A meeting for Brantford-Brant candidates in the Oct. 21 federal
election got off to a rocky start Tuesday night when Conservative Phil
McColeman left after another candidate made anti-Semitic and
anti-immigration remarks.
McColeman, who is seeking a fourth term, walked out of the
mini-theatre at North Park Collegiate after first raising objections
about opening remarks made by independent Leslie Bory. The meeting was
organized by the Canadian Federation of University Women Brantford,
with support of the Retired Teachers of Ontario Brant District 40

“If you’re going to allow comments like that I’m leaving,” McColeman
said to the organizers.

Bory’s comments also drew criticism from several people in the
audience and other candidates.
“There’s no place for that kind of talk here,” said Jeff Gallagher, of
the Veteran’s Coalition Party of Canada.
New Democrat Sabrina Sawyer and Liberal Danielle Takacs also took
issue with Bory’s remarks but said they would remain at the meeting to
stand up to divisive political discourse.
Also taking part in Tuesday’s meeting were Bob Jonkman of the Green
Party, Dave Wrobel of the People’s Party of Canada and independent
John Turmel.
McColeman, who spoke to The Expositor on Wednesday, and a spokesperson
for the local NDP campaign said no one should be surprised by comments
made by Bory, who also ran as an independent in the June 2017
provincial election.
“He has a history of this kind of talk and the same thing happened at
the debate organized by the Muslim Association during the provincial
campaign,” Myles Hosie, the president of the NDP provincially and
federally, said. “It was so bad that Will Bouma walked out.”
Bouma, a Progressive Conservative who was elected Brantford-Brant MPP,
said he was disappointed at the time that he wasn’t joined by other
candidates in his walkout.
“He (Bory) may have the right to espouse his views but I don’t have to
share a podium or a stage with him or anyone else who speaks like
that,” he said in an interview Wednesday.
“There is a different political DNA in Brantford-Brant. We may
disagree on a lot of things but we should all be standing together on
this issue.”
When Hosie learned that Bory had been invited to Tuesday’s meeting, he
sent a letter expressing concerns to the organizers and the camps of
other candidates.
McColeman said he understood that Bory would be sanctioned if he
expressed anti-Semitic and offensive anti-immigration views during
Tuesday’s meeting.
‘If they (the organizers) had taken stronger action or if he (Bory)
had apologized or acknowledged that the had gone too far, then I might
have returned,” McColeman said. “But when that didn’t happen, that was
it for me.
“People need to understand that I’ve walked through the war cemeteries
of Europe where our fallen are buried. I know their sacrifice and I
feel it on a deeply personal level.”
He said he finds Bory’s views abhorrent and that the Conservative
Party stands against such views.
“I can’t state my outrage at those views strongly enough,” McColeman
said. “They go against everything that our veterans, our soldiers have
fought and died for.”
Lynn Haylock, one of the organizers of Tuesday’s meeting, acknowledged
that concerns about Bory’s behaviour were raised by candidates prior
to the event.
“When we heard he (Bory) had registered as a candidate, we invited him
….,” Haylock said. “We wanted to be as inclusive as possible….”
She said organizers discussed the concerns raised about Bory but
decided that he should be allowed to participate.
Organizers hired security and ensured candidates knew that if
offensive language was used, that a warning would be issued, Haylock
said.
“If the warning wasn’t heeded, the candidate would be told to leave,”
she said. “We had a plan and we stuck with it.
“We issued the warning and after that he (Bory) toned it down. I think
he got the message from us and the audience.”
Bory said he was glad to be able to participate in Tuesday’s meeting.
He was unaware of any efforts by other candidates to prevent him from
participating.
“I had no idea,” Bory said. “I thought the evening went well.
“They censored me a bit there but I think we worked around it and I
got a chance to stand up for Canadians and free speech.

