Calgary has seen its fair share of challenges over the past few years and the future of our beloved city will soon be in the hands of a new city council. Calgarians want a vibrant and thriving Calgary to attract business, build a strong community, stimulate the economy, and retain lifelong Calgarians. What does a vibrant YYC look like to you? Watch the leading 2021 Mayoral candidates as they share their vision on how to rebuild a vibrant Calgary.
The discussion was moderated by Chima Nkemdirim, VP Government Relations at Shaw Communications and former Chief of Staff to Mayor Nenshi. This forum explores the economic and social challenges our city faces and provides Calgarians with the opportunity to hear from the five leading Mayoral candidates (guided by public opinion polls).
In a partnership between Arts Commons, the Building Owners and Managers Association (BOMA), the Calgary Downtown Association, and Creative Calgary, VibrantYYC was held, in person and online, on October 4, 2021, from 11:30am to 1:00pm, at Arts Commons’ Jack Singer Concert Hall, for a limited socially-distanced audience of 250 people.
This is a free event, but registration is required.

"Mayor Naheed Nenshi said he’s concerned for the personal safety of
some of his colleagues.
“I will tell you that it is harder for me to walk down the street
downtown now,” said Nenshi.
“When you have a guy actually say, I’m going to arm myself and go to
the doors of health officials’ houses, there’s got to be a legal way
to stop that.”

Nenshi believes police should step in.
“How about put him in jail for uttering threats?” he said.
Police Chief Mark Neufeld said police will be there for any Calgarian
who fears for their safety.
“When you have candidates openly talking about how they will take the
information contained on those lists and actually use that to harass
and intimidate public officials and healthcare workers, I think there
has got to be concern,” said Neufeld."

Racist Calgary mayoral candidate gets 18 months' jail time for violating Ontario judge's hate speech order
Calgary mayoral candidate to begin sentence in January when legally allowed to return to Ontario
Kevin J. Johnston has been sentenced to 18 months behind bars for publicly branding Mohamad Fakih a "terrorist" and a "baby killer" after being ordered to stop defaming the Paramount Fine Foods owner two years ago.
The sentence comes after Johnston was charged earlier this year with contempt for continuing to make racist, defamatory statements about Fakih, a Toronto restaurateur and philanthropist, despite an injunction by an Ontario judge in 2019 to stop.
At the time, Ontario Superior Court Justice Jane Ferguson ordered Johnston to pay $2.5 million for defamatory comments against Fakih in a series of videos and posts on his website starting in July 2017. Ferguson said in her ruling Johnston exhibited "hate speech at its worst, targeting people solely because of their religion."
Justice Fred Myers said Monday that Johnston was not being sentenced for his political views but for six separate acts of contempt against court. Myers sentenced Johnston to three consecutive months per act, to begin after he is legally allowed back in Ontario, starting Jan. 4, 2022.
"Mr. Johnston's words are classic hate speech," Myers said. "They draw on tropes to assign negative characteristics based on ugly stereotypes like branding Muslims as terrorists, for example."
"If Mr. Johnston does not see himself appealing to a very ugly and increasingly emboldened slice of society, he's the only one," Myers continued.
"He says that he's been painted as a bad person by the liberal media … If Mr. Johnston's portrait has been painted, he supplied the paint."
'Sit up and take notice'
In July, Johnston was convicted of two counts of contempt for inciting his followers to defy public health measures meant to slow the spread of COVID-19. He was sentenced to 40 days in jail to be served on weekends with an Alberta judge proposing a start date of Oct. 22, four days after Calgary's municipal election.
In Calgary, mayoral candidates who are convicted of crimes can still run for mayor as long as they don't owe the city money and haven't broken any election laws.
At the end of the first 15 months of his most recent sentence, Myers ordered that Johnston is to return to court so a judge can consider varying the sentence based on possible acts of contempt between now and then.
As part of his decision, Myers said he considered whether jail time might portray Johnston as a "martyr to the cause" in the eyes of his followers or play into Johnston's claims that he is being silenced for his views.
He said he also considered the impact of Johnston's actions on vulnerable and racialized people who might not have the resources available to Fakih.
"If the court is powerless to stop unrelenting, awful, racist attacks against a man like Mr. Fakih, how are the powerless to feel welcome or safe in Canada?" Myers asked during the online sentencing hearing.
"There is a need in this case for a sentence that makes the public sit up and take notice."
The sentence comes just weeks after Johnston, a Calgary mayoral candidate, also pleaded guilty to a hate crime in connection with anti-Muslim posts online.

