Pablo Rodriguez to sit as Independent while seeking Quebec Liberal leadership

Rodriguez baits Quebec premier to enter federal politics

Liberal MP Pablo Rodriguez announced his resignation from cabinet on Thursday and said he will sit as an Independent until the launch of the Quebec Liberal Party leadership race next year.

At a news conference in Gatineau, Que., the former transport minister said he is staying on as a member of Parliament until January to avoid a costly byelection weeks, or possibly months, before a general election.

The first phase of the Quebec Liberal leadership race begins on Jan. 13, 2025. 

No byelection is called within nine months of a fixed date general election, according to the Parliament of Canada Act. 

"My priorities can no longer be those of a government that I have always served as a good team player," Rodriguez told reporters, adding that he wants to set his own priorities and advance a vision for a "fairer, more humane, more united Quebec."

"I am certain that François Legault's Quebec — with its divisive politics — doesn't resemble Quebecers and doesn't unite Quebecers," he added.

Trudeau shuffles cabinet as Pablo Rodriguez quits to sit as independent

Prime Minister Justin Trudeau shuffled his cabinet after Transport Minister Pablo Rodriguez resigned to sit as an Independent, while NDP Leader Jagmeet Singh announced his party will back the government in the Conservative-led non-confidence vote next week.

His departure from cabinet comes nearly two months after Seamus O'Regan, the former labour and seniors minister, stepped down.

Rodriguez's deep ties to the federal Liberal Party span more than 20 years.

He was first elected with the party in 2004 as the MP for Honoré-Mercier, in Montreal's east end, and re-elected in the same riding in 2006 and 2008. After being defeated by the NDP's Paulina Ayala in 2011, he was re-elected in 2015 and in the last two elections.

Anand, Duclos to take on portfolios

A staunch Liberal, Rodriguez was sworn in as Prime Minister Justin Trudeau's Quebec lieutenant and government House leader in 2019.

On Thursday afternoon, Public Services Minister Jean-Yves Duclos confirmed he would replace Rodriguez as Quebec lieutenant.

"I intend to honour this trust and take on these immense responsibilities in the best interests of Quebecers, no matter where they live or where they come from," Duclos said in a media statement.

President of the Treasury Board Anita Anand was sworn in as transport minister on Thursday. 

"We know that for an economy to function efficiently, we need a transportation system that functions well too and that is my priority in this role," she told reporters following the ceremony.

President of the Treasury Board and new minister of transport Anita Anand thanked former transport minister Pablo Rodriguez for his parliamentary work and confirmed he made the decision ‘independently’ to step down from the cabinet position.

In response to Quebec Premier François Legault's recent attempt to rally support against the Trudeau government, Rodriguez confirmed he would be voting against a Conservative non-confidence motion set to be tabled next week.

On Thursday, Legault called on Parti Québécois Leader Paul St-Pierre Plamondon to show some "courage" and ask Bloc Leader Yves-François Blanchet not to back the Trudeau government and to "defend the interests of the Quebec nation."

"To my surprise, Mr. Legault is pushing the Bloc Québécois to defeat the government," Rodriguez said. "My message to Mr. Legault is if he wants to do federal politics, he should come to Ottawa."

He accused Conservative Leader Pierre Poilievre of indulging in "partisan politics" and said Canadians don't want an election right now.

Blanchet repeated Thursday what he said the day before: his caucus will vote against the non-confidence motion because the result would amount to swapping Trudeau for Poilievre.

"I'm not a Conservative. Conservative values are not Quebec values," Blanchet said on Wednesday. 

As for Rodriguez leaving cabinet, Blanchet dismissed the suggestion that having one fewer Quebec cabinet minister would affect the province's interests.

"A Quebec minister in a Liberal government takes his orders from the majority that is Canadian, and he quickly realizes that he has little power," Blanchet said Thursday.

"Mr. Rodriguez has already given us an example," Blanchet added, referring to the former Liberal MP saying Thursday morning that he sometimes went against his convictions as a Quebecer when he was a member of the government. 

"One more Quebec minister, one fewer Quebec minister — it doesn't change much," Blanchet said.

With Rodriguez's departure, the Liberals will have 33 MPs in Quebec — the same number as the Bloc Québécois.

Why is Quebec's premier trying to push the Bloc to bring down the Trudeau government?

While François Legault is being clear about the main reason he'd like to see a federal election triggered, one of his political opponents is calling it an act of desperation.

Quebec's premier appears to want a federal election to take place sooner rather than later.

In a brief statement to reporters at the National Assembly on Thursday, Legault expressed his disagreement with the Bloc Québécois's decision to support Justin Trudeau's Liberal minority government in a non-confidence motion that is expected next week. 

For months, Legault said, he's been trying to convince the federal Liberal government to reduce the number of temporary immigrants in Quebec. In the last two years, that number has essentially doubled from 300,000 to about 600,000. He said any measures put forth by Trudeau's government to address that issue have been "insignificant."

In his statement, Legault stopped short of directly asking Bloc Leader Yves-François Blanchet to vote against the Trudeau government in the non-confidence motion. Instead, he appeared to try to put pressure on Parti Québécois Leader Paul St-Pierre Plamondon.

"Yesterday, the leader of the Bloc Québécois, the sister party of the Parti Québécois, announced that he will support the Trudeau government in next week's non-confidence motion," Legault said.

Quebec Premier François Legault says he’s tired of Ottawa not taking action on immigration. Bloc Québécois leader Yves-François Blanchet took to X to say he won’t change his vote.

"I am asking Mr. St-Pierre Plamondon, the leader of the Parti Québécois, to show some courage today and to ask his friend at the Bloc Québécois to change his mind, to not support the Trudeau government next week and to defend the interests of Quebecers and the Quebec nation"

Legault walked away without fielding any questions as reporters tried to get him to answer whether he felt Quebec would be in better hands with Pierre Poilievre's Conservatives in power. 

Blanchet didn't take long before taking to social media to reply to the premier.

