Mark Carney to run for seat in Ottawa's Nepean riding
Previously held by Liberal MP Chandra Arya, it borders riding where Poilievre is seeking re-election
Prime Minister Mark Carney will run in the Ottawa riding of Nepean in the next federal election, according to the Liberal Party.
"Ottawa is where Mark Carney raised his family, devoted his career to public service and always gave back to his community," the party posted on the social media platform X Saturday night.
Carney added that he's "honoured" to be running in Nepean.
"This next election will be one of the most consequential in our lifetimes. Let's get to work," Carney posted on X.
The riding has been held by Liberal MP Chandra Arya since 2015, but the 62-year-old learned Thursday that the party had removed him as their candidate.
Arya had already been nominated to run again. He had previously run against Carney in the Liberal leadership race, where he dismissed the importance of knowing French and later had his nomination revoked.
Carney has never held elected office. He became prime minister shortly after winning the Liberal leadership earlier this month.
The riding where he will seek to become an MP borders the riding of Carleton, where Conservative Leader Pierre Poilievre is running for an eighth term as an MP.
Sources have confirmed to CBC News that election day will be on April 28.
Carney is expected to ask the Governor General on Sunday to dissolve Parliament, marking the beginning of a federal election campaign.
But for many, the campaign already seems to be underway, with all parties holding events across Canada. Carney also paired up with comedian Mike Myers in a new video posted on Saturday.
A Liberal source said Carney's team approached the provincial Liberals in Nepean on Friday, after Arya's Thursday evening post that the party had revoked his nomination.
The source said Carney's team asked the provincial Liberals what kind of help they could provide in the leader's campaign. The source expected, at the very least, provincial volunteers to go door to door for the federal campaign.
The source said they expect Carney to have a campaign launch event in Nepean sometime next week.

FYI During my debates in Fundy Royal I made certain that Rob Moore
and his boss Harper and the Libranos knew within the emails found

through leaked information and the government's own self-serving

The Privy Council Office is the department that provides non-partisan
support to the prime minister and cabinet. The Conservative campaign
told CBC News the government asked the PCO to offer the briefing to
the opposition parties.
But in a separate letter released Thursday, Liberal candidate John
McCallum accused Prime Minister Stephen Harper of continuing a "lack
of transparency" over the deal's details.
"Despite a commitment by the minister of international trade, Mr. Ed
Fast, to release the text of the agreement so all Canadians can judge
it on its merits before election day, media reports this week state
that the details will remain secret," McCallum wrote.
"It is troubling that with just four days remaining until election
day, you continue to refuse to release the text of the agreement for
Canadians to see."
McCallum noted that a previous briefing attended by party
representatives on Oct. 4 "provided no actual details beyond the
limited information already released publicly."
"It is simply not possible to conduct a meaningful, in-depth analysis
of the 1,500-plus page agreement in 90 minutes," he wrote.

Conservative campaign spokesman Kory Teneycke told CBC News the
Liberals initially agreed to attend the Friday briefing, while the NDP

the following statement today on Canada’s Trans-Pacific Partnership
(TPP) negotiations:
“According to a recent report, the US will be seeking ‘new market
access’ from Canada in the TPP negotiations. The report noted that a
major component of negotiations would be Canada’s supply management
system.
It is imperative that this Conservative government be completely
transparent on their TPP negotiations, especially in regards to what
Canada is conceding in order to be accepted into this partnership.
Canadian dairy and poultry producers depend on the supply management
system, just as Canadian consumers rely on its stable pricing, and
they all deserve assurance that their livelihoods and food safety will
not be compromised in these negotiations.”

there are dramatic changes to Canada's protective supply management
system, as demanded by some of the 12 countries involved in
negotiating the trade deal. But he said other farmers are efficient,
can compete with anybody in the world and flourish in an unregulated