Fakih 'relieved' by sentence
In a statement to CBC News, one of Fakih's lawyers, Niklas Holmberg, called Myers's decision "an important affirmation of the rule of law in this country."
"It confirms that all Canadians can expect to be protected by the courts and that nobody is above the law."
Niklas also confirmed Johnston has not paid any part of the $2.5 million in damages owed to Fakih.
In his victim impact statement, Fakih wrote of Johnston, "I do not consider him a fool to be ignored … Canada is supposed to be a safe harbour against the torrents of hate that ravage other countries. I now question that."
On Monday, Fakih told CBC News the sentence left him feeling "relieved."
"It gives me optimism that our judicial system is taking hate in Canada seriously," he said.
"My own kids, like so many others, will wake up tomorrow knowing that they can expect justice to prevail in our country, no matter the colour of their skin or a different sounding name. So it's a good day for Canada."

The Charter of Rights and Freedoms vs. vaccine mandates — and government inaction on COVID
A look at how some sections of the charter might hold up in court
It has been mentioned again and again, in Alberta and across the country, as protestors opposed to vaccine passports yelled abuse at health-care workers in front of hospitals, marched in the streets by the thousands, likened mandates to the horrors suffered by Jewish victims of the Holocaust, and harassed staff at participating businesses until some temporarily closed.
But they'd likely face tough odds if they tried to use the charter to challenge vaccine passports — except, perhaps, in rare and specific circumstances, some legal experts say.
Meanwhile, governments that delayed passports and stricter health measures to keep from infringing upon our rights may be vulnerable to possible — albeit improbable — challenges that inaction on COVID-19 violated those rights, instead.
Here's a look at how the charter might help or hinder legal arguments for both sides of the debate.
The Charter of Rights and Freedoms
The Charter of Rights and Freedoms — heavily promoted by then-Prime Minister Pierre Trudeau — was eventually entrenched into the Canadian Constitution in 1982, and protects many rights and civil liberties.
But there's a common misunderstanding of how the charter works, says Carissima Mathen, a professor of law at the University of Ottawa who specializes in the Constitution.
The charter does not apply to everything that happens in Canada.
It applies only to governments, their agents and their laws.

"[The charter] is a way to hold the state accountable for laws and decisions that may be oppressive," Mathen said.
This means charter challenges to a vaccine mandate could apply only if that mandate was implemented by the state, and only government employees can bring charter challenges directly against their employers.
In other words, if a business required employees to get vaccinated because it was following a government rule, the employees couldn't challenge the company directly under the charter — they'd have to go after the government for its policy.
But this stipulation has not stopped the charter from being cited, at times indiscriminately, by protestors. And some sections come up more often than others.
Life, liberty and security of the person
The charter's Section 7 has been heavily referenced by some in their challenge against vaccine mandates.
It protects the right to life, liberty and security of the person.
However, it includes a critical, and seemingly overlooked, limitation.
A valid claim under Section 7 can be made only if it can be proven that the life, liberty or security of the person was violated in a way that contravenes principles of fundamental justice, says Jennifer Koshan, a professor in the faculty of law at the University of Calgary.
"If a person was going to try to make a claim that a vaccine passport violated their freedom, violated their liberty, they would have to show that that was done in a way that was arbitrary, or that went too far," Koshan said.
With the charter's application to the state in mind, how would Section 7 fare against vaccine mandates?
Let's look at some examples in Alberta.
Proof of vaccination in Alberta
The UCP government's restrictions exemption program began Sept. 20. It offers non-essential businesses like restaurants a choice: opt in, ask patrons for proof of vaccination, and duck health restrictions — or opt out, and adhere to measures such as capacity limits and curfews.
The City of Calgary, on the other hand, implemented its own vaccine passport bylaw on Sept. 23 that legally requires non-essential businesses to ask patrons for proof of vaccination.

