The evolution of Mike Webster: Psychologist … and head of the RCMP?

After a lifetime of achievement in football, wrestling and as a clinical psychologist, Mike Webster made a startling decision while the third part of this interview was being written. He went public with his application to become the new Commissioner of the RCMP, despite being blackballed by the force for speaking out at a public inquiry about takedown procedures and tactics he found utterly revolting.

“When I am done the organization will have a new face, a new business model, and a new direction; the Canadian public will have renewed confidence in their national police service and the membership will have rekindled their smouldering motivation,” he wrote in the cover letter.

Webster, who has been a teacher at the British Columbia Police Academy, the Canadian Police College, Europol, and the FBI Academy at Quantico, Virginia (helping train for hostage situations and providing his expertise in the most tense and dangerous conditions imaginable), promised “… by the time I am done I will have identified a new (and permanent) Commissioner and Senior Executive from within the organization who are committed to ‘turn around change.'”

The path from sports to news headlines for Dr. Michael Webster began after earning a Master’s Degree and thereafter being awarded a doctorate from Western Washington University in 1981. “I worked occasionally during both — more so during my Masters. I did guest shots, mystery wrestler, cameos, and filled in for sick and injured masked men while studying full-time — territories included: B.C., Washington, Oregon, Puerto Rico, and Hawaii,” he told SLAM! Wrestling.

Webster began specializing in working with police crisis teams after being involved in negotiations during two penitentiary standoffs in B.C., and built a unique career around the world. In one of those standoffs a female prison staffer was killed by friendly fire which caused a stir across Canada.

The FBI called him to the 51-day Branch Davidian standoff in Waco, Texas, in 1993. It was arguably the first long-term incident to be driven by the television news cycle and remains controversial because of the 76 fatalities (including women and children) after the assault on the armed compound as authorities sought to arrest cult leader David Koresh. Webster believes that high cost could have been averted.

“The FBI could have withstood (perceived) public pressure and maintained the conciliatory approach they had adopted during the first week (that resulted in 30-35 people walking out of the compound). The FBI suffered from an action imperative — they needed not only to be doing something, but to be seen to be doing something. Sometimes it’s better to do stuff that’s effective but not visible.”

An armed standoff in 1995 between the Ts’Peten Sundancers and the RCMP at Gustafsen Lake, B.C., resulted in a fundamental shift in his approach, after telling the Vancouver Sun, “The greatest thing I will take away from 100 Mile House with me is the incredible knowledge I have about native spirituality and how effective that can be.”

Webster explained, “Prior to our success at Gus Lake, the police dealt with this type of situation using a linear approach. First talk, and if that doesn’t work, go right away to ‘heavy tactics.’ The strategy applied at Gus Lake and afterwards (e.g. the ‘Freemen’ at Jordan Montana) was a parallel approach. I now advise making it easy for the other party to agree while at the same time making it difficult for them to disagree.”

In one of his papers, he described his underlying philosophy:

“The less freedom, rights, or control we allow the opposition the more valuable it becomes to them and the more aggressively they will pursue it. Force now becomes counterproductive as it has driven the opposition into a defensive position where they will resist us with all they can muster. Once the strategy of force is deployed there is no turning back. The opposition will have difficulty accepting your efforts to talk it out after you have tried to take them out … To paraphrase Mahatma Ghandi, if we continue in the pursuit of an eye for an eye we all end up blind.”

One of the more shocking situations Webster worked on was the assault that ended the 1997 occupation of the Japanese Embassy by Tupac Amaru (Marxist-Leninist guerrillas) in Peru, which lasted four months before it was concluded by a surprise raid.

“The great military strategist Sun Tzu stated, ‘The best general is the one who never fights.’ Restating him to suit our purpose we might say, ‘The best crisis manager is the one who never assaults.’ … The whole thing was a ‘cock-up’ start to finish. On the surface (literally!) there was a negotiation with the subjects, while underground none of us knew President Fijimori was digging his tunnel under the ambassador’s residence. It is difficult to manage a conflict when there is a conflict within a conflict.” (It ended with the death of one hostage and all 14 revolutionaries, eight of whom were murdered by the military after being captured.)

As a result of Royal Canadian Mounted Police officers using Tasers five times, which resulted in the senseless death of Polish immigrant Robert Dziekański at Vancouver Airport in 2007, the name of Dr. Michael Webster came to the forefront of newscasts, online, and among civil liberties groups.

After appearing at the Braidwood Inquiry and insisting the officers’ testimony was rehearsed (for which they are now facing a trial), Webster wrote an open letter to Dziekański’s mother, Zofia Cisowski. He was relentless in his criticism of use of the unproven devices and the underlying corporate culture of Canada’s national police agency, which he likened to “Putin’s Russia.”