threaten 4,500 to 6,000 farms and up to 24,000 direct jobs across the

The Canadian government faces domestic pressure from dairy-producing
provinces, who are not at the negotiating table but have provincial
representatives in Atlanta pushing against any opening to foreign milk
and cheese.
Canada isn't the only country with domestic pressure: the American
delegation has received a public letter from influential lawmakers
urging it to walk away unless it can secure certain gains for American
businesses.
But the biggest U.S. business lobby is urging a deal now.
It says the decade-long TPP project could be destroyed by domestic
politics if it doesn't happen immediately, with elections in Canada,
then the U.S., Japan and Peru next year and governments under pressure
to protect individual sectors.
"If we miss this opportunity I believe we may lose it forever," said
Tami Overby, vice-president at the U.S. Chamber of Commerce.
"We have the Canadian election. No one knows what that outcome's going
to be. We also get closer to the U.S. 2016 (presidential race) -- that
gets harder. So from my perspective nothing gets better. But the risk
increases, and in some cases quite significantly as time goes by."
As if to underscore her point, NDP Leader Tom Mulcair announced Friday
that he wouldn't consider himself bound to ratify any deal reached
during the election campaign.
Overby encouraged all countries to put some of the proverbial water in
their wine.
For Canada, that wine comes with a little more foreign cheese.
She said New Zealand hasn't asked for much. But it helped spearhead
the TPP project years ago, with its one major demand being access to
dairy markets.
Other Canadian industries are thrilled at the prospect of a deal.
The head of Canada's pro-free-market agriculture group said he expects
a nine-per-cent increase in canola exports alone, with big gains for
other industries including pork, beef and barley.
"We're extremely optimistic for our sector," said Brian Innes of the
Canadian Agri-Food Trade Alliance, and vice-president of the Canola
Council.
"We face significant trade barriers, this is the most ambitious deal
in decades, and it could have a major impact on our ability to
export."

Transfer of Canadian banking records to U.S. tax agency doubled last year
Documents for thousands of Canadian residents transferred under
controversial FATCA legislation

Banking records of more than 315,000 Canadian residents were turned
over to the U.S. Internal Revenue Service last year under a
controversial information sharing deal, CBC News has learned.
That is double the number transferred in the deal's first year.
The Canada Revenue Agency transmitted 315,160 banking records to the
IRS on Sept. 28, 2016 — a 104 per cent increase over the 154,667
records the agency sent in September 2015.
Lisa Damien, spokeswoman for the CRA, attributed the increase to the
fact it was the second year for the Canada-U.S. information sharing
deal that was sparked by the U.S. Foreign Account Tax Compliance Act
(FATCA).
"The exchange in September 2015 was based on accounts identified by
financial institutions at the time," she said. "The number of reported
accounts was expected to increase in 2016, because the financial
institutions have had more time to complete their due diligence and
identify other reportable accounts."

Prior to coming to power, Prime Minister Justin Trudeau opposed the
agreement to share banking records of Canadian residents with the IRS.

The transmission of banking records of Canadian residents is the
result of an agreement worked out in 2014 between Canada and the U.S.
after the American government adopted FATCA. The U.S. tax compliance
act requires financial institutions around the world to reveal
information about bank accounts in a bid to crack down on tax evasion
by U.S. taxpayers with foreign accounts.
Dual citizens, long-term visitors affected
The deal requires financial institutions to share the banking records
of those considered to be "U.S. persons" for tax purposes — regardless
of whether they are U.S. citizens.
Among the people who can be considered by the IRS as "U.S. persons"
are Canadians born in the U.S., dual citizens or even those who spend
more than a certain number of days in the United States each year.
Former prime minister Stephen Harper's government argued that given
the penalties the U.S. was threatening to impose, it had no choice but
to negotiate the information sharing deal. The former government said
it was able to exempt some types of accounts from the information
transfer.

The Canada Revenue Agency triggered controversy after it transferred
the first batch of Canadian banking records to the IRS in September
2015 in the midst of the election campaign, without waiting for an
assessment by Canada's privacy commissioner or the outcome of a legal
challenge to the agreement's constitutionality.
Prime Minister Justin Trudeau, Treasury Board President Scott Brison
and Public Safety Minister Ralph Goodale have dropped calls to scrap
the deal, which they had made before the Liberals came to power.
Watchdog wants proactive notification
Privacy Commissioner Daniel Therrien has raised concerns about the
information sharing, questioning whether financial institutions are
reporting more accounts than necessary. Under the agreement, financial
institutions only have to report accounts belonging to those believed
to be U.S. persons if they contain more than $50,000.
Therrien has also suggested the CRA proactively notify individuals
that their financial records had been shared with the IRS. However,
the CRA has been reluctant to agree to Therrien's suggestion.

transmitting more banking records to the IRS than is necessary.

