Woman alleges incidents took place while she was working on Musical Ride in 1980s

An RCMP staff sergeant has filed a multimillion-dollar lawsuit against 13 former colleagues in the force's travelling equestrian show the Musical Ride, claiming she was sexually assaulted and harassed in the 1980s.
Staff Sgt. Caroline O'Farrell, 52, who works in Ottawa, claims she was sexually assaulted, assaulted and harassed from 1986 to 1987 while working as a constable.
Her ex-husband and their two children are also listed as plaintiffs, claiming $300,000 in damages under the Family Law Act for a loss of care and guidance from O'Farrell due to the alleged abuse.
The defendants are listed as Kevin Baillie, Gary Beam, Sylvain Berthiaume, Luc Boivin, Greg Chiarot, Francois Duguay, Marc Godue, Mike Herchuk, Cory Hoehn, David Kopp, Christine Mackie Windover, Gerry Ogilvie and Michael Roblee, as well as the Attorney General of Canada.
The statement of claim alleges that O'Farrell, one of the few women working in the Musical Ride, was subjected to an outdated hazing ritual in which she was doused with water and then dragged by her arms and legs through stall shavings mixed with manure and urine.
The suit, seeking more than $8 million in damages, alleges she was subjected to this because she was a woman.
It also alleges that when she began to complain and defend herself, she was harassed by her attackers for doing so. It alleges members of the ride took bets on when O'Farrell might attempt suicide and made fun of her for complaining.
It also alleges that when she fell asleep on a bus ride in Alberta, someone filmed a finger through the fly of his pants next to her ear, simulating a penis. It claims the video was shown to her and others, and left her feeling degraded as though she had been sexually assaulted.
Claimant says no substantial action taken
The statement of claim alleges O'Farrell was eventually transferred from the Musical Ride unit "against her will" because supervisors "couldn't guarantee her safety," and that an RCMP harassment investigation upheld her complaints.
"The final investigation concluded that there were over 100 incidents of harassment that had been substantiated. She was informed by the investigators that her complaint resulted in the largest internal investigation ever conducted in Ottawa," the statement of claim reads.
"However, the RCMP took no real or substantial action against the harassers as a result of its investigation.
Some of the harassers received informal discipline (counselling and warnings); others received no form of censure at all. Most of her harassers continue to work in the RCMP today, some as high-ranking officers and others as senior non-commissioned officers in positions of significant influence and authority," the statement of claim reads.
O'Farrell was recently diagnosed with post-traumatic stress disorder as a result of her time with the Musical Ride, the statement says.
It alleges her marriage "deteriorated quickly," that she hasn't been able to have meaningful, long-term relationships with other men, and that her relationships with her children were also negatively affected.
Criminal charges briefly entertained, suit alleges
The statement alleges O'Farrell was called to a provincial Crown attorney's office about possible criminal charges, but that the assistant Crown attorney refused to lay any because "the statute of limitations for those offences had passed to proceed on a summary conviction basis, and that the criminal charge could not proceed by way of indictment."
It also alleges the assistant Crown attorney was the son of a former RCMP commissioner and the brother of an RCMP officer, that he said the charges would be embarrassing for her and the RCMP, and that he would withdraw the charges if they were filed.
The lawsuit does not name the assistant Crown attorney.
None of the allegations contained in the suit have been proven in court.
A statement from O'Farrell's law firm said O'Farrell and her lawyer won't be speaking to the media.
But in an emailed statement, her lawyer, Peter Cronyn, said:
"The assaults and sexual assaults on … O'Farrell were criminal acts perpetrated by and witnessed by police officers and yet no charges were ever laid, nor were there any consequences for the officers involved. The impact of these events and the failure of those in authority to protect her and to hold the perpetrators accountable have severely damaged our client and have substantially compromised her life and career."
The RCMP did not immediately respond to requests for comment Tuesday morning.

