Rotten Ralphy is finally under fire over handling of RCMP

A footnote for Rotten Ralphy. I believed every word this lady said.  You sneaky dudes finally arrested Barry Winters and charged hm a year ago after I raised a lot of Hell in Federl Court and now he is purportedly dead. However howcome you people still ignore Dean Roger Ray and Patrick Doran in Alberta? Do not the reputations of the ladies in my Clan count too?

Is the dox of the business that his cousin Scott Amos owns (a KIA

His brother Dale lives in Fort McMurray, AB. He and his son Max were
out there visiting recently (he's got pics on his Facebook that show
this).

His current girlfriend is Skylar Arsenau  she's a biker mama (big
surprise) in Amherst, NS. That's where he's staying right now. Trying
to get those dox as we speak. All I know is he met her through Laura
Amos (I think they're buddies).

RCMP Has A Bullying Problem, Watchdog Says

The RCMP has a bullying problem that needs to be countered by better training and record-keeping, the force's watchdog says in a long-awaited report released today.
The RCMP public complaints commission launched its investigation in November 2011 in reaction to widespread reports from female Mounties about systemic sexual harassment.
The report released Thursday looks at 718 harassment complaints filed between 2005 and 2011, representing about 2.5 per cent of all employees at the RCMP.
Commission chairman Ian McPhail said about 90 per cent of the complaints involved bullying. Only four per cent of the complaints dealt with sexual harassment.
"Overwhelmingly the problem was abuse of authority, bullying," McPhail told CBC News.
"It wasn't sexual in nature, although certainly that's significant."
In the highest-profile cases of sexual harassment, he said the commission found no bias or negligence.
McPhail's recommendations include that the RCMP:
- Improve its record-keeping by tracking all complaints.
- Improve its definition of harassment.
- Provide specialized training to investigators and managers.
- Set deadlines for the treatment of allegations about workplace conflict.
The commission says its investigation didn't point to a systemic problem of sexual harassment within the police force, despite intense publicity about difficulties and grievances.
However, the report said the simple perception of a pattern of poor treatment of employees is enough to rattle public confidence and tarnish the force's reputation.

Commission ignored advice: former Mountie

Former RCMP officer Krista Carle said McPhail's investigation ignored her advice. Carle and three other women Mounties left the force after they complained about their boss.
"He still wears a badge and carries a gun," Carle said. "He sexually assaulted four female members."
Carle said she advised the commission to put stricter rules in place to deal with harassment. If an officer is accused of sexual harassment, they should be immediately suspended, she said.
Janet Merlot, another former RCMP officer, said it doesn't make sense that only four per cent of the complains McPhail heard were about sexual harassment. She's the lead plaintiff in a group lawsuit filed against the RCMP that includes 300 Mounties.
Merlot said Mounties who complain about sexual harassment, or take leave to cope with it, are at risk.
CBC News has obtained a letter advising several Mounties on sick leave, who complained about harassment, that they are "not considered employable," and that the force "will initiate your administrative discharge."
"What they are labelling as bad apples aren't the people who are committing the harassment and the bullying," Merlot said.
"They are looking at it as the people who are off duty sick for a long time, and they are labelling them as poor performers."

RCMP head unveils changes in Ottawa

McPhail's report says the RCMP should continue to investigate internal sexual harassment complaints, with a centralized senior RCMP executive — someone outside the chain of command — overseeing the process.
In Ottawa, RCMP Commissioner Bob Paulson revealed his action plan to rid the RCMP of sexual harassment.
Paulson's plan includes: the creation of a confidential complaint process, updated anti-harassment training and boosting female membership in the force by 20 to 30 per cent.
Paulson declined an interview request from the CBC, but said in an email the RCMP is making progress in transforming the workplace for female officers.

