Provinces that had the most success fighting the COVID-19 virus — like New Brunswick — are now reaping multimillion-dollar benefits from the achievement, a string of economic data is revealing.
On Tuesday, new figures released by Statistics Canada showed that while all provinces suffered a drop in retail sales in April and May compared to last year, it was hundreds of millions of dollars less severe in areas with low infection rates and an early transition to business openings.
"Some of the numbers out there are really good," said New Brunswick Finance Minister Ernie Steeves about the speed of the province's recovery.
According to the latest figures, retail sales for April and May in New Brunswick in 11 key sectors unadjusted for seasonality totalled $1.94 billion. That is down 16 per cent from last year, but significantly better the 25.3 per cent decline recorded nationally.
The difference represents $215 million in extra retail sales in New Brunswick over slower recovering provinces and the salvaging of millions of dollars in sales tax revenue and hundreds of retail jobs.

"We stepped on it pretty early on and shut things down," said Steeves. "That's tough medicine, but it gave us the flexibility to open up a little bit earlier than other people and that has paid dividends."
Two weeks ago, Statistics Canada reported New Brunswick had 350,400 people working in the province in June, 97.6 per cent of the number that had been working one year ago in June. It is the highest year-over-year job retention rate in Canada and well above the national average of 91.5 per cent.
Record-breaking home sales
In addition, last week the Canadian Real Estate Association reported home sales by its members in New Brunswick, which is not part of the Statistics Canada retail survey, set a new monthly record of $245.2 million in June. That involved the sale of 1,230 units, a 25.4 per cent increase over last June and nearly double the national increase."This (1,230 units) was also a new sales record for the month of June and was the highest level for any month (in New Brunswick) in history," said a news release from the association.
New Brunswick does not charge sales tax on home purchases unless the house is new. But it does charge a one per cent property transfer fee on sales, which generated a record $2.5 million for the month.
"Every bit of revenue counts," said Steeves.
Mid March lockdown
The accelerated return of economic activity in New Brunswick is a tangible benefit of the province's success controlling the spread of COVID-19. It has allowed businesses to open sooner and economic activity to get closer to normal faster.The New Brunswick government closed all schools in the province March 13, two days after the province recorded its first case of COVID-19. A full state of emergency that required most businesses to shut down was declared six days later and within a week borders with neighbouring provinces and Maine were also closed to all but essential travelers.

New Brunswick has consistently posted some of the lowest COVID-19 infection rates in the world and the lowest among all Canadian provinces and U.S. states ever since.
As of Tuesday, New Brunswick had recorded just 170 infections, a rate of 22 per 100,000 residents.
That's 93 percent lower than the Canadian average (295 infections per 100,000) and 98 per cent better than the average infection rate in the United States (1,158 per 100,000).

In mid April, the province slowly began reopening its economy starting with garden centres. By late May, most businesses had been allowed to operate in New Brunswick, though with ongoing restrictions.
Steeves is hoping the case counts remain low and the recovery continues.
"It's hard to know exactly where you're going," he said. "We're in uncharted territory every day with this. But we are planning as best we can to overcome."

Gallant: Actually the provincial government said no to it's "share" of
1.8 billion set aside for public transit not the total amount (The 1.8
billion is the total nation wide). But as our glorious provincial leader
Mr. Higgs said he has no transit infrastructure projects on the bòoks
so won't be taking part in that portion of the Federal package. He also
says, not to worry because money is coming and he will be happy to use
it when it does.

New Brunswick's four main political parties are making plans for how to run provincial election campaigns during a pandemic — and accusations are already flying that the Progressive Conservatives would put people at risk if they decided to go to the polls.
If Premier Blaine Higgs called a snap election in the coming months, the usual goal of trying to generate big, enthusiastic crowds of supporters would take a back seat to respecting COVID-19 guidelines.
Progressive Conservative party executive director Andrea Johnson says her goal is to "keep it as normal as usual while making sure we're following protocol and keeping everyone safe."
Moncton Centre Liberal MLA Rob McKee, one of the party's two campaign co-chairs, says "it's definitely a concern to be able to have a normal campaign with our normal events that we take part in during a campaign."