The federal government’s proposed legislation that aims in part to prohibit hundreds of previously legal firearms may be called for a final vote as soon as this month, but NWT MP Michael McLeod says he is not yet satisfied with the bill in its current form.
McLeod, a member of the governing Liberal party, said he has long supported his party’s effort to toughen gun laws since being elected in 2015 and pointed out that he likes some provisions of the current draft of Bill C-21. Aspects he approves of include red and yellow flag laws that would allow court-order prohibitions, handgun freezes, attention to illegal smuggling and trafficking and stiffer maximum penalties for gun crimes.
However, he said definitions need to be clearer around what constitutes “military-style assault weapons” and there needs to be a better understanding as to why there are some non-semi-automatic guns on the prohibition list.
He added that Public Safety Canada needs to better acknowledge common gun use in the North and should improve consultation with Northerners before a vote is held, particularly Indigenous people, as per Section 35 of the Constitution, the United Nations Declaration of Indigenous Peoples and specific self-governing agreements.
“There are aspects of (the bill) right now that are a bit blurry for me and a little bit concerning,” he said. “I don’t know what is being suggested when it comes to changing the definition of assault weapons.
“I have spoken to the minister in charge, (Public Safety Minister) Marco Mendicino, and I’ve indicated to him that he doesn’t have my full support until I really understand this and until I’m completely convinced (the bill) won’t affect hunters, sport shooters and trappers in the North.
“I have also indicated that I’m not satisfied that his people have done a good enough job to consult.”
‘Heated debate’
McLeod admitted he has a personal interest in the issue as he has been a longtime collector of firearms, so he considers himself well versed in the need for specifics when placing prohibitions on guns.
“There are already some guns that are not semi-automatics that are on the list and we need to know why,” he said. “Most of them are because they exceed the 10,000 joule (projectile limit) but we are trying to scrub the list to make sure that nothing gets on that list that people are using for hunting in the North.”
Because of his experience and perspective, there can be “heated” debate within his own party, he said.
“A lot of times when we have discussions within caucus, I’m the one with the most guns and probably the one with the most knowledge about guns,” he said. “We have a large part of the MPs in caucus that… see guns from a city/urban standpoint and look at it through that lens. But there are lots from the rural or remote and northern parts of the country that look at guns and view it in a different light.
“We don’t see it as a weapon but we see it as a tool.”
Raquel Dancho, Conservative MP and vice-chair of the House of Commons public safety and national security committee that has been examining the bill, said her party has been opposed to the bill from the beginning. However, her opposition became stronger in recent weeks as the government attempted during clause-by-clause reading in committee to add non-restricted hunting rifles among those proposed to be prohibited and to redefine a ‘military assault rifle’ with any semi-automatic gun with the capacity to carry a magazine.
She has called the move “the largest assault on hunters in Canada” and has charged that the federal government is going after “Grandpa Joe’s hunting rifle instead of gangsters in Toronto.”
“The problem with that of course is that (the proposed bill) encapsulates hundreds and hundreds of models of common firearms and shotguns used for duck hunting or farming,” she said.
“Trudeau has been consistent in saying that he will never come for hunters and now they are.
“If this legislation stands, it leaves a backdoor open that any listed hunting rifle can be banned with the stroke of a pen.”
‘Hammered’ with emails
Dancho said that having a voice from provincial or territorial leadership against the legislation — as Manitoba, Saskatchewan and Alberta have done — could make a difference in presenting a stance against the bill.
“I would also empower every voter who would like to see hunting remain in Canada to reach out to the Liberal MP ASAP,” she said. “MPs are currently getting hammered with thousands of emails on this.”
For his part, McLeod said he has received both support and opposition to the bill and that he situates himself somewhere in the middle.
Scott Cairns, past president of the Yellowknife Shooting Club, said he’s concerned that the bill amendments will likely lead to many club members owning prohibited guns due to the popular use of non-restricted, semi-automatic guns. Often these firearms are beneficial to hunters wanting to get shots off quickly when ducks or geese come into sight or when trying to quickly take down larger game like deer or caribou.
“Because of the type of gun, the semi-automatic and the fact that they are extra popular among users makes this a very sweeping prohibition,” he explained.
“What the federal government is now saying with this law is that they are taking firearms that were bought over the counter for normal use and by the stroke of a pen saying that you are not allowed to sell, use or trade away. It is not acceptable to me and should not be acceptable to anyone.”
Possession acquisition licence
Cairns said that legal firearm owners already go through a rigorous and invasive procedure to be able to possess in the first place, which is among the opposition by gun owners regarding the proposed bill.
To legally own a gun in the Northwest Territories, one must seek out a Possession acquisition licence (PAL) by first paying a $300 fee and then taking a Canada Firearm Safety course led by a credible instructor.
Once passing the course, one must fill out a five-page application form to send to the RCMP.
Before a permit can be issued, the RCMP thoroughly researches an applicant’s history, which can include marital and mental health history and criminal record backgrounds.
After contact with references, a non-restricted firearm licence may then be issued.
GNWT Department of Justice spokesperson Ngan Trinh said this week that the territorial government is reviewing recent amendments to the bill but admitted that questions remain surrounding the proposed legislation, including on how proposed buyback program would work.
“Community safety and crime reduction is a shared responsibility with the federal government and we will work with our partners including Public Safety Canada and the RCMP to assess any implications from the ban,” Trinh said.

