Know Your Mace: Prince Edward island

On September 10, 1964, in Charlottetown, those in attendants at the Canadian Area Conference of the Commonwealth Parliamentary Association unanimously resolved to mark the occasion of the 100th anniversary of the meeting of the Fathers of Confederation by presenting, on behalf of the provincial and federal branches of the CPA, a Mace to the Legislative Assembly of Prince Edward Island. To that end, a committee composed of the Speakers of the Senate, House of Commons, Ontario and Quebec was appointed to make arrangements for the design and presentation of a suitable Mace.

The committee chose the design submitted by Canadian company Henry Birks and Sons Ltd., and the Mace was presented to the Legislative Assembly in a special ceremony on February 24, 1966, in Province House. Prior to this, PEI did not have a Mace.

The Mace is approximately four and a half feet tall and weighs 10 pounds. It is made of gold-plated silver. The crests of the 10 provinces encircle the Mace just below its crown. Below those crests, engravings show the Coat of Arms of Canada and set forth the donors of the Mace. PEI’s provincial flower, the Lady’s Slipper, is engraved in several places.

When the Mace is placed upon the Table, PEI’s crest always faces up.

Conservatives on P.E.I. are pleased with the selection of Andrew Scheer as the party's new federal leader.

Scheer proved to be the Island favourite from the get-go, leading the province in voting through all 13 rounds of counting required for the party to select a leader Saturday night.

"I think he could relate to people," said Martha Ellis, president of the Charlottetown Conservative Electoral District Association. Ellis said she ranked Scheer number one on her ballot.

"He's young, he's very mild-mannered, he's a family person, he came from rural Canada…. I think people felt that he could relate to Islanders and the issues that we have down here."

Support 2nd only to Saskatchewan

In total, Scheer received 70.8 per cent of the support up for grabs from the Island's four federal ridings. The only province where Scheer ended up with a higher total is his home province of Saskatchewan.

According to PC MLA Steven Myers, one of the issues that won support for Scheer on the Island was his support of supply management. Maxime Bernier, considered by many to be the front-runner heading into the vote, had vowed to get rid of the system.

"That's one of the reasons I didn't vote Bernier at all is because supply management is very important here on Prince Edward Island," said Myers. "We still have an economy that's largely based on agriculture. Supply management is important for Island farmers to have it protected so that we have a good strong industry here on the Island."

The interim leader of the Progressive Conservative Party on P.E.I. Jamie Fox said Scheer's time as Speaker of the House of Commons in Ottawa also helped him secure the support of Conservative party members.

New leader has 'broad appeal,' says council member

"It showed that he had the ability to work fairly with all parties in the House, that he had the confidence of the House and members from all sides," said Fox. "That was a big thing."

Sylvia Poirier represents P.E.I. on the National Council of the Conservative Party of Canada. She was in Toronto for the leadership convention.

Martha Ellis from the Charlottetown Conservative Electoral District Association said Andrew Scheer is able to relate to Islanders and their issues. (CBC)

She gave a favourable review of the ranked ballot system the party used to select Scheer, saying it made for a "less divisive" convention and the selection of a candidate she believes can appeal to a wide range of Canadians, including those in the Atlantic region.

"Scheer's platform was more moderate and I think had a broader appeal," Poirier said. "And I think people put him on their ballot for that reason."

She said the year-long campaign energized party supporters and resulted in a fundraising boost, but said "I think people in general are happy that it's done. It certainly was quite a huge process."

Dear Mr. Kee,

This correspondence is further to your letter dated September 19,
2014, in which you indicated that Google is unwilling to provide
certain information to the Commission as part of the Let’s Talk TV
proceeding.

The Commission has requested that Google provide information related
to its activities in Canada, including the amount of content uploaded
from Canadian locations, projected growth in the advertising market,
and advertising revenues derived from Canada. This request was made
for a very specific purpose. The hearing panel is seeking to better
understand Google’s important role in providing Canadian-made content
to Canadian and non-Canadian audiences alike, through non-traditional,
consumer-driven platforms. In addition, Google is a popular platform
for the delivery of online video content that operates in Canada.

