At least seven active members of the Canadian Forces are being investigated for publicly supporting the convoy protests, including two members of an elite unit who participated in the occupation of downtown Ottawa.

The Canadian Armed Forces have acknowledged that at least six active soldiers are under investigation after they showed support for the protest against vaccine mandates and other COVID-19 measures. It's unclear how many of them have participated in the protests on Parliament Hill.

CBC News has confirmed a report in the Ottawa Citizen that two members under investigation are part of the JTF2 assault team, the elite counterterrorism unit of the Canadian Forces.

"If the allegations are accurate, this is wrong, and it goes against CAF values and ethics," Maj.-Gen. Steve Boivin, commander of the Canadian Special Operations Forces, said in a statement.

This comes after another weekend of mass demonstrations in Ottawa that resembled a giant tailgate party. Organizers put up a large video screen, food tents and a hot tub outside the gates of Parliament Hill despite repeated statements by Ottawa police that they would crack down on the municipal bylaw violations that have disrupted the city for more than two weeks. 

That was followed Monday by Prime Minister Justin Trudeau's invocation of the Emergencies Act, which allows him and the cabinet to take "special temporary measures" to cope with the protests. It's the first time the act has been used.

Many of the people who support the convoy want COVID-19 restrictions removed, but some in the group of core organizers had previously called for the removal of Trudeau and floated the idea of forming a coalition with opposition parties.

Reservist opposed vaccination mandates on Tik Tok

In addition to the JTF2 members, also under investigation is Maj. Stephen Chledowski, an artillery officer in New Brunswick.

Last week, he posted a seven-minute video on social media calling vaccination "genocide" and urging other soldiers and police to rise up to fight pandemic restrictions. 

He declined CBC's request for an interview.

Riley Macpherson, a junior member of the Royal Canadian Air Force, is under investigation after expressing support for the Freedom Convoy and associated protests while dressed in his uniform. 

The military is also investigating the actions of Warrant Officer James Topp from British Columbia, who plans to march to Ottawa to protest the federal COVID-19 vaccination requirement.

In a video posted on Tik Tok, the reservist, dressed in his uniform, said he works as a civilian for the RCMP but is on leave without pay "because I will not change my vaccination status."

Neither Macpherson nor Topp responded to email requests for comment at time of publication.

Department of National Defence spokesman Dan Le Bouthillier said members of the CAF must remain impartial when communicating publicly and are not permitted to express their personal views when in uniform.

Veterans tear down National War Memorial fence

Last Friday, just hours after Ontario Premier Doug Ford declared a state of emergency expanding police powers, retired warrant officer Eddie Cornell, who served 30 years in the military, urged fellow veterans to join the protests. 

"You have to be part of something bigger than yourself," Cornell said in a YouTube video that was widely shared by convoy supporters and has nearly 700,000 views. "Don't be afraid to put yourself in harm's way like you did before … I'm calling 'Stand to.'"

On Saturday, as the crowd of demonstrators on Parliament Hill swelled into the thousands, Cornell was among a group of veterans wearing medals and berets who were participating in the convoy demonstration. They removed the protective fencing around the National War Memorial. It had been put up after video surfaced of protesters dancing on the Tomb of the Unknown Soldier.

Cornell told CBC News the fencing offended him. 

"All the veterans here today find it extremely offensive to see a gate around a memorial for people that fought for our freedom 100 years ago," he said. "It tells you we're not free."

According to his LinkedIn profile, Cornell, who lives in Niagara Falls, Ont., left his military career as an artillery officer in 2013. He then joined the Ontario Provincial Police as a volunteer auxiliary officer to help with community outreach.

After tearing down the fence, Cornell and other veterans lingered around the memorial, taking photos with supporters.

Propaganda and expertise

One national security expert says the convoy organizers may be using former members of the  military and police to give the movement a veneer of legitimacy.

"It's not yet clear how [veterans] are using their professional skills in aiding the ongoing situation in Ottawa," said Stephanie Carvin, an associate professor at Carleton University in Ottawa who has focused on national security issues.

"At the very least, however, the convoy movement is able to use these videos as propaganda." 

Carvin cautions against ascribing too much capability to a "few veterans in a widely dispersed movement."

But she said the organizers may be familiar with the tactics that could be used against them.

