Alberta Justice Minister Tyler Shandro is calling on the federal government to fire RCMP Commissioner Brenda Lucki, saying her continued tenure is damaging to the national police force.

On Wednesday, Shandro told reporters that federal Public Safety Minister Marco Mendicino should immediately rescind Lucki's appointment. Soon after, Mendicino said the commissioner will remain in her post and Lucki said she has no plans to leave.

Shandro called Lucki's performance at two public inquiries this year "unforgivable." He said Lucki admitted to making no improvements to RCMP responses and communication during a mass casualty commission into the 2020 shooting deaths of 22 people in Nova Scotia.

"The commissioner of the RCMP must be held to the highest of standards. So far, Minister Mendicino has stood idly by while Commissioner Lucki has failed to meet even the most meagre of standards for the past two years," Shandro said in a written statement, also on Wednesday.

Shandro also told reporters that Lucki, who has been in the role since April 2018, failed to address systemic racism within the RCMP. He pointed to the case of Athabasca Chipewyan First Nation Chief Allan Adam in northern Alberta, who was violently arrested by RCMP in March 2020. The Crown later dropped charges against Adam.

In a scrum in Ottawa Tuesday, Mendicino said he will not remove Lucki.

"I have confidence, and the government has confidence in Commissioner Lucki, and obviously as her term, her first term comes up, there will be a process around that."

Mendicino said the appointment process that named Lucki commissioner in April 2018 has "integrity" and that there will be a discussion when her tenure comes to its "natural conclusion."

The RCMP commissioner serves at the will of government and does not have a fixed term, but Lucki said she will keep working to maintain the confidence of Canadians and the government.

"I'm not going to step down from my position," Lucki said in an interview in Prince Edward Island on Wednesday. 

"I won't focus on whether people want me in this chair or not. I'm going to focus on keeping Canadians safe."

'National conversation'

Since 2019, Alberta's United Conservative Party government has considered creating a provincial police service to potentially replace the RCMP now contracted to serve many smaller municipalities and rural areas.

At an unrelated news conference Wednesday, Alberta NDP leader Rachel Notley says Shandro's comments about Lucki are designed to undermine Albertans' confidence in the RCMP.

"This is a political tactic to try and build support for what I would argue is their bogus desire to bring in a provincial police force. A provincial police force that is desperately unpopular," Notley said.

Shandro denied this, saying it would be "misleading" to conflate his concerns about Lucki with his mandate from Premier Danielle Smith to decide whether to proceed with creating a provincial force.

Shandro said cabinet has not yet made a final decision on whether to create a provincial police service.

"If it doesn't proceed ... that doesn't make the issue go away," Shandro said. "I think it's really important for us to remember this is a national conversation."

Lucki has been involved in several controversies during her tenure and has faced previous calls for her resignation.

Most recently, she has faced questions about her role in the federal government's use of the Emergencies Act to quell the protests that gridlocked parts of downtown Ottawa for weeks.

She was called to testify this month at the public inquiry into the use of the legislation.

Lucki has repeatedly stated her support for invoking the Emergencies Act. But the inquiry heard that the night before the federal government invoked the act, she told a senior public safety official that she felt police had not yet exhausted "all available tools." 

During his testimony Tuesday, Mendicino said Lucki shared with him sensitive police information the day before the government decided to invoke the act — and warned him that some protesters in Alberta were willing "to go down with the cause."

The minister said he spoke with Lucki on Feb. 13 and that she updated him on plans to execute a police operation at the blockade near Coutts, on the Alberta-Montana border.

Mendicino said he told Lucki he couldn't keep the information about the potential for loss of life in Coutts to himself. He said he shared it with Prime Minister Justin Trudeau and Katie Telford, Trudeau's chief of staff.

Mendicino was also questioned about the Feb. 13 email Lucki sent to his chief of staff, previously entered into evidence. 

The minister said Lucki was expressing a different view in his conversations with her.

"It also spoke volumes to me about the commissioner's state of mind, which was that we were potentially seeing an escalation of serious violence with the situation in Coutts," he said.