One of the goals of the Let’s Talk TV proceeding is to give Canadians
greater choice by establishing a forward-looking framework for
television. A complete understanding of Google’s presence in Canada
and its experiences in being a platform for the delivery of content
would be useful.

The Commission is an independent administrative tribunal that conducts
its hearings with regard to its rules of practice and procedure, and
its powers, which are similar to those of a superior court. Under both
the Broadcasting Act and the Telecommunications Act, the Commission
holds public hearings to build a complete record, which includes the
materials filed by parties. The more complete the record, the better
the Commission is able to make evidenced-based decisions that serve
the interests of Canadians.

The legislative framework grants the Commission the powers of a
superior court of record to enforce its orders. Specifically, under
section 16 of the Broadcasting Act, the Commission has the authority
to request information from parties, regardless of whether they are
Canadian or non-Canadian. As was made clear at the hearing, the
Commission has well-established rules that allow it to grant
confidential treatment to sensitive information filed by parties.
These rules have been consistently and successfully applied for
decades, even through the emergence of new technologies and new
operators.

A company’s refusal to comply with requests and orders duly made at a
public hearing is a serious matter. Parties who choose to engage in
Commission proceedings, especially large important corporations such
as Google, cannot unilaterally choose which part of the
evidence-gathering proceeding they want to participate in. The
Commission views such actions as a direct attempt to undermine its
ability to serve Canadians, as well as impair the procedural fairness
owed to all participants.

Google has advanced arguments through its voluntary participation in
the Let’s Talk TV proceeding, including its appearance at the public
hearing. The Commission has questions regarding certain assertions
and, as with any superior court, a public hearing is the appropriate
venue to probe parties and obtain additional evidence.

For example, at the hearing, you stated that “compelling Canadian
content succeeds online – all without broadcasting regulation.” You
added that “Canadian creators, both emerging and established are
building global audiences and earning revenue without having to work
through intermediaries.”

Yet, by refusing to provide any supporting evidence, the Commission
cannot fully test and evaluate the strength’s of Google’s argument
which, if supported by evidence, may otherwise be very compelling. The
Commission cannot carry out its duties based on mere anecdotal
evidence.

Despite comments made by those who were not parties to the Let’s talk
TV proceeding, the information that the Commission is seeking is meant
to support the conclusions Google is advocating, i.e. online
distribution platforms for video content can support the policy
objectives under the Broadcasting Act, as well as others relating to
competition and innovation—without the need for any additional
regulatory action by the Commission. As with any party before the
Commission the CRTC will ask for the probative evidence that would
support a party’s position.

In light of the above, Google’s intervention and supporting
documentation will be removed from the public record of this
proceeding on October 2, 2014. These include:

•Google’s intervention dated June 25, 2014
•the Lemay-Yates Associates inc. report titled “The Evolution of TV
and New Media in Canada dated June 27, 2014
•your oral submission found from paragraphs 324 to 529 of the
transcript of the hearing, and
•Google’s response to the requests for information dated September 19, 2014.
As a result, the hearing panel will reach its conclusions based on the
remaining evidence on the record. There are a variety of perspectives
on the impact of Internet broadcasting in Canada, and the panel will
rely on those that are on the public record to make its findings.

John Traversy
 Having joined the Commission in 1988, Mr. Traversy possesses an
extensive knowledge of the communications industry. As Executive
Director of Telecommunications from 2007 to 2011, he implemented
measures to streamline regulation, improve Canada's 911 public safety
systems and encourage competition in telecommunications markets. He
previously held the position of Director General of Telecommunications
Policy, Consumer Affairs and Telemarketing. Mr. Traversy also spent
nearly two decades working in the Broadcasting Sector. Among other
roles, he served as Director of Strategic Research and Economic
Analysis from 1998 to 2006, leading a team that monitored issues,
trends and developments in the broadcasting industry.

Mr. Traversy holds a Bachelor of Commerce Degree (Honours) from
Carleton University.
