Meeting Wednesday of activists, city and provincial officials to focus on responses to growing issue


A meeting to address Fredericton's homeless problem will be held on Wednesday as more tents go up downtown. (Gary Moore/CBC)
 Advocates for the homeless and representatives from the City of Fredericton and the province will meet Wednesday to discuss options to address homelessness in the city.

Homelessness has become more apparent as harsher weather and temperatures arrive and as the number of tents at the bottom of Smythe Street continues to grow.

Faith McFarland, a co-ordinator with Fredericton's community action group on homelessness and one of the organizers of the meeting Wednesday, said the issue is getting renewed attention, but the problem isn't new.


"It's puzzling, it's not like this is something that's just emergent overnight," McFarland said.
"This has been a crisis in the making, not just for many weeks, but many months and years."

Fredericton Mayor Mike O'Brien agreed that many people in the city didn't understand the extent of homelessness.

"I was getting calls on the weekend from people at home that were shocked that there were homeless people in the city of Fredericton," said O'Brien.

"The reality is there are."

Tents safe, for now

Fredericton Mayor Mike O'Brien said there are no plans to demolish any tents. (CBC)

The City of Moncton demolished a "tent city" set up along the CN rail line south of West Main Street on Nov. 8.

O'Brien said the difference between the collection of tents in Fredericton and those in Moncton is that the Moncton location had some health and safety issues that led to its dismantling.

So far, O'Brien said, he's not aware of any such issues in Fredericton.

"We will ask our police and fire to monitor the tents down here to make sure there's no fire in them and that the place is safe, it's hygienic," said O'Brien.

"As long as that's being followed, we have no intention to take [the tents] down."

Short and long-term fixes needed

McFarland said there needs to be a focus on both immediate fixes as well as more long-term ones.

These shelters would be different from Fredericton Homeless Shelters as they would operate overnight as opposed to the 23 hours the regular shelter is open.

This would give homeless people a warm place to sleep, something that isn't guaranteed now as the regular shelter is operating at capacity.

"It would serve as that sort of stop-gap emergency piece," said McFarland.

"The one thing that's missing really is heat and warmth and a bed."

But McFarland said more attention should be paid to providing long-term, affordable housing.

O'Brien said the city is working with other groups to build micro homes to help address housing shortages.

"The community wants to build 40 micro homes around the community over the next three or four years," O'Brien said.

"The first four begin any day now."

I have also enclosed a copy of the correspondence between the RCMP
External Review Committee and I. As you review the same material they
got, you can see the folks in BC were contacted almost one year ago.
Apparently the dumb bastards don’t know how to read. If these are the
best lawyers Anne McLellan has got to send against me, the government
is about to be embarrassed big time by a simple Maritimer.

      Whereas I have now received my answer from the Lieutenant
Governor of New Brunswick and the RCMP External Review Committee, I am
about to file my own complaints. I have given up on my native land
protecting my dumb ass. If you have any questions may I suggest that
you take my matter up with Anne McLellan or Jack Hooper.

       With respect to my friend Byron Prior’s sad complaint, let me
be the first layman to congratulate the RCMP in the fine job they did
covering up his matters for the benefit many corrupt politicians for
some many years. It is too bad that the RCMP weren’t so diligent in
upholding the law. Lets see if I can have any luck tearing the mask of
virtue off of the RCMP and the likes of T. Alex Hickman for the
benefit of all the simple folk like Byron and I.

      Shame on all of you. Say hey to the cop in the picture that was
guarding Harper on June 19th will ya? I need to know his name and
summons him to court to tell the truth, the whole truth and nothing
but the truth. He can bring his god along to help if he thinks it

Governor-elect Charlie Baker has chosen Lon Povich, who served in the
administration of former governor William Weld and is currently general
counsel for warehouse retailer BJ’s Wholesale Club, as his top lawyer.

The selection of Povich, the latest in a string of Democrats to take top
posts in the Republican administration, won widespread praise in legal
circles Monday.

“It’s a home-run appointment for the governor,” said Martin W. Healy, chief
legal counsel and chief operating officer for the Massachusetts Bar
Association. “He’s one of the brightest intellects in the legal community.”

The influence of the chief legal counsel varies from administration to
administration, but the position can be among the most powerful in the
executive branch.

