MEET NOLAN
STRAIGHT BUSSIN'
Born in Halifax, Nolan spent his early years in Prospect, where, at the age of 10, he gained an appreciation for entrepreneurship through starting his own small business selling handmade toys at the Harbourview Market on weekends.
Moving to Spryfield in his teens, he continued on with his classmates from Prospect and graduated from Halifax West.
After graduation, he secured a full time day job as a Tire Technician in Cole Harbour and enrolled for night classes in the Automotive Service Technician Program at NSCC in Woodlawn. He, and (his now Fianceé. Megan, moved downtown, allowing her to more easily commute to her full time classes at St. Mary's where she completed her education and received a BA in Criminology.
He now resides in the Woodlawn area of Dartmouth, in the fixer upper home he and Megan secured a down payment for, and acquired last summer, along with two other family members, and works full time as an Apprentice Mechanic in Bayers Lake.
As the teen of a single mom, he learned first hand the struggles of being in a low income household, and needing to maintain a vehicle due to unreliable or non-existent transit service in the suburban areas. While living in Prospect, his mother introduced him to e-scooters at a young age, allowing him to get around in a timely manner before he was eligible to drive on his own. Even once he had his own car, and to this day, when the weather co-operates, he will still be found taking his bike to work, and would continue to do so as Mayor as well, despite living in a multi-car household. He knows first hand the issues with bike lane infrastructure in this city, and the reasons why most people are afraid to take their bikes on the road in Halifax.
Nolan approaches the campaign with a unique lens. He felt the struggle of living in an economically challenged home, to keep their heads above water in one of the most expensive cities in Canada. Personally, as well as professionally, he knows how costly car ownership can be, and is striving to make transit and active transportation a more viable option for those who live in the core, freeing up the roads for those who require a vehicle to get into the city.

Andy Fillmore keeps federal Halifax seat while campaigning for mayor, gathering donations
When Halifax MP Andy Fillmore got up in the House of Commons last month to announce he was leaving federal politics, his resignation sounded "imminent" to Tom Urbaniak.
Urbaniak, a professor of political science at Cape Breton University, watched Fillmore talk at length on June 17 about what he'd achieved in his past nine years in Ottawa. Fillmore mentioned his work to reopen Georges Island to the public, and partnering with Halifax to stop infilling on the Northwest Arm.
Fillmore said the city's rapid growth has brought benefits and challenges, adding his sights were set "firmly on the future."
"He gave what was practically a campaign speech for the mayoralty of Halifax," Urbaniak said in a recent interview.
"I thought that his resignation as member of Parliament was imminent. That speech sounded very final."

A few weeks later, on July 2, Fillmore registered with Halifax Regional Municipality to run for mayor. He launched his campaign in front of a large crowd the next day.
But Fillmore has not yet resigned his seat. He continues to take a federal salary and work out of his riding office while also campaigning for mayor, and is eligible to collect donations for that race.
"What MP Fillmore has done is not illegal and is not in violation of a written code of conduct. But the optics aren't great," Urbaniak said.
He said because Fillmore signalled his federal career was over with that speech in Ottawa, it's now a legitimate question to ask what MP work Fillmore continues to do — other than showing up for federal funding announcements, "which could be perceived as actually feeding a municipal campaign" on the taxpayers' dime.
Fillmore delivered one of those funding announcements on behalf of the federal government at the Maritime Digital Art and Design studios on July 4.

