reversed the decision to exclude Dimitri Lascaris from the party’s
leadership contest.
“The Leadership Contest Committee heard Mr. Lascaris’s appeal and is satisfied with his response to the concerns raised by the vetting committee,” said Green Party Interim Leader Jo-Ann Roberts. “We commend the committee for its meticulous work in bringing those issues to our attention.
“In a grassroots party dedicated to democratic principles, it was agreed this decision should be entrusted to our members when they vote for a new leader in October.”

Alex Tyrrell Withdraws From Green Party of Canada Leadership Race
Today I am announcing my withdrawal from the Green Party of Canada leadership race.
It’s a heartbreaking decision that I have come to after deep reflection and after consulting with my team.
Although many Green Party members are eager to renew the
party by moving beyond the personality cult, the unfortunate reality is
that the Elizabeth May era will continue for the foreseeable future.
I would like to thank the hundreds of people who have
supported, volunteered for and donated to my campaign over the past few
months. I had the privilege to meet with Green Party members in Ontario,
Alberta and BC before the COVID pandemic hit and I have met hundreds
more online since the confinement began.
When I decided to put my name forward for the federal
leadership, I did so under the assurance that Elizabeth May would not
intervene in the race. Although this held true for the first few weeks,
her intervention in the race has become more and more visible on social
media, behind the scenes and most recently when she launched a
fundraising tour with one of her preferred candidates.
At the same time that Ms. May has been intervening in the
race on a daily basis, she has consolidated power in the party by
presenting a slate of candidates – managed by her husband, for the
federal council elections. Although the federal council elections were
not very visible, received no media coverage, had limited voter turnout
and were not even given the importance of organized debates,
Ms. May has
told the membership that these internal elections are arguably more
significant than the leadership race. I chose to focus on the leadership
race and did not run a slate of candidates for federal council. This
turned out to be a mistake. I was not expecting Ms. May to consolidate
power in this fashion.
Over the past months and weeks Ms. May and her entourage
have made it amply clear to me that they will do everything in their
power to oppose my candidacy, my political agenda of moving the party to
the left and that they will fiercely undermine my leadership in the
event that I would win the federal leadership race.
In a CBC article published a few days ago, Ms. May’s
husband, who is now the party’s vice president, compared my criticisms
of their consolidation of power to, and I quote, “fecal matter,” before
adding that I “understand nothing about governance” and that I should
“return to study.” I view these comments as ageist, condescending,
paternalistic and outright disrespectful.
The level of disrespect shown to me by Ms. May, her
husband and their entourage has sent the message to their supporters
that it is ok to bully me, to send me hateful messages and to bend the
rules against my candidacy. This has led to a toxic atmosphere where my
supporters and I are attacked on a daily basis. All this in a party
that functions without a formal complaint process and where people are
not held accountable for their actions if those actions benefit Ms.
May’s agenda, grip on power or wishes.
I have never heard of an outgoing leader stacking the
party’s highest decision-making body with family members and political
allies at a time when they are supposedly stepping back from politics so
that the next generation can take over.
In addition to Ms. May’s intervention in the race, the
environment within the party is not favourable to democratic debate. I
do not understand how candidates who would like to represent the party
in the televised leaders debates for the next general election are
unwilling or unable to debate the way forward with Green Party
leadership candidates. Any legitimate and polite contrast or criticism
of other candidates in the race, their policies or lack thereof is met
with a barrage of negativity, insults and toxicity.
As the most experienced candidate in the race, having run
for the Green Party in 10 provincial elections and having debated with
many cabinet ministers, political opponents and other party leaders it
is clear that debate performances are one of my greatest strengths.
However, in an environment that is so strongly opposed to democratic
debate and especially points of view that question the current centrist
approach put forward by the party establishment, connections to (and
support from) Elizabeth May have become more important than ideas, the
ability to debate and the merits of any given candidate.
This race also falls during this massive and highly
unfortunate global pandemic. Before the pandemic hit, I had visited 4
provinces and had begun building significant support. My plan was to
spend 7 months on the road criss-crossing the country meeting with
members and activists while taking positions on issues of local and
national importance. I was the first candidate to hit the road but the
COVID crisis has made those plans impossible to complete. Although there
are ways to reach people online, it’s not the same. We are not able to
build the same kind of meaningful and long-lasting relationships that we
can build during face to face encounters.
To make matters even more difficult, the party has refused
to provide leadership candidates with a means of contacting the
membership online. In most leadership races candidates are provided with
a membership list which includes email addresses. In this leadership
race the party has refused to provide candidates with membership email
addresses and will only be scheduling two official debates.
I am exiting this race at a time when I have received more
media coverage than all of the other candidates combined. I am happy to
have been able to contribute to the debate. I am happy to have called
into question long-standing but ill-founded principles of the party such
as fiscal conservatism, the lack of party discipline and the party’s
centrist approach to Canadian politics which has failed over and over
again.
Some of my critics will point to the fact that much of the
media coverage surrounding my campaign has been controversy based. This
is a criticism which I somewhat agree with – however in an environment
which is so closed to political debates about the way forward and in the
absence of any kind of meaningful all-candidates debates, it is no
wonder that much of the media coverage has been focused on controversy.
This is a consequence of the lack of willingness of the party
establishment and some of the candidates to debate the issues.
Although many of the things that I have said so far are
negative, I remain hopeful that the Green Party of Canada will be able
to renew itself during this leadership race. It may be unlikely, but it
is not impossible. What I have realized over the past few weeks is that
with the level of opposition that I face from Elizabeth May and her
entourage that it will be impossible for me to unite the party. It would
have been possible if Ms. May was willing to step aside and let the
next generation take over but it is not the case at the moment and it is
unrealistic for me to become leader of the Green Party of Canada under
these circumstances.
I would also like to say a few words about diversity
within the party. It is no secret that the Green Party of Canada has
huge problems with racism, discrimination and exclusion of marginalized
communities within its ranks. In the last election the party presented
fewer candidates of colour than any other party – including the racist,
populist and ignorant party led by Maxime Bernier. This is a situation
which is wrong, embarrassing, immoral and that must be addressed.
In the last provincial election the Green Party of Quebec presented one of the most diverse, if not the
most diverse set of Green Party candidates in Canadian history. We went
from having 20% women candidates in the election before I took office
to 58% women candidates under my leadership in the 2018 provincial
election. We went from having very little diversity to a slate of
candidates which more actuarially reflects the diversity of the
province. We paved the way for candidates who wear turbans, hijabs and
kippahs to run for provincial office by forcing the government to change
rules that excluded them from participating in elections based on their
appearance.
What I have learnt about increasing diversity in politics
is that it’s not about quotas or tokenization. It’s about presenting
policies that are relevant to minority groups. It’s about denouncing
racism on a regular basis even when it makes some of the majority
community feel uncomfortable. It’s about marching with Black Lives
Matter. Its about supporting indigenous uprisings and direct action.
It’s about denouncing laws designed to discriminate against religious
minorities. It’s about being present to listen to and engage with
minority communities. The party’s current approach is based on quotas
and tokenization and will not succeed until policies are changed and the
party becomes vocal on these issues.
Although the Green Party of Quebec has more progressive
policies than the Federal Greens (and we have been criticized across the
country for shaking things up within the movement), I firmly believe
that the Green Party of Quebec should be a strong voice within the
Canadian green movement. We should be able to participate in
conventions, we should be able to have our voices heard and we should be
treated with respect. What we have experienced is the polar opposite.
Our progressive and principled stances on anti-oppression within our own
province have been repeatedly contradicted and undermined by our
federal counterparts. We have been sidelined on numerous occasions and
we have been blocked from participating in the internal democratic
structures of the Green Party of Canada. In 2017, the Green Party of
Canada went as far as to schedule their 2018 federal policy convention
for the day before Quebec’s fixed election date. They did this despite
our formal objections. This continuous marginalization of Quebec within
the federal green movement is counterproductive, immoral, undemocratic
and it needs to stop.
While many people are upset with the way I and other
progressives within the Green Party of Canada have been treated, I want
to be very clear; quitting the party is not the solution. A progressive
exodus from the federal party will only pave the way for more
centre-right policies which will be detrimental to the environmental and
social justice movements of this country. The Green Party of Canada is
an important voice in Canadian politics and we cannot allow it to be
compromised by centrist policies, special interest lobbies and
eco-capitalism. We must stay and fight for a progressive Green Party
which will uphold social justice rather than working against it by doing
things like reopening the abortion debate.
I look forward to working with the next leader of the
Green Party of Canada no matter who it is. I may choose to endorse a
candidate further along in the race but my decision has not yet been
made. I would like to support one or more progressive candidates. For
the moment, most of the candidates running have very limited platforms
and political commentary on the public record. I look forward to hearing
more from them and meeting with as many of them as possible. I am happy
to have contributed to the policy development of the party and of the
Canadian environmental movement through the publication of my version of
the Green New Deal. I hope that one or several of the other candidates
will be able to carry these policies forward.
As for myself, I plan on continuing to be a progressive
voice within the Canadian Green Movement while leading the Green Party
of Quebec to the next provincial election scheduled for October 2022. I
love my work in the Green Party of Quebec. I love the team that we have
put together and I love the environmental and social justice movements
of this province. Never before has the Green Party of Quebec been so
well represented and I look forward to continuing this important work.
The pandemic has created unprecedented opportunities for progressive
change in Quebec while we rebuild our society and rethink our collective
values.
I would like to thank everyone who has helped and
supported me through this campaign which has been all in all a great
experience. To our deputy leaders of the Green Party of Quebec, Alice
Secherese and Halimatou Bah, thank you for holding down the fort during
my absence and for contributing to the advancement of social justice and