Liberal MP Paul Chiang (Markham-Unionville) has introduced a significant amendment to firearms Bill C-21 at the committee stage that, if adopted, would significantly expand the definition of a prohibited firearm to include many centre-fire semi-automatic rifles and shotguns “designed to accept a detachable cartridge magazine with a capacity greater than five cartridges of the type for which the firearm was originally designed”.
Among other things, the OFAH is concerned about:
- The potential impact of adding hundreds of models and significant cost to the proposed buyback program
- The impact on hunters, as many of these firearms are used by hunters across the country
- The introduction of an amendment of this magnitude at such a late stage
- The lack of transparency – there is no opportunity for individuals or groups to submit evidence about the amendments
More information about the impact of this amendment will be available in the coming days as the Standing Committee on Public Safety and National Security continues its clause-by-clause analysis.

After the bill passed second reading, the Liberals introduced amendments to strengthen the legislation and make some long guns illegal.
A. J. Somerset is an author on gun culture and the owner of an SKS semi-automatic rifle. He says it is one of the most commonly used guns in hunting and adding it to the list of banned weapons doesn't make sense.
"We can say that banning assault weapons, whether you agree it's necessary or not, at least it's a legitimate policy goal. But the way in which this is being done is banning a lot of guns that really don't fit the definition," said Somerset.
Somerset surmises the SKS Soviet-era weapon was added to the list because of its use in recent high-profile shooting incidents.

Ray Boilard, 1st vice chair of Zone J of the Ontario Federation of Anglers and Hunters, says Bill C-21 is going after the wrong people.
"The law abiding sport shooter and hunter is not holding up corner stores or partaking in mass shootings," said Boilard. "The Liberal government with this Order in Council is not going to be taking away guns from the average criminal."
Prime Minister Justin Trudeau said on Monday afternoon the government's gun control legislation is being reviewed to ensure it does not target legitimate gun use.
Trudeau says they are not trying to target hunters and sport shooters.
Boilard says he will believe the government when he sees the hunting long guns taken off the list.

Gun owners in London, Ont., say they're happy the federal government has agreed to review its last minute changes to a proposed list of banned of firearms, which many critics say would unfairly target hunters by outlawing ordinary guns and not "assault-style" firearms.
Prime Minister Justin Trudeau announced the review on Monday while at the reopening of the CAMI manufacturing plant in Ingersoll, Ont., promising his government would take a step back and give the controversial list a second look.
Last week, Liberal MP Paul Chiang expanded the scope of the legislation after the bill passed second reading, introducing the following changes to the list of federally-banned weapons:
- Any rifle or shotgun that can potentially accept a magazine with more than five rounds
- Any weapon that generates more than 10,000 joules of energy
- Any gun with a muzzle wider than 20 millimetres
- A large number of semi-automatic firearms that do not have detachable magazines, including a number of long gun models in wide use by Canadian hunters
Critics say the changes to the bill, which was originally meant to target handguns and powerful military-style weapons, would now ban everything from blackpowder muskets, semi-automatic shotguns — even some low-calibre varmint rifles, designed primarily to kill rodents.
"Maybe they got enough backlash," said Brian Kington, a firearm and hunting instructor with the East Elgin Sportsmen's Association said of the review announced by Trudeau on Monday.
"Some of the guns they got on there, they're sporting guns, hunters use them all the time."
The expanded scope of the weapons ban was meant to build on an initial proposal in May 2020 that banned more than 1,500 models and variants of what the government considers "assault-style firearms."
But critics point out that, among the weapons on the expanded list, are a number of semi-automatic shotguns, capable of shooting up to a maximum of three shots, designed for duck hunters; not soldiers.
"They're not designed the way the government suggests," said Fred Staub, registration representative at Rueger Firearm Safety in Dorchester, Ont., and a member of London's gun community.
Staub said the last-minute change to the list was reactionary — aimed at trying to keep specific weapons out of a criminal's arsenal without considering the potential implications for law-abiding gun owners.
"Somebody goes out and commits a heinous crime using that gun, then they go and look at the gun the person has and says 'nobody should have that gun.'"