He has also attended a number of community events outside his Halifax riding in recent weeks, including a South Indian festival in Dartmouth and one at an Eastern Shore museum, and has posted photos of himself knocking on doors in Sheet Harbour.
This week, Fillmore wrote as MP to Halifax's CAO Cathie O'Toole to echo the concern from south-end residents on Coburg Road about upcoming construction to build a multi-purpose lane for pedestrians and cyclists, which would require removing some street parking near a private school and the Waegwoltic Club.
City infrastructure not just municipal issue: Fillmore
In a statement sent from his MP office, Fillmore told CBC News that residents "brought their concerns" to his attention and "noted their frustration that their elected municipal representative refused to meet with them to discuss the matter."
"It is also important to note that infrastructure projects in the municipality that are cost-shared with the federal government are not solely a municipal issue," the statement added.
Although the province's Municipal Elections Act states no member of the legislature or House of Commons can be nominated or serve in municipal office, Fillmore is technically not yet a nominee.
He's said he will resign as MP before the municipal nomination period beginning Aug. 29. After Sept. 10, nominees are considered official candidates who will have their names placed on the ballot.
However, under Halifax's campaign finance rules, people who register any time after March 1 as unofficial candidates can start collecting and spending money.
Municipal election day in Nova Scotia is Oct. 19.

Fillmore declined an interview request, but told CBC News in an email "the rules are clear" and he will resign as MP by Aug. 29.
"I will continue to fulfill all my duties as MP until I am confirmed by the municipal returning officer as an official candidate for mayor," he wrote.
Some provinces, like Manitoba, make it illegal for a sitting MP, senator or MLA to run for municipal office. They would have to resign before any registration.
Ontario now has similar rules to Nova Scotia, but used to fall into the same camp as Manitoba. Back in 2000, Independent Ontario MP John Nunziata went to court over his fight to enter the Toronto mayoral race while keeping his federal seat, after the city rejected his nomination.
Urbaniak said the intent behind the rules has always been to separate federal and provincial politics from municipal campaigns.
The other high-profile candidates running against Fillmore, sitting councillors Waye Mason and Pam Lovelace, said they are at a disadvantage when campaigning against a sitting MP.

They noted Fillmore has access to paid government staff and his own office, as well as the red machine of the Liberal party and the connections that come with that. Halifax councillors can't use any city hall spaces, or their HRM-issued phones or computers, for campaigning.
Lovelace said she wouldn't "pretend" she could do one job effectively while striving to do another with a different set of responsibilities.
"I think ethically and morally that's wrong," she said.

In some ways it's hard to split hairs about what's campaigning and what's the job as political representatives for all three candidates, Urbaniak noted, because going to community celebrations this summer could easily be both.
Urbaniak said it's just as fair to question Mason and Lovelace as it is Fillmore, about where their focus is this summer between their current jobs and campaigning.
In some jurisdictions, he said councillors have resigned their seats to run. Recently Carolyn Parrish stepped down from her role as Mississauga councillor to run for mayor of the city, a race she won in June.
Mason said he's making sure to prioritize his district, and work on the committees and boards of which he's a member, while then turning to campaign mode on the weekends.
Lovelace had a larger view of her responsibilities, and said her focus this summer is on the entire Halifax region as well as her own riding.
When asked if the Municipal Elections Act should be changed, a spokesperson for the Department of Municipal Affairs told CBC News in an email the current law "upholds the principle that representation is paramount."
Besides Mason, Lovelace and Fillmore, six political newcomers are running for mayor as of Tuesday: Clay Bowser, Nolan Greenough, Ryan Dodge, Zoran Jokic, Andrew Goodsell and Blake Roache.

The former urban planner announced last month he was leaving Ottawa
Andy Fillmore is officially running for mayor of Halifax, leaving federal politics after nearly nine years as the city's MP.
He made the announcement Wednesday morning in Dartmouth's Alderney Landing, among a large crowd of supporters that included current and former MLAs and MPs. Coun. Tony Mancini also attended, as did former councillor Sheila Fougere.
"My whole career has been all about being a champion for Halifax. I've done that in Parliament, I've done that at city hall as a planner, I did it at the Waterfront Development Corporation," Fillmore told reporters after his speech.
"Now I feel a call to be back home in Halifax to help us navigate through the challenges of growth that we're experiencing and feel that I'm uniquely positioned and qualified to do that."
Fillmore, who joked that his bid for mayor has been the city's "worst-kept secret," said last year he was considering the idea. He delivered his final speech to Parliament in June.
If elected, Fillmore promised to freeze the municipal tax rate for two years to better help residents cope with the rising cost of living and housing prices.

