Problem maintenance outage at Lepreau nuclear plant adds to N.B. Power money troubles

Costly spring shutdown of Point Lepreau nears day 100

N.B. Power expects Lepreau will be back in service sometime next week after what has turned into a 100-day outage, but with key work left unfinished. This work will require additional downtime next spring to fully complete.

According to N.B. Power communications officer Dominique Couture, supply and personnel shortages and more significant problems with station equipment than anticipated have all undermined the plant's quick return to service.

"Some of the challenges experienced included supply chain issues impacting parts delivery and skilled labour availability," wrote Couture in an email to CBC News.

"As well as with any planned maintenance that involves testing and inspecting equipment, it is difficult to precisely project outage duration until you have taken the plant offline and opened the systems and equipment up for further inspection."

Point Lepreau is N.B. Power's most important generating station, but its reliability has been a frustration since it emerged from a 4½-year, $2.4-billion refurbishment in late 2012.

In its annual reports, N.B. Power claims unscheduled outages at the nuclear plant cost the utility's bottom line between $28,500 and $45,700 per hour depending on the time of year and market conditions, plus the cost of required repairs. 

According to filings with the New Brunswick Energy and Utilities Board, Lepreau has experienced 8,000 more hours of downtime than projected since 2012, not including the current outage.

That has been a major factor in N.B. Power missing corporate profit targets for the last six years in a row and failing to execute on plans to reduce its debt load.

In a third-quarter financial update released in February, N.B. Power reported its net debt hit $4.97 billion on December 31, 2021.  That's $40 million higher than last year and $810 million above levels it had projected for itself just six years ago.

"If we think about what have been the primary drivers that have led to subpar performance or not meeting targets in the last number of years, we can point to a number of important components [including] Point Lepreau's performance coming out of the refurbishment," N.B. Power vice-president of finance Darren Murphy said in 2020.

"We have talked about that on a number of occasions the fact that unfortunately it did not perform as we would have liked coming out of refurbishment."

N.B. Power plans spring maintenance shutdowns at Lepreau every other year to try to keep the station in top condition, but aims to keep those events short and focused.

The utility does not hesitate to approve large amounts of overtime for employees when it comes to getting the nuclear plant back in service as quickly as possible, Diane Fraser, N.B. Power's director of financial planning, explained at rate hearings in 2020.

"One of the main drivers for the increase in overtime has been associated with outage projects," Fraser said. 

"Getting Point Lepreau back online is top priority because of the value that it adds to the overall state of the financials." 

This year's spring outage was originally planned for 60 days. It began on April 9, but is already at day 98 with some significant work still not complete. 

Plans now are to get Lepreau back in service next week and then shut it down again next April for another 22 days to deal with the unfinished work.

"A major equipment replacement scheduled for the 2022 outage was delayed due to supply chain issues, which required us to plan a short outage for 2023 to ensure predictable, reliable station operations going forward," wrote Couture.

Safety commission renews licence for Point Lepreau nuclear station for 10-year term

N.B. Power was seeking renewal for 25-year term

The Canadian Nuclear Safety Commission announced Wednesday it was renewing the Crown utility's licence to operate the Point Lepreau Nuclear Generating Station following a two-part public hearing held earlier this year.

The commission, in a news release, said it considered written and oral submissions from N.B. Power, commission staff, and 243 intervenors, which included Indigenous and industry stakeholders.

"After reviewing all submissions, the Commission concluded that N.B. Power is qualified to carry on the activities that the renewed licence will authorize," the commission said.

"It also concluded that N.B. Power will make adequate provision for the protection of the environment, and the health and safety of persons."

N.B. Power originally requested a 25-year term in its renewal application, and the commission said it decided a 10-year licence was more appropriate given the strong public interest in the hearing process "and the need to advance reconciliation with Indigenous Nations and communities."

The commission said it also directed its own staff and N.B. Power to each present a comprehensive update to the commission on the licensed activities at the generating station, including "key issues raised during the hearing," at the mid-point of the licence term.

The commission said its summary decision is only being released at this time in order to meet the June 30 deadline for the current licence.

The commission said the detailed reasons for its decisions and its assessment of all the submissions made will be published at a later date.