Last week, Public Safety Minister Marco Mendicino told the House of Commons hunters with conventional guns would not be targeted by the expanded list, but that wasn't the case, according to Karen Vecchio, the Conservative MP for Elgin-Middlesex London.
"It's fine to say 'it's not affecting the rifles and shotguns of farmers,' but it absolutely is."
"It's clear they didn't do their homework," she said. "These hunters are using them for hunting rabbits, small vermin, things of that sort."
"I think what the government has done is they've come in not recognizing the guns they put on there."
CBC News reached out to Marco Mendicino for comment, but did not receive a response in time for publication.
According to the federal government, the amendment featuring the latest review of the proposed legislation will now involve consultations with hunting communities across the country.

The Montreal Canadiens organization and goalie Carey Price have issued apologies after Price posted a message on social media in support of a gun lobby group that recently used "POLY" as a promotional discount code.
The team issued a statement on Monday that Price didn't know about the 1989 Polytechnique Massacre or its upcoming anniversary.
However, Price said Tuesday said he did know about the massacre and regretted the timing of his post.
Price published his initial Instagram post on Saturday, just days ahead of the massacre's Dec. 6 anniversary. In it, Price shared his support for a lobby group, the Canadian Coalition for Firearm Rights (CCFR), following amendments to the federal government's gun control legislation, Bill C-21, last week.
The amendments appeared to push the bill further by including a number of firearms used for hunting, a move that was swiftly condemned by firearm advocates and that Prime Minister Justin Trudeau said the government is looking into rectifying.
Price, 35, has spoken in the past about the importance of hunting to him. He is a member of Ulkatcho First Nation — his mother is a former chief — and grew up in the small remote community of Anahim Lake in British Columbia.
"I love my family, I love my country and I care for my neighbour. I am not a criminal or a threat to society. What [Prime Minister Justin Trudeau] is trying to do is unjust. I support the [CCFR] to keep my hunting tools," Price wrote.
But the post also came a day after one of the survivors of the Polytechnique mass shooting, Nathalie Provost, denounced the CCFR for creating promotional code "POLY" offering customers 10 per cent off of merchandise.
Provost, who is also a spokesperson for the gun-control group PolySeSouvient, created by survivors of the massacre, called the discount code "incredibly disrespectful." The code was in reference to the group.
Provost was shot four times by the gunman who killed 14 female students and injured 13 others that day.
Team apologizes for post
Monday evening, Price tweeted that he only made the Instagram post in reaction to the Bill C-21 amendments.
"My views are my own and I do believe them. The only reason I bring up this issue is because it is what's being brought up now and not out of disrespect to anyone," Price wrote. "No, I [don't] agree with the promotional code either."
In a statement earlier in the day, France Margaret Bélanger, the president of Groupe CH, the company that owns the Montreal Canadiens hockey team, said the group had shared negative reactions to the post with Price.
"He was not aware of the tragic events of Dec. 6, 1989, nor of the coalition's recent marketing initiatives," Bélanger told Radio-Canada in an email.

Monday evening, the team issued a statement on Price's post.
"The Montreal Canadiens wish to express their sincere apology to any and all who have been offended or upset by the discourse that has arisen over this matter in recent days," the statement said.
The statement also recognized the National Day of Remembrance and Action on Violence Against Women — saying the team's thoughts are with the 14 women who died 33 years ago, their loved ones and survivors.
The team said it made a donation to the Week of the White Rose campaign to send 14 underprivileged girls to Polytechnique Montréal's summer science camp, Folie Technique.
On Tuesday, Price posted an update to his Instagram page.
"I think the people of Montreal know my heart and my character and know I would never intentionally cause pain to those impacted by gun violence," he wrote.
"Despite a previous statement released, I did in fact know about the tragedy. I have been a member of the MTL community for 15 years and I understand the weight this day holds within the community."
Price said he stood by the opinions he shared but acknowledged that "amplifying any conversation around guns this week may have upset some of those impacted most by the events here in 1989 and to them I apologize."
Coach says timing unfortunate
Canadiens coach Martin St-Louis said the timing of Price's initial Instagram post was unfortunate but that he did not believe the player meant any malice by it.
"I'm not sure Carey knows the full story [of the Montreal massacre]. I remember it clearly; I was a boarding student at Collège Notre-Dame. I was 14 and it really shook me," St-Louis told reporters Monday afternoon.
The private college is next to the Université de Montréal campus where Polytechnique, the university's engineering school, is and where the mass shooting took place.
"I'm not sure people outside of Quebec know all about it. Carey's a sensitive guy, he's a family guy. I don't think the post was made with malicious intentions," St-Louis added.
Contentious gun control legislation
As for the relationship between Price and the firearms advocacy group, Bélanger said, "I believe Carey is best positioned to answer that."
Speaking in Ingersoll, Ont., Trudeau attempted to reassure gun owners Monday by promising the legislation is being reviewed to ensure it does not target legitimate gun use.
He made the comments in response to widespread pushback against significant amendments made to Bill C-21, a bill crafted initially to ban handguns that the Liberals are attempting to amend with a new list of long guns to be banned.
It's unclear whether the firearm Price is holding in the photo he posted is included in that list or not.
Bloc Québécois Leader Yves-François Blanchet said on Twitter that Price had been convinced "that the purpose or effect of gun control is to harm hunting for sport, which is incorrect."

