Joan Diamond of New Dominion, P.E.I., submitted the following opinion article on behalf of the Coalition for the Protection of P.E.I. Lands.

On March 18, 2023, the Coalition for the Protection of P.E.I. Lands hosted a forum in Montague called “Is Kings County for sale,” which drew a crowd of well over 400 in person (200 in parking lot and hallways) and hundreds more who opted to view it online. Since then there have been some statements made that misrepresent what happened that afternoon. We would like to clear those issues up.

The Coalition for the Protection of P.E.I. Lands is a group of volunteers. We are not funded, but rely totally on donations from the good people of P.E.I. who, like us, are concerned about the abuse of the Lands Protection Act, mainly by wealthy multinational corporations. Our two overarching goals are to raise awareness about such abuse and to hold the government to account for their complicity in these transactions.

Third forum

The March 18 forum was the third in a series of forums named “Whose land is it anyway.” The first forum focused on the now infamous construction in Point Deroche and the second on the prevalence and inherent dangers of land grabbing and the P.E.I. government's continuing enablement of such abuse.

One question we are hearing is, “Why did our March 18th forum focus on the Buddhist land situation and not mention Irvings, Vanco and other well-known and similar situations?” The answer is quite simple. We have focused on those situations in the past in a variety of ways (meeting with the premier, holding press conferences, writing opinion pieces, radio ad campaigns and running a full page ad in local papers) and will continue to expose these violations of our LPA.

This forum was focused on the purchases of the Buddhist group because our group was approached and asked to look into it. We were provided what we felt to be sufficient evidence of wrongdoing and felt we could and should help shed light on the findings. We will be meeting to decide the focus of our final forum soon.

A local publisher has more than once insinuated that the forum used the word “cult” to describe the Buddhist group in Kings County. This is false.

Xing-Chang, left, and Xing-Shu, monks with the Great Enlightenment Buddhist Institute Society (GEBIS) in Heatherdale said March 21 there is no truth to accusations their organization or the Great Wisdom Buddhist Institute (GWBI) have been purchasing more land that provincial laws allow. - Dave Stewart • The Guardian

Buddhist response

The response from Monk Xing-Shu in The Guardian (P.E.I. monks say they feel insulted by accusations over land holdings, March 21) said that we had made a statement on our social media that they owned 17,000 acres of land. Again, this is false.

Another reporter claimed that our coalition had called on IRAC to do a public inquiry, adding that when he contacted IRAC they said we had not. The truth is that there was a motion put forward for us to do an inquiry. Now our team is looking into what that might entail and how we can best serve the concerned citizens of Kings County in their request.

We feel it is the duty of local media and government to now do their research and give this issue the long overdue attention it deserves.

Finally, we want to address the reason we are not willing to share our source. This issue is not new. We have been researching it for six years, and other provincial inquiries have been carried out, including one by P.E.I.’s IRAC, the results of which were not ever made public. It’s a serious claim that we do not take lightly.

The truth is, many government officials and media outlets have also been provided with the same information we have. From what we have seen, it is indisputable. We have given our word that we will protect our source. We feel it is the duty of local media and government to now do their research and give this issue the long overdue attention it deserves.

Media coverage

In response to our news release about the event, only one local media organization sent a reporter to the event. One national media outlet saw fit to fly a reporter down from Toronto to attend the event and that same reporter will be back in April along with two investigative reporters to continue his research. Perhaps our local media is hesitant to take it on because of the risk of being labelled racist, but the issue has nothing to do with race.

To quote our keynote speaker, Doug Campbell, “This issue is and always has been about the land.”

It is our utmost goal to persevere to raise awareness and hold the government to account in order to protect and preserve what we have left of our fragile, beautiful island.

Land ownership questions draw a big crowd in Kings County

Buddhist monks say they are not 'using shell companies to buy up land' in Eastern P.E.I.

A grassroots land-protection group is calling on the Island Regulatory and Appeals Commission to investigate the ownership of land in the Kings County area of Prince Edward Island.

More than 200 people attended a public forum in Montague on Saturday, organized by the Coalition for the Protection of P.E.I. Lands.

"This is a big issue within Three Rivers," said Shane MacDonald, one of the speakers at the meeting. "A lot of people have been waking up to the actual mass of purchases of large corporations in the Three Rivers area or even just Eastern P.E.I."

