Soaring gas prices are scrambling the politics of carbon taxes in New Brunswick.

A federal Conservative MP who campaigned against Justin Trudeau's pricing plan now says it's the least-bad option for softening the blow to consumer pocketbooks while a litre of unleaded gas hovers around $1.70.

That in turn highlights Progressive Conservative Premier Blaine Higgs's own reversal on his promise from 2018: to ensure the federal scheme had no impact on taxpayers' bottom line.

New Brunswick Southwest  MP John Williamson startled Conservatives and Liberals alike last week when he called on Higgs to immediately scrap his own provincial carbon tax system so that Ottawa would impose its version, which includes rebates.

"The backstop will kick in, the feds will take it over, and as part of that change-up … cheques will begin to roll out to New Brunswick families," Williamson said.

Higgs dismissed that possibility, saying the faster solution is Ottawa suspending the pricing standard it imposes on the provinces. 

That standard requires provinces to charge an 8.8-cent charge on a litre of unleaded gasoline, increasing to 11 cents April 1.

The Trudeau government says that increase will go ahead despite calls for a pause.

Williamson says while his party still wants to "kill the Liberal carbon tax," the federal position leaves Higgs no choice but to let it take effect in New Brunswick so consumers here get rebates.

"This is a good way to help people right away," he said.

Williamson says if Higgs doesn't act now, he and his government will share the blame for high gas prices.

"They will own part of that tax increase," the MP said.

"Premier Blaine Higgs isn't responsible for the carbon tax or the annual increases but by managing it for the Liberals, he'll be perceived as driving the getaway car."

The Williamson-Higgs exchange is a reminder that the premier has yet to keep his 2018 election campaign promise to completely negate the impact of a federal carbon tax.

Higgs vowed on the campaign trail that "taxpayers of this province will not have increased taxes as a result of the federal government imposing it."

With the premier crafting his own carbon tax model and spending millions of the revenue, "it's not revenue neutral," Williamson said.

Acadia University political scientist Erin Crandall says the MP's comments pressuring a politically allied premier are unusual and reflect the policy uncertainty created by high gas prices.

"In the short term nobody is quite sure what the best answer is," she says.

"The question is what is the best response? It's not necessarily the case that there's one clear answer to that." 

Crandall says complicating the picture further is that the carbon pricing mechanisms are complicated for many voters to understand, while the impact of price spikes at the pump are clear and visible.

Under the federal pricing law, Ottawa sets the tax rate, but allows the provinces to run their own systems and decide what to do with the revenue.

In the four provinces that refused to implement their own tax – Alberta, Saskatchewan, Manitoba and Ontario – the federal government implemented its own carbon tax directly and rebates 90 per cent of the money it collects.

But the provinces that set up their own systems are free to keep and spend whatever portion of the revenue they want.

Higgs uses part of it to fund climate change projects and to cover the cost of a four-cent reduction to the provincial gas tax and a small income tax cut.

Williamson says the federal model is better because it would put almost all the money back into the pockets of New Brunswickers.

An independent review by the parliamentary budget officer in Ottawa found that people at the low end of the income scale get more money in rebates than they pay in carbon taxes.

"Right now it's those working Canadians on modest and low incomes that need the help the most and this will deliver assistance right away," Williamson said.

Current rebate levels in provinces that refused to adopt their own carbon taxes range from $600 in Ontario to $1,000 in Saskatchewan for a family of four.

Higgs argued last week that rebates are not an "immediate" solution because they'd require money "going to Ottawa and then coming back, and taking months for that to happen."

An immediate three-month suspension of the federal pricing standard would be faster, he said.

In a statement Monday the premier added that a provincial rebate would require legislation and would take time to set up.

It's not clear how fast federal rebate cheques would arrive if Ottawa's backstop took effect.The Liberals have promised to switch from a once-a-year credit on income tax returns to quarterly cheques.

Last week federal Intergovernmental Affairs Minister Dominic LeBlanc said Higgs has "a whole series of tools" he can use to lower the price at the pump as soon as he chooses.

That includes reducing or eliminating the provincial gas tax.

But Higgs said last week he can't afford to give up the gas tax revenue because it's "built into the expenses that we incur every day in the province."

He hinted the budget on March 22 will include new spending to address "many of the concerns that people are having," resulting in a smaller surplus.

"Every government, as they collect more revenue, tend to spend it," Williamson said.

When Higgs promised in 2018 to ensure New Brunswickers weren't out of pocket because of the federal carbon tax, the assumption was Ottawa would collect the money and transfer it to the provincial government to spend as it saw fit.

After the Trudeau Liberals opted to bypass the province with direct rebates instead, Higgs adopted his own system. 

Williamson says that means the Trudeau system —at least until federal Conservatives get the opportunity to kill it altogether — is the lesser of the two evils.

"Welcome to federal politics," he said. "These are normally the choices we have to make."

Premier Blaine Higgs says he wants to defer the carbon tax by three months to bring down high gas prices in the province.

The federal government sets the tax rates, so any changes to it require federal approval.

The current carbon tax rate on gas is 8.8 cents per litre. It's scheduled to rise to 11 cents per litre on April 1.

Deferring the carbon tax would bring down prices by 11 cents, Higgs told CBC News. He'll be meeting with his caucus later this week to discuss the deferral. 

Gasoline prices have jumped twice in New Brunswick over the past week, causing some stations to sell fuel for up to $1.82 per litre for regular self-service gasoline and $2.00 per litre for self-service diesel.

Higgs said he'd like to do something to ease prices at the pumps, though he emphasized New Brunswick isn't in the same position as provinces like Alberta, which announced it will pause collection of provincial fuel tax, starting April 1, to help consumers grapple with rising gas prices. 

"They are making this up many times over on the increased price of crude oil and their ability to get revenues there," Higgs said.

He didn't say whether economic chaos over the past few days had otherwise impacted the upcoming provincial budget, set to be brought in on March 22. The provincial surplus of $444 million from the past year also isn't a solution, Higgs said. 

The budget will use revenue streams to address many of the concerns people have about issues like high housing costs and the health-care system, Higgs said.

Jean-Marc Picard, executive director of the Atlantic Provinces Trucking Association, said the cost of fuel, which jumped twice within five days last week, is a growing concern for his members.

"It's concerning for all types of companies, but for smaller companies I think it's a bit more impactful just because of the way their business is set up," Picard said.

"If you only have a handful of trucks and you put $2,000 of diesel in, and you do your deliveries, you probably won't get paid for 30 or 45 days for those deliveries, so you have to be really financially sound and you have to be solid."

Businesses relying on trucking services could see higher delivery costs in the short term, Picard said, and if the higher gas prices persist, those extra costs could eventually make their way to the end consumer. 

"If it's short-lived we're probably not going to see that, but if it stays that way for a while we're probably going to see some price hikes for sure."

By proposing to suspend the provincial carbon tax for three months to help consumers cope with soaring gas prices,  Premier Blaine Higgs may be choosing the most complicated of several options.

Higgs said a "deferral" of the carbon tax would take 11 cents off the cost of a litre of gasoline.

But it's a change that would require the federal government's approval, since by law it's Ottawa that sets the rate, and that approval isn't coming.

Federal Intergovernmental Affairs Minister Dominic LeBlanc told CBC News the federal carbon pricing standard will stay the same and increase as scheduled at the end of this month.

"We have no intention of changing the planned increase to take effect on April 1," he said. 

He said while Ottawa establishes the rate, the Higgs government designed its provincial systems and has the flexibility to return more of that money to consumers.

"The New Brunswick government has a whole series of tools on its own to decide if it wants to do something about the price at the pump, but the federal carbon price increase will go ahead as planned."

University of Calgary economist Trevor Tombe says the province should use other tools because a carbon tax cut is not the best way to give consumers a break.

He said it's better to simply send people cheques, allowing the province to target those who need the help most if it chooses to.

"The increase in the price of gasoline is a strain on some families and not others, and more targeted approaches–to ensure that those who need to support get it–may be much more effective for governments to pursue," he said.

The price of a litre of regular unleaded gasoline was hovering around $1.80 in New Brunswick on Wednesday morning, with much of the recent increase attributed to the invasion of Ukraine by Russia, a major oil exporter now being hit by sanctions.

Higgs told CBC News Tuesday he plans to speak to his fellow premiers Thursday about a deferral of the carbon tax that would save people 11 cents a litre.

The current rate is 8.8 cents a litre but it's due to increase to 11 cents on April 1.

Suspending the provincial gasoline tax, which is 10.9 cents per litre, would produce almost exactly the same savings for drivers at the pumps.

Opposition Liberal Leader Roger Melanson said that's what Higgs should opt for because he can do it "right now" without having to get federal approval.

"The carbon tax is certainly not under New Brunswick's sole control, and it's a lot more complicated to be achieved."

Melanson said Higgs is focusing on carbon taxes to try to avoid his own responsibility to help New Brunswickers, but "there's other ways, provincially, under the premier's control to be able to ease some of this pain at the pump." 

Prince Edward Island announced Tuesday it will start rebating part of its carbon tax on April 1, and Nova Scotia said this week it will look at reducing the provincial gas tax.

Alberta announced this week it's suspending its provincial gas tax completely and also providing ratepayers in the province a $150 rebate on their electricity bills.

But Higgs points out the spike in oil prices means Alberta is awash in royalty revenue and can afford that move "many times over," while New Brunswick cannot.

"It's a very different situation," he said.

In rejecting a provincial gas tax cut, Higgs also dropped some hints about the upcoming provincial budget on March 22.

He suggested there'll be major spending increases to address "many of the concerns that people are having" in areas such as health care, education, social assistance and "controlling the high cost of rent."

Higgs sees shrinking surplus

The new spending will shrink this year's projected $487.8 million surplus down to a "very slim" $50 million to $100 million, he said, which makes a gas tax cut impossible.

"We're running very, very close to the wire," Higgs said.

"The budget is laid out and obviously the revenue stream that goes directly into that is what supports all those projects, so it's difficult to have one without the other."

Melanson said New Brunswickers can't take the premier's word for that because of two straight years of larger than expected surpluses.

"Who can trust the premier's budget? No one. No one can trust what the premier's going to table on March 22 in terms of numbers."

The gas tax was projected to bring in $202.5 million this year, while the carbon tax was forecast to collect $163 million, with $36 million of the total going to climate change projects.

Last year Higgs used some of the remaining $127 million in carbon tax revenue to pay for a small income tax cut.

Economist favours rebate

Higgs could quickly cut income taxes further as another way to help New Brunswickers cope with rising costs. 