This week Green Party of Canada
leadership candidates held their first televised debate on TVO moderated
by Steve Paikin. The 10 candidates debated a handfull of issues in a
fairly cordial debate.
It is safe to say that there was more agreement than disagreement but nevertheless there are substantial differences in both the policy and communications approaches of the candidates. Here are my thoughts on this first series of debates.
Addressing the ideological spectrum
All candidates were timid when it came to addressing if party should be defined as left wing. They either avoided the question or said the party should remain where it is now. Even left wing candidates shied away from advocating for a major shift in policy and focused instead on adjusting the messaging while insisting that the party is already left of center.
Andrew West was clearly the most conservative candidate in the debate and advocated repeatedly for “fiscal responsibility” while attacking the liberals for being what he considers to be big spenders and stated that as leader of the party he would refuse to support the idea of going into deficit to pay for the energy transition. He repeated several times that the objective should be winning and that in his opinion the only way to succeed in winning is to water down the party’s message and conform to centerist policies. At one point, eco-socialist candidate Dimitri Lascaris responded to Andrew West by declaring that “A country as wealthy as canada, that has a highly educated population, bountiful natural resources, fundamentally stable political and legal systems has the ability to invest to a far larger degree than we have up until now. You want to talk about fiscal responsibility? Is balancing the budget when you need to invest billions upon billions in a green transition fiscally responsible?
Frankly, I think that’s fiscally irresponsible. We need to make the necessary investments to minimize long term costs of this extraordinary damage to our society from the climate emergency and if we have to borrow money at rock bottom interest rates or interest free from the bank of canada. I support that 100%”. To which Andrew West replied “If we are not going to be fiscally responsible people will not vote for us.” This was the highlight of the debate and Dimitri Lascaris showed that he is well positioned to counter the ill founded arguments of the party’s right wing elements represented by Andrew West’s candidacy.
Defunding the Police
Candidates were asked their opinions on defunding or abolishing the police. All agreed that there is a need for significant police reform in order to address brutality and systemic racism. Annamie Paul surprised many when she equated defunding the police to their outright abolition, seemed unwilling to call for defunding and instead called for a use of force database. Amita Kuttner, who’s platform calls for the abolition of the police took a more nuanced approach concentrating instead on defunding and diverting funding to other social initiatives. Meryam Haddad assumed and repeated her previous calls for outright abolition of the police but did not provide a clear timeline beyond explaining that is a long term goal. She said that since the RCMP was founded to push indegenous peoples into reserves that it is fundamentally racist and therefore must be abolished.
Dylan Perevall-Maxwell ridiculed himself by stating that police should hand out $20 bills to people of color that they stop as a means of compensation and as a way to make police think twice about stopping a person of color. This ridiculous statement did a great deal of damage to his campaign by severely discrediting his understanding and approach to dealing with systemic racism. I wonder how many people of color would trade $20 for being placed in the stressful, degrading and dangerous position of being stopped by the police knowing that they are more likely to be charged with a crime, brutalised or even killed. Meryam Haddad, a person of colour herself was visibly discontent at Perceval-Maxwell’s statement and got the last word by calling it “super racist.”
Carbon Tax vs Cap and Trade
Although there was much talk about cap and trade vs carbon pricing there was very little conversation as to what the carbon tax rate should be. Experts have said that a $200 to $300 per tonne carbon tax rate is what is needed. Glen Murray, who was minister of environment in the Ontario government when that province joined the Quebec-California cap and trade system which boils down to a less than $20 per tonne carbon tax declared that “no one is going to get elected on a 300 dollar carbon tax” and that “cap and trade is more electable”. As leader of the Green Party of Quebec I have always been very critical of our cap and trade system that was implemented by a right wing anti environment premier (Jean Charest) and which has not succeeded in lowering emissions or generating significant revenues for the energy transition. I find that Glen Murray – an outsider to the party, having recently jumped ship from the liberals to run in the Geen Party leadership race has done virtually nothing to distance himself from many of the failed liberal policies that he helped implement. If he wants to be leader of the Green Party of Canada he is going to have to be willing to advocate for more radicle solutions than he has in the past. Until he proves that he is willing to think outside the Liberal box Greens should think twice before supporting his candidacy.
Speaking and presentation
Most of the candidates spoke very well and managed to get across their ideas in the limited time that was accorded to them. Amita Kuttner brings a fresh youth perspective to the leadership race, spoke eloquently about returning the party to it’s roots, building a movement and going beyond the perception of being a one issue party by addressing issues of social justice in a more outspoken manner. Dimitri Lascais showed that he is able to take on the right wing of the party using economic arguments and his vision of a strong government that is there to take care of the people and the environment while advocating for massive investments in green infrastructure. Judy Green spoke well and talked about going after big emitters and big changes rather than small incremental adjustments. David Merner spoke of the need to implement the Green New Deal but continued to play from the center and avoided taking concrete positions on policy matters. Courtney Howard, an emergency room doctor form the Yukon spoke well and brought a healthcare perspective to almost all of the questions raised which could be instrumental in building support for the party following our collective experience with COVID. Meryam Haddad defined herself as a socialist but stopped short of calling for a major policy overhaul focusing instead on how the “not left nor right” slogan was a mistake because in her view the party is already progressive. She also scored points by discrediting the environmental record of the NDP. Annamie Paul repeatedly spoke out of turn and spoke more about GHG reduction targets than how to get there. Glen Murray’s political stripes as a former liberal were on full display and many of his answers on climate related questions were based on boasting about his record in the Ontario government – a government that made negligible progress in the fight against climate change. Murray would be better off focusing on his achievements as a progressive mayor of Winnapeg rather than his disappointing tenure as an Ontario Liberal cabinet minister.
Andrew West made it clear that he is there to represent the party’s right wing but was unable or unwilling to defend his right wing policies themselves and continuously reverted back to the strategic argument that in order to win the party must moderate it’s message and position itself between the liberals and conservatives on the ideological spectrum. Dylan Perceval-Maxwell lost points for his comments about addressing systemic racism and departed from the usually seen political attire by foregoing the suit and wearing a black monopoly style top hat throughout the debate.
Conclusion
All in all the debate is well worth a watch. However, it is still early in the race and many more debates will need to be held if the membership is to get a clear portret of all 10 candidates in the race, what they stand for and how they will approach the federal leadership if elected by the membership this october.