N.B. Power open to ongoing dialogue

No one from N.B. Power was available for an interview Wednesday, but Brett Plummer, chief nuclear officer at NB Power said in a statement the company was pleased with the renewal.

"This decision represents the longest-term licence for Point Lepreau to date, and we are pleased," Plummer said.

"Licence renewal is a very thorough and balanced process, and we understand the many complex perspectives and attributes that are required to be carefully considered."

Plummer also thanked the persons and organizations that took part in the renewal process.

"We heard valuable feedback and we are committed to ongoing dialogue on Station operations and areas of interest."

Canadian Nuclear Safety Commission opens public hearings in Saint John

Indigenous groups object to renewing Lepreau’s licence for a record 25 years

The Canadian Nuclear Safety Commission has started hearing from the public on the future of Lepreau. 

New Brunswick's nuclear power plant, which generates as much as 40 per cent of the province's home-grown power supply, will see its operating licence expire in June. N.B. Power is asking the federal regulator to approve a renewal for 25 years. 

On Tuesday, some Indigenous interveners urged the commission to reject that request. 

They said N.B. Power has not fully addressed the concerns they've raised about the duty to consult with First Nations or  the questions they have about the plant's safety and decommissioning plans.

Passamaquoddy ask for 3-year renewal 

The Passamaquoddy Recognition Group, a non-profit organization that represents the Peskotomuhkati, whose traditional territory includes Point Lepreau, is asking the commission to renew the licence for three years. 

For one thing, they say, 25 years is far outside the normal.

Only three of Canada's five nuclear power plants have been renewed for a full decade: Darlington, Bruce and Pickering.

Lepreau's 15 renewals since it started operating in 1982 have mostly been two years long. 

"We're asking only that you maintain the status quo," said Kim Reeder, who works for the PRGI. 

Any licence renewal will result in "fresh new hazardous waste" being deposited on traditional land without their consent, said the group.

And going 25 years without a public hearing would go against the spirit of meaningful engagement, said Chief Hugh Akagi.

"We're losing the voice of a generation," he said.

Where's the money to shut down?

Experts hired by the Passamaquoddy said N.B. Power has not set aside enough funding to dismantle the Lepreau reactor, dispose of its nuclear waste and return the site to its natural state. 

"The bottom-line cost … translates to about $1.83 billion, expressed in 2022 Canadian currency," concluded Gordon Edwards, a nuclear consultant and president of the Canadian Coalition for Nuclear Responsibility.

"That's two-and-a-half times larger than the financial guarantee that the commissioners are being asked to approve in the present hearings."

N.B. Power says it is required to report every year to the Canadian Nuclear Safety Commission on the status of the decommissioning financial guarantee. 

The utility says the total value of N.B. Power 's 2020 financial guarantee was $755 million against a funding requirement of $714.5 million.

And as of March 2021, the actual amount of the guarantee was $842.8 million.

Elevated tritium

The Passamaquoddy say their experts have also flagged that Lepreau releases higher levels of radioactive tritium than any other Canadian reactor.

Commission president Rumina Velshi tried to press N.B. Power to explain what was being done about that. 

"For the last four years … it's an increasing trend," said Velshi, referring to the data in the written submission. "There is no fluctuation. It's just going up from 2017, '18, '19 and 20." 

"You didn't explain why there is a difference between Lepreau and other CANDU reactors. What are you doing to eliminate the source and change the trend?"

CBC asked to interview Jason Nouwens, N.B. Power's director of external affairs, to explain and elaborate on some of what was said in response to Velshi, but the utility said the commission had prohibited N.B. power staff from giving media interviews outside commission proceedings. 

The commission later said that N.B. Power was mistaken. The only people who cannot be interviewed during a hearing are commission members and commission staff. 

During proceedings, N.B. Power did admit that it does release more tritium than its peers. 

Senior health physicist·Jennifer Allen said elevated releases do occur when N.B. Power performs activities on its moderator system, but levels are monitored daily and workers are protected.

"We recognize that this is a significant radiological hazard — not just from an environmental perspective but also for the workers who have to perform maintenance on these systems as well," she said. 

Nouwens told the commission that increases do result from proactive maintenance but they're always planned in terms of ALARA, the acronym in the nuclear power industry for doing everything possible to reduce radiation exposure to "as low as reasonably achievable".