Public complaints from officers

Several female RCMP officers have come forward with complaints since Cpl. Catherine Galliford went public in 2011 with allegations of harassment. Male officers have also cited abusive behaviour and intimidation.
The commission found the complex system for dealing with complaints meant some took as long as four years to process.
"That's clearly unacceptable," McPhail said. "No one can fairly be expected to have their lives and their careers on hold for up to four years while a complaint is resolved. People see that sort of thing happening, and even if they have a legitimate complaint, they're not going to step forward."
Also Thursday, Public Safety Minister Vic Toews announced a "gender and respect" action plan that sets out 37 measures he says will improve the culture and the composition of the force.
The report comes a day after the RCMP in British Columbia was accused of abusive acts, including rape, against aboriginal women. The accusations, which include police threats, torture and sexual assault, were detailed by New York-based Human Rights Watch, which called on the federal government to launch a national inquiry.
The complaints commission report dealt solely with complaints within the RCMP, not those involving civilians.

I share the professor’s concerns about the RCMP. I have watched and tracked RCMP misdeeds over the decades. The force is well beyond the point of repair and should be entirely disbanded.

Having said this, it seems the professor has forgotten that the RCMP directly and recklessly attacked the reputation of Minister Goodale, making totally unsubstantiated allegations regarding the leak of budget information mere days before the 2006 federal election? If Goodale moved to censure the RCMP, the ugly deep state within that diseased organization would probably accuse him of bias.

Ralph Goodale is an honest and loyal public servant and he is caught between a rock and a hard place here. Perhaps the right thing for Mr Trudeau to do is to move another person into Goodale’s position and take an axe to the RCMP. Tear it down completely and for God’s sake don’t hire back the existing incompetent and politically corrupt management

$1.1Billion? That's not a ridiculous amount to ask from Canadian taxpayers, now is it? So, what is the plan, to financially cripple the RCMP? Will that make things all better? I wonder who came up with that number, the clients, or the lawyers that will cash in huge with their cut of whatever settlement comes along? And, exactly how would any settlement be dispersed amongst the thousands of possible claimants? Who gets the most, the two that filed, and how much more than others? With this lawsuit, and the many, many others that have been filed, some still pending, some settled, the work environment within the RCMP must be toxic, so, there exists the possibility that the RCMP should disband altogether and just be done with.I spent 11 years in the military and was yelled at by instructors during training and a few other times by senior NCO's and a few officers, can I sue for a billion too, then just wait for the cheque to arrive? This is getting ridiculous and is nothing but bill for the taxpayers to pay at the end. It's like the hundreds of native bands that have sued the government(Taxpayers that actually pay taxes footing the bill), or are currently, or will soon because there seems to be a new one filed daily, all asking for billions.

Methinks I should chime in and strongly disagree I believe Canadian voters are far more clued in than you think and the last election proved it in spades to me. Trudeau The Younger is the Prime Minister today because Harper and Mulcair lost. It is just that simple to me.

In my humble opinion both dudes had wrong answers to the tough decisions that obviously did not suit the majority of the voters Hence Trudeau the Yonger was the onlu alternative. Trudeau's puppet masters knew thye had to do was keep him out of hot water prance in gay pride parades, take selfies with the lacdies, promise such things a legalizing dope and no more first past the post elections to gather up the young voters who don't usually vote and hope for the best.

History shows that Trudeau was in like like Flynn.because mindless Muclair who started out first in the polls screwed up bigtime by not keeping his yap shut on certain issues. However much to Harper's chagrin the NDP sunk so low in the public's opinion that he could not split the left vote like he did in the election of the 41st Parliament. Hence "peoplekind" won the day. Whereas it was 2015 we were saddled with Cabinet Ministers selected by gender rather than merit. However ol Ralphy kept a big job overseeing the RCMP etc while his old buddies Dion and McCallum were appointed ‘special advisers’ and sent out to pasture far out of Dodge N'esy Pas?

If you had read some of the stories regarding the RCMP recently, you would have to wonder how this could happen at any work place. There was a story about supervisors running around naked in an office and yet neither was fired. Other stories of women being sexually harassed and the person being promoted, moved somewhere else and repeating the offence. The RCMP are fundamentally broken. I would hate to throw the baby out with the bath water, but perhaps it is time to scrap everyone and start over.

Methinks all the RCMP truly needs is an ethical Commissioner and proper public oversight However we all know that ain't never gonna happen if they are politically appointed.