The blockade and protest at the Coutts border ended after a Feb. 14 pre-dawn operation that executed warrants on trailers and property. That operation resulted in RCMP seizing more than a dozen firearms, as well as ammunition and body armour.

Later that day in Ottawa, Trudeau announced that the government would be taking the unprecedented step of triggering emergency powers.

Lucki was also embroiled in a controversy related to the 2020 mass shooting in Nova Scotia, and allegations she interfered in the police investigation. 

Lucki testified at a public safety and national security committee on allegations Bill Blair, then the minister of public safety, pressured her to release details on the guns used in the shooting,

Lucki and Blair appeared before the committee this summer. Both denied meddling in the RCMP's investigation. 

At the time, Lucki said a miscommunication between her subordinates and herself resulted in her giving incorrect information to Blair's office.

Lucki has also faced repeated calls for her handling of systemic racism in policing. In 2020, Lucki said systemic racism exists in the police force — after telling several media outlets that she was "struggling" to define the term.

Under the Royal Canadian Mounted Police Act, and the direction of the public safety minister, Lucki controls and manages the RCMP. This includes overseeing the delivery of front-line policing services in most provinces and all territories.

A former Alberta justice minister claims videos of him are 'fake.' Not everyone agrees

Deepfakes are becoming more worrisome and frequent. But experts say false claims are, too

Near the end of September, a series of videos were posted to social media that purported to show some familiar figures in Calgary's political and legal worlds taking turns performing racist Indigenous caricatures.

One video appeared to take place at a barbecue, and another around a table with open bottles of alcohol and empty plates. The men purportedly pictured were Jonathan Denis, Alberta's former justice minister under the Progressive Conservative government from 2012 to 2015, and Calgary-based businessman and political activist Craig Chandler. 

The videos spread quickly through social media to the point where Denis felt compelled to respond. 

At the time, he offered an apology with a caveat. Later, he would claim the videos were fakes, and the duo would submit what they called proof of that claim. 

But experts say claims of falsity in situations like this are hard to prove because the technology is debatable, even unreliable — and hints at a more significant problem to come.

The initial response

After the four videos floated around social media for some time, Denis sent a statement to local media outlets, writing that while he had no recollection of the events, it was possible they took place years ago while he was under the influence of alcohol. He said he apologized unreservedly to anyone he offended — if they depicted "real events." It would be his sole statement on the matter at the time.

Chandler, meanwhile, agreed to an interview with CBC News. He said the video of the barbecue was taken during a private function with his close friends. He said he was trying to cheer his friend Denis up by joking about Brocket 99, a fake radio show produced in Lethbridge, Alta., in the late 1980s, which was based on racist stereotypes of First Nations people.

It was ridiculous, Chandler said, that this had become an issue — that he was apparently not allowed to joke about an issue within the confines of his own home at a private barbecue. It was the same thing Dave Chappelle had to go through, he said, this "cancel culture."

But Chandler would say something else during that interview. He said Denis had a contact in Hollywood who had done an audit of the video. That contact, Chandler said, had determined that though the video was "correct," and the words had been said, the Indigenous accent had been "manipulated" and "exaggerated."

"Were the words said? Yeah. Was the accent there? Don't know," Chandler said at the time.

Exactly a month later, it was Calgary Ward 13 Coun. Dan McLean who broadly apologized for "mistakes in the past" after other videos surfaced, purportedly involving McLean along with Chandler and Denis, which also included racist mockery of Indigenous people. He would later step back from council committees and boards and sit with a circle of Indigenous elders to "learn to grow, change and be better."

But though McLean was apologizing and stepping back, Denis' law firm Guardian Law Firm was taking a different position: that the videos were fake. The firm told the Calgary Herald and the Western Standard that it had evidence the videos had been doctored and added that the police were engaged in the matter. 

Three days after McLean stepped down from city council committees, a new email landed in news agency inboxes, sent by Chandler. The subject line declared: "Videos reviewed by independent agency prove videos are fake."

He forwarded the results of an analysis done by Reality Defender, a "deepfake" detection platform headquartered in New York which was incubated by the AI Foundation and launched as a corporation in February. The platform doesn't involve human analysis, instead utilizing a tool that detects for manipulated media.