But Tombe said that's not as efficient as a rebate because an income tax cut wouldn't help low-income people already below the threshold for paying income taxes.

"I'm thinking of direct cash transfers, literally writing a cheque."

The rebate could be processed through a tax credit that the province could make available when New Brunswickers file their tax returns this year.

Melanson said another argument against a carbon tax cut is that "climate change isn't going away" and still needs to be addressed.

But Higgs argued Tuesday the Russia spike will achieve the same objective: to give people a financial incentive to change their behaviour and lower their consumption of fossil fuels.

The carbon tax "was there to offset consumption with higher prices," he said. "Well, we're certainly seeing that right now."

But Tombe said a sudden spike in gas prices caused by world events doesn't alter consumer behaviour the same way a carbon tax does.

Research shows that consumers change their behaviour in response to a carbon tax because it's a long-term measure that increases slowly, over time, and serves as a reminder about climate change, he said.

Temporarily reducing it because of the Russia spike may not lead to the same results.

"At some point there's going to be a reduction in the world price of oil," he said. "It goes up and down and we're used to that, so we respond to temporary spikes differently that permanent changes."

A one-time rebate "is better in that it's not affecting the operation of gasoline markets. It's not affecting market prices. It's supporting families without changing prices." 

LeBlanc said business groups have told the federal government they prefer a stable, predictable carbon price because it allows them to do better long-term planning for reducing emissions.

Motorists in New Brunswick were greeted by record high gasoline and diesel prices Thursday morning but are likely to see significant relief arrive almost immediately on Friday, including diesel prices that could fall by 50 cents per litre.

The relief may be temporary, however, as markets have been producing a roller-coaster of prices all week.

"To suggest the oil market is confused would be an understatement, as we are in an unprecedented situation," the BBC quoted Stephen Innes with SPI Asset Management as saying.

In its normal resetting of maximum petroleum prices on Thursday, New Brunswick's Energy and Utilities Board added another 3.9 cents to what can be charged by retailers for gasoline, raising the total to $1.86.6 per litre.  

Maximum prices for diesel were lifted 13.9 cents, to $2.14.2 

Those prices are records in New Brunswick and have jumped 28 and 42 cents respectively since Russia's invasion of Ukraine began two weeks ago.

The latest resetting by the EUB is based on tumultuous New York spot-market trading that occurred over the last week as of the end of business Tuesday.

But they are already stale given dramatic price reversals in those same trading markets on Wednesday.

According to an account by Reuters, the ambassador to the United States from the United Arab Emirates, Yousef Al Otaiba, said in an embassy tweet early Wednesday his country was pushing OPEC, the Organization of Petroleum Exporting Countries, to increase oil production to make up for Russian exports that are now subject to widespread international sanctions.

"We favour production increases and will be encouraging OPEC to consider higher production levels,"  said the statement in the tweet sent by the UAE embassy in Washington.

The statement triggered an instant and dramatic decline in international oil prices and in North American spot markets for refined products including gasoline, diesel and heating oil.  

By the end of Wednesday the trading price of gasoline was down approximately 13 cents per litre. But the real collapse was in diesel, which fell up to 46 cents per litre and settled below where it had been before the Russia invasion began.

New Brunswick pricing rules require any market changes in gasoline or diesel of six cents per litre or more in a single day to be passed on to consumers within 32 hours of the close of trading.

That will force the Energy and Utilities Board to cut maximum prices at midnight.  

Including the HST, that means a likely 15-cent reduction in maximum gasoline prices and up to 52 cents cut from the price of diesel in New Brunswick by Friday morning..

However, late Wednesday, according to the BBC, UAE's energy minister, in a tweet of his own, appeared to contradict the earlier statement from its embassy and that has markets surging higher again Thursday.

If trading prices for petroleum products end Thursday more than six cents higher, it would not change a reduction for Friday. Under New Brunswick regulations it will be added into prices on Saturday.

On January 10, Dominic Cardy was on CBC Info AM  calling parents concerned about their children “militants” and spreading misinformation about COVID-19. These views need to be challenged, especially given the province’s increasingly bungled COVID response.

First was his claim that children do not get sick from omicron. He said this while there were two children in New Brunswick hospitals with COVID. I am sure it is incredibly painful for those parents to hear that their experience isn’t valid, and this should not be coming from the minister of education. Despite my personal feelings on this, hospitalization data across the world has shown that this simply isn’t true.

Secondly, he continues to claim that omicron is mild with absolutely no data to support that. Omicron has been shown to be milder than delta, yes, but that doesn’t matter much when the transmission rate is this high. The health care system in New Brunswick cannot support these volumes. A chronically underfunded health care system has led to emergency rooms struggling to maintain service or facing complete closure even before the pandemic. 

This brings me to my third point, where Cardy said that children are not out of school for their safety, but rather to protect the health care system. My children did not sign up to prop up a system that they had no say in the destruction of. They are nine, seven, and five and do not deserve to hear the minister of education say that it is their job to protect the system.

Finally, Cardy continues to state that there is conflicting data on the use of HEPA filtration, despite the science community stating otherwise. Instead, he is spending tax money on a study to see if improved ventilation will help keep our schools safe. As a taxpayer, I am disappointed to see my money being used for this when there is evidence readily available.

Furthermore, New Brunswick continues to face a decline in the quality of data available. Citizens are now tracking the dashboard and creating their own graphics with the incomplete data we are being given just to provide something to those who are relying on this data to make their own risk assessments. We should not be responsible to volunteer our time to do this work when there are people on the government’s payroll who can.

Beyond that, it is incredibly insulting to be described as “militant” for simply advocating for better air quality for our schools. If the minister can’t handle some grumpy comments from parents online, perhaps he should remove himself from the role. He has yet to provide any evidence supporting his claims, and it is unfair to be referred to like that when all we want is our children to be safe.

At the very least, the parents of New Brunswick feel like the minister owes us an apology, and we would appreciate your help in calling for one.

New Brunswick recorded three more COVID-related deaths over the weekend, the number of people in hospital increased by 17 to 89, and more than 1,000 new cases of the virus were confirmed through lab tests, the COVID-19 dashboard shows.

The latest deaths include two people in their 70s, one in the Moncton region, Zone 1, and the other in the Edmundston region, Zone 4, and a person in their 90s in the Bathurst region, Zone 6.

The number of people in intensive care remains stable at three, with two of them on ventilators, also unchanged.

The new data comes as businesses and organizations are no longer required to enforce proof of COVID-19 vaccination for entry.

The change in restrictions took effect at 12:01 a.m. Monday and includes restaurants, gyms, salons, spas, entertainment centres and faith venues.

But some businesses are keeping the proof-of-vaccination requirement, according to David Duplisea, CEO of the Saint John Region Chamber of Commerce.

The chamber has launched an online poll to determine business reopening plans.

"There are mixed opinions and feelings on how businesses plan to reopen and return to more normal times," Duplisea said in a statement. "Some plan to continue with limited safety protocols and others plan to eliminate them all together.

"This poll will help us to better understand where the business community stands as they work to balance employee and customer safety with a viable business model."

The four-question poll asks businesses if they plan to continue with safety protocols, and if so, which ones — proof of vaccination, masks, safe distance, COVID testing, or all of the above.

It asks which sector or industry they belong to, such as hospitality, restaurants and tourism; retail; general business, or "other."

And it asks about their "staffing protocols," whether people work from home, in the office, or a hybrid.

The poll will continue until March 14.

New Brunswick introduced the proof of COVID-19 vaccination requirement in September 2021 during a spike in COVID-19 cases and hospitalizations caused by the Delta variant.

Luc Couturier, president of the Campbellton Regional Chamber of Commerce and the owner of a local restaurant, Cafe Chez Wes, says he's hearing a mixed response to the change.

"It was kind of hard to turn [away] some of your customers when they've been supporting you for years and years. So it's a good thing for the majority, I'd say," he said.

Many employees are also relieved not to have to feel like "the police," checking people's papers anymore.

"But there are still some people not happy about it. They wish that it would have stayed," Couturier said.

Some businesses are still going to ask for vaccination, he said, but his isn't one of them.

"We chose that we're going to stop asking. But I still have staff that said, 'Don't take the plexiglass down. We [are] still going to wear our masks.' So there's still people, like, that will still continue some sort of protection."

It's difficult to know whether the eased measure will lead to an increase in business or if some vaccinated people might "be a little hesitant" to go out now, knowing non-vaccinated people might be there, Couturier said.

The past two years have been rough on businesses owners, he said. His own business, one of many deemed "non-essential" by the province when peak hospitalizations lead to lockdowns, saw a 40 per cent decrease last month, he said.

"My business is essential for my family. It's essential for my staff. I have 20 people that works here, that depends on my business."

Couturier urges caution to avoid another surge in hospitalizations and cases.

"COVID is still there. Restrictions are not, but COVID doesn't care about restrictions, and I think we still have to be careful. We're in a province that, like the age is pretty old, or older. So with an older population comes a bigger risk."

"I've kind of bounced this idea in my head because the vaccine is understood that does not prevent somebody from carrying the virus. So should it matter to us if they are fully vaccinated or not? I mean, that's a question that, I don't know the answer, it's just something that I've been asking myself," he said. "So if the government … removes that restriction at this point, I'm fine to move forward with that."

He plans to check with members first though, he said.

"We're a small gym, we are under 80 members. We're all very close. So it's something that I could put the question out there and ask them how they feel about it."

Robichaud says proof of vaccination was "logistically … a little bit of a pain" to set up. But once members were registered as having shown proof, they didn't need to keep showing proof.

He says he lost out on a few potential new members because of the requirement.

"It wasn't a huge impact to the business per se."

All restrictions set to end March 14

With the end of the mandatory order, the province is set to lift all other COVID-19 restrictions by March 14, including mask mandates, gathering limits and isolation requirements.

Robichaud says members will be welcome to continue to wear masks, if they feel more comfortable. And the gym will continue to offer physical distancing space for members during their workouts, at least for now.

Bob Cormier, the manager of Fairview Lanes in Saint John, thinks the province is dropping restrictions too quickly.

He says he hasn't noticed any impact at the bowling alley yet from no longer requiring proof of vaccination, but he's a bit nervous about the changes on March 14.

"My staff and myself, we're going to continue wearing our mask, type of thing, you know, just be on the safe side, type of thing. And, you know, we'll see how this plays out, type of thing," he said.

"I just hope that by changing everything, it's not going to affect us that we end up getting shut down again, type of thing, because we've been shut down so much and we're trying to get some of our business back. But you know, people are scared and that type of thing. So, you know, I have mixed reactions to all this, type of thing, that's for sure."