Green Party leadership race officially launches today in P.E.I.
The 8-month contest includes a $50K entry fee
Today at a news conference in Charlottetown, P.E.I., the party released its contest rules, which include a $50,000 entry fee.
"We have structured this contest to cast a big net. We hope to capture the imagination of a wide and diverse set of contestants, new members and supporters," interim party leader Jo-Ann Roberts said in a news release.
So far, there are six candidates unofficially in the leadership race to replace B.C. MP Elizabeth May, including former Liberal David Merner and Quebec-based Julie Tremblay-Cloutier, who both have urged the party to keep the entrance fee as low as possible to attract more diverse candidates.
The last time the Greens had a leadership race in 2006, candidates paid a $1,000 fee. The party's provincial cousins, the B.C. Greens, are also looking for a new leader and contenders are expected to pay $16,000 to enter the race.
The bulk of the entrance fee, $40,000, is not due until July and is considerably less than the $300,000 Conservative leadership contenders are expected to pay.
"I don't believe it will be a barrier," Roberts said at Monday's news conference. "One of the skills a leader needs to have is the ability to raise funds."
Roberts also reminded reporters that Elections Canada allows candidates to borrow $25,000, and many members within the party have already stepped forward and said they are willing to also lend candidates money.
"This is a reasonable expectation and a reasonable amount of money," Roberts said.
Green Party 'for sale'
Quebec candidate Alex Tyrrell called the entrance fee "astronomically high" and said he's reconsidering his candidacy."By imposing these financial barriers to success, the party's federal council has essentially put the party up for sale. This runs counter to the Green Party's values of grassroots participatory democracy," Tyrell said on Facebook Monday afternoon. "We should be the party of the people, not of the 1 per cent."
While asking for donations for his campaign, Tyrrell also called on the party to lower the cost of admission to the race.
Bilingualism important, interim leader says
Leadership contestants must also collect 250 signatures, and some of those sign-ups must include young Greens and and members who live in five out of the six regions outlined in the party's constitution. Candidates have until June 3 to register, and the party's three-member leadership committee will vet all nominees.Bilingualism, Roberts also said, is not a requirement to run, but it should be.
"I think the time has arrived where the leader of a major party must speak both official languages," Roberts said.
"Personally it is a reason I am not seeking the leadership. While I speak French I do not speak it well enough to compete at the national level."
The party will be hosting two debates: one in English and another in French.
According to the party's rules, members can vote online, by mail-in ballots or in person at the party's convention, slated for Oct. 2 to 4 in Charlottetown.

Kritsonis, who served as the Ontario representative on the Green Party
Council, authored several of the party's policy positions and has been a

- Annamie Paul, a past candidate for the Greens in Toronto Centre in 2019.
- Julie Tremblay-Cloutier, a former candidate for the Greens in Mirabel, Que, in 2019.
- Alex Tyrrell, leader of the Green Party of Quebec.

Dimitri Lascaris wants disaffected new democrats and left-wing Liberals to find a new home in the Greens
Lascaris said many discontented New Democrats are
disappointed the party hasn't pursued more aggressive taxation policies
on the wealthy, outright opposed B.C.'s Coastal Gas Link pipeline and
condemned the use of force against Wet'suwet'en protesters and their
supporters.
Even though the NDP was one of the first to call for an independent investigation into the RCMP's handling of the Wet'suwet'en blockade, Lascaris said the party hasn't spoken out loudly enough.
"I think the NDP base is quite disgruntled," Lascaris said. "They don't feel that the NDP leadership reflects their values, and they are reluctant to come over to the Green Party because they have a perception that the Green Party is anti-labour."
Lascaris said he will be campaigning over the next six months on reforms aimed at increasing union membership, raising the minimum wage and pushing for rules that prevent the use of replacement workers during strikes through what's called anti-scab legislation.
"If we start to persuade the NDP (voter) base that we are actually pro-labour, I think we could see a huge shift from the NDP," Lascaris said.
Lascaris also said there are gains to be made from the left-wing of the Liberal party disillusioned with the party's action on climate change.
Lascaris ran unsuccessfully for the Greens in the 2015 federal election and served as a shadow cabinet minister without holding a seat in the House of Commons. After a career as a class-action lawyer, he's currently focused on activism and pro-bono work in Montreal.
Lascaris had faced controversy in the past for comments that he made in 2018 when he accused two Liberal MPs of being more devoted to Israel than the Canadian government. Prime Minister Justin Trudeau and a number of federal political leaders condemned Lascaris's comments as "anti-SemItic."
Lascaris, in a follow-up interview Sunday with CBC, said he stands by his 2018 comments. The leadership hopeful emphasized his criticism of the MPs had nothing to do with their race but entirely with their record of supporting human rights abuses against Palestinians.
The Green Party leadership race began in February and will end in the fall at the party's convention in Charlottetown Oct. 2 to 4.

Cap on wealth
Although the 56 year-old doesn't shy away from the label eco-socialist, Lascaris said he prefers to be known for his policies. resolution supporting sanctions against Israel, despite her own
opposition to it.
The Greens became Canada's first federal party to endorse the Boycott Divestment and Sanctions movement during the party's biennial convention in Ottawa over the weekend. Some Canadian Jewish groups denounced the Green Party for supporting a boycott policy against Israel. The House of Commons condemned the movement in February.

"I'm quite certain most of our members don't support this policy, but weren't fully engaged in the consensus building process we normally would have had," she said.
"So if I can't find a way to bring that back and have the members review it with a consensus decision-making process, then I have to profoundly question whether I can continue as leader and that's obviously heart-breaking."
May added that a review could be possible if she stepped down as leader.
"One way to bring it forward is under our constitution if I step down, then we have to have a leadership convention sooner and they could deal with this issue," she said. "I mean there are other options that we are looking at that I'm trying to figure out if there's a way that… we can review this through some other mechanism."
"I don't have great answers for you now because I'm struggling with this," she said.
May had earlier said Tuesday morning in an interview with CBC Radio's On the Island she would take the next week off and "doing a lot of reflecting."
"It's only been since the convention that I've been wondering what's the best way to get this position reversed so that in the next election Green Party candidates across Canada are not facing a complete distraction of an issue," she told CBC's Khalil Akhtar.

"We had a very abbreviated debate and a very quick vote that left me breathless, because we actually never really properly debated this motion. I oppose it entirely, but it carried on the floor, although not overwhelmingly."
The Green leader said while she doesn't "condemn" the members who put forward the motion — some of whom are "friends" — but she added "the process was inadequate for a resolution this controversial."
BDS 'a polarizing movement'
May told Barton she was disappointed in the minimal debate over supporting the boycott movement and that the party didn't "use our normal decision-making process in seeking consensus.""It doesn't mean that I don't want to be free to criticize what's happening in the Middle East and to support Palestinian rights, I just think it's a large-scale error for a party as credible as the Green Party to attach itself to a movement that is outside of us and attracts all kinds of people, some wonderful worthy people like the United Church and the Mennonites, and other people over whom we'll have no control but we'll be lumped in with them," said May.
May, who is the MP for Saanich-Gulf Islands, said she would continue to represent her constituents until the next federal election in 2019.
"If there's ever a place where I decide that being leader of the Green Party doesn't help me do the best job I can do for the constituents of Saanich-Gulf Islands then I know where my allegiance lies — and it's with Saanich-Gulf Islands."
May, who is a member of a special parliamentary committee tasked with proposing changes to Canada's electoral system, said she couldn't allow this issue to distract her from "promoting fair voting" or any other of her party's priorities.
"To what extent is this motion, so distracting and the fact that I oppose it, inconsistent with my role as leader? Those are the things I have to consider," she said.
May received 93.6 per cent support from party members during a leadership review in April.

I’ve Been Approved As A Candidate For The Leadership Of The Green Party Of Canada
This morning, I learned that my application to participate
in the Green Party of Canada leadership race has been accepted following
a successful appeal from a decision of a vetting committee.
My campaign team and I are overjoyed at this opportunity to fight for the values we hold dear: social and environmental justice, diversity, non-violence, and participatory democracy. We’re excited to be part of a diverse and dynamic field of candidates, and we look forward to continuing to collaborate with them during this race.
This process has proven that the Green Party does politics differently. Unlike the secretive vetting process used by other parties, I was given the identity of the vetting committee members and a list of their concerns. During my appeal, I was given the opportunity to submit a written statement, and to participate in a candid discussion with the appeal commitee.
I applaud the appeal committee’s decision to place its trust in party members. This outcome sends a strong message to progressives across this country that the Green Party is the home of grassroots democracy. I encourage everyone in this country who wants to be part of a progressive, democratic party to join the Green Party today.
I’d like to thank the many party members who spoke passionately about the need for a fair process. I am also grateful to my fellow candidates, who offered their support both publicly and privately. This party’s commitment to democracy and collaboration runs deep.
Finally, I would like to express my gratitude to my partner and two children, who were a source of strength for me during the appeal process.