In a video posted to Instagram over the weekend, Montreal Canadiens goalie Carey Price objects to the new bill, insists that he is not a criminal or a "threat to society" and says he wants to keep his "hunting tools."
The Conservatives have been joined in opposition to the bill by Bloc Québécois Leader Yves-François Blanchet, who lamented on Twitter that the bill had convinced Price "and so many others that gun control's goal or effect is to hurt hunting."
"The amendment came out of nowhere," said NDP MP Charlie Angus, whose riding covers a vast swath of northern Ontario that includes many remote First Nations.
"This was a handgun bill. We suddenly saw this other legislation that has a lot of people who are legitimate gun owners worried. I think they overreached."
Trudeau said Monday that the focus of Bill C-21 is on guns designed to "kill the largest amount of people as quickly as possible."
"We made a commitment to continue to move forward with strong, smart gun control in this country, to keep communities safe, to keep Canadians safe, and we're going to continue to do that," he said.

In an interview with CBC News Network's Power & Politics, Public Safety Minister Marco Mendicino also tried to allay fears that the government is targeting hunters.
Mendicino noted that the bill is still being considered at committee and hasn't been finalized. He also said banning hunting models would be a "red line" for the government.
"We're not going after guns that are commonly used for hunting. We are after the guns that exert the most lethal force in the shortest period of time," Mendicino told host David Cochrane.