Blanchet responds to Legault's call for Bloc to bring down Trudeau government

Bloc Québécois Leader Yves-François Blanchet says he and Quebec Premier François Legault ‘want the same thing’ when it comes to Quebec gaining more powers to address immigration, but they differ due to Legault’s desire to beat Parti Québécois Leader Paul St-Pierre Plamondon. Earlier Thursday, Legault said the Bloc should change its plans and vote in favour of a planned Conservative non-confidence motion next week.

"The answer remains no," he posted to X, in reference to Legault's plea to vote against the federal Liberal government. 

In his post, Blanchet said he was "neither a Conservative, nor a Liberal nor a caquiste," which is a French word to describe a supporter of Legault's Coalition Avenir Québec party.

"I am the leader of the Bloc Québécois. I serve Quebecers, not the Liberals, based on my own judgment."

He also pointed out that the Conservative party's motion does not mention anything about the immigration issues Legault brought up. 

"I am happily assuming that if and when the Bloc will bring down the Liberals, Mr. Legault will support the Bloc Québécois."

The Bloc is coming off a victory this week in a federal byelection in the LaSalle—Émard—Verdun riding in Montreal — a crushing blow to the federal Liberals whose popularity continues to plummet.

On Tuesday, following the victory of his candidate Louis-Philippe Sauvé, Blanchet said he believes the Liberal government's days are numbered, but that doesn't mean his party will strive to bring the government down.

"We want to advance important issues for Quebec. We have a golden opportunity right now," he said. 

Blanchet said it would be irresponsible for him to not try to get the Liberals to adhere to some of the Bloc's demands before the next election.

'Desperate attempt'

As far as the PQ leader is concerned, Legault was essentially asking for his party to "succeed where he has failed."

St-Pierre Plamondon said the premier has failed in his six years in power to get concessions from Ottawa on immigration matters.

He added that Legault's comments basically amount to an endorsement of the Conservatives, a party he says does not have Quebec's best interests at heart 

"I don't understand this desperate attempt from the premier," said St-Pierre Plamondon. 

"If the premier's plan is to stand next the Conservatives from Alberta, then I'm going to stand next to the Bloc Québécois and everyone who is loyal to Quebec's interests."

St-Pierre Plamondon said the long-term solution to the province's immigration challenges is sovereignty, something he says Legault does not want to admit.

Canadian parliamentarians returned to the familiar halls of the House of Commons in Ottawa on Monday, to a political landscape that shifted significantly over the course of summer recess. Conservative Leader Pierre Poilievre kicked off question period by calling for Prime Minister Justin Trudeau to “axe the tax,” while Trudeau defended the carbon pricing scheme as necessary for climate response and rebates. 
 
Trudeau also took aim at the NDP, accusing the party of trying “to save themselves” after NDP Leader Jagmeet Singh pulled out of a political pact with the Liberal government just weeks ago. “As soon as hard things got hard, they turned tail and ran,” Trudeau said. 
 
Following the appointment of Mark Carney as the chair of a Liberal Party economic task force, Conservative MP Melissa Lantsman claimed Finance Minister Chrystia Freeland was being “shoved aside” and demoted. Freeland responded by saying she was “not going anywhere” and criticized the opposition party for being focused on “personal mudslinging.” 
 
Conservative MP Don Stewart, who was elected in the historically Liberal stronghold of Toronto-St. Paul’s back in June, also spoke for the first time in parliament and referenced his “successful byelection campaign.” Government House Leader Karina Gould responded by welcoming Stewart to the House of Commons and took a jab by describing him as “someone else who knows how to repeat three-word slogans.”

Conservative Leader Pierre Poilievre has been pressuring other parties to trigger a 'carbon tax election'

If the Conservatives want to bring the Liberal government down over the carbon tax, they won't have the help of the Bloc Québécois, one Quebec MP says.

Conservative Leader Pierre Poilievre has been pressuring the other opposition parties to help him force a "carbon tax election" this fall. To do that, Poilievre would need both the NDP and the Bloc caucuses to vote for a non-confidence motion against the Liberals.

Bloc MP Martin Champoux told CBC News Network's Power & Politics that the Bloc won't support a non-confidence motion if it's nothing more than a critique of the federal carbon tax.

How will opposition parties respond to a non-confidence vote?

It's the first day back in the House of Commons for Parliamentarians and Conservative Leader Pierre Poilievre says he'll put forward a non-confidence vote as soon as possible to trigger a federal election. Power & Politics hears from NDP House leader Peter Julian and Bloc heritage critic Martin Champoux on how their parties could respond.

"It would be serving the Conservative agenda and that's not what the Bloc is here for," Champoux told host David Cochrane.

"I don't think the Bloc will support a motion from the Conservatives based on the carbon tax. Honestly, I think they'll have to do better than that."

The Bloc doesn't consider the federal carbon tax a priority issue because the levy doesn't apply in Quebec. The provincial government instead has implemented a cap-and-trade system.

MPs returned to the House of Commons on Monday with less certainty about how much longer the current parliamentary session will last.

Earlier this month, the NDP backed out of its governing agreement with the Liberals that was slated to last until next summer. The end of the deal makes an early election call more likely, although it's not guaranteed.

Bloc Québécois Leader Yves-François Blanchet told reporters earlier Monday that he doesn't expect the current parliamentary session to last much longer.

"We are playing chicken with four cars," Blanchet said of the current dynamic in the House of Commons.

"Eventually, one will hit another one and there will be a wreckage. So I'm not certain that this session will last a very long time."

Bloc leader compares fall parliamentary sitting to game of chicken

Bloc Québécois Leader Yves-François Blanchet says he's ‘not certain’ the fall sitting of the House will last, comparing upcoming non-confidence votes to a four-way game of chicken. He says the way his party votes depends on whether the Liberal government's proposals are good for Quebec.

The Bloc has indicated that it views the end of the Liberal-NDP governing agreement as an opportunity to push its own priorities.

On Monday, Blanchet said he has a fairly straightforward approach to how his party will vote during the fall sitting.