Election campaigns are all about crowds: jammed rallies, platform announcements and riding nominations help create an image of enthusiasm and momentum.
But that may not be possible in an era of physical distancing.
Nomination conventions coming soon
The PCs have scheduled five nominating conventions for Aug. 8, all for incumbent MLAs who plan to run again.Three of them, for the ridings of Rothesay, Quispamsis and Hampton, will be held at a joint meeting inside at a church hall in Quispamsis.
The two others, for Fredericton West-Hanwell and Oromocto-Lincoln-Fredericton, will also take place inside, in a Fredericton hotel meeting room.
McKee said that's risky and it contradicts PC government decisions to postpone municipal elections due to the pandemic and put off a promised "health summit" on hospital reforms.
"To think you're going to have three ridings at one time, respecting social distancing all in the one room, I think that's going to be very hard to achieve," McKee said.
"It just flies in the face of what we've had to go through over the last few months, to think they're going to put people at risk."
The latest guidelines allow indoor gatherings of 50 or more people, as long as organizers enforce distancing and write down contact information to allow tracing if there's an infection.
"The cap has been lifted for indoor gatherings, providing the six feet physical distancing can be maintained, so we're going to trust that," Johnson said. "If the team is saying that it's safe to do so, we're going to trust it."
The floors will be marked with arrows, for spacing and masks will be required. If too many people turn up — about half the normal maximum occupancy for a space, she said — some will be turned away.
Snap election could produce low turnout
Green Party Leader David Coon said his party hasn't given much thought to campaign logistics "because we couldn't quite imagine that the premier would call an election in the midst of a state of emergency, during a pandemic."He suspects people will be nervous about participating in events and going to polling stations. "If the voter turnout is low, you don't have a great democratic process," he said.

Coon also predicts an election call would torpedo the spirit of co-operation generated by the all-party COVID-19 committee that he and other leaders have sat on.
"That would all go out the window with a general election. I think it would cause a lot of anxiety and potentially a big backlash against the premier and his party."
People's Alliance Leader Kris Austin could not be reached to talk about his party's campaign planning.
'Mixed feelings'
Higgs said Tuesday he was still undecided about whether to call a general election or go ahead with two required by-elections and a third one to fill another pending vacancy in the legislature.He acknowledged many New Brunswickers may not want to go to the polls. "There's a mixed feelings because many people would say, 'Is there a need? Is there a bigger concern around the health risks?'"
Higgs lacks a majority in the legislature and the pending retirement of PC MLA Bruce Northrup will make it even harder for the government to win confidence votes and pass legislation.

As of Tuesday, New Brunswick had five active cases of COVID-19. Some other Canadian provinces have seen worrisome upticks in their numbers recently.
McKee said the Liberals have heard that a campaign could begin as early as the first week of August, which would put election day in early September.
A summer campaign would allow more outdoor events, which reduce the risk of infection. Johnston said the party will treat the five indoor nominations on Aug. 8 as dry runs.
Contested nominations, in which more than one person seeks to run for the party and must get supporters out to vote, could take place outdoors, she said.
Virtual nominations
The Liberals are planning virtual nomination meetings if they are uncontested, and are looking at hybrid meetings if a nomination is contested.Speeches would be online and, to avoid crowds, party members could vote at an all-day polling station, rather than during a set time at a meeting.
Johnson said the PCs have not decided whether Higgs will do a campaign bus tour, but, if it happens, it won't have the usual number of party volunteers and journalists on board. McKee said the Liberals haven't decided on a bus, either.
Another campaign tradition, candidates knocking on doors to ask voters for their support, may also be off the table in a 2020 election.
Johnson calls it a "tricky" challenge. "As a politician, you want to be able to make that personal connection, and a lot of times that happens at the door."
The party may instead encourage meet-and-greet sessions in public spaces where it's easier to keep at a distance.
Elections NB preparations
For election day itself and advance voting, Elections New Brunswick is stockpiling supplies and hiring extra staff so voting can take place safely if an election is called.Spokesperson Paul Harpelle said supplies include 500,000 disposable masks in case voters need them, more than 4,000 N95 masks and face screens for poll workers, 1,500 bottles of hand sanitizer and 500 rolls of tape for marking two-metre spacing on floors.
"We are also planning a significant campaign promoting the efforts that Elections New Brunswick is taking to make voting safe and to encourage people to take advantage of early voting opportunities at the returning offices, and or advance polls," he said.

McKee said the Liberals oppose an early election and are promising to not bring down the government in the legislature this year.
If Higgs doesn't call an election before Sept. 15, the legislature is scheduled to wrap up the current session by passing some remaining bills.
A new session would begin later in the fall. By law, two by-elections in Saint Croix and Shediac Bay-Dieppe must be held at least 30 days before that.
Higgs said Tuesday they will happen by Oct. 15.
Another factor that complicates the timing is the requirement that an independent commission be set up by September to redraw electoral boundaries. By next spring, a new riding map would force parties to start candidate nominations all over again.