During that time, he said, he'd make sure the municipality conducted an internal study "to understand how we can more efficiently deliver services," and build partnerships with the private sector and other levels of government.
When asked how he'd work with the new council to make that freeze happen, especially at a time when municipalities say they're underfunded and are calling for a new tax framework, Fillmore said councillors would hear the same message that he is hearing — that residents are "tapped out."
Fillmore said his first act as mayor would be to call Premier Tim Houston and "tell him that he's got a partner in me and in the city to address the housing crisis head-on." A municipal tax freeze could also help development and keep rents from rising more rapidly, he said.
He'd also like to see building code amendments that would enable more affordable and innovative construction techniques, like off-site manufacturers and 24-hour factories so homes could be built on-site in a couple of days instead of a couple of months.
"There is a lot that we can do at the municipal level," Fillmore said.
He also promised to fill more potholes on city roads, and address Halifax Transit issues that often see buses running late and ferry crossings cancelled.
He said there could be "modernized ways" of delivering transit that come out of the internal study he's pushing for, but the city must hire more ferry and bus operators, and listen to the union and transit users.
Fillmore has been the MP for Halifax since 2015, when he defeated incumbent New Democrat Megan Leslie as part of the red wave that brought in Justin Trudeau's Liberal government.
He was re-elected in 2019 and 2021. He has been on various committees and was parliamentary secretary to a few ministers over the years, but was never tapped for a cabinet position himself.
When asked how he will distinguish himself as an individual rather than a part of the federal Liberal government that has been slipping in the polls, Fillmore said he's "never been a partisan politician" and has worked collaboratively across the aisle.
"I'm not running away from anything. I'm running to something. I'm running to continue ... to be a champion for Halifax as I have my whole career," he said.
Born in Bloomington, Ind., Fillmore's family returned to Nova Scotia when he was young and he grew up in Halifax. He eventually attended Acadia University in Wolfville, N.S., the Technical University of Nova Scotia (since merged into Dalhousie University) and the Harvard Graduate School of Design in Cambridge, Mass.

Fillmore spent 20 years as a city planner, including in Massachusetts where he worked on the Big Dig highway megaproject in Boston as an urban designer, and was later a town planner in Maine.
In 2005, Fillmore returned to Halifax to work with the municipality and led the implementation of the HRM by Design Downtown Halifax Plan. He was the city's first manager of urban design and worked on the regional plan that provided guidance for 25 years of growth.
Fillmore said he'll spend the next few weeks finishing up constituency work before officially resigning as MP in September. It remains to be seen how the seat is filled — it could be through a byelection, but if a general federal election is called within the six months after his resignation, that won't be needed.
He is the third high-profile candidate to join the race for mayor, alongside current councillors Pam Lovelace and Waye Mason. It's an open field as Mayor Mike Savage announced in February he wouldn't reoffer after 12 years in the city's top role.
Multiple political newcomers are also looking to run for mayor, including Clay Bowser, Nolan Greenough, Ryan Dodge, Zoran Jokic and Blake Roache.
Municipal election day across Nova Scotia is Oct. 19.