William “Mo” Cowan rose from Governor Deval Patrick’s top lawyer to chief
of staff, before Patrick appointed him as an interim US senator when John
Kerry left the chamber to serve as US Secretary of State.

The chief legal counsel’s duties typically include shaping the legal
response to major lawsuits against the state, vetting legislation, and
overseeing judicial nominations.

Povich, 55, is familiar with the office. As deputy chief legal counsel for
Weld, a Republican, he worked on a reorganization of the governor’s
Cabinet, helped negotiate a pact with the Wampanoag tribe for a
Southeastern Massachusetts casino that was never built, and developed a
reputation as a lawyer at once formidable and approachable.

“Lon has a marvelous disposition,” said Brackett B. Denniston III, who was
chief legal counsel for Weld and is now general counsel at General
Electric. “He’s able to give tough-minded advice, but always in a way that
is graceful.”

From time to time, friends say, Weld tapped Povich to write comic verse for
public appearances.

“He’s a very gregarious person, very friendly,” said Michael Teteur, a
long-time friend who is national chairman of the litigation department for
law firm Foley & Lardner. “At Harvard Law School, Lon knew every one of the
550 people in our class. And people knew him.”

Povich, who was not available for an interview Monday, grew up in Bath,
Maine, a small town north of Portland known for shipbuilding and a handsome
downtown. His grandfather opened a clothing shop there in 1910 that his
father ran into the mid-1990s. Twenty years later, the sign is still on the
building, now home to an antiques shop.

Povich graduated from Dartmouth College before attending Harvard Law, where
he met his future wife, Ilissa. He began his career as a law clerk for the
Maine Supreme Judicial Court’s Chief Justice Vincent L. McKusick,
oscillating between the public and private sectors in the decades that
followed.

As an assistant United States attorney, he prosecuted white-collar crime
during the savings and loan crisis before joining the Weld Administration.
It was there that he got to know Baker, who served as health and human
services secretary and, later, budget chief.

For a decade, Povich worked as vice president and general counsel at Boston
Consulting Group and then moved to BJ’s Wholesale, eager to work for a
publicly traded company, according to friends. A few years later, the
company was taken private.

Povich has served on the board of the Greater Boston Food Bank and recently
won the Good Apple Award for “demonstrated dedication to public service,
fairness, and social justice” from the Massachusetts Appleseed Center for
Law and Justice. He has two children, a daughter who teaches special
education and a son who is at Dartmouth.

Baker, who has moved between government and the private sector, is forming
a Cabinet in his own mold.

He tapped Republican state Representative Matthew Beaton, co-owner of a
construction firm that promotes green building techniques, as his energy
and environmental affairs secretary. Steven Kadish, his incoming chief of
staff, worked at Harvard Pilgrim Health Care and in the state’s health and
human services bureaucracy, just like the governor-elect.

Kadish, like Povich, incoming secretary of housing and economic development
Jay Ash, and incoming chief secretary Carlo Basile, is a Democrat.

“Assembling a team of experienced professionals committed to making
Massachusetts great is our top priority and Lon joins a bipartisan team
ready to hit the ground running in January,” said Baker, in a statement
announcing the Povich appointment.

Povich, in a statement, called Baker “a dedicated public servant with the
imagination and drive needed to make Massachusetts a better place to live.”

Observers say Baker’s approach to criminal justice issues will help
determine the contours of Povich’s job.

Massachusetts Supreme Judicial Court Chief Justice Ralph D. Gants has
called for an end to mandatory minimum sentences for low-level drug
offenders. And many in the legal community are pressing for better pay for
assistant district attorneys, public defenders, and private attorneys
appointed to defend the indigent.

“We’ll be there early on congratulating Lon on his appointment,” said Healy
of the Massachusetts Bar Association, “but also trying to lobby him to do
the right things and to make the right recommendations to the governor.”

Residents of Fredericton's 'tent city' suddenly awash in donations

Winter gear, tents, coats, and a large amount of cash have all recently been donated to the homeless

The nine people living in tents in downtown Fredericton are suddenly finding they're the focus of lot of attention — and donations.

Since last Friday, the residents of the so-called "tent city" have been repeatedly visited by people dropping off clothing and cash.



Homeless community recieve flood of donations

"It's overwhelming," said Donna Howe, who says she's been living in a tent for eight months.

