7 Liberal leadership candidates say they've submitted nomination papers as deadline passes
Candidates needed to pay $50K refundable deposit by 5 p.m. ET
Several candidates vying to replace Prime Minister Justin Trudeau say they've submitted their paperwork and met the first financial hurdle to enter the race, although it could still take a few days to see who's made the cut.
Candidates Karina Gould, Chrystia Freeland, Mark Carney, Jaime Battiste, Chandra Arya, Frank Baylis and Ruby Dhalla all said they've sent in their nomination packages.
The leadership race is running on an extraordinary tight timeline following Trudeau's resignation announcement earlier this month and an anticipated spring election.
Under the rules set by the party, candidates had until 5 p.m. ET Thursday to submit a nomination package including the signatures of 300 registered Liberals (including at least 100 from three different provinces or territories) and a $50,000 refundable deposit.
It's a fraction of the $350,000 total entry fee. The payments are being spread over four instalments between Jan. 23 and Feb. 17.
As the race barrels toward a March 9 vote, the candidates' policies are trickling out. But no one has outlined their full platform.
On Thursday Carney, a former Bank of Canada governor, released a campaign video taking aim at Conservative Leader Pierre Poilievre. The Opposition party has been critical of Carney for years, and has ramped up its attacks since he launched his leadership last week — suggesting he's a Liberal insider who favours unpopular and costly policies.
"You can't stand up to Trump when you're working from his playbook," said Carney in the video.
"[Poilievre] has been a politician his entire life, and in all that time, he hasn't fixed a thing. He just complains."
A source on Carney's campaign said he is meeting privately Thursday with MPs as they gather in Ottawa for a caucus meeting. The source, who was not authorized to speak publicly, said Carney has been focused on reaching out to grassroots organizers across the country and doing rapid one- to two-minute calls with Liberals.
Carney spoke to reporters in downtown Ottawa on Thursday on his way into an event, flanked by a handful of Liberal cabinet ministers.
"We can put this economy back on track as a team," he said. "It's not just about me."
On Thursday, former finance minister Freeland promised to shake up the party's constitution and develop a process for leadership reviews — a swipe at Trudeau. The prime minister faced mounting calls from caucus to resign last year, but they were left without a mechanism to force him out.
"For me, a huge emphasis is going to be reviving the party, reviving the grassroots of the party, reviving a real democratization process of the party," she said on her way into a caucus meeting on Parliament Hill.
"We can never again be in a position where the leader is the only person who decides who the leader is. And I think Liberal Party grassroots members and caucus need to have a greater say in what we do and how we do it."
A campaign source said Wednesday Freeland would scrap changes to the capital gains tax that she introduced as finance minister.
It's the second key Liberal policy Freeland has walked away from in her bid to become the next Liberal leader and prime minister. Freeland would also drop the consumer carbon tax if she wins.
Carney has appeared to have cooled on the Liberals' climate policy but has been less clear about his plans.
During his leadership launch last week, he said if the carbon price is going to go, it has to be replaced "with something that is at least, if not more, effective."
Party still has to approve candidates
Gould, the former House leader, has promised to freeze the carbon price but not abolish it.
"We have to be honest about the fact that Canadians have lost trust in our party and part of it is that I do not think that we responded to the issues that they were telling us mattered to them," she said Thursday after submitting her papers.
She suggested to reporters she would make the government's GST holiday permanent on children's clothing, diapers, strollers and car seats. Those items — and other goods and services including beer and wine and restaurant meals — are exempt from GST until Feb. 15.
She also said her government didn't get the capital gains increase "right."
A source on her campaign team said since launching her bid on the weekend, she's been reaching out to young Liberals and working to sign up new members.
Battiste also held a news conference Thursday where he announced he's submitted his papers "to be the first Indigenous person ever to run for the prime minister of Canada."
"I believe we have unfinished business for shared dreams in our country," he said while encouraging young Indigenous people to register to vote in the Liberal race.
Dhalla, a former Liberal MP who won three back-to-back elections in Brampton, Ont., announced Thursday on X that she would be running for the leadership.
Dhalla told CBC News Network's Power & Politics that she decided to join over frustrations with the way the party has gone under Trudeau.
"I think I share the anger and the frustrations of thousands of Liberals across the country, because the Liberal party of today is no longer the Liberal party as we knew it," she told host David Cochrane. Dhalla lost her seat in 2011 and has worked in the private sector ever since. She pitched herself as the candidate who has the most distance from Trudeau.
"I am the only one that has not been affiliated with the current administration. I am a fresh face and I have fresh ideas and a new vision," she said.
People can register with the party to vote in the leadership race up until Monday.
Parker Lund, a spokesperson for the Liberal Party, says the party will approve candidates "within 10 days." Elections Canada will also need to approve them, he said, which could take several days.
Lund said the party will only confirm official candidates once they have been fully approved.
Registered Liberals will vote across 343 ridings, with each riding weighted at 100 points.