The Freedom Convoy's leadership also includes a retired counterterrorism expert and a former RCMP officer who was part of a tactical unit that protected the prime minister. 

Police on Guard, a law enforcement advocacy group that formed during the pandemic, has endorsed the convoy. Its website identifies more than 150 mostly retired Canadian police officers and 50 former soldiers who are against government-imposed measures to contain the spread of the novel coronaviruus. 

Observers say that knowledge of police and military tactics in the convoy could help protesters dig in. 

Kurt Phillips, a member of the Canadian Anti-Hate Network, said demonstrators are able to "turn on a dime" in response to police tactics.

"This is much better organized than most protests I've seen," said Phillips, who has been monitoring the online chatter of far-right groups that are participating in the protests. 

He said there are indications that planning began eight months earlier under the pretext of removing mandates, but now, some of the rhetoric has shifted to "getting rid of the government."

Following a CBC investigation into police and military experience within the convoy's leadership, Ottawa's police chief was asked if that had an impact on the response of his officers.

"There is no reluctance to be involved in enforcement efforts," Chief Peter Sloly said Thursday. "We have been enforcing the law from Day 1, and we continue to do so as more resources become available."

'Abandoned by our institutions'

But what the police chief describes isn't what Mustafa Farooq sees. Farooq, the CEO of the National Council of Canadian Muslims, said he's felt under siege since the first transport trucks rolled into downtown Ottawa on Jan. 28.

"I was almost in tears because I feel like we've been abandoned by our institutions, just a few blocks away," Farooq said.

Farooq's office is two blocks south of Parliament Hill. On Friday, he said he watched from his window as an OPP officer allowed protesters to slide into the back seat of his squad car to take photos.

The OPP is aware of the video. A spokesperson said as part of their duties, front-line OPP officers are encouraged to balance the "professionalism required to ensure public safety … while having the discretion to be appropriately friendly or approachable."

Farooq also said he has seen protesters hide dozens of canisters of fuel under transport trucks while officers stood by. Two days ago, he captured a photo of a group of people dancing around a police car with jerry cans.

OPP Association president Rob Stinson sees it very differently. Stinson has been in Ottawa checking on his colleagues for the past two weeks. He said police are often prevented from intervening because they're outnumbered.

He said that last Friday, a group of officers were surrounded by a crowd 10 times the size of the officer group as they tried to stop organizers from setting up an illegal tent near Parliament Hill. 

"All of a sudden, 400 members of the public were surrounding the officers so they de-escalated and walked away for their own safety," said Stinson.

Video captured by CBC shows about a dozen police officers gathering around two men setting up the metal posts of a large tent. 

Then a crowd surrounds them, with some people starting to film on their phones. Others swear at police. As tension increases, about 30 more officers, trained in crowd control, step in to form a wall of yellow vests. Then the throng of protesters begin to sing O Canada. After a few minutes, the wall of officers breaks and they walk away.

"Some protesters are peaceful; some are here to cause chaos," Stinson said.

He said there are approximately 200 provincial officers assisting Ottawa police, but more reinforcements are on the way now that the blockade of Ambassador Bridge between Windsor and Detroit is over.

Adding to the tensions is boldness among some protesters.

At least two videos have surfaced on social media of protesters trying to take the law into their own hands by declaring themselves "peace officers." 

The videos were filmed at the convoy's logistics camp on Coventry Road, six kilometres east of Parliament Hill.

The camp funnels food and fuel to downtown protesters. Located beside a baseball stadium, the site has a volunteer security team and was raided by police last weekend in order to cut off the supply route. 

In one video filmed at the Coventry camp, the voice of an unknown person speaking through a megaphone can be heard falsely granting dozens of demonstrators the right to make arrests. 

"Our goal is to work with police forces and to ensure that they realize that they are not alone and that we do not look at them as the enemy but as other peace officers," the voice is heard saying.

After that, the speaker says to the group, clad in tuques and winter coats: "Congratulations, you're peace officers now."

Police say the individuals could be charged with impersonating a real peace officer.

For Carvin, the national security expert, this is one more example of how the Freedom Convoy has morphed into something more dangerous than a protest against vaccine mandates. 

"At the end of the day, this movement is full of the people here not for the mandates but for the mayhem."