How Bill C-21 turned from banning handguns to hunting guns
The government's latest amendment would ban many hunting rifles, shotguns, even antique cannons
Confusion was on the agenda at a parliamentary committee last week after the Liberal government brought in last-minute amendments to its contentious gun control legislation.
The proposed changes to Bill C-21 were tacked on by Liberal MP Paul Chiang after it had passed second reading — drawing complaints from opposition MPs who accused the government of sneaking in changes that would expand the scope of prohibited weapons to include hunting rifles.
The amendment adds long guns to the banned list in four different ways. First, it has a clause that would effectively ban any rifle or shotgun that could potentially accept a magazine with more than five rounds, whether or not it actually has such a magazine. Critics say that includes many rifles designed for hunters, not soldiers.
The list also names guns that fall afoul of two rules nominally intended to ban powerful military weapons such as .50-calibre sniper rifles and mortars. One rule bans long guns that can generate more than 10,000 joules of energy, and the other bans guns with a muzzle wider than 20 millimetres. Critics say those rules would ban everything from antique blunderbusses to the Nine O'clock Gun in Vancouver's Stanley Park.
Lastly, the amendment prohibits, by name, a large number of semi-automatic firearms that do not have detachable magazines and don't meet the definition of an "assault-style firearm," or infringe the other two rules, but which the government wants to ban anyway. They include a number of long guns in wide use by Canadian hunters.
CBC News asked to speak with Paul Chiang about the amendments but was told he was travelling and unavailable.
Public Safety Minister Marco Mendicino insisted that hunters are not being targeted.
"We have a plan to eradicate gun violence once and for all," Mendicino told the House of Commons on Friday. "We are not going to target those guns which are used conventionally for hunting."
Here's what we know and don't know about the changes.
Will the 'Plinkster' be banned?
That's not entirely clear.
"The Mossberg 702 .22 Plinkster long rifle. Will that hunting and target-shooting rifle be prohibited as a result of C-21 legislation?" Conservative MP Bob Zimmer asked at the parliamentary committee.
"No," replied Murray Smith, technical specialist with the government's Canadian Firearms Program. "The model 702 Plinkster is a conventional 22-calibre hunting rifle. It's unaffected by what's in C-21."
But in fact, one version of the Plinkster ("plinking" refers to shooting tin cans) is individually listed for prohibition in the amendments.
The exchange captured some of the confusion caused by the 478-page amendment.
What do the opposition parties have to say?
Conservative MP Raquel Dancho called it "an attack on hunters."
"The arbitrary criteria that the Liberal government has snuck into their legislation at the eleventh hour without democratic debate does not make these firearms any less of a hunting tool," she said.
While Conservatives have long opposed some Liberal gun control measures, this time the NDP also balked.
"The amendment came out of nowhere," said NDP MP Charlie Angus, whose riding covers a vast swath of northern Ontario that includes many remote First Nations. "This was a handgun bill. And after Montreal Canadiens goalie Carey Price weighed in on the matter, Bloc Québécois Leader Yves-François Blanchet lamented on Twitter that the bill had convinced Price "and so many others that gun control's goal or effect is to hurt hunting."
The National Police Federation (NPF) described Bill C-21 overall as a missed opportunity to reduce gun crime.
"Bill C-21 does not address criminal activity, illegal firearms proliferation, gang crime, illegal guns crossing the border or criminal use of firearms," it said in its written submission to Parliament.
And on the prohibition of legally-held firearms, "the NPF would caution that it diverts extremely important personnel, resources, and funding away from addressing the more immediate and growing threat of criminal use of illegal firearms."
What do advocacy groups think?
Heidi Rathjen of pro-gun control group PolySeSouvient told CBC Radio's The House she agrees with the bill and amendments, but said they are "very complicated technically" and "difficult to explain."
"But in terms of communications, I think the Liberals could have done a much better job."
Rathjen defended the rule that bans rifles that generate over 10,000 joules. "We're talking about .50-calibre military weapons that can pierce military equipment and structures," she said.
But the rule would also ban some very expensive elephant and buffalo rifles that would more likely grace collectors' display cabinets than be used for hunting.
"Many of these old firearms date back to before the 1900s," says Tony Bernardo of the Canadian Shooting Sports Association. "Some of these guns are worth a half-million dollars or more. Many of them are single shots or they're double-barrelled, and the finest examples of the engraver's art."
Bernardo says crime will not be reduced by using taxpayers' money to buy and destroy those expensive relics, though he's quick to add that there is no mention of compensation in Bill C-21.
The bill has also been challenged by historical and reenactment groups, who say their antique cannons and artillery pieces pose no threat to public safety.
"Many of our veterans actively participate in period outfits as re-enactors to demonstrate the workings of the ordnance at formal salutes, displays, reenactments and the like," the Royal Canadian Artillery Association wrote to the committee studying C-21, saying the bill will make their activities a crime.
A list of extra guns to ban
Perhaps the most controversial part of the amendment is that it proposes banning a number of guns that don't fit the government's new "assault-style firearm" definition.
One is the SKS semi-automatic rifle, which Rathjen says was not in the original "assault rifle ban" in 2020 because "if a weapon was not a modern design, it was exempt." The SKS, designed in 1945, lacks features common to modern military rifles such as the AR-15. But the government has now decided it wants it banned.

There is a long tradition of Canadian hunters using what were once military rifles to hunt. The .303 Lee-Enfield, used in both the First and Second World Wars, was once the standard Canadian hunting rifle, and remains common, particularly in the North.
And today, says Bernardo, the SKS is "ubiquitous."
"There are, by our best estimates, somewhat over a half a million SKS rifles in circulation in Canada," he told CBC News.
Because the SKS is currently in the non-restricted (and therefore unregistered) class of firearms, the government does not know who owns them. Consequently, it has no way of informing them individually that they will be in violation of a law that carries penalties of up to 10 years in prison.
Bernardo says the SKS is particularly common among Indigenous and sustenance hunters in remote areas who may only realize they have fallen afoul of new laws when they are arrested.
"The consequences of this are absolutely huge and, quite frankly, totally uncalled for."

