N.S. man charged after fake ad posted seeking police decals
Man also posted defamatory comments online under another person's name
· CBC News · Posted: Feb 26, 2021 10:47 AM AT
The ad allegedly placed on Kijiji by a 47-year-old Pictou County man, looking to purchase New Glasgow Regional Police decals and other items for a 2018 Ford Explorer, under the false identity of another person. (New Glasgow Regional Police)
A Pictou County man is facing a seldom-used charge after allegedly posing as different people online in order to buy police decals for a car and to post defamatory comments.
After a two-month investigation, New Glasgow Regional Police said Thursday they'd laid four charges against a 47-year-old man for identity fraud and defamatory libel.
Police received a complaint in January that another person's identity was used to post a Kijiji ad. The ad said this person was looking to buy New Glasgow Regional Police decals, and other police items, for a 2018 Ford Explorer.
Const. Ken MacDonald said the post gathered "a lot of attention" and was used as a way to attract awareness to this other person's identity.
"Within the province of Nova Scotia there's great concerns in terms of police vehicles. And in this case, it was a great concern to us," MacDonald said Friday.
"In terms of the amount of confidence in the public … we want to make sure that our police decals are controlled."
The case brings to mind the Portapique mass killing last April, where a gunman drove a decommissioned 2018 Ford Taurus police vehicle across the province, killing 22 people.
In the months leading up to the shooting, the killer worked to make the vehicle look identical to an actual RCMP cruiser and had decals printed to make the replica look as authentic as possible.
Const. Ken MacDonald said the post gathered 'a lot of attention' and was used as a way to attract awareness to this other person's identity. (CBC)
A second complaint also came in this January where a separate person's identity was used to make "defamatory comments" using Google Reviews, MacDonald said.
MacDonald said the rates of identity theft have increased with modern technology, but "especially, in terms of COVID, we've seen a lot more."
Police searched a residence in Linacy, Pictou County at 9:20 a.m. Wednesday. The suspect was arrested and electronic items seized.
The two victims and the suspect are known to each other, police said.
Police lay rare libel charge
The 47-year-old man from Pictou County has been charged with two counts each of identity fraud and defamatory libel.
He has been released under strict conditions and will appear in Pictou provincial court on May 31.
MacDonald said the defamatory libel charge is "rarely used" by police agencies in Nova Scotia, and had never seen it laid within his 15 years with the New Glasgow force.
The Criminal Code defines defamatory libel as material that's published, without lawful justification or excuse, that is likely to "injure the reputation of any person by exposing him to hatred, contempt, or ridicule, or that is designed to insult the person of or concerning whom it is published."
"I think this is one of the first departments that have actually used it," MacDonald said. "I can't find it anywhere."