Military investigating New Brunswick officer after video calling pandemic measures tyranny

Canadian Forces spokesperson says it will take ‘appropriate action’

A Canadian Army officer in New Brunswick is under investigation after calling for other military members and police to rise up over vaccination and pandemic restrictions.

Maj. Stephen Chledowski spoke in uniform in a seven-minute video Thursday, describing government actions during the pandemic as tyranny. He went on to describe vaccination for COVID-19 as "genocide."

Daniel Le Bouthillier, the head of media relations for the Canadian Forces, confirmed in an email that Chledowski is an active member of the military based at 5th Canadian Division Support Base Gagetown.

"We are investigating the incident and will be taking appropriate action," Le Bouthillier said in the statement without specifying what that action may be.

In the video, Chledowski describes himself as a soldier of nearly 21 years and a veteran of the war in Afghanistan. He says he has not been vaccinated.

The military has required its members to get vaccinated. More than 98 per cent were vaccinated, the Canadian Press reported last month. 

Chledowski describes measures meant to reduce the spread of COVID-19 as being imposed by "government traitors."

The military's statement says "a hallmark of our democracy is the principle that the military is accountable to our duly elected officials.

"Discipline is another key principle that underpins our effectiveness as a military."

It says those who disregard the principle undermine the institution.

"Any member of the Armed Forces who brings discredit to the CAF through either conduct or performance deficiencies, be it through actions or words, will be held accountable," Le Bouthillier said.

Reached by phone Friday, Chledowski said he had been "ordered not to give any interviews. What I've said is what I've said."

Chief of the defence staff Gen. Wayne Eyre ordered all Armed Forces members to be vaccinated by the end of November; those who do not will face remedial measures, including the prospect of dismissal from the military. That deadline has since been extended to Dec. 18.

The order follows a similar requirement for all federal public servants. Eyre has also said his order is intended to protect the military during the pandemic.

In sworn affidavits, the four service members challenging the order say they are opposed to getting the vaccine for different reasons, including concerns about its long-term safety and religious grounds.

"I do not have the confidence in the government's declaration that they are 'safe and effective,"' Lt.-Col. Illo Antonio Neri states. "More specifically, I do not believe the trials have accurately discovered and assessed all potential long-term effects of the vaccines."

And while Eyre's order allows for exemptions on medical, religious and human rights grounds, Edmonton lawyer Catherine Christensen, who represented the four military members in court on Wednesday, told The Canadian Press their requests were all rejected.

The four service members argue that their constitutional rights are being violated and the threat of dismissal is extreme.

"During my time in CAF, I have seen members convicted of serious offences and not removed from service," Warrant Officer Morgan Christopher Warren states in his affidavit.

Government lawyers have submitted hundreds of pages of documents to support their arguments that vaccines are safe and effective. They have also argued that if the four service members are unhappy, they should file a grievance with the military.

But Christensen argues that would be inappropriate because the order was handed down by the military's top commander. If the Federal Court grants her request for a temporary injunction, she plans to apply for the court to hear the case in full.

Federal Court Judge Janet Fuhrer reserved judgment following several hours of arguments on Wednesday, Christensen told The Canadian Press.

Military has 98% vaccination uptake

The four Armed Forces members aren't the first to challenge federal vaccine requirements. Earlier this month, the Federal Court refused to grant an injunction for dozens of federal bureaucrats who are also facing dismissal for having refused to get the shot.

Department of National Defence spokesperson Daniel Le Bouthillier said approximately 98 per cent of service members have reported being vaccinated, and most of those who haven't are reservists or people on leave.

Another 800 members have applied for medical, religious or human rights exemptions, though Le Bouthillier could not say how many had been approved as officials are continuing to push more people to get vaccinated before the Dec. 18 deadline.

Le Bouthillier said the military will not dismiss any members "until remedial measures have been exhausted," and that the first of those forced dismissals is not expected until January due to "necessary administrative delays in the process."

"At any point during the process," he added, "members can change their mind and get vaccinated, at which time the member becomes compliant with the CDS directive and the conclusion of remedial measures should be considered."

Rumours Of A Suppressed Globe Story About Justin Trudeau Are Bullshit

There is no evidence that Trudeau was once fired for an affair. There is no gag order. There is no Globe story.

It’s a bit funny that there has been so much fear over a Russian disinformation effort in this election, given that Canadians seem perfectly willing to churn out disinformation all on our own.