"They're bringing winter gear, they're bringing tents, hygiene products," said Howe. "They're bringing sleeping bags, they're bringing chapstick, everything a person would need on a regular basis to live."

On Monday morning a man even donated around $3,000 in cash.

"Definitely overwhelming in capital letters for sure," said James Oickle, who says he recently lived in those same tents for 170 days.

Oickle believes that recent news stories and shared posts about the perils of being homeless in winter weather has sparked the wave of generosity.

"It seems that awareness is getting out there," he said.
On Monday afternoon some tents were so packed full of blankets and quilts there seemed to be little room for anything else.

The residents of the tents have started to haul some of the donations to other shelters nearby because of a lack of space.

Not a new problem 


Howe suggested it's not just increased public awareness, but the literal increased visibility of the tents and their inhabitants that is responsible for the surge of donations.

She said the bright tents stand out against the fresh snow, and construction forced many of them to relocate from behind a water treatment building to beside it.

"Because it was summertime people really didn't see the emergency in the situation, the severity of it," said Howe. "But now that it's … close to Christmas people are becoming more sentimental."

Both Oickle and Howe point out that the homeless issue is not a new one. Many of them have been living under bridges, benches and outdoors for months, in some cases years.

 The short-term burst of giving won't do much in the long-term to solve the larger issue, according to some homeless advocates.
"There's a lot of different avenues to support people," said Faith McFarland, the community development coordinator for the community action group on homelessness.
She said money and resources often go much further when used by an organization that has been working with homelessness for years.

"And I just really want to remind people that this crisis didn't create itself overnight."

Begging to die: Volunteer on mission to help homeless in Fredericton

'I'm waiting to wake up one morning to a dead person,' says Jim Oickle, who gives shelter to homeless people

Inside a tent next to him in Fredericton's downtown, Jim Oickle can hear the sounds of men groaning and begging to die late at night.

"When you hear a guy asking God to take him home, you kind of lay there in deep thought going, 'Wow,'" he said.

At the beginning of June, Oickle set up tents near the men's shelter along Fredericton's Woodstock Road near the downtown.



The tents were intended for people who didn't have shelter but also to promote the need for more emergency shelter space across the city.
But as temperatures drop and winter storms hit the province, he's doing it to help his friends stay alive.

Instead of spending his nights inside his warm apartment, the Fredericton man will settle into a downtown tent late at night, making sure people living in the encampment are comfortable. He wants to make sure they have a space to call home.

"I'm waiting to wake up one morning to a dead person," said Oickle, a former businessman.

While some people are just passing through, others are using the tents as shelter to stay alive during the latest string of cold winter nights.

"The bulk of what I'm dealing with now are people that are settled in for the winter, it seems."
There are eight tents set up near the men's shelter and they all belong to Oikle. This allows him to set rules and keep the area free of drugs and alcohol.

"We started out with about four [tents] … and it's just grown progressively as people have needed tents, he said.
But while some might think people living inside the tents are struggling with alcohol and drug addictions, Oickle said most of them struggle with mental health issues.

"A guy in a tent next to me, he doesn't drink, he doesn't do drugs of any kind he just sleeps in this freaking tent and freezes his butt off," he said.

Although he receives moral support from the local shelter, Oickle said it's difficult when people in the area walk by and avert their eyes.

"I want to be out of sight, but I want to be in mind and the shelter is right there for us," he said.
Oickle said he plans to keep the encampment set up for as long as people need him. And he stays hopeful that Fredericton community will rally together and help as well.

Shelters don't always have space


Warren Maddox, executive director of Fredericton Homeless Shelters, has said the number of people using the service has risen by 50 since 2015.

And he expects there will be more if the province doesn't step up to help.

Maddox leads the group that runs two homeless shelters, which give about 40 people a night protection from the cold.

But the shelters don't always have space and all year, the shelter runs at about 90 per cent capacity and by the end of this year, he expects the shelters will have accommodated 300 individuals.

In an interview earlier this week, Maddox said the adult protection branch of the Social Development Department has been challenging branch to work with.

"I think that they need to accept more responsibility. They have a pretty rigid, tight, narrow definition of some of the stuff that they'll tackle."

