The U.S. has unleashed weapons of financial destruction, and economists are watching for long-term fallout
They ask: Will weaponizing finance return to haunt U.S. by undermining the dollar's role as world currency?
A group of economists was asked to contemplate a question about sanctions on Russia and their potential for deep, long-term consequences on the United States.
At issue is a source of American power so ubiquitous it's been assumed for generations to be unshakeable: The almighty dollar and its role as a global reserve currency.
Imagine being able to run up massive deficits every year; spend more on your military and government programs; enjoy cheaper interest rates on debt; and still never worry about your currency collapsing because it's used everywhere.
Now imagine also being able to punish your enemies by cutting off access to this currency, making it illegal to transfer any money through U.S. banks.
The U.S. need not imagine this exorbitant privilege, to borrow a term from a former French leader: It's been the reality since the Second World War, when the U.S. dollar became the dominant international currency.
Around the world it's popular with people, companies and governments, in everything from cross-border sales to the central bank holdings other countries use to stabilize their economies.
"It's a pretty great deal," said David Laidler, professor emeritus at Western University and University of Chicago-trained monetary economist.
"It's international money, is what it is."
Central banks hold assets in lots of foreign currencies to stabilize their own. None comes close to the popularity of assets in U.S. dollars. (IMF)
Now the steward of that international currency, the U.S., with its allies, has cut Russia off from banking systems; prohibited dollar transactions; isolated Russia's central bank; and could trigger Russia's worst debt default in a century.
What if Russia tries seeking relief from the Washington-based International Monetary Fund or World Bank? The U.S. and other G7 countries are working to cut off that access too, all punishment for Russia violently invading its neighbour.
As U.S. President Joe Biden said Friday: "[We're] crushing the Russian economy."
So dozens of prominent economists were asked this week in a recurring survey run by the University of Chicago whether we're about to witness a ground-shifting economic event.
Those economists from Yale, MIT, Harvard, Princeton, Berkeley and Stanford were specifically asked whether this weaponization of dollar finance might lead to countries shifting away from the dollar as the dominant international currency.
Most confessed to not having an answer about where things go from here: 42 per cent said they didn't know, 16 per cent predicted a shift, and 28 per cent predicted no shift. Fourteen per cent had no opinion or did not answer.

Those predicting no change argued there's just no logical successor to the dollar. Others countered that the greenback's pre-eminence will be gradually eroded by cryptocurrencies and other currencies.
That debate is unfolding beyond the towers of academe.
Some bankers have called the punishment of Russia a turning point in financial history, predicting that U.S. rivals have new incentives to start using other currencies, especially after the U.S. seized Afghanistan's assets last year following the Taliban takeover.
The role of the dollar: How it started
The dawn of American monetary supremacy coincided with the last world war, while the sun was setting not just over the British empire but over the dominance of the British pound.
Guests from around the world were welcomed to Bretton Woods, N.H., in 1944 with a statement from U.S. President Franklin Roosevelt, who later described the goal of that conference: avoiding a repeat of the international economic warfare of the 1930s that culminated in the bloodiest conflict in human history.
Central to that effort was creating the two above-mentioned bodies, a new International Monetary Fund to stabilize currencies and a World Bank to lead development and reconstruction.

They would be located in the U.S. capital, and the IMF would base its exchange rates on the U.S. dollar, which itself was pegged to the price of gold (until 1971).
Britain resented its loss of status and wanted to remain the epicentre of the financial world — but its massive war debts and damage left the U.S. as the uncontested superpower of the capitalist world.
The U.S. dollar is to this day involved in nearly 90 per cent of all international currency exchanges, is used in half of cross-border goods purchases, and represents about 60 per cent of central bank reserves held in cash and bonds.
That centrality makes U.S. sanctions an especially powerful tool.