Cormier expects staff will continue to wear masks for at least another month.

He'll also post a sign to recommend patrons wear a mask, even though they're not required.

"I've been talking to some of my customers over the last couple of weeks about all this. And you know, they're saying the same thing, 'We're going to, you know, depending on where we are, we're going to continue to wear a mask.'"

Cormier says business has been slow — about half than usual, or even less, at times during the pandemic. But it's starting to rebound.

Fairview was busy last week, with the Family Day holiday, he said. And he's hoping for another good week next week, with March break.

Breakdown of hospitalizations and cases

Of the 89 people in hospital Monday, 47 are hospitalized for COVID-19 and 42 were admitted for something else when they tested positive for the virus.

Two people 19 or under are in hospital, along with one person in their 20s, three in their 30s, and six in their 40s, while the other 74 are aged 50 or older.

The three people in intensive care include one in their 30s, one in their 40s and one in their 60s.

The seven-day average of COVID-related hospitalizations, which has been on a steady decline for the past three weeks, when it stood at 161 on Feb. 7, took a slight uptick Monday to 76, from 75 on Friday, when the province last released figures.

The seven-day average of people requiring intensive care, however, decreased to five from six.

There are 443 health-care workers isolating because of COVID-19, an increase of 23 since Friday. These include 234 with Horizon Health Network, 140 with Vitalité Health Network, and 69 with Extra-Mural and Ambulance New Brunswick.

The province's hospitals are operating at 90 per cent capacity and intensive care units are at 72 per cent capacity, according to the dashboard.

Public Health confirmed 1,065 new cases of COVID-19 through lab-based PCR tests between Saturday and Monday, putting the active case count at 3,542.

An additional 1,382 people self-reported testing positive on rapid tests.

The regional breakdown of PCR-confirmed cases includes:

Moncton region, Zone 1

  • 437 new cases and 1,319 active cases

Saint John region, Zone 2

  • 230 new cases and 727 active cases

Fredericton region, Zone 3

  • 234 new cases and 758 active cases

Edmundston region, Zone 4

  • 38 new cases and 210 active cases

Campbellton region, Zone 5

  • 29 new cases and 111 active cases

Bathurst region, Zone 6

  • 68 new cases and 273 active cases

Miramichi region, Zone 7

  • 29 new cases and 144 active cases

A total of 731,429 PCR tests have been conducted to date.

A total of 49.9 per cent of eligible New Brunswickers have received their COVID-19 vaccine booster dose, up from 49.7 per cent on Friday, 87 per cent have received two vaccine doses, up from 86.9 per cent, and 92.8 per cent have received one dose, unchanged.

New Brunswick has had 37,482 cases of COVID-19 since the beginning of the pandemic, with 33,634 recoveries so far and 304 COVID-related deaths.

While all New Brunswick COVID-19 restrictions will be lifted mid-March, schools will continue to be affected by the virus and are far from full recovery, Education Minister Dominic Cardy says.

Online learning and class disruptions reduced how much students were able to learn over the last two years of the pandemic, but making up that lost time will have to wait, Cardy said.

"We are not finished with COVID yet," Cardy told Information Morning Fredericton. 

"COVID hasn't disappeared. The original version of COVID morphed into Delta, and morphed into Omicron. There is no reason for us to expect that we're not going to see another variant."

Cardy said the focus is still on making schools safer. He said the province continues to work on improving ventilation in schools and adding HEPA filters to schools that don't have mechanical ventilation. 

Classroom bubbles will remain in some schools, he said. Students may still have to transition to online learning if an outbreak in their area causes increased hospitalizations, and the province will still rely on supply teachers and non-teacher staff to fill-in for teachers who are out sick.

Cardy will continue to mask

March 14 will mark the end of limits on gatherings, isolation requirements and indoor and outdoor masking.

Cardy said he trusts the experts at Public Health for the decision to remove the requirement for masking, but he will continue to wear a mask himself and encourages students and staff to do so as well.

"I think anyone who feels comfortable continuing to wear a mask should do it," he said.

He also said he's going to push schools and district offices to allow staff to wear masks if they want to.

"To make sure that there are no cases where a student or staff person is told they shouldn't be wearing a mask under any circumstances, and to allow them to take those extra levels of protection that they feel are appropriate," he said.

Premier Blaine Higgs has said he will not be wearing a mask after March 14 unless he visits a nursing home, where masking is encouraged but not required. Businesses can also decide to ask people to wear a mask, and hospitals will continue to keep their mask policy in place for visitors for the the time being.

More than 10,000 COVID cases have been detected in schools since September, and more than 7,000 of those have been in February alone.

Dr. Jennifer Russell, the chief medical officer of health, has said that with more than 90 per cent of people vaccinated with at least one dose, the number of cases is no longer a good metric for the severity of the disease. Instead, people should look to hospitalizations. 

Since the number of hospitalizations is decreasing, Russell said, removing restrictions is the right move.

A high number of cases still has an impact on attendance and teacher availability.

Last week, the New Brunswick Teachers' Association said supply teachers can't fill the demand left by self-isolating staff.

Cardy said the province will continue to work on finding a solution to the supply-teacher shortage. He said the department has a list of non-teacher staff with classroom experience who are ready to fill in on short notice.

"We have had some schools that have had real issues on for a couple of days, but those gaps have generally have been quickly filled," he said.

"In a couple of cases, we had schools where I don't think they were aware that they had those resources available, so [we're] making sure those communications were open."

Department of Education spokesperson Flavio Nienow confirmed Monday teachers and students won't have to self-isolate if they get sick with COVID-19 after March 14.

Twitterverse — New Brunswick politician Dominic Cardy is reported to be trapped in a tweet storm with no way out. The Department of Education and Early Childhood Development has confirmed that Cardy has not raised his head from his phone in the past 72 hours.

“We have asked the Chief Medical Officer for her advice, but we don’t always listen to her,” said department spokesperson Daniel Albert.

Fuelling the tweet storm is what experts are calling a “perfect storm” of chicken memes, confusing logic that never reaches a conclusion, and a pissing contest between a Green Party member and whatever Cardy is.

Cardy’s “posing” accusation to MLA Kevin Arseneau was referring to “Maoist posing,” which reportedly is not a thing, and which Arseneau mistook for being called a poser like in high school, firing back with a playlist to show just how punk he really is. A reporter for the Telegraph-Journal was only slightly impressed, stating: “Not too bad…” followed by a statement on how many more Warped Tours he had attended. This actually happened, but not necessarily in that order…

Dr. Murray Emery, a political science professor at UNB, is praising the tweet storm, saying engagement on social media is a good use of a politician’s time.

“What people need to understand is Twitter is the new village square,” said Emery. Asked how Donald Trump’s Twitter account fits into his village square analogy, Emery replied, “That’s a toughie. I need a paid sabbatical think about it.”

Teachers need policy. Rigid, contradicting, spaghetti-string policy. The more, the better, as we say at the department.”

New Brunswick's education minister is being challenged to live up to his tough talk on Russia by supporting promised changes that could make it harder to move foreign money through the province.

Dominic Cardy has been using Twitter to call for a bold response to Russia's invasion of Ukraine, including by retweeting calls for Western countries to send more arms and use air power to create a "no-fly zone" over the country.

On Friday Green MLA Kevin Arseneau challenged Cardy to "walk the walk" by ensuring that New Brunswick's corporate registry is made more transparent.

Arseneau linked to a New York Times opinion column arguing for a crackdown on Russian oligarchs who hide their wealth in banks in Western countries. 

He also linked to a CBC News report from 2020 showing that New Brunswick has lax corporate rules that make it difficult to tell who really owns and controls corporate entities.

That investigation traced connections between an Alberta-registered company that operated a vessel insured in Russia and fishing off the coast of Mauritania. 

The Alberta-registered company and another company registered in New Brunswick had both received large sums of money via the Russian banking system, according to records shared with the International Consortium of Investigative Journalists by Buzzfeed News as part of the FinCEN Files investigation.

The Higgs government promised in December 2020 to require companies registered in their province to maintain a list of people with ownership control and make it available to police and governments. 

But that change still hasn't happened 15 months later.

Getting that done "could be a good way of walking the walk," Arseneau suggested to Cardy on Twitter.

Cardy responded: "If there are NB specific loopholes let's talk about them. Here or offline!"

The minister told CBC's Information Morning Fredericton on Monday that the government is "absolutely" looking at those measures and others.

"We're looking to try and see: are there any areas within government operations where there are loopholes, openness, any possibilities of Russia using New Brunswick in any way to evade the full blockade of their economy?" 

Cardy said he spoke to Arseneau and Liberal education critic Benoît Bourque on Friday about other possible steps. 

Service New Brunswick said late on Friday that amendments to the Business Corporations Act are expected to be introduced in the legislature this spring.

 After his exchange with Arseneau on Friday, Cardy tweeted that he was making a donation directly to Ukraine's military and added a link for donations to the United Nations' humanitarian aid program for the country.

The minister has been using his Twitter account to criticize what he considers a too-tepid Western response to the Russian attack on Ukraine.

In one tweet he predicted the West will eventually "be at war with, or be defeated by" Russia and China.

Cardy has been criticized by some Twitter users for tweeting more about Ukraine than about his responsibilities as minister of education and early childhood development.

He responded that it's his personal account and while he uses it to answer questions about his "day job," he'll block anyone who complains about him talking about other subjects. 

Arseneau says rather than retweeting calls for military intervention in Ukraine, Cardy should use his position to support actions he can influence, such as the corporate registry change.

"We still have one of the more opaque corporate registries in Canada, and Canada is already not very high up there in transparency," he said.

Service New Brunswick Minister Mary Wilson said in the legislature in December, 2020 that the new beneficial ownership requirements "will increase ownership transparency and assist in exposing activities such as money laundering and tax evasion."

On Friday, N.B. Liquor said it was "voluntarily removing" Russian products from its shelves.

So my Scottish temper clicked in and I wrote back -

Sorry...Getting a little upset here....

That was that!!! I never received another email from the Irvings. You can
tell I was upset because I forgot to add the word - Off!

One week later the blog was gone!!!

I believe that I had a case because I don't copy stories from the Irving's
papers.

Many bloggers do but I don't bother!!

I got enough stories in my own head.

Some suggested it was the CBC? Nope!!!

I had a conversation with a CBC lawyer months ago and everything was fine.

So therefore, it was indeed Jamie Irving who made a complaint to Blogger and
that's that!!!

I expected an email from Blogger but I never got one.

