- RCMP Intelligence Analysts took cues from anonymous Twitter trolls involved in criminal harassment.

COVID 19 has amplified the grievances held by ideologically motivated groups and individuals and the pandemic has
served as an opportunity for them to promote their propaganda and ideology.
While it is noted that not all individuals participating in “Freedom Convoy 2022” protests adhere to ideologically
motivated violent extremist (IMVE) thinking, the presence of IMVE adherents have been noted in a few instances in
relation to these protest events:
e In Ottawa, one truck participating in the convoy was found displaying a THREE PERCENTERS (III%) flag. The Three
Percenters were listed as a terrorist entity in Canada in 2021 and have espoused anti-immigration and anti-Islam
views in the past. No other references to the THREE PERCENTERS have been noted at convoy protests in recent days
and the THREE PERCENTERS have not had visible presence in Canada since being listed as a terrorist entity.
e A few members of the DIAGOLON (adjacent to the PLAID ARMY) movement have also been seen in Ottawa during
the convoy protests. DIAGOLON/PLAID ARMY emerged as a meme-based, satirical movement online in 2021,
sharing anti-government and anti-vaccine/mandate views under the guise of humour. In recent days, prominent
members of DIAGOLON/PLAID ARMY have espoused increasingly violent rhetoric opposing vaccine mandates. One
member was arrested in January over firearms related offences and has since been seen attending convoy events in
Ottawa, frequently warning supporters of imminent law enforcement action against the convoy demonstrations,
and denouncing police enforcement of such as illegal. DIAGOLON adherents express desires to form a country based
on right-leaning Canadian provinces and US states. Their grievances extend beyond COVID-19 restrictions and are
centered on countering “politically correct” culture.
® CANADA FIRST, a white nationalist group, has also been observed in Ottawa, One CANADA FIRST adherent is
accused of throwing rocks at the Prime Minister during the election campaign. This same individual has been
observed in Ottawa during the convoy.
Outside of the organized IMVE groups, the convoy movement appears to create an ideologically charged environment in
which individuals who may hold frustrations towards public health restrictions may feel this is their one chance to
express their frustrations. The movement, given its widespread reach, is attracting individuals who may hold IMVE
beliefs and may feel emboldened in their views amid the movement’s popularity. While the majority of convoy
protesters are peaceful and denounce violence, the possibility of a lone actor attack, inspired by ideologically motivated
beliefs, cannot be discounted. RCMP K Division (Alberta) recently seized a number of firearms from convoy vehicles at
the Coutts AB blockade.
The blockades at international borders are also likely attempts at forming national solidarity with convoy protesters in
Ottawa, with the knowledge that affecting critical transportation and economic infrastructure may pressure
governments to repeal public health restrictions. Narratives questioning the loyalty and authority of police have also
been circulating surrounding this movement in recent days.
We continue to track and analyze these developments and will provide updates as products are finalized.

It is hard to think of someone more deserving than Barbara Whitenect. Barb obtained her Bachelor of Social Work at St. Thomas University in 1991 and followed that by obtaining her Masters of Social Work from Carleton University in 1992. Barb has been a member in good standing with the NBASW since 1992. She has been actively involved with the provincial NBASW since 2007first as vice-president. Barb is currently the President of the NBASW and represents the NBASW on the national and international front with her active involvement with CASW, CCSWR and ASWB. She has been a key player in leading NBASW to adopt its first Scope of Practice. Barb identifies herself as a social worker at every opportunity. She has provided social work education to social work students – both by teaching at St. Thomas University and by supporting field placement opportunities for students within her workplace. Barb is currently employed in a Director`s Position for the Department of Health, attached to the Central Office Mental Health Services for New Brunswick. By her many skills and knowledge, Barb is often solicited by her peers to be involved with and take on various projects around the province and even on a National level. She is a great leader for our membership and staff of NBASW, her ongoing involvement has brought our Association to a higher level of both administrative issues and constructive political working relationships. It is not my government’s.” BRIGITTE BELTON, POEC, November 1st Convoy organizer and professional Trucker Brigette Belton may have summarized the Freedom Convoy’s mission and purpose in two words: bodily autonomy. Belton’s testimony before the Public Order Emergency Commission (POEC) on November 1st was packed full of detail an information which was unavailable to the numerous police executives who have spoken to the POEC to date. The Commission has heard from several of the Convoy organizers including Chris Barber and Steeve Charland. The transcript below represents the portion of Belton’s testimony in response to questionner Paul Champ’s question, “Is there anything else you would like to tell the Commission about what happened while you were in Ottawa?” Belton’s reply: “I just want everybody to know that we weren’t there to disrupt the city residents, we were there to be heard. I had given 32 emails, approximately, to MPs and MPPs. 32. Not one of them did anything for me. I followed how things are supposed to go: you first go, and you complain. You try again. You try again. And when CBSA sent me a reply, pretty much ‘Suck it up, buttercup, this is the way it’s gonna go. And you’re about to lose your job. So don’t worry about it.’ What did you want me to do? Sit down, lie down, lose everything be over a mandate that was really no longer in effect in the US? That’s what my country was asking from me. That’s what Canadians that were supporting vaccine mandates were asking of me: to lose everything. Because they were afraid. Because our government did a very good job at scaring people, making them so afraid that today’s still wearing face masks – many of us here are not. That propaganda hurt our country. The UCP conservatives took over, cancelled construction on the lab and contracted out the lab service.