NDP revenue critic Pierre-Luc Dusseault said the increase in the
number of files transferred was "surprising," and he questioned
whether financial institutions are only sharing records of accounts
worth more than $50,000.
"I don't see how there would be 150,000 more accounts reportable to
the IRS in one year. It is something I will look into."
Dusseault said the CRA should notify every Canadian resident whose
banking records are shared with the IRS.
Lynne Swanson, of the Alliance for the Defence of Canadian
Sovereignty, which is challenging the information sharing agreement in
Federal Court, said she has no idea why the number of banking records
shared with the IRS doubled.

"It still seems low in comparison to the number of Canadians that are
affected by this," she said. "It is estimated that a million Canadians
are affected by this."
Hopes for repeal
Swanson hopes that U.S. President Donald Trump, or Congress — which is
now controlled by the Republican Party — will scrap FATCA. The
Republican platform pledged to do away with the information collecting
legislation.
"FATCA not only allows 'unreasonable search and seizures' but also
threatens the ability of overseas Americans to lead normal lives," the
platform reads. "We call for its repeal and for a change to
residency-based taxation for U.S. citizens overseas."
Swanson's group is also hoping the Federal Court of Canada will
intervene, although a date has not yet been set for a hearing.
"A foreign government is essentially telling the Canadian government
how Canadian citizens and Canadian residents should be treated. It is
a violation of the Charter of Rights and Freedoms."

Carleton was Poilievre's riding to lose. When he did, it came as a shock to many
Conservative leader lost longtime Ottawa seat to Liberal newcomer Bruce Fanjoy
The startling upset for Conservatives and their leader Pierre Poilievre, who lost the Ottawa-area riding he'd held for nearly 21 years to a Liberal newcomer, had local voters buzzing the morning after.
By the time Carleton's giant ballots were counted, Carleton's MP-elect Bruce Fanjoy had garnered about 51 per cent of the vote to Poilievre's 46 per cent.
Residents of the rural Ottawa riding who spoke with CBC News on Tuesday offered a variety of reactions and theories about why Poilievre had been ousted.
Michelle Cole said U.S. President Donald Trump's threats against Canada's economy and sovereignty definitely played a role.
"Nothing against Poilievre, but the way Canada's going, you can imagine that a lot of people were voting the same way in this riding," she said.
"I feel bad for him because he has all the experience," Cole added. "He's done a great job — it's just everybody is so on this anti-American kick that it was the wrong time."

"It was definitely shocking for this riding," said Rory O'Connor. "It's been Conservative as long as I've lived here, and [this is] definitely quite an upset."
O'Connor said that reversal suggests the Conservatives might need to rethink their priorities.
"I think right now, the party probably needs a reboot. I don't think that they can continue with their current platform," he said.
Nick Lecuyer said he never believed Fanjoy had a chance in Carleton, but then he started to see Liberal lawn signs pop up around the riding.
"I think it's a long time coming that we had a change in this riding specifically. I don't think Pierre Poilievre did anything for the people of Carleton at all, and I think the Conservative government was potentially very problematic for middle-class people," Lecuyer said.

Poilievre's loss was a disappointment to many.
"I'm really concerned with the economy, certainly inflation, spending of money that we don't have," said Vic Josey.
"I feel that he's very sincere and genuine in his feelings for this country," Josey added. "I think he loves this country and he worked very hard for it over the last three years, but the results didn't pay off for him."

Fanjoy said he knocked on more than 15,000 doors and held thousands of conversations with residents of the sprawling riding south of the capital's urban core.
"It's been a great privilege to get to know people," he said. "We were everywhere and we were there regularly, and I think that that made a big difference."
Fanjoy acknowledged Donald Trump's hand in the Liberals' astounding election comeback, but insisted Prime Minister Mark Carney is "uniquely qualified" to deal with the U.S. president.
"We're all Canadians and we're in this together and we gotta get through it together, so I'm not worried about how Canadians are going to respond," he said.

What's next for Poilievre?
Only months ago, Poilievre was poised to lead the Conservatives to a historic majority government, with polls projecting one of the most lopsided seat counts in 30 years.
But on election night, despite some promising signs nationally, he lost his seat.
His 46 per cent support in the preliminary count was still about what he earned in his first win in Nepean-Carleton in 2004, along with the 2015 and 2019 elections.
While he may vow to stay on as leader, getting a new seat may take a Conservative MP elected Monday night giving up their seat to allow him to run in a byelection — a move that could technically backfire and possibly put the Liberals a seat closer to a majority.
While Poilievre hasn't spoken to CBC since he lost his riding, on election night he told the Conservative crowd at a downtown Ottawa convention centre there's more work to do.
"We have to learn the lessons of tonight so that we can have an even better result the next time Canadians decide the future for the country."