The meeting focused mainly on land owned by two Buddhist monasteries in Kings County, as well as land owned by corporations or individuals that coalition organizers believe to be affiliated with the Buddhist movement on P.E.I.

  • Strengthen P.E.I.'s Lands Protection Act, urges former justice minister
  • P.E.I. government orders review of land ownership to determine if any rules being broken

The coalition has concerns over what it sees as a concentration of land ownership, and the impact of rising land prices on the local community.

"Multiple properties being sold and resold to non-residents is giving us massive inflation," MacDonald told CBC News on Monday. "There's evidence to see that a lot was sold a year ago for $20,000 and then sold for $100,000 a year after that. That's a massive increase."

'A lot of people have been waking up,' says Shane MacDonald. 'People are generally concerned about the future of the land,' says Shane MacDonald. (Brian Higgins/CBC)

He added: "People are generally concerned about the future of the land and how future generations are going to be able to purchase land."

Limits on land accumulation

Coalition organizers say people and corporations they believe to be associated with the Buddhist community in Kings County are conducting real estate transactions that, in the view of the coalition, contravene the spirit — if not the letter — of Prince Edward Island's Lands Protection Act.

The Lands Protection Act places limits on the amount of land that can be owned by any single person or corporation. A person can't have more than 1,000 acres, and a corporation can't exceed 3,000 acres in total.

  • Government tables changes to close 'loopholes' and increase transparency in land purchases
  • 13 recommendations made to change P.E.I. land policies in government report

The coalition says real estate transactions involving 15,500 acres of land in Kings County can be traced back to an entity or entities with the name "Bliss and Wisdom."

The coalition claims to have examined the ownership details given for some of the entities and found that names of owners and directors of various entities overlap in some cases. That leads the coalition to speculate that the organizations are linked. CBC has not independently verified those claims.

The data examined was gathered from "Canada tax, GeoLinc and ... two or three other organizations," according to Douglas Campbell, district director of the National Farmers Union.

"On government's part, there's been a blind eye turned to what is going on," Campbell told CBC News.

The coalition has also complained that crop land they believe to be affiliated with the Buddhist community is not being farmed, and instead left fallow.

Social media contains misinformation, say monks

A spokesman for Great Enlightenment Buddhist Institute Society monks living communally in Kings County say the monks are dismayed and alarmed by what they say is rumour and misinformation.

  • Buddhist retreat in eastern P.E.I. expands
  • Inside the life of P.E.I.'s young Buddhist monks in the making

"It's not true that they are using shell companies to buy up land in Kings County," said Xing Chang, a monk who identifies himself in English as Venerable Dan.

"Some people have solidified a conclusion about us... There's clearly a disconnect."

Man in orange robe stands in front of large residential building. Venerable Dan, photographed in June 2022 for a story about the monks' efforts to end food poverty on Prince Edward Island, (Thinh Nguyen/CBC)

Venerable Dan says the Great Enlightenment Buddhist Institute Society (GEBIS) owns about 575 acres of land. A separate group based in Brudenell, the Great Wisdom Buddhist Institute nuns, owns 663 acres of land, a spokeswoman told Saltwire News on March 21.

The GEBIS monks are completing construction on a large multi-purpose building in Heatherdale that will become the society's main campus in Kings County, including residential facilities.

Venerable Dan says the monks employ organic agricultural methods on their cropland, and are unaware of any of their acreage that has been left fallow. Some of their land is loaned out "for free" to other organic farmers in Kings County, he said.

The monks say "Bliss and Wisdom" is a name used by several non-profit organizations, but there is no formal connection among them. They compare the use of the phrase "Bliss and Wisdom" to the common use of the word "Island" in the names of various independent businesses on P.E.I.

(Brian Higgins/CBC)

Social media posts about the issue contain misinformation, Venerable Dan said.

"The past two or three months, it seems there more people drawn into it. You keep posting stuff and people believe it."

Venerable Dan says the monks were aware of Saturday's meeting in Montague and chose not to attend.

Lands Act needs 'constant revision': federation

The P.E.I. Federation of Agriculture says Saturday's meeting reflects long-standing concerns over land ownership on the Island, as well as questions over the effectiveness of the Lands Protection Act when it comes to corporate aggregation.