Mi'kmaw say 5 to 10 years long enough

Mi'gmawe'l Tplu'taqnn Incorporated, a group created by Mi'kmaq First Nations, said a renewal of Lepreau's licence for five to 10 years would be appropriate.

"N.B. Power was unable to articulate the clear advantage of securing a 20 or 25-year licence rather than a 10-year licence," said their submission. 

"MTI shares the Commission Members' concerns that a longer licence duration may negatively affect both public perception of the Commission's oversight, and opportunities for meaningful engagement with First Nations and other communities." 

While recognizing N.B. Power's efforts to engage Mi'kmaw rights holders, MTI noted that more was needed to increase First Nations' confidence in the Point Lepreau Nuclear project. 

They are calling for Indigenous people to be involved in environmental monitoring.

They're also asking that all decisions involving Lepreau be made with guidance from Indigenous knowledge, which they defined as the body of knowledge, practice and beliefs handed down through generations. 

Hearings end Thursday

The public hearings will continue Wednesday and run until midday Thursday.

Wednesday's agenda includes presentations from the New Brunswick Emergency Measures Organization, the Musquash Volunteer Fire-Rescue Department, the Canadian Nuclear Association and the CANDU Owners Group.

Chief Hugh Akagi says he'll listen today and speak his mind this spring

That will be his time to tell Canada's Nuclear Safety Commission that he objects to having a CANDU-6 reactor on traditional Peskotomuhkati land.

"If anything goes wrong," said Akagi, his voice trailing away as he contemplated the possibility of a nuclear accident.

"Nuclear is being touted as green energy and I just do not feel that there is any compatibility there at all."

Akagi will be speaking for the Passamaquoddy Recognition Group.

The organization has been granted $45,000 in federal funding to research and prepare a presentation that will take place this spring.

That's part two of the licensing hearings that start today, as NB Power seeks approval to operate Lepreau for another 25 years.

N.B. Power will try to make the case that Lepreau has an outstanding record for safety and reliability.

There's never been an industrial accident on site since it started operating in 1983.

However, the off-site emergency plan does raise the spectre of some devastating possibilities.

They include an active attacker on site, a hostile takeover of the control room, a potential aircraft impact, a credible bomb threat and the accidental release of radioactive material.

Akagi says he's disturbed by the idea of having radioactive waste stored on site, and so close to the Bay of Fundy.

"This is one of the most productive ecosystems in the world," said Akagi. .

"The damage... if anybody could imagine the damage. You're sacrificing all the fish, the clams... everything would be gone."

At 75, Akagi says he's been before the CNSA at least three times before.

Most recently, he presented to the Commissioners in 2017, when the regulator agreed to a five-year renewal of Lepreau.

Even though his community did not get its way, Akagi thinks there's still value in showing up. 

"I didn't move any mountains but I was surprised. because they did hear my words," he said. "That alone encouraged me."

"It's about repetition and catching the ear of someone who is listening."

Hearings start at 10 a.m. AT

Heather Davis says the success of the CNSC depends on public engagement.

She works for the Commission as Point Lepreau's on-site office supervisor.

She and the inspectors on her team are tasked with evaluating daily operations to ensure they comply with regulatory and licensing requirements.

Their observations helped inform the 330-page staff report that recommends Lepreau be renewed for 20 years.

That would take the station to 2042, 30 years beyond its 2012 refurbishment. 

Davis says people who want to know more about that or any aspect of Lepreau's performance, should know that part one of the hearings start at 10 a.m. AT today on the Commission's website. 

"You'll see N.B. Power and CNSC staff make their presentations and answer commissioners' questions," she said.

"And if you're interested, if you have an interest, and an expertise or information that may be useful to the commission in coming to a decision... you can apply formally to participate as an intervenor."

To be an intervenor doesn't require giving a speech.

At the 2017 hearings on Lepreau, the Commission received 95 written submissions.

Doctors for Nuclear Energy

Dr. Chris Keefer hopes the Commission will also hear from people who support nuclear power.

He says it has its challenges but remains critical to Canada's effort to reduce greenhouse gas emissions.

He says solar and wind technologies are still too dependent on the sun actually  shining and the wind really blowing.