COVID-19 roundup: 1 new case in N.B. as Edmundston enters orange recovery phase
7 workers at Edmundston Regional Hospital have been diagnosed with COVID-19
CBC News · Posted: Dec 12, 2020 11:58 AM AT
The Edmundson region, or Zone 4, returned to orange level restrictions on Saturday. (Radio-Canada)
New Brunswick reported one new case of COVID-19 on Saturday.
The new case is an individual in their 20s in the Saint John region (Zone 2). The person is self-isolating.
There are now 72 active cases, a drop of six.
The province has recorded 555 total cases and 475 recoveries since the pandemic began.
On Friday, the province conducted 887 COVID-19 tests, bringing the total number to 138,121.
There are four people in hospital with the virus, three in intensive care.
Eight people have died of COVID-19 in the province since the start of the pandemic.
Edmundston returns to orange
On Saturday, the Edmundston region, or Zone 4, entered its first day in the orange phase of COVID-19 restrictions since the early days of the pandemic.
Public Health made the recommendation to put the zone in the more restrictive phase after an outbreak at the Edmundston Regional Hospital.
"We have seen a rapid increase in the number of cases over the past week, a doubling of case counts within five days and a positivity rate from testing that is well above the provincial average," said Dr. Jennifer Russell, the province's chief medical officer of health.
Seven workers at the Edmundston hospital have been diagnosed with COVID-19, and 24 workers are self-isolating.
Fourteen of the province's active cases are in Zone 4.
The Saint John region remains the province's hot zone with 33 active cases.
Exposure notification
Public Health added three new flights Friday to its list of possible exposures. A person who has tested positive may have been infectious while travelling on Dec. 4 on the following flights:
- Air Canada Flight 8372 from Fort McMurray to Calgary.
- Air Canada Flight 144 from Calgary to Toronto.
- Air Canada Flight 8918 from Toronto to Moncton.
Anyone who travelled on these flights should "continue to follow the directives given to them during the travel registration process and when they entered New Brunswick," the advisory said.
What to do if you have a symptom
People concerned they might have COVID-19 symptoms can take a self-assessment test online.
Public Health says symptoms shown by people with COVID-19 have included:
-
A fever above 38 C.
-
A new cough or worsening chronic cough.
-
Sore throat.
-
Runny nose.
-
Headache.
-
New onset of fatigue, muscle pain, diarrhea, loss of sense of taste or smell.
-
Difficulty breathing.
In children, symptoms have also included purple markings on the fingers and toes.
People with one of those symptoms should:
-
Stay at home.
-
Call Tele-Care 811 or their doctor.
-
Describe symptoms and travel history.
-
Follow instructions.

COVID-19 roundup: 1 new case in N.B. as Edmundston enters orange recovery phase
7 workers at Edmundston Regional Hospital have been diagnosed with COVID-19
CBC News · Posted: Dec 12, 2020 11:58 AM AT
The Edmundson region, or Zone 4, returned to orange level restrictions
on Saturday. (Radio-Canada)
New Brunswick reported one new case of COVID-19 on Saturday.
The new case is an individual in their 20s in the Saint John region
(Zone 2). The person is self-isolating.
There are now 72 active cases, a drop of six.
The province has recorded 555 total cases and 475 recoveries since the
pandemic began.
On Friday, the province conducted 887 COVID-19 tests, bringing the
total number to 138,121.
There are four people in hospital with the virus, three in intensive care.
Eight people have died of COVID-19 in the province since the start of
the pandemic.
Edmundston returns to orange
On Saturday, the Edmundston region, or Zone 4, entered its first day
in the orange phase of COVID-19 restrictions since the early days of
the pandemic.
Public Health made the recommendation to put the zone in the more
restrictive phase after an outbreak at the Edmundston Regional
Hospital.
"We have seen a rapid increase in the number of cases over the past
week, a doubling of case counts within five days and a positivity rate
from testing that is well above the provincial average," said Dr.
Jennifer Russell, the province's chief medical officer of health.
Seven workers at the Edmundston hospital have been diagnosed with
COVID-19, and 24 workers are self-isolating.
Fourteen of the province's active cases are in Zone 4.
The Saint John region remains the province's hot zone with 33 active cases.
Exposure notification
Public Health added three new flights Friday to its list of possible
exposures. A person who has tested positive may have been infectious
while travelling on Dec. 4 on the following flights:
Air Canada Flight 8372 from Fort McMurray to Calgary.
Air Canada Flight 144 from Calgary to Toronto.
Air Canada Flight 8918 from Toronto to Moncton.
Anyone who travelled on these flights should "continue to follow the
directives given to them during the travel registration process and
when they entered New Brunswick," the advisory said.
What to do if you have a symptom
People concerned they might have COVID-19 symptoms can take a
self-assessment test online.
Public Health says symptoms shown by people with COVID-19 have included:
A fever above 38 C.
A new cough or worsening chronic cough.
Sore throat.
Runny nose.
Headache.
New onset of fatigue, muscle pain, diarrhea, loss of sense of
taste or smell.
Difficulty breathing.
In children, symptoms have also included purple markings on the
fingers and toes.
People with one of those symptoms should:
Stay at home.
Call Tele-Care 811 or their doctor.
Describe symptoms and travel history.
Follow instructions.

Restaurants and other seated venues will now ask patrons for