Liberal backbencher calls for Trudeau to resign in email to caucus
Saint John-Rothesay MP Wayne Long says new leadership needed 'for the good of our country'
Liberal backbencher Wayne Long has sent an email to caucus calling for Prime Minister Justin Trudeau to resign as leader after the party lost a Toronto-area riding that's been solidly Liberal for decades earlier this week.
The New Brunswick MP is the first Liberal caucus member to openly call for Trudeau's resignation since Tuesday's byelection upset in Toronto-St. Paul's.
"For the future of our party and for the good of our country, we need new leadership and a new direction," Long wrote in an email obtained by CBC News.
"The voters have spoken loud and clear they want change. I agree."
The Saint John-Rothesay MP, who has spoken out against his government in the past, is not re-offering in the next election.
Newfoundland and Labrador MP Ken McDonald responded to the email with, "Well said!"
He later told CBC News he liked how Long articulated himself but isn't calling for Trudeau to resign.
The Avalon MP, who has voted against his own party twice on the carbon tax, said it's the prime minister's decision to make alone, but stressed the need for an urgent, in-person caucus meeting with Trudeau.
According to sources who have seen the email chain, Kingston MP Mark Gerretsen asked members to stop hitting reply-all.

Trudeau, who has not taken questions from reporters since the byelection, has insisted he plans to stay on as leader.
"I and my entire team have much more hard work to do to deliver tangible, real progress that Canadians can see and feel," he said in a media statement this week.
Before this week's vote, a Conservative candidate hadn't been competitive in Toronto-St. Paul's since the 1980s. The party hadn't won a seat in urban Toronto since the 2011 federal election.
Conservative Don Stewart secured the breakthrough, beating Liberal candidate Leslie Church by 590 votes.
CBC has reached out to Long for comment.
In 2017, he was kicked off two parliamentary committees after he supported a failed Conservative motion related to proposed small business tax changes.

Why this young unhoused person and mechanic want to be Halifax's next mayor
Clay Bowser and Nolan Greenough say their youth is an asset in the race
The race for a new Halifax mayor has started, and two political newcomers say they've been driven to run through their own experiences with affordability and housing.
Clay Bowser and Nolan Greenough have registered as unofficial candidates for mayor of Halifax in the upcoming October municipal election. Official nominations will happen at the end of the summer.
Bowser, 27, has a background in information technology. He's originally from New Glasgow and has been in Halifax for the past decade.
But right now, Bowser said he's between jobs and is living at a shelter in the city.
"I've [borne] witness to the challenges that my city faces — specifically speaking, affordable housing — and I know that I can make a positive difference if elected," Bowser said.
Besides better housing policies, Bowser said he wants to give a voice to people from all backgrounds.
He also hopes his run inspires more young people to get engaged in politics.
"They can make a positive change in their country. You don't have to give up," he said.
Nolan Greenough, 23, said his youth and open mind would be assets as mayor.
"Everywhere I go, I learn something new from somebody new, and I think that is massively beneficial to somebody on council, somebody as a mayor," Greenough said.
He works as a mechanic at a U-Haul location in Halifax, and lives in Dartmouth with his family.
Greenough said he experienced tough times and food insecurity growing up with a single mom in various neighbourhoods around Halifax, so affordable housing and supporting people experiencing homelessness are top issues for him.
"I want to help people, right? I don't want other people to have to go through what I went through," he said.
Improving Halifax's transit system is also a priority, Greenough said. Right now, it's not something he or his mom can rely on for work because it would take about two hours to commute via bus compared to a 20-minute drive.
Besides the environmental benefits, better transit would also allow more people without cars to get to a job and lift them out of poverty, he said.
Greenough said he's been watching recent council meetings online to get a sense of how city hall works, and videos from outgoing councillors and Mayor Mike Savage offering their insights on municipal politics.
"[Savage] mentioned how if you're running for mayor, you need to think about what you can bring to the city, and … he brought his communication," Greenough said.
"For me, coming from a very hands-on, practical background, I think having that practical way of thinking is what we kind of need here."
Election coming in October
Candidates can gather donations and campaign now while official nominations will happen Sept. 10.
Coun. Pam Lovelace is expected to announce her bid for mayor at an event on Friday. Her council colleague, Coun. Waye Mason, has said he's considering the top job as well, but has yet to make an announcement.
It's been rumoured Halifax MP Andy Fillmore will run as well, but he has yet to confirm.
Municipal election day across Nova Scotia is Oct. 19.