In these instances, patrons of businesses enforcing mandates could argue their liberty is being infringed upon by the government policies under the charter — but it would be unlikely to amount to a violation of the principles of fundamental justice, Koshan says.
If mandates do not require that the employees of participating businesses be vaccinated — such as those under Alberta's restrictions exemption program and Calgary's vaccine passport bylaw — there is nothing for staff to challenge under the charter.
And if a private employer were to independently opt to require its employees to be vaccinated, it would not be an action taken by the state — and so the charter would not apply there, either.
Coercion and occupation
Challenges that would be more viable under the charter could be levied at government employers such as Alberta Health Services and the City of Calgary, which have mandated employees be fully vaccinated by Oct. 31, 2021.
But as with all vaccine mandates in Canada, these employees aren't being forced to get the jab — they are still being presented with a choice.
They can choose to work somewhere else.
"The question would be whether that's still a form of coercion, even if it's indirect," Mathen said.
"You might be able to get over that hurdle and show that the state is putting pressure on you to make a certain kind of decision."

But under Section 7 alone, Mathen says, this would still likely not be enough for vaccine-mandated employees to be successful.
The courts have been very clear that it does not include a right to a specific occupation, she said.
"You'd have to make a broader argument that is unrelated to the mere fact that you want to work in a particular place," Mathen said.
"The one other possible right I would see that as being most implicated by a vaccine mandate could be an equality argument."
Equality rights under the charter
The equality rights protected under the charter's Section 15 emphasize the right to be free of discrimination based on race, national or ethnic origin, colour, religion, sex, age or mental or physical disability.
In order to argue that your rights under the charter's equality guarantees have been violated, a person would have to show a link between the mandate and one of these personal characteristics, Mathen said.
"It can't just be you're being treated differently from other people because you don't want to get vaccinated," she said.

However, Alberta's restrictions exemption program and Calgary's bylaw both seem to accommodate potential disability challenges by accepting documentation of a medical exemption for vaccines.
"I also think that raising general concerns about equity would be difficult because, you know, [vaccines are] widely available, they're free," Mathen said.
"The state has made a lot of efforts, I think, to ensure access to the vaccine as much as possible."
But another essential component of the charter would present yet another hurdle to clear.
Even rights and freedoms under Section 15 are not absolute — and are likely to be constrained when pitted against the broader interests of society.
Reasonable limits
The charter's Section 1 states that all of its rights and freedoms are subject to reasonable limits.
Although the charter's purpose is to protect the individual from the majority's wishes in many circumstances, Mathen says this gets analyzed differently when upholding individual charter rights would present a clear risk to public health.
And while people have the right to behave as though COVID isn't a big deal for themselves, Mathen said, they don't have the right to behave as though it isn't a big deal for everyone else.
"In the case of vaccine mandates by state employers, there'd be pretty strong protection for those decisions … given everything we've gone through," Mathen said.
"With all of the evidence we have about the harms of COVID … and the particular challenges posed by [the delta variant], I would think that the balance would probably be on the side of [upholding mandates as] a reasonable limit."