Staff Sgt. Caroline O'Farrell spoke with As it Happens host Carol Off about what she experienced while part of the Musical Ride. Here is an edited version of their conversation.
Warning: some of the details in this interview are graphic and disturbing.
CAROL OFF: What exactly did they do to you?
CAROLINE O'FARRELL: This was not something that was routine. This was not a common hazing. They gang up on you. They grab you. They hold you above a concrete floor by your limbs, they hose you down and then they drag you — face down — through the riding school, which is full of horse urine and feces. Then, they kick the shavings on your face. This happened to me several times. They also pulled down the zipper of the coveralls and poured cold water on my white t-shirt, wearing a bra, and said, 'let's see your high beams come out.' That was the first time they had done that in, who knows, maybe 50 years. That was acknowledged by the Commissioner at the time, Commissioner Inkster, who was outraged and appalled that this had happened in 1986 and 1987.

CAROL OFF: How soon after you joined the Musical Ride did the abuse begin?
CAROLINE O'FARRELL: Well, that very first "s--- troughing" happened in May of 1986. But, it wasn't just the troughing that happened to me. It was a deliberate campaign of harassment, discrimination, abuse, sabotage of my equipment, heckling. No matter what I did, it just got worse and worse and worse. They locked me in a room. They made a mock trial. Two or three men stood in front of the door. They demanded I give them my underwear. When I refused, they gave me another "s--- troughing". They made an obscene video … which Commissioner Inkster labelled as an obscene video, or could be called a pornographic video of me while I slept on the bus. Then, they showed me this video of me. And it looked like a penis — so much so that it had to be digitally enhanced to prove it wasn't a penis — rubbing in my hair, while I slept. They did so many, so many things to me. I could go on and on.

CAROL OFF: Do you know anyone else who was treated this way?
CAROLINE O'FARRELL: Yes. As I said, that year, and that year only — 1986 to 1987 — they did this to some of the men. There was some bloodshed. There was some punches. The bully group picked on the people they felt they wanted to pick on. They were never "s--- troughed". And people who had been on the Musical Ride in the 1970s and the 1980s had never even heard of a "s--- troughing". It was just management let it get out of control and they didn't take a stand.
CAROL OFF: How did you find out that your colleagues were actually taking bets on when you might commit suicide?
CAROLINE O'FARRELL: I had two male friends who stuck with me through this. One of them came up to me and said, 'Caroline, I hate to tell you this, but I think you should know. They're starting a suicide betting pool on when you're going to kill yourself.' Also, there were notations on the chalkboard in the lounge where we would eat and relax. It said, 'one loaded gun wanted, one Mack truck wanted.' The significance of the "Mack truck wanted" was that the Sergeant told them to stop doing this to me because a member had jumped in front of a Mack truck after being harassed.

CAROL OFF: Caroline O'Farrell has not joined the class action suit because she wants to pursue the case on her own … What arguments has the federal government made in court against compensating Caroline O'Farrell?
PETER CRONYN: So far, what they've done is taken what I would call a "technical approach" to her case. They haven't even filed a defense yet. They brought a motion to stay the proceedings and force her to go after a pension that she really doesn't want. The judge who heard that felt that he really had no choice given the wording of the legislation. Once she received that pension, which is really quite small — and it only goes back to 2013 — the government then brought a motion earlier this year to the effect that because she's receiving that pension her claim should be blocked IN its entirety. The judge hearing that motion gave us a decision last week, which was in our favour, indicating that it's not a block to her case and has ordered the attorney general to deliver a defense. So that's where we stand right now.