Now? I can appeal the verdict and I will because I feel bad that I have
information about people who died. Those memories are gone.

The Irvings have no respect for the dead because they tried to have me
remove a story from a dead person months ago.

I expected this anyway because the irvings even tried to have my Flickr
account shut down!!!

The Irvings are pure evil and they will try anything to have control.

My God? They will go as far as killing birds nests to get their woods!

We're dealing with old Germany again!!!

I got a message to Jamie Irving and the rest of the Irving's Family!

You cannot get rid of me! I may start my own web site!

In this technological age, the provincial government is sticking to a
policy that discourages email as a communication tool with clients.

Fredericton blogger Charles LeBlanc, a social assistance recipient who
lives on the south side of Fredericton, said he can't get his case
worker to respond to his questions via email.

He said he doesn't have a land-line telephone or a cellphone, but he
does have a computer.

So when LeBlanc asked his new social worker to respond to him via
email, she opted instead to write him a letter.

Any time LeBlanc has a question about his file, he can expect to wait
for his answer until Canada Post delivers him a written missive from
his case worker.

"There is a policy that discourages case managers from contacting
clients by email due to the security risk as it relates to privacy and
confidentiality of client information," said Judy Cole, social
development spokeswoman.

"The Internet is a public domain. Case managers do receive emails, but
will call the individual back or respond by letter.

"Clients can also visit their regional office to speak with staff
directly. A client can let their case manager know how to better meet
their needs," she said.

The policy is Government of New Brunswick Policy Number AD-7109.

"Information that is considered confidential or sensitive should not
be transmitted via email without the use of government approved
security mechanisms," states the province's policy.

"We define client-identifiable information as 'confidential and
sensitive.' All departments and employees are bound by this GNB
policy."

To LeBlanc, it's just silly.

"If I call from a pay phone, you can't leave a phone number to call
back because it's a pay phone. If I have to go to use somebody else's
phone, then they hear all my personal business," LeBlanc said.

"Since they moved the Social Development office across the river to
the highest peak of the city, how come I can't communicate through the
information highway?

"Not everybody on social assistance has a phone. I'm sorry, but that's
the way it is."

LeBlanc said every time he asks a question, he gets a letter back in the
mail.

LeBlanc said he never had the same problem with his old case worker.

"Since they moved the building across the river, I absolutely had no
problem whatsoever. None. I contacted my (old) case worker and she
would email me back, no problem," he said.

Pick a lane

Whenever I am driving in Montreal or Toronto, I often find myself
yelling "pick a lane" at some of my more aggressive and less logical
fellow drivers.

My advice to Jeannot Volpé is similar.
Much as he did this spring during the legislative sitting, rather than
picking one or two or three major issues and focussing on them and
making an effective critique of the government, his reaction to the
recent cabinet shuffle was unfocussed and made him look bitter and
overly negative when he could have used the opportunity to make some
political hay.

The cabinet shuffle had a number of areas that could have been seen as
flaws. No one likes to see more politicians at the top, and the
cabinet has two extra members. Women are way under represented and
that didn't improve with this shuffle. Volpé ignored those points.
Volpé criticized one area that makes sense - a floor crosser being
included in the cabinet - but then couldn't resist himself and threw
his credibility out the window in going way off track.

Rather than make an arguments about democracy, he went on a rant about
how Tories were mad, Liberal backbenchers would revolt and how the
dirty rat would never be re-elected. How about: "Crossing the floor is
an affront to democracy and an insult to voters. Shawn Graham should
never have justified this action by admitting these people into his
caucus and certainly shouldn't have rewarded it by putting one of them
into his cabinet"? That is a reasonable criticism that would resonate
with people, but with Volpé, it has to become petty and personal.

Then he makes up some nonsense about how this cabinet shuffle is an
insult to Francophone New Brunswickers because Hédard Albert and
Carmel Robichaud were "demoted". Huh? All cabinet ministers are equal
at the cabinet table and even if they weren't, the argument doesn't
make sense.

Albert moves from a department focussed on the machinations of
government whose primary role is to negotiate labour agreements with
the civil service under the close watch and direction of the premier
and finance minister to a ministry which has been touted by the
premier as a top priority.

Robichaud moves to an admittedly smaller department in terms of budget
but one which requires close relationships with the province's 103
municipalities during a period when the province is talking about
substantial change to municipal governance. These don't sound like
demotions to me. In Albert's case, it would seem a promotion and in
Robichaud's case it is, at least, a lateral move if not actually a
promotion as well.

Why the Tories are waiting until next fall to pick a leader I will
never figure out. Jeannot Volpé is the best thing that has happened to
the Liberal Party of New Brunswick in a generation!

this cabinet shuffle. Instead it's all about the Tories. Tories are
insulted, Tories feel betrayed by Wally Stiles, etc. etc. You can
scream for him to pick a lane, I'll scream at him to get over himself.

The current Conservative party is rudderless, and requires direction.
They will not get it from Mr Volpé. Liberals should not be excited
about disastrous leadership, as effective Opposition will only force
the Graham government to try harder and achieve more. Letting
government coast along unopposed is good for nobody.

I guess the Tories are simply to busy screaming about Wally and Joan
to bother finding a Leader. Fall 2008 is still a year away, and the
PCs will have gone 2 years without direction.

Andrew - As I mentioned somewhere else, I suspect if this GST/HST swap

anon - I am sorry you feel that way. I would agree I am not "left", I
consider myself a centrist in terms of ideology but that is the label
I was given for the purposes of my posts on CanadaEast due to my
support of the Liberals. I have long prided myself as being as
unbiased as possible and if you have read this blog over time, I think
you would find I have levelled my fair share of criticism at the
Liberals when it was due. The fact is that even most Tories will agree
with the criticism I am levelling at the NB PC Party which is in a
really sad state these days.

the Governor General three years ago just after I ran for a seat in
the 38th Parliament against the aptly named lawyer Rob Moore who is

came just before I was falsely imprisoned in the USA without bail

While I was in jail the Fredericton Police finally got around to
investigating my complaint to the Police Commission against them for
my illegal banishment form the Legislative grounds in New Brunsick for
the benefit of Bernie Lord and his many cohorts. Sgt Danny Copp closed
the file very quickly when I came screaming out of that Yankee jail.
Ask him why and about the conflict of interest.

What the Irving rag commonly known as the Gleaner wrote about me above
the fold on May 24th for the benefit of the crook, T. J.
Burke,(Remeber he does have a criminal record) the RCMP and the
Fredericton cops was pure bullshit and never retracted. Why?

What would your heros such as Stevey Boy Harper and Paul Martin (aka
Humpty dumpty) have done if such nonsense had happened to them over
the years? Sue?

FYI I saved this particular webpage to use against Canadaeast in court
someday. good luck with your conscience and sense of fair play within

Recently my phone line in Milton was cut off again just before I was
ordered to appear in Dorchester District Court for no discernable or
ethical reason other than to allow the court to have an opportunity to
me put back in jail without a trial once more. The interruption of my
phone service happened once before just as I was emailing my attorney
Barry Bachrach and he had just warned that the FBI were behaving very
poorly to some of his other friends at the same time. This occurred
immediately before I was falsely imprisoned on October 1st of last
year and my wife couldn’t call anyone for assistance for several days.
Recently not very long after I talked to Peter Collins in his capacity
as Norfolk County Commissioner and Manuel Casabielle as the latest
lawyer for Whitey Bulger’s buddy the retired FBI agent John J.
Connolly Jr. my phone was cut off again. All my alarms and bells and
whistles went off. I had accurately predicted the demise of H. Paul
Rico in the very same Miami Jail to Michael Von Zamft the very same
Miami-Dade Assistant State Attorney in November of 2003. This FBI
agent is charged with leaking confidential information that prompted
the gangsters to kill John B. Callahan a Winchester financier and
onetime financial adviser to Bulger's gang. I have made certain that
everybody knows that I am bounty hunting Whitey Bulger and I have no
doubt the FBI is protecting him from me. The other Callahan I sent
this letter to should find at least that to be interesting since he
found nothing else I sent him warranted a response a long time ago.
Now he and Mr. Seagraves have hard copy of exactly the same material I
sent the FBI on May 12th 2005. After they read the letter I just sent
to Chief Justice Connolly, they can ask their buddies in the White
House what the hell has happened that has me so pissed off right now.

However I will tell all of you that my phone was quickly put back in
service as soon as I promised to send William P. Barr hard copy of
this material. After all he the former Attorney General under

could understand the ramifications of a layman from Canada possessing
police wiretap tapes it should be Mr. Barr. I have no doubt whatsoever
his phone company has been assisting the Feds in tapping my own phone
lines. When the spooks get spooked they cut it. It is just that
simple. Feel free to call me a liar. Why not hire the former Attorney
General Ashcroft, the former DHS Inspector General named after
Superman or his boss Tom Ridge to sue me. They are all loyal
republican government lawyers who are now out of a job and looking for
work. Lawyers make me sick every time they make use of the word
integrity. I want to argue some of the bastards in court very soon.
Last Friday when my wife watched the KeySpan truck pull up in front of
our home and then go talk to the crooked constable Michael C. Moore I
figured that our utility company was in bed with the crooks as well.
Why else would they go talk to the constable and not my wife who pays
their bills? Therefore I have sent both companies that we pay our
after tax dollars to for their services exactly the same material that
Constable Moore was served on Friday August 12th plus a copy of my
letter that I just faxed to the Chief Justice of the District Court
who sent the bad acting Yankee bastards to our home.

I have sent my wife to deliver in had to the lawyer who practices law
not to far from our home. Peter H. Collins was also elected to make
certain that things run smoothl;y and ethically within our county. I
know what I said to him and faxed to him too long ago for him to
pretend to me that he is an honest man now. However methinks he had
better get on his phone if his line has not been cut and call all the
crooked lawyers in Norfolk county right now and figure out how to
smooth things over ASAP. I am about to put our little town of Milton
on the map. Many fancy Yankee lawyers are about to show their nasty
arses all over the world. Peter Collins may find himself quite famous
in short order. I sent him and Manuel Casabielle exactly the same
material I sent the old bastard from Dedham. Everybody knows who he
is. Hell he owns CBS.

The CD which is a copy of police surveillance tape # 139 is served
upon all of you in confidence as officers of the court in order that
it may be properly investigated. Should someone call the FBI ASAP to
ask what the hell is going on in law enforcement? If all else fails
and the Feds will not fill you dudes in, the lawyers for the internet
companies can review some of my private emails that their companies
blocked just before the federal election last year. Those emails
should have caused them to act ethically a long time ago rather than
blocking my correspondence to other lawyers or politicians who had
claimed to have an interest in my concerns and allegations as they
sought to be elected. Maybe after receiving hard copy of some of the
documents that they can find within my emails the light will dawn on
Marblehead and integrity will have a far more important meaning to
lawyers after this. With luck it may become more than just another
word.