Remember Meng Wanzhou? Canadians undoubtedly do recall the extraordinary ripple-effects, economic and human, that followed the arrest of that Huawei executive.
What's less well-known is the reason for Meng's arrest: The Chinese citizen was charged with violating American sanctions against Iran.
She was accused of sending payments from China, in U.S. dollars through a New York bank, to a secret Huawei subsidiary in Iran, and of then concealing those payments.
How it's going now
It's no surprise American rivals want to reform the system.
China's central bank 13 years ago called for reforms toward a multinational reserve currency system, and it now has a digital currency system with a so-called e-yuan app that has over 260 million users, though it insists this isn't aimed at the dollar.
Russia has complained bitterly for years about the U.S. abusing its currency supremacy, and Vladimir Putin said last year that the U.S. is biting the hand that feeds it, by reducing confidence in the U.S.-centric system.
Russia has attempted to de-dollarize for years by severely cutting its use of greenbacks in trade with Brazil, India, China and South Africa, and in the holdings in Russia's national wealth fund.
Is change imminent?
The U.S. has worked to preserve its advantage.
Just this week, the Biden administration announced a study on developing government-backed cryptocurrency, and one of its stated objectives was to preserve the American role in the financial system.
So is change imminent?
A software entrepreneur and hedge-fund manager who's written about how cryptocurrencies will affect the dollar says it's inevitable but will occur gradually, over many years.

"In my mind, it's already happening. And it was already happening before any of that Russia-Ukraine stuff started," Erik Townsend said.
"It's ending in slow motion. You can't replace something until you provide the replacement."
In his view, digital currencies are the logical successor, as implied by the title of his book — Beyond Blockchain: The Death of the Dollar and the Rise of Digital Currency.
The euro has been too unstable, he said, dashing early expectations it might rival the dollar. The Chinese yuan remains little-used internationally.
He said it'll take a period of technological upheaval to determine which form of digital currency becomes most popular for international transactions.
He expects we'll see competition between government- and private-sector-created currencies, we'll have new exchanges where we convert these currencies, and ultimately governments may regulate or restrict foreign rival currencies.
What's the Canadian angle?
He said it's taken U.S. politicians way too long to launch a study like the one this week, given how important this issue is for their country.
Over 100 countries are already studying or piloting central bank digital currencies for cross-border or domestic use, the White House said this week in announcing its study.

Not that the dollar's dominance is all positive for the U.S.
A briefing note for members of the U.S. Congress spelled out some of the drawbacks of a stronger dollar: It makes foreign goods cheaper, and easier to import, so American manufacturing plants have a harder time competing, causing closures and lost blue-collar jobs. Lower interest rates can also lead to more debt.
Laidler says it's still, on balance, a great advantage to the U.S. The end of dollar hegemony would leave America less powerful and less wealthy, he said.

He's firmly in the camp of those doubting the greenback will be supplanted anytime soon: There's no other currency that rivals it, he said, and as for digital currencies, he said central banks will wind up adopting and regulating them.
"I think it's a long way off," he said of the dollar's reserve-status demise.
And what's the Canadian interest in all this?
Laidler said some Canadian nationalists might appreciate a less influential U.S. But it would also hurt our country given that we rely on American buyers for three-quarters of our exports, he said. "The U.S. would be a less prosperous country.... That wouldn't be such a good thing."

Financial sanctions will drive Russia into 'deep recession,' shift global economic order: IMF official
Gita Gopinath warns of spillover effects of conflict, sanctions, into global economy
Gita Gopinath, a senior deputy managing director with the international financial institution, said in an interview that aired Sunday on Rosemary Barton Live the world will continue to face increased commodity prices, disruption in Eastern European countries and depressed economic confidence in consumers and investors.
"The scale at which we're seeing this happen is really, really large. I think it has implications for the global economic order as we know it," Gopinath told CBC chief political correspondent Rosemary Barton.
"We're also seeing that the next set of sanctions will be on either removing Russia from the World Trade Organization. So these are big shifts that are happening ... And the longer it lasts, the more likely it is that we will see big changes in the global order," she said.
The IMF this week approved US$1.4 billion in emergency financing to Ukraine, which Gopinath said would help the embattled country deal with acute shortages in basic goods and infrastructure resulting from the ongoing war started by Russia.
But Gopinath told Barton there is little the IMF can do to punish Russia directly given that it has no active programs in the country.
She said she would not speculate on the possibility of booting Russia from the IMF, but said "We've seen the unthinkable happen in terms of a war in Europe, so at this point, I'm not going to speculate, but things are moving so quickly and rapidly that many things are possible."