Higgs sounded cooler Tuesday about an early provincial election,
acknowledging that many New Brunswick voters may not want to go to the
polls in the midst of a pandemic.
The premier acknowledged he has "mused" in recent weeks that he may opt for a general election instead of holding two or three byelections required this fall.
At times he suggested he had almost no choice, given he does not have a majority in the legislature, and Progressive Conservative MLA Bruce Northrup is retiring this fall.
But Tuesday an imminent campaign seemed far from inevitable.
"I'm certainly not hankering for an election," he said. "It's not a process I look forward to as such."
He said among New Brunswickers, "there's a mixed feelings because many people would say 'Is there a need? Is there a bigger concern around the health risks?'"
He said with schools reopening in September and operating under new pandemic models, and with a possible second wave of the virus, a provincial election may not be a good idea.
"My preference in many ways is really not to have an election, but time will tell where that goes," he said.
"It's still an active consideration but no decision's been made."
In March, MLAs passed legislation requiring that byelections for two vacant seats, Saint Croix and Shediac Bay-Dieppe, must happen no later than 30 days before a new session of the legislature this fall.
Higgs said a new session will start in November, and the Oct. 15 deadline for byelections was part of an informal agreement among the four political parties in the spring.
Saint Croix became vacant when PC cabinet minister Greg Thompson died in September 2019, and former premier Brian Gallant resigned as MLA for Shediac Bay-Dieppe a month later.
Since then, Sussex-Fundy-St. Martins PC MLA Bruce Northrup has announced he'll retire, though a byelection there wouldn't be covered by the March legislation. Northrup has not resigned yet.

I have referenced my disappointment many times about Mr. Higgs' decision when he first became Premier to abandon the incredibly needed new justice building on the site of the former Centennial Bldg. in Fredericton. It was short-sighted then and it's even more short-sighted now that Mr. Higgs has AGAIN turned down millions of dollars from the feds that is earmarked for needy municipalities...and al because of a mistaken belief that the feds are "dictating" where the provinces can spend their share of the federal money. The money was set out in legislation for several key areas and was agreed to by the provinces but still Mr. Higgs turned it down. It's not like he's concerned about fiscal restraint...that went out the window when Covid-19 hit!!

Finance Minister and Moncton Northwest MLA Ernie Steeves did not respond to a request for comment Monday. Liberal MLA Monique LeBlanc said it was difficult to find projects in her Moncton East riding to fit the program criteria. (Radio-Canada/CBC)
Turns out Moncton South Liberal MLA Cathy Rogers is not the lowest-spending member of the legislature after all when it comes to the Community Investment Fund.
Rogers had the lowest total spending on a database of CIF projects released to CBC News last week, a mere $2,856.
But a sharp-eyed reader noticed that two other ridings in the city, Moncton Northwest and Moncton East, were missing from the list.
The ridings, held by Progressive Conservative Finance Minister Ernie Steeves and Liberal MLA Monique LeBlanc, were not included because they did not secure any projects at all in 2019-20.
"If there were no projects, they would not appear in the report," said Mary-Anne Hurley-Corbyn, a spokesperson for the Regional Development Corporation.
The fund was created in 2019 to provide $50,000 to each riding in the province to fund projects by non-profit groups and local governments. MLAs have a role in choosing them.
LeBlanc would not do an interview Monday but said in a written statement that it was "very unfortunate that I was not able to use the community funding made available by RDC last fiscal year."
She said because her riding is made up of "mostly residential areas," it was difficult to find projects that fit the program criteria.
It just seems to be there are a lot of photo opportunities but when the rubber hits the road, there is not a lot of open communication to help out or to get a project going.
- Shawn Crossman, Moncton city councillorLeBlanc also pointed out that Steeves' riding was not on the list of projects either. "I assume he encountered the same problem," she said.
Steeves did not respond to a request for comment Monday.
Moncton city Coun. Shawn Crossman, whose ward overlaps a large part of LeBlanc's riding of Moncton East, said he was "kind of disappointed, and shocked at the same time" that the riding wasn't on the list at all.

He said non-profit groups in the riding, including the Greater Moncton SPCA, the Knights of Columbus, the Royal Canadian Legion and others, could have benefited from the funding.
"It just seems to be there are a lot of photo opportunities but when the rubber hits the road, there is not a lot of open communication to help out or to get a project going," he said.
Crossman said he was surprised that Steeves' riding wasn't on the list either. "I'm sure that that section of Moncton would definitely have a lot of community groups … that could use some funding."
Nearly $1M not spent
Only $1.6 million of the total $2.45 million available in 2019-20 was spent, with RDC minister Andrea Anderson-Mason saying recently that some MLAs "for whatever reason either were not able to use it or chose not to use it."She said it would be difficult to convince the government to increase the funding, given not all of it was used last year.
Rogers said last week her low total in 2019-20 was because housing and homelessness projects, the major issues in her riding, were not eligible for the funding.
She said with a new push for applications, she's on track to take full advantage of the funding this year.
LeBlanc said she's also having better luck. "Thankfully, this year I was able to find projects that should be eligible for funding. They are currently being assessed by government."
COVID-19 costs qualify this year
Including Rogers, two ridings with Liberal MLAs and four with Progressive Conservative members received less than $10,000 last year. A seventh riding, Shediac Bay-Dieppe, also had less but was without an MLA for part of the year after Brian Gallant resigned his seat.This year, MLAs can use the funding to help non-profit groups deal with costs from COVID-19.
Only two MLAs, Liberal Gilles LePage of Restigouche West and Progressive Conservative Bill Oliver of Kings Centre, managed to spend the full $50,000 they had to work with last year.
Eight other members, five PCs and three Liberals, came within $1,000 of maxing out their allocations.