"If it's good for Quebec, we will be in favour of it. If it's bad for Quebec, we will be against it," he said.

One of the Bloc's legislative priorities for the current sitting is Bill C-319, which aims to bring pensions for seniors aged 65 to 74 to the same level as those paid to seniors aged 75 and over.

The Bloc also wants Quebec to obtain more powers in immigration matters, particularly in the area of temporary foreign workers, and recoup money it says is owed to the province.

Deputy Prime Minister Chrystia Freeland defended her government's
decision to invoke the emergency powers now being used to clear
downtown Ottawa, saying Canada's economy and democracy are being
threatened.

"A liberal democracy must be prepared to defend itself," she told a
news conference Friday as police continued to take into custody
protesters demanding the elimination of all pandemic measures who have
gridlocked the capital city for nearly three weeks.

The federal government triggered the Emergencies Act earlier this week
for the first time in the legislation's history. It brought in new
measures prohibiting public assemblies that disrupt the movement of
people, goods and trade, or that support the "threat or use of acts of
serious violence against persons or property."

In a dramatic show of force, a line of police officers — some armed
with weapons, face shields and gas masks — has been moving along
Rideau Street, pushing protesters west and making arrests along the
way.

Police started arresting protesters and towing trucks on Friday as
part of an operation to end a three-week blockade of Ottawa by
hundreds of truck drivers that paralyzed the nation's capital and
prompted the prime minister to invoke emergency powers. (Evan

As of 3:53 p.m. ET, police had taken 70 people into custody and towed
21 vehicles.

At one point, officers smashed the window of an orange vehicle and
arrested the occupant after he locked himself in.

Armoured tactical vehicles were spotted moving up Rideau — a major
downtown artery — with a group of mounted officers nearby.

"When this crisis is over, all of us will need to work hard to heal
our country," Freeland told the news conference.

"But today, our economy and our democracy are facing a serious and
foreign-funded threat. These illegal blockades and occupation cannot
be allowed to usurp the authority of democratically elected
governments."

Some of the protesters on the streets linked arms and sang the
national anthem. Others sat down or kneeled on the ground, refusing to
move.

On Wellington Street, home of the National War Memorial and Parliament
Hill, protesters used shovels and orange and white pylons to build up
a wall of snow.

"You will face severe penalties if you do not cease further unlawful
activity and remove your vehicle and/or property immediately from all
unlawful protest sites," Ottawa police tweeted Friday morning.

Freeland said she takes no satisfaction in seeing the arrests.

"For me this is a day of real sorrow, but also determination," she said.

"And it is a day, I think, where everyone in our government is very resolute."

The government published its reasons for triggering the Emergencies
Act late Wednesday, calling the situation across the country
"concerning, volatile and unpredictable."

"The protesters have varying ideological grievances, with demands
ranging from an end to all public health restrictions to the overthrow
of the elected government," the government statement reads.

"Ideologically motivated violent extremism adherents may feel
empowered by the level of disorder resulting from the protests."

The statement also said border blockades threaten Canada's economic security.

"The impact on important trade corridors and the risk to the
reputation of Canada as a stable, predictable and reliable location
for investment may be jeopardized if disruptions continue," it reads.

For six days last week, protesters blocked access to the Ambassador
Bridge which connects Windsor and Detroit. The vital trade link was
reopened to traffic on Sunday after police moved in.

On Friday, an Ontario judge granted an extension to the injunction
that prohibits anyone from blocking access to the Ambassador Bridge.
The previous order was set to expire Monday.
Debate delayed

A debate in the House of Commons on the government's controversial
decision to invoke the Emergencies Act has been temporarily suspended
as the police operation continues on the parliamentary precinct's
doorstep.

House leaders previously reached a deal to debate the use of the
Emergencies Act on Friday and throughout the weekend, from 7 a.m. ET
to midnight, with a vote planned for Monday.

The extraordinary powers provided by the legislation have been in
effect since Monday, but the Emergencies Act stipulates that the
federal government also must go before Parliament to seek approval
from MPs and senators.

Government House Leader Mark Holland tweeted that he hopes the debate
can resume Saturday.

"We are closely monitoring the police operation in downtown Ottawa
today and will await further advice from security officials on
Parliament Hill on when the House can reopen," he wrote.

A note sent to senators on Friday morning asks them to stay away from
the downtown core.

The Conservatives have argued the government has not backed up its
claim that the demonstrations pose a serious threat to Canada and
can't be dealt with through existing laws.

"We want to lower the temperature across the country. The prime
minister clearly wants to raise it," interim Conservative leader
Candice Bergen said in the House Thursday.

"This is not a game. It comes at the cost to Canadians' rights and freedoms."

The Canadian Civil Liberties Association (CCLA) announced Thursday
that it plans to sue the federal government over its decision to
invoke the Emergencies Act.

"Emergency powers cannot and must not be normalized," said CCLA
executive director Noa Mendelsohn.

NDP Leader Jagmeet Singh said his party plans to support the
Emergencies Act declaration — which would carry it through the
minority Parliament — but is ready to pull its support if the measures
are no longer necessary or if the government takes on additional
powers.

"This is not a protest. It is not peaceful," Singh said during
Thursday's debate.

"The organizers of this illegal occupation have been clear from the
beginning. They came here to overthrow a democratically elected
government."
Downtown Ottawa locked down

Interim Ottawa police chief Steve Bell said the Emergencies Act and
the provincial state of emergency provided police with the resources
they needed to push back and end the demonstration.

"The three levels of government that have come together to support our
efforts in this have led us to be able to have the success we're
starting to see right now," he said Friday.

"Without the authorities provided to us through these pieces of
legislation, we wouldn't be able to be doing the work we are today."

Ottawa's downtown core remains locked down Friday morning, with about
100 checkpoints preventing protesters from entering the zone.

They act also prohibit people from bringing minors near unlawful
assemblies and authorize banks and insurance companies to freeze
participants' accounts and cancel their vehicle insurance.

On Friday, police escorted at least one tearful family with
school-aged children away from the scene.