In closing I must repeat it and spell it in capital letters for you
INTEGRITY is very important for lawyers, politicians, bankers and
priests to understand the meaning of. Without it there is no public
trust of their chosen professions. That is why many jokes such as
politicians are just lawyers who have gone really bad ring oh so true.
Get it?

If I were you Mr. Peter H. Collins I would get on the phone right now
to your very corrupt Yankee friends such as Chief Mearn of the Milton
Police, the District Attorney Keating and the Register of Deeds little
Willy O’Donnell. You should all make certain that the crooked little
Constables with the big guns under Constable Michael C. Moore and
their many friends from Triple M. movers in Brockton do not make a
move against me today or ever for that matter. Here is their numbers

tapes that I gave them to disappear. Perhaps you should call Beth D.
McLaughlin of the Dept of Public Safety and make certain the wiretap
tapes in my home are kept very securely if Triple M movers storm into
my home and remove them. It would be for the benefit John J. Connolly
Jr. and your own selves as well. I truly think he is the sneaky
bastard that threw them in the dumpster in Beantown years ago. Instead
of the Feds keeping the tapes in confidence or using them as evidence
they try to be rid of them in such an off handed way? They must be
valuable evidence if only to the people recorded upon them in order to
seek releif from the wanton invasion of their privacy. Imagine if I
were to send such a tape of your family to someone else? At least I am
ethical enough only to send just one tape to cops or officers of the
court in a sincere effort to see that it is properly investigated.

The Ex FBI dude’s lawyer Manuel Casabielle should ask him to listen to
the CD real closely, just in case he recognizes anyone. Even if he
does not it is still very powerful evidence against the Feds. If my
suspicions are true the shit will hit the fan in Beantown very soon or

101 people who are screwing up Canada list begins next week
Sometime before the end of next week (barring the unforeseen) the list
of 101 people who are screwing up Canada begins.

The list was based on a few things. First off, since I’m writing it I
had to agree that those on the list deserve to be there. First and
foremost it’s my list. No two people will agree on those who are
there. However some people made compelling cases either on the 101
people blog or through e-mail about why their nominee should be
listed. Some I never thought of made the cut.

There are politicians from all stripes, activists, entertainers and
probably some people you’ve never heard of, but you will. I welcome
your two cents as we count them down and feel free to chime in at your
leisure.

For the record this is the text of just one of the letters I sent you
in a Tiff file form. Clearly the Governor General thought i was doing
the right thing on Septemner 11th 2004 after running for a seat in the
38th Parliament and just before being falsely imprisoned in the USA.
What would your former political boss. Mr. Harper do if such things

Canadian Politics

Must be a slow media week in Ottawa, judging from the storm of
interest that’s blown up. The rumours are flying that at my press
event tomorrow I’ll be announcing my decision to quit being an Indie
and start being a Green.

Predictably, that has many visitors to this blog cheering, and many
others out for my hide. But everybody should just chill. As I wrote
some hours ago, the big issue right now is not me, but rather some
disturbing insights into how the “new” government is actually working.
I think we should talk about it. This matters a lot more than the fate
of one homeless MP.

In fact this out-of-control speculation is exactly why I thought it
would be a good thing to have more clarity. So, I won’t be telling you
I am joining the Green Party as deputy leader, as is being reported. I
will, however, have comments on that party and its leader. I’ll also
make it clearer what my intentions are in the next few months.

Mostly, tomorrow is about Canadian voters, about what our political
leaders promise and deliver, and what I’ve just learned.

Now that the crooked old lawyer from Chipman got the job he wanted so
that he can add to his pension income and Hermie Baby is about to make
another fancy speech so that he can run a tight ship. It is very
important to my clan that all Hell breaks out in the old Maison. EH?
The Independent Barbarian lingering at the gate who banished from the
Old Maison in NB in June of 2004 when he was running for a seat in
upper Canada laughed as he heard on the news that the Upper Canada
crook, Garth Turner is turning coat to a garish shade of red. Turner
sang the praises of his imposed Indendence just long enough to make a
deal with the other side of the malevont Upper Canadain House and
hopefully get himself reelected once more in very pregnant federal
election. However a true a very pigheaded Independent is still betting
that there ain't no honour amongst thieves. Methinks once I piss off
enough kids who are protesting for the Fake Left crooks who
manipulating them for their own ends, the worm will turn on you all.
Once some of the more ethical of the college kids chuck the siver
spoon from their mouth and start asking the right questions to their
very corrupt representives in Fredericton and on the Hill in Upper
Canada, I have no doubt whatsoever that more crooks will try to
protect their nasty arses from litigation and prosecution just like
the nervous little liberal lawyer, Mikey Murphy just did. Me thinks
the wicked game that has always been may be over and the crooked
houses will fall like a house of cards. Here is hoping for the benefit
of us all it happens BEFORE a War on Iran breaks out. If it does
global warming in a bigtime fashion could happen over night. N'est
Pas?

The Incompetence of the Lord Government
Responding to Jacques Poitras:

If the Conservative policies have favoured universal programs
recently, that's only an accident. Certainly, it would be odd to paint
them with the 'universalist' lable. And in this case, it would
probably be incorrect. Better to paint them with a lable that is
probably more accurate (at least in intent): populist.

What Bernard Lord is trying to do is to read the mood of New Brunswick
voters and then to deliver what they want. Or, more accurately, to
look like he's delivering what they want, so long as it doesn't offend
his well heeled patrons.

Auto insurance, for example, was the big issue in the last election.
Insurance companies were gouging the public. Lord promised to regulate
the companies. After being elected, he first ignored that promise, and
then when the noise became loud enough, he brought in a watered-down
version. This, in combination with voluntary premiums reductions, was
enough to abate the criticism (New Brunswickers, it appears, are not
able en masse to look at insurance rates in, say, Manitoba).

This year, oil companies (and especially Irving) are gouging New
Brunswick drivers. Despite paying the same world price as other
jurisdictions, and despite similar taxation rates, New Brunswick oil
companies have charged much more than their counterparts in Ontario
(and consistently more than their counterparts in regulated PEI). Lord
brought in regulation, but in such a way that his patrons would not be
impacted. Hence, while small wholesalers are squeezed out, Irving
chugs along, untouched.

If we look at what Lord promises and what he does, it's a similar
pattern. He wants to appear to be a populist. For example, after
hearing requests for years, he has finally promised $250 million to
refurbish schools. Critics will point out (correctly) that he has
ignored this infrastructure for seven years. The $250 million will
disappear after the election, just as his promised health care
expenses disappeared after the last election. Why? His patrons
disapprove of expenditures on health and education - they would much
rather see these systems privatized. Well, Lord can't do that - but he
can run them into the ground in the interim, in the hopes that enough
New Brunswickers will plead for private services, anything, to replace
the mess they must endure.

The real issue in this election - or, what would be the real issue,
were the media not almost completely controlled by Lord's patrons - is
the general incompetence of the Lord administration, its inability to
do anything in the way of proactive governance of the province. This
is why Lord attacks Graham on his qualifications. because, were the
spotlight pointed the other way, Lord would be seen as incompetent.

Both the insurance and the gas price regulations were fiascos, for
example. Not simply did they favour Lord's patrons, they were launched
in a confused and unclear fashion, with changes and announcements
being made at the last minute.

Even the current election was launched in this ad hoc style, with Lord
being unable to pick a day and organize an election-launch rally on
time.

Lord's planning process produced a document, the 'five in five' plan,
giving his government the distinction of taking seven years to produce
a five year plan.

The orimulsion fiasco has received only limited coverage in the press.
For those who have forgotten, Lord's government committed $800 million
to build an orimulsion plant without first having signed a contract
for delivery with the only orimulsion producers in the world, the
Venezuelans.

The Conservatives do not, in fact, have a long term plan for energy
sustainability. So far as any observer can judge, the plan is to
essentially have Irving import oil and gas from the world market.

Lord did attempt to obtain funding for a nuclear plant. However, he
was unable to reach a deal with the federal government, and then
blamed the federal government for the failure, despite the fact that
no similar deal exists with any other province.

Lord, meanwhile, was a strong supporter of Harper's pre-election plan
to address 'fiscal imbalance'. He should have checked the plan,
however, since he apparently failed to realize that the plan would
mean less money for New Breunswick, not more. It turns out that
Ontario and New Brunswick have very different views on what
constitutes fiscal imbalance.

Lord claims to have accomplished a lot. He boasted in a recent speech,
for example, to have spent more money on roads than ever before. New
Brunswickers would be wondering where this money went - he appears to
have paved only a few kilometers of highway. Fredericton residents are
familiar with the never-ending construction of the link to highway
two. Moncton residents are still waiting for their new bridge to be
connected to a major road. Dieppe residents are still waiting for a
bridge. In seven years, Lord has not managed to connect the highway
system with either Maine or Quebec.

Residents of New Brunswick are also wondering about Lord's health care
management plan. Not simply the $25 million announced this month for a
health care records system, again missing for the preceeding seven
years. But also the closure of hospitals and the plan to develop
'regional specializations', busing patients from (say) Moncton to
Saint John (or to Halifax) for treatment.

Lord doesn't understand privacy and accountability. He has had two
ministers resign because of breaches of privacy. OK, this happens. But
then he swiftly hires them back. It's this sort of recycling of people
who are demonstrated to be incompetent that leaves a sour taste in
people's mouths.

Let's also not forget that Bernard Lord's salary is topped up by
$70,000 every year by the Conservative Party. For any other public
official this would be a gross conflict of interest. For Lord, it's
business as usual.

Speaking of resignations, how about Tanker Malley. Here is an MP who
resigned because the Lord government was wrecking his riding's health
care system and generally ignoring its development and tourism needs.
Lord's first reaction was to fabricate a threat made by Malley in an
attempt to promote a judge. What? Nobody believed this, of course, and
Malley (another retread Tory) is now in good standing in the house.

Speaking of economic development and tourism, Lord has done nothing.
There have been several cases where development has gone elsewhere -
such as the hundreds of jobs Research in Motion decided to send to
Nova Scotia - where the NB government was not in the game. Lord's
government appears to respond when companies come calling, but do not
proactively seek out the valuable and worthwhile development.