Gun bill amendment is 'nonsense,' say Ottawa-area hunters
Proposal could see many semi-automatic rifles and shotguns prohibited
Local hunters are blasting a proposed amendment to federal gun-control legislation that could lead to a ban on many semi-automatic rifles and shotguns.
In late November, the Liberal government proposed to enshrine a definition of a prohibited assault-style firearm as part of legislation being studied by the House of Commons public safety committee.
The amendment to Bill C-21 was in response to pleas from advocates of tougher gun laws, with a spokesperson for gun control group PolySeSouvient calling it "another critical step towards a comprehensive and permanent ban on assault-style weapons in Canada."
It would build on a May 2020 regulatory ban of more than 1,500 models and variants of what the government considers assault-style firearms.
But it drew criticism from other circles — including the Ontario Federation of Anglers and Hunters, which is worried the definition could prohibit firearms used by hunters across the country.
"Hunters here are left thinking, you know, what's next?" said Matt DeMille, the federation's director of policies and programs, in an interview last week with CBC Ottawa News at 6.
"The government was clear that hunters and hunting firearms weren't the target of this legislation. Now we see that ... it is going to affect firearms that are being used by hunters across the country."
Prized by bird hunters
The amendment put forward by Liberal MP Paul Chiang would prohibit rifles or shotguns "capable of discharging centre-fire ammunition in a semi-automatic manner [and] designed to accept a detachable cartridge magazine with a capacity greater than five cartridges of the type for which the firearm was originally designed."
Semi-automatic rifles are designed so when the trigger is pulled, another bullet is loaded into the gun's chamber. They're especially prized by bird hunters, DeMille said, while farmers or ranchers might also prefer them as the best way to keep predators away.
"When you're shooting at a flock of geese, you might wait all day for the flock to come in. So [a semi-automatic] brings your chances quite higher," said Harvey Young, a hunter in Grenville-sur-la-Rouge, Que.
Semi-automatics also differ from automatic weapons, where multiple shots can be fired with a single pull. It's a distinction most Canadians don't understand, said Young — and he felt the proposed amendment takes advantage of that lack of understanding.
"It's nonsense. It's targeting people that aren't breaking the law," said Young, who owns two semi-automatics for shooting waterfowl.
"Every gun fires a bullet. It's the person behind the gun that makes the bad judgments."

Thousands of rifles still available: Liberal MP
Liberal MP Taleeb Noormohamed told the Commons committee last week that nobody was trying to vilify hunters. Rather, the government was focusing on "weapons that should be banned because they have been responsible for taking life — killing human beings."
Citing numbers from a Department of Justice official, Noormohamed said once the new definition comes into force, there would still be as many as 20,000 types of firearms that would be classified as non-restricted and could be used for hunting.
Even so, the Ontario federation has issued a call to action, urging people to "respectfully" send thoughts on the amendment to their local MP via an online form. That form was no longer online Saturday afternoon, with the federation's website noting "overwhelming" use had led their service provider to shut it down.
Brian Preston, a long-time duck and goose hunter in the Township of Rideau Lakes, Ont., said he supported the federation's stance and accused the Liberals of ramming through another "unnecessary" gun law that won't act as designed.
"They target legal, trained, certified hunters. And they don't put enough [resources into] really going after the criminals," Preston said.
"They just seem to think it's easier to take all the guns away from Canadians ... it's the easy way out."

a failed economy, tripling of taxes looming, 1.5M Canadians using
foodbanks, hospitals overwhelmed with sick children who can’t even get
Tylenol, Chinese interference in elections and of course a terrible
showing at the Public Order Emergency Commission, the Liberals needed
the media and Canadians in general talking about something other than
their failures.
With Saskatchewan Firearms Act, province pushes back against federal gun control
Act aims to restrict provincial and municipal agencies from receiving federal funding for seizing firearms
Saskatchewan has introduced a new piece of legislation it says is aimed at protecting law-abiding firearms owners.
The Saskatchewan Firearms Act passed first reading on Thursday.
A news release from the province touts the bill as establishing a "provincial firearms regulatory system that will promote the safe and responsible use of firearms" and expanding the role of the Saskatchewan Firearms Office in prosecuting non-violent regulatory firearms offences.
But under questioning from the media, provincial Minister of Corrections, Policing and Public Safety Christine Tell described a bill designed to push back against the federal government's expansion of gun control in Canada.
"It is addressing the challenges that we're facing," Tell said on Thursday.
She said the provincial government has concerns about the federal firearm buyback program. In May 2020, the federal government passed an order in council banning 1,500 assault-style firearms and certain components of newly prohibited firearms.
It announced an amnesty until October 2023 to give owners of the firearms time to comply with the law.
Tell has already sent a letter to the Saskatchewan RCMP's commanding officer Rhonda Blackmore, stressing that Tell did not want provincial policing resources involved in the federal program. Federal Minister of Public Safety Marco Mendicino has described that position as reckless and an "abdication" of the vital responsibility to keep citizens safe.
On Thursday, Tell gave media more details on how the province might prevent the use of police resources, saying part of the new legislation would restrict provincial and municipal agencies in the province.
"They cannot receive money from the federal government to confiscate firearms. So that is in there," she said.
Tell admitted that RCMP — which is contracted to serve as the provincial police force until 2032 — can be directed by Ottawa to seize firearms.
"Bearing in mind that we as a province fund the RCMP to the tune of 70 per cent, it could even get more interesting," she said.
When asked whether that could include defunding the RCMP, Tell said all options were on the table.
Tell also said any agent of the federal government that is going to confiscate someone's firearm will be required to get licensed by the Chief Firearms Officer of Saskatchewan.
The new piece of legislation will also ensure the "fair compensation of any firearms being seized," according to the provincial government.
Tell said the new legislation will also require forensic and ballistic testing of all seized firearms before they are destroyed.
As for how that may effect the storage of firearms, Tell said that is on the federal government.
The province is also funding a new ballistics lab — the first of its kind in Saskatchewan. It will assist police as they investigate firearms-related crimes, but may also be used for the testing that will be required under the new legislation.
Tell dismissed concerns the new lab may soon be jammed up with the required testing of seized firearms.
"I think that the priority of the people of the province is to ensure people who commit crimes with firearms are actually investigated," she said.
Nicole Sarauer, the Opposition NDP's justice critic, said her party had not had a lot of time to review the bill, but that it would be given the proper scrutiny.
"There's some provisions in there around criminality aspects, that we just want to make sure that this will pass constitutional muster," Sarauer said.