    Canadian Civil Liberties Association to sue federal government

    Truckers say they'll face arrests peacefully — but will defend their rights

On Thursday, police arrested Chris Barber and Tamara Lich, key
organizers of the protest convoy that began as a demonstration against
vaccine mandates and other pandemic restrictions.

Both are expected to make court appearances on Friday.

According to police, Barber is charged with counselling to commit the
offence of mischief, counselling to commit the offence of disobeying a
court order and counselling to commit the offence of obstructing
police.

Lich has been charged with counselling to commit the offence of
mischief, police said.

CBC News has confirmed another of the convoy leaders, Pat King, was
among those arrested Friday.

Voters went to the polls on Sept. 16 for a high stakes byelection in LaSalle-Émard-Verdun and Elmwood-Transcona. The byelection is a critical test for Prime Minister Justin Trudeau’s Liberals and will also put Jagmeet Singh’s NDP brand to the test. Along with a panel of insiders, Power & Politics’ David Cochrane guides us through live results and breaks down what they mean for the next federal election.

Voters are headed to the polls for federal byelections in Manitoba and Quebec today — and the results of these two local contests could have national implications.

One seat, the Winnipeg-area riding of Elmwood-Transcona, has been held by the NDP for most of the last four decades, while the other, Montreal's LaSalle-Emard-Verdun, has been solidly Liberal.

A victory by any other party in either of these elections would be a major upset and could lead to some soul-searching for the Liberal Party and the NDP, which have been closely aligned in Parliament for more than two years.

In Manitoba, polls are open from 8:30 a.m. to 8:30 p.m. central time. In Quebec, the polls open at 9:30 a.m. and will close at 9:30 p.m. eastern time.

The ballot in LaSalle-Emard-Verdun includes an eye-popping 91 candidates — the result of a protest campaign calling for electoral reform. That means results may not be known until several hours after the polls close.

The electoral reform group responsible for the large number of candidates in LaSalle-Emard-Verdun also put dozens of names on the ballot in another byelection earlier this summer. The final outcome of that byelection wasn't known until after 4:30 a.m.

MPs are heading back to Parliament — here's what to watch for

As MPs return to the House of Commons on Monday, Prime Minister Justin Trudeau will be leading an unstable minority government after NDP Leader Jagmeet Singh tore up the agreement that had ensured the Liberal government’s survival for more than two years.

"It is never possible to predict exactly when all results will be reported, but estimates based on the simulations we've conducted suggest it will take longer to count and report each poll," a spokesperson for Elections Canada said in a media statement.

"With this in mind, we cannot provide specific estimates for when results will be completed, but can confirm that results will be available on election night."

Elections Canada will be counting some advance ballots earlier in the day — up to four hours before polls close — and it has hired additional workers to help get the results out as soon as possible, the spokesperson said.

Elections Canada also been running simulations to find ways to count the unwieldy ballots faster.

NDP keen to hold onto Elmwood-Transcona

The NDP is looking to hang onto Elmwood-Transcona to show leader Jagmeet Singh has some momentum after he recently ripped up a governance agreement with the Liberals and vowed to go it alone.

If Singh can't hold a seat that's has been in the NDP's column for decades, it may call into question his future as leader, especially given the party's relatively poor performance in the last two general elections.

The Liberals already lost Toronto-St. Paul's in June — a stinging defeat for the party in a riding it had held for more than 30 years.

A loss in LaSalle-Emard-Verdun — which includes communities that have been represented by Liberals for most of the last century — would also be humiliating for Prime Minister Justin Trudeau.

While Trudeau has insisted he's staying on as leader despite some bad polling and that byelection loss, a defeat in Montreal after the one in Toronto could lead more Liberal MPs to demand his resignation.

Elmwood-Transcona was last held by MP Daniel Blaikie, who stepped down to work for Manitoba's NDP Premier Wab Kinew earlier this year. His father, Bill Blaikie, previously represented parts of this working-class riding in Parliament.

The NDP is trying to prove this riding is not just a "Blaikie seat" but one the New Democrats can hold with another name on the ballot. It's also hoping Kinew's popularity will give the party a boost.

The NDP has been running social media ads that largely lean on past provincial issues to attack the Conservative candidate in this race.

The NDP's Leila Dance, a local non-profit and business leader, is up against Conservative Colin Reynolds, a construction electrician.

Reynolds, a member of the International Brotherhood of Electrical Workers (IBEW) labour union, is making a play for blue collar workers in a riding that's home to a lot of them.

A major CN rail yard is in the riding and another one owned by CP is just over the Red River in Winnipeg's north end.

"Jagmeet Singh and Justin Trudeau's costly coalition does not represent union members like me," Reynolds said in a campaign video announcing his candidacy.

"Voters will have a chance to send a message to Jagmeet and Justin. Vote for common sense."

Conservative Leader Pierre Poilievre has been reaching out to private-sector union members as part of a populist rebranding of the party.

Poilievre said little last month when a rail work stoppage threatened to cripple the national economy and he agreed to support the Liberal government's anti-scab legislation — a bill opposed by the business community because of fears that a ban on replacement workers will make strikes more likely.

Dance, who has the endorsement of the NDP-friendly United Steelworkers union, also has been making a play for labour support — a core constituency for New Democrats nationwide.

"Pierre Poilievre likes to cosplay, put on a costume and pretend that he cares about workers," Singh said Thursday at the party's caucus retreat. "This is someone with a track record of hurting workers."

The Liberals are not expected to be a factor in Elmwood-Transcona. The party finished a distant third there in the 2021 general election and polls suggest Liberals are a lot less popular now than they were then.

Liberals trying to hold off NDP, Bloc in Montreal-area seat

LaSalle-Emard-Verdun, a riding in southwest Montreal with a sizeable English-speaking minority, was last represented by former justice minister David Lametti.

Liberal candidate Laura Palestini, a Montreal city councillor, is trying to hold off NDP and Bloc Québécois challengers who are looking to take another longtime Liberal seat and deliver another body blow to Team Trudeau.