In recent weeks, rumours and innuendo have swirled suggesting that The Globe and Mail has been working on a hot scoop about Justin Trudeau’s departure from West Point Grey Academy, the Vancouver school he worked at in his late 20s.

It’s at that school where Trudeau donned brownface in a shockingly racist display — the academy’s 2000-01 yearbook is what broke the story wide open.

But many have begun peddling a whole other scandal out of Trudeau’s time at West Point Grey.

Plenty of the chatter is just the usual drone of social media — anti-Trudeau denizens of Twitter and Facebook swapping speculation and untruths.

That baseless nonsense, however, has been finding ways to break through.

Ottawa-based Frank Magazine, a noted gossip rag, suggested that Trudeau’s exit from the school may have been due to an affair with a student’s mother — but introduced that info with “Another account has it that…” without any kind of sourcing.

Then former Liberal Warren Kinsella began teasing on Twitter some big Globe scoop that would supposedly get to the heart of the story. That, in turn, only ramped-up the wild-eyed online myth-making.

Blogger James DiFiore — one of few people in modern history to be convicted for voting multiple times in a Canadian federal election — took it into another realm, claiming it was a teenager that Trudeau had slept with.

Then more wackiness from the wider peanut gallery: That there’s a conspiracy afoot. That there’s a non-disclosure agreement. That Trudeau took the Globe to court to block the story.

It all culminated in a Conservative Party press release sent to journalists on Monday afternoon, just ahead of the official English-language leaders’ debate.

The release took a very we’re just asking questions tone, but was a huge wink-and-nod to the swirling absurdity. “Why did Justin Trudeau leave West Point Grey Academy?” the release asked, obtusely. “What’s the real reason? Why has his story changed so many times, and if the above reports are incorrect, why hasn’t Trudeau corrected the record?”

All this, which presupposed an awful lot, only exacerbated the issue. Soon Kinsella was sharing it, adding: “The question isn’t going away.”

On Monday, the Conservative Party also registered westpointgreyacademyscandal.ca — though there’s nothing at the domain and the registration has since been anonymized. (Liberals were left wondering if it was meant as a psych-out campaign before the debate.)

Then The Buffalo Chronicle, a noted fake-news site which Canadaland has reported on previously, relished in the opportunity. “Sources are now telling The Chronicle that Trudeau is in private talks with the principal source of that piece to suppress explosive sex allegations that, if made public, would likely force Trudeau to resign his office,” they wrote.

The trouble with this is that it’s all bullshit.

Let’s start with the Globe: journalists there had been looking into the reasons behind Trudeau’s departure from the school. But they didn’t find anything nefarious.

Reporters at the paper have been confused, for weeks, about this rumoured story.

At a press conference late last week, Globe reporter Marieke Walsh asked Trudeau about what she described as “unfounded rumours” about why he left. “I moved on,” Trudeau said. He was also asked about whether he signed a non-disclosure agreement. His answer, simply, was “no.”

Two well-placed sources at the paper tell Canadaland that, yes, there was an investigation into why he left the school — but that it failed to turn up any evidence of an alleged affair. There was no court injunction, no gag order.

Even the premise of the idea that the courts got involved is wild — while a judge could, in theory, bar a newspaper from reporting such a story, it couldn’t make secret the fact that it heard the case. Trudeau v. The Globe and Mail would be on the court dockets. It isn’t.

The Liberal Party has also told Canadaland categorically, no, there is no court action of any kind against the Globe.

So what’s the real story?

In his 2014 book Common Ground, Trudeau wrote that he left West Point Grey over a dispute around the student paper, of which he was in charge. A student took a pointed stance in its pages, earning reprimand from the administration — which also shut down the paper itself. “[That] convinced me that West Point Grey was not the best fit for me as a teacher, nor I for them. Shortly after, I took a teaching position in the Vancouver public school system,” Trudeau wrote.

It’s a Sorkin-esque stand on principle that sounds a bit contrived, but it’s actually backed up.

In his 2017 unauthorized biography of Trudeau, writer Alan Hustak largely reinforced the story, but in a slightly less flattering light. Turns out the offending article, which Trudeau signed off on, “savaged” an English teacher at the school. Hustak, citing former headmaster Clive Austin, wrote in Magnetic North that Trudeau himself also got reprimanded for putting the paper out. “Justin advanced the argument that his students had the right to ‘free speech.’ Austin didn’t buy it. West Point Grey released Justin from his contract.”