'The privilege of my life': Mike Savage won't run for another term as Halifax mayor
The 63-year-old has been in the role for 12 years
Halifax Mayor Mike Savage says he will not run for a fourth term in the upcoming municipal election this fall.
The 63-year-old, who has been mayor since 2012, made the announcement Tuesday at Halifax City Hall in a tearful speech where he called the mayorship "the best job I ever had."
"It was a difficult decision, but it passes the test that my mother gave me more than 20 years ago: 'Is it a decision that sits comfortably in both your head and your heart?' And it does."
Savage said he would continue his work as mayor for the next eight months and would be willing to meet with anyone who's considering running for the position to offer his insights.
"Twelve years is long enough. It's time for me to plan for life after being mayor," Savage said. "I don't know what that will be, but I know there is something else."

Savage said he wanted to leave on his own terms, and go out at a time when he likely could win again.
He also said he was proud to have served with his colleagues in municipal council and worked in a growing city that has become younger and more diverse over the years.
"Thank you to the residents of our community for giving me the enormous honour of serving it," he said at the end of his speech. "It has been the privilege of my life."
While Savage said he loved being mayor, he doesn't see longevity as a mark of success in politics — rather, "what the hell did you do when you had the chance to do something?"
Savage said he's proud that during his tenure, Halifax's downtown has seen development and the city brought in a tax to fund climate change adaptation.
He also spoke about improved relationships with the Mi'kmaw community. Savage said a key moment was council's decision to remove the statue and street name of Halifax's controversial founder Edward Cornwallis, who issued a bounty against Mi'kmaw men, women and children.

But the city's growth has come amid a housing and affordability crisis, with a rising number of people sheltering in city parks and other encampment sites.
Savage said the city's growth and success has positioned it to better support those who are homeless, and he plans to work on the issue for the next eight months alongside the province.
"I would like to think that my career in politics would be based on taking care of people, taking care of the planet, and then allowing people to do well at the same time," Savage said.
His decision means there will be an open race for the mayor's seat.
Coun. Waye Mason has long said he would consider running when Savage stepped down. But on Tuesday, he said now was not the right time for that conversation.

"When Mike got elected, Halifax was a bit of a mess and he brought a lot of confidence and swagger back to the city, and I think he really has to be applauded for that," Mason said after the announcement. "It's going to be hard to imagine what the city will be like when he's gone."
Coun. Pam Lovelace said she's considering a run for mayor, but hasn't made a decision yet.
There have been rumours about Halifax MP Andy Fillmore running for the job since last fall when he stepped away from his duties as Parliamentary secretary for the federal minister of Innovation, Science and Industry. At the time, he posted to social media that he wanted to focus his "undivided attention on Halifax."
Savage boosted Halifax's prosperity: Fillmore
When asked about the possibility of running on Tuesday, Fillmore's office pointed to his statement on X, formerly known as Twitter, thanking Savage for his years of service.
As mayor, Savage "turned our municipality toward prosperity, moving us closer to the promise of our potential," Fillmore wrote.
Savage was first elected mayor in 2012, and was re-elected in 2016 and 2020.
Prior to municipal politics, he served as MP for the federal riding of Dartmouth-Cole Harbour from 2004 until 2011, when he was defeated by NDP candidate Robert Chisholm.