A Liberal win, meanwhile, would give Trudeau a much-needed victory and silence critics who say the party has lost touch with voters.

Voters in the Montreal riding of LaSalle–Émard–Verdun will elect a new member of parliament on Monday, Sept. 16, and while they'll have to contend with the longest ballot in Canadian history, they could have an unusually significant impact on Canadian politics.

Montreal city councillor Craig Sauvé is running for the NDP. Singh has been a frequent presence in the riding recently.

Louis-Philippe Sauvé, a former Parliament Hill staffer, is the Bloc's candidate.

The Conservative candidate finished in a distant fourth place in LaSalle-Emard-Verdun last time, with just 7.5 per cent of the vote.

The fall political season could prove to be a tumultuous one, as the end of the deal between Justin Trudeau’s Liberals and Jagmeet Singh’s NDP opens up the possibility of a snap election and ensures that brinksmanship will be the order of the day, at least until that vote happens — something that Pierre Poilievre’s Conservatives will try to force as soon as possible. 
 
But a potential catalyst for upheaval will come very soon on Monday, as voters go to the polls in the Elmwood–Transcona and LaSalle–Émard–Verdun byelections, contests in which all three parties, plus the Bloc Québécois, have something at stake. 
 
To set us up for what should be a fascinating few months, I’m joined this week by the pollster panel.

PPC Leader Maxime Bernier visits Winnipeg, promotes candidate in Elmwood-Transcona byelection

Sarah Couture, who has worked in IT, says party wants to curb immigration numbers

The leader of the People's Party of Canada was in Winnipeg on Saturday to promote their candidate in the upcoming federal byelection in Elmwood-Transcona.

About two dozen people gathered at Maple Leaf Park in the Transcona neighbourhood to show support for PPC candidate Sarah Couture.

There are five other candidates running in the Elmwood-Transcona byelection scheduled for Sept. 16: New Democrat Leila Dance, Green candidate Nicolas Geddert, Liberal Ian MacIntyre, Conservative Colin Reynolds and Zbig Strycharz of the Canadian Future Party.

Each candidate hopes to succeed former NDP member of Parliament Daniel Blaikie, who resigned his seat to move back to Winnipeg and work for Manitoba's provincial NDP government.

"That byelection is important for us because we are offering a different perspective, different ideas that the main establishment political parties won't speak about," PPC Leader Maxime Bernier told Radio-Canada on Saturday.

Couture, who has worked in IT, says she's been involved with the party on and off since its 2018 inception.

"With this byelection, we needed a candidate in this area, so I decided to give it a try," she said.

Were Couture to win the riding, it would be a significant victory for the PPC, which has no seats in the House of Commons.

The party got about six per cent of all votes in the Elmwood-Transcona riding in the 2021 federal election. The party's national result in that year's election saw it gather about five per cent of votes — a doubling of support when compared with the 2019 election.

It's a hopeful sign for Bernier.

"This party is growing. We are [here] for the long term," he said.

"We are promoting ideas that are based on individual freedom, personal responsibility, respect and fairness, and all of our policies are in line with these fundamental principles."

The byelection is a chance for the party to promote their stance on immigration, Couture said, claiming Conservative and Liberal policies have "opened the floodgates, in a sense."

She says the PPC wants to ensure "that we're bringing in the right people for the right jobs and the people that will adapt into Canadian culture."

Across Canada, the population rose by 1,271,872 between Jan. 1, 2023, and Jan. 1, 2024. Statistics Canada said 97.6 per cent of that population growth was the result of immigration, with 471,771 immigrants settling in the country last year and the number of temporary residents — most of whom are foreign workers — rising by 804,901.

Bernier says his party offers a new alternative in Canada's political landscape, as the PPC wants a moratorium on immigration amid housing and health-care crises across the country.

"We are not anti-immigration. We want to have fewer immigrants," he said.

Bernier also says his party opposes what he calls the "radical gender ideology," characterizing gender transition for kids as "mutilation."

Discussions of sex and gender have been a flashpoint lately between 2SLGBTQ+ advocates and some more conservative politicians.

Bernier says the party doesn't plan to change any of its policies in the future.

"We are not afraid to speak about things that are not that popular today, but we believe that the more we speak about our ideas, the more popular they will become."

Canadian Future Party fields candidate Zbig Strycharz in Winnipeg byelection to succeed Daniel Blaikie

The Canadian Future Party, a new federal party that describes itself as centrist and advocates more spending on defence, is running a candidate in the upcoming byelection in Winnipeg's Elmwood-Transcona riding.

Zbig Strycharz, a Canada Revenue Agency employee, has registered to run in the byelection to succeed former NDP member of Parliament Daniel Blaikie, who resigned his seat to move back to Winnipeg and work for Manitoba's provincial NDP government.

The Canadian Future Party, which was officially registered by Elections Canada earlier this month, describes itself as "not left, not right, but forward" on its website. It also prioritizes democracy in its policies, both domestic and international.

"Until the world is safe for democracy, it won't be safe for Canadians; our decisions must push for more trade with democracies and a clean break with dictators," the party states on its website.

Strycharz said he was attracted to the new party because it advocates for small government but is committed to maintaining a social safety net.

"Every year I voted, always voted for what felt like a best-worst choice. No party really represented me properly," Strycharz said Tuesday in an interview.

He said the Canadian Future Party can offer something different to the voters of Elmwood-Transcona, who have elected NDP candidates in all but one election since the eastern Winnipeg riding was formed.

Conservative Lawrence Toet represented Elmwood-Transcona from 2011 to 2015.

"Essentially, we've been voting for the same two parties, and the same two parties seem to have failed on providing results," Strycharz said.

There are five other candidates running in the Elmwood-Transcona byelection: Sarah Couture of the People's Party, New Democrat Leila Dance, Green candidate Nicolas Geddert, Liberal Ian MacIntyre and Conservative Colin Reynolds.

Nominations close on Aug. 26 and the ballot will be set two days later.

Advance voting takes place from Sept. 6 to Sept. 9. Election day is Sept. 16.