Perhaps Harper had something right in that all Senators should be elected. If we rid ourselves f political appointment perhaps our democracy would be better served. Every election we should just add all the Commissioners, Judges and Auditor Generals etc to the list on our ballots as well. The Yankees do it south of 49th in some jurisdictions correct? Canada's Public Safety Minister Ralph Goodale is facing renewed criticism over his handling of harassment and bullying inside the RCMP, in the wake of a new $1.1-billion class action lawsuit launched against the force.

"He's been the public safety minister [for years] and quite frankly done nothing," says Darryl Davies, a criminology professor at Carleton University.

Davies, who spent more than two decades working in the federal justice system and now teaches courses on policing in the 21st century, says he believes Canada needs to hold a public inquiry into harassment and systemic problems inside the RCMP.

"I feel very frustrated by it, because we've had so many of these lawsuits launched in recent years. And you know with the expectation that maybe things would change, that this public safety minister would step up to the plate. But sadly nothing changes," Davies said.

Government responds to lawsuit


On Friday, lawyers for two veteran male RCMP officers filed a $1.1-billion class action claim in federal court that seeks compensation for thousands of past and present employees, male and female, for what they claim is widespread "bullying, harassment and intimidation."
In response, the minister of public safety issued a statement Monday saying, "Harassment cannot be a part of the modern workplace Canadians expect in the RCMP."

Goodale's office noted the appointment this spring of Brenda Lucki as the RCMP's new commissioner.

"She is expected to lead the force through a period of transformation that will modernize and reform its culture and its management practices," the statement reads.

The public safety minister's staff say he is reviewing several reports he's requested into reforming the RMCP, "carefully examining the recommendations" and pledging "whatever action is necessary to help all women and men feel safe and respected at work."

Calls for civilian oversight, union


But critics argue that there have been too many reports and too little action.

"There will be no end to these types of lawsuits. There will be no end to these types of stories until there is significant structural change in the RCMP," said Pete Merrifield, a serving RCMP sergeant who is also co-chair of the National Police Federation.

Merrifield led the fight all the way to the Supreme Court of Canada, winning the right for Mounties to form a union, something that is standard for all other local police forces in Canada.

But after filing applications more than a year ago, Merrifield accuses the federal government of delay tactics. He argues that RCMP officers need protection from reprisals through a union, as well as stronger civil oversight and an "inspector general' who is arm's-length from RCMP management and can investigate internal corruption and harassment allegations.
"There is no one with the power and authority to investigate the RCMP — allegations of corruption, wrongdoing, serious harassment, criminal activity.... that has the mandate," Merrifield said. "An inspector general is much more powerful than an ombudsman and I think a very effective tool to correct the RCMP."

RCMP Assistant Commissioner Kevin Jones said this week the force is working to enhance diversity, gender training and leadership instruction to deal with what past commissioner Bob Paulson in 2016 called "a culture of bullying, intimidation and general harassment."

"There is no question that in any workplace, we have conflict," Jones said Monday when asked whether the RCMP still suffers from a toxic workplace.

He declined to comment on whether the RCMP needs a public inquiry or some kind of overhaul to fix chronic workplace issues.

"Those are certainly outside the purview of Kevin Jones or the Royal Canadian Mounted Police. Those would be decisions for politicians or possibly the minister and I can't really address those things."

Why is you can attempt to order me to send you my communications by
mail yet you feel free to send me your byway a fax even though I have
made the Crown well aware that I prefer emails because I am homelss
hence no phone nor fax machine?

BTW I am kinda curious how you could do all this with Elizabeth
Caverly on Juy 6th and 7th in light of the fact that your email to me
on July 5th informed me that you were out of the office until Tuesday
July 11th? Anyway on Friday I did receive a copy of your latest piece
of work on behalf of the Queen that you obviously sent by Fax late
Thursday afternoon.

However the Hard Copy of the aforesaid document you promised has yet
to arrive by courier or Canada Post. Furthermore you have NEVER sent
me anything byway of courier as of yet. I would like to know why you
falsely claim that you do?

I would also like to know why your friend Elizabeth Caverly allows
other people working for the Crown to file a Motion to Dismiss naming
the wrong party and then another unsigned document to begin again de
nuvo AFTER I had filed an appeal? .