Another example of the populist do-nothing approach is the Petitcodiac
River. Lord is quite comfortable making promises to let the river flow
again, but his well-heeled supporters by 'Lake Petitcodiac' have
managed to stall the breaching of the causeway for Lord's entire term
of office. Lord's latest is that it's a federal responsibility.

This is a very common characteristic of the Lord government. It is
passive. The feds have to come to him. It's not up to the government
to initiate funding programs, or tourist programs, or development
programs. Which means that the worthwhile programs - the ones that
take some effort - escape, while the New Brunswick government ends up
funding things that would be done anyways.

I could continue with this comment - there's no shoratge of examples,
but you get the point. There is no need to fish for an issue in this
election. The issue should, very clearly, be a question of competence.
But no media outlet in this province is going to touch this. Because,
on this issue, Lord is swept out of office.

Bloggers' meeting
What a wonderful time we had!  Cathy Resmer of 802 Online organized
it, and there were more than twenty of us there.  The internet is a
very important part of my life these days, and I delight in the many
bloggers I have got to know in this way.  That said, there is still
nothing like the gathering together of live bodies and the sound of
people talking....

I see that many who were there went home and blogged right after the
meeting.  Others added their comments on Sunday.  But this old granny
blogger had to rest up all day Sunday from all the excitement and am
just getting caught up today!

Thanks again, Cathy, and to everyone who was there.  I loved every minute...!

in our federal election that was held June 28. He was a candidate in
our constituency of Fundy (now called Fundy-Royal).

As I recall David Amos came last of four candidates in the election.
The winner got 14,997 votes, while Amos got 358. I have attached the

Raising a Little Hell- Lively Debate Provokes Crowd

The 1979 Trooper song Raise a Little Hell blared on the speakers at
the 8th Hussars Sports Center Friday evening as people filed in to
watch the Fundy candidates debate the issues. It was an accurate, if
unofficial, theme song for the debate.
The crowd of over 200 spectators was dwarfed by the huge arena, but as
they chose their seats, it was clear the battle lines were drawn.
Supporters of Conservative candidate Rob Moore naturally took the blue
chairs on the right of the rink floor while John Herron's Liberalswent
left. There were splashes of orange, supporters of NDP Pat Hanratty,
mixed throughout. Perhaps the loudest applause came from a row towards
the back, where supporters of independent candidate David Amos sat.
The debate was moderated by Leo Melanson of CJCW Radio and was
organized by the Sussex Valley Jaycees. Candidates wereasked a barrage
of questions bypanelists Gisele McKnight of the Kings County Record
and Lisa Spencer of CJCW.
Staying true to party platforms for the most part, candidates
responded to questions about the gun registry, same sex marriage, the
exodus of young people from the Maritimes and regulated gas prices.
Herron and Moore were clear competitors,constantly challenging each
other on their answers and criticizing eachothers’ party leaders.
Hanratty flew under the radar, giving short, concise responses to the
questions while Amos provided some food for thought and a bit of comic
relief with quirky answers. "I was raised with a gun," Amos said in
response to the question of thenational gun registry. "Nobody's
getting mine and I'm not paying 10 cents for it."
Herron, a Progressive Conservative MP turned Liberal, veered from his
party'splatform with regard to gun control. "It was ill advised but
well intentioned," Herron said. "No matter what side of the house I am
on, I'm voting against it." Pat Hanratty agreed there were better
places for the gun registry dollars to be spent.Recreational hunters
shouldn't have been penalized by this gun registry," he said.
The gun registry issues provoked the tempers of Herron and Moore. At
one point Herron got out of his seat and threw a piece of paper in
front of Moore. "Read that," Herron said to Moore, referring to the
voting record of Conservative Party leader Steven Harper. According to
Herron, Harper voted in favour of the registry on the first and second
readings of the bill in 1995. "He voted against it when it counted, at
final count," Moore said. "We needa government with courage to
register sex offenders rather than register the property of law
abiding citizens."
The crowd was vocal throughout the evening, with white haired men and
women heckling from the Conservative side. "Shut up John," one woman
yelled. "How can you talk about selling out?" a man yelled whenHerron
spoke about his fear that the Conservatives are selling farmers out.
Although the Liberal side was less vocal, Kings East MLA Leroy
Armstrong weighed in at one point. "You’re out of touch," Armstrong
yelled to Moore from the crowd when the debate turned to the cost of
post-secondary education. Later in the evening Amos challenged
Armstrong to a public debate of their own. "Talk is cheap. Any time,
anyplace," Armstrong responded.
As the crowd made its way out of the building following the debate,
candidates worked the room. They shook hands with well-wishers and
fielded questions from spectators-all part of the decision-making
process for the June 28 vote.

The Unconventional Candidate
David Amos Isn’t Campaigning For Your Vote, But….

FUNDY—He has a pack of cigarettes in his shirt pocket, a chain on his
wallet, a beard at least a foot long, 60 motorcycles and a cell phone
that rings to the tune of "Yankee Doodle."
Meet the latest addition to the Fundy ballot—David Amos.
The independent candidate lives in Milton, Massachusetts with his wife
and two children, but his place of residence does not stop him from
running for office in Canada.
One has only to be at least 18, a Canadian citizen and not be in jail
to meet Elections Canada requirements.
When it came time to launch his political crusade, Amos chose his
favourite place to do so—Fundy.
Amos, 52, is running for political office because of his
dissatisfaction with politicians.
"I’ve become aware of much corruption involving our two countries," he
said. "The only way to fix corruption is in the political forum."
The journey that eventually led Amos to politics began in Sussex in
1987. He woke up one morning disillusioned with life and decided he
needed to change his life.
"I lost my faith in mankind," he said. "People go through that
sometimes in midlife."
So Amos, who’d lived in Sussex since 1973, closed his Four Corners
motorcycle shop, paid his bills and hit the road with Annie, his 1952
Panhead motorcycle.
"Annie and I rode around for awhile (three years, to be exact)
experiencing the milk of human kindness," he said. "This is how you
renew your faith in mankind – you help anyone you can, you never ask
for anything, but you take what they offer."
For those three years, they offered food, a place to sleep, odd jobs
and conversation all over North America.
Since he and Annie stopped wandering, he has married, fathered a son
and a daughter and become a house-husband – Mr. Mom, as he calls
himself.
He also describes himself in far more colourful terms—a motorcyclist
rather than a biker, a "fun-loving, free-thinking, pig-headed
individual," a "pissed-off Maritimer" rather than an activist, a proud
Canadian and a "wild colonial boy."
Ironically, the man who is running for office has never voted in his life.
"But I have no right to criticize unless I offer my name," he said.
"It’s alright to bitch in the kitchen, but can you walk the walk?"
Amos has no intention of actively campaigning.
"I didn’t appreciate it when they (politicians) pounded on my door
interrupting my dinner," he said. "If people are interested, they can
call me. I’m not going to drive my opinions down their throats."
And he has no campaign budget, nor does he want one.
"I won’t take any donations," he said. "Just try to give me some. It’s
not about money. It goes against what I’m fighting about."
What he’s fighting for is the discussion of issues – tainted blood,
the exploitation of the Maritimes’ gas and oil reserves and NAFTA, to
name a few.
"The political issues in the Maritimes involve the three Fs – fishing,
farming and forestry, but they forget foreign issues," he said. "I’m
death on NAFTA, the back room deals and free trade. I say chuck it
(NAFTA) out the window.
NAFTA is the North American Free Trade Agreement which allows an
easier flow of goods between Canada, the United States and Mexico.
Amos disagrees with the idea that a vote for him is a wasted vote.
"There are no wasted votes," he said. "I want people like me,
especially young people, to pay attention and exercise their right.
Don’t necessarily vote for me, but vote."
Although…if you’re going to vote anyway, Amos would be happy to have
your X by his name.
"I want people to go into that voting booth, see my name, laugh and
say, ‘what the hell.’"

