Kremlin critic Bill Browder asks Canada to help kick Russia out of Interpol
Magnitsky Act backer has been the target of a handful of Interpol red notices
One of the Kremlin's most prominent critics is calling on the Canadian government to lead the charge to suspend Russia from the international police organization Interpol.
In recent days, Bill Browder — who spearheaded the global Magnitsky Act movement to punish Russian officials responsible for the death of accountant Sergei Magnitsky in a Moscow prison in 2009 — has been part of a vocal campaign to stop Russian interior ministry officer Alexander Prokopchuk from becoming Interpol's next president, fearing that country's government would manipulate the job to punish Kremlin critics.
In the end, Interpol's general assembly elected South Korea's Kim Jong-yang as its new leader. He is taking the job after his predecessor, Meng Hongwei of China, was detained and accused of taking bribes by Chinese anti-corruption authorities in September.
Browder, head of the investment fund Hermitage Capital Management, has dedicated much of his life to exposing corruption inside the Kremlin and avenging Magnitsky's death. He successfully pushed Canada to adopt its own version of the Magnitsky Act to target the assets of corrupt officials guilty of gross violations of human rights.
He said he believes that if he were ever extradited back to Russia, he'd likely be tortured and killed.
'All it takes is one country'
"We have Russia, on a serial basis, abusing Interpol ... The moral of this story is that if a country wants to abuse Interpol they can just keep abusing Interpol and it doesn't really matter how many times they do it," he told the committee.
In an interview with CBC Radio's The House he went further, calling on Canadian politicians to push for Russia's suspension.
"There's a rule in the Interpol constitution which allows Interpol to suspend countries that abuse the system. It's never been used before, he said.
"And what I'm saying to the Canadian Parliament and the Canadian government is Canada should lead right now on suspending Russia from the Interpol system, in the same way as Russia was suspended from the Olympics after getting caught cheating.
"All it takes is one country to take the lead here."
Browder said hundreds of people around the world, including human rights advocates and lawyers, have been made Interpol targets by Russia, but don't have his resources.
"[Interpol] is meant for law enforcement, not for chasing political enemies. It shouldn't be an arm of a dictatorship," he told host Chris Hall in an interview airing Saturday.
Browder, alongside Russian chess grandmaster Garry Kasparov — another prominent critic of Russian President Vladimir Putin — and Marcus Kolga, a senior fellow at the Macdonald-Laurier Institute's Centre for Advancing Canada's Interests Abroad, were all supposed to take questions from committee members. The meeting was cut short when MPs were called back to the House of Commons for a vote on back-to-work legislation.
Politics vs. policing
Chief Supt. Scott Doran of the RCMP's intelligence and international policing branch told the committee Canada doesn't always follow red notices and treats them more as alerts from abroad.
"From a Canadian perspective, it is not being used as a political tool," said Doran. "From a Canadian perspective I'm confident we are being true to the spirit and the constitution of Interpol in our engagements with other central, national bureaus."
"I think we need to consider perhaps a difference between the policing community and the political community. Some countries may have issues politically but the reality is we sometimes have an obligation to interact with their police regardless," he said.
Canada did not endorse any candidate before the Interpol presidency vote earlier this week, but Public Safety Minister Ralph Goodale said RCMP Commissioner Brenda Lucki, Canada's representative at the meetings, was "working assiduously" to defend Canada's interests in Interpol.
Earlier this week, RCMP Deputy Commissioner Gilles Michaud was elected to represent the Americas on the executive committee.

Members of the House of Commons voted on a bill this week called Justice for Victims of Corrupt Foreign Officials Act and it is guaranteed to make Vladimir Putin livid.
The bill is Canada's version of the Magnitsky Act, a series of laws named for a lawyer who died in Russian custody as he was investigating corruption. These laws target the property — the assets, the holdings, the wealth — of corrupt officials "who have committed gross violations of internationally recognized human rights."

When MPs in Ottawa voted on Wednesday night, all parties stood in agreement. The bill passed unanimously.
"It was very dramatic watching it," Bill Browder told me on Day 6. "They said: 'OK anybody against this?' and not a single person stood."
Sergei Magnitsky was Bill Browder's lawyer. Browder is a financier, the founder and CEO of Hermitage Capital Management, and was, at one time, the largest foreign investor in Russia. Browder is someone they would like to hurt.
"There's probably 250 people in Moscow who are working in one way or another trying to destroy me," he says, "because Vladimir Putin is so angry with me."

Death of a lawyer
Bill Browder hired Sergei Magnitsky in 2007 to investigate who'd stolen $230 million US in taxes he'd paid to the Russian government.Magnitsky uncovered high level fraud by Russian officials. But instead of arresting the criminals he'd exposed, police instead detained Magnitsky and began an 11-month assault that would end in his death.
"And the purpose of all this was to get him to withdraw his testimony and sign a false confession to say that he stole the $230 million and did so on my instruction."