With regards to my brief that your just responded to can't your friend
and fellow employee of the Crwon Elizabeth Caverly even count? The
brief is EXACTLY five pages llonf and I could file any number of
documents supporting it just as you have done several times in the
past. My next doucment will be exactly three pages and I will attach
whatever I wish to support my argument with you as per the court's
directions.

Furthermore I was NOT ordered to file anything. The Court within its
directions of June 8th only admitted that I had the right to do so and
set out the parameters with which it should be done as per the rules
after you and Justice Lebanc stopped from filing largely the very same
documents on April 3rd.  Correct? .

included a letter to you and an unsigned draft of a motion that you
did not want me to file that I sent you in confidence as per your
request were filed in the Public Record then argued by the Crown and
even quoted from by Judges of the Federal Court of Appeal?

Whereas the clerks of Federal Court are reluctant to file my brief and
its exhibits Jan Jensen should at very least give his copy to his

Government of Canada announces judicial appointments to the Federal Courts

OTTAWA, June 23, 2017 /CNW/ - The Honourable Jody Wilson-Raybould,
Minister of Justice and Attorney General of Canada, today announced
the following appointments under the new judicial application process
announced on October 20, 2016. The new process emphasizes
transparency, merit, and diversity, and will continue to ensure the
appointment of jurists who meet the highest standards of excellence
and integrity.

John B. Laskin, partner at Torys LLP, is appointed a judge of the
Federal Court of Appeal. He replaces Madam Justice E.R. Dawson, who
elected to become a supernumerary judge effective January 14, 2017.

William F. Pentney, Q.C., Deputy Minister of Justice and Deputy
Attorney General of Canada, is appointed a judge of the Federal Court.
He replaces Mr. Justice M.L. Phelan, who elected to become a
supernumerary judge effective June 16, 2017.

Biographies

Justice John B. Laskin practised litigation for more than 30 years in
the Toronto office of Torys LLP. In his broad trial and appellate
practice, he represented individuals, corporations, governments and
their agencies, public institutions, industry associations, public
interest groups, and Indigenous organizations. He appeared in the
Supreme Court of Canada, the Federal Courts, every level of court in
Ontario, the courts of seven other provinces and territories, domestic
and international arbitrations, and a variety of administrative
tribunals.

Justice Laskin is a Fellow of the American College of Trial Lawyers
and of Litigation Counsel of America, and has been a member of the
Ontario Regional Committee of the Supreme Court Advocacy Institute. He
has spoken, written and taught frequently on matters of public law and
advocacy, and is co-editor of Canadian Charter of Rights Annotated.
Before entering private practice, he was a professor in the University
of Toronto's Faculty of Law.

Born in Thunder Bay, Justice Laskin holds a B.A. (with distinction)
from York University, an LL.B. (as Gold Medallist) from the University
of Toronto, and an LL.M. from the University of California at
Berkeley. He is a past member of the board of Holy Blossom Temple and
past President of the University of Toronto Law Alumni Association,
and was actively involved in the founding of the Faculty of Law at
Lakehead University. In 2015, he was awarded the Law Society of Upper
Canada's Law Society Medal, given for outstanding service within the
legal profession where the service is in accordance with the highest
ideals of the profession. He is married with three children and (so
far) five grandchildren.

Justice William F. Pentney was appointed Deputy Minister of Justice
and Deputy Attorney General of Canada on November 5, 2012. He first
joined the public service in 1991 as General Counsel and Director of
Legal Services at the Canadian Human Rights Commission, where he
remained until 1999.

From 1999-2006, Justice Pentney held a number of positions within the
Department of Justice, including Senior Assistant Deputy Minister for
the policy sector, and Assistant Deputy Attorney General for the
citizenship, immigration and public safety portfolio. From 2006-2007,
he was Assistant Secretary to the Cabinet (Priorities and Planning) at
the Privy Council Office. He later became Associate Deputy Minister of
the Department of National Defence. Justice Pentney served as Deputy
Secretary to the Cabinet (Plans and Consultations) at the Privy
Council Office until his appointment as Deputy Minister of Justice and
Deputy Attorney General of Canada.