When threatened by the brass with being blackballed, Webster exposed their corruption even more by detailing their lack of due diligence.

“The existing ‘science’ has variously been termed ‘TASER Science’ or ‘junk science.’ The weapon has never been subjected to rigorous, independent, and impartial research. And the buyers (i.e. police persons) are far from sophisticated. When questioned on the weapon they simply regurgitate Taser International’s party line … I have said it is neither humane nor logical to inflict crippling pain on someone who has lost his mental balance, as they did at YVR (airport).”

He continued: “In my continuing criticism of the RCMP’s Senior Executive I believe I have given a voice to the oppressed membership. It is uncontroversial that for many street level RCMP policepersons their job is making them sick. I have had no support from my (self-serving) psychological colleagues, and no support from other police services.”

When asked how he handled the reduction of income due to being shunned by the Mounties, after establishing such a successful practice, Webster harkened back to his college days.

“One of my heroes is the priest who was the President of Notre Dame when I attended there. His name is Father Ted Hesburgh. He once said, and I never forgot it, ‘It is easier to live your morals than it is to teach them.’ I try to implement this in my life from day to day. Losing the income was never an issue for me. It’s easy to prattle on about your ethics when there is no cost.”

After the facts about the Vancouver Airport confrontation became known, Webster was talked about as the best person to lead the RCMP and reform it. Previously he resisted the idea, saying, “The single most effective therapeutic agent for the RCMP would be the establishment of a strong union. Finally, senior managers who are presently accountable to no one would be reigned in.” Now he believes he is the man for the job, after experiencing first-hand retaliation for being an advocate for change.

From Notre Dame, to Grey Cup and pro wrestling champion, to consulting on life and death crisis negotiations, Mike Webster, a soft-spoken and gentle giant, has always marched to the beat of his own drum. Now he hears the drums beating across the planet, and foresees a fundamental change coming among those who are not part of the elite now ruling over societies under corrupt political and social systems. And he wants to lead by example, as he has always done.

“Some may be discouraged by the challenge and say, ‘but we have no forum’ for such a transformational change. I would say the people of Iran have no forum to address the corrupt activities of their government either — but look at them … Social media is only half the answer. The other half is the young people whose lives are intertwined with it. My sense is that young people are becoming more politically active (witness our last Canadian Federal election) and less tolerant of ‘corruption and willful neglect.’ And with the decline of the U.S., as a world power, and the rise of India and China young people will unite East and West in a new political landscape.”

The biases of mainstream media, and their one-sided "reporting" campaigns in support for the pet projects of millionaires such as Upper Fort Garry and the Human Rights Museum were also exposed, helping prove to people YOU HAVE THE POWER.
In the years that floowoed, our City Circus TV show on Shaw was the go-to source for politicians, reporters and taxpayers trying to wrap their heads around complex stories the Firehall Fiasco at City Hall, the undeclared use of free Winnipeg Jets tickets by NDP cabinet ministers (which Dan Lett described as the first chink in the Selinger NDP's regime), and the criminal -yes, he broke the law and a court said so - conduct of Finance Minister Stan Struthers in an illegal attempt to bankrupt Assiniboia Downs.

Hi All
I am visiting your area from Australia, and whilst here, would very much like to catch up with Mike Webster, who used to live in a big log cabin on Lacon Road. Denman Island. Mike had previously been employed as a consultant psychologist with the RCMP, and earlier in his life had been a pro footballer, amongst other things.
I have been to the Lacon Rd house today, but the new owners (since 2016) have no contact details, except to say they believe he moved to Campbell River.
I met Mike 3 times when he came to Aus between 2006-12. As I recall Mike was married to Moira (who I have not met).
If anyone is able to help with contact/current location details I would be extremely grateful.
I understand that this may come out of the blue, however, if anyone is actually in touch with him, he may remember me as “JP”

Winnipeg Free Press Fires Seven News Staff


Winnipeg Press Offices on Mountain Avenue

It is the paper of record and rightly or wrongly takes it on the chin when they gets things wrong, overlook things or take a position that someone is not going to like. the Winnipeg Free Press has the largest news gathering force in the city. It still does but it is minus some of its most junior staff as of Tuesday.

Seven in the newsroom were let go.

They were:

John White, online editor
Melissa Martin, reporter
Alison Mayes, reporter
Adam Wazny, sports writer
Rob Williams, music columnist
Lindsey Wiebe, social media reporter

And one web position not named.