Austin put out a statement last week amid all this mess.

“I recall the day that Justin visited me in my office near the end of the 2000-2001 school year and told me he had enjoyed his first few years of teaching, yet was considering a return to Montreal,” the statement read. It added that “we parted company on good terms.”

A 2015 Global story, which spoke to former students and faculty, reported that Trudeau left “to pursue new challenges.” The same year, CBC spoke to former students and collected social media posts, with no mention of the supposed affair. There’s a Reddit thread with some of his former students sharing stories as well, also with no mention. Publicly, at the time (as is played up by the Tories) Trudeau said he was moving on to give speeches.

There is nothing to this story. There is no evidence that Trudeau was fired for an affair. There is no gag order. There is no Globe story. Kinsella knows nothing about any of this, as is par for the course.

Tonight is our third emergency town hall in the last week. 

Our goal was to keep you informed about community efforts to get through this moment. 

As I said last week, we will outlast the convoy with neighbour-to-neighbour solidarity: looking in on others, offering safe walks, delivering meals to those in need, and creating digital platforms to pool resources and skills. This is what we’ve promoted, and those efforts are working.  

Our focus tonight, however, is quite practical. We will share how you can support the citizen-led lawsuit that silenced the convoy horns.  

Zexi Li, Paul Champ, Emelie Taman and others won an injunction against convoy honking in the downtown core last Monday. The honking reached 84 decibels in Zexi’s home at one point, and that’s the equivalent of running a lawnmower in your living room. 

But since February 7, the residents of Centretown, Lowertown, and Sandy Hill have been able to sleep. The honking has stopped.  

But that legal effort costs money, and we need your support. You can donate to The Ottawa Fund hosted by Friends of the Ottawa Convoy Class Action Fight.    

We are living in a unique moment that will be discussed for some time. But let’s never forget how we came together when our institutions failed.

Health card expiry extended 

The Ontario government has extended the expiry dates for health cards until September 30, 2022. 

Ontarians will continue to be able to use their expired health card, including a red and white health card, to access insured health care services. Health care providers can continue to accept expired health cards following the previous February 28, 2022 deadline.

Rapid tests announcement 

The province is is expanding access to free rapid testing kits to the general public for at-home use. Starting February 9, over 2,300 participating grocery and pharmacy locations will provide free rapid tests while supplies last, with a limit of one box of five tests per household per visit. 

A list of participating retailers as well as information on how retail locations are distributing rapid test kits can be found at Ontario.ca/rapidtest.

Prolongation de l'expiration de la carte santé

Over the course of a few days in late January, someone at the
Department of National Defence (DND) made a series of edits to the
Wikipedia page of Rehtaeh Parsons, the Nova Scotia teenager who hanged
herself in 2013 after months of bullying following an alleged gang
rape.

The anonymous editor changed a reference to the “four boys accused of
sexually assaulting Rehtaeh Parsons” to the “four boys involved.” He
deleted or altered a couple of references to “rape” and sexual
assault. Most egregiously, he altered a direct quote from Ms. Parsons’
father, Glen Canning, which originally read: “The two boys involved in
taking and posing for the photograph stated Rehtaeh was throwing up
when they had sex with her. That is not called consensual sex. That is
called rape.”

The quote was changed to: “The two boys involved in taking and posing
for the photograph stated Rehtaeh was throwing up after they had sex
with her. That is called consensual sex.” Understandably upset, Mr.
Canning complained to the Defence Department.

Last week, military police said they had arrested and questioned a
Canadian Armed Forces (CAF) member in connection with what a
spokesperson called “inappropriate comments made online.” Though
police didn’t give out the name of the man they had arrested, a search
warrant used in the investigation confirmed it was the father of one
of the boys convicted of child pornography for sharing the photograph
in the Parsons case (who cannot be named under the Youth Criminal
Justice Act.)

The man has since been released from custody, though the investigation
is ongoing. We’d like to know why he was arrested in the first place.

To be sure, the DND has strict guidelines for accessing the Internet
through its computer systems. According to the Defence Administrative
Orders and Directives, CAF members and DND employees may face
repercussions if their online behaviour is “contrary to the Criminal
Code, any other federal statute or regulation, or a provincial statute
or regulation,” or else “has or could reasonably have caused harm to
others.” The DND guidelines are explicit that there should be no
expectation of privacy when using military computers.