Indeed, Alberta is now well-versed in the harms of COVID and challenges of delta.
The province currently accounts for almost half the active cases in Canada, despite only having about one-tenth of the nation's total population.
And when considering the landscape of COVID in Alberta now — and what led to this point — a different question emerges about the charter and its purpose to hold governments accountable.
The province's COVID inaction
When Alberta dropped virtually all health restrictions on July 1, reported cases of COVID-19 in Alberta soon skyrocketed.
A wave of hospitalizations and delayed surgeries followed. And on Sept. 23, Alberta Health Services CEO Verna Yiu said the reason ICU beds have remained available at all is because each day enough are vacated by the dead.
In fact, it was reported on Sept. 28 that Albertans are dying from COVID-19 at more than three times the average Canadian rate.
As Dr. Deena Hinshaw, Alberta's chief medical officer of health, admitted in a Zoom conference with Primary Care Network Physicians on Sept. 13, the province is in crisis — and it's because the provincial government did not maintain health restrictions that could have kept its citizens safe.

According to the federal government, under the charter's Section 7, the right to life can be engaged when state action imposes death or an increased risk of death, either directly or indirectly.
Security of the person, meanwhile, can be engaged when state action has the likely effect of seriously impairing a person's physical health.
Could those who became seriously ill during COVID's unfettered fourth wave — or whose surgeries were delayed, or whose family members died — challenge the state under Section 7?
"That's a very interesting question, and it really gets to the essence of how we perceive our rights and freedoms in Canadian society," Koshan said.
Vriend vs. Alberta
It deviates, Koshan says, from the traditional view that rights and freedoms are there to protect us from government action that could infringe on them.
But sometimes, government inaction can violate rights and freedoms. An example happened in Alberta during the 1990s, when sexual orientation was not protected in human rights legislation.
Back then, if someone was discriminated against on the basis of their sexual orientation — say, fired from their job— they were not able to bring forward a human rights complaint, Koshan says.

"There was a case that went to the Supreme Court of Canada called Vriend in 1998, which decided that in the circumstances of that case, government inaction did amount to a breach of the equality rights of the charter," Koshan said.
The argument this time, Koshan said, could be that the government's inaction resulted in deprivations of security of the person and, in some cases, their right to life.
So, let's lastly review some of the timeline of the government's response to Alberta's fourth wave.
Section 7 and a life-and-death crisis
The province lifted most public health restrictions on July 1, after more than 70 per cent of eligible Albertans received their first dose of vaccine.
Some doctors cautioned at the time that reopening was risky, and the plan had been drafted before the arrival of the highly transmissible delta variant.
By the end of July, health and infectious disease experts began raising the alarm that COVID was already spreading faster in Alberta than at the peak of its third wave.
Hinshaw told the media on Sept. 15 that the government began to realize in early August that its reopening plan — which hinged on the decoupling of COVID cases and hospitalizations — wasn't working.
Yet that realization was followed by a weeks-long disappearance from public pandemic updates by Premier Jason Kenney, then health minister Tyler Shandro and Hinshaw until a collective COVID announcement on Sept. 3 — over a week after new daily cases climbed past 1,000.
Resisting mounting pressure to implement a vaccine passport system, Kenney instead offered unvaccinated Albertans a $100 incentive to get the shot, and reintroduced some mandatory masking restrictions and a liquor curfew.
Amid a raging fourth wave and looming ICU bed shortages by Sept. 15, Kenney declared a state of public health emergency and announced the restrictions exemption program.
Both the Canadian Medical Association and the Alberta Medical Association issued calls on Sept. 29 for short lockdowns to protect the province's crumbling health-care system.
Though members of the Canadian Armed Forces and Canadian Red Cross will be sent to assist Alberta's hospitals, the government is not currently considering additional health measures, Kenney said Sept. 30.
The Canadian Press's Dean Bennett asked why Kenney still feels he has the luxury of time and isn't giving doctors the lockdown they're asking for.
"The crisis that we are dealing with comes overwhelmingly from the unvaccinated population," Kenney said.
"We need to address that, which is what the current measures seek to do. We will take additional action if it is necessary."
Drawing a link
Like claims against vaccine mandates, pursuing a charter claim against the province would have its challenges.
For one thing, courts have historically been more reluctant to find charter breaches because governments have done too little, rather than too much, Koshan says.
For another, it would have to be proven that the rights protected under Section 7 were violated in a way that contravenes principles of fundamental justice.
"I find it an intriguing argument, but I'm doubtful that the courts would go there," Mathen said.
And a third challenge would likely be an evidentiary one, Koshan said.
"That comes down to a question of whether you would have enough scientific evidence, as well as causal evidence, to draw a link between the inaction and the harms that were ultimately done," she said.
And if that link could be drawn?
"There's certainly some argument to be made," Koshan said, "if governments … aren't taking proper actions to protect their populations."