Elizabeth May Misleads Canadian Jewish News, Smears BDS Supporters
On May 6, 2019, Paul Manly of the Green Party of Canada won a historic byelection in the B.C. riding of Nanaimo-Ladysmith. For the first time in over 35 years of existence, the Green Party will now have two MPs who both won their seats under the Green Party banner.The other Green MP is, of course, Green Party leader Elizabeth May.
Paul is the son of former NDP MP Jim Manly. In 2015, before joining the Green Party, Paul sought the NDP nomination in the same riding, but the NDP, then led by Tom Mulcair, shamefully blocked Paul’s nomination.
At the time, Paul revealed that the rejection of his candidacy was related to Israel/Palestine:
I was told verbally on the phone, that the
reason was in relation to what I said and did when my father was in
Israel. There was also concern that I was running to make Israel and
Palestine an election issue.
In 2012, Paul’s father Jim was arrested by Israeli authorities for trying to break peacefully through Israel’s inhumane blockade of Gaza. Jim was released a few days later.
The Zionist Lobby’s Attacks On Paul Manly Have Already Begun
In light of Paul’s history, it is all-too-predictable that the Zionist lobby began attacking Paul within days of his victory.On May 10, 2019, Canadian Jewish News (CJN) published an article entitled “Concerns Raised Over New Green MP’s Views On BDS.” The concerns, of course, were those of the usual pro-Israel suspects: the Centre for Israel and Jewish Affairs (CIJA), B’nai Brith Canada and the Friends of Simon Wiesenthal Centre (FSWC).
Leading the charge was CIJA CEO Simon Fogel, who thundered that “The Green party has been co-opted by extreme activists who – in their obsessive campaign of prejudice against Israelis – threaten the party’s own credibility and relevance in Canadian politics.”
The CJN article is rife with hyperbole, falsehoods and distortions, but my purpose in writing this post is not to address the invective from the usual suspects. Rather, my purpose is to expose the misinformation emanating from Elizabeth May.
The CJN article reported that Elizabeth May gave a telephone interview to CJN staff reporter Paul Lungen. After that interview, Lungen attributed to Elizabeth May various statements that are false or, at a minimum, highly misleading.
May’s false and misleading statements are contained in the following passages from CJN‘s article.
In a telephone interview from
Ottawa, Green Party Leader Elizabeth May said the party repealed the
August 2016 pro-BDS resolution in December of that year. It spent
$100,000 and went to great lengths to reconvene a larger gathering of
the party, in order to do so.
“We have nothing to do with
BDS,” May said. “We repealed it. We are not a party that condones BDS.
We would never tolerate anybody in our party who violates our core
values, who are anti-Semitic.”

May pointed to Vision Green, the Green party’s platform on a number of issues, including the Israeli-Palestinian dispute.
In it, the party endorses
Israel’s right to exist, calls for an end to violence and says the Green
party will “Accurately label products so that consumers can
differentiate between products of Israel and those of disputed areas,”
and “Amend the Canada-Israel Free Trade pact to allow for product
differentiation.”
It also calls for “an end to
the collective siege of Gaza so that medical and humanitarian aid can be
provided,” and urges “Israel to stop expansion and the building of
illegal settlements beyond the 1967 borders.”
Before I unpack these falsehoods and misleading statements, it is important to recall the history of this matter.
The Green Party’s BDS Resolution
I had the privilege of working with Paul Manly in 2016, when I served briefly as Justice Critic in the Green Party shadow cabinet.(In the interests of full disclosure, I donated $400 to Paul’s recent electoral campaign.)
My seven months in the Green Party of Canada’s shadow cabinet were tumultuous, to put it mildly.
Shortly after Elizabeth May invited me to join shadow cabinet, I travelled to Israel and the West Bank for the fourth time in my life. There, I witnessed the daily oppression under which Palestinians are forced to live. Their current plight seemed to me to be worse than ever.
That experience left an indelible impression upon me, and moved me to bring forward a Green Party resolution calling for the party to support the use of boycotts, divestment and sanctions to bring an end to Israeli settlement construction in the West Bank and to induce Israel to negotiate a just and sustainable two-state solution with the Palestinian people.
This was the full text of my proposed resolution:
Contrary to claims that were made at the time, my proposed resolution was not an endorsement of the BDS Movement. In fact, the resolution made no reference to the BDS Movement. More importantly, and as I explain more fully below, the BDS Movement has three fundamental goals. My resolution addressed only one of those goals: ending Israel’s occupation of and settlements in the Palestinian territories of the West Bank, including East Jerusalem, and Gaza.
After deciding to bring forward the BDS resolution, I soon learned that Elizabeth May was opposed to BDS. In good conscience, however, I could not withdraw the resolution after what I had seen in Palestine. I decided to persevere despite May’s opposition, expecting fully that I would lose in the end, but that I would at least draw attention to the immense suffering of Palestinians.
To my considerable surprise, at the party’s biannual convention in August 2016, a large majority of the members in attendance voted in favour of the resolution over the objections of Elizabeth May.
Within days of that unexpected victory for human rights, Elizabeth May threatened to resign as Green Party leader.
Under intense pressure, the party’s Federal Council hastily organized a special meeting of the party’s members, the primary purpose of which was, without doubt, to engineer a repeal of the BDS resolution.
I and the dozens of other Green Party members who had worked tirelessly to secure the resolution’s adoption decided to resist.
At that stage, the party was threatened by a divisive battle.
The New Green Party Resolution on Israel / Palestine
In order to avoid lasting damage to party unity, Paul Manly and another shadow cabinet member, Jo-Ann Roberts, were appointed to lead negotiations between those who wished to preserve the resolution and those who wished to secure its repeal. The objective was to find a compromise that everyone could live with. I was one of three shadow cabinet members who led the negotiations on behalf of those who wished to preserve the BDS resolution.Thanks in no small part to the admirable efforts of Paul and Jo-Ann, a compromise resolution was agreed to by the main negotiators in November 2016, a few weeks prior to the special meeting Federal Council had hastily called after Elizabeth May’s threat of resignation.
At the time that an agreement was reached, Paul and Jo-Ann issued this statement to Green Party members announcing the successful conclusion of the negotiations:
That statement to party members was unambiguous in declaring that the new resolution had Elizabeth May’s “full support.”
The new resolution was presented to the members at a special meeting held in Calgary in December 2016. It was adopted with the support of 84% of the members present at the special meeting. A month later, it was ratified by 91% of Green Party members who voted in an online vote.
Does the Green Party of Canada Now Support BDS?
It is true that the new resolution (the full text of which can be examined at the end of this article) omitted the dreaded acronym “BDS”, but it is equally true that the new resolution went much further than the original BDS resolution.First, the new resolution explicitly endorsed not one but all three of the goals of BDS Movement. Those goals are stated clearly on the website of the BDS Movement. They are stated to be as follows:
- Ending Israel’s occupation and colonization of all Arab lands and dismantling the Wall;
- Recognizing the fundamental rights of the Arab-Palestinian citizens of Israel to full equality; and
- Respecting, protecting and promoting the rights of Palestinian refugees to return to their homes and properties as stipulated in UN Resolution 194.
Resolution 194 was adopted by the U.N. General Assembly in the 1940s. It provides that:
refugees wishing to return to their homes
and live at peace with their neighbours should be permitted to do so at
the earliest practicable date, and that compensation should be paid for
the property of those choosing not to return and for loss of or damage
to property which, under principles of international law or equity,
should be made good by the Governments or authorities responsible.
It is thus clear that the Green Party’s new resolution on Israel / Palestine endorsed all three goals of the BDS Movement: the
right of Palestinian refugees to return to their homeland; full
equality for Palestinians living in Israel; and an end to the
settlements and the occupation of Palestinian Territories.The same is true of the tactics of the BDS Movement: the Green Party’s new resolution on Israel / Palestine endorsed the BDS Movement’s tactics of boycotts, divestment and sanctions, as is clear from this passage (among others):
Not only did the new resolution endorse in broad terms the three core tactics of the BDS Movement, but it also did something else that the original resolution did not do: it explicitly called for specific types of sanctions to be imposed upon Israel, namely, an arms embargo and a ban on the importation into Canada of products from Israel’s illegal settlements.
One other respect in which the new resolution surpassed the original is that the new resolution called on the Government of Canada to ask the International Criminal Court (ICC) to prioritize its investigation into charges of potential war crimes by members of the Israeli forces. The original resolution made no reference to the ICC or to the commission of war crimes by Israeli forces.
What Is A Movement?
At the end of the day, a movement is defined essentially by its goals and tactics.The Green Party’s new resolution on Israel / Palestine unequivocally embraced goals and tactics that are indistinguishable from those of the BDS Movement.
Elizabeth May is reported to have told the CJN that “We have nothing to do with BDS. We repealed it. We are not a party that condones BDS.”
Those claims are false, and undeniably so.
This is not the first time that the Green Party leadership has misled the public about the new resolution. From the moment that the new resolution was adopted in Calgary, the Green Party apparatus has issued statements that have deceived the media and the public about the true nature of the party’s support for BDS.
For example, within hours of the completion of the Calgary meeting, the party issued a press release – without my consent or foreknowledge – declaring that we had “rejected the goals of the BDS movement.” This was a gross falsehood about which I and others complained vigorously at the time. Those complaints led to a modification of the GPC’s statement about the new resolution, but not before the party’s original statement caused the media to issue false reports about the resolution, such as this one:
Finally, in her comments to the CJN, Elizabeth May reportedly talked about statements made within Vision Green about Israel and Palestine. It is important to understand that Vision Green is not a comprehensive compilation of the member-approved policies of the party, although it is certainly influenced by member-approved policies. The leader of the party exercises vast control over the content of Vision Green. In important respects – and this is certainly true with regard to Israel and Palestine – Vision Green is akin to a marketing document; it represents the leader’s preferred messaging rather than the policies adopted by the members to whom the leader is purportedly answerable.
Are The Thousands of Greens Who Support BDS Anti-Semites?
The CJN article attributes to Elizabeth May the following comments:
We are not a party that condones BDS. We
would never tolerate anybody in our party who violates our core values,
who are anti-Semitic.
Assuming she spoke these words, Elizabeth May appears to have implied to the CJN that supporters of BDS – a movement endorsed by progressive Jewish groups around the world, including Independent Jewish Voices Canada and Jewish Voice for Peace – are anti-Semites.Not even the Canadian Parliament’s anti-BDS resolution, adopted in February 2016, went so far as to accuse BDS supporters of being anti-Semites.
Notably, Elizabeth May was absent from Parliament when the vote on Parliament’s anti-BDS resolution was held.
By contrast, current NDP leader Jagmeet Singh (whose unwillingness to endorse sanctions on Israel I have previously discussed) spoke vigorously against a similar resolution brought forward in Ontario’s legislature when he was an Ontario MPP.
Did Elizabeth May Expel Me From The Green Party Of Canada?
The CJN reported that Elizabeth May expelled me from the Green Party.That too is false.
In September 2016, Elizabeth May did expel me from the Green Party shadow cabinet after I refused her demand that I apologize to B.C. Green Party leader Andrew Weaver for responding critically to his attacks on BDS supporters.
May did not, however, expel me from the party, nor has she the authority to do so. Under the party’s by-laws, only the Federal Council or the membership can expel a member.
I remained a member of the Green Party until May 2017, at which time I voluntarily terminated my membership.
I did so because I could no longer support a party led by Elizabeth May.
What Did Elizabeth May Actually Say To The CJN?
As a visible supporter of the Palestinian cause, I have learned that pro-Israel media organizations like CJN have a distinct tendency to treat Palestinian solidarity activists unfairly, even viciously.That is why I refrained from commenting publicly on the CJN article before affording to Elizabeth May an opportunity to correct any misreporting of her comments by staff reporter Paul Lungen.
On May 11 (the day after the CJN article first appeared), I sent an email to Elizabeth May in which I forcefully complained of the falsehoods appearing in the CJN article.
Following my complaint to May, the Green Party sent this corrective letter to CJN:
In response to the Green Party’s letter, CJN has modified its statement about my status within the party. The modified May 10 article now tersely states:
As far as I can tell, there has been no other significant modification to the CJN article, and why would there be? The letter from the Green Party to CJN points to no other errors in reporting.
And this raises a critical question: if Elizabeth May did not make the other comments that Paul Lungen has attributed to her, then why has she not attempted to correct those statements?
It’s Time To Stop Appeasing The Zionist Lobby
Quite apart from questions of principle and integrity, we Palestinian solidarity activists ought to be deeply concerned about Elizabeth May’s strategy.In a word, her strategy for dealing with the Zionist lobby is, and always has been, one of appeasement.
If the relentless attacks on Jeremy Corbyn have taught us anything, it is that the lobby is implacable. It will not tolerate even a hint of sympathy for Palestinians in our elected officials. And if an elected official or candidate for political office dares to broach the forbidden subject of sanctions on Israel, nothing will placate the lobby other than the utter destruction of that person’s reputation and credibility.
In the end, there is one and only one strategy that can succeed in defeating the Zionist lobby. That strategy is principled, peaceful and relentless resistance.