Using the veil of Internet anonymity to intervene in such an
inflammatory way on such a raw and emotional issue is clearly
behaviour unworthy of a member of the forces

Violations typically result in anything from a loss of computer
privileges to a release from the CAF. But arrest? Search warrants?
Military police? As contentious as the offending statements are, there
is no suggestion the man has committed any offence under the civilian
Criminal Code. The worst he might conceivably be charged with is
“disgraceful conduct” under an ambiguously worded section of the
military Code of Service.

We don’t mean to minimize this. Using the veil of Internet anonymity
to intervene in such an inflammatory way on such a raw and emotional
issue — and on the DND’s own computer system — is clearly behaviour
unworthy of a member of the forces.

But we do not — or should not — arrest people in this country for
making obnoxious comments. Detaining the man in question seems to be
more about feeding a public desire for retribution than any practical
application of justice. That’s not enough reason to haul out the
handcuffs.

command is aware of this matter and is investigating to determine
whether an infraction has occurred,” spokesman Zoltan Csepregi said in
an email.

Last week, the Correctional Service of Canada launched an
investigation after the Citizen brought to the agency’s attention
homophobic Wikipedia edits made from CSC computers.

In April 2013, Parsons hanged herself and died days later in hospital
after being pulled off life-support. Her parents said her suicide
followed months of bullying at the hands of her four alleged rapists,
who allegedly tormented the teen by sharing a photo of the incident
online.

On Jan. 26, someone used a DND computer to add the word “attempt”
after all mentions of Parsons’s suicide, suggesting suicide was not
the cause of death. Minutes later, another Wikipedia user reverted the
edits.

Three days later, someone at DND re-added “attempt” to the mentions of
suicide and replaced a phrase that read “four boys accused of sexually
assaulting Rehtaeh Parsons” with “four boys involved.” Other instances
where the page referred to sexual assault or rape were also deleted or
replaced.

Teen who pleaded guilty in Rehtaeh Parsons child porn case gets one
year probation

In the same group of edits, the DND user changed a quote from
Parsons’s father, Glen Canning, to say she was not raped.

Canning’s quote originally read: “The two boys involved in taking and
posing for the photograph stated Rehtaeh was throwing up when they had
sex with her. That is not called consensual sex. That is called rape.”

The user on the DND computer changed it to: “The two boys involved in
taking and posing for the photograph stated Rehtaeh was throwing up
after they had sex with her. That is called consensual sex.”

Other edits from the DND computers seemed to take direct aim at
Parsons’s parents. One edit claimed that the hacktivist group
Anonymous, which at one point threatened to reveal the boys’
identities, was blaming the girl’s death on “everyone except for her
parents.”

The person using the DND network to make the edits on Jan. 29 left a
message to a previous Wikipedia user: “Why not put some facts in your
web page? Seems rather one sided.”

The death of Parsons sparked national outcry, with Prime Minister
Stephen Harper saying he was “sickened” by the circumstances
surrounding her suicide. The Nova Scotia government responded by
introducing a law to help protect victims of cyberbullying.

Wikipedia traces the edits back to two similar Internet Protocol (IP)
addresses registered to the Department of National Defence:
131.137.245.206 on Jan. 26, and 131.137.245.207 on Jan. 29. Both IP
addresses have been flagged for page “vandalism” by Wikipedia.

Csepregi said employees, military members, and contractors have access
to the department’s network. All are required to respect Treasury
Board Internet usage policies, as well as the department’s own
directives, which prohibit — among other things — usage that is
excessive, could cause harm to others, or reflect poorly on the
department.

Whenever someone gets access to a DND computer, they’re given a
briefing on what constitutes acceptable use of the department’s
networks, Csepregi said. The punishment for breaking the rules ranges
from revocation of Internet access to firing or release from the
military.

Csepregi did not say whether there had been any recent cases of
employees’ or military members’ using the network inappropriately.
Wikipedia lists hundreds of edits dating back to 2007 from the two IP
addresses.

Asked whether the Wikipedia edits to the Parsons Wikipedia page
respect Internet usage directives, Csepregi said: “When a potential
infraction is identified, the chain of command ensures that (the
directives) are adhered to.”