Deepfakes use artificial intelligence to create convincing faked footage of real people. You may have seen a series of videos involving a fake Tom Cruise on the social media video platform TikTok pulling off some impressive magic tricks, or a fake Elon Musk being held hostage in a warehouse. 

But experts are becoming increasingly worried that the growing prevalence and sophistication of these "deepfakes" is making detection all the more difficult.

As deepfakes become more convincing, there's more of an opportunity for them to be used to destroy reputations with words and images that are not real. By the same token, it is also easy for people legitimately caught on tape to falsely claim it never happened, and to allege that the visual evidence was somehow doctored.

So what was the case with Denis, Chandler, and McLean? Denis and Chandler contend that they are the victims of faked videos, while McLean didn't respond to CBC News' request for comment.

Deepfakes and probabilities

Identifying and removing "manipulated" media has been an urgent priority for companies like Meta over the past number of years. However, the category of "manipulation" is broad — it can involve using simple software to add blurs to photographs or to make audio more clear. On the flip side, manipulation also involves using artificial intelligence to create "deepfakes." 

In his release, Chandler said he had submitted the videos to Reality Defender. Ben Colman, CEO of Reality Defender, said its platform determined that the four videos were "probabilistically fake." 

"We live in the world of probabilities. And so we are comfortable saying that it's highly likely that the assets are fake, though we do not have the originals," said Colman in an interview, adding that the removal of conversion or compression would not change the company's conclusion.

The company uses its platform alone, and no experts review its conclusions, something Reality Defender views as an asset because it believes synthetic media can fool humans. One part of its analysis determined that two videos were 78 per cent "likely manipulated," while two others were assessed at 66 and 69 per cent.

Despite Chandler's contention at the time that only the Indigenous accent had been exaggerated in a video in which he had appeared — not the video or the words spoken — Reality Defender's initial analysis provided to CBC News only showed the video results, and did not show if audio was tested.

In a follow-up interview, Colman said its platform tested for the audio, which he said was manipulated in the style of a Nancy Pelosi video in which the U.S. House speaker's audio was slowed down to make her sound impaired.

Upon being contacted to share the audio reports, Denis' law firm said they had not received them, adding that Reality Defender's conclusion was "definitive." Later that day, they shared the reports, which listed that Reality Defender's "all-purpose advanced speech feature spoof detector" had determined the audio was "99 per cent likely manipulated."

Colman said he couldn't speak directly to Chandler's claim that accents had been exaggerated.

"[Our engine] just detects that it was manipulated. The sentiment, or the reason for it, is nothing that we can speculate on," Colman said.

Denis' law firm did not respond to a follow-up question requesting more information on what, specifically, the two were alleging had been faked in the video.

A second analysis

In the days and weeks after Chandler sent out the press release contending the videos had been faked, former Calgary Conservative MP Joan Crockatt, speaking on behalf of Denis through her Crockatt Communications consultancy company, contacted CBC News on multiple occasions with requests to take the video down.

These are definitive findings.

When CBC News declined to take down the videos, Crockatt submitted a second analysis, from the platform Deepware, which ran two of the videos through four different models.

One model, the face animation app Avatarify, indicated that it detected a deepfake on one of the videos at 99 per cent probability. However, none of the three other models listed detected a deepfake.

"These are definitive findings," Crockatt wrote in a statement, highlighting the result from Avatarify.

Contacted for comment by CBC News, Zemana, the Turkey-based company that runs Deepware, requested copies of the analysis.

Upon viewing the results, Yağizhan Atmaca, CTO of Zemana, repudiated the earlier results, saying the Avatarify model had in fact returned a false positive because of the high level of compression on the video. 

"Nobody can say, 100 per cent [certainty] on such a bad video," Atmaca said, adding that the AI models the company uses can often make mistakes.

Contacted for comment on the model returning a false positive, Denis' law firm said they had not had any subsequent communication from Deepware.

When asked whether Deepware informs its clients if its model produces a false positive, Atmaca pointed to a note present on the company's results page, which reads, "As Deepware Scanner is still in beta, the results should not be treated as an absolute truth or evidence."