It should be noted that some of these latest hires are the most active in multiple media platforms, especially Twitter, blogging, radio and elsewhere.

Unions protect senior employees first. Always have. With some justification the fear is that companies will dump older workers for ones paid lower wages. However, the problem with removing new and younger workers in a downturn is that they are the very people to build for the future.

I can say about some of the above writers that some were truly innovative and exciting to read. They will be missed.

This lay-off represents 8% of the news staff. I think it is devastating. It comes on the heels of 15 people let go earlier this year. The Free Press and its partners such as Canstar, Brandon Sun and the Steinbach Carillon employ around 570 people. Employees had a 2% wage increase in the year and revenue was down $500,000 in the second quarter from last year.

Like many newspaper companies, the Free Press is trying to figure out how to increase advertising revenue and profit.

Some say that newspapers are a declining business as people get their news online. However, getting news online also entails people writing it and the best writing is that which comes from people who make their living on it.

The Brandon Sun is mostly behind firefalls now. I am not sure how the paper fares compared to its larger counterpart but I'd wager the fact that the previous cutbacks of 14 jobs at the Free Press and 1 at the Brandon Sun were not an accident.

We are seeing more firewalls going up for newspapers all the time. Content has to be paid for somehow. We have gotten used to the idea that things are free and they really aren't.

I think the Free Press has no choice but to go behind a firewall so they can create exclusive content for the local area. The trick will be to create content so that is affordable and unique. That won't be easy without the writers that were let go.

I am wondering if a new model of newspaper by owner/operated news reporters might not work in this city. The big corporate format seems to be driven by management and union issues that won't go away too soon.

It may be that the future job security for journalists is multi-platform like Gary Lawless with the Free Press and TSN or finding reporting work with Shaw cable like Marty Gold on City Circus or Scott Taylor and Goldeyes broadcasts. The first writer likely does well with two strong commercial enterprises paying him. I am not sure about the other two writer/broadcasters but I hope they are self sustaining with their work.

I want strong newspapers and media but fear the corporate and labour structure that seems to put them in conflict.

To the writers who are out of work. Please keep writing! And hope upon hope that jobs are there for you.

Regarding the FP 7:

No one has mentioned the sterling leadership of Margo Goodhand who abandoned ship rather than wear the failure of her failed "vision" to attract audience/readers and wield the ax over the neck of her favored pets.

Maybe if Margo knew what real journalism was, rather than promoting pink papers, and gimmicks like 'story-telling' CNC -style, the finances of the newspaper would have been able to sustain these jobs.

Strange isn't it that my becoming a loud voice for the community, breaking important news stories, and a good option for advertisers so enraged Margo and radio execs that I was illegally silenced by Red River College. Yet in this case there is no censorship at play and there are poor financial results in evidence, but the outcry is far more widespread and pronounced even though the dismissals are legal and legitimate.

I do feel sorry for Adam Wazny and Rob Williams. The NHL strike may have played into Adam's dismissal and I think it was a quirk of the union system that Rob was a victim of. Adam's story which touches on Rob's firing is http://wazoowazny.tumblr.com/post/31849917533/breaking-news

Williams is a surprise. He is a good music critic.

chrisd mostly does press releases. It's not exactly a newspaper. That said, it really shows how little content there is in newspapers nowadays anyways.

I'm not a fan of paywalls. I loathe logging in to things, and I highly doubt anything the Free Press puts out would be worthy of me paying for it. They already have subscription only content, and I can't imagine that anyone cares for it.

The problem with the Free Press is exemplified by whose jobs they cut. People with fresh ideas who aren't old and repetitious cranks from the 60's and 70's and 80's. That might work for local radio, but not for news reporting.

If the Brandon Sun makes decent money from their paywall, I'd be shocked.

The Free Press and the Sun are two sides of a turd sandwich.

I do think it's about time the Free Press went to a tabloid format. Where do people read the newspaper these days? At home? Probably not. If you're at home, you have the internet. If you're on the bus or at the coffee shop, you're not going to read a broadsheet.

Does the Free Press or Winnipeg Sun offer pdf's of their daily newspapers print versions to be downloaded via their android or iphone apps? If not, why not? I might not subscribe to view content on the net, but to receive an ebook readable copy would be worth paying a reasonable subscription fee per month. Plus no need to charge for delivery and printing. Heck I used to download the metro this way until i realized it's too tedious to do so (they could just put a link to download as pdf from their app but they don't)

And now I'm rambling. That's enough out of me.

6 weeks after free speech got kaiboshed by the corporate media and their College censor friends - MM told Graham Hnatiuk she had NEVER complained about me to Margo Goodhand and said Èthat wouldn't have even made senseÈ.