Jyoti Gondek says some of the messages her mayoral campaign have received have reduced staffers to tears.
The city councillor says she's used to the racist, misogynistic slurs and taunts she's endured for the past four years as the representative for Ward 3, but it's been tough for her volunteers and supporters to see it for the first time.
"There are a number of volunteers and supporters on my team that have been exposed to things that they've never experienced before, and it shocked them," she said.
"What I'm disturbed by is how quickly it's ramped up and how much more emboldened people are to spew such hate and terrible personal things."
Mayoral hopeful Jan Damery raised the issue this week during a virtual debate, so CBC News decided to check in with all four women who are running for the top job at City Hall to find out what they've seen, heard and experienced during the campaign, which has just over two weeks left.
"The abuse we take, the misogyny we take," Damery told the forum.
Her team has since been posting short videos on social media reciting some of the messages they've received, and they're not easy to hear.
'Mean tweets'
It's Damery's version of a late-night TV comedy bit in which celebrities read "mean tweets" about themselves.
"What a two-faced bitch, lies, lies, lies," read one staffer, who was quoting one of the messages.
"This broad is a lunatic," read another.
"Shut your pie hole, you're not a doctor and have zero business weighing in on any mandate. You are officially a mayoral hopeless," read another.
Damery says she's not deterred, but the comments do have an impact.
"I've always sort of tilted at windmills a little bit, kind of gone into territories where women traditionally don't go, [so] I compartmentalize. And so I feel it, yeah, it hurts. But it doesn't stop me, and it doesn't crater me," she said.
Campaign signs damaged, stolen
Grace Yan had to call the police after her vehicle was targeted by thieves outside her downtown campaign office. A back window was smashed and campaign materials were stolen.
Her big campaign signs, the size of a sheet of plywood, have also been damaged, defaced or stolen. She's since embedded GPS tracking devices in some of them. She says her signs are targeted every day.

On top of that, there have been racist slurs and misogynistic and derogatory comments on social media.
"This stuff just keeps happening. And, obviously, the trolls on social media, they just keep, you know, it's really something, it's shocking," said Yan.
She says all of this is happening when some people are going through financial, emotional and mental fatigue tied to the slumping economy and a devastating fourth wave of the pandemic.
"It takes a lot of courage to stand for mayor and for each candidate to be running. We just have to be understanding and kind to one another."
Heightened vitriol
The founder of a local organization that advocates for gender equality and a woman's right to be in politics hopes current and future candidates will not be deterred by these incidents.
Sarah Elder-Chamanara, who founded Madame Premier, says the vitriol "is heightened' because the incumbent mayor is not running for re-election and people must decide "what kind of city Calgary is going to be," she said.
"There are those who are running to maintain the status quo and then there are those, a lot of whom are women, who are running to change things, and that is scaring a lot of people," said Elder-Chamanara.