  • P.E.I. privacy commissioner concerned as IRAC withholds corporate land records
  • Irvings now in compliance with P.E.I.'s land ownership limits, minister says

'We see issues with land ownership [in Kings County]. We see some confusion," said Donald Killorn, executive director of the federation. "We saw un update on the Lands Protection Act recently that we hope did close some of the more prominent loopholes."

Donald Killorn in P.E.I. Federation of Agriculture office. The P.E.I. Federation of Agriculture has long lobbied for better protection for farmland, says Donald Killorn. (Shane Hennessey/CBC)

Killorn points out that he knows of "Island-born" farmers who have exceeded land ownership limits, by listing their spouses as owners of tracts of crop land.

"The act does require constant revision as people work to try and circumnavigate the law," said Killorn.

This is not about race. It's always been about the land.
— Douglas Campbell

The coalition says ethnicity is irrelevant, and in the past, accusations that questions about the monks are motivated by racism or xenophobia have diverted attention from legitimate concerns.

"This is not about race," said Campbell. "It's always been about the land."

CBC News reached out to the Island Regulatory and Appeals Commission for comment on the coalition's concerns. It replied with an email saying it was aware of Saturday's meeting but nobody from the coalition had been in direct contact with the commission.

The email added that IRAC "will continue to serve its role in administering the Lands Protection Act."

In some ridings voting will be at a Christian Church location. Has no one at Elections PEI considered that some voters may not be comfortable entering those buildings for a variety of reasons? Couldn't a totally secular location such as a public school auditorium or gym have been chosen instead?

CBC Looks like your boy King has been caught on audio saying healthy, no need for boosters. Why aren't your reporting that? Why isn't CBC reporting that Heather Morrison ignored other products for cure besides vaccine but chose to suppress it instead. Even on this island who still believes government is the answer, all the truth is coming out. How long before King comes under fire or throws Heather under the bus? His answer is always the same was just following the science they made up as they went along.

Ask yourself besides the gobermint picking your pocket daily, what exact purpose do they serve besides screwing everything they touch. People have been brainwashed to the point that they think without gobermint, they can't exist. It's quite the opposite, if you really look at everything, gobermint is the problem not the solution.

The Unconventional Candidate

David Amos Isn’t Campaigning For Your Vote, But….

By Gisele McKnight

FUNDY—He has a pack of cigarettes in his shirt pocket, a chain on his wallet, a beard at least a foot long, 60 motorcycles and a cell phone that rings to the tune of "Yankee Doodle."

Meet the latest addition to the Fundy ballot—David Amos.

The independent candidate lives in Milton, Massachusetts with his wife and two children, but his place of residence does not stop him from running for office in Canada.

One has only to be at least 18, a Canadian citizen and not be in jail to meet Elections Canada requirements.

When it came time to launch his political crusade, Amos chose his favourite place to do so—Fundy.

Amos, 52, is running for political office because of his dissatisfaction with politicians.

"I’ve become aware of much corruption involving our two countries," he said. "The only way to fix corruption is in the political forum."

The journey that eventually led Amos to politics began in Sussex in 1987. He woke up one morning disillusioned with life and decided he needed to change his life.

"I lost my faith in mankind," he said. "People go through that sometimes in midlife."

So Amos, who’d lived in Sussex since 1973, closed his Four Corners motorcycle shop, paid his bills and hit the road with Annie, his 1952 Panhead motorcycle.

"Annie and I rode around for awhile (three years, to be exact) experiencing the milk of human kindness," he said. "This is how you renew your faith in mankind – you help anyone you can, you never ask for anything, but you take what they offer."

For those three years, they offered food, a place to sleep, odd jobs and conversation all over North America.

Since he and Annie stopped wandering, he has married, fathered a son and a daughter and become a house-husband – Mr. Mom, as he calls himself.

He also describes himself in far more colourful terms—a motorcyclist rather than a biker, a "fun-loving, free-thinking, pig-headed individual," a "pissed-off Maritimer" rather than an activist, a proud Canadian and a "wild colonial boy."

Ironically, the man who is running for office has never voted in his life.