CAROL OFF: Last week, when we heard the apology from the Commissioner of the RCMP he said that the women in the class action suit would be compensated but we heard nothing about Staff Sgt. O'Farrell. Does that mean that she is not going to be compensated?
PETER CRONYN: I don't know. We haven't heard anything from the Attorney General, so far. Caroline has approached the Prime Minister and Minister Goodale and has not received a response.

cannot comment as this matter is before the courts". There is no law -
legislation or case law precedent - that proscribes commenting on
something before the court (in the context of an uncomfortable question
being asked of a govt official). We accept that line like its legitimate
all the time. Unless their ego is so big they think their bumbling
through an answer would irreperably alter the course of a judge's

I am rarely motivated to follow a radio story to that program's website,
and it is even more rare that I wade into the wonderland of a comments
section. But this story is sickening, mind-blowing, embarrassing, and
enraging. My stomach felt hollow when i was listening to her account. I
was so shocked over and over and over again. I love this country. I left
behind a youth spent homeless and hopeless, earned a degree, and got
into law school. I am enamored with our law and judicial process. But if
the ministry of justice, the attorney general, and the public safety
ministry all don't get their "S" together (to follow Mrs. O'Farrell's
amazingly polite example), I will have lost my faith in our government
and our courts. And so should all Canadians. How could this happen here?

I was totally shocked to hear
the treatment that Ms. O Farrell experienced from her colleagues,
especially how long it went on for. Some ribbing may have been
expected for breaking new ground for women but the treatment she
received is completely unacceptable. Isn't this the same kind of thing

was a kid. I'm glad I'm an accountant. I have never been sexually
harassed at work, and I can't imagine what sort of revolting people
would do this to another human being. And by men purporting to uphold

Why would the RCMP try to
have Ms. O'Farrell's lawsuit dismissed on a technicality? That's like
victimizing her all over again. Either reach a fair settlement with her
that includes an apology from her tormentors or let her have her day in

PM Chretien and disband the RCMP as Chretien did to the Canadian
Airborne Regiment ??? The CAR did a FRACTION of the things the RCMP have
been doing for decades and NEVER to the degree the RCMP are admitting
to (ie. Rape, sexual assaults, harassment and abuse of women) and paying
$100 MILLION to settle accounts. Not only is it wrong to NOT follow
Chretiens lead and not disband the RCMP but the perpetrators of those
decades of criminal acts within the RCMP ranks will never face justice.

As your attachment sent today refers from Premier Graham, our position
is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.
As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada and
theUS. These issues do not fall into the purvue of Detachment policing
in Petitcodiac, NB.

After breaking the icecap on my name in the media yesterday I am
speaking again today on Dr Bill Deagle's radio show on GCN. My
intention today as I speak again on Dr Bill's show is to try to expose
my knowledge of what Barack Obama and his cohorts knew about my
concerns beginning back in 2004 long BEFORE he was elected Senator and
how he quite likely used the material I sent him byway of his
assistant Peter Coffey to become the keynote Speaker at the Democrat's
convention in July of 2004 that gave rise to his popularity with the
malevolent assistance of Howard Dean and many others. Perhaps you
should tune in to the alternate media for your source of true info.
On a personal level in the strange world of coincidences it was a
Yankee Judge named Coffey who was my neighbor in Milton MA (the town
where George H. W. Bush was born) that became involved in my false
imprisonment in Boston in October of 2004 based on an unsigned illegal
criminal complaint in a court with no jurisdiction to even atempt to
hear such a matter in the first place. More importantly Dennis
Kucinich knew everything a year before that happened when he was
running for the presidentil nonination in 2003 and 2004. Just before
my phone line was cut in Milton MA I called Kucinich office they
acknowledge hhis response to me in 2003 but denied knowing what I sent
his lawyer lady friend at the time. When invited him to come to court
on October 1st, 2004 to help me impeach George W. Bush. Kucinich's
people declined my offer just like my wife's Yankee lawyer Barry
Bachrach who also chickened out. Not long after that call my phone
line was cut and I went to jail without being legally arrested and
held under the charges of "other" in solitary confinement without bail
until the Canadian Department of Foreign Affairs paid me a visit. No
kidding I hve the documentation posted in my files within SCRIBD.

make certain that the US Attorny's office finally practices full
disclosurement as to who I am and what my concerns are as per the Rule