She says harassing phones calls, texts, social media posts and sign damage are an intimidation tactic meant to "scare" women who are running for either councillor or mayor.
"You just have to keep fighting on because the people who are working against this effort to see more representation in politics, that is what they want. They want women to just be scared."
Keeping candidates away
While Gondek and her team try to cope with the anger and hate from some constituents, she knows several people who opted out of the campaign because of the potential for harassment and abuse.
"I know of at least four candidates, who would have been amazing city builders, and would have been excellent candidates. And they will not do this. For the exposure that it gives to their family, first and foremost, is what they were worried about. And the toll it would take on their well-being.
"We are losing good people because of what's happening."
So far, Virginia Stone says she has no regrets entering the race for mayor, even though she's encountered the same abusive and anti-women rhetoric as the other female candidates, but not to the same extent.
The born-and-raised Calgary entrepreneur and philanthropist says she was called out for a photo on her website that shows her wearing a men's dress shirt with cufflinks. A woman told her that she liked her election platform but couldn't vote for her because of the picture.
"I lost her vote because she thought I threw women back in time by two decades because of the pictures on my website," said Stone.
"All I want to do, win or lose, is encourage more women to be brave enough to step up and to go to the plate and to fight the tough fight.… It's not easy running in politics, that's for sure. Every day, it's a battle.
Gondek agrees that it's a battle.
"Of course, it's personal. Someone just attacked you and you feel it. What you choose to do with how you feel is how people deal with things differently. I need to put it away,"
"I have an election to win," she said.

How many candidates? Yikes! Where Calgary voters are getting municipal election information
'I'm not going to throw away a vote,' says Calgary resident Adrita Haque
Ask a Calgary voter about the upcoming municipal elections, and you're likely to get a sheepish look.
The vote is just over two weeks away. But COVID is again dominating headlines, the federal vote is just past, and the long list of candidates in some races can be daunting. Many voters still have little idea who they'll vote for.
That's what CBC Calgary heard as we talked with voters in the far northwest and east parts of the city this week. So we sought out voters from the breadth of the political spectrum to hear how they're finding their information.
Peter Breedveld lives in Bowness. He says his favourite technique is to find a candidate forum — but not something in-person or live.
"What I end up doing is I watch the debate after it's done. Then I fast forward over the candidates I'm not interested in," says Breedveld with a chuckle.
The retired high school teacher just started searching this week. He says he narrowed his choice to two Ward 1 candidates who he thinks seem fiscally responsible — Chris Blatch and Steve Webb.
Neither was registered for Monday's Ward 1 debate so he reached out and suggested they join.

Many organizations across the city have been hosting debates for the mayoral race. Fewer focus on the wards.

Checking out endorsements
Another option for voters choosing a candidate is to use one's networks. Friends talk with friends, and more formally, many industry and non-profit groups try to help members by questioning candidates and sharing the information.
Adrita Haque, an engineer in training who volunteers with Calgary Climate Hub, has been in the thick of that. She's been helping Calgary Alliance for the Common Good organize 'coffee with a candidate' meetings, but mostly in the central wards where most volunteers live.
But Haque lives in the northwest, Ward 2. So after all that work, she still hasn't met her own candidates. She scanned the websites.
"I don't feel super confident in any of the candidates," said Haque. "But I'm not going to throw away a vote. I've been looking at endorsements from organizations such as Look Forward Calgary and Calgary's Future as well as talking with friends in those circles."

Calgary's Future is supported by local labour organizations; Look Forward Calgary is a membership-based organization led by urban planner Peter Meadows. Both have lists of candidates online.
If you check the Elections Calgary website, you'll find more. The other two organizations that are registered with the city and endorse multiple candidates are Lead Calgary and RRPAC (Responsible Representation Political Action Committee).
Lead Calgary says it's focusing on fiscal responsibility; RRPAC was founded by outgoing councillor Shane Keating. It says endorsements are based on their judgment of a person's ability to solve problems and build relationships.
There are other organizations offering candidate endorsements that are not registered as a political action committee.
But all of that still requires the computer.
Wine and a candidate
Varsity resident Tara Ramsey's path was more social. She threw a garden party in August for her favourite mayoral candidate, and says it turned into a good, frank discussion.
A retiree with a dog-walking business, she connected with Jyoti Gondek's team, invited 15 book club members and friends, then set up chairs in the shade and made name tags.