Supreme court to rule on mutual fund ‘market timing’ lawsuit
The
future of a class-action lawsuit targeting mutual fund managers for a
"market timing" scheme that allegedly cost ordinary investors hundreds
of millions of dollars will be decided by the Supreme Court of Canada on
Thursday.
At issue is whether the
aggrieved investors had the right to launch a class action against the
mutual fund companies, even though the defendants had already settled
allegations over the issue with the Ontario Securities Commission and
agreed to pay back $205.6-million.
In
2010, Ontario Superior Court Justice Paul Perell initially refused to
give the class-action lawsuit a green light, siding with arguments from
the defendants who argued that the OSC proceedings were a "preferable
procedure" to a class action. But two subsequent appeal rulings sided
with the investors, who claim the compensation falls far short of their
real losses.
Some lawyers watching
for the decision say it could have major ramifications for the growing
area of securities class actions, since most such lawsuits by investors
seeking their money back are launched parallel to action by securities
regulators.
The market timing case
dates back to a 2003 OSC probe of five large mutual fund managers.
Market timing, which is legal, allows sophisticated investors to take
advantage of the way mutual funds are priced. Unlike stocks, the value
of a mutual fund is set just once a day, at 4 p.m. Eastern Time.
Traders
can use this fact to move in and out of funds based on, for example,
overseas market activity that has rendered the current pegged value of a
fund out of date.
In
settlements with the OSC in 2004 and 2005, AIC Ltd., CI Mutual Funds
Inc., Franklin Templeton Investments Ltd., AGF Investments Inc., and IG
Investment Management Ltd., acknowledged, without admitting civil
liability, that they had allowed certain investors to engage in market
timing in a way that harmed long-term investors, and agreed to pay
$205.6-million in compensation. In 2009, class actions on behalf of the
funds' unit-holders were launched against the fund managers, with
plaintiffs arguing that their losses from market-timing could be as high
as $800-million.
The current appeal
before the Supreme Court involves just two of the defendants, AIC and
CI Mutual Funds Inc., as the others have settled.
Lawyer
Brian Radnoff of Lerners LLP said that securities cases weren't the
only type of class actions that could be affected by the ruling. In
other class-action cases, he said, defence lawyers often argue that
regulators, not class-action plaintiffs, should be holding companies to
account for faulty or dangerous products, false advertising or
price-fixing schemes.
Mr. Radnoff,
who is not involved in the case, said he believed restoring the initial
decision barring the investors' class action would "significantly
reduce" the growing number of securities class actions filed in Ontario.
"It would be a significant problem, for investors and for these type of class actions," said Mr. Radnoff in an interview.
But
Dimitri Lascaris, a litigator who files many securities class actions
against companies on behalf of investors, but is not involved in this
case, disagrees.
Mr. Lascaris, a
partner with Siskinds LLP in London, Ont., says Canadian securities
regulators rarely seek to force defendants to actually pay back
investors. A ruling barring class actions in cases when the regulator
did so would have little effect, short of a "sea change" in enforcement
practices, he said.
"Historically,
rightly or wrongly, securities regulators have in very few instances
sought to recover compensation for investors," Mr. Lascaris explained.
"The market timing case is very unusual for that reason."
Lawyer
Andrew Gray of Torys LLP, who does defence work on class actions and
OSC cases but is not involved in this case, said he hoped the Supreme
Court would restore the initial ruling blocking the class action.
That
would encourage companies to settle allegations with securities
regulators more quickly and pay back investors, he said, rather than
worrying about their double exposure in a class-action: "If there was a
way to wrap up all of your issues with the regulator quickly, in some
cases that's probably net-net the best outcome for everyone."

I would have to say that if one ignores all the other issues about
political corruption the folks in Brazil at the very least could use
the services ao a whistleblower about the financial industry that is
the true cause of the economic hardshipt around the world. I offered
my help to Brazil first because they were the only ones in the UN to
ask for more info from me in 2005. After talking to the snobby dumb
bastard in Ottawa today who spoke for the people of Brazil I feel pity
for the ordinary folks in that country that pays his wages so that he
can live high off the hog in Canada with diplomatic immunity. I can't
help but wonder if Dilma Baby will even read this email but i know for
a fact I am seeing more folks from Bazil that any other country in the
world checking my work in the past month (excepting the USA and