Poilievre faces uncertain future after losing his own seat and failing to depose the Liberals
Conservative leader defeated in his Ottawa-area riding while raising party's seat count
Conservative Leader Pierre Poilievre delivered mixed results in Monday's election — boosting his party's vote share to a generational high with breakthroughs among new voting blocs, while at the same time failing to unseat Mark Carney and the Liberals from government and losing his own seat.
Only months ago, Poilievre was poised to lead the Conservatives to a historic majority government, with polls projecting one of the most lopsided seat counts in 30 years.
In the end, former prime minister Justin Trudeau's resignation and U.S. President Donald Trump's trade war scrambled the electoral equation and Poilievre couldn't deliver on his promise of change.
Carney emerges from this election with one of the strongest minority governments in the country's history — just three seats shy of a majority.

Poilievre vowed to stay on as party leader despite the disappointing final result, telling his supporters in Ottawa early Tuesday that he needs more time to drive a stake through the Liberals once and for all.
"We didn't quite get over the finish line — yet. We know that change is needed, but change is hard to come by. It takes time. It takes work," Poilievre said.
"We have to learn the lessons of tonight so that we can have an even better result the next time Canadians decide the future for the country," he said.
Jamie Ellerton, a Conservative strategist who worked on past leader Andrew Scheer's 2019 election campaign, said Poilievre is likely to hang on to the leadership at this point.
"I think he has rock-solid support among the party membership," Ellerton said in an interview.
Indeed, even as polls suggested the Liberals were poised to pull off a major about-face and win again, Poilievre drew large, adoring crowds of supporters at rallies across the country throughout the campaign.
Other Conservatives say Poilievre's future is to be determined, given the Liberals will live to see another day and victory slipped through his hands.
"This is a big loss to a tired government that's been in power for 10 years," one senior Conservative source who worked for Poilievre in the past told CBC News.
"The guy couldn't do what needed to be done. He utterly refused to acknowledge that the ballot box question had changed to the bitter end," the source said, referring to the U.S. trade war.
Party achieved some success
Still, Poilievre led the party to gains in areas where the party has struggled in recent federal elections.
Notably, the Liberals have pulled in roughly 49 per cent of the vote counted so far in Ontario, compared to about 45 per cent for the Conservatives — big improvements for both parties after the NDP vote collapsed. That result translated into a 12-seat gain for the Tories in the country's most populous province.
The Conservatives picked up seats in Toronto's suburban 905 region, some with unexpectedly large margins like in Vaughan-Woodbridge.
Party sources say Poilievre's tough-on-crime message had a particular appeal in areas where violent and property crime has been a major concern after a post-COVID spike.
Poilievre's effort to court blue-collar workers, particularly those in private-sector unions, also paid off with a strong Conservative showing in industrial areas like Ontario's Niagara region, and southwestern Ontario locales like London and Windsor.
The party outperformed in some areas of Atlantic Canada, picking up a seat in Newfoundland and Labrador, and benefited from progressive vote splits in B.C.
Poilievre also held off a meaningful Liberal breakthrough in urban Alberta and Saskatchewan, although Carney, the party's first Western leader in a generation, delivered relatively respectable results in the region — particularly in B.C.'s Lower Mainland.
Scheer, a close Poilievre confidant, said in a social media post the party ran "an incredible campaign" and posted "the highest vote percentage in modern Conservative history" and therefore the "inspirational" Poilievre should be given a chance to continue leading the party to "finish the job next time."
But Poilievre lost his own Ottawa-area seat of Carleton — a shocking result given he's held that riding for more than 20 years through successive political waves.
Poilievre will need a new seat
In the end, the result wasn't even particularly close with Poilievre losing by some five percentage points to Liberal candidate Bruce Fanjoy.
Voters in the area told CBC News that Poilievre's past support for the anti-vaccine mandate convoy that overtook Ottawa's downtown during the pandemic and his promise to cut the public service hurt his chances in the riding.
It will be difficult for Poilievre to prosecute the Liberals from outside the House of Commons.
If he does stay on as planned, one of the Conservative MPs elected in Monday's vote will likely resign their seat to give him a chance to run in a byelection and get back into Parliament.
Poilievre's continued use of Stornoway is also in doubt.
By law, that state-owned residence is reserved for the leader of the Official Opposition, a position that can only be held by a sitting MP. But whoever is picked by caucus as the party's interim parliamentary leader may defer to Poilievre and allow him and his young family to stay in the home.