It was great, she says. "I would do it again. I didn't feel awkward inviting people; everybody who came was pretty enthusiastic and not necessarily about (the candidate).
"I think it was really, really personal."
But is it too late to organize something like that if you want to judge a candidate in person? I reached out to strategists with several high-profile campaigns. Two got back to me.
'Candidates want to engage'
These parties, or Zoom-calls with a candidate, are a new form of old-school politicking that campaign strategists say surged back into popularity about 10 years ago. It was popular again this campaign.
Stephen Carter, who's helping with four campaigns including Gondek's, said most candidates welcome the chance to meet with a small group of neighbours, but they have more time for that early in the campaign.
At this point, candidates need to focus on finding and confirming voters, not spending time with people just "kicking tires," he says. Candidates are door-knocking, in part because that's still the best way to find people willing to put up a lawn sign, Carter says, and are also checking to ensure confirmed supporters will head out to vote.
Kelley Charlebois, who is helping Jeff Davison run for mayor, said they also did garden parties earlier this year. But with COVID now making it difficult to connect in person, the campaign put a priority on replying to individual messages and emails.
"People should know all candidates want to engage and want to share why they're running and what their positions are," he said.
"We know the vast majority of people haven't made up their minds.… I think everybody should take it upon themselves to get informed and then vote. If they get informed, they'll make the right choice for them."

Calgary's municipal election is set for Oct. 18 and here you'll find the information you need to help make an informed decision when you cast your ballot for mayor and city councillor.
There's a lot to look at here, including links to more detailed information about the races for council in each local ward. We will be updating this page as the election nears, as part of the CBC News coverage on radio, television and here online.
Just five current council members are running for re-election, meaning October's vote will bring many new faces to the council table — where 15 people will make decisions for the next four years on issues that affect every Calgarian.
The stakes are high: Calgary's mayor and 14 councillors are responsible for a budget worth billions of dollars annually.
Their decisions chart the future for our city — from the taxes we will pay, to the ways we get around town, to the water we drink, to the police and fire services that protect us, to what gets built where and how we are going to pay for it all.

Each Calgary voter is eligible to cast one ballot for mayor, as well as one ballot for city councillor in the electoral ward where they reside.

How are Calgary voters feeling?
In partnership with the University of Calgary, CBC News conducted a poll in July to find out what Calgarians think about municipal issues.
The poll, conducted by Forum Research, asked more than 2,200 people a series of detailed questions on a wide range of topics.
Respondents were asked to rank the importance of several high-profile — and often controversial — municipal issues addressed by city council in the past year.
The results shown below represent how important people felt an issue was to them, personally, not whether they agree or disagree. (Click on an issue for a recent CBC News story on that topic.)
The poll also asked Calgarians how satisfied they were with the city's current mayor and city council.
Remember: this poll was conducted in July, so it's a snapshot of voter sentiment at that time.
Residents were asked at the same time about their satisfaction with the provincial government. The results from that question are included here for comparison purposes.

Who's running for mayor?
It's a crowded field, with dozens of candidates vying to replace Naheed Nenshi, who served as mayor since 2010 and is not running for re-election.
The field includes several members of the previous city council, as well as numerous candidates who have run for mayor in the past, along with a host of first-time candidates.

Simply click on the "Find address or place" search bar and type in your address (or click on the "Use current location" from a location-enabled device) to find out.
You can then also click to find additional information on where to cast a ballot in an advance poll or on election day.
Polling details and methodology:
The poll was conducted by Forum Research on behalf of the Canadian Municipal Election Study with the results based on a telephone recruit-to-web survey of 2,209 randomly selected eligible voters in the City of Calgary. The poll was conducted between July 6 and Aug. 4, 2021.
For comparison purposes, the margin of error for a probability sample of the same size would be plus or minus 2.1 percentage points, 19 times out of 20. Results at a ward-level and other subsamples have a larger margin.
The sample sizes in the wards range from as high as 213 in Ward 4 to as low as 78 in Ward 5. As a result, estimates in Ward 5, in particular, should be interpreted with caution as they carry a significantly higher margin of error.
CBC News is including all of the ward-level data because it represents some of the most detailed ward-level polling done in Calgary to date.
The Canadian Municipal Election Study also used a statistical technique known as multilevel regression and post-stratification (MRP) to adjust ward-level subsamples to better match known population characteristics in each ward.