Canada has moved with other North American and European countries to place significant sanctions on Russian entities, including cutting off some banks from the SWIFT financial communications system. Prime Minister Justin Trudeau said the sanctions are aimed at Putin and his "fellow architects of this barbaric war" while Foreign Affairs Minister Mélanie Joly has said they are aimed at "suffocating" the Putin regime.
Among those recently sanctioned by Canada was Russian billionaire Roman Abramovich, who is the largest shareholder in the steel company Evraz, which operates in western Canada. Finance Minister Chrystia Freeland warned early in the conflict that international sanctions could have effects in Canada, but Trudeau downplayed that fear this week.
"The sanctions on Russian officials and oligarchs like Abramovich are directed at them so that they cannot profit or benefit from economic activities in Canada — or the hard work of Canadians working in companies that they have investments in," Trudeau said while in Poland on a tour to visit European allies.
Ukraine has repeatedly asked for additional aid from western countries, which have responded with economic measures as well as material military aid, but have not become directly involved in the conflict.
Ukrainian president Volodymyr Zelensky is set to address the House of Commons this Tuesday.

China puts new COVID restrictions in place, urges Beijing residents to stay in city
People asked to 'not leave Beijing unless necessary,' according to official quoted by state TV
China instituted new COVID-19 restrictions Saturday that included urging the public not to leave Beijing and closing schools in Shanghai while the leader of Hong Kong warned that its coronavirus outbreak has yet to reach its peak.
In Beijing, where five new cases were reported, part of the Yosemite housing complex in the northeastern district of Shunyi was locked down after an infection was found there. Residents were ordered to undergo testing.
The government said the infected person was a close contact of an earlier case in the capital.
"Please do not leave Beijing unless necessary," a spokesperson for the capital's Communist Party committee, Xu Hejian, was cited as saying by state TV.
The government reported 588 new confirmed cases and no deaths in the 24 hours through midnight Friday. Its numbers are low compared with some countries, but authorities say they are ready to lock down communities if one case is found.
Shanghai schools to shift to online learning
The Shanghai city government, where 22 new cases were reported Saturday, announced schools would switch back to teaching online.
Public attractions including the Oriental Pearl TV tower began requiring visitors to show negative results from virus tests, according to news reports.
Hong Kong leader Carrie Lam warned the territory's wave of infections may not have peaked despite stringent controls on travel and business. It reported over 27,600 new confirmed cases.
"At this moment, we could not comfortably say that we have passed the peak," Lam said at a news conference. "We'd rather take a very cautious stance."

The new cases in mainland China included 134 in Jilin province in the northeast, where the industrial city of Changchun with a population of nine million was put on lockdown Friday.
Changchun and the Jilin provincial capital, also called Jilin, are "still at the peak of community transmission," the province's party secretary, Jing Junhai, said in a statement.
On Saturday, the government announced Mayor Wang Lu of Jilin was replaced but gave no reason. The mayor of Jiutai district in Changchun also was dismissed, the Communist Party-owned Global Times newspaper reported.
Yucheng in Shandong province also was on lockdown under China's "zero tolerance" strategy, which aims to find and isolate every case.