What's fake, what's real

CBC News asked another group, the Media Verification (MeVer) team, to look at the videos posted to Twitter. They applied their own deepfake detection service and three other detection algorithms to analyze the videos. Their analysis suggested that the possibility of the videos being deepfakes was very low.

There are some caveats, said Symeon Papadopoulos, principal researcher at the Information Technologies Institute, and head of the MeVer group: the field of deepfake generation is rapidly evolving, and the possibility of a very new sophisticated model, undetectable by state-of-the-art detectors such as the one used in the analysis, is always possible. In addition, though there are no obvious signs, researchers can't exclude other kinds of video tampering using conventional video editing tools.

That said, it would be surprising if the videos were fakes, Papadopoulos said. They don't bear any of the usual artifacts of deepfake videos ⁠— artifacts being visual clues left behind in the finished product by the deepfake generation model ⁠— and some angles at which the videos are shot are very challenging to fake. 

Other experts in the field doubt the accuracy of online verification platforms altogether.

Hany Farid is a professor who specializes in digital forensics at the University of California, Berkeley. He also sits on TikTok's content advisory board. 

A member of the Microsoft-led team that pioneered PhotoDNA, which is used globally to stop the spread of child sexual abuse imagery, Farid was named a lifetime fellow of the National Academy of Inventors in 2016 and has been referred to as the "father" of digital image forensics.

Farid viewed the videos frame-by-frame and said they indicated no signs of manipulation or synthesis. He said he didn't think online platforms were sufficiently accurate to say anything definitive, particularly not on low-quality resolution videos like those in question.

He likened the situation — the men initially offering vague apologies, then later claiming the videos were fake — to Donald Trump's conversation with Billy Bush of Access Hollywood in 2005, in which he bragged his fame enabled him to grope women. As a candidate for president in the 2016 election, Trump apologized for those comments, but later questioned their authenticity.

The art and science of the deepfake

Farid said the devil is in the details when it comes to online resources that analyze video. Most techniques are trained on very specific sets of videos, not handheld videos, for example. 

State-of-the-art detectors have relatively low accuracies, Farid said, at a rate of around 90 per cent. That might sound impressive, but it means the detectors are making a lot of mistakes, and will say that real things are fake, and vice versa.

Plus, running videos through different techniques provides wildly different answers, from not at all fake, to maybe fake, to definitely fake.

"At that point, let's stop calling this science. I mean, now we're just making stuff up," he said. 

Farid said he didn't have a lot of confidence in the results of the analyses provided, adding that the automatic techniques simply are not close to being sufficient enough to say with certainty what's real and what's fake, particularly because in the videos provided, where there's nothing obviously wrong in terms of the types of synthesis artifacts one would expect to see. 

"I think there's something dangerous about saying, 'Well, just upload the video, and we'll tell you what's what.' The field is not there," Hany said. "These automatic techniques simply don't exist today. They're not even close to existing."

For example, in the videos, which are handheld, grainy, low-resolution and shot from a distance, the individuals involved often turn away from the camera.

"Even the best deepfakes — go look at the Tom Cruise TikTok deepfakes, and slow down and watch frame by frame by frame by frame, and you will see little artifacts, because synthesis is very hard," Farid said.

Farid explained that there are three general categories of deepfakes. The first is the face swap deepfake, which is probably what most people are familiar with. The Tom Cruise deepfake is an example of this, which involves a person moving and sees their face replaced, eyebrow to chin, cheek to cheek, with a face swap.

A lip-sync deepfake would take a video of someone talking and create a new audio stream, either synthesized or impersonated, and replace that person's mouth to be consistent with new audio.

A puppet master deepfake, finally, would take a single image of a person and animate a representation of that person based on what a "puppet master" did in front of a camera.

Each of these techniques has its strengths, but each has its weaknesses, too, which introduce artifacts. For example, the lip sync deepfake can create a "Frankenstein monster" effect when the mouth is doing one thing and the head another, while a puppet master deepfake has trouble simulating certain effects, like a hanging strand of hair bouncing up and down while someone nods their head.