He supports renewing Lepreau for another 25 years.

"If that plant is closed, it's going to be replaced by fossil fuels," said Keefer, an emergency medicine physician and the founder of Doctors for Nuclear Energy and president of Canadians for Nuclear Energy.

"We see that everywhere where nuclear plants are shut down."

Keefer provided the Indian Point reactor in New York state as an example.

Deactivated last year, its output was replaced by three natural gas plants.

"And our Pickering nuclear station in Ontario is scheduled to close," said Keefer, who also hosts the podcast Decoupling.
 
 "An electricity systems operator says it will be replaced almost entirely by gas."

"That's going to increase Canada's national emissions by one per cent and erase about one third of our progress so far as a country in terms of greenhouse gas reductions"

Keefer says CANDU reactors are Canadian technology that also provide well-paid jobs. 

N.B. Power says Lepreau employs approximately 900 highly skilled people.

It does not matter what we have ever done, we as humans always leave something behind. Truly interesting but also a very hard thing to correct. We could just shut off the taps or the electricity, but I know that will not work either because of how we as humans have grown accustomed to it. Maybe in time. Good to know that there is folks out there thinking of this. Imagine when we do accomplish this feat. Have a great day. Work/play safe

Throne speech signals Canada’s support for new nuclear reactors,
opposition builds in New Brunswick

For more than a year, renewable energy and anti-nuclear activists in
New Brunswick and across the country have watched nuclear industry
lobbyists re-position their product as the solution to the climate
crisis. Indeed, days before the Throne Speech, federal Natural
Resources minister Seamus O’Regan claimed that nuclear power was
necessary for Canada to meet its net-zero emissions target.

Given its legacy of toxic radioactive waste, nuclear energy would not
be considered “clean technology” by most Canadians. However the
nuclear industry has been working hard to scrub its image.

Making nuclear power “clean” was a goal of the December 2019
memorandum of understanding (MOU) signed by the premiers of New
Brunswick, Ontario and Saskatchewan and more recently, Alberta, to
develop the nuclear industry’s latest offering, so-called “small
modular nuclear reactors” or “SMRs.”

The MOU committed the parties to “work co-operatively to positively
influence the federal government to provide a clear unambiguous
statement that nuclear energy is a clean technology and is required as
part of the climate change solution.”

The Throne Speech is evidence the nuclear industry lobby has succeeded.

On Sept. 23, the Trudeau government promised to “ensure Canada is the
most competitive jurisdiction in the world for clean technology
companies,” to move forward with a “Clean Power Fund,” to invest in
“next-generation clean energy,” and to cut the tax rate in half for
companies making zero-emissions products.

New Brunswick is expected to be the first province to receive federal
funding for new nuclear reactors. In a shadowy deal, the province and
its public utility NB Power gave $5 million each to two start-up
nuclear energy companies, from the US and UK, that then established
offices in Saint John and applied for federal funding.

Federal funding for the two companies and their nuclear reactors was a
campaign issue during the recent provincial election. Both the Liberal
and Progressive Conservative party leaders claimed they were the best
person to bring the new reactors to New Brunswick. The week before the
election, Blaine Higgs told Brunswick News he had secured federal
funding for the two companies.

Both companies plan to develop prototype nuclear reactors next to NB
Power’s Lepreau Nuclear Generating Station on the Bay of Fundy. They
both propose to use a risky process, reprocessing, to open up the
existing irradiated fuel bundles from the Lepreau reactor to make new
fuel for their prototype reactors. Legislation passed by the Trudeau
government exempts the two projects from environmental impact
assessments.

Opposition is building in the province to the plans for new reactors
in New Brunswick.

Since last December, the NB Media Co-op has published a series of
commentaries about the risks involved with the proposed nuclear
reactors, information missing from the Government of New Brunswick and
NB Power websites, including the new radioactive wastes produced and
poor economic outcomes.

In May, the Coalition for Responsible Energy Development in New
Brunswick (CRED-NB) was formed to advocate for a nuclear-free
renewable energy future. In July, the Coalition launched a public
awareness campaign: More Nuclear? No Thanks!