The upstart Canadian Future Party launches into byelections — does it have a shot?

Former B.C. premier says centrist movement would have done better by not forming a new party

As the Canadian Future Party officially introduced its candidate for the LaSalle-Émard-Verdun byelection on Thursday — a day after the party's formal launch — questions lingered about voters' appetite for a new option on the ballot.

Mark Khoury will run for the party in the Montreal riding, while Zbig Strycharzy was added to the ballot Thursday for the Elmwood-Transcona byelection.

Neither of the candidates' biographies on the Canadian Future Party website mention them having run in any previous election or having any prior political affiliations.

And while interim party leader Dominic Cardy told reporters at the launch in Ottawa on Wednesday that "the polls" show Canadians want an alternative to the Liberals and Conservatives, some of Canada's pollsters tell CBC News it's too early to tell if there's a real desire for a new party.

"I'm not sure if we can really see that there's a lot of appetite for another party. Maybe for different leaders," said Éric Grenier, a poll aggregator with The Writ.

"You could say that there's the space for it, but I don't think there's a slam-dunk case that people are desperate for a new party somewhere in the centre."

In May, the Angus Reid Institute released a study that said the leaders of Canada's main three political parties today are less popular than any of their predecessors over the past 50 years.

"It does speak to an enthusiasm gap, or a likeability gap, that may reflect the fact that some Canadians may be feeling politically orphaned," said institute president Shachi Kurl.

"But measuring the true size of that universe, and then understanding the extent to which those voters — however many of them there are — are wiling to get behind a political party led by a relative unknown, not a national household name, I think it's a very long road."

Canadian Future Party launches as an ‘alternative’ to the Liberals and Conservatives

The Canadian Future Party interim leader Dominic Cardy is pitching the party as ‘liberal on social questions and responsible when it comes to fiscal issues.’ Cardy tells Power & Politics the party is offering another option to Canadians looking for an alternative to Trudeau’s Liberals who are also ‘really concerned about Poilievre’s drift towards populist extremism.’

'The precedent isn't very good'

When asked to compare the Canadian Future Party to previous efforts to create new federal parties (not including new parties born of splits in older parties, such as the Reform Party), Grenier said Canadian Future benefits from having a sitting legislator in Cardy. That advantage should hold for at least a few more months, until New Brunswick holds its provincial election.

But like Kurl, Grenier questions how much traction the party will have without a high-profile federal name at the helm. The People's Party of Canada, Grenier said, benefited in its early days from the popularity of its leader Maxime Bernier, who recently had come close to winning the Conservative Party leadership.

And in 2014, MP Jean-François Fortin left the Bloc Québecois to form Forces et Démocratie, a party which ran 17 candidates in the 2015 election. Fortin himself earned 11 per cent of the vote in the riding where he was the incumbent. The party's other candidates did poorly; apart from Fortin, the candidate who performed best barely managed two per cent of the vote.

The People's Party and Forces et Démocratie have never won a seat in the House of Commons.

"It is rare for a party to go from nothing to having seats. It usually takes a couple cycles, if it ever happens," Grenier said.

"If you're looking at all the parties that are across the country, provincially and federally, that have seats, virtually all of them are either the national brands — Liberal, Conservative, NDP — or they formed out of some merger or some sort of arrangement of the parties, like the Saskatchewan Party or the United Conservatives.

"It's not common that you have a little party that just makes an impact here. So the precedent isn't very good."

The Canadian Future Party does have some federal experience behind it.

Former NDP MP Denis Blanchette is on the party's national council. The party told CBC News it also has the support of Peter Kent, the environment minister under Stephen Harper, and former Manitoba MP David Bjornson.

Still, given the party's slim current prospects of earning a seat in the House of Commons, some who were once associated with the party's advocacy organization — Centre Ice Canadians — question whether the movement's goal of offering Canadians more centrist candidates could be better served elsewhere.

Initially called Centre Ice Conservatives, the group was formed in 2022 as a home for voters concerned about the direction of the Conservative Party of Canada.

Former B.C. premier Christy Clark was involved briefly with Centre Ice Canadians in its infancy, having been a keynote speaker at the group's debut conference in 2022.

Last year, she told the Globe and Mail the group would be better advised to position centrist candidates in existing parties to achieve its goals.

A year later, Clark still holds that view.

"The impact they're going to have as a political party is they're just going to take away votes from one party or another. The energy would be best directed ensuring both of the major parties have moderate, thoughtful candidates," Clark told CBC News.

"People don't really want a new political party. People want the political parties that we have to be different from what they appear to be. They want them to be focused on sensible issues — bigger paycheques, more jobs, [a] better standard of living — and [to] pay attention to health care and the environment."

And while Cardy said he hopes sitting MPs will join their cause, he told reporters Wednesday the key goal is to inject "ideas" into the federal arena.

"We hope people who are attracted by the values we're putting on the table right now, regardless of their history, will give us a look," he said.

"If they just take our ideas and not our party card, I'm fine with that too."

Conservative candidate in Elmwood-Transcona byelection endorsed by labour union VP

Business manager under same union previously endorsed NDP candidate

The Conservative candidate in an upcoming federal byelection in Winnipeg has received an endorsement from the international vice-president of a major union in his bid to unseat the NDP in the riding.

Russ Shewchuk with the International Brotherhood of Electrical Workers Canada, a union representing more than 70,000 members in the country, has endorsed fellow IBEW member and Tory candidate Colin Reynolds.

In a statement on X, Shewchuk says he has known Reynolds for more than 20 years and the Conservative member understands the "dynamics of unions and working people."

The endorsement comes after more than a dozen labour leaders endorsed Leila Dance, the NDP candidate for the party's Winnipeg stronghold of Elmwood-Transcona.

Among those throwing their support behind Dance is the business manager of the electrical worker union IBEW Local 2085, Dave McPhail. Reynolds has said he's a proud member of that union.

The Elmwood-Transcona byelection to fill the seat previously held by New Democrat Daniel Blaikie will take place on Sept 16.

