asked the woman to put on a mask. When she refused to do so, police asked the woman to voluntarily leave the store. Mounties say she refused to go and continued to argue loudly with staff, causing a disturbance.
Police arrested the woman for mischief. She was released from custody and is expected to appear in court on Thursday, November 18.
She is on conditions to not enter Shoppers Drug Mart in Fort St John.
Fort St. John RCMP are reminding the public that face masks are mandatory in all public places.
Woman arrested after refusing to wear a mask or voluntarily leave a store
“Microbiologist”, other impromptu presentations removed from Dawson Creek council meeting video
The presentations featured several residents against the mandate, sharing misinformation about the safety and effectiveness of the vaccine.
One of the presentations has spread online like wildfire. The resident, who introduced herself as a “molecular biologist,” claimed the vaccines are a “genetic experiment.”
A Youtube channel, with 22,000 subscribers, posted an edited version of the women’s presentation that has close to 300,000 views.
In an interview with CBC News, Mayor Dale Bumstead says the city decided to remove a portion of the video with the speakers last week due to them not going through the proper application process to present in front of council.
“We had no way to verify or even identify some of the information and people speaking, because it was spur-of-the-moment,” Bumstead said in an interview with CBC.
Prior to the meeting, several protestors also tried to enter the chambers without wearing a mask, which prompted a call to the RCMP.
Recently, Bumstead has been criticized after saying he was pro-choice regarding vaccinations.

Government consulting with remote Indigenous communities about mandatory vaccines
OTTAWA — The federal government is working on exemptions to its newly released mandatory vaccine policy for people in remote Indigenous communities, many of which are only accessible by airplane.
The new policy calls for travellers over the age of 12 to provide proof they've received two doses of a Health Canada-approved vaccine at least 14 days before boarding a plane or train.
There are 182 communities that have been assessed by Transport Canada or the provinces and territories as "remote."
The vast majority are so isolated the only way in and out is by plane, and essential services like medical visits are not accessible by any other means of transportation.
Accommodations could include asking for a negative molecular COVID-19 test, rather than proof of full vaccination, according to a statement from the office of federal Transport Minister Omar Alghabra.
Government officials are meeting with Indigenous organizations and representatives from provincial and territorial governments to come up with a solution before the new policy comes into effect at the end of the month.

NDP gets help from democracy expert
CBC News · Posted: Jan 09, 2006 4:23 PM AT
An international expert on democracy has flown all the way from Egypt
to help NDP candidate John Carty campaign in Fredericton.
Dominic Cardy is with a group called The National Democratic
Institute. Its members include such people as former U.S. President
Jimmy Carter. The group's mission is to teach democratic values and
spread democracy around the world.
Cardy has taught about democracy in Algeria, Bangladesh, and Cambodia
during the past few years. When he heard his friend John Carty was
running for office back in his home town of Fredericton, he hopped on
a plane.
"It was a strange experience," Cardy said. "One evening I was watching
the sun go down over the pyramids, and the next evening watched it go
down over Fredericton airport as I came into land."
Cardy is no relation to the NDP candidate. But he loves elections and
loves getting people pumped up about democracy.
Carty the candidate is running against federal Indian Affairs Minister
Andy Scott, Conservative Pat Lynch, Green candidate Philip Duchastel
and independent David Amos. The riding has sent Scott to Ottawa for
the last four elections, despite the best efforts of the other
parties.
Cardy says he doesn't care how tough the race his – he just wants
people to participate in the process. "People have forgotten how
incredibly precious these gifts that our ancestors fought for are and
were just giving them away. It makes me furious when I talk to people
and people just say 'ah there's no point in voting.'"
After election day, Dominic Cardy is flying back home to his wife in
Kathmandu, Nepal. He hopes to leave behind a new Member of Parliament
for Fredericton, his friend John Carty for the NDP.

A champion for a better future in Malpeque
Heath MacDonald and Justin Trudeau are the only team with a real plan
to grow our economy, protect people’s health, protect a clean
environment, and make life better for families right here in our
community.
While Erin O’Toole’s Conservatives are focused on going backward with
cuts to vital services that families rely on, Liberals will keep
moving forward with bold action to create good new jobs, invest in the
middle class and the most vulnerable, and ensure that everyone has a
real and fair chance at success.
Together, we can elect a dedicated Liberal Member of Parliament to
work with Justin Trudeau to build a better future for everyone.

Heath MacDonald is the MLA for District 16, Cornwall-Meadowbank,
currently seeking the nomination for the Liberal Party of Canada in