China locks down city of 9 million amid new spike in COVID-19 cases
University students in nearby city complain of being confined in poor conditions
China on Friday ordered a lockdown of the nine million residents of the northeastern city of Changchun amid a new spike in COVID-19 cases in the area attributed to the highly contagious Omicron variant.
Residents are required to remain home, with one family member permitted to venture out to buy food and other necessities every two days. All residents must undergo three rounds of mass testing, while non-essential businesses have been closed and transport links suspended.
The latest lockdowns, which also include Yucheng with 500,000 people in the eastern province of Shandong, show China is sticking to the draconian approach to the pandemic it has enforced for most of the past two years, despite some earlier indications that authorities would be implementing more targeted measures.
China reported another 397 cases of local transmission nationwide on Friday, 98 of them in Jilin province that surrounds Changchun, a centre of the country's auto industry. In the entire province, cases have exceeded 1,100 since the latest outbreak first struck late last week.
Just two cases were reported within Changchun itself on Friday, bringing its total to 78 in recent days. Authorities have repeatedly pledged to lock down any community where one or more cases are found under China's "zero-tolerance" approach to the pandemic.
COVID-19 pandemic not over yet, experts warn
Another 93 cases were confirmed in the nearby city of Jilin that bears the same name as the surrounding province. Authorities have already ordered a partial lockdown in the city and severed travel links with other cities.
Officials of the Jilin Agricultural Science and Technology University have been sacked after a cluster of infections was reported on campus and students complained on social media that those who tested positive were being confined in school libraries and other buildings in poor conditions.
The school has registered 74 confirmed cases and transferred more than 6,000 people to quarantine, according to state broadcaster CCTV.

Pfizer has been delisted from the New York Stock Exchange

A Pfizer spokesperson confirmed the news today, saying: "On March 7, 2022, the New York Stock Exchange (NYSE) filed a Form 25 (Notification of Removal from Listing and/or Registration under Section 12(b) of the Securities Exchange Act of 1934) related to the delisting of Pfizer’s 0.250% Notes due 2022.
"The 0.250% Notes due 2022 were euro-denominated notes that were paid in full on March 7, 2022 in accordance with their terms and maturity date. As a result, the 0.250% Notes due 2022 are no longer outstanding and thus are delisted from the NYSE. Pfizer’s Common Stock, $.05 par value (“PFE”) and Pfizer’s 1.000% Notes due 2027 (“PFE27”) continue to be listed on the New York Stock Exchange."
The Pfizer spokesperson provided no further commentary.
Court-mandated Pfizer documents unsealed
The news comes on the back of a stormy week in which court-mandated documents are being released by the FDA pertaining to its review of the clinical trials in support of Pfizer/BioNTech's Covid-19 vaccine license.The court order will see 55,000 pages of Pfizer data released per month that was used to authorise their Covid-19 vaccine produced with BioNTech. BioNTech is a German biotechnology company based in Mainz with a branch in Cape Town, South Africa - that develops and manufactures active immunotherapies for patient-specific approaches to the treatment of diseases.
Both Pfizer (an American company) and BioNTech (a German company) were producing the Pfizer-BioNTech Cominarty Covid-19 vaccine. The documents under contention show 1291 listed adverse events linked to the Pfizer-BioNTech vaccine.
It is unclear whether the de-listed Pfizer will be acquired by BioNTech, and if so what formula will be used to fill the Covid-19 vaccines distributed by BioNTech going forward, and whether BioNTech will be supplying South Africans with Covid-19 vaccines.
Furthermore, today Pfizer also announced the completion of its acquisition of Arena Pharmaceuticals, a clinical stage company developing innovative potential therapies for the treatment of several immuno-inflammatory diseases.
Pfizer has completed its acquisition of all outstanding shares, options, and restricted stock units of Arena for $100 per share, in cash, for a total equity value of approximately $6.7bn.
The acquisition was completed by way of a merger in accordance with Delaware Law and, as a result of the acquisition, Arena became a wholly-owned subsidiary of Pfizer. In connection with the acquisition, Arena’s shares of common stock will be delisted from the Nasdaq Global Select Market on or about March 11, 2022.
In the meanwhile, South Africa is nearing the end of the rollout of a consignment of Pfizer Covid-19 vaccinations. SA has received 30 million Pfizer Covid jabs from the drug manufacturers. The last consignment of 4,831,560 shots that arrived between October and December in 2021, expires at the end of July. After that date, Pfizer jabs not used or redistributed to other countries will have to be destroyed.
"We're highly unlikely to procure more Pfizer doses after July, because we still have Johnson & Johnson (J&J) doses after July," says Nicholas Crisp who heads South Africa's roll out in the national health department."
In total, SA has received 39,272,220 Pfizer doses from its bilateral agreement with Pfizer, US donations and Covax.
Pfizer has said its vaccine generated $3.5bn in revenue in the first three months of this year.

