Devon Clunis, Winnipeg's former chief of police, received $369,000 in compensation in 2016. (CBC News )

Former Winnipeg police chief Devon Clunis was compensated to the tune of almost $369,000 in 2016, the final year he worked for the City of Winnipeg.

Clunis, who worked for the city for 29 years, received $368,883 in salary and other forms of compensation last year, the city's annual compensation disclosure says.

​Clunis was sworn in as police chief in November 2012 and held the position until July of last year. He topped the city's 2016 compensation disclosure, which lists all city employees who received $50,000 or more in the form of salary or other forms of compensation.

Other compensation includes taxable benefits, overtime pay, retroactive pay adjustments, retirement allowance, sick pay and vacation pay cash-out, back pay and severance pay, according to the city.

For the sake of comparison, former police chief Keith McCaskill received $193,173 in compensation in 2012, his final year atop the Winnipeg Police Service. McCaskill's predecessor, Jack Ewatski, received $361,226 in 2007, his final year.

No other city employee received more t​han $300,000 in compensation in 2016. The second-most-compensated employee was chief administrative officer Doug McNeil, who received $261,773.

Four other city employees received more than $200,000 in compensation: two deputy police chiefs, one police constable and current police chief Danny Smyth, who received $203,054.

A total of 1,167 Winnipeg police employees earned more than $100,000 in 2016. That's up from 1,066 in 2015.

Overall, 6,830 City of Winnipeg employees received more than $50,000 in compensation in 2016. That's up from 6,598 in 2015.

Mayor Brian Bowman received $183,565 in 2016.

White nationalist planning event in Winnipeg

One of Canada’s most notorious white nationalists is planning to hold a conference in Winnipeg Wednesday.

Frederick Paul Fromm, an Ontario resident and longtime white nationalist activist, is promoting a talk entitled "Charlottesville Changes Everything," which he plans to deliver this week at a Winnipeg hotel.

Screenshots of social media and emails provided to the Free Press reveal the date, location and time of the presentation, which had not been made public.

In a past talk uploaded to YouTube under the same name, Fromm said over the long haul the events of Charlottesville — where an alleged white nationalist plowed a car into a group of anti-fascist protesters, killing one — would prove to be a good thing for the far right.

"There really is a huge conflict going on in America and I take a lot of comfort in that I see evidence of the conflict here in Canada," he said, referencing the violence in Charlottesville.

Omar Kinnarath, a local anti-fascist organizer with Fascist Free Treaty 1 (FF1), said his organization is aware of Fromm’s scheduled visit to Winnipeg. He added that FF1 has been in contact with other anti-fascist groups to discuss how best to deal with the planned event.

"He’s legitimately Canada’s most famous white supremacist, a world-famous Holocaust denier and someone who’s been in the scene for years," Kinnarath said.

"I guess he’s presenting himself more as a free speech advocate than a white supremacist these days, but all you really need to do is Google him and you can see what he’s about."

Fromm is a disgraced former educator who was dismissed by the Ontario College of Teachers in the late 1990s for his association with neo-Nazi organizations.

In the past, he’s self-described as an "advocate for white nationalists" and used to host a radio show on the white supremacist and neo-Nazi website Stormfront.

He also has long-standing ties with some of North America’s most well-known neo-Nazis, white supremacists and Ku Klux Klan members, including David Duke, Don Andrews, Don Black and the late Ernst Zundel, among others.

Kinnarath said he was unsure how many people were expected to attend Fromm’s talk.

"It could be the five local neo-Nazi goons who show up, or it could be 20 to 30 people," he said, before adding it’s possible others on the far-right, who aren’t explicitly neo-Nazi’s, could attend.

"We do anti-fascism a little different here and there’s a smart way of doing this. We don’t want to escalate things. We’d prefer the hotel to take care of this privately. We want to deal with this intelligently, but we’re willing to deal with this in any other way."

When reached for comment, Ran Ukashi, Manitoba regional director for B’nai Brith Canada, said his organization was unaware of Fromm’s scheduled appearance in Winnipeg.

"If this information is true then it’s a very unfortunate and disturbing development. The last thing Canadians, as well as Manitobans, need, are divisive individuals disseminating hateful views in our communities," Ukashi said.

"The fruits of such vitriolic discourse have made themselves apparent across Canada. It’s unfortunate that such hateful views continue to find an audience among a small portion of contemporary society in Canada."

B’nai Brith is the oldest Jewish service organization in the world and dedicates itself to combating anti-Semitism and bigotry.

News of Fromm’s scheduled talk comes on the heels of a number of anti-fascist rallies in the city over the past year. The most recent of which came in September, when anti-fascists mobilized against an "anti-immigration" march organized (then cancelled) by the Worldwide Coalition Against Islam.

Fromm did not respond to a request for comment by the time of publication.

Facing backlash over news Frederick Paul Fromm would be holding a Wednesday night conference at the Hilton Winnipeg Airport Suites, the hotel issued a statement saying it has cancelled the notorious Canadian white nationalist’s room.

"We appreciate and acknowledge your concerns regarding Mr. Fromm’s proposed event... Due to safety and security concerns, the reservation has been cancelled and Mr. Fromm will no longer be staying at the hotel," a spokesman for the hotel company wrote in an email to Helmut-Harry Loewen, a retired University of Winnipeg professor with a specialization in neo-fascism.

"Our goal is to provide quality accommodations for our guests, employees and members of our community visiting our hotel. Racism in any form is not tolerated," the statement read.

Anti-fascists soon called off a protest planned for outside the hotel, which was to respond to Fromm’s far-right gathering and his presentation entitled Charlottesville Changes Everything.

"We’re very happy and feel very positive that Hilton made the right decision. Morally and ethically, it was the right call," said Omar Kinnarath, a local organizer with Fascist Free Treaty 1.

"It’s great and shows that community organizing and community pressure works. We did something together today, the hotel, anti-fascists and all the groups that have been involved in this whole thing."
Kinnarath went on to thank hotel staff for their patience when fielding calls from concerned community members during the past two days.

Following his arrival in the city Wednesday, Fromm characterized the Hilton’s decision to cancel his booking as a breach of contract. He added he’s "disappointed, but not surprised."

Fromm said he’s been in contact with a lawyer and is considering legal action.

Citing help from local supporters, Fromm said the presentation would go on as planned and some 20 people were expected to attend. He did not make clear if the meeting would take place at another hotel in the city.

During a press conference Wednesday, Winnipeg Mayor Brian Bowman denounced Fromm’s visit.

"Winnipeg and Winnipeggers are voicing their repulsion with the prospect of Mr. Fromm espousing his hate in the city of Winnipeg. I want to let those Winnipeggers that are expressing their repulsion know that I’m with them and I’d encourage them to continue to express their condemnation... in a lawful manner," Bowman said. "Certainly, I find the hate he is promoting in cities across Canada, and now purportedly in Winnipeg, unwelcome and repulsive, and the vast majority of Winnipeggers will share those views as well."