Legends of the fall byelection in Elmwood-Transcona

Drilling down into a myth, a theory and a generalization about Winnipeg's easternmost federal riding

As next month's byelection in the federal Elmwood-Transcona riding nears, the only two parties who've ever won the northeast Winnipeg seat have plenty at stake.

The New Democrats are trying to hold on to a seat they've won in all but one election since its creation. The Conservatives are hoping to build on the momentum achieved by their surprise June byelection victory in the former Liberal stronghold of Toronto-St. Paul's.

An NDP-Conservative battle is the only safe assumption in a byelection where the Liberals, Greens, People's Party and upstart Canadian Future Party are also fielding candidates.

Other accepted truisms about the riding are not backed up by actual data. Let's look at three of them as the campaign intensifies:

Myth: Elmwood-Transcona is a bellwether riding

Elmwood-Transcona is the only federal seat in Manitoba where the two most competitive parties have been the New Democrats and Conservatives, with that dynamic so deeply entrenched it actually predates the creation of the Conservative Party of Canada.

You have go back to 1997, when the riding was known as Winnipeg-Transcona, to find a second-place finish by the Liberals. But even then, the combined support for two conservatives parties — Reform and the Progressive Conservatives — exceeded the Liberal vote in the riding.

But that does not make this a classic swing seat. In fact, the NDP has won all but one election in the history of both Winnipeg-Transcona and Elmwood-Transcona — held by Bill Blaikie until 2008 and Jim Maloway from 2008-11. Blaikie's son, Daniel, won the seat three times, starting in 2015.

The lone exception to the NDP's hold on the seat was in 2011, when Lawrence Toet snatched it for Stephen Harper's Conservatives, who won their sole majority that year.

Toet was a formidable campaigner who almost held on to the seat in the face of a Liberal resurgence in 2015. As a poll-by-poll map of electoral results in Elmwood-Transcona illustrates, that election was a three-way contest between the Conservatives, NDP and Liberals.

Large swaths of the riding went Liberal red, thanks to the popularity of new leader Justin Trudeau. Both the Conservatives and NDP lost votes to the Liberals that year.

In the end, Daniel Blaikie squeaked past Toet by 61 votes and the Liberal candidate, Andrea Richardson-Lipon, finished a respectable third.

In a 2019 general election rematch between Blaikie and Toet, the Liberal vote all but disappeared. The poll-by-poll results show only orange and blue on the electoral map.

Yet the NDP managed to outcompete the Conservatives in almost every neighbourhood. In the end, Blaikie expanded his margin of victory over Toet to more than 3,500 votes and re-established New Democratic dominance in the riding.

In the 2021 election, not much changed on the electoral map in Elmwood-Transcona. A handful of Conservative polls moved over to the NDP.

At the same time, Blaikie steamrolled over the Conservatives in the polls he won. With Rejeanne Caron campaigning for the Conservatives instead of Toet, Blaikie won the seat by more than 9,000 votes — the broadest NDP victory since 1997, when the conservative vote was still split between the Reform and PC factions.

All of that means Elmwood-Transcona is no bellwether riding that oscillates between the NDP and Conservatives. Rather, it's an NDP seat that can fall to the Conservatives under the right conditions.

Hypothesis: Coming boundary changes favour the Conservatives

There is a theory the 2024 Elmwood-Transcona byelection is a must-win race for the New Democrats because of boundary changes that will come into effect during the next general federal election, expected in late 2025.

The changes include the removal of several residential streets in the Rossmere neighbourhood of North Kildonan from the northwestern edge of Elmwood-Transcona. The riding also expands east across the Red River Floodway into the rural municipality of Springfield, where the new voters include people who live on rural acreages and the residents of Dugald.

The assumption is these changes should benefit Conservatives, given the tendency for rural voters to lean to the right. 

But when you superimpose the new election boundaries over the actual votes in this area in 2021, the advantage for the Tories appears to be modest.

If the new boundaries were in place in 2021, the NDP would have ended up with 790 fewer votes, according to an analysis of Elections Canada data.

This would not have affected the result, given the margin of Blaikie's win.

The big problem for the NDP is there is no one named Blaikie running for them, either in this byelection or next fall.

Generalization: Elmwood-Transcona is blue collar

In order to compete against the NDP in what has historically been an orange stronghold, the Conservatives nominated a union member, Colin Reynolds, to run in this fall's byelection against the NDP's Leila Dance.

The assumption is a party needs the working-class vote to win Elmwood-Transcona, which maintains something of a blue-collar image.

An analysis of Statistics Canada data suggests this is only somewhat accurate.

According to the 2021 census, almost 26 per cent of the labour force in Elmwood-Transcona is made up of people who work in trades, operate equipment or work in manufacturing or utilities.

Only two of the eight federal ridings that represent Winnipeg — Winnipeg North and Winnipeg Centre — have a higher proportion.

When you look at income, however, the picture becomes less clear. The median income for individual workers in Elmwood-Transcona was $40,800, according to the 2021 census — only slightly higher than in Winnipeg South, which has a more affluent image.

In the same census, the median household income in Elmwood-Transcona was $81,000, which was greater than Winnipeg South Centre, which encompasses a long section of Wellington Crescent.

This should come as no surprise to anyone who has driven through some of the newer residential neighbourhoods in Elmwood-Transcona, which include many large single-family homes.

Byelection day for Elmwood-Transcona is Sept. 16. Advance voting begins Sept. 6.

so he got upset that he cannot keep in power within the party he ran for and now decide there is more money in making a new party. Lots of funds from supporters that can be used how ever they want with little oversight until (if) they can become a registered party and be subject to financial oversight. Yet another fringe party formed from a disgruntled politician who failed to get their own way. And the cons wonder why they are having trouble attracting anyone but the fringe. Former New Brunswick cabinet minister Dominic Cardy will lead the Canadian Future Party temporarily

The group Centre Ice Canadians (CIC) announced Wednesday that, after months of consultations, it would be launching a new centrist party — the Canadian Future Party.