Michael MacKenzie, co-ordinator of the Community Council on Homelessness in Saint John, said more people have used the men's and women's shelters so far this year, than in all of 2017.

The Outflow Men's Shelter — a 20-bed shelter with 10 overflow cots — is at 128 per cent occupancy so far this year.

He said the increase is caused by a number of problems, including the lack of affordable housing in New Brunswick.

"There are situations where people experience homelessness purely for financial reasons," he said, "They lose a job, they're unable to pay rent. So for a few days or maybe a week, they're forced to spend time in a shelter.

"What's troubling is that over the past 10 years … we've seen a growing portion of the population that isn't bouncing back quickly."

MacKenzie said the city hasn't needed an emergency out-of-the-cold shelter in about three or four years, but it might be necessary to reopen one this winter.

In Moncton, the issue of homelessness has come under increased scrutiny ever since the city and RCMP demolished a homeless tent camp earlier this month, prompting calls for political action.

Shelters in the city have been operating over capacity. The YMCA's ReConnect outreach program reported recently that about 120 people are sleeping outdoors in the city's parks and tents.

"The longer you're in homelessness, the harder it is to get out," MacKenzie said.

"We need to know if what we're doing is working and if it isn't, what are the tools that our staff need in order to rise to this challenge?" she said.

The new minister said there are many people in the department aiming for change, but sometimes the missed component is the client who actually needs help.

She recently started asking whether people in the department are visiting places like the tent site in downtown Fredericton or the people who were uprooted in Moncton.

Then she said the province needs to figure out a solution, which could include everything from involving community partners to working with federal and municipal partners to listening to homeless people themselves.

"Sometimes I wonder if their voice is as strong as it needs to be," she said.

"If you don't include the client to help assess the situation, we're never going to get to the root of why it's happening."

FROM THE TOP OF THE WORLD TO THE SCUM OF THE EARTH IN A MATTER OF MONTHS!!!!

Last week, I was approached by someone with an interesting story.

It's a tale of a guy who was on top of the world but came down pretty hard.

He used to be the owner of the City Motel in Fredericton.

His name is Jim.

Jim was doing ok until his whole world came crashing down. I mean REALLY DOWN!!!

Until his downfall, he used to mingle with the higher ups of society.

He leased the City Motel for 10 years. I might add that he also owned
the Lobster Hut which was attached to the Motel.

Many politicians would stay over night in that building. Ohhhhh???? If
walls could talk??? But Jim sure can!!!!

Jim took his business very seriously!

He told me that if he was still the owner of the Motel and he would
have seen this blogger in the building? He would have asked me to
leave the area. I wouldn't even be allowed in the parking lot. Only if
I was invited to the motel by the politicians in advance.

He made certain the MLA'S had privacy from the media.

Speaking of privacy? He went so far as building this back door so they
could maintain their privacy.

A meeting was arranged and I met with Jim.

He told me some very interesting tales raging from the politicians to
the way the Fredericton Police Force handled his case.

Especially the story he told the Government that he would go public
with some stories he seen in his motel?

The Government quickly reacted. It was sort of like my case of telling
our elected officials that I would go public with the murder? <
This is the only reason I was told that I was banned from the
Legislature >

The Liberals quickly told me that they would haul me in court for Harassment!!!

I explained to Jim I was a blogger and anyone can become a journalist
by writing their story and I'll blog it.

Too bad my recorder is broken because I would have just interviewed
the guy. So we have to do it the hard way.

The interesting issue on this one? It was a Civil matter and the media
still managed to put the story on the front page.

Also added was the Fredericton Police Force supervised the eviction.

What's with this????

Once this hit the front page? Jim’s life began his downward spiral.

Jim was the type of guy who was involved in all kinds of political
events and he had a Carte Blanche to visit the P.C’S in their building
but all this came to a sudden halt once he was told - In the future,
he would have to make an appointment.

Jim didn't like the way he was treated so he threaten to go public
with his stories of going ons in his Motel.

 

Fredericton Tent City IS NOT the only issue that should be look at!!!

Last week, I was approached by someone with an interesting story.

It's a tale of a guy who was on top of the world but came down pretty hard.

He used to be the owner of the City Motel in Fredericton.

His name is Jim.

Jim was doing ok until his whole world came crashing down. I mean REALLY DOWN!!!