Dimitri Lascaris wants the Green Party to be the champion of Canada’s left
Still, the Greens ultimately failed to sharpen their message and establish a firm foothold in the House of Commons. Several key issues served to derail the party’s prospects for broader appeal, and despite some late-campaign momentum that had many expecting a third-place finish, it ended up without any real leverage in a minority parliament.
Elizabeth May got bogged down in questions about her—and by extension, the party’s—official position on abortion, while Pierre Nantel, a high-profile candidate who quit the NDP to run for the Greens in a Montreal-area riding, courted controversy for doubling down on his sovereignist views.
Above all, however, it was the Green’s failure to distinguish itself as a bold progressive faction (on issues other than the environment) that proved its downfall. How could a party that ran with an unsophisticated and wide-eyed slogan of “Not Left. Not Right. Forward” break through to disgruntled voters on either side of the political spectrum?
Strangely, despite promising progressive policy measures including free tuition, cancellation of student debt, pharmacare and a “guaranteed liveable income,” the party’s now former leader concluded that, from the point of view of the Greens, “the whole idea of a left-right dichotomy is something of an anachronism.”
The Greens now find themselves again at a crossroads. May stepped down in November after 13 years at the helm, and the party’s leadership convention is slated to take place in Charlottetown in early October (if COVID-19 doesn’t move the date).
So far, there are six candidates vying to replace May: Annamie Paul, a lawyer and international affairs specialist from Toronto; Alex Tyrrell, the leader of the Green party in Quebec; Amita Kuttner of Burnaby, who holds a PhD in astronomy and astrophysics; David Merner, a lawyer, public servant and former Green Party candidate for Esquimalt—Saanich—Sooke in 2019; Judy Green, a grandmother from Nova Scotia who has held positions with the Canadian Forces; and Dimitri Lascaris, a lawyer who ran for the Greens in London in 2015, and served as a shadow cabinet minister without holding a seat in the House of Commons.
Lascaris, a long-time activist, author and class-action lawyer who focuses on human rights and environmental law, should be known to many on the left. He is a board member of the Real News Network, a progressive outlet founded by Paul Jay and based in Baltimore and Toronto, and has spent many years campaigning for the rights of Palestinians, even leading a push within the Green Party to support elements of the boycott, divestment and sanctions movement (BDS). Lascaris is not only an effective and articulate activist, he’s an accomplished writer and lawyer to boot. He was named one of the 25 most influential lawyers by Canadian Lawyer Magazine in 2012. The following year, Canadian Business Magazine included him as one of the 50 most influential people in Canadian business, describing him as the “fiercest legal advocate for shareholder rights.” Four years ago, Lascaris ended his law career and committed himself full-time to work as an activist and writer on issues ranging from climate change to Canadian foreign policy.
Lascaris is intent to push the Green Party to the left, and to dispense with the notion that ideological camps on the right or the left have lost their meaning. Above all, though, he wants to give progressives a place to stake their long-term future, and give the majority of Canadians who hold progressive views a real voice in parliament.
Canadian Dimension spoke with Lascaris on Saturday, April 11.
Harrison Samphir: Right off the top: what do you think of how the Liberals have handled the pandemic so far?
Dimitri Lascaris: If you look at what we are doing as a snapshot of the current world in which we live, I’d say from a public health perspective we’re doing a pretty good job. The Liberals have taken limited resources during an unprecedented public health crisis and managed, primarily through strong spatial distancing measures, to keep the infection rate and the mortality rate down. If you compare us, for example, to our neighbours south of the border, and adjusting for population size, Canada has fared much better in terms of apparent infections and deaths. But we should also acknowledge that the risk of a pandemic has been known for years, and in my view there’s no excuse for the fact that a wealthy country like Canada does not have adequate quantities of protective equipment to deal with a crisis of this nature.
We don’t have an adequate supply of masks for frontline healthcare workers, and we don’t have a well thought-out plan to increase the hospitalization capacity in this country. There will come a time when we will have to analyze all of that, and ask ourselves the hard question about how much of this should have been anticipated and prepared for from a public health perspective, and I think that’s a discussion that must be had in order to avoid something like this happening again in the future. But I think right now, considering the resources available to the government, it’s done a pretty good job. From an economic perspective, I think its performance has been much less satisfactory.
HS: Let’s get into that. In your view, how have the government’s economic response measures fallen short?
DL: Well, my primary criticism is that there are millions of Canadians who are not covered by the Canadian Emergency Response Benefit (CERB). I have been advocating very strongly for making the CERB available to every single Canadian, and we shouldn’t have criteria which unfairly exclude any vulnerable citizen. These things should be universally available. I also think this type of income support should be permanent, that we should have a guaranteed basic income. There’s really no excuse for us not to have one. And I think the government has not dealt adequately with the question of rent for small businesses, and particularly residential renters.
I’ve been calling for months for a minimum three-month rent holiday, applicable to large landlords. We should also have an interest holiday in this country—and this is perhaps my biggest criticisms of the government. We have wildly profitable banks in Canada. They have been making money hand over fist, and they received support during the last financial crisis in various forms. There’s absolutely no reason why the government should not be mandating, through legislation, a minimum of a three-month interest holiday so that Canadians don’t have to pay any interest (and I’m talking about the forgiveness of interest, not deferment) on mortgage loans, consumer loans, credit card balances and student debt. It should be three months to begin with, and it can be revisited later. Up until now, the government has been saying that it’s been asking the banks to be nice to Canadians. You know, banks aren’t in the habit of being nice, frankly, to their customers—their primary and overwhelming objective is to make money, as much of it is possible, and enrich the executives and the shareholders, and they have proven this over a period of decades. Banks aren’t going to play nice. They have to be obliged, as a legal matter, to give Canadians who are desperately in need of relief from interest, the necessary help.
HS: Following up on that, how do you feel the opposition parties, notably the NDP, have responded? Has their response been adequate to hold the government to account during this time, and push for some of the economic measures you mentioned?
DL: I think overall the opposition parties have performed reasonably well, and my comment doesn’t simply apply to the NDP. It’s very difficult for opposition parties in the current climate to be critical, and I understand that, because there’s a natural tendency on the part of the citizenry to come together and look for unity from their leaders during a public health emergency. So the pandemic presents a difficult environment for any party to be critical, and I think you have to measure your words carefully. On the whole, however, I think the opposition parties collectively have done a reasonably good job in these trying circumstances.
One thing that I was very pleased to see was that the Green Party of Canada leadership, along with other opposition parties, strenuously opposed what was a vast overreach by the Trudeau government during the first economic aid legislation, where the Liberals were looking for parliament’s blessing for them to make—without virtually any oversight—taxing and spending decision for a period of two years. Opposition parties fought that, and the Liberals were forced to retreat, but it was a fight well worth having, and I was encouraged to see that the Green Party and other parties were willing to step up to the plate.
HS: Let’s turn to the Green Party itself. Why do you want to be its next leader?
DL: I first started thinking about this in November of last year, and did not make up my mind until the middle of February. So I took a good three months, and I consulted with dozens of people around the country whom I respect and who have similar values to my own. Some of those people are traditional supporters of the Green Party, some are traditional supporters of the NDP, some are further to the left of both parties, and some are independents. One of the things that I heard and that I learned during that process was the immense frustration progressive Canadians feel about the fact that they’re not really represented in parliament. And I think that’s true. It’s a view I’ve held myself for years, and I’ve been quite vocal about it. The NDP, which has never really been a radical party, certainly not in my lifetime—although it was further to the left for some years when I was growing up—moved very much to the centre under Tom Mulcair. I think Jagmeet Singh’s leadership has been slightly more progressive than Mulcair, but fundamentally, Singh has left the party firmly ensconced in the centre of the political spectrum.
The Green Party of Canada has explicitly positioned itself as a centrist party for the last ten or more years, going all the way back to the Jim Harris era. In fact, the Green Party’s slogan for the campaign during the 2019 election was: “Not Left. Not Right. Forward.” So there was an explicit effort by the party leadership to disassociate itself from the left. And so you have a stunning situation in parliament, despite an incredible number of people in this country who lean in a progressive direction, where there isn’t a single leader who truly represents the left. I think this is an opportunity for us to change that, and for us to give a voice to the millions of Canadians who feel they’re underrepresented in parliament, and begin to demand far more bold measures in terms of dealing with social injustice, improving our appalling foreign policy—which in virtually every way mimics that of the United States—and ending our systemic discrimination against Indigenous peoples and other marginalized groups including black Canadians.
We also need to deal with the question of militarism, and our extreme levels of defence spending. I think we should be having a debate about our membership in NATO—I think we should get out, and I’ve been very clear about that. I think a lot of Canadians feel that way and nobody is advocating for it, nobody will even discuss these things in parliament. When is the last time you heard a parliamentary debate about whether or not Canada should be in NATO? We can’t even talk about these issues in the current political environment, and I think that has to change.
HS: Many Canadians may have a particular perception of what the Green Party is and what it stands for. Globally, at least, ‘Green parties’ could be described as a floating signifier—there is no agreed upon recognition of what values and policies they uphold or represent. So how do you go about convincing Canadians that the Green Party really is a left wing party?
DL: Well, perceptions are very interesting. I did a long interview on the Craig Needles Show in London about a week ago, and towards the end of the conversation, during which I said many of the same things I’ve said to you, Craig said “So you want to move the Green Party even further to the left?” He found that to be quite remarkable, you know, because he and a number of other people in the media landscape and on the right of the political spectrum already believe that the Green Party is a left wing party. I think there’s some truth to that—the party has long been a champion of universal basic income (UBI), taken bold positions on climate change, and is a big proponent of pharmacare. It’s also arguably the most vigorous defender of Indigenous rights in parliament, and by a significant margin. So if you compare the Green Party to the impoverished standards of politics in Canada today, I think you could fairly describe it, despite what the leadership may say, as a moderately left wing party.
But I think we can do much better, both in delivering our message and improving the content of our message. So for example, one thing that matters a great deal to me is inequality in this country. The Green Party of Canada did not advocate in the last election, and has tended to avoid advocating for sharp increases in the top marginal tax rate. For much of the post-World War II period—and this is rarely talked about by media personalities in this country, or by the business community—the top marginal tax rate in Canada and the United States, hardly a socialist country, was in excess of 90 percent, and for an even longer period it was in excess of 70 percent. Why isn’t anyone advocating for a minimum of a 70 percent top marginal tax rate, when we have exploding inequality in this country and fewer than 90 of the richest families owning as much wealth as three provinces combined, while tens of thousands live on the streets and millions live in poverty, including many children? So the party has not advocated for increases in the top marginal tax rate, and I think it should.
The party also has not been a vigorous defender of organized labour, and I’ve even heard some people say, people on the left who care deeply about the rights of workers, that the Green Party leadership is anti-labour. So I think we should be advocating for a series of reforms to defend the rights of organized labour in Canada, and we should be advocating for a much higher minimum wage in this country. There are a whole range of things that we should be talking about and we should be leading on that relate to the whole question of inequality and social justice. We should be talking about housing being a human right. There should not be one single Canadian who is homeless. There should be not one single Canadian living in poverty. We have the wealth as a county to ensure that that is possible.