Dominic Cardy, a former Progressive Conservative provincial cabinet minister in New Brunswick and CIC advisory board chair, will lead the new party temporarily.

The group Centre Ice Canadians announced it will be launching a new federal political party – the Canadian Future Party. Interim leader Dominic Cardy joins Power & Politics to discuss how the party plans to pitch itself to voters.

Cardy told CBC News Network's Power & Politics that CIC has heard from Canadians who "are fed up with the status quo."

"We heard from Liberal and Conservative members and voters that they felt their parties were becoming more extreme and less representative of their vision for the future of Canada and less representative of their values," Cardy told host David Cochrane.

Cardy said "evidence will be at the heart" of the party's ideology.

"When we talk about being centrist, we're not talking about being the mushy middle. We're talking about being the sharp, pointy end of the arrow trying to push things forward," he said.

'Worse than 338 root canals'

CIC was founded in 2022 by former federal Conservative leadership candidate Rick Peterson and branded itself as a "bold voice for pragmatic, centrist Canadians."

At one of CIC's initial public meetings, the group insisted it wasn't interested in forming a party. Peterson compared the task of setting up 338 riding associations to undergoing "338 root canals."

"We have found out there is something worse than 338 root canals," Cardy said when asked what changed since that meeting. "It's letting our politics be dominated by people who are unable to present any sort of plans for our country's future and are mainly engaged in online click-baiting."

Cardy said many of the party's policies will be those CIC has been suggesting over the past year. He pitched ideas such as transitioning to nuclear energy as a way to reduce carbon emissions and bringing in more skilled immigrants to shore up Canada's workforce.

When asked about the new party, Housing Minister Sean Fraser told reporters the Liberals are focused on putting forward policies to help Canadians.

"Regardless of which parties may emerge ... our job is not to defend the interest or perspective of our party. It's to defend the interest and perspective of Canadians," he said.

CBC News reached out to the federal Conservative Party for comment but has not received a response.

The CIC says it will soon begin the process of registering the new party with Elections Canada. To do so, the party must have a minimum of three officers, an auditor and the signatures of 250 electors willing to register as party members.

Cardy said the party plans to hold its founding convention and leadership vote sometime in 2024. He didn't rule out running for the permanent leadership position but said he is focused on getting the party up and running.

Thursday's event was billed as the first annual "Let's Grow Canada" conference and panellists included a mix of academics, journalists and politicians — former Conservative MP Leona Alleslev, former Conservative senator Marjory LeBreton and former Conservative candidate Ann Francis. The lone active politician to participate — and one of the day's most impassioned speakers – was Dominic Cardy, minister of education and early childhood development in New Brunswick's Progressive Conservative government.

"There is a void at the heart of Canadian politics. If we don't fill it, we will lose our country," Cardy ominously declared in an essay that preceded the conference this week.

The day's discussion covered several broad topics and panellists expounded on ideas like the importance of economic growth, the value of fiscal discipline and the need to deal seriously with the global threats that loom beyond Canada's borders. In her keynote address, Clark lamented that both Liberals and Conservatives were being divisive and exclusionary in their rhetoric.

(Moments later, in response to a question from the audience, Clark said that calls for an Alberta Sovereignty Act were "batshit crazy." So apparently it's still OK to condemn some things in emphatic terms.)"

Near the end of Thursday's gathering, Peterson made a point of noting that his group is not affiliated with the federal Conservative party. "We're talking about bringing together ideas and people who could have an effect on any political party or any person who's running for political office," he said.

So perhaps the Centre Ice Conservatives could become a Progressive Conservative answer to the Canada Strong and Free Network, which was originally founded by former Reform Party leader Preston Manning. Maybe that would allow moderates to exert some small measure of influence over the agenda of a Poilievre government — or prepare for some future post-Poilievre leadership race.

Why not a new party?

At the outset of the one-day conference, Peterson was also adamant that he wasn't interested in starting a new political party. "Believe me, nobody here wants to do that. Who wants to set up 338 EDAs?" Peterson said, referring to electoral district associations. "That's worse than 338 root canals."

The problem with Conservatives like Poilievre and the Conservative Party is that they have taken the route of Populism that divide Canadians. The Conservatives consider society to be ultimately separated into groups, 'the pure people' versus 'the bad elite’ or "GATEKEEPERS". So they require anger and unreasonable hatred in their supporters to make themselves relevant. These divisive Canadian versions of the US Trump Party are very harmful to Canada - as we can clearly see when Poilievre gives full support to convoy truckers shouting death threats and waving hate symbols proudly in the air or when Poilievre march side by side white extreme nationalist like James Topp during Canada Day.

NDP gets help from democracy expert

An international expert on democracy has flown all the way from Egypt to help NDP candidate John Carty campaign in Fredericton.

Dominic Cardy is with a group called The National Democratic Institute. Its members include such people as former U.S. President Jimmy Carter. The group's mission is to teach democratic values and spread democracy around the world.

Cardy has taught about democracy in Algeria, Bangladesh, and Cambodia during the past few years. When he heard his friend John Carty was running for office back in his home town of Fredericton, he hopped on a plane.

"It was a strange experience," Cardy said. "One evening I was watching the sun go down over the pyramids, and the next evening watched it go down over Fredericton airport as I came into land."

Cardy is no relation to the NDP candidate. But he loves elections and loves getting people pumped up about democracy.

Carty the candidate is running against federal Indian Affairs Minister Andy Scott, Conservative Pat Lynch, Green candidate Philip Duchastel and independent David Amos. The riding has sent Scott to Ottawa for the last four elections, despite the best efforts of the other parties.

Cardy says he doesn't care how tough the race his – he just wants people to participate in the process. "People have forgotten how incredibly precious these gifts that our ancestors fought for are and were just giving them away. It makes me furious when I talk to people and people just say 'ah there's no point in voting.'"

After election day, Dominic Cardy is flying back home to his wife in Kathmandu, Nepal. He hopes to leave behind a new Member of Parliament for Fredericton, his friend John Carty for the NDP.