Nine of Calgary's mayoral candidates debated Thursday, discussing topics ranging from the city's relationship to the province, the budget and transit.
The debate was hosted by the University of Calgary Students' Union and moderated by CBC's Rob Brown.

Calgarians will head to the polls Oct. 18 for the municipal election. See the full list of candidates in the mayoral race.
One of the hot topics at the debate included the city's relationship to the provincial government.
Farkas and Gondek had different takes on the issue.
Farkas says Calgary's future mayor must be strategic in knowing when to stand up to the provincial government, and to not always default to opposition.
"There's a lot of areas where we can and we must work together to be able to secure Calgary's future around, say flood mitigation, around housing, around mental health and addiction," he said.
Gondek says she thinks municipal and provincial governments should be able to get along and work together in the interest of citizens, but that the United Conservative Party government has proven that it doesn't wish to engage with Calgary, and Farkas's plan to play nice won't work.
She says it's not in the best interest of Calgarians to sit back and wait for the provincial government to do the right thing.
"They have not done it for the pandemic. They have cut police budgets. They have cut money to social services in our city. We have to advocate for Calgarians," she said.
The question of whether or not the Green Line should be extended further north or south in the second phase of the project was also discussed.
Damery said she's committed to having the Green Line extend further north.
"I've been spending a lot of time talking with people, particularly in the north, who are incredibly under served, and we need to have a huge commitment in actually moving the Green Line north because that's where we get more ridership," Damery said.
If the Green Line went further north it would connect more people to jobs, school, entertainment and recreation, she said.
Marley Gillies, vice president external of the University of Calgary Students' Union said a lot of the topics discussed at the debate came from students, and are issues that matter most to them.
"Every time I hear from these candidates, it's always a new opportunity to hear their perspectives on the different issues and compare and contrast what they're saying," she said.

Mayoral race tightening according to new poll
New polling shows Calgary’s mayoral race is tightening, with significant gains posted by two city councillors with just 25 days remaining until election day.
The ThinkHQ survey found that Jeromy Farkas remains in the lead, with 30 per cent of those surveyed saying they plan to vote for the Ward 11 councillor. However, Ward 3 Coun. Jyoti Gondek has been closing the gap, capturing 25 per cent support — a gain of 15 percentage points since July. There’s been little movement in the share of support for Coun. Jeff Davison, who captured six per cent of those surveyed.
Kent Hehr — who withdrew from the race on Tuesday — and Brad Field saw three per cent support, and Jan Damery saw two per cent.
The survey also suggests the share of undecided voters has shrunk since July but remains significant, with 28 per cent of those surveyed unsure how to cast their vote.
“(Gondek) has made significant gains in the past few weeks and is closing in on Farkas, and with still 28 per cent of voters undecided, the current five-point gap doesn’t mean much,” ThinkHQ Public Affairs president Marc Henry said in a news release Wednesday.
But Farkas benefits from the fact there isn’t much time remaining, with advance polls starting Oct. 4.
“He also has a committed voter base, which typically are more ‘dependable’ in terms of turning out,” Henry said.
However, Henry suggested that Gondek is the most likely beneficiary of Hehr’s decision to withdraw from the race.
“Gondek has the benefit of momentum, more wind in her sails and greater growth potential in her vote share,” Henry said.
Analysis compiled by ThinkHQ also suggests that Farkas voters are more likely to be male and living outside the inner city, while Gondek has attracted support from the northeast and inner-city residents.
“It’s going to be an interesting race and the campaign will definitely matter, not only in terms of execution but in terms of the issues where the voters focus.”
The online survey collected the responses of 1,109 Calgarians who are part of the Angus Reid Forum, weighted to reflect the demographics of Calgary’s population. A comparable margin of error for a probability-based random sample of this size would be plus or minus 2.9 per cent, 19 times out of 20.