So I think the party has put a lot of eggs into the environmental basket, and I certainly intend, if I am elected leader, to continue to be a tireless defender of the environment and a tireless advocate for the resolution of the climate emergency. But I think we need to broaden our scope and also talk about inequality and social injustice. That is, after all, one of our core values, it’s just not one that’s talked about a lot. Of the six core values we have, one of them is social justice. Another one is non-violence. So why as a party are we not advocating for a drastic decrease in military spending? That’s something we didn’t do in the last election. That’s something I would favour, and I’d even start a conversation about the complete demilitarization of this country. Why do we even have a standing army? These are important conversations I think we should be having.
HS: Would you describe yourself as an eco-socialist?
DL: I would, yes. But I’ve had a very interesting series of discussions ever since the press learned that I was thinking about running back in December. I was asked this question at the very outset, and I answered it honestly: I am an eco-socialist and I am proud to be one. But a significant percentage of the people within the Green Party expressed to me the view that highlighting that fact, and emphasizing that label of eco-socialist, may scare away a lot of voters. I don’t necessarily accept that, but I do think there is a lot of misunderstanding in Canada about what socialism is, and so what I’ve decided to do, when a journalist such as yourself asks me that question, I’m going to answer it honestly. But at the same time, I’m not going to lead with my eco-socialism, because I think that may engender some misunderstanding among those who don’t have quite a good handle on what that means. I’m going to lead with specific policies. And I think if you look at the sum total of the policies I’m advocating for, it absolutely is eco-socialism, but why not explain to people the policies first, and then they’ll understand what you mean when you respond to the question affirmatively and say Yes, I am an eco-socialist.
HS: Under your leadership, what will the Green Party do to foster a healthier relationship with the natural world, to fight climate change, and halt biodiversity loss?
DL: At the top of the list is the need to phase out the fossil fuel industry, because it is wrecking the planet. There are no two ways about it. Right off the bat, we need to end all forms of fossil fuel subsidies. I think we need to substantially increase the carbon tax. I think we need to ban outright any new exploration for oil and gas; ban the construction of any new fossil fuel infrastructure. I think we need to demand of the fossil fuel industry that it begin to pay for the massive expensive cleanup that we’re going to have to engage in as Canadians, in Alberta and elsewhere. We’re looking at a cleanup bill for orphan wells and tar sands tailing ponds in the range of $250 billion, and that may be a conservative estimate. The Alberta Energy Regulator has been completely captured by the oil industry, and has collected around $2 billion in liability security from the oil industry. That’s absolutely unacceptable. These companies are going to be long gone by the time the bill has to be paid, unless we get appropriate amounts of security. And if we do that, and if we also help to fund it from a provincial and federal level, what we can create in the province of Alberta is what Regan Boychuk, one of the leading activists in this area, has called a reclamation boom. We could have a jobs boom in Alberta, just through funding the inevitable and absolutely indispensable cleanup of orphan wells and tar sands tailing ponds. Those are things we absolutely have to do right away. And all of that is not simply going to help us reduce the threat of climate change, it is also going to help us have a healthier natural environment. There are massive amounts of fresh water being contaminated every day by the oil and gas industry. The soil and air are being infected with carcinogens and toxins. So we’re not only going to address the climate emergency by phasing out fossil fuels as rapidly as possible and by engaging in a massive reclamation project, but we’re also going to improve the quality of our air, our water and our soil. That will improve the health of the entire natural world. So to me, that’s at the top of the list for restoring the health of our society.
HS: You just touched on this, but how will the Green Party help to achieve the goal of restoring or protecting 30 percent of land and freshwater by 2030, a promise that has been made by the Liberal government?
DL: Well I think we absolutely have to expand the protected areas in this country. It’s a difficult discussion to have, becuase North American society in general has grown very accustomed to having a meat-based diet. I think we need to be talking about the necessity of moving away from this dependency. Even if people are unwilling to give up meat altogether, they can certainly reduce substantially their consumption. This will enable us to commit less arable land to livestock. If we can reduce that reliance, we can restore a lot of the land that’s currently being used as pasture and farmland to a forested state, which will also help us to deal with the climate emergency and enhance biodiversity. So I think we need to be having a much more assertive conversation about the need to alter our diet as Canadians, and that’s something that many political parties, and indeed the environmental movement has been shy about.
HS: Under your leadership, will the Green Party be willing to impose stricter regulations on the natural resources sector, contrary to the current practice of industry self-regulation?
One thing I learned during my career as a class action lawyer is that self-regulation is an oxymoron. It’s a contradiction in terms. There’s no such thing as self-regulation. We’ve been hearing for years that it was under the Stephen Harper government and the Trudeau government, this concept of voluntary corporate social responsibility for Canada’s mining sector. The proof is in the pudding. This concept, which successive governments have relied upon, to “regulate” the mining industry, particularly in their foreign operations, has been completely ineffective. The mining industry continues to contribute to environmental degradation, and it continues to engage in human rights violations around the world. The only way to regulate any for-profit industry effectively is by having independent regulators who are highly trained. We need to shut the revolving door between regulators and industry, and we have to give regulators the enforcement power and resources necessary to ensure compliance. So I have a dramatically different vision of what regulation ought to look like than that of the other parties.
HS: Let’s shift now to foreign policy. You have been a longtime critic of Canadian foreign policy, in particular the longstanding support by both the Liberals and Conservatives for Israel, at the expense of Palestinian lives and self-determination. Do you endorse BDS. If so, why?
DL: Former Green Party leader Elizabeth May went to the West Bank in 2018 with other parliamentarians, and was given a view of the West Bank and the occupation which few parliamentarians, particularly Liberals and Conservatives have ever had, because they’re not interested in hearing from Palestinian voices, they just don’t care. And when Elizabeth May came back, she said that what is being done to the Palestinians in the West Bank is far worse than apartheid in South Africa. Now this is not just May’s view. This is my view. I’ve been to the West Bank four times over the course of 25 years, and I’ve seen the degradation of the living conditions and the rights of the Palestinians living under occupation. This is the view of Noam Chomsky, one of the most respected public intellectuals in the world today. This is the view of John Dugard, the former United Nations Special Rapporteur to the commission on “the situation of human rights in the Palestinian territories occupied by Israel since 1967”. He’s a South African human rights lawyer. There are many people who have come to understand that was is happening in the Occupied Territories is in fact far worse than apartheid.
I will go as far as to say that if you lavish praise on the regime of Benjamin Netanyahu, the Israeli government, despite its heinous crimes, you are not fit to hold political office. End of story. It is an affront to human rights that one could call themselves a proponent of the rules-based international order even as you are lavishing support and praise on a regime that is implementing policies that are far worse than apartheid in South Africa. Our government is deeply complicit in the suffering of the Palestinian people. We confer trade benefits on Israel. We vote in favour of Israel repeatedly, with a very small group of countries at the United Nations. We trade in arms with the state of Israel. We are developing artificial intelligence with Israel. Our leaders are constantly misleading Canadians about the true nature of the government of the state of Israel. So we have played a tragic and appalling role in the suffering of the Palestinian people, and we as Canadians have an obligation to make things rights, because of the complicity of our government. That is something I will always remain committed to.
What I’m saying is very simple: that we treat Israel the way we do any other violator of human rights, by imposing sanctions and restrictions on trade. I think that’s a very simple message that no conscientious Canadian should disagree with.
HS: How about Canada’s relationship with the United States? The Trudeau government has been very cooperative with the Trump administration, helping to sign the new NAFTA. I’d like you to talk about some of the false promises of free trade agreements and how the Green Party would approach the issue of globalization more broadly.
DL: If I was in a position of leadership, the first thing I would do is demand a renegotiation of NAFTA. Several things, amongst others, would need to be incorporated in the agreement for me, as leader of the party or leader of the government, to support it. The first thing we’d need to do is to get rid of investor state dispute settlement (ISDS) mechanisms which allow corporations to sue governments for potentially massive sums whenever they threaten their profits in the public interest. I would make this a prerequisite for any trade agreement that Canada has. The countries with which we enter into these agreements must agree to have minimum levels of protections for workers, they have to have minimum levels of protection for the environment, and they need to have minimum levels of protection for human rights. Those would have to be embodies explicitly in any trade agreement our country signs on to, and there would have to be an enforcement mechanism attached, so that we would have the ability to impose tariffs or other protective measures in the event a government with which we’ve entered into a trade agreement does not respect its commitment to workers rights, human rights, and the environment. That would be absolutely essential.
I’ve been saying for years that successive governments have made our economy increasingly reliant upon the United States. And I think the chickens are coming home to roost, perhaps in a very big way. The Trump administration is doing a terrible job of handling the current public health crisis, and it is doing an atrocious job of handling the economic fallout. We are so tied to the United States economically, we are so interdependent, that even if our government succeeds in managing the COVID-19 pandemic from a public health and economic standpoint, we could be dragged down with the US economy. We could suffer tremendously due to this interdependence.
Our industry should be much more local, and our imports and exports should be much more diversified. We should be developing home-grown industries. We saw a little bit of this in Trudeau’s response to the pandemic, when he announced his government was going to give millions of dollars of funding to Canadian-based pharmaceutical companies to help them come up with a vaccine and treatment for COVID-19. This is something we should have been doing decades ago. We should have been investing in local industry, so that we’re not so heavily reliant upon the US, and particularly an administration led by Donald Trump. So we’re not truly independent, and that’s reflected in both our trade and foreign policy.
HS: How would your winning of the Green Party leadership affect the left in Canada?
DL: My primary concern is to win the hearts and minds of the traditional base of the Green Party of Canada. But the question has arisen, how are going to grow the party? So showing the NDP base that we are serious about defending the values that they hold dear is one way to do that. There are also millions of Canadians who do not vote. Last year, almost eight million eligible voters, in a country of 37 million people, did not even bother to vote. I’m troubled by people who don’t vote, but they have legitimate grievances. They say the electoral system has abandoned them, and that it’s a farce. They think they are legitimizing a broken system by casting a vote. There are millions of Canadians who feel the government has abandoned them and doesn’t care about them, and they are overwhelmingly marginalized folks. So that’s a huge potential source of support.
There’s also a left wing of the Liberal Party. I don’t think it controls the party, but it’s there, and it is very concerned with Trudeau’s failure to address the climate crisis, and I think that’s another potential source of support. So there are a lot of ways we can grow this party, and in order for us to do that, we need to demonstrate to those groups I just mentioned, that we’re the true voice of the left, we’re the true voice of equality, social justice and peace, and that the rest of the parties are pretenders. These folks who pretend to be serious about social justice, inequality, demilitarization and peace, we need to call them out, and we need to be better than them. I think we can grow this party dramatically if we can accomplish that.
HS: Finally, what would you say to left organizations like the Courage Coalition and Democratic Socialists of Canada?
DL: I’d say to them that, first of all, this is your chance to make a difference. Get involved in this race. There are going to be forces, forces of the status quo, neoliberals, people who advocate for regimes that I’ve been very critical of, that are going to oppose my leadership bid, and they’ve already started to do that. If the Courage Coalition, for example, is serious about seeing the rise of the left in electoral politics, when a candidate like me comes along—and not just me, anyone who says the things that I do and has an established record of saying them—we need to see those organizations get behind them. I need their support if I’m going to win this race. I need to the left to be unified behind me. If they do that, I promise one thing to them all: I will never betray my values. I would rather lose political office honourably and ethically than win it dishonourably and unethically. It doesn’t matter that much to me to be in power. I view power as a means to an end. And that is to make the world a more just and sustainable and peaceful place. If I can’t do that by being an elected official, then I have no interest in being one.