Outlook for global economy bleak, World Economic Forum warns

The report - compiled in collaboration with professional services firms Marsh McLennan, SK Group and Zurich Insurance Group - is underpinned by the Global Risks Perception Survey, which gathers insights from nearly 1000 global experts and leaders.
84 per cent of people who responded to the survey said that they were worried or concerned about the outlook of the world.
"Short term we're faced with global supply-chain challenges and huge inflationary pressure. And, due to the response to the Covid-19 crisis, there is a looming debt crisis in the world that reduces the fiscal ammunition going forward," said Børge Brende, WEF president.
Climate action failure of huge concern
Climate action failure was cited as the number one danger going forward. Significant erosion of social cohesion, livelihood crisis, climate action failure, concerns about mental-health deterioration and extreme weather have been the growing concerns since the outbreak of the pandemic."Covid 19 - with its economic and social consequences - continues to pose a critical threat to the world leaving long-lasting consequences on social cohesion. Furthemore, the global economy is expected to be 2.3 per cent smaller by 2024 than it would have been without the pandemic, said Peter Gige, Chief Risk Officer, Zurich Insurance.
"In the next 5 to 10 years, climate action failure and the environmental risk it brings - in the form of extreme weather events - will bring the most critical long-term effects to the world."
There are challenges, said Brende. "One is a lack of implementation on what was agreed upon at COP26 on capping global warming at 1.5 degrees Celsius and how we will reach Net Zero. The other risk is inequalities and social crisis.
"We have seen growing inequalities. How are we going to make sure that the social market economy is also using the necessary tools to address these challenges? If 3.6 billion people are not connected sufficiently to the Internet, how can we see leapfrogging? Here I believe that stakeholder capitalism companies taking on responsibility is important."
Saadia Zahid, WEF managing director agreed: "Now more than ever global leaders must come together and adopt a coordinated multi-stakeholder approach to tackle unrelenting global challenges and build resilience ahead of the next crisis."
Preparing for a net-zero transition
Zahid's call to action is all the more important - as a buffer against future disruption to economies and citizens - who will be impacted by the implementation of net-zero transition policies."Private sector should be as clear and concrete as possible when communicating their targets and their plan to go Net Zero by 2050, Marsh Continental Europe risk-management leader, Carolina Klink, said.
Net Zero means huge declines in the use of coal, oil and gas.
Gige reiterated that "Article 6 of the Paris agreement is the rulebook on carbon trading". "It will drive this transition, and the IFRS disclosure standards will help proof these standards.
"Economic drivers like a rapid increase in carbon price will have the greatest impact on consumers and businesses. Where innovation, incentives and policies fail to stimulate effective market solutions, there will be an increase [in carbon] costs. In carbon-intense industries - which employ millions of workers - this could trigger economic volatility, market disruptions and an increase in societal and geopolitical tensions," Gige said.
He warned that stalling of commitments could be a catalyst for increased economic instability.