Flamborough—Glanbrook came into effect upon the call of the 42nd Canadian federal election, scheduled for October 2015.[8] It was created out of parts of the electoral districts of Ancaster—Dundas—Flamborough—Westdale, Niagara West—Glanbrook and Hamilton Mountain.[9]

Sweet was re-elected as the Member of Parliament for Flamborough-Glanbrook in the 2019 federal election, defeating Stebbing once again. On November 29, 2019, Sweet was named Shadow Minister for International Human Rights and Religious Freedoms by then-leader Andrew Scheer.[13] On October 8, 2020, Sweet was elected Chair of the Standing Committee on Access to Information, Privacy, and Ethics.[14]
COVID-19 travel scandal
In January 2021, Sweet was discovered to have travelled to the United States during the COVID-19 pandemic, despite the border between Canada and the United States being closed to nonessential travel and public health advisories to avoid unnecessary travel. Sweet received prior approval from Conservative Party leader Erin O'Toole for the trip, which was initially for a property issue but also, according to Sweet, for leisure. Sweet resigned from his role on the ethics committee and announced he would not be seeking re-election.[15]
Dan Muys (born December 25, 1970) is a Canadian politician and public relations consultant[2] who serves in the House of Commons of Canada as the Member of Parliament for Flamborough-Glanbrook.
A member of the Conservative Party of Canada, he was elected in the 2021 Canadian federal election.
Prior to being elected, Muys worked behind the scenes politically for many years.[3] From 2008–2020, he was the Chief of Staff for his predecessor, former MP David Sweet. He has held office positions at Queen’s Park and on Parliament Hill, including the provincial Minister’s Office for Economic Development, Job Creation & Trade,[4] and for Brian Mulroney-era federal trade minister Michael Wilson.[5] He is also the Ontario PC Party Regional Vice President for South Central Ontario.[6]
Muys worked in the private sector for 20 years as a public relations and communications consultant, mostly in the sectors of agriculture, agri-food and energy.[7] His work included large-scale projects with Cargill and TransCanada (now TC Energy).[7] A Cargill campaign that he managed led to a CAMA award for public relations in 2004.[8]
His community involvement includes serving as a board member for both the Royal Botanical Gardens[9] and Canadian Public Relations Society,[10] as well as membership with the Ancaster Rotary Club.[11]
In 2021, Muys was acclaimed as the federal Conservative candidate for Flamborough-Glanbrook upon the retirement of David Sweet.
Muys currently serves as Associate Shadow Minister for Transport.[12] He previously served as the Deputy Shadow Minister for Infrastructure and Communities.[13]
He is married and lives in Lynden, Ontario.[7]

Deputy Prime Minister Chrystia Freeland defended her government's
decision to invoke the emergency powers now being used to clear
downtown Ottawa, saying Canada's economy and democracy are being
threatened.
"A liberal democracy must be prepared to defend itself," she told a
news conference Friday as police continued to take into custody
protesters demanding the elimination of all pandemic measures who have
gridlocked the capital city for nearly three weeks.
The federal government triggered the Emergencies Act earlier this week
for the first time in the legislation's history. It brought in new
measures prohibiting public assemblies that disrupt the movement of
people, goods and trade, or that support the "threat or use of acts of
serious violence against persons or property."
In a dramatic show of force, a line of police officers — some armed
with weapons, face shields and gas masks — has been moving along
Rideau Street, pushing protesters west and making arrests along the
way.
Police started arresting protesters and towing trucks on Friday as
part of an operation to end a three-week blockade of Ottawa by
hundreds of truck drivers that paralyzed the nation's capital and
prompted the prime minister to invoke emergency powers. (Evan

As of 3:53 p.m. ET, police had taken 70 people into custody and towed
21 vehicles.
At one point, officers smashed the window of an orange vehicle and
arrested the occupant after he locked himself in.
Armoured tactical vehicles were spotted moving up Rideau — a major
downtown artery — with a group of mounted officers nearby.
"When this crisis is over, all of us will need to work hard to heal
our country," Freeland told the news conference.
"But today, our economy and our democracy are facing a serious and
foreign-funded threat. These illegal blockades and occupation cannot
be allowed to usurp the authority of democratically elected
governments."
Some of the protesters on the streets linked arms and sang the
national anthem. Others sat down or kneeled on the ground, refusing to
move.
"Hold the line," some chanted.