On Sept. 25, the Global Day of Climate Action, CRED-NB member
Extinction Rebellion New Brunswick (XR NB) organized a rally at the
Fredericton office of the premier, calling for a rapid transition to
renewable energy without more nuclear energy development in the
province.

Speakers at the rally included David Coon, leader of the New Brunswick
Green Party and MLA for Fredericton South, Ron Tremblay Chief of the
Wolastoq Grand Council, Chris Rouse of New Clear Free Solutions, and
Jessica Spencer and Doug Swain from XR NB.

National opposition is forming against the federal government’s plans
to support new nuclear reactors.

Greenpeace Canada stated that including nuclear reactors in the Throne
Speech shows that Minister O’Regan and the Trudeau government “are
suffering from nuclear amnesia.”

The Sierra Club Canada Foundation started a letter-writing campaign to
minister O’Regan: “Take Action, new nuclear is not part of a path to
net-zero.”

David Suzuki made headlines with his reaction to O’Regan’s endorsement
of nuclear power: “I want to puke.”

In the months ahead, renewable energy and anti-nuclear advocates
across the country will be working together to raise public awareness
of the significant risks of developing new nuclear energy instead of
transitioning rapidly to renewable energy to address the climate
crisis.

NB Power claims to be supplying New Brunswick with over 40 percent
renewable energy but a local solar firm says that is not the case.

Megan McCann and Mark McCann are co-owners of MJM Solar Solutions.
They have been advocating the use of renewable energy for over a
decade. According to their analysis, NB Power is generating closer to
20 percent renewable energy in the province.

In their report that includes a solar plan for New Brunswick released
today, MJM Solar Solutions points out that 13 percent of NB Power’s
37.1 percent renewable energy profile is biofuels.

“Biofuels are not a clean energy source,” said Megan McCann.

While some renewable energy advocates say that biofuels can play a
role in the transition to a cleaner energy future, others note that
biofuels can also be harmful, taking over large areas of land that was
once used for food production and carbon storage. Others questioned
whether biofuels actually cut greenhouse gas emissions. Burning
biomass, as wood or as ethanol or biodiesel, emits carbon dioxide.

Garth Hood, owner of Thoughtful Dwellings, a consulting and design
company that specializes in energy efficiency, agrees with McCann.

“All the research I’ve seen recently suggests it causes a lot more
problems than it solves. It’s at best carbon-neutral, but it’s likely
way worse because we’re degrading forests and until we put in place a
system to guarantee sustainable forestry it’s likely going to make our
forestry sector way worse,” said Hood.

According to Chris Rouse, a senior engineering technologist, “New
Brunswick’s biofuels production is from waste products of the paper
industry, and is not using trees directly.”

MJM Solar Solutions also take issue with the high percentage of
imports that make up New Brunswick’s renewable energy profile. “NB
Power says they are at 40 percent, but that is not in house, that’s
not in province,” said McCann.

According to NB Power’s Communications Specialist Marc Belliveau, “We
are due to refresh this info, but we currently have more than 40
percent renewable energy in the province.”

“In the coming years, we will certainly be adding even more renewable
and clean energy. How and when is still a work in progress,” said
Belliveau.

Biofuels are not the only clean energy source being scrutinized.

NB Power generates much of its renewable energy from the Mactaquac
hydro-electric dam. According to Wolastoq Grand Chief Council Ron
Tremblay, “NB Power did very little, if any, consultation with our
people when our rivers were dammed.”

“Growing up in Tobique, we noticed that vegetation didn’t grow well
around the hydro wires and transformers,” said Tremblay.

In recent years, people have mobilized against spraying glyphosate to
kill vegetation not only after a clearcut to grow a softwood
plantation but also around power lines.

Tremblay has other concerns with hydro dams: “Even the construction of
a dam, how much concrete, how much lubricants are used in that system
to open and shut the dams, the generating systems, the release of the
radioactivity around dams, you can’t call that green. It’s impossible
to call that a green source of energy.”

For MJM Solar Solutions, a cleaner energy future involves the sun.

MJM Solar Solutions is requesting signatures to a petition aimed at
achieving a direct solar incentive for New Brunswickers to install
solar. The petition reads: “New Brunswickers want a direct solar
incentive to help with our climate targets, reduce power bills,
stimulate new employment, financial security, and better preparedness
for natural disasters.”