Postmedia Network Canada Corporation announced on February 17 that it has entered into a definitive agreement with J. D. Irving, Limited to purchase all of the issued and outstanding shares of Brunswick News Inc.
The proposal includes Brunswick News’ daily and weekly newspapers, digital properties, and parcel delivery business in exchange for $7.5 million in cash and $8.6 million in variable voting shares of Postmedia.
Jim Irving, who is co-CEO of J.D. Irving, said in a news release that the sale, “represents an exit from the media business,” for his company.
Postmedia announced, “…The Telegraph-Journal, Times Globe, Times & Transcript, The Daily Gleaner, Miramichi Leader, Woodstock Bugle-Observer, Bathurst Northern Light, Kings County Record, The Campbellton Tribune, and The Victoria Star will also join the Postmedia network of media properties.”
Local lawyer Aditya Rao took to Twitter in a thread titled, “Irving media may be bought by Postmedia,” to express his concerns about the acquisition, stating, “This is a very big and very small deal.”
Rao detailed his concerns for the buyout in reference to the reshaping of Canada’s local newsmarket in 2017 when Postmedia Network Canada Corp. and Torstar Corp swapped 37 community newspapers and four free commuter papers and then closed most of them.
“The Irvings, who have a monopoly on English language print media in the province, have agreed to sell for a measly $15 million,” Rao wrote. “Postmedia has a history of buying up papers to shut them down and consolidate their own monopoly.”
This eventually resulted in a criminal investigation into Postmedia and TorStar’s intentions to shut down local newspapers, which has since been dropped.
Rao expressed concern for a lack of newsroom perspectives in New Brunswick already, stating, “This…means that NB, which is already a news desert, will see even less accountability and news coverage than it currently does if this deal goes through.”
Postmedia said the deal to acquire Brunswick News is subject to closing conditions.
“We cannot afford the Irving media monopoly in our province,” Rao expressed. “We certainly will not be able to afford Postmedia’s relentless anti-worker, anti-immigrant, and corporate-interest propaganda rags in New Brunswick. It is past time to break up these companies. Now, more than ever.”

"The devil you know is sometimes better than the devil you don't know," said Julian Walker, a former journalist and author of Wires Crossed, which examines media concentration in New Brunswick.
Postmedia Network Inc. announced Thursday night that it will buy three dailies and six weeklies from Brunswick News.
Michael Camp, a professor of journalism at St. Thomas University who once worked for the Irving papers, said it's a sad day for journalism in the province.
He's doubtful that Postmedia will maintain all of the current publications.
"The question will be how much local journalism will there be?" Camp said.

He particularly laments the loss of local news in communities served by weeklies.
"I regret very much that we're losing this local news presence," he said.
"I also feel badly for the people who will be displaced from their jobs. And I wonder about the future of journalism in New Brunswick."
As for the three dailies in Fredericton, Moncton and Saint John, Camp isn't sure what the future holds.
"Postmedia would be wise to maintain at least the façade of local news for those three operations," he said, noting as well that "there's nothing to be gained from changing them all to one name."
Walker isn't sure all three city papers will survive either. But he suggested that maybe they shouldn't.
"Ultimately, one good daily might be better than three poor ones," he said.
If they were to move to one daily, Walker said it shouldn't necessarily be one Postmedia daily.
He would like to see a fully independent digital newspaper for the whole province, "with a very independent stance, a very Maritime form of journalism, which has a great tradition."
He noted that there were more than 40 small newspapers in New Brunswick around 1900, "and they have all withered away to a very few, and a lot of them are on shaky ground."
"Whether all three survive, I don't know," Walker said. "What I do know is that quality is needed, hard-hitting journalism, and journalism which doesn't look over its shoulder before it writes a story."
Erin Steuter, a professor at Mount Allison University who studies the news media with a special interest in New Brunswick news, agrees.
She said it might be the silver lining in the sale.
"We have been poorly served in the print media under Brunswick News, and there have been people who have tried in an entrepreneurial way to create an alternative, and they have been shut down extremely aggressively through the law and through competitive business practices."
Steuter suggested that a window could now open for those with "an interest and a hunger for local news" to expand what is already here and struggling, or to create something completely new.
The Kent Commission
The concentration of media ownership has long been criticized in New Brunswick – even going so far as the Royal Commission on Newspapers, popularly known as the Kent Commission. It began in 1980, and although the Irvings were not the sole impetus for the commission, they were definitely a part of it.
The Irving ownership of newspapers dates back to the 1930s, when K.C. Irving briefly owned a small newspaper in Saint John before selling it.
It wasn't until 1944, however, that he really got into the newspaper business. That's when he bought New Brunswick Publishing, which published the Telegraph-Journal and Times-Globe in Saint John. In 1948, he bought the two dailies in Moncton – the Times and the Transcript.
Camp said the Irvings have always been an easy target for those criticizing their monopoly of New Brunswick newspapers.
"Everybody had an opinion about it," said Camp, who believes the "conflict and the distortion in the news coverage was less than ... was normally portrayed."
One monopoly for another
But is trading in one monopoly for another any improvement? Probably not, said Steuter.
"I think it's worse to go to the central-Canadian monopoly from the local monopoly," she said.
The local monopoly has a certain commitment to their home province and to their neighbours, and Steuter doubts Postmedia will have the same local loyalty.
"So we are probably going to see things get worse."
Steuter said it's possible to predict what will likely happen in New Brunswick based on Postmedia's track record elsewhere.
She said Postmedia is "overtly in support of conservative governments, tends to not provide critical coverage of labour issues or environmental issues, and also has a track record of closing down a lot of the papers they buy and merging the content. So we're going to see some consequences pretty quickly."