All of that means the scenes depicted in the Denis and Chandler videos would be very difficult to fake. While not impossible, the videos are not shot in the form most of the best deepfakes tend to take with today's technology ⁠— newscasters or politicians standing in front of a camera, not moving a lot, not occluding the face.

"You should never say never. It's dangerous. Everything is possible, of course. But you have to look at likelihoods," Farid said. "We've enumerated the fact that all these different automated techniques are all over the place in terms of what they're saying. 

"But the knowledge of how these things are made, how difficult it would be to make them, I think it's extremely unlikely that these are deepfakes."

As for claims that the audio was the part of the video that had been manipulated?

"Is it possible that somebody took that recording, took the audio of him and put it through some type of morphing, or modulation to change his intonation or his accent? Sure, that's possible," Farid said. 

"But I don't know a voice modulator that makes you sound insulting."

The implications moving forward

Farid said that though the common perception is that deepfakes today are advanced enough to create any reality, the technology hasn't yet reached that point. He said that today, people claiming videos are fake is a bigger problem than actual faked videos.

"It's what's termed the liar's dividend. That when we enter a world where anything can be manipulated or synthesized, well, then we can dismiss inconvenient facts," he said. 

"We can say a video of me doing something illegal or inappropriate or offensive, fake. Human rights violations, fake. War crimes, fake. Police brutality, fake. And that's really dangerous."

Contacted for comment after looking into the videos in more detail, Denis' law firm said the previous statement would be Denis' "last and final" on the matter, and asked: "Does the CBC want to continue to contribute to online harassment by posting falsified videos on its website?"

Chandler agreed to a follow-up interview, in which he said Calgary police and Alberta RCMP investigations were ongoing into the person who "filmed and then manipulated these videos." A spokesperson with RCMP said it would not confirm whether or not an investigation existed due to privacy, while Calgary police would only say it was "currently investigating various allegations" but would not provide further comment.

Though he initially said only the accent had been manipulated, Chandler said new information has led him to question his initial statements to CBC News. He said he couldn't clarify exactly what had been manipulated in the videos, based on advice from his legal counsel.

"There could be some footage that's real. But the content and the context may not be," he said.

He said that this story "had legs" and was not going away, but that he was limited in what he could say based on advice from counsel.

"I think the people who are going to determine it are not these companies, but the law," he said.

a statement in email form. Your cooperation will be very much
appreciated and will help the Crown in obtaining a conviction against
WINTERS.

As stated in my conversation with you over the telephone, Barry
Winters was charged with conveying false messages to you. I have
imposed an undertaking condition that he have no contact, direct, or
indirect with you.

Should Mr. WINTERS contact you, please advise me and I will
investigate with a view to arrest him and charge him with breach of an
undertaking.

I also ask that you contact me directly instead of the City hall here
in Edmonton, as those messages are quite vulgar and upset the staff at
the City that have to read them. I assure you that all messages to me
will be investigated and if appropriate charges will be laid.  I ask
that you also avoid contacting Mr. WINTERS, as this may antagonize him
and make matters worse.

Blogs that led to a rare charge of promoting hatred were more extreme
than anything he's ever seen before, says an Edmonton police
investigator.

"I've never seen such extreme hatred from an individual," said
Edmonton police Sgt. Gary Willits. "He just kept spewing and nobody
was safe from it.

"He literally in some of these blogs was saying to kill people."

After an investigation of more than a year, Edmonton police confirmed
Wednesday a CBC News report a day earlier that revealed Barry Winters,
62, was charged with wilful promotion of hatred on a blog called The
Baconfat Papers and other blogs between 2014 and 2016. But police say
there's reason to believe the posts date back at least two years
earlier.

Copies of the blog submitted for evidence by one of many complainants
in the case show the blogger repeatedly made derogatory comments about
numerous individuals across the country, including a number of
well-known politicians and LGBTQ advocates in Edmonton.

The remarks don't exclusively target one particular group, but focus
on various factors, including race, gender, sexual orientation and
culture. Others attack individual politicians in various levels of
government.

Willits said it's possible some people still don't know they were
targeted in the blog posts.