So as the push to censor me was first told to station manager Rick Baverstock, who heard it from Dean of Business and spokesman of the fictional Executive Committee Graham Thomson:

- He had attended a meeting (with VP and treasurer Cathy Rushton) with president Stephanie Forsyth who heard it from Margo Goodhand. And they had to cook up a false reason to cancel my show to protect Margo.

- Margo made the mistake of repeating the Melissa deal TO the company lawyer. ie "when he attacked Melissa it was the last straw". How dumb is that. And I have it in writing.

- Melissa was not attacked.
- She was not even aware IF I had criticised her reporting, let alone about what and bitched about it.
- She didn't complain about me to Margo.

Melissa was NOT moved to tears by my citizen journalism or audience comments.

Margo admitted she had never heard my program, so she couldn't have heard me say anything about Melissa.

The editor of the Free Press incited my ouster by falsely claiming I had caused a scene in her office with the star, um, non-graduate of the Collegeès CreComm program - turned- FP reporter.

Whatever scene there was Melissa that cried about, was NOT about me.

Not about the supposed "last straw" that led Goodhand to smear my work with the RRC students and qualification to be on Kick-FM.

(Like I had never reported on Sports. What a dumb thing to say.

And donèt forget, To make sure I was buried, Margo, employed for zero known days in the radio business, also smeared the station manager to Forsyth to seal the cancelation deal.)

Margo libel-chilled and made some insinuations to pressure Forsyth to get rid of TGCTS.

As it turned out to keep it together and protect Margo, RRC ignores all ethics complaints that followed and the NDP, whose economic advisory committee was co-chaired by Margoès publisher.

The Minister, a RRC graduate, ignores all complaints about the College and their blowing $300,000 of tax dollars by folding Kick-FM.

(The business aspect of me being wiped out by the contract breach at the same time the Free Press started a sports show with one the commercial stations that got rid of me on the Board - in my time slot - is for another day.)

We can all see what happened here.
And why the mainstream media, or the college papers whose reporting is pathetic - never mentioned the interventions filed with the CRTC demanding an RCMP investigation.

The bottom line is that Margo Goodhand told a horrible lie about Melissa Martin and me.

Since it was repeated to College executives who repeated it to Rick, I believed it too. He knew this version about 5 days before the ax fell.

It was only 6 weeks later, when Melissa emailed Hnatiuk, that we learned Margo had told a lie about her pet pupil to get rid of me.

So as for TGCTS, it never made her cry or hurt her feelings.

HI! I;m glad to answer that. Ièm not stumping Maroun, I donèt see him as the issue.

The entire NITC DIRC process smacks of Canadian intervention in US and Michigan affairs and is a vast waste and risk of our tax dollars on US infrastructure. Meanwhile Winnipeg and Manitoba streets and highways fall apart.

Thatès why I am covering it.

Election 2025?


 The new budget comes November 4 and the final vote on it comes a few weeks after. It is a confidence vote. If all the parties vote against it and there are no abstentions or people absent from the House, it is an automatic election before Christmas. An election is not an idle thing to dismiss. In 1979, the Progressive Conservative government of Joe Clark was defeated six months after being elected in a confidence vote. Pierre Trudeau and the Liberals one again became the government.

While there may be lessons from that time, each elected government has their own unique circumstances. Other countries have regular minority governments but the way Canada's system operates, the results leans more to majorities. However, in recent years Canada has had repeated minorities. The last minority government under Trudeau's Liberals was supported Singh's NDP. It lasted a long time but ultimately hurt the NDP. The Liberals also hurt by a long tenure changed leaders and fears regarding the United States and Trump led to a victory for Carney and another Liberal minority.

We are divided politically but probably less polarized than our neighbours to the south. However, the parties have all boxed themselves in and likely won't take the time to figure out leadership, policy platforms as well as how to build a successful party if elections are a threat every few months. The Conservatives have seen one member cross the floor. Apparently, some are not waiting for the leadership review of Pierre Poilievre. 

A budget where no one is happy is par for the course. The big question is whether it is enough for an election. Some media critics are upset with the budget that it didn't go far enough. Some wanted more spending, some wanted tax breaks and tax reform. Given the minority, it is likely the best budget that could be presented that might get passed.

The one floor crossing of a Conservative to the Liberals means that the Government is two votes short of a majority. Rumours abound about other MPs looking to cross the floor. If two more cross then the Liberals should be in a good position to have three or four years to make their budget work. This might be wishful thinking on the part of the Liberals. The rest of the week will be debate on the budget and the vote will come two weeks from now. At the moment, it looks like an election.