Steuter said Postmedia will likely want to streamline operations and can easily fill publications with national and international content, which they already have.
That, she said, will mean less local content.
"Whether it actually comes down to closing the city papers and having one New Brunswick paper, that is very possible and that is within the track record of Postmedia when they do take over."
She said Postmedia is likely to shut down New Brunswick's community weeklies, "because that is what happens when they buy community papers – they very quickly shut down and consolidate and everybody gets the same news, regardless of the circumstances in their community.
"This is big news for New Brunswick," said Steuter.
A press release from Postmedia said the company would not be granting interviews on Friday.
Interview requests sent to Brunswick News employees, including publisher Jamie Irving, were either turned down or not returned on Friday.

The family's involvement in media dates back to the 1930s, when K. C. Irving, Jim Irving's grandfather, purchased a Saint John weekly newspaper as he built an empire that also included forestry and forest products, oil and shipbuilding.
Additional purchases led to the family owning every daily newspaper in the province except the French-language paper L'Acadie Nouvelle, although it is printed by BNI.
Postmedia already owns more than 120 papers, including the National Post, Vancouver Sun, Calgary Herald and Ottawa Citizen.
Andrew MacLeod, president and CEO of Postmedia, is quoted in the news release as saying the BNI papers have a proud history.
"We look forward to continuing that legacy," he said.
Phyllis Gelfand, spokesperson for Postmedia, said the company is "not doing interviews today."

February 17, 2022 (TORONTO) – Postmedia Network Canada Corp. (“Postmedia” or the “Company”) today announced it has entered into a definitive agreement with J. D. Irving, Limited (“JDI”) to purchase all of the issued and outstanding shares of Brunswick News Inc. (“BNI”). The proposed acquisition includes BNI’s daily and weekly newspapers, digital properties and parcel delivery business in exchange for consideration of $7.5M in cash and $8.6M in variable voting shares of Postmedia at an implied price of $2.10 per variable voting share (subject to working capital adjustment).
The proposed transaction includes BNI’s proprietary distribution software powering its parcel delivery business. New Brunswick daily and weekly newspapers – including the Telegraph-Journal, Times Globe, Times & Transcript, The Daily Gleaner, Miramichi Leader, Woodstock Bugle-Observer, Bathurst Northern Light, Kings County Record, The Campbellton Tribune and The Victoria Star – will also join the Postmedia network of media properties.

Upon the closing of the acquisition, Postmedia and JDI will enter into an investor rights agreement which will include standstill and voting covenants. Postmedia and JDI will also enter into a conversion restriction agreement pursuant to which JDI will be restricted from converting its variable voting shares of Postmedia into voting shares, subject to certain exceptions.

