After Pope's apology, Canada demands action on Indigenous issues
Prime Minister Justin Trudeau acknowledged that the request for forgiveness had an 'enormous impact' on the Indigenous representatives who received it. He added, however, that it could only be a 'starting point, a first step.'
At the request of Raymond Gros-Louis, an "elder" from the Huron-Wendat Nation, Pope Francis, his retinue of cardinals and bishops, Canadian Prime Minister Justin Trudeau, and Governor General of Canada Mary Simon all placed a hand on their hearts for a welcoming ceremony. Then, in keeping with tradition, this First Nations representative lit a "sacred fire" to "connect" with the four directions and the "four life elements." He blew a whistle and asked "the grandmother of the West for access to the great sacred circle." Thus began Pope Francis' meeting with Canadian authorities on Wednesday, July 27, at the Citadel of Quebec, on the third day of the visit by the Catholic Church's leader to the country.
The face-to-face meeting was promising. Mr. Trudeau, a champion of liberal values and a society that protects the rights of minorities, officially welcomed the Pope, the head of a Catholic Church in many ways opposed to the changes in Western societies of the past few decades (reproductive rights, same-sex marriage). But as early as 2017, the Canadian prime minister had gone to see Pope Francis at the Vatican to ask him to come to his country and present the Catholic Church's apology to Indigenous people for the mistreatment of some 150,000 children in residential schools it administered, in accordance with the recommendations from the Truth and Reconciliation Commission report in 2015. Until a delegation of Indigenous people visited Rome in late March 2022, the pope had refused.
But on Monday and Tuesday, the Argentine pontiff met and asked for forgiveness in the province of Alberta from the country's Indigenous communities (First Nations, Métis, Inuit) who had to endure the residential school system where children were forcibly interned and separated from their Indigenous families and culture in order to assimilate them into the dominant society. The multiple abuses they were subjected to – and the more than 6,000 deaths – caused family traumas that are still raw today in these communities.
'Deplorable system'
The cordial exchange between the government and the religious leader did not preclude a number of pointedly critical remarks. Mr. Trudeau acknowledged that Pope Francis' request for forgiveness on Monday had an "enormous impact" on the Indigenous representatives who received it. He added, however, that it could only be a "starting point, a first step" and that concrete actions must follow. Ms. Simon agreed: "We look forward to the actions that will be taken by the Church to continue this essential work" of reconciliation, she said. Mr. Trudeau also suggested that he would have preferred the apology to focus on "the role that the Roman Catholic Church, as an institution, has played," while the pope spoke on Monday of the actions of "many members of the Church and religious communities," without apologizing for the institution as a whole.