Prior to joining the public service, Justice Pentney was a professor
in the Faculty of Law at the University of Ottawa. He holds a B.A.
from Queen's University, in addition to an LL.B. and a master's in
public law from the University of Ottawa. Justice Pentney is the
author of several books and articles, including the revised edition of
Justice W. Tarnopolsky's text Discrimination and the Law in Canada and
Human Rights and Freedoms in Canada: Cases, Notes and Materials (with
Mark Berlin). ‎

Quick Facts

    Budget 2017 includes additional funding of $55 million over five
years beginning in 2017-2018 and $15.5 million per year thereafter for
28 new federally appointed judges. Of these new positions, 12 will be
allotted to Alberta and one to the Yukon, with the remaining 15 being
assigned to a pool for needs in other jurisdictions.

    To ensure a judiciary that is responsive, ethical and sensitive to
the evolving needs of Canadian society, the Canadian Judicial Council
will receive $2.7 million over five years and $0.5 million ongoing
thereafter. This will support programming on judicial education,
ethics and conduct, including in relation to gender and cultural
sensitivity.

    Federal judicial appointments are made by the Governor General,
acting on the advice of the federal Cabinet and recommendations from
the Minister of Justice.

    The Judicial Advisory Committees across Canada play a key role in
evaluating judicial applications. There are 17 Judicial Advisory
Committees, with each province and territory represented.

    Significant reforms to the role and structure of the Judicial
Advisory Committees, aimed at enhancing the independence and
transparency of the process, were announced on October 20, 2016.

    The Judicial Advisory Committees in ten jurisdictions have been
reconstituted. Most recently, Minister Wilson-Raybould announced the
composition of three new Judicial Advisory Committees on April 13,
2017.

    This process is separate from the Supreme Court of Canada judicial
appointment process announced on August 2, 2016. Nominees to the
Supreme Court of Canada are selected by the Prime Minister from a
thoroughly vetted list of candidates.

Rod Knecht, who was the senior deputy commissioner in Ottawa at the
time, said he believed it was urgent to get better weapons for
frontline officers following the shooting deaths of four Mounties in
Mayerthorpe, Alta., in 2005.

"I felt there was no need to delay it any further," said Knecht, who
approved research be conducted to identify the best model of the
semi-automatic weapon in early 2011.


Earlier in the day, a lawyer defending the RCMP tried to poke holes in
a 2010 report that recommended patrol carbines be adopted immediately.

Mark Ertel argued the RCMP rejected Carleton University criminology
Prof. Darryl Davies's recommendations because his report failed to
meet expectations — not because the force didn't believe in protecting
its officers.

When the force signed a contract with Davies in April 2009, "it's
obvious from the statement of work the RCMP wants to bring in
carbines,"  Ertel said.

But Davies's report was largely anecdotal, rather than evidence-based,
and he didn't follow what was outlined in his contract, according to
Ertel.

That's why more research was needed in subsequent years as part of the
force's due diligence, Ertel suggested.

In his testimony Monday, Davies said his 2010 report concluded the
RCMP needed to acquire carbines for front-line officers "yesterday."

Carbines have greater range and accuracy than the shotguns used by RCMP.

Crown prosecutor Paul Adams challenged the defence lawyer's assertions
during re-examination of Davies.

He said the criminologist worked closely with the RCMP's use-of-force
section for roughly a year and no one ever told him he should do
things differently.

Outside court, Davies told reporters it was only when Bob Paulson came
in as assistant commissioner of the RCMP that there was confusion
about the expectations from the report.

"There's something that's wrong and it's called incompetence in the
RCMP," said Davies.

"That they wouldn't know what reports they're dealing with, they
wouldn't know what terms of reference they're using, I think it speaks
to the arrogance, it speaks to the inertia and the apathy of senior
managers, and the rank and file have a right to work in a safe
environment."

"The lawsuit was filed in fall 2012 by the group that claims the New
Veterans Charter is unconstitutional and violates the Charter of
Rights and Freedoms. It was approved by a unanimous vote of Parliament
in 2006 and amended in 2011 as a result of public outcry.