Raising a Little Hell- Lively Debate Provokes Crowd

"If you don't like what you got, why don't you change it? If your world is all screwed up, rearrange it."
The 1979 Trooper song Raise a Little Hell blared on the speakers
at the 8th Hussars Sports Center Friday evening as people filed in to
watch the Fundy candidates debate the issues. It was an accurate, if
unofficial, theme song for the debate.
The crowd of over
200 spectators was dwarfed by the huge arena, but as they chose their
seats, it was clear the battle lines were drawn. Supporters of
Conservative candidate Rob Moore naturally took the blue chairs on the
right of the rink floor while John Herron's Liberalswent left. There
were splashes of orange, supporters of NDP Pat Hanratty, mixed
throughout. Perhaps the loudest applause came from a row towards the
back, where supporters of independent candidate David Amos sat.
The debate was moderated by Leo Melanson of CJCW Radio and was
organized by the Sussex Valley Jaycees. Candidates wereasked a barrage
of questions bypanelists Gisele McKnight of the Kings County Record and
Lisa Spencer of CJCW.
Staying true to party platforms for
the most part, candidates responded to questions about the gun registry,
same sex marriage, the exodus of young people from the Maritimes and
regulated gas prices. Herron and Moore were clear competitors,constantly
challenging each other on their answers and criticizing eachothers’
party leaders. Hanratty flew under the radar, giving short, concise
responses to the questions while Amos provided some food for thought and
a bit of comic relief with quirky answers. "I was raised with a gun,"
Amos said in response to the question of thenational gun registry.
"Nobody's getting mine and I'm not paying 10 cents for it."
Herron, a Progressive Conservative MP turned Liberal, veered from his
party'splatform with regard to gun control. "It was ill advised but well
intentioned," Herron said. "No matter what side of the house I am on,
I'm voting against it." Pat Hanratty agreed there were better places for
the gun registry dollars to be spent.Recreational hunters shouldn't
have been penalized by this gun registry," he said.
The
gun registry issues provoked the tempers of Herron and Moore. At one
point Herron got out of his seat and threw a piece of paper in front of
Moore. "Read that," Herron said to Moore, referring to the voting record
of Conservative Party leader Steven Harper. According to Herron, Harper
voted in favour of the registry on the first and second readings of the
bill in 1995. "He voted against it when it counted, at final count,"
Moore said. "We needa government with courage to register sex offenders
rather than register the property of law abiding citizens."
The crowd was vocal throughout the evening, with white haired men and
women heckling from the Conservative side. "Shut up John," one woman
yelled. "How can you talk about selling out?" a man yelled whenHerron
spoke about his fear that the Conservatives are selling farmers out.
Although the Liberal side was less vocal, Kings East MLA Leroy
Armstrong weighed in at one point. "You’re out of touch," Armstrong
yelled to Moore from the crowd when the debate turned to the cost of
post-secondary education. Later in the evening Amos challenged Armstrong
to a public debate of their own. "Talk is cheap. Any time, anyplace,"
Armstrong responded.
As the crowd made its way out of the
building following the debate, candidates worked the room. They shook
hands with well-wishers and fielded questions from spectators-all part
of the decision-making process for the June 28 vote.