Complainants hurt, scared

Glenn Canning, based in Toronto, said there were dozens of posts on
Winters' blog between 2014 and 2016 about his daughter, Rehtaeh
Parsons. She committed suicide after she was sexually abused by a
group of teenage boys at a party in Halifax in 2013.

Canning said he discovered his daughter and his family were the
subject of the blog posts after someone contacted him and told him
about them.

The blogs that focused on Rehtaeh were "just disgusting and sick," Canning said.

"It just broke my bloody heart in half to read that. It was cruel and
it is even crueller to know that the guy did it for no other reason
than he enjoyed hurting somebody."

Canning said he was in touch with police over the past year after they
opened the investigation. He's glad police have finally laid a charge.

"I've cried over this," Canning said. "When it happens to you over a
very personal thing, it affects you pretty badly."

Marni Panas, an Edmonton-based LGBTQ advocate, said she was appalled
when she stumbled across posts on a blog suggesting she move to a
country where transgender women, like herself, are persecuted.

know what they're capable of and that instills a real fear," said
Panas, who notified police in 2016.

Panas said she has experienced online hateful comments before, but
said it stood out that the blogger in this instance was from the same
city.

She said she'd never met the the blogger, to her knowledge, but
wondered what would happen if she did.

Exhausting investigation

Willits said police began the investigation in early 2016, after they
received complaints about the blog posts. Collecting the evidence was
time-consuming and complicated, he said, because patterns of hatred,
threats and harm had to be documented meticulously.

Willits said stating an opinion, a personal dislike, of something or
someone, is not the same as "intruding on others" and "uttering
threats."

The charge Winters faces is rare. Alberta Justice said in an email
that province-wide, that type of charge has only been laid on three
other occasions since 2011.

Edmonton police had to seek approval from the attorney general to
charge the blogger, who police say had a growing following numbering
into the thousands.

The posts were filled with derogatory words and "dehumanized scorn"
toward people and identifiable groups, Willits said.

OTTAWA—Another senior RCMP officer is quitting the force early,
bringing to seven the number of senior commanders who have left RCMP
headquarters on Commissioner Bill Elliott’s watch.

Senior deputy commissioner Rod Knecht, 54, was tapped less than a year
ago to be the top operational Mountie and Elliott’s right-hand man.

Knecht says he never came to Ottawa in August hoping, or even wanting,
to replace Elliott as commissioner. But many believed that with 33
years service, and a stellar record, he was next in line for the top
job that Elliott has held since July, 2007.

Knecht admitted he found it more “difficult” than expected to work at
RCMP headquarters, arriving at a time when Elliott was under fire for
what his critics called a “verbally abusive” management style.

But in an exclusive and candid interview at an east-end coffee shop
with the Star, Knecht insists “the big factor” in his decision to quit
Ottawa and the RCMP is family. His two teenaged daughters found the
move to Ottawa tough, and he has opted to return to Alberta.

He accepted a five-year contract as chief of Edmonton’s police service
in early April, replacing former Toronto deputy chief Mike Boyd.

Knecht’s decision to quit was announced quietly during the federal
election campaign. Just as quietly, Elliott has let it be known the
election delayed his own June departure and he will stay until
September.

An active search is underway for Elliott’s replacement. Knecht has a
frank view of what’s needed.

“I think we do suffer a crisis of leadership in the organization. I
think we as an organization haven’t been very good at identifying and
developing future leaders.”

He points to the Canadian military which “was in a similar situation
as we have been in” since the late 1990s and early 2000s “and they
have really embraced leadership and aggressively pursue it.”

Arriving amidst the turmoil of Elliott’s tenure, Knecht says he
quickly decided to “focus on operations,” including a redrawing and
rejuvenation of the RCMP’s senior organizational structure. It’s led
to more than 40 officers in leadership positions across the country
shifting around.

Knecht himself followed the footsteps of a leader he admired: Bill
Sweeney, his predecessor as senior deputy commissioner as well as the
past top commanding officer in Alberta. Sweeney retired in July for
family reasons and never publicly complained about the commissioner.