Current and former Canadian Forces members are appalled that the
lifetime disability pension for disabled soldiers has been replaced by
lump-sum payments.

Inside court, government lawyer Paul Vickery told a three-judge panel
the appeal was necessary because the soldiers’ claims could negatively
impact fundamental democratic principles.

He told court that while the government readily acknowledges the great
value and sacrifice of the soldiers, Parliament is the “only
appropriate forum” for resolving the claims made in the lawsuit.

“The appeal which the attorney general brings before you is not
brought out of any lack of appreciation of those services,” Vickery
said.

A second federal lawyer then attacked the plaintiffs’ main argument
that they deserve benefits in line with the previous regime, the
Pension Act, based on historical promises. He did not dispute that the
new scheme is “less generous.”

is clear on your dead calf issue: Our forensic labs do not process
testing on animals in cases such as yours, they are referred to the
Atlantic Veterinary College in Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.

As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear
that Federal authorities are aware of your concerns both in Canada and

Outspoken former RCMP officer Krista Carle has died

Friends, colleagues stunned after learning former constable who went public about harassment took her own life


Krista Carle came forward to CBC News after her friend Catherine Galliford went public about sexual harassment within the RCMP. In a subsequent letter to Public Safety Minister Ralph Goodale, she listed 35 instances of harassment, sexual assault and bullying by co-workers and superiors. (CBC)

A woman who fought to bring attention to harassment within the RCMP has died.

Friends and colleagues confirmed that former constable Krista Carle took her own life on Friday. She was 53.

Carle had been very active in the fight for accountability. She came forward to CBC News about her own experiences for the first time after her former troopmate Catherine Galliford went public about sexual harassment in November 2011.

She was also public about her struggles with post-traumatic stress disorder (PTSD) and eventually left the RCMP after 19 years with a medical discharge.


Turning negatives into positives


In a letter to Public Safety Minister Ralph Goodale in May 2016, Carle said she had endured 35 instances of harassment, sexual assault and bullying by co-workers and superiors. She served with the RCMP in Alberta.

Carle tried to restart her career in B.C. after settling a lawsuit in Alberta but she told Goodale "due to my PTSD I was unable to cope and eventually lost my marriage, my kids and my career." She settled on Vancouver Island.
Tori Cliffe met Carle during an investigation into assaults committed on them by a senior colleague in Alberta in 2004.

"She turned all the negativity into something positive. She didn't let it beat her," Cliffe said.

"She made and was making a huge difference for not just women in the RCMP for everybody. For making it a better work environment and ensuring that people were held accountable. That was her goal: accountability for the employees."

Carle trained as an RCMP officer in 1991. She graduated with Galliford and Janet Merlo, who was the lead plaintiff in a class-action lawsuit into gender-based harassment and sexual abuse within the RCMP.

That suit was settled by the federal government in 2016 for $100 million.

A new potential class-action lawsuit over bullying and harassment claims was filed against the RCMP last month claiming $1.1 billion in damages; its claims have not been proven in court.

Galliford told CBC News she was devastated to learn Carle had died.

"Krista was one of my best friends," she said. "[She] was going through PTSD, but I can tell you the last time I spoke with her she sounded upbeat and happy, but that could have been 'fake it until you make it.'"

'The sweetest, kindest person you ever met'


Indeed, in recent posts on social media, Carle wrote about being a proud mother.

Merlo described Carle as her lifeline — someone who was always strong for someone else.

"She was the sweetest, kindest person you ever met. I would cry on her shoulder and she would never show any weakness," she said.

Merlo and Carle checked in on each other regularly and says she, like others, is shocked because she didn't see it coming.

She also says recent comments by RCMP Commissioner Brenda Lucki that the RCMP is not broken have stunned those who do believe that.

"It was like a kick to the belly," Merlo said.

"People are still suffering as there is no union, no collective agreement, there is no process within the RCMP to make things better right now."
Merlo said she was so upset after hearing about Carle that she has written to Goodale reminding him that he promised change in 2016.

Merlo said that she is hearing from new people every week who are pushed to the brink of suicide.