"But I have no right to criticize unless I offer my name," he said. "It’s alright to bitch in the kitchen, but can you walk the walk?"

Amos has no intention of actively campaigning.

"I didn’t appreciate it when they (politicians) pounded on my door interrupting my dinner," he said. "If people are interested, they can call me. I’m not going to drive my opinions down their throats."

And he has no campaign budget, nor does he want one.

"I won’t take any donations," he said. "Just try to give me some. It’s not about money. It goes against what I’m fighting about."

What he’s fighting for is the discussion of issues – tainted blood, the exploitation of the Maritimes’ gas and oil reserves and NAFTA, to name a few.

"The political issues in the Maritimes involve the three Fs – fishing, farming and forestry, but they forget foreign issues," he said. "I’m death on NAFTA, the back room deals and free trade. I say chuck it (NAFTA) out the window.

NAFTA is the North American Free Trade Agreement which allows an easier flow of goods between Canada, the United States and Mexico.

Amos disagrees with the idea that a vote for him is a wasted vote.

"There are no wasted votes," he said. "I want people like me, especially young people, to pay attention and exercise their right. Don’t necessarily vote for me, but vote."

Although…if you’re going to vote anyway, Amos would be happy to have your X by his name.

"I want people to go into that voting booth, see my name, laugh and say, ‘what the hell.’"

Would you mind explaining how this "people need to do something" might work? So the "people", who can't agree on whether to change the clocks twice a year, are going to run the province with somewhere in the neighbourhood of 160,000 voices?

FEDERAL COURT File No. T-1557-15

BETWEEN:

DAVID RAYMOND AMOS

Plaintiff

and

HER MAJESTY THE QUEEN

Defendant

STATEMENT OF CLAIM

The Parties

1. HER MAJESTY THE QUEEN (Crown) is Elizabeth II, the Queen of England, the Protector of the Faith of the Church of England, the longest reigning monarch of the United Kingdom and one of the wealthiest persons in the world. Canada pays homage to the Queen because she remained the Head of State and the Chief Executive Officer of Canada after the Canada Act 1982 (U.K.) 1982, c. 11 came into force on April 17, 1982. The standing of the Queen in Canada was explained within the 2002 Annual Report FORM 18-K filed by Canada with the United States Securities and Exchange Commission (SEC). It states as follows:

“The executive power of the federal Government is vested in the Queen, represented by the Governor General, whose powers are exercised on the advice of the federal Cabinet, which is responsible to the House of Commons. The legislative branch at the federal level, Parliament, consists of the Crown, the Senate and the House of Commons.”

Jake Werner my very first personal experience with the quality of journalism of CBC PEI came to light in my eyes when elected officials attempted to force amalgamation of my local area of Evangeline. I took the initiative, rallied the citizens and set forth on a mission to have that forced plan destroyed. After becoming successful in having the proposal destroyed and shut down after only 2 weeks, the closing reports of the CBC was simply airing that the proposal had been postponed. Nothing ever came to light and has never been spoke of since.

    REPORT ON THE MEETING
I'm just getting home after a long day. But here is a synopsis.
The hall was packed and there were probably 150-200 turned away, most of whom listened from their cars in the parking lot. Great speeches from Doug Campbell and Shane MacDonald.
Some politicians there...Cory Deagle And Darlene Compton, and also, surprisingly Wayne Easter. There was at least one Green candidate there and I think a couple of Island party candidates. Denny did not show, and neither did Bevan-Baker. I also heard that Paul MacNeill arrived late and couldn't get in. The Guardian was there but not CBC. Greg Mercer, the Globe and Mail investigative reporter came all the way from Toronto, but local CBC couldn't send someone from Charlottetown. Some of us met with the Globe reporter for a couple of hours after the meeting and apparently he is returning for a couple of weeks in April.
Today was good...created camaraderie and definition for our movement...stay tuned going forward -- right now I got to get to bed.