An “Eco-confluence” event on November 17 brought together more than 35
groups concerned with the well-being of the province, its citizens,
and its environment, including Nature Trust NB, Voices for Sustainable
Environments and Communities, and Peace NB. The groups are among the
more than 100 members of the New Brunswick Environmental Network
(NBEN) that hosted its annual meeting in New Maryland. The NBEN
provides various platforms for its member groups to gather and
cooperate on issues of common interest.

Jeff Carr, the new provincial Minister of Environment and Local
Government, spoke at the November NBEN meeting, noting that the agenda
included a discussion about: “When the government has the mandate but
the NGOs have the capacity.” He invited NBEN Executive Director Raissa
Marks to set up meetings with him and the different NBEN member groups
soon to brief him on the key environmental issues they are working on.

An example of NBEN members gathered together with a common interest,
Marks says, is the low-carbon economy caucus, for whom the NBEN
organized a series of meetings to develop “common messaging that
environmental groups and labour groups could both put forth to the
political parties leading up to the election.” These meetings resulted
in a letter signed by 23 labour and environmental groups sent to the
five political parties of New Brunswick outlining a common directive
toward a low-carbon economy.

NBEN staff member Annika Chiasson was recently profiled in a video
produced by the NB Media Co-op and the project RAVEN (Rural Action and
Voices for the Environment). Chiasson described how NBEN facilitates
communication among provincial environmental groups. The word
“confluence” in the name of the annual meeting, illustrates what the
NBEN does: they gather, facilitate, and encourage communication
between the many environmental groups in New Brunswick, the
government, and other sectors.

The NBEN also brings groups together to, for example, cooperate on
increasing the amount of protected land in the province to align more
closely with international goals, and on developing a new Crown Lands
and Forests Act in New Brunswick. Both of these initiatives will have
a strong effect on lands surrounding rural communities in New
Brunswick.

Currently, New Brunswick has less than five percent of its land area
protected, which is not on target with the international goal set out
by the Convention on Biological Diversity for protection of lands.
This target expects that at least 17 percent of land area and 10
percent of coastal and marine area is protected by the year 2020;
Canada more generally has only approximately 10 percent of its land
mass protected. The NBEN is helping support organizations such as the
Nature Trust of NB, Conservation Council of New Brunswick, Nature NB,
and the Canadian Parks and Wilderness Society to campaign for more
land protection in New Brunswick.

While the NBEN does not directly take positions on environmental
issues in New Brunswick, their role is indispensable as a facilitator
for other groups that do. As Marks describes, the NBEN plays a “very
behind the scenes role,” not directly advocating but rather helping
their member groups spread awareness on environmental issues in New
Brunswick.

The NBEN also recognizes environmental leaders and the success of
environmental campaigns through awards to individuals and groups. At
their November event, three environmental awards were presented to New
Brunswick citizens and groups to recognize their service to their
communities.

Lois Corbett, Executive Director of the Conservation Council of New
Brunswick, was honoured with the Phoenix Award for “contributing her
extensive expertise in communications, advocacy, and policy
development to New Brunswick’s environmental movement, enabling us all
to amplify our impact on local, provincial, and national environmental
issues.”

The citizens’ group Save Wetlands Waters and Tourism was honoured with
the Samaqan Award “for sounding the alarm about threats to coastal
ecosystems and communities along the Northumberland Strait and for
advocating for government transparency and accountability in
addressing these threats.”

Chris Rouse, member of PEACE-NB, was honored with the Gaia Award for
“his solutions-based environmentalism that has led to improvements in
laws and regulations and, most recently, to detailed technical and
economic modeling aimed at transitioning New Brunswick to a low-carbon
economy.”

up so I left voicemails.and sent emails as per my MO. One dude Paul
Belliveau
must had pocket diealed but he would not talk even when i called him
back. Much later a dude from this number 506 870 0816  called me back
I did not catch his name but he said he was 68 years old Anyway the
conversation went well until he said he supported the punk Marco
Morency,then I was all done talking.