On Wellington Street, home of the National War Memorial and Parliament
Hill, protesters used shovels and orange and white pylons to build up
a wall of snow.
"You will face severe penalties if you do not cease further unlawful
activity and remove your vehicle and/or property immediately from all
unlawful protest sites," Ottawa police tweeted Friday morning.
Freeland said she takes no satisfaction in seeing the arrests.
"For me this is a day of real sorrow, but also determination," she said.
"And it is a day, I think, where everyone in our government is very resolute."

The government published its reasons for triggering the Emergencies
Act late Wednesday, calling the situation across the country
"concerning, volatile and unpredictable."
"The protesters have varying ideological grievances, with demands
ranging from an end to all public health restrictions to the overthrow
of the elected government," the government statement reads.
"Ideologically motivated violent extremism adherents may feel
empowered by the level of disorder resulting from the protests."
The statement also said border blockades threaten Canada's economic security.
"The impact on important trade corridors and the risk to the
reputation of Canada as a stable, predictable and reliable location
for investment may be jeopardized if disruptions continue," it reads.
For six days last week, protesters blocked access to the Ambassador
Bridge which connects Windsor and Detroit. The vital trade link was
reopened to traffic on Sunday after police moved in.
On Friday, an Ontario judge granted an extension to the injunction
that prohibits anyone from blocking access to the Ambassador Bridge.
The previous order was set to expire Monday.
Debate delayed
A debate in the House of Commons on the government's controversial
decision to invoke the Emergencies Act has been temporarily suspended
as the police operation continues on the parliamentary precinct's
doorstep.
House leaders previously reached a deal to debate the use of the
Emergencies Act on Friday and throughout the weekend, from 7 a.m. ET
to midnight, with a vote planned for Monday.
The extraordinary powers provided by the legislation have been in
effect since Monday, but the Emergencies Act stipulates that the
federal government also must go before Parliament to seek approval
from MPs and senators.
Government House Leader Mark Holland tweeted that he hopes the debate
can resume Saturday.
"We are closely monitoring the police operation in downtown Ottawa
today and will await further advice from security officials on
Parliament Hill on when the House can reopen," he wrote.

A note sent to senators on Friday morning asks them to stay away from
the downtown core.
The Conservatives have argued the government has not backed up its
claim that the demonstrations pose a serious threat to Canada and
can't be dealt with through existing laws.
"We want to lower the temperature across the country. The prime
minister clearly wants to raise it," interim Conservative leader
Candice Bergen said in the House Thursday.
"This is not a game. It comes at the cost to Canadians' rights and freedoms."
The Canadian Civil Liberties Association (CCLA) announced Thursday
that it plans to sue the federal government over its decision to
invoke the Emergencies Act.
"Emergency powers cannot and must not be normalized," said CCLA
executive director Noa Mendelsohn.
NDP Leader Jagmeet Singh said his party plans to support the
Emergencies Act declaration — which would carry it through the
minority Parliament — but is ready to pull its support if the measures
are no longer necessary or if the government takes on additional
powers.
"This is not a protest. It is not peaceful," Singh said during
Thursday's debate.
"The organizers of this illegal occupation have been clear from the
beginning. They came here to overthrow a democratically elected
government."
Downtown Ottawa locked down
Interim Ottawa police chief Steve Bell said the Emergencies Act and
the provincial state of emergency provided police with the resources
they needed to push back and end the demonstration.
"The three levels of government that have come together to support our
efforts in this have led us to be able to have the success we're
starting to see right now," he said Friday.
"Without the authorities provided to us through these pieces of
legislation, we wouldn't be able to be doing the work we are today."
Ottawa's downtown core remains locked down Friday morning, with about
100 checkpoints preventing protesters from entering the zone.
They act also prohibit people from bringing minors near unlawful
assemblies and authorize banks and insurance companies to freeze
participants' accounts and cancel their vehicle insurance.
On Friday, police escorted at least one tearful family with
school-aged children away from the scene.
Canadian Civil Liberties Association to sue federal government
over Emergencies Act
Truckers say they'll face arrests peacefully — but will defend their rights
On Thursday, police arrested Chris Barber and Tamara Lich, key
organizers of the protest convoy that began as a demonstration against
vaccine mandates and other pandemic restrictions.
Both are expected to make court appearances on Friday.
According to police, Barber is charged with counselling to commit the
offence of mischief, counselling to commit the offence of disobeying a
court order and counselling to commit the offence of obstructing
police.
Lich has been charged with counselling to commit the offence of
mischief, police said.
CBC News has confirmed another of the convoy leaders, Pat King, was
among those arrested Friday.