After graduating from the University of Toronto Faculty of Law in 1991, he began his law career at the Wall Street law firm of Sullivan & Cromwell. In 2004 he joined Siskinds LLP, one of Canada’s leading class action law firms. There, he co-founded and led Canada’s largest and most accomplished team of securities class action lawyers, recovering more than $450,000,000 for aggrieved investors.In 2016, Dimitri retired from Siskinds in order to devote himself to journalism, activism, and pro bono legal work. Reem Bahdi
Professor Bahdi joined the University of Windsor Faculty of Law in 2002. Her current research focuses on two areas: the human rights dimensions of national security laws and policies in Canada, and access to justice in the Palestinian context. Professor Bahdi is Co-Director of KARAMAH, The Project on Judicial Independence and Human Dignity, a multi-million dollar initiative which aims to support access to justice in Palestine through research, continuing judicial education and directed civil society engagement. She is also the Editor-in-Chief of the Windsor Yearbook of Access to Justice.

Isabella Crispino
Isabella is a student at the
University of Oxford, where she is studying global history and politics.

Montreal and Geneva, Switzerland and moved to England for her university

During her time at Oxford, she has
further developed her passion for human rights, environmental issues and

literary journal, The Oxford Review of Books, has worked consistently

Dr. Radhika Desai
Radhika Desai is Professor at the Department of Political Studies, and Director of the Geopolitical Economy Research Group, at the University of Manitoba in Winnipeg. She recently started her third term as President of the Society for Socialist Studies. Dr. Desai is the author of Geopolitical Economy: After US Hegemony, Globalization and Empire (2013), and has written, edited, or co-edited seven other books, with four currently underway.Dr. Desai's work covers party politics, political and economic theory, nationalism, and British, US and Indian politics. Her approach is historical and based on political economy. In her 2013 work, Geopolitical Economy, she proposed a new approach to understanding world affairs which placed the economic role of nations centrally, and used a distinctive interpretation of the interrelated ideas of uneven and combined development, 'late development', and the developmental state as the key to explaining the dynamic of international relations of the modern capitalist world.
Dr. Desai was educated at the Maharaja Sayajirao University of Baroda, India, and at Queen's University at Kingston, Canada.
Alan Freeman
Alan Freeman was an economist at the Greater London Authority (UK) from 2000 to 2011, where he wrote Creativity, London's Core Business and was lead author for London: a Cultural Audit. He helped define the UK's system for measuring the cultural and creative industries. Alan was also lead researcher for The Living Wage: towards a Fairer London, which laid the statistical foundation for setting the Living Wage in the UK and in various other countries including New Zealand.Alan believes that creativity defines the human spirit, and he campaigns for an economy that ends resource-destructive modes of growth by prioritising creative production. Now retired, he lives in Winnipeg, Manitoba where, with Radhika Desai, he co-directs the Geopolitical Economy Research Group at the University of Manitoba. Alan served on the board of the Winnipeg Symphony Orchestra from 2012 till 2018 and serves on the boards of Manitobans for the Arts and Video Pool Manitoba.

Rami Yahia
Rami Yahia is a Canadian activist with Palestinian background. He first became involved with social movements in 2014 through Solidarity for Palestinian Human Rights (SPHR) Concordia. Following this, he became an executive of the Concordia Student Union, where he advocated on behalf of Concordia undergraduate students. Rami then became the Secretary General of the Association for the Voice of Education in Quebec (AVEQ), a provincial student association in Quebec. AVEQ’s mission was to offer a more democratic student union that was centered around Quebec universities in the regions outside of Montreal. AVEQ played a crucial role in developing Quebec’s law on sexual harassment on university campuses.