PatriciaLarry Maclaren CBC gets over $1 Billion dollars, yes, that's spelt with a B, per year from the canadian taxpayers. Do you know what the role of the CBC is in a democracy?? Their role is to represent the voice of the people and hold the government to account. Not represent the voice of the government and hold the people to account. That is a government propaganda media outlet. I bet CBC employees followed the King's tour bus across the province on Saturday. Who knows, they may even just take the bus to make sure they edit their story to their instructed directive. They probably didn't dare show up knowing globe and mail was there to conduct actual journalism. Wouldn't be a good view for them to be contradicted on national news. If CBC actually performed their mandated duties, they would have been there and livestreamed the entire event. CBC is an utter failure to their mandate.

  • John Gallant
Brian Pollard prime example and let's see your method of discrediting my claim. The trucker convoy. The trucker convoy was the absolute largest public display of citizens concerns ever seen in the country. Did the CBC represent the voice of the largest protest display ever seen in the country? Or did they represent and defend the actions of the government? Went as far as nationally broadcasting stories that were told by government officials without a stitch of verification to the claims. They had to retract some articles after the fact as they were outright lies to sway public opinion. Agree with the cause or not, who did they represent?

    • Reply
    • 6d

  • John Gallant
Brian Pollard that public display was not limited to downtown Ottawa, Coutts border and Windsor Bridge. It was on display in volumes never seen before on every overpass and roadsides from coast to coast and everywhere in between. Even little old PEI had a display of well over a couple thousand people in Borden over this event, the local island convoy through charlottetown 2 weeks later was also the largest public display of displeasure ever seen in the province. What voice did CBC represent and what agenda did they move forward with?

    • Reply
    • 6d

  • Brian Pollard
John Gallant a news body should not "represent" anyone. News is all about reporting the facts.
The trucker convoy was a far right assembly, and the far right tends to think the news should actually promote their views and see objectivity as bias.

There are many other things that can be up for debate but for this one, the laws are already there.

I am a farmer living in the area myself, I have seen the lack of land available and have been priced out of land first hand. Let it be known that though this meeting was about King's county, this practice is happening all over the island. WHOEVER is elected on April 3rd needs to be committed to fixing this issue.

George McMinn absolute truth. There wasn’t even any main stream media yesterday’s meeting of in excess of 400 people if you include those watching who did not get into the room. The thing about this is that neither the media nor the general public has a long enough attention span to really calmly digest what is going on here. That is not to say they are stupid or anything like that. It’s just that it is very complex and requires focus and attention. I have read a number of posts and articles about this situation, but it was not until Mr. Campbell slowly and methodically and factually presented what was going on with hard facts and statistics that I really came to understand the shocking reality, and magnitude of it all

D Mae Dedman if you want to get anywhere near truth on a matter, as far as US networks go, you must watch both CNN and FOX news. The truth lays somewhere in between. And it is not a false statement to claim that many canadian subjects are brought to light through FOX News in the US while canadian media remains completely silent. May be biased, but still more informative than silence.

D Mae Dedman A lot of the news outlets in Canada can't be trusted to give us the truth on certain subjects.
That was evident in 2019 when the person who uncovered the photos of Trudeau in blackface wouldn't give them to any Canadian outlet. He gave them to the New York Times.

The Chinese government can harm their family in China. I have empathy for some of the Chinese people living here. Our elected and unelected back room hacks are the ones who are responsible for the corruption Islanders are experiencing with this land fiasco. I hope that this “coming together” as a unified movement opens the eyes of the powers that be and makes them push the pause/stop button.

I was at the meeting in Montague. I am the Green candidate for D4. I can assure you I take the land issue in Kings County very seriously and if elected will serve the people in D4, not party politics, back room shenanigans, or any “business as usual”. This issue is far too serious and needs to dealt with honestly and transparently.

Laverne V. MacInnis every issue needs to be taken with that code of conduct. Open discussions and open debates are vital. What's the good of conducting in investigations when the reports are filled with blacked out redacted pages? The current council of charlottetown is a prime example of this and its done all around. IRAC reports of a 2015 investigation of bliss and wisdom was never released to the public, the Irving land acquisition reports were never released to the public and the recent DP Murphy ruling was never released to the public. Transparency is non existent in the very places they should be prioritized.

David Raymond Amos not in this case...we need our laws enforced and transparency restored. You can't debate facts. We need pressure for answers and actions to enforce our laws of the lands and close any and all loopholes. No corporation or organization on PEI can lawfully own over 3000 acres. There are many other things that can be up for debate but for this one, the laws are already there.