But Sweeney did reveal concerns to the Privy Council Office in an exit
interview last June, a parliamentary committee has been told.

That led to the government summoning several other senior officers,
including deputy commissioner Raf Souccar, to discuss Elliott’s
workplace behaviour. Souccar testified under oath he never leaked the
turmoil to the media. But Elliott accused him of betrayal.

Souccar retired from the force and is now running security at the
Royal Canadian Mint. Others have also left: assistant commissioner Pat
McDonell, now in charge of Senate security; his brother Mike McDonell,
an assistant commissioner who left for the Ontario Provincial Police;
deputy commissioner Tim Killam; and assistant commissioner Bernie
Corrigan. All chose to retire with full pension.

Knecht says change at the RCMP must be constant. That’s why he
authored a big policy change — now in the hands of the senior
executive committee to decide — to rotate the RCMP’s leaders on a
five-year basis from national headquarters back out to the field.

Reflecting on what the RCMP needs in leadership, Knecht said “it’s
really all about” improving public safety and security for Canadians
and “supporting our personnel” to focus on that job. “In its simplest
form that’s what being the commissioner of the RCMP boils down to.”

In an organization of 31,000 employees, “people will make mistakes in
the organization and people will do bad things, and you’ve got to deal
with those people. If I had a criticism of the RCMP we are too slow in
dealing with our issues. We take too long.”

The other clear “imperative” Knecht sees is that the RCMP needs
“better and more respectful” relationships with governments at all
levels.

“The RCMP cannot be political but they have to be politically astute.
I would say we need to work at that.”

The contenders list for the top job usually includes: Peter German,
deputy commissioner for the Western region; Bob Paulson, deputy
commissioner for federal and international policing (replacing
Souccar); Peter Hourihan, deputy commissioner and commanding officer
for B.C.; and assistant commissioner Bill Smith, commanding officer in
Newfoundland and Labrador.

Possible outside contenders are Ottawa police chief and former Mountie
Vern White and Garry Loeppky, a former deputy commissioner who retired
but returned on contract during the Olympics. Toronto police Chief
Bill Blair’s name has also surfaced.

But it is clear a search committee is canvassing even more broadly
outside the force in search of a leader. Rob Wright, a past national
security advisor to Paul Martin, has surfaced as a possible candidate.

Chief Rick Hanson

 Chief Rick Hanson joined the Calgary Police Service in 1975, and has
extensive experience in a number of different investigative and
operational areas. For more than half of his law enforcement career,
Chief Hanson has worked at a senior management level, both within the
Calgary Police Service and the Royal Canadian Mounted Police.

Chief Hanson has a Bachelor of Arts Degree in Social Sciences from the
University of Calgary, and an Honorary Bachelor of Arts Degree in
Criminal Justice from Mount Royal University. He is also a graduate of
the University of Calgary's Executive Development Program, the FBI
Leadership in Counter-Terrorism Program, and the Canadian Police
College Executive Development Program.

Before returning to the Calgary Police Service in 2007, Chief Hanson
was the RCMP "K" Division Chief Superintendent in charge of Integrated
and Federal Policing.

Constantly in contact with the community he serves, Chief Hanson has
tight ties to organizations supporting the city's homeless, victims of
domestic violence and programs geared towards youth intervention and
education.

He is also a strong advocate of establishing effective diversion and
treatment programs, and aligning the Calgary Police Service with other
important agencies to address social disorder and addictions at the
earliest stages.

Mr. Sweeney comes to the Public Security Division with a wealth of
executive leadership and police experience. He spent 35 years in the
RCMP finishing his career as the Senior Deputy Commissioner. In
addition, Mr. Sweeney was the Commanding Officer for RCMP K Division
from 2001 until 2007‘

Since his retirement from the RCMP, Mr. Sweeney has remained engaged
in the public sector as the Chair for Environment and Sustainable
Resource Development's Flat Top Complex Wildfire Review Committee - a
study into the major fire around Slave Lake in 2011.