Our Riverkeepers

Each Riverkeeper or Waterkeeper organization appoints an individual to
act as its main spokesperson, to work full time to defend the
interests of the river system and to ensure compliance with our
nation’s environmental laws. That person is called a “Riverkeeper”.
Since 1999, our community has been fortunate to count on a number of
outstanding individuals to serve as their “Riverkeeper”, to protect
and fight for the ecological integrity of this watershed for present
and future generations. Here they are in chronological order.

Daniel LeBlanc (1999 to 2006)

DanielLeBlanc Daniel was the founding Riverkeeper and Executive
Director of the organization. He was born and grew up in St-Anselme
(Dieppe), a community with strong ties to the Petitcodiac. In 1999,
Daniel became Canada’s first citizen to hold a Riverkeeper title.
During the years that followed, he led an epic battle to restore and
clean up the Petitcodiac River, to bring an end to one of Canada’s
longest-standing environmental battles. His experience is in the area
of project development, management and communications, in Canada and
abroad, covering the sectors of the environment, renewable energy,
tourism & heritage and humanitarian assistance.
Tim Van Hinte ( 2008 to 2010 )

Tim_at_Petitcodiac_4 Tim has an extensive background in environmental
management gained from experiences in New Brunswick, Ontario, and
British Columbia. He is a graduate from both the University of
Waterloo in Ontario and Simon Fraser University in British Columbia. A
long time advocate for environmental sustainability, Tim has a passion
for the outdoors and believes that clean water and a healthy watershed
are critical to strong communities. A native of Montreal, Tim is very
proud to have played an active role in restoring and cleaning up our
watershed for future generations.
Marco Morency (2010 to 2011)

Marco Morency is known in the region for his commitment to social and
environmental causes. He first became involved in the Petitcodiac
River issue in the late 90s with the environmental group Écoversité.
He continued to be committed to the river and thus became Director of
the Petitcodiac Riverkeeper in 2010. He has been very active on the
local, provincial and national scene for over 15 years, and he is a
founding member of the Sierra Youth Coalition as well as Sierra Club
Canada’s youth branch. His participation in numerous environmental
projects has earned him peer recognition. He was awarded the New
Brunswick Environmental Network’s Zephyr Award in 1999 for his work
towards making our air cleaner.

Daniel Bard (2015 – Present)

An entrepreneur, investor and incubator of successful businesses, Mr.
Bard has a distinguished track record across several business sectors,
with deep expertise in financial and environmental business
development. Originally from Edmundston, NB, he has been living in
Moncton for the past 12 years.

Mr. Bard’s impressive environmental work experience has focussed
mostly on the energy sector, including waste to energy, ethanol
produced with sugar beets, and EN Plus certified biofuels. He has also
been involved in international environmental initiatives, working in
Europe on a carbonation of human sludge (waste) project, a commercial
scale biofuel project using animal/vegetable by-products and an
ethanol project using Algae (photosynthesis) in a joint venture with
the United Nations.

Mr. Bard started his new role as Petitcodiac Riverkeeper’s Executive
Director and Riverkeeper on September 30, 2015. He can be reached by

Point Lepreau licence renewal hearing moves to Saint John

Dozens of presentations from interveners, NB Power and commission staff on program for 3-day hearing

A three-day public hearing into NB Power's application for a five-year licence renewal for the Point Lepreau Nuclear Generating Station begins Tuesday in Saint John.

The Canadian Nuclear Safety Commission hearings will begin at 10 a.m. at the Delta Brunswick Hotel.

Dozens of presentations are scheduled over the course of the three days, including ones by clean-air activist Gordon Dalzell, the New Brunswick Emergency Measures Organization, Greenpeace Canada, the Conservation Council of New Brunswick, and the Canadian Environmental Law Association.

Officials from NB Power and the commission will also make presentations.

The hearing will be livestreamed on the commission's website.

The first phase of the hearing process took place in January, when NB Power officials appeared before the commission in Ottawa.

Much of that hearing focused on the nuclear plant's ability to withstand a significant earthquake. NB Power technical adviser Derek Mullin told the commission potential risks such as earthquakes, shipping disasters, plane wrecks, tsunamis and even meteor strikes had been evaluated and were not considered likely to cause public safety problems.

NB Power's licence for Point Lepreau expires in June.

Following the hearing in Saint John, the members of the commission will review the information from NB Power, commission staff and public interveners and announce its decision on licence renewal by the end of June.