The proposed transaction is subject to various closing conditions, including approval of the Toronto Stock Exchange (the “TSX”).
Financing Extension
Postmedia also announced today that it has entered into definitive agreements, subject to customary closing conditions, providing for an extension of the maturity of its first lien notes and second lien notes (collectively, the “Notes”) by approximately three and a half years to February 17, 2027 and August 17, 2027, respectively on substantially similar terms to the existing terms including interest rates and extended the maturity of its asset-based revolving credit facility (“ABL Facility”) by three years to October 1, 2025. “These extensions demonstrate a vote of confidence from our key stakeholders and give us a longer runway for our digital transformation,” said Mr. MacLeod.
In connection with the extension, Postmedia will repay approximately $15 million of principal amount of the first lien notes and holders of the first lien notes will receive 794,630 variable voting shares of Postmedia, which shares will be subject to certain restrictions on conversion into voting shares. The issuance of Postmedia shares and the extension of the maturity of the first lien notes and second lien notes will be subject to customary closing conditions, including approval of the TSX and, in the case of the extension of the maturity of the second lien notes, shareholder approval under the rules of the TSX. It is currently anticipated that such shareholder approval will be obtained through written shareholder consents. However, if approval is not obtained through written consents, it is currently expected that the approval will be sought by way of a shareholders meeting.

Groups make toxic mineral an election issue
Health Organizations, Unions push Harper on Asbestos Ban
“Put people’s lives ahead of politics, Mr Harper,” groups urge.
In an open letter sent today, over twenty health, union and
environmental organisations call on Prime Minister Harper to end his
support for the asbestos trade.
Harper is today holding his second rally in Asbestos, Quebec
(population around 7,000 in a country of 33 million), seeking votes by
promoting himself as the political leader most dedicated to the
asbestos industry.
“We call on you to put people’s lives ahead of politics,” said Dr
Kapil Khatter of the Canadian Association of Physicians for the
Environment. “Canada’s leading medical authorities have all told you
that the export of asbestos is medically and morally indefensible and
will lead to an epidemic of asbestos-related disease and death
overseas.”
Canada was the world’s biggest asbestos exporter in the last century,
but the asbestos industry is now bankrupt and about to die out. The
last operating asbestos mine in Canada is in Thetford Mines, Quebec.
It is under bankruptcy protection and is laying off some of its 350
workers because its asbestos deposit will soon be exhausted.
“Public policy should be based on science, not on politics,” said
Christian Simard, executive director, Nature Québec. “The science is
indisputable that all forms of asbestos are deadly. Not a single
reputable authority supports P.M. Harper’s policy that asbestos can be
safely used.
“Canada is becoming known as an immoral asbestos pusher and as an
enemy of global public health,” said Kathleen Ruff, senior human
rights adviser to the Rideau Institute. “This is not the role
Canadians want to play in the world.”
Harper has promised to block an upcoming meeting of the U.N.
Environmental Convention (Rotterdam Convention) so as to prevent
chrysotile asbestos being listed as a hazardous substance. Chrysotile
asbestos represents 100% of the global asbestos trade.
“P.M. Harper is the only national leader in Canada and in the Western
world to promote asbestos,” said Dr Khatter. “This election is about
trust and integrity. We are urgently pleading with P.M. Harper: Show
integrity by respecting the science and put human life ahead of
partisan political interests. We hope he will listen.”

States government.
Mr. Manning was allegedly exposed after talking to an unrelated
"journalist" who then worked with the US government to detain him.

Mary Ann Coleman – Southwest Region
Mary Ann Coleman has been a lifelong advocate of environmental
awareness and stewardship. She was instrumental in launching the New
Brunswick Environmental Network in 1991. Under her leadership, the
network has developed into the fourth largest provincial environmental
network in Canada with a membership of over 80 New Brunswick
environmental groups. In this capacity, she has developed an
extensive network of contacts in Atlantic Canada and across the
country.
In the past, she served as chair of the Waterford Local Service
District Advisory Committee and as their representative on the Kings
County Solid Waste Committee. Currently, she is a member of a
provincial advisory committee for the Minister of the Department of
Natural Resources and is also a member of the board for Recycle NB.
Ms. Coleman has been actively involved in a number of environmental
and other non-profit groups, always working to make her community a
better place to live. She is actively working towards the development
of a New Brunswick strategy to reduce children’s exposure to
environmental contaminants that are known to cause health concerns.
Ms. Coleman was the 1999 recipient of the Milton F. Gregg Conservation
Award, presented by the Conservation Council of New Brunswick.