More Stupid Human Tricks! And More Stupid Amos And Stupid You Tuber Tricks
Last Wednesday Lori was off work. She has most Wednesday's off. And I
try to take her out after I am off work on Wednesday's, to a late
lunch, dinner, shopping, or just enjoying  Summer's last days. Last
Wednesday, Lori and I decided to have a late lunch, (around 3:15) at
the Sherlock Holmes Pub, a landmark if you will, in downtown Edmonton.
This is a wonderful UK style pub in a marvelous two story old
building.

It being 3:15 in the afternoon the pub was deserted, and we sat down
at a table for two in front of the bar. We both ordered "a pint" and
steak and kidney pie, and Lori a chicken pot pie. Lunch for two at
this trendy landmark with two pints each is about seventy-five bucks,
with tip. So one wants a pleasant experience for their money.

A small group of four arrived from work apparently, and seated
themselves at the table for six beside us. In a short while two others
joined them. The two story pub was deserted. As the server, brought us
our really delightful looking lunches, and a second pint each, the
just arrived loud, obnoxious, "paki" leader of the pack told the
server, "they were going to need," the table we were sitting at. The
server to her great and everlasting credit told the "drone" she had,
"just served our lunches and moving them (us) was not an option. But
the entire pub was empty perhaps they could sit up stairs or on the
other side of the bar!"

The "wacky paki" drone thereupon immediately came to me, and told me,
"they needed our table, and we had to move."  I put on my very best
John Wayne voice, and said, "not hardly!" He reiterated, "I don't
think you understand our group requires that table." I told him, "I
don't give a shit what you require, and don't get your hands too close
to my wife's face whilst she is eating, or you may lose them." Our
"wacky paki" did not appreciate the humour, but the bartender
certainly did. What on earth would possess some immigrant to order
about a couple having lunch. this sort of thing, simply "isn't on!"

After work today, I wasn't feeling well, so I stopped at the food
court in Commerce Place to drink some water, and wait for the next
bus. I bought a National Post, two bottles of water, placed my water,
cane, hat, and hoodie upon the paper, and shuffled off to the Men's
room. When I returned a large, almost elderly guy was reaching for my
paper.  I said, " what the fuck are you doing?" He looked surprised as
he said, " I'm sorry, I thought the paper didn't belong to anyone!" I
told him. " Whilst, I may be inclined to listen to how he may have
come to such a conclusion, but I didn't think he was bright enough to
come up with a plausible explanation for such abject stupidity." He
just left, quickly.

Let us now update the "situation" of our "friend" David Amos, and his
family of diseased "sex trade workers!" They say in Halifax, "no one
swallows paste like an Amos!" David Amos, and his daughter's have
refrained from spamming Lori's and my e mail boxes, and stopped the
harassing "tweets." Except for of course David's Brother in Fort
McMurray 780 713 6836. David Amos told me "he was going to ignore me
for awhile." For which Lori and I are eternally grateful. But alas our
little "friend" David checks my blog several times a day, and trolls
Pat Doran's You Tube Channel by posting selective quotes of posts I
published about the You Tube world, culture and etiquette.

Patrick Doran and I don't always "see eye to eye" on everything, but
who does! I like, and admire Pat and so does Lori. Unlike David Amos,
or Charles Leblanc, Pat works, is self- reliant, helps take care of
the people he's with, because notwithstanding one's views, that's what
men, real men do. Having said that, I confess to utter confusion, over
"slut shaming," the "mano-sphere," or "false flagging," video games,
pop culture, "conspiracy theories," why anyone in their right mind
would listen to Alex Jones, and the so called You Tube "community."
Nevertheless, Pat Doran has honour. Something our favourite troll and
pimp David Amos is bereft of!

As I caught the # 1 bus in front of Commerce Place to go home, I ran
into my blind friend Robert. As I attempted to help him and climb
aboard the bus a incredibly black couple, the woman being huge pushed
both Robert and myself aside, boarded the bus and sat in the priority
seating for the impaired , elderly, blind strollers and etc. I asked
politely for them to move, and "big mama" was both rude and
belligerent. Saying she didn't have to get up for "white people!" At
that point the ETS driver interjected, " but you do have to get up for
blind and mobility impaired white people."

I would say, there's another "stupid human trick" but alas "big mama"
obviously isn't human.