AFFIDAVIT OF DAVID R. AMOS
Now comes, David R. Amos, a Citizen of Canada and a Legal Permanent
Resident of the USA and asserts his Constitutional Rights pursuant to
Title 42 Sections 1981, 1982, 1985 and 1986 of the Federal Code and
freely swears under the penalties of perjury that the following
statements are true and to the best of his knowledge.
On September 3rd, 2004 I returned to the USA and stood before the
Dorchester District Court in response to a summons served upon my home
in Milton MA dated August 13th, 2004.
On September 3rd, 2004 I reported to the probation officer as ordered
after he joked and made fun of me he directed me to serve upon the
District Attorney the many original wiretap tapes that I had promised
I would bring to court and ask if they wished to continue. The
District Attorney Office wished to prosecute me so I returned to the
probation office and the required documentation was filled out. I did
not discuss the matter with anyone working for the Commonwealth on
Septmber 3rd or since that time other than register my indignation
about the lack of diligence, professional behavior and malicious acts
practiced against me in an effort to impeach my character.
On September 3rd, 2004, before any hearing of the matter began I
protested the fact that the Clerk Buckley had claimed that I was
pleading not guilty. I had made no plea whatsoever. I refused to waive
any of my Rights and I demanded that the court prove its jurisdiction
to hear the matter.
For over a period of almost three months I had tried to resolve the
issues of this matter with the Clerk’s Office of this court, the
Boston Police Dept., the Police Commissioner, the City’s Legal Dept.
the Mayor’s office, the Suffolk County District Attorney’s Office, The
Governor’s Office, the US Ambassador to Canada, the Royal Canadian
Mounted Police. CSIS and the Canadian Consulate in Boston. I was
refused the right to know what the allegations against me were and no
one would discuss my concerns about the possibility of foul play. I
knew I had done nothing wrong and I had fully disclosed the
circumstances to the Suffolk County District Attorney as Chief Justice
Robert A. Mulligan had suggested. I had received an answer from the DA
weeks before he was willing to prosecute me on false charges. I had no
understanding of the matter. I had not been given information to work
with and no one would speak to me. If the District Attorney Daniel F.
Conley had acted ethically and diligently the lawyer, Angel Troccoli
and her cohorts within the law firm of Dane M. Shulman should have
been the ones charged with criminal actions against me.
On September 3rd after the hearing and another hearing was marked for
today October 1st, Judge Coffey ordered ADA attempting to prosecute me
to give me a copy of the documents that I was entitled to view. In
return I gave her my Canadian contact number so that we may confer
about this matter. I then returned to Canada to defend my rights and
freedom. The ADA never called. I was not surprised because upon
viewing the material provided I discovered that there is in fact no
complaint against me.
The complaint in this matter is not signed or witnessed by anyone.
Apparently the DA did not expect me to make it to court on September
3rd and certainly did not wish to discuss it with Canadian
authorities. I now consider the DA Conley to be just another corrupt
politician just like Tom Finneran and further proof of why it was so
necessary for me to go to Canada and run for Parliament in order to
speak in a public forum of my knowledge of public corruption. I gave
all the crooks to the last possible minute for one to act ethically
and uphold the Public Trust. All I got in return was continued
harassment with the little perk of Colonel Foley quitting his job
before I left and Tom Finneran quitting his as soon as I got back. It
appears that I must complain of the Queen and President Bush if no one
in public service is willing to uphold the law and act within the
scope of their employment.
For the record I must state the reason I was alarmed by this malicious
action against me. The fact is it was the Trail Court of Massachusetts
on April 1st, 2003 that had made false allegations against me to
agents of the DHS claiming that I had threatened the life of George W.
Bush. Now the same court was demanding that I return to the USA to
stand in court and answer charges it knew to be false the morning
after the President’s big Political Speech in New York. I had no doubt
whatsoever that the DHS would pounce on me at the border and use a
policy of rather than safe than sorry upon me and take me away for the
benefit of many a low man in high places. The RCMP would do nothing to
protect me and in fact attempted to run me out of Canada on Sept 2nd
That was the very day of the Republican National Convention was much
in the news about protests and presidential propaganda. In order to be
of no possible threat to the President I was compelled to come to the
USA after the President left New York and drive all night in order to
appear in court on the morning of the 3rd.
The most alarming fact of all is that everybody knows that I am bounty
hunting for Whitey Bulger. The order to come to his old stomping
grounds and amongst his friends by the same corrupt justice system
that allowed him to practice his criminal behavior for so long and
then allow him to escape justice is indeed a very malicious summons.
April 1st, 2003 was also the only day that I ever met with the lawyer,
Angela Troccoli before Sept 3rd. I argued her before Judge Livingstone
in Plymouth Probate Court. I have argued her again in Norfolk Probate
Court on Sept. 21st, 2004. That court found it necessary for no stated
reason to place six court guards around me. I am far more than a mere
acquaintance to her but obviously a rather formidable litigant against
her criminal actions. I did send her emails asking her to ask her
clients to stop harassing me with attached photos of the proof. The
emails were necessary because she would not return my phone calls and
sent my correspondence to her partner Dane M. Shulman to Barry
Bachrach claiming that I was his client. I am not and never was. Mr.
Bachrach had informed Troccoli many times that he only represented my
wife, Jean F. O’Meara because the court had Stricken my right to do so
pursuant to M.G.L 201B.
Barry Bachrach has now withdrawn from all of my wife’s matters with my
assent because of a conflict of interests over one of his partners and
myself about a fraudulent Title V inspection. However he is an
important witness to be called because he has complete knowledge of
all my contact with Troccoli during the time frame that I have been
accused.
Barry Bachrach also has several original wiretap tapes in his
possession in case the ones given to the District Attorney have
disappeared like so much of my other material has.
On April 1st, 2003 I became aware that Troccoli and the Massachusetts
Trial Court had practiced fraud against me and had created a Notice of
Appearance in my name with a false document in order to strike me and
cover up their own wrongs.
On April 1st, 2003 I had also spoken to a Judge in Quincy District
Court in my best effort to have the court place a restraining order
against my brother in laws William, Robert and Brian O’Meara in my
name because after I had tried to do so a few days before in my wife’s
name under her Durable Power of Attorney the court laughed at me and
denied it. Within a day of my first appearance in Quincy District
Court William O’Meara called my wife at her work and implied that the
homes would burn down and he was willing to pay the insurance
premiums. Those same insurance premiums were continued to be paid by
us and one policy was canceled over one month after the property in
Plymouth was destroyed by Troccoli clients. The Plymouth Probate Court
called a Trial quickly with no notification to the litigants after
Sept 3rd and on September 9th it authorized a very fraudulent real
estate sale about a property that had been illegally destroyed for
five months.
The lawyer Troccoli and the Massachusetts Trial Court have been
assisting the criminal actions of my brother in laws and many others
in order to protect the interests of many lawyers and politicians from
my actions in other courts.
My wife’s family have forged her signature on a Purchase and Sale
Agreement, created fraudulent Title V inspection, broke into our home,
assited in the theft of her rightful inheritance, stolen personal
property and food, made false allegations against me in other states,
threatened to burn down the homes and harassed us on sometimes a daily
basis with the knowledge and assistance of several Police Departments.
It is time we sought relief.
Whereas two of my most recent documents have disappeared from the
Public Record in two countries I have attached them to this affidavit
for the court and the public to view. Exhibit A is a Motion to Dismiss
Troccoli’s latest malicious action. It was filed on September 13th,
2004 and stricken from the Public Record by Judge Langlois on
September 21st. Exhibit B is a copy of two letters with the same
enclosures that were sent to the RCMP in Newfoundland byway of the
Canada Post and one was sent to the Canadian Consulate by US Mail.
Both mailings were tracked and not received. They are obviously now in
the possession of some sort of secret authority. As the court views
these documents it can easily see what I say is true and my material
is of no concern for the public safety. They are filed in the public
record for the benefit of all in my best effort to see that the Public
Trust is upheld. I have also brought to court a case of documents
requested by Utica Mutual Insurance Company of New York to investigate
the actions of their client Jan Whiting. However once they knew the
truth they refused to accept or pay for what they had requested. If
the court deems it necessary I shall file it into evidence to refute
the false allegations made against me.
Since I have last appeared in this court a great deal has transpired
that cannot be told of within this affidavit but it concerns the
pursuit of justice for many people in two counties. Much has been done
by many to stop my friends and I in revealing the truth of our
concerns. Thus far we have been able to thwart our adverasies actions.
The court should pray that it does not get our blood on its hands. The
proof of some of what I state can be found in Exhibit B.

Law firm set to pay $30M settlement to Hollinger

One of Canada's most prominent law firms has tentatively agreed to pay
at least $30 million US in a settlement to Hollinger International
Inc. for its role in deals that saw Conrad Black and some of his
deputies pocket millions of dollars.
The Globe and Mail reports that Tory's LLP could be about to make one
of the largest payments ever made by a law firm to settle allegations
that it failed to act in a client's best interests.
Sources told The Globe that the two sides are working on drafting
documents for the agreement and that Hollinger International could
announce the lucrative settlement as early as next week.
A spokesman for Chicago-based Hollinger International declined to
comment and a spokesman for Torys did not return phone calls, The
Globe reports.
Torys has 330 lawyers in Toronto and New York. It's unclear whether
the firm's partners will have to personally contribute to the payout.
Torys is a member of a private insurance exchange that is funded by a
number of other major Canadian law firms and reinsured by a variety of
insurance companies.
It is believed that the exchange, called the Canadian Lawyers
Liability Assurance Society, has enough funds and insurance coverage
to absorb most of the settlement costs.
The payout will be a huge public relations blow for Torys, but rival
law firms said the firm's strong reputation and blue-chip corporate
clients, including Brookfield Asset Management Inc., Rogers
Communications Inc. and Thomson Corp., should help it pull through.
"This settlement allows the firm to put all the controversy behind it
so that it can carry on," a senior official with a rival law firm told
The Globe.
It's believed that Hollinger International notified Torys in writing
of its intention to launch a suit against the firm on the grounds that
it failed to act in the company's best interests during transactions
that enriched Black.
Torys was Hollinger International's chief law firm from 1999 until
Black resigned from the company in 2003, when the company parted ways
with the law firm.
The allegations centre on the multiple roles Torys played as an
adviser to Hollinger International and two of Black's holding
companies when Hollinger International sold $2.1 billion US of assets
to CanWest Global Communications Corp. in 2000.
It's very unusual for law firms to simultaneously advise separate
parties during a transaction, without client consent, because of the
perceived difficulties in demonstrating undivided loyalty to more than
one client.
Sources told The Globe that Torys allegedly failed to inform Hollinger
International that it was also advising Black's companies, Ravelston
Corp. and Hollinger Inc., during the CanWest transaction.
Hollinger International has criticized Torys for not alerting them
that $51.8-million of proceeds from the CanWest sale was transferred
to Black, his private holding company and three of his deputies.
The personal payments are the subject of criminal charges levelled
against Black and some of his former colleagues by the U.S. Department
of Justice earlier this month.
It is also understood that the U.S. Securities and Exchange Commission
is reviewing Torys' role in the CanWest transaction as part of a
broader examination of Hollinger International's disclosure practices.
Large personal payments are usually required to be disclosed to
shareholders on a timely basis.
But the $51.8 million US of transfers to Black and his executives were
only publicly revealed when a U.S. law firm spotted the unusual
transfers in 2002 -- six months after the CanWest deal was completed.
In a report last year, a special committee of Hollinger International
directors criticized Torys and the company's auditor KPMG for failing
to alert the board about a number of questionable transactions
involving Black.
Torys has also been named in a Canadian class-action suit that alleges
Torys, Black, KPMG and others failed in their duty to protect the
interests of Hollinger International shareholders.

Methinks Landslide Annie will never get elected again. Do you. I know
for a fact that I am the one that has got her so upset. It is all over

and the light may dawn on your Marbleheads out west. She talks of a
Global connected world and asks us to choose between to crooks. The
money grubbing lawyer Paul Martin or your evil Bush supporting right
wing boss Harper. I sincerely hope that not one of you gets to take a
seat in the New Year in the 39th Parliament.
In my humble opinion you lapdogs for Bush all have failed the Canadian
people in your obligation to uphold the public trust and protect our
common interests. Harper proved to all he was willing to make backroom
deals with Humpty Dumpty as soon as he had Clarkson, the Queen’s
malevolent spendthrift alter her speech from the throne in order to
have Martin agree to the Yankee missile defence scheme.
The 38th Parliament should never have taken its seat if any Member of
Parliament had used the evidence of crime I provided them. You
Conservative MPs who demand integrity of liberals should have helped
me to impeach George Bush and Paul Martin out of the gate last year.
Stevey Boy Harper should not have been surprised when the old lawyer
Martin went back on his word after he got his way and was allowed to
buy as many favours as possible with the hard earned taxpayer dime.
Even the nasty Connie Rice got huffy about that. Petey Baby MacKay
proved to all the PC’s and the Westerner David Orchard years ago that
a lawyer’s words ain’t worth a damn even when he puts them in writing.
Didn’t he? Not all Maritimers are honourable. However not all
Maritimers are defeatists either as your Boss Harper likes to suggest.
Many Maritimers know better than to trust lawyers especially ones such
as Petey Baby MacKay and Johnny Crosbie particularly when they seek
the counsel of the crook, Brian Mulroney.
All that said I must thank you for the opportunity to run for
Parliament again and speak about your malice whilst I sue the Crown.
You fine and fancy folks are one year too later but better late than
never EH?
Should I say Merry Xmass to all and to all a Good Night? Naw. Bah
humbug works better for me I sincerely hope to Cya’ll in Court real
soon. In a court of law each and everyone of you can be held
accountable. The Canadian government certainly needs to be changed but
none of you have earned the right to bring it about. None of you
should feel blessed to follow a leader such as Harper. I hope it is a
wash and many other people will fill your seats. Many amongst them
there will be an ethical few. Here’s hoping I am allowed to prove in
court in the New Year what I know to be true about all of you.