Until his downfall, he used to mingle with the higher ups of society.

He leased the City Motel for 10 years. I might add that he also owned the Lobster Hut which was attached to the Motel.

Many politicians would stay over night in that building. Ohhhhh???? If walls could talk??? But Jim sure can!!!!

Jim took his business very seriously!

He told me that if he was still the owner of the Motel and he would have seen this blogger in the building? He would have asked me to leave the area. I wouldn't even be allowed in the parking lot. Only if I was invited to the motel by the politicians in advance.

He made certain the MLA'S had privacy from the media.

Speaking of privacy? He went so far as building this back door so they could maintain their privacy.

A meeting was arranged and I met with Jim.

He told me some very interesting tales raging from the politicians to the way the Fredericton Police Force handled his case.

Especially the story he told the Government that he would go public with some stories he seen in his motel?

The Government quickly reacted. It was sort of like my case of telling our elected officials that I would go public with the murder? < This is the only reason I was told that I was banned from the Legislature >

The Liberals quickly told me that they would haul me in court for Harassment!!!

I explained to Jim I was a blogger and anyone can become a journalist by writing their story and I'll blog it.

Too bad my recorder is broken because I would have just interviewed the guy. So we have to do it the hard way.

The interesting issue on this one? It was a Civil matter and the media still managed to put the story on the front page.

Also added was the Fredericton Police Force supervised the eviction.

What's with this????

Once this hit the front page? Jim’s life began his downward spiral.

Jim was the type of guy who was involved in all kinds of political events and he had a Carte Blanche to visit the P.C’S in their building but all this came to a sudden halt once he was told - In the future, he would have to make an appointment.

Jim didn't like the way he was treated so he threaten to go public with his stories of going ons in his Motel.

Well, he ended up in a mental ward for three months because of other issues.

Well? After chatting with the guy, he didn't look coo coo to me?

He sounded very sincere with his emotional stories.

I'll be blogging the tales during the next few weeks.

I know Jim Oickle and have always thought of him as an honest and sincere person. What happened to him was wrong wrong wrong, from the way he was treated by the owners of the City Motel / Lobster Hut who stole his business to him being thrown in the Restigouche Institution in Campbellton because he wouldn't take the crap from anyone anymore. It's amazing what can happen when you start to threaten the establishment with their dirty little secrets. It's about time Jim's story was told. He has suffered so much, I think that this might help him by getting it off his shoulders. I bet a few people aren't going to be happy about it though... his enemies will be out with their knives soon enough...be brave Jim!

Hey Charles, I'm not sure if you have done a story on this but the Woolastook Park situation with Fred (Paget) and him losing it under "interesting circumstances". With camping season on the way, it will be interesting.
By the way, I think he did a great job. the park was closed when the Gov't owned it because they couldn't maintain it now he has put his life savings into it, they want it back - ridiculous!

i am glad you wrote a story about jim. i used to work in that building for both the lobster hut and the motel and loved every minute of it.

it's a shame, because the city motel and lobster hut was a good place to go and i was actually proud to say that i worked there instead of mcdonalds like everyone else my age, at the time.

i was there the day the cops all showed up at the motel. i went to the front desk and asked what was going on and my supervisor told me to go home. whoever took over the motel stopped giving me hours and wouldn't give me a reason as to why they stopped scheduling me. instead they said "we'll call you when we need you back", i figured i would wait a bit, and i never got that call back. i was 19, living on my own, paying my own bills and groceries and they didn't even care. i had to move back home and to this day, i will not step foot into that hotel or suggest anyone go there, because it isn't the same.

they ruined the look of the city motel and its not as inviting as it used to be when jim was running it. its quite a shame, really, and a stupid move on their part because now, all you see is an empty parking lot.

i am happy to hear he is still kicking around.

Now you've got my curiousity up. What happened at the City Motel / Lobter Hut anyways? I remember seeing it in the paper, looked like a big scam on the part of the owners to me. Wait until he's just about to take over the lease and steal it from him. We never did hear Jim's side of the story about how those creeps took his business away from him. I used to like the way it looked too, it had character. I think they even used to promote it on the tourism brochures because it was so interesting. Now it looks like any old place on the side of a highway. BORING. The empty parking lot tells it all. Didn't take them long to ruin a good business.