Along with the abuse, Magnitsky was suffering from gall stones and pancreatitis. He needed surgery. That night, he was transferred to another facility.
"When he arrived there, instead of putting him in the emergency room, they put him in an isolation cell. They chained him to a bed, and eight guards with rubber batons beat him to death."
Sergei Magnitsky left two children and was 37 years old.
Stop the money, hit the oligarchs
Within days, Russian President Dmitri A. Medvedev ordered an inquiry into Magnitsky's death. But Bill Browder suspected the authorities responsible for his killing would have a hand in the investigation. He wanted another solution.
"At first we tried to get justice inside of Russia," says Browder.
"We discovered that Putin personally got involved in covering up the crime. He exonerated the officials involved. He gave special promotions and state honours to some of the people [who were] most complicit. And so we said to ourselves, 'Well, how do we get justice outside of Russia?'"
The answer turned out to be money.
"They killed him for $230 million. And they keep that money in the West. They keep that money in the United States, they keep it in Canada they keep it in France, they keep it in England. And so I went on this campaign to freeze the assets and ban the visas of the people who killed Magnitsky and the people who do similar types of things in Russia."
Putin personally got involved in covering up the crime.- Bill BrowderBrowder campaigned members of the U.S. Congress to adopt a bill, and in 2012, in a bipartisan landslide, they passed the Sergei Magnitsky Rule of Law Accountability Act. Russian reaction was swift. Browder says the sanctions on Russian money are a particular aggravation to Vladimir Putin and his allies.
"The reason he's so upset by this is that he personally was a beneficiary of the $230 million tax rebate fraud that Sergei Magnitsky uncovered and exposed. We've been able to trace some of that money going back to a person who is known to be a Putin nominee, a guy named Sergei Roldugin who is exposed through the Panama Papers as basically getting $2 billion of largesse from Russian state banks and Russian oligarchs."
"And so, for Putin, this is personal. This is not just a thing that upsets him. As a matter of pride, this upsets him because he thinks that his wealth — and I should point out that he's got a lot of wealth, I estimated him to be worth $200 billion. He's the richest man in the world, in my opinion, and he thinks that his wealth is all at risk."
"And so for him, this is the single largest foreign policy priority for him to stop these Magnitsky acts and to get them repealed."
Reprisals from Moscow
This week, as MPs prepared to vote on Canada's Magnitsky legislation, a Russian foreign ministry spokesperson vowed that "any anti-Russian actions by the Canadian authorities will not be left without an adequate response."
Bill Browder says some Canadian law makers may find themselves banned from getting a Russian visa.
"And from what I know, most Canadian politicians that I know view that as a badge of honor. When I was going around Ottawa, the ones who weren't previously on the Russian sanctions list felt like they maybe hadn't been effective enough."
"There's a lot of anti-American sentiment around the world," he says. "There's no such thing as anti-Canadian sentiment. Everybody loves the Canadians and everybody views Canada as being a sort of, sort of honest broker in morality and international diplomacy. And so the fact that Canada has done this creates huge momentum for the rest of the world to follow."
"It means a lot to me and it means a lot to the whole cause of human rights in Russia."

Methinks I should call some of your inhouse counsel and some of your

opt to summon your bank and KPMG to court to argue me I will serve the

Perhaps your many lawyers should read what your bank has acknowledged
several receiving times, consider the best interests of your
shareholders and offer a settlement to both of us in order to avoid
litigation? Obviously I had contacted the RCMP and INTERPOL about my
concerns with your bank. Just so ya know I have not contacted the Hong
Kong Police YET. You obviously know that it was my friend Mr Shah in
Bahrain who sent you the prior emails. His most recent response from
your bank forever proves to me that he and I have some trouble with
your Hong Kong Bank paying attention. They must have forget you do

FYI Mr Shah asked for my assistance with his troubles with INTERPOL
and their nonsense a while back and I obliged. Recently Mr Shah wanted

She said I must have been calling the wrong number and I told her it
was the number on their webpage which is also the same spot I got
their Bank's number. I don't know why she called other than to trying
a little fishing because she suddenly got too busy to talk to me or
read my emails. However before she hung up she promised that she would
read my emails and get back to me. I told her I would rather talk to
her boss Bill and she said she would see if she could arrange it. I

As Franky Boy McKenna and every other bankster and his dog well knows
my concerns about many banks' integrity are GLOBAL in nature. HSBC and
I crossed paths because of your dealings with Bernie Madoff, KPMG and
the USDOJ. I don't know if your bank and its beancounters were truly
duped by Madoff or not and now I don't care because of the way you
behaved with me. I don't know if KPMG still audits for the USDOJ and
don't care either. The USDOJ overlooked the fact that the KPMG are
crooks many times and keep on hiring KPMG after they fine them for
fraud.

Anyway from a Canadian's perpective I know for a fact that we all have
an interest in the integrity of the SEC and the FSA etc. I also know
that many ex RCMP officers work with KPMG and INTERPOL. I also know
they all hate ethical whistleblowers who point out their many wrongs.
Thus the truth of my conerns about the Financial Industry and its VERY
unethical oversight is always buried by the same very nasty nest of
politicians, lawyers, accountants and corrupt cops who covered up my
concerns with the wrongful actions of my wife's family lawyers, the
Brookline Savings Bank, the courts and the US Treasury Dept ten years
ago. Clearly many ordinary people knew of my Clan's plight BEFORE the
economy took a nosedive in 2008 and many banksters got bailed out and
bigtime bonuses instead of being sent to straight jail without passing
GO.

I have never been able to send this email to anyone from any Yahoo

federal public safety agencies believe their bosses would act on reports of
misconduct.
In a report Tuesday, Sheila Fraser said workers need to know management will
follow up on their whistleblowing and preserve their confidentiality.
Fraser's audit looked at the conduct of public business in the RCMP, the
Correctional Service and the Canada Border Services Agency.

system. Our software does not allow simple keyword searches