As reports emerge of a tightening race in Pierre Poilievre's Ottawa-area riding, Liberal and Conservative supporters are confident of their respective candidate's chances of winning.
Supporters of the Liberals' Bruce Fanjoy believe they have a chance of unseating the Conservative leader in Carleton, which Poilievre has held since 2004.
Meanwhile, Poilievre's supporters say they're confident he'll keep the seat.
Still, both The Globe and Mail and Toronto Star reported last week the Conservatives were deploying a team of staffers to the riding to help Poilievre win a race some Ontario Progressive Conservative Party insiders have said could be closer than expected.
"I would like to see Pierre Poilievre be gone from politics," said Bob Neske, who lives with his wife June in a quiet part of west Ottawa.
"Bruce is a super nice guy ... We've been out canvassing almost every single day since the beginning."
The retired military couple have thrown their support behind Fanjoy, who worked in business and marketing before stepping back to be a parent and volunteer.
June Neske said the two of them "have historically voted Conservative" but neither could support Poilievre.
Bob Neske said his opinion of Poilievre started to change in 2022 when the MP showed support for the convoy protest, which saw thousands of people descend on Ottawa with large trucks, protesting pandemic mandates and other government policies.
He added he wouldn't be supporting the Liberals if former prime minister Justin Trudeau was still leader.

'I don't know if it's that close'
One Conservative source told CBC News the party is confident Poilievre will take the seat, as he has for the past seven elections.
For Mike Medeiros, who runs a mushroom farm in the riding and is voting Conservative, reports of a tightening race don't worry him.
"I don't know if it's that close, maybe it is. I think what's happening too is we've got 91 candidates in our riding," Medeiros said, referring to the high number of protest candidates running in Carleton.

Medeiros said affordability is top of mind for him this election, citing the high taxes he's had to pay for his farm.
"I think the conservative voters will definitely come out and support their candidate who they've supported for the past 20 years," he told CBC.
"Throughout the summer you'll see [Poilievre] in the riding. He'll pop in and buy some mushrooms once in a while ... he's definitely a great supporter of our local community."
Medeiros added he hasn't yet run into Fanjoy.
Huge turnout in advance voting
The riding's candidates also include the NDP's Beth Prokaska, a retired music teacher, and the Green Party's Mark Watson, who's founded several businesses.
Data released by Elections Canada shows nearly 44,000 votes were cast in Carleton during advanced polls, more than 40 per cent of the voters on the agency's list.
While denying there's any concerns in the riding, the Conservatives added a rally in Carleton to his schedule for Sunday night.
CBC asked for a comment from the Conservative leader but did not hear back by deadline.
Meanwhile, Fanjoy says the race is winnable.
"People will discover on election night that this is going to be a very close race," he said. "That's the message that we're telling people."

Poilievre's Carleton riding had the most advance voting in Canada
Mark Carney's neighbouring Ottawa riding was 5th
More federal election voters showed up to the polls early in Conservative Leader Pierre Poilievre's rural Ottawa riding than any other riding in Canada.
Data released by Elections Canada shows nearly 44,000 votes were cast April 18 to 21 in Poilievre's long-held Carleton riding.
That's more than 40 per cent of the riding's voters on Elections Canada's list.
About 71,000 people total voted in Carleton in 2021, with some 31,000 doing so in advance.
It comes as the Conservatives push back against reports Poilievre is in danger of losing his seat. Carleton has also been the target of a longest ballot protest for electoral reform, with 90 other candidates registered to run in the riding.

Nepean, with a five-candidate field that includes Liberal Leader Mark Carney, ranked fifth in advance voting with about 32,700 ballots cast. Like Carleton, it's a notable increase from 2021.
Ottawa Centre also made the top 10 with about 32,600 early votes. Lanark-Frontenac was 17th and Kanata 29th.
An estimated 7.3 million Canadians — a record — cast their ballots over the long weekend, according to Elections Canada. That's a 25 per cent increase from 2021.