Furthermore, Franky Boy should have disclosed everything about a potential lawsuit etc to the TD Financial dudes before accepting his new position. However I was very open and very honest with them as soon as I was aware of his new job. Now that Franky Boy and I are both back home in our old stomping grounds and I am on the warpath, John Manley may quit hustling the Ottawa Senators hockey team to CIBC. Franky Boy has climbed high up on the crooked totem pole of affluence pedaling his influence over common Maritimers without a common man’s conscience that is lost to all lawyers. Franky Boy and his many pals in banks and companies such as the Carlyle Group may gain the whole world at the expense of their own souls. However one pigheaded ethical soul will try hard to hold them all accountable by just knocking a few off their high horses. I also know there are many souls in the Maritimes who were entertained and understand the meaning of the old story of David versus Goliath or my name ain’t Dave. Watch me look into the eyes of the people I pick for a jury before I start chucking rocks in court.Stevey Boy Harper and his little lawyer Rob Moore would not understand why I am humming the old tune sung the dude who loved to hang around mobsters but many other old farts like me will. His recent appointment to oversee the CRTC proves to me that he is a crooked as Hell. He must have known he was finally free from all the lawyers that had once chastised him in the past. They cannot hold him accountable for whatever he says in the House to a nationwide audience as an MP like they once did when he spoke on local radio. The chickenshit, Andre Arthur may be laying back and waiting for just the right point in time to start clucking into the Parliamentary record to make history in his own best interests. I don’t know. Nor do I care if he has a plan or is just holding to a backroom deal. I do know when we talked on the phone months ago, I could tell that he did not have any balls at all. The silence of a former big talking talk show host from Quebec spoke volumes to me months ago about why that Frenchman won’t mingle with the media he now oversees. His appointment to the committee that oversees the very dudes who once tortured him, stinks of backroom deal and a political payoff to me. All Andre Arthur or anyone else in the House had to do this month or in the years before was to have the sand to stand up and ask the Speaker in a question period on the record simply state the following. "Who the Hell is David Raymond Amos and what the Hell is talking about?" There I even wrote the script for him just in case he or anyone sprouts some testicles real soon. If anyone acts like an ethical Parliamentarian, it will be Rob Moore’s task to explain my affairs to the House. I will lay odds that if Andre Arthur or anyone else were certain that they could profit rather than suffer from such few words, they would. love to make history and become the hero who saved Democracy for us all.Nobody will talk to me for the same reason Arthur is silent to everyone else. It is based in political deceit. Justice is always a matter of political will rather than the way that it should be. I am just wise enough to know I can be the most effective in finding a little justice when the political process is flux. Bernie Shapiro’s office and that of his fellow crook, Jean Fournier’s have denied receiving anything of mine from Andre Arthur or Noel Kinsella. That makes me understand that I am on the right track this time. When Shapiro’s office called me last year, they were nervous campers after I had made Parliament uphold an act and give Fournier a job so that I could complain to him about Senator Joe Day. The far from ethical parliamentary counselors are quite likely hiding under a rug somewhere in the House and praying Baird’s Accountability Act replaces them soon. Shapiro and Fournier are just playing dumb while waiting to duck out the back and scurry into the sunset with unearned severance pays in their purses. Once they are all out of public service, they will become just a few more paragraphs to me in a future complaint against many individuals out of public service I plan to sue. The rats abandoning Humpty Dumpty’s boat like David Dingwall and Howie Wilson should offend anyone with half a mind. Less of a pipe dream would be that perhaps the Bloc could get the ten seats in Quebec from the Conservatives and truly make the Liberal history as well. The reason was all the pension funds of government employees controlled by Putnam Investments and the fact that they owned half of the Brookline Savings Bank, another publicly held company.Perhaps you dudes should read the fine print of the whistleblower form 211 that I filled out many years ago. It seems he has chosen to forget my emails to him or the phone conversation we had late in the week before. I know Rae knows that Marion McGrath, the General Counsel of the SIRC has refused to do her god damned job just like Franky Boy’s old lieutenant Adleea Landry does. Because of that Bob Rae felt free pat to his own back about the work he did with the SIRC?Marion MacGrath and many others whose names can be found within the enclosed documents have forever proven to me the malice of all politically appointed public servants. The cop, Dean Buzza of the arm of the RCMP known as IMET really pissed me off in March. I defy anyone to try to talk to the crooked lawyer, Paul Kennedy about him.