Now that Paul Martin has finally set the date for his confidence vote,
methinks its time to pack my bags and head for home. I must raise some
serious political hell in the Maritimes before the Commonwealth of
Massachusetts does its worst to bankrupt my wife and put my kids on
the street before I can expose the rampant public corruption. This is
also a very good day to prove within the USA that we are well aware of
each other and of my concerns and allegations in order to stress test
the integrity of the US Mail. It and the Canada Post have failed me
big time in recent years particularly just before the Yankees falsely
imprisoned me last year for the benefit of George W. Bush, John Kerry
and Paul Martin to name a few. I have no doubt whatsoever each of you
dudes know more about me than I do about you. However that does not
mean that I have not studied each of you a lot more than the ordinary
layman. Just so we are clear, I have no respect for any of you. I know
that all of you are as crooked as Chief Mearn, his cops and the
lawyers who are coming into our home tomorrow without a warrant. This
mail should prove your malice and willingness to support crime and
public corruption.


Pursuant to my many emails, phone calls and faxes etc., you will find
enclosed as promised exactly the same material I served upon the
Solicitor Generals Teddy Olson and landslide Annie McLellan last year
before I ran for Parliament last year. The CD of the copy of wiretap
tape # 139 is served upon you as officers of the court and FBI Agents

playing dumb about for far too long. This material was good enough to

their jobs. It is every bit as valuable today and you all know it. Ask
the many people whose names can be found within these documents or
Franky Boy or Claude Richer, Allan Rock’s lawyer buddy in the RCMP
about this stuff before you call me a liar. As you all know I am out
of jail on bail pending my upcoming criminal trial in front of a jury
of my peers. I have the right to remain silent in the USA. I will
employ different rights in Canada and say a lot.


What I choose to say while stumping for a seat in Parliament in Canada
is of my concern not yours. If you dudes do your jobs here and I act
ethically and legally up home with luck the world will be far better
off in short order. I have already checked the rules with the people
working for Elections Canada. We agree it is perfectly legal for an
innocent man to run for Parliament while being prosecuted with false
charges in the wrong jurisdiction and venue in the USA. Everybody
knows I can secure my personal freedom quicker in a political forum in
Canada rather than argue crooked judges in the USA. They have already
imprisoned me on bullshit charges without even reading me my rights or
telling me why I was in jail. The crooks are not going to have a
sudden fit of ethical behavior now without it becoming a matter of
political will. We all know it is high time for a change, the sooner
the better for the Maritimes as well as the rest of the world. What
better politician to argue with than a right wing lawyer named Rob
Moore?


As you all no doubt know I have been talking to many people within the
UN and have sent many much of my stuff. You all must have laughed as
hard as I did when the Cubans were afraid to talk about my stuff. I
must agree with George Bush about one thing. The UN is certainly in
need of an overhaul. Yet we all know that nasty dudes like Maurice
Strong’s buddy, Paul A. Volcker, the Former North American Chairman of
the Trilateral Commission and Karl Rove’s puppet, John Bolton are just
going to make matters worse. The same holds true with the turncoat
Robert C. Pozen. He now offers advice to Bush on how to fix Social
Security simply because I sent him running for cover with my Putnam
Investment concerns and the malevolent media control of Global
Corporations. Feel free to argue me or act ethically. You choose. I
don’t care. Franky Boy knows he is way past too late. I am just
rubbing his nose it before I talk a lot about him and his failure to
uphold the public trust in our old stomping grounds up home. I can’t
help but wonder how he explained his “Harper is a lapdog for Bush”
dogma to Karl Rove and his nasty cohorts. I suspect it was an allowed
comment from an insider of the Carlyle Group. Don’t you? We all know
Stephen Harper would never fit in that group. He is as dumb as a post.
All of his successes playing at politicking have just been a matter of
luck and playing on the PC and Liberal scandals. Harper is kinda scary
to me. He has a truly awful agenda in store for all Canadians like
evil old T. Alex Hickman and Johnny Crosbie did for our Newfys.


Sometimes less is more. So in conclusion I will just quote former
Inspector General of the DHS Clark Kent Irwin and simply say it would
have benefited all if he had taken his own advice way back in November
of 2003 when he had an important job.

Obviously after a bit of a struggle Kingsley's crowd finally allowed
me on the ballot in Frederiction much to the chagrin of about seventy
or so people who nominated me that Elections Canada claimed had no
right to vote. I kinda figured that it would be a battle so I got many

crooked politicians play wicked games even at Xmas time EH? Rest

  About 60 protesters rallied on the lawn of the legislature Thursday to
  demand the provincial government reverse a decision to cut winter
  services at Mactaquac Provincial Park.

  The Liberal government said it would cut winter activities as a
  cost-saving measure when it released this year's provincial budget.

  Norah Profit-Grey said she can't understand why the province would
  want to make it more difficult for people to use the park.

  She said the decision will make it harder for schools to schedule
  winter outings.

  "The school district sends children from basically every school up to
  the Mactaquac park for different educational programs. If it's closed
  in the wintertime, all of those programs will be cut," she said.

  "This is the perfect place to teach the kids about the outdoors. We're
  constantly striving to be greener and get them more active, but here
  we are taking away this valuable resource."

  She said the decision is out of step with the province's recent
  wellness campaign and will also make life more difficult for families
  who can't afford to make frequent winter outings.

  "We can't afford to take the kids to Crabbe Mountain every week to go
  skiing, so all of our winter activities are based in Mactaquac,"

  Profit-Grey said.

  Tourism and Parks Minister Stuart Jamieson said the cuts won't mean
  the park is completely closed, but he agreed that services will be
  reduced.

  "We will have the park open on a small basis," he said.

  "For people (to have) a place to park and go skiing and snowshoeing
  and sliding, but we're not going to groom the trails."

  And the cuts will impact nearly all of the park's employees - forcing
  many to accept seasonal work or an early retirement package.

  Jamieson met with protesters at the end of the rally Thursday. He said
  he's been speaking with representatives from local service districts
  about other possible scenarios.

  He said it may be possible for community groups to find the money to
  keep some winter services going.

  "I'm interested in seeing if there is some group that would be
  interested in facilitating a small operation there," he said.

  "We'd help them out to do that."

  Rally organizer Barb Hoyt said that was a disappointing response.
  "I just don't see why they can't work, within government, to do this," she
said.

  "You know, $600,000 isn't a lot of money. They probably spend that on
  things they don't really need. I really don't think it's a great
  decision."

  Jessica McPhee said it seems like the province made a hasty move.

  "I think a lot of people think they said, 'Oh, there's an economic
  downturn. What are we going to do?'" she said.

  "And they took the most obvious places to cut money - not necessarily
  the best. If they had taken a little time, they could have found some
  better alternatives."

  Protesters waved skis, sleds and crazy carpets to represent the many
  winter activities that could be affected by the budget cuts.

  Kirk MacDonald, Tory MLA for York North, and Jamieson clashed over
  cuts to the provincial park in the legislature during question period
  Thursday.

  MacDonald said 19 employees will be affected by the cuts and many have
  more than 30 years of service.

  "Is this fair? Is this how we reward people who have given 30 years of
  service to this province?''

  Jamieson said the government is concerned about the employees and his
  staff has been meeting with them.

  "For those who want full-time employment, we are looking at other
  departments in which to place them," he said.

  "We have a number of people at Mactaquac who can retire, and several
  have indicated that they would do that," said Jamieson.

  Some people who are staying on seasonally will be reduced to 40 weeks
  of employment and others to 26 weeks as seasonal employees, he said.
  "Nobody is losing their job," said Jamieson."

  MacDonald introduced a motion Thursday afternoon calling on the
  government to look at ways to work with employees to increase revenues
  and decrease expenses so that Mactaquac park can stay open year-round.

  The motion was amended several times by both sides and eventually
  passed unanimously.

  Meanwhile, outside the legislature, the Fredericton Police Force
  arrested blogger Charles LeBlanc during the rally.

  LeBlanc has been banned from the property since 2006.

  Const. Ralph Currie confirmed that police arrested a man during the
  rally, but he wouldn't name the individual.

  He said the man was released with a promise to appear in court at a
  later date. Police are investigating the incident, but Currie said the
  man could face charges related to trespassing and mischief.

  The other day Charles LeBlanc posted a picture of Public Safety
  Minister John Foran. Then he put a cartoon bubble beside his head
  which read: "I don't give a darn how those kids died!" The reference
  is to the student basketball players from Bathurst.

  I believe LeBlanc's blog raises many great issues in the Fredericton
  community, but it also has items like the one mentioned above. To me,
  that ruins any credibility he would like to have.

  If he wants to be a serious blogger, he has to create some guidelines
  and stick to them. His personal attacks can sometimes go to far.

  Mactaquac park is a wonderful place to enjoy winter recreational
  sports such as snowmobiling, cross country skiing, skating, snow
  shoeing and sliding. I use the park every winter for sliding. The hill
  is the best in the area. I hope the government will reconsider their
  decision. Recreation is bound to be the first to go during tough
  economic times, it is no different in a family budget. I am sure that
  a win win solution can be found if the government will be sensitive
  and considerate and give it some thought. I wonder what the $600,000
  cost to keep the park open translates to for each tax paying New
  Brunswicker? Perhaps they can consider a small toll to enter the park
  during the winter season. I wouldn't mind paying $5 per visit per car
  load if it would keep the park running. Just a thought ...

  Spend a little time, do some investigation, you will quickly see that
  your fingers are engaged but your brain is not.

  Well Boogie Loogie if anyone would have first hand knowledge of things
  of little substance it would appear to be you. Living in a world of
  fantasied self importance isn't all that bad a thing as long as you
  confine yourself to the odd bizarre on line commentary and remain
  relatively harmless so more power to you my aberrant friend. No one
  will care that much one way or the other what you have to say but of
  course you are use to that anyway.
